The National Institute for Occupational Safety and Health (NIOSH) is conducting a program of research to evaluate and improve remote mine seal construction technology for mine fire control and suppression. The main focus of this work is to develop reliable technology that will remotely seal a mine opening from floor-to-roof and rib-to-rib. NIOSH, in partnership with Strata Mine Services Inc.1, is evaluating the capability of a two-component phenolic foam-based product, called Rocsil®1, that is intended for cavity filling, air and gas sealing, and consolidation of highly fractured strata. Rocsil® can be rapidly applied, has a quick cure time, a high expansion rate, good compressive resistance and excellent anti-static properties. When the resin and catalyst are mixed, an immediate foaming reaction occurs followed by rapid expansion up to 30 times the original volume. By virtue of its fire-resistance properties, Rocsil® foam has application for sealing underground mine areas undergoing heating from spontaneous combustion and it could be useful for remote mine seal construction to aid in mine fire control and suppression. This paper presents an overview of remote mine sealing technology, introduces the use of Rocsil® foam for remote mine seal installations, offers a case study of the use of this rigid foam material to remotely construct a temporary in-mine seal and discusses technology improvements. Acid producing potential static tests have been undertaken on sample lithologies from New Zealand coal mines, to rank the lithogies into acid producing waste rock and stable non-acid producing waste rock. Results indicated that the main acid producing waste rock in the Waikato coal region are the marine Whaingaroa siltstone and the Glen Massey formations and the main alkaline producing lithologies were the Tauranga group volcanic-derived sediments (A & D) and the Mesozoic basement. Coal ash analysis of 28 samples from 28 mines have also been analysed for reactive S percentage and their base potential has been quantified by the chemical index of alteration (CIA). The results provide mine management in the Waikato Coal region with a classification of problematic and stable waste rock types. XRF and CIA values determined from wash drill cuttings would provide a method of determining waste rock volumes and magnitude of palaeo-weathering underground.

"There is a number of comminution tests commonly used in the mining industry. Many of the tests are used for a particular grinding model or mill sizing program and are incompatible with other tests of different models. This paper provides an overview of the commonly used grinding and crushing tests, which models (or practitioners) use a particular combination of tests and draws some relationships between the incompatible tests based on the DJB Consultants Inc. database of projects.Case studies will demonstrate similarities and differences between major mining districts with some comments about homogeneous and heterogeneous behaviour within the grindability results.INTRODUCTIONThere are a number of bench-scale grindability tests in use for sizing and predicting throughput for grinding circuits. Part of the reason for this variety is there are a number of different grinding models in use in the Industry, and those models operate using incompatible test results as input (Doll and Barratt, 2008).By using the database of testwork in the DJB Consultants, Inc. (DJB) Millpower 2000 database (see Table 1), some of the more commonly used tests are compared and relationships will be drawn."

The effect of oxalic acid, acetic acid, citric acid and EDTA on extraction of Cr (?) in soils contaminated by chromium- containing slag was investigated using a batch of incubation experiment. The results show that the pH value decreases more obvious with the increase of the amount of organic acid. The amount of Cr (?) extracted increases with increasing the amount of organic acid. When the ratio of organic acids to total Cr was 5:1, citric acid revealed the highest extraction effectiveness, followed by EDTA, oxalic acid and acetic acid, respectively. The amounts of Cr(?) extracted by citric acid, EDTA, oxalic acid and acetic acid increased by 439%, 244%, 215% and 162%.

Metallic magnesium is mostly used in lightweight alloys in order to decrease fuel consumption in automotive applications. Several different production processes are currently used worldwide, and the magnesium production scenario is changing rapidly, with Chinese production increasingly dominating the world market. For the purpose of this paper, a novel approach to Life Cycle Assessment was applied, in which Material Flow Accounting and energy-based methods (Embodied Energy, Exergy and Emergy Analyses) are integrated and complemented, with a detailed description of the environmental hazards associated with emissions from all the different processes.

The principle of personal safety is as old as the human race. The application of this principle to industry is of much more recent origin, and may be said to be almost exclusively the product of the twentieth century. The enormous strides in technique and production mode prior to the turn of the century had been achieved without any real regard for the crippled human by-products of that expansive era. It was accepted that. accidents were inevitable and formed part of the price that must be paid for production. It was not until 1885 that the first Workmen's Compensation Act was passed in Germany making the employer financially liable for injuries suffered on his plant.With awakening social conscience came the first organised efforts to reduce accidents in industry. Early 19th century literature dealing with the development of powerdriven machinery and the growth of industry in Europe contains many references to the unsafe and unhealthy working conditions that accompanied the change-over from the home workshop to the industrial plant. By the year 1900, there were in Germany - and a little later in England governmental regulations dealing with the guarding of hazardous machinery. American industry, now the acknowledged leader in industrial safety, admits freely that when an organised safety movement commenced in that country, there was already a considerable amount of information available to them from European experience. Through the application of the Rietveld method, X-ray diffraction analysis has developed into a fully quantitative method for phase analysis. The Rietveld method itself has progressed from an unstable method that required constant operator intervention to a stable and robust method suited even for routine analysis. The method, however, requires a good initial calibration and periodic checks on its precision and accuracy. Several examples from minerals processing, pyrometallurgy, and materials science show the strengths and applicability of the method. The limitations and sources of error are also discussed.

The Southern Nevada Water Authority (SNWA) operates two water-intakes in Lake Mead, located 20 miles east of Las Vegas, Nevada. Severe drought has caused decline in lake level by 85 feet since 2000 and future declines are expected. SNWA will construct a third deep-water intake to ensure existing water system capacity. This paper describes expected construction challenges for the new project that consists of: an intake structure and tunnel beneath the lake, pumping station, pipeline to connect existing treatment facility, and interconnecting underground adits. The project will be completed in the year 2012 for total estimated cost of approximately $600 million.

Paradoxically, the increased emphasis on water treatment in mining has generated a new problem û hypersaline brines. Currently brines are either disposed of into ash systems, lined evaporation ponds or hazardous waste sites. Evaporative crystallisation (EC) is an alternative, but the energy requirements can be prohibitive and the salt product is still a waste that must be disposed of. Eutectic freeze crystallisation (EFC) is an alternative technology that is capable of separating aqueous solutions into pure water (as ice) and pure, solidified solutes. It is highly energy efficient and does not depend on the introduction of any solvents. In addition, the simultaneous production of pure ice and potentially saleable pure salt(s) is a major advantage. Although EFC has been shown to be effective in separating a single salt and water, it is still in the early stages of being applied to the multi-component hypersaline brines that are typical of reverse osmosis retentates generated by mining and extractive metallurgy.This paper presents an EFC brine treatment protocol developed by the Crystallisation and Precipitation Unit at the University of Cape Town. The protocol incorporates brine analysis, thermodynamic modelling to establish which salts will freeze out and at which temperatures, followed by experimental studies to determine the kinetic parameters, such as nucleation temperatures, salt yields and crystal purity.Case studies showing the application of EFC for the purification of typical brines containing high levels of sodium, chlorine, sulfate and ammonia (Brine 1) and a mixture of sodium and magnesium sulfate (Brine 2) are covered. Modelling tools were applied to describe the phase behaviour of the multi-component saline systems under different process conditions. Experimental validation was carried out using synthetic brines of different (and increasingly complex) compositions. The results showed that EFC could be used to selectively recover the sodium as a sodium sulfate salt from both different brines. The simulation tools were useful in the analysis and understanding of the process.A preliminary economic analysis showed that the operating costs for EC were approximately nine times those for EFC, but the capital costs were much less- equipment for EC cost about half that of EFC. However, it is important to note that the capital cost calculations for EC are based on a technology that is already well established and with only relatively marginal future equipment cost savings expected. In contrast, EFC is a new technology, with significant future technology improvements expected.

Detailed petrographic analyses of coal seams from the Newcastle, Illawarra, and Lithgow Coal Measures were made for a number of localities for each of twelve seams. From these analyses characteristic standardprofiles were derived for each seam. Two broad types of profile were found; one in which vitrite-poor and vitrite-rich layers alternate, and another in which there is a steady decrease in vitrite from the base to the top of the seam. This paper deals with a complementary soil investigation which being part of the contract helped understand the behavior of a softened clay and adjusted the design of a retaining structure accordingly. The investigated softened clay proved to have lost its original strength but had maintained some characteristics of its stress history and in particular high horizontal stress. Pressuremeter tests and flat dilatometer tests were of interest to estimate the at rest earth pressure. A design consisting of a T-shaped slurry wall in conjunction with transverse walls was the most effective solution to cope with high active pressures and low passive pressures.

The The National Institute for Occupational Safety and Health (NIOSH) Pittsburgh Research Laboratory (PRL) is continuing to investigate the behavior of fully grouted roof bolts in the weak roof rock of the Safety Research Coal Mine (SRCM). This paper describes the results of three studies: • A series of 24 pull tests of bolts installed fully grouted and overcored to leave 12 inches of grouted bolt. The tests compared the pull-out performance of offset-head roof bolts with that of standard 5/8-inch bolts; • A second series of 24 tests that compared the pull-out loads obtained by bolts installed with 1 ft of resin (a Short Encapsulation Pull Test or SEPT) to that of fully grouted bolts overcored to leave only 12 inches of grouted bolt, and; • An investigation into the pressures generated during the installation of fully grouted resin bolts. All of the bolts installed and pulled were overcored and removed from the roof after the pull tests to allow inspection of the resin. The first study found that there was no significant difference in pullout load between the offset-head bolts and the standard bolts. The second study, comparing the SEPT bolts and the partially-overcored fully grouted bolts, indicated that SEPT can significantly underestimate bolt anchorage grip factor, suggesting that the SEPT is a conservative measure of actual bolt performance. Significant loss of resin to cracks in the roof was observed in the bolts overcored in the SRCM. The third study explored one possible explanation for the resin loss, high pressures generated during bolt installation. These tests employed bolts installed in strain gauged steel tubes. The results confirmed that significant pressures (greater than 4,000 psi) can be generated during bolt installation. The results of the pressure tests, combined with the observations of resin loss in bolts installed in the SRCM, suggest that under some circumstances resin loss and under-encapsulation could take place and lead to degraded bolt performance. Glove fingering was observed in all recovered bolts to various degrees. The limited comparative data suggested that the effect of glove fingering ranged from slight to moderate. Complete mixing of the resin was observed on all of the 40 bolts recovered (28 fully grouted and 12 SEPT). Australian and U.S. resins were compared and the Australian resins were observed to have much smaller catalyst compartment areas and lower resin viscosities. These differences are suggested as potential explanations for occasional resin mixing problems noted in Australian resin bolt installations.

Arbitration is a legally recognized alternate litigation for the resolution of civil disputes. The parties agree, either before or after a dispute arises, to submit that dispute to an independent third party for resolution. The decision of that third party is binding on the parties. A decision of an arbitral tribunal, typically referred to as an "award," cannot be reviewed by a court except on very limited grounds, such as fraud. See, e.g., Va. Code 8.01-581.010. Indeed, an arbitral award is typically less subject to judicial review than the decision of a trial court, whose decisions are almost always subject to appellate review as a matter of right. Arbitration is typically the result of a contractual agreement between the parties to submit disputes to arbitration. On occasion, arbitration can be required by statute. For example, the California Department of Transportation requires the arbitration of all disputes arising under its contracts. Public Contract Code, Article 7.1 (§§10240-10240.13). There may be a question whether statutorily required arbitration is truly arbitration or an administrative law disputes resolution procedure. The significance of the difference is that the decisions of administrative law bodies are typically reviewable by a court of law as a matter of right while, as set forth above, arbitral awards are almost never reviewable.

The Aberfoyle Tin Mine lies on a wide sloping bench about 2,000-2,500 ft. above sea level, at Rossarden, 14 miles north of Avoca, in north-eastern Tasmania. The quartz-cassiterite veins were discovered in 1916, but mining did not begin until 1926. Trenching revealed seven small tin-bearing veins within a width of 57 ft. of Palaeozoic slates and sandstones, and it was assumed that the mineralization extended beneath the adjacent cover of Permian strata, but the presence of the main vein system (the 26 Vein System) was not suspected until the Aberfoyle Fault was discovered late in 1928.The mine has now been developed on thirteen levels, to a depth of 1,350 ft. The lower limit of economic mineralization appears to lie at about the ll-level, which is 1,060 ft. vertically below the concealed outcrop of the main veins. Large diameter piles (2 to 3 m diameter, both driven and drilled) are being used more frequently by designers of bridge foundations. The use of these large piles allows the pile cap to be positioned off the bottom but usually still below water. Conventional cofferdams as shown in Figure 1 below are not suited to this type of pile cap. However, float-in cofferdams offer a viable alternative. This paper describes the float-in cofferdam system, its initial development for use on the Bath-Woolwich Bridge in Maine and its most recent application on the new Carquinez Bridge in California.

IT was just five minutes past midnight, on Wednesday, Jan. 5, 1938, that Mrs. Cosgrove and I sailed from New York City. Our trip was to completely circle the globe, to cover over 40,000 miles and stop at thirty ports-from New York to Trinidad, to South America, via South Africa to the Orient, to India, to the Malay States, to Indo-China, the Philippines, Australia, New Zealand, Fiji, and across the Pacific home via Honolulu. It is not my intention to make this a complete, technical study of coal or coal mining in the various countries that .we visited but more to outline the general in- formation that the mining engineer and coal operator would absorb in his travels. Coal is the universal fuel and is in use wherever there is commerce and industry. Even on our ship, which, like practically all ocean liners was an oil-burner, a considerable quantity of coal was used for cooking.

Over the past several years, two types of roof control problems have been en- countered at Beth Energy's Eighty Four Complex mine in Southwestern Pennsylvania. These problems have been (1) poor roof conditions encountered while advancing submain entries and longwall panel entries and (2) deterioration and failure of long- wall gateroads, principally the tailgate entry. This paper discusses the efforts by mine personnel to analyze the origins of the various attempts to-deal with the problems, and the success (or failure) of these efforts. Highlighted are the use of various common roof Control materials, variations in mining techniques, cementatious pillars, and changes in pillar design using yield and abutment pillars to address these problems.

Safety nets have been used selectively in several South African mines over the years. Recently, however, an increased emphasis on mine safety has seen a resurgence of their utilization underground. This renewed interest has, however, also raised questions about the design and performance of these nets and their practical applications underground; these are the subjects of this paper. Generally, mine safety nets are used to protect personnel from falling rock in temporarily supported development ends, tunnels, ASGs and stopes. These diverse applications each require specific net designs, resulting in a wide product range. As a rule, however, mine safety nets need to carry specified static or dynamic loads with the least possible deformation. Because of the application-specific characteristics of mine safety nets, there is no South African national standard for them. Consequently, neither the SABS, nor the CSIR, performs standard tests on these components. In 2007, therefore, SIMRAC made available their Savuka facility for the testing of mine safety nets; the Savuka drop test became the accepted industry test standard for mine safety nets. From late 2007 to mid 2009, Norsenet, in collaboration with SRK Consulting, the designated operators of the site, conducted approximately 200 tests, which formed the core of Norsenet's database of safety net performance under various loading conditions. The test specimens comprised a wide range of net materials and config¬urations; the materials included: high density polyethylene, polypropylene, polyester, nylon, as well as a blend of polyester and polypropylene used primarily for reinforcement ropes. Net configurations encompassed the following parameters: net type, i.e., knotted nets or sewn nets; net strand type, i.e., braids, twines, or webbing; strand size; mesh size; mesh orientation, i.e., parallel or oblique to the net edge; net edge reinforcement, i.e., knotted, tied, with or without reinforcement ropes; internal reinforcement ropes, i.e., diagonal ropes and/or orthogonal ropes; as well as net attachment options, including loops and chainlinks. From the number of variables listed above, and the limited number of tests available, it can be appreciated that the findings of the test series required careful scrutiny. Nevertheless, principal performance factors clearly emerged: besides the obvious net mesh variables, such as net strand material, strand diameter and mesh size, it was the configuration of the reinforcement ropes and their attachment to the net panel which had the strongest influence on net performance. All the structural elements of a safety net need to work together to transfer the imposed load from the net panel, through the reinforcement ropes, to the net attachment points. In this load transference chain, the weakest link limits the strength of the structure. From this development work, Norsenet has gained valuable expertise to custom-design and manufacture nets to clients' specifications. The examples presented in the paper will also show the experience acquired in the installation of nets underground. Future work will include the establishment of a state-of-the-art net testing facility at Norsenet's factory in Vredenburg..
