A GROUP of 13 cities situated in Los Angeles and Orange counties in Southern California is engaged in constructing an aqueduct to carry water from the Colorado River at a point near Parker, Arizona, to a distribution point sear Riverside, California. The aqueduct will have a total length of approximately 241 miles, and is designed to deliver 1605 cu. ft. of water per second, or a little more than one billion gallons per day. The aqueduct crosses a barren, desert waste and the project includes approximately 91 miles of 16-ft. tunnel. The large amount of tunnel driving that has been done in this country in the past few years has resulted in some remarkable developments in equipment and methods. The building of the Colorado River Aqueduct, with its 91 miles of tunnels, has called on the best engineering knowledge in the country. New and better equipment has been designed for all phases of the work, and this equipment has been coordinated and adapted to the various conditions with a high degree of efficiency. The result has been that records for tunnel driving have been set under adverse natural conditions that exceed the estimates for progress under good conditions. All of the tunnels in the main aqueduct, except the Valverde and Bernasconi at the western end, have a finished diameter, inside the concrete lining, of 16 ft. Fig. 4 shows a section of the tunnel with the concrete lining in place. Fig. 5 illustrates the finished tunnel in three typical sections. The standard tunnel grade is 3.432 ft. per mile in the 16-ft. tunnels, but the Valverde and Bernasconi tunnels have a steeper grade and a finished diameter of 15 ft. 3 in. The rough bore of the large main aqueduct tunnels averages 12.95 solid cubic yards of material per foot of advance in timbered sections and 10.76 solid cubic yards per foot in unsupported sections.

Mining law is essentially a branch of the law of real property. It concerns acquisition of property for extracting contained minerals, and the rights, privileges and duties that fall upon the holder thereof once the rights are acquired Accordingly, this section focuses on the procedures to be followed in acquiring state. federal and private lands, and defines briefly the nature of the rights obtained. The mining laws of Canada and Mexico are summarized, and the related subjects of minerals taxation and governmental regulation are discussed briefly. This section is not intended to be the basis for legal decisions. Rather, its purpose is to provide the engineer with an understanding of basic principles and procedures. For a detailed treatise of mining law, reference can be made to The American Law o] Mining, a five-volume set edited by the Rocky Mountain Mineral Law Foundation. The law changes constantly, especially that based on federal and state statutes, and the reader is cautioned to be alert for subsequent modifications of statutes, regulations and case law. 2.1-PRELIMINARY LAND-STATUS CHECK Often, after completion of area reconnaissance, or perhaps after receipt of a submittal, a specific more localized target area will become of interest. Usually, an intensive exploration program comprising detailed surface mapping, sampling, geophysical prospecting and drilling will be required before the mineral potential of the ground can be properly evaluated. Before an investment of this magnitude is made, however, it is advisable to obtain rights to mine ore from the property. Otherwise, knowledge of the exploration activity might greatly inflate land values, or speculators or competing mining concerns might step in. Hence, as a general rule, a land-acquisition program should be undertaken before an intensive exploration project is begun. The first step in such a program is to make a land-status check to determine whether the subject lands are available and, if so, from whom they can be obtained and by what means. 2.1.1-BUREAU OF LAND MANAGEMENT RECORDS In those states which contain large areas of federal land, basically (he western states, the primary informational source is the records of the Bureau of Land Management. These may t)e examined at the land office having jurisdiction over federal lands in the area of interest. The records for Montana and North and South Dakota are kept at the Billings (Mont ) land office; Wyoming, Nebraska and Kansas, Cliejenne, Wyo.; New Mexico, Oklahoma and Texas, Santa Fe, N M ; northern Alaska, Fairbanks, and southern, Anchorage; Utah, Salt Lake City; Nevada, Reno; Arizona, Phoenix; Colorado, Denver. There are two land offices in California, at Sacramento and Los Angeles Records for other states are kept in Washington, D C. at the office of the Director, Bureau of Land Management.

For all mineral resource-based companies, it is important to reach the right balance of investment between acquisition and exploration to allow the best chance of achieving long-term corporate goals. The Broken Hill Proprietary Company Limited (BHP) provides an excellent example of success from generative exploration and supports the belief that exploration can be justified, not only in terms of investment criteria, but also because it is essential to a company wishing to build a dynamic profitable growth path based on world-class deposits as cheaply as possible. BHP was incorporated in 1885 to mine a lead/zinc/silver discovery at Broken Hill. The Company has since gone through a steel development phase (1911-1965) and is now in a major phase of growth partly based on exploration success. This third phase was marked by decisions taken in the 1950's to search actively for mineral and energy resources above and beyond the requirements of the steel industry. The commercial successes of this period have been Bass Strait oil and gas, Groote Eylandt manganese, Deepdale iron ore, Gregory coal and Carnilya East nickel. In total at least 22 new resource discoveries have been made in the last 25 years, of which 11 have been developed and several are undergoing feasibility studies. A financial analysis shows that the real value of the returns seeded by discovery covers the real exploration cost many times over. Moreover, the major discoveries have had a spectacular impact on the growth and development of the Company. BHP's present exploration effort is directed towards geological targets which most frequently meet attractive financial criteria and also promote diversification from steel-related earnings.

As part of a general review of processing double refractory ores through Barrick GoldÆs autoclaves /carbon-in-leach (CIL) facility at Goldstrike, a study was made to evaluate the use of surfactants for reducing the loss of gold during cyanide leaching of preg-robbing gold ores. Consistent improvement of gold recovery was observed with surfactants at various testing conditions. Methods of studying oilfield mineral .scale deposition in the laboratory do not work for barium sulfate because only small nonadhering crystals ore formed. On the other hand, barium sulfate scale found in down-hole or surface equipment is strongly adhering and may contain very large crystals. Results suggest that most of the difference derives from the extremely low .solubility of barium sulfate. Firm adherence of scale and the consistent development of oriented crystals 100 microns and larger suggest a relationship between scale adherence and crysta1 growth. Data from this study indicate some reasons for barium sulfate's occurring as a deposit in oilfield waters. The unique characteristics as well as the associative properties of barium sulfate scale as related to calcium carbonate and calcium sulfate ere shown. INTRODUCTION The first observed deposition of barium sulfate scale in oilfield production equipment is unknown but probably coincides closely with the beginnings of the oil industry itself. Moore' described barite oolites in some producing wells in the Saratoga field, Tex., in 1914. Currently, positive identification of barium sulfate deposition is recorded in most of the major oil-producing areas of the United States. As efforts continue to identify the composition and functions of the materials found in scale deposits, the geographic and economic importance of the part played by barium sulfate will become even more important. This belief is based on the following Facts. 1. Many oil fields in the U.S. are in or entering their mature phase and the volume of produced water is increasing; thus, the cumulative effects of low-solubility minerals become more significant. 2. Secondary recovery techniques and increased emphasis on waste disposal systems require controlling the behavior of all constituents of water to prevent formation plugging. 3. The more general use of instrumental analysis has reduced the time and improved the accuracy of complete scale and water analysis. 4. Once formed, barium sulfate scale is resistant to present methods of chemical removal; therefore, costly mechanical methods are necessary. Thus, new methods of prevention and control will require specialized chemical techniques and better knowledge of the causes of scaling. Consider the results of some simulated field deposition studies illustrating this need (Fig. 1). The studies utilized a Scale Deposition Test Cell* and each coupon was exposed to 8,000 ml of a 300 me/liter solution of the various types of mineral scale. All tests were conducted at 140F. Only the calcium sulfate and calcium carbonate deposited scale. The solution containing 300 me/liter of barium sulfate exhibited copious amounts of precipitate, but none of the precipitate adhered. The fluids from the effluents were also allowed to impinge on glass slides. Fig. 1 shows the relative adherence of the three types of scale on unetched glass. The barium sulfate failed to deposit in the same manner as the calcium carbonate and calcium sulfate solutions.

It is important to define "adequacy," and the most useful definition is a continuing availability of mineral materials under cost and other conditions which imply no significant burden on the achievement of otherwise attainable levels of consumption and well-being. For current decision making, it is sufficient to consider adequacy just to the end of the century, with some regard being given to then remaining mineral inventory. A comparison of cumulative demand projections to the year 2000 with already identified reserves ( economically recoverable amounts in known deposits) suggests little reason for concern with world adequacy of iron ore, aluminum, manganese, chromium or potash. Conservative estimates of "prospective" reserves (amounts producible at today's prices, but yet to be discovered) suggests that there are ample quantities of virtually all other mineral resources as well. A probable exception is oil and gas, of which there may be scant amounts remaining after the turn of the century. However, there is an evident sufficiency of substitute forms of energy, though it is difficult to see just where developing technology will take us. The critical questions have to do with the increasing dependence of the industrialized countries on external sources of supply , coupled with a new international politic s which complicates the problem of insuring timely development of, and access to, remaining deposits. In this context, Canada, a still mineral-rich nation, is in one of the more favorable positions.

The mining industry in South Africa faces real challenges with regard to the reduction of safety-related incidents. The purpose of this paper is to highlight the need for alternative interventions in addition to other safety improvement strategies already employed on mines. It furthermore supports an existing paradigm: incident investigations. An investigation into fatalities in the South African mining industry shows that although great progress has been achieved through the reduction in fatalities in all sectors of the industry over the last few years, more can and should be done to achieve status of ?zero harm?. Fatalities and lost time injuries on mines result not only in large financial losses, but also in disruptions of mining operations in general through Section 54 stoppages to resolve the situation. The approach of the paper is therefore not to try and prove whether there is high fatality rate and/or lost time injuries, but in what way incident reconstruction simulations (IRS) can have an impact in the future prevention of such incidents. The challenge therefore lies in the utilization of pro-active systems that would show employees the possible outcomes of being exposed to certain hazards. In real life, these incidents cannot be re-enacted and in most cases we can only learn through the previous mistakes of others. A virtual reality (VR) education and training system will enable employees to be ?exposed? to different hazards in a safe environment, and simulation, in a ?forgiving? environment, of the possible consequences of unsafe acts. According to the Occupational Safety and Health Act (OSHA), unsafe acts and unsafe conditions are indirect causes of safety-related incidents, but there are also direct causes; for example, unplanned release of energy and/or hazardous material, and basic causes, for example, management safety policies, personal factors, and environmental factors. The administrative workload associated with any incident investigation places a large burden on the investigation team, and in most cases other employees are informed through vague administrative processes what the ?real cause? for the incident/accident was. New preventative strategies are often put in place without showing the employees what the real causes of the incident/accident were. This can be mitigated through the use of interactive VR simulations/animations of the hazards that they are exposed to and how to deal with them. If VR interventions are not used as proposed by this paper, the real causes and consequences of almost all fatalities and lost time injuries may never be fully understood. This paper also emphasizes what potential impact IRS could have on the prevention of future mine incidents as part and parcel of a pro-active risk prevention strategy. The intention is therefore not to replace any other risk prevention strategies, but to visually enhance the reality of the incident. A smelter scheduling algorithm has been developed, which allocates the oxygen production between the smelting furnace and the converter aisle, so as to maximize copper throughput. The algorithm is intended for daily operation planning, controlling the sequencing of the converter cycles, and the oxygen drawn by these cycles. In some cases, it may be worthwhile to decrease converter oxygen allocation in favour of the smelting furnaces. Thus, a better utilization of the oxygen plant can increase primary copper throughput by several percentage points. This principle is demonstrated through sample computations. The approach presented in this paper can be incorporated into smelter management software.

This report describes field investigations conducted in 1953 of two occurrences of manganese and a separate magnetic anomaly in the Southern manganese district of Aroostook County, vicinity of Houlton, Maine -the Pierce deposits, in Hammond Plantation Township; the Burnham anomaly, also in Hammond Plantation; and the Nickerson-Farm prospect in Hodgdon Township. The manganese occurs in a thinly laminated sedimentary rock containing manganiferous carbonate interlayered with fine-grained metamorphosed sediment, rich in chlorite or hematite. The surrounding rocks are mostly dark gray-green slates. Samples composited for metallurgical testing from the Pierce deposits and the Nickerson-Farm prospect assayed 9.0 to 12.3 percent of manganese. More than 90 percent of the manganese could be extracted with sulfuric acid, but in most instances 30 to 40 percent of the iron was also extracted. Leaching tests indicated that, after being reduced in a hydrogen stmosphere at 600° C., about 85 percent of the manganese could be selectively extracted by a solution of ammonia-ammonium carbonate with iron extraction of only 14 percent.

The New Austrian Tunnelling Method (NATM) is a proven concept for the safe and economic construction of underground facilities. This is especially true for tunnelling activity where changing ground conditions are often encountered. However, the principles central to the NATM have gained only limited use within Australia, presumably due to the measurement process inter- fering with tunnel driving and the cost associated with instrumentation and interpre- tation expertise. The design and operating principles of two basic instruments are explained together with laboratory simulated test results and suggest- ions for use in an integrated NATM style approach to underground excavation and construc- tion. The two instruments monitor load in rock reinforcement and deformation in rock or primary and secondary linings. The instruments may be fitted with a miniature display module which outputs the measured parameter in engineering units directly. The design of the sensing components allows the instruments to be installed in various configurations suitable for routine performance monitoring, quality control, support element testing or detailed investigations. The display module which reduces the need for instrumenta- tion expertise should suit contractors and allow performance data to be obtained which quickly may be used to modify support procedures to suit ground conditions. When complemented by convergence measurements the devices enable most facets of the NATM to be implemented.

The terms kaolin, china clay, ball clay, and paper clay are more or less loosely and interchangeably applied to a large class of white-burning clays. These clays are made up chiefly of hydrous amorphous (colloidal) aluminum silicates with variable amounts of free silica and other impurities in small quantities. Occasionally also the term kaolinite is wrongly applied to a white-burning clay, for kaolinite is a mineral of definite chemical composition and definite crystalline form which occurs but sparingly in nature. It is not the purpose of this paper, however, to define or classify clays, or to enter into a discussion of the chemistry of clays. It is rather a general description of the occurrence and methods of mining of a kindred group of clays, and a discussion of their future economic aspect. In the Southern Appalachian States, the mining of white-burning clays has in recent years become an important industry. Although these clays are of several distinct types, which occur in as many localities under different geologic conditions, they are for the most part primarily of the same origin. They are essentially the same in elementary constituents, and are largely consumed in the game industrial arts. From the standpoint of a mining engineer, therefore, and for convenience in comparison and correlation, it should be interesting to discuss them under one heading. Kinds of Clay The most important types of clay which are now being actively mined in the Southern Appalachian States and with which this paper is particularly concerned are the North Carolina, Virginia, and Georgia kaolins or china clays (residual); the South Carolina and Georgia kaolins or paper clays (sedimentary); and the Florida and Tennessee plastic kaolins or ball clays (sedimentary). Other varieties which are interesting but which are as yet of little importance are the pocket deposits of white clay in Augusta County, Virginia, the bauxitic kaolins of Tennessee,

This paper deals principally with the retreating method of mining as applied in the Calumet & Hecla Consolidated Copper Co.'s deep Conglomerate mine, pointing cut some of the difficulties encountered in deep mining and describing the particular methods used at Calumet to carry on a large-scale operation at great depth with a minimum hazard factor. The circular is one of a series dealing with mining methods and costs which is being prepared for and published by the United States Bureau of Mines. "There are few people more qualified to speak of the tumultuous times in the global mining industry during the past four years than Newmont Mining Corp. president and chief executive officer Gary Goldberg.Goldberg stepped into his current position in 2012, just before MINExpo 2012. Gold prices had hit record highs not long before that ($54.15/g or $1,856.40/oz on Sept. 8, 2011), expansions were happening around the world and the gold mining sector was still living in the glow of one of its longest upswings in history.That all changed between April 8 and April 15, 2013 when the price of gold dropped by nearly $200/oz ($46.27/g or $1,586.20/oz on April 8 to $40.45/g or $1,386.80/oz on April 15), putting an end to the decade-long mining boom and forcing mining companies like Newmont to re-evaluateeverything.Three years later, with the gold sector recovering, Newmont Mining is not only surviving but is thriving with a pair of mines coming online, Long Canyon in Nevada and Merian in Suriname. On Oct. 1, the Merian Mine went into production on time and more than $150 million under the initial development capital budget.Goldberg, who was one of the featured speakers at the opening session of MINExpo International 2016 on Sept. 26, also spoke with Mining Engineering about the previous four years and the future of the industry.“Mining goes through cycles all the time and gold is no different,” Goldberg told Mining Engineering when asked about surviving the downturn since 2012. “I thought it was important that we take a good methodical and steady approach across the business to determine what was the right thing to do and to set the business up to improve performance. Anyone can cut costs for the short term, but we set out to do it in a sustainable and reliable way. We created a program we call Full Potential to look for sustainable ways to reduce costs and improve productivity. That program has taken more than a billion dollars out of our costs since we implemented it 2013 and that shows up in our results. Our all in sustaining costs are down 28 percent and our productivity is up 39 percent.”During the downturn, Newmont restructured its business model, sold off some assets and created a leaner, more nimble operation. It has paid off with the addition of two new mines and the acquisition of another, the Cripple Creek & Victor Mine in Cripple Creek, CO.“The gold industry had not seen a downturn in 12 years. We had half a generation that had not experienced a downturn, so helping them through that in an organized way and keeping a view toward the long term throughout the downturn was important. We were one of the few companies that continued to invest in assets,” he said."

This paper is the second in a series of two describing the design and construction of a foundation for a major high-rise real estate development on the west side of Manhattan, N.Y. The foundation members consist of large-diameter rock-socketed caissons, driven closed-end steel pipe piles bearing on rock, and a secant-pile retaining wall surrounding the entire site. This paper focuses on the Osterberg cell (O-Cell) load test completed for determining the allowable side-shear resistance between the concrete and the sides of the rock socket. Different qualities of mica schist bedrock, demonstrated by the penetration of rock with the soil auger or drill casing, were encountered. Accordingly, an additional subsurface investigation consisting of test borings at each caisson location was completed. Unconfined compressive strength tests were performed on representative rock samples. The ?soft? mica schist was observed to have vertical foliations and high mica content. For the first time in Manhattan, an O-Cell load test was performed to determine the allowable side shear resistance for both the soft and hard mica schist bedrock. The side shear resistance obtained from the O-Cell load test is compared with the side shear resistance allowed by the New York City Building Code and empirical correlations using unconfined compressive strength values for rock. The rock socket design for the caissons was refined based on the O-Cell load test results.

The original patent for the gyratory crusher was granted to Philetus W. Gates in 1881. This first crusher was used by the Buffalo Cement Co. At the time these early gyratory crushers were developed all mining and quarrying, either underground or open pit, was done by hand; tonnages generally were small and product specifications simple and liberal. Likewise plants were small and demands for small product sizes practically nonexistent. In addition to substantial amounts of hand labor, the available material handling equipment was small, simple, and not suited to handling large run of mine ore. Mine can, cable ways, or belt conveyon transporting crushed material to the mill had limited capacity per hour. At the turn of the century the largest Gates crusher, the No. 9, had a receiving opening of 21 x 48 in. with a three-arm spider and a 21 x 80-in. opening with a two-arm spider. The steam shovel began to change the entire picture of open pit quarrying. As a result of the use of steam shovels around 1910 crushers with 48-in. receiving openings were built; thus it can be seen that the basic gyratory crusher was developed prior to World War I. The improvement of the internal combustion engine and the use of pneumatic tires created a new set of operating conditions. Early mines were small, using shrinkage stoping and small mine can. The capacity of material handling was small, limiting the size of the largest piece and the feed rate. Improved material handling resulted in more and more large open pit mines with large shovels and a tremendous increase in the size of off road or mine haul trucks or rail can. Primary gyratory crushers also increased with receiving openings as large as 60 in. and connected hp of 1,000.

The use of nuclear explosives for excavation has been demonstrated to be feasible and practical. Application of nuclear explosives for overburden removal from large ore deposits appears to offer economic advantages over present methods, but under the present pricing schedule, high-yield devices must be used to obtain an economic advantage. The use of nuclear explosives presents problems not inherent in the use of conventional explosives, and thus they can be used only in areas where large explosions and associated phenomena can be tolerated. Stripping of coal with nuclear explosives does not appear practical at this time, but stripping overburden from copper or iron ore deposits may be a potential use. Even here, however, the use of nuclear explosives would require isolation, favorable topography, favorable ground-water conditions, and a low population density. If these basic requirements can be met, the use of nuclear explosives for overburden removal would offer both economic and time advantages. The possibility of using nuclear explosives for peaceful purposes was a subject for speculation as early as 1945. The PLOWSHARE Program was formally established by the AEC in June 1957 for the purpose of developing and demonstrating peaceful applications for nuclear explosives. The technical direction of the program is the responsibility of the Lawrence Radiation Laboratory, Livermore, Calif. Mining and excavation were two fields that received early consideration as areas in which nuclear explosives might be used. Knowledge gained from underground weapons testing increased this possibility, and the development of the thermonuclear device which has a small fission-to-fission ratio, reduced the hazard of radiation, and spurred interest. Nuclear explosives appear to have the greatest potential in the following mining operations: 1.— Surface Mining a) Stripping of waste for open-pit excavation b) Breaking of ore in open-pit mining c) Quarrying d) Blasting for production of aggregate, riprap, etc. 2. — Underground Mining a) Block caving application b) Crushing of ore for in-situ leaching, etc. c) Preparation of underground waste disposal areas Of the potential applications, excavation is perhaps the most obvious and the best understood, and probably the most practical for use in the near future. Large quantities of rock and earth can be moved by proper emplacement of nuclear explosives, but economic and practical relationship must be determined between the known capabilities of nuclear explosives and the required excavating to remove overburden. REMOVING OVERBURDEN IN OPEN-PIT MINING Removing the overburden is one of the largest jobs in open-pit mining. In 1960 open-pit mines produced approximately 130 million tons of coal, 108 million tons of copper ore, and 135 million tons of iron ore. To obtain this much production, an estimated 3-billion tons of overburden were removed from the coal, 216 million tons from the copper ore, and 135 million tons from the iron ore. These figures do not include the initial stripping required before ore production. For example, the ASARCO Mission mine started stripping operations in August 1959 and by mid-November 1961 had removed 46.3 million tons of material including 1.2 million tons of ore.* Initial excavation of this type offers the most favorable conditions for utilizing the earth-moving ability of nuclear explosives. EXPLOSIVE CASTING FOR REMOVING OVERBURDEN The use of explosives to remove overburden is not a new idea. Conventional explosives have been used for this purpose for many years with varying degrees of success. Several small coal strip operators have used this idea to increase production. At these mines about one-third or more of the overburden is thrown by explosives across the pit and onto spoil piles. The additional costs of drilling more blast holes and more explosives are more than compensated for by a reduction in the time required to uncover the coal, and by an increase in coal production.
