"The City of Ottawa’s Combined Sewage Storage Tunnel consists of two interconnected tunnels totaling 6.2 km with a diameter of 3m including access shafts and hydraulic structures which connect to the City’s most critical sewers. This tunnel will be built 15m to 30m below ground in the downtown core adjacent to, and crossing below, the Light Rail Tunnel, which introduces additional considerations in terms of sequencing and risk mitigation. The City embarked on a unique Procurement Process to address the risks involved with a large tunnel project and those associated with tunneling below downtown, underneath and adjacent to UNESCO World Heritage Sites, and connecting to live critical sewers. This paper describes the unique procurement approach employed and the contractual risk mitigation measures developed to provide the best value while minimizing risk. Specific features include Market Sounding, using a Fairness Commissioner, Contractor Prequalification and Risk Mitigation Measures in the Tender documents. INTRODUCTION This paper describes how the City of Ottawa (the City) and the project design team developed a strategic Procurement Process and Tender that incorporated industry best practices for technical and contractual risk management for the Combined Sewage Storage Tunnel (CSST) project. The process was unique in that, while it employed a systematic review of project risks, it also solicited input from industry, stakeholders and provincial and federal partners to develop the request for Tender for this traditional design-bid-build project. Key drivers for this approach were initiated from the City’s concerns for cost control, cost certainty and overall project risk mitigation. To address these concerns, the City implemented the risk review and mitigation process right from the project design team selection. It was critical that the project design team embraced this risk management philosophy and carried it through each phase of the project. This paper serves as an excellent resource for municipalities or other owners embarking on a similar tunnel project, on how to properly apply industry best practices and the benefits of using them."

The purpose of this Bureau of Mines study of U.S. roof and rib (roof- rib) accident statistics and related accident costs is to define current accident trends (1980-84) associated with fatal and nonfatal roof-rib fall accidents. Data were retrieved from a data base containing all recorded U.S. mining accidents, then sorted and normalized utilizing a computer software program. The statistics indicate that roof-rib accidents have significantly declined in the 5-yr study period. Moreover, they indicate that there have been increases and/or patterns of roof-rib accidents associated with specific mine characteristics, such as seam height, mine size, geographic location, and seasonal variations. Also, roof-rib injury characteristics produced pattern changes involving worker activity, lost workdays, types of injury, and severity of injury. A conservative estimate indicates that there has been a 30% adjusted increase in the cost of a roof-rib accident over the 5-yr study period.

A Japanese mining engineer was given a year's leave of absence by his company and dispatched on a tour of inspection of all the principal coal mining regions of the world. He visited the New Castle region of England, Wales, Scotland, France, Germany and Alsatian mines, the underseas col¬lieries at Nova Scotia and Vancouver, and our own important fields of Illinois, Pennsylvania, West Virginia, Kentucky, Colorado, Utah and Wyoming. You are probably surprised to know that after seeing all these, he pronounced the Gebo mine of the Owl Creek Coal Company as the most interesting operation he had seen. The Gebo Mine is located about three miles west of Kirby on the Chicago, Burlington & Quincy Railroad in the Big Horn Basin region of Wyoming, 500 miles north of Denver and 200 miles south of Billings, Montana. The mine is working on a coal bed five or six to eleven or twelve feet' thick, dipping 22 to 23 degrees toward the northeast. The coal occurs in what is called the Eagle formation; and is found between two massive sandstones from 25 to 65 feet thick, which, weathering into bold', gray-colored cliffs, serves as a guide to the location of the coal bed. The deepest workings have an overburden of 800 feet. Cleavage planes of the coal extend at an angle of 45 degres to the pitch, and perpendicular to roof and floor. The coal itself is generally clean and not difficult to cut. It ignites readily from spontaneous combustion, however, which circumstance makes an ever-present fire hazard which must be carefully watched and guarded against. The coal is classed as sub-bituminous with analysis about as follows: Moisture 17% Volatile Matter 33% Fixed Carbon 46% Ash 4% Sulphur, about ½ % B. t. u. value a trifle under 11,000. It is known as Owl Creek coal, is one of the best domestic and steam fuels in the West, and is very popular in Montana, Idaho, Washington, Wyoming, South Dakota and Nebraska. While the coal slacks somewhat rapidly when exposed to the weather, it stores readily for months if placed under cover. On account of the somewhat isolated position of the mine as regards manufacturing establishments, there was a decided difficulty in disposing of slack, especially during the early years of the mine (1907 to 1914), and approximately 10 per cent of the entire product had to be wasted as slack during those years. This difficulty has been largely overcome since 1914, due partly to growth of manufacturing establishments in tributary territory, and also to enlarged transportation facilities. Also largely due to its isolated position, the mine has been compelled to use an extremely large proportion of box cars, much over 50 per cent of the product (in some years 75 per cent) being shipped in box cars, which, of course, entails extensive loading equipment and increases cost of loading. The output of the Gebo Mine for 1920 was 348,000 tons, for 1921, 273,000 tons; the rate of production during the year 1922 was over 1,700 tons daily, and 2,000 tons daily in January, 1923. The mine was developed by driving three openings straight down the pitch, the main slope being 12 to 14 feet wide and 3,000 feet long. The New South Wales coal industry is a highly mechanised well organised industry which has developed from an annual production of slightly less than 13 million tons in 1950 to over 33 million tons in 1969. Although continuous miners were not introduced into the mines until 1950, by June 1969 the percentage of coal won by these units was 87.3. The paper describes mining conditions in the various coalfields of the State, their complexities and problems and how these have been dealt with. The introduction of fully mechanised longwall faces has presented a challenge which has been accepted and descriptions of systems in use are discussed. Major expansion of the industry is anticipated to meet the requirements of the growing Australian steel industry, for local power generation and to meet the increasing demands of overseas markets.

"I arrived in Chicago in 1993 with Dr. Ralph Peck’s University of Illinois bulletin titled Engineering Properties of Chicago Subsoils (Bulletin 429), which he published in 1954 with William Reed. Being an outsider, I wanted to learn from Chicago geotechnical practice leaders that included Clyde Baker, Jr., John Gnaedinger, Charles Pfingsten, Dr. Safdar Gill, Robert Lukas and Dr. Jorj Osterberg, who have influenced foundation designs for the structures that make up the contemporary Chicago skyline. One of my immediate goals was to get the Illinois Structural Engineering license to be on par with the likes of Eli Cohen, Mike Tylk, Stan Korista, Bob Halverson, Joe Burns, Ron Johnson, Bill Baker, Bob Sinn, Chuck Anderson and Dave Eckmann, who have led their structural firms in the design of the skeletal core and frames of many of Chicago’s iconic buildings (and for many other buildings around the world). From my time with GEI Consultants (GEI), then on with STS Consultants (STS, and now AECOM), and now back with GEI, I have had the opportunity to analyze and design foundations and, with the help of many skilled foundations and building constructors, to verify that predicted foundation performance matches actual movement data. The theme of Chicago’s foundation design practice is to assume and verify. In 1948, Peck published the History of Building Foundations in Chicago (Bulletin 373) that was updated in 1998 by Baker, Pfingsten and Gnaedinger, who meticulously documented hundreds of Chicago’s foundations, and have shown the value of advanced analyses and testing to advance the deep foundation design practice that includes a variety of high-capacity driven and drilled deep foundations. Mehmet Uyanik, Peck and Baker have made Chicago’s subsurface into a full-scale foundation test laboratory. They confirmed soil mechanics principles like Terzaghi’s 1-D consolidation theory when early foundations bearing on sand-clay crust over soft to medium silty clays (e.g., Auditorium, Masonic Temple, Monadnock Block and Old Board of Trade buildings) took 40 to 60 years to consolidate clay 1 to 2 ft (0.3 to 0.6 m). They also confirmed proven increases in bearing pressures based on measured performance of deep foundations bearing on the glacially derived hardpan clay till and in solid dolomite that underlies Chicago."

One day he started a garden in the rocky soil that he owned. His spade turned up a chunk of quartz, and in that quartz were stringers of gold. He had found a rich gold vein, running right under his own house. You gas producers who have hurried to Oklahoma, Louisiana, East Texas, South Texas, West Texas, even to California to drill wildcat holes a mile or two miles deep-why not, like the old gold prospector, have a look in your own back yard? Some of your coal seams contain 20,000,000 cu. ft. of natural gas per acre.

Continuous thickeners can be sized either from previous experience, continuous pilot-scale test results, or from batch settling tests. Although it is a relatively simple process to size full-scale thickeners when previous experience or pilot-scale operating data are available, batch testing is often the only realistic method for sizing thickeners due to time restrictions, budget limitations and availability of sample material. Many authors have, therefore, suggested means of running batch tests and analyzing the resulting data. Fundamental thickening theory had its beginning with the work o£ Coe and Clevenger(1). In order to determine the size of the thickener settling area, they proposed that a series of batch settling tests be run at various initial concentrations. The solids handling capacity at each concentration can then be determined and the lowest capacity (maximum area requirements) used to size the thickener. Kynch(2) developed a mathematical analysis in which the relationship between solids concentration and settling rate can be obtained from a single batch settling curve. Talmage and Fitch(3), Yoshioka(4)(5) and Dick(6), have enlarged upon these works to give a basis for methods of sizing thickeners.

Charles Catlett, Staunton, Virginia (communication to the Secretary*): I have had occasion to examine a few of the irondeposits in the immediate section of which Mr. Watson speaks, but have not had an opportunity to visit any of the well-known manganese-deposits. I find the former can be very safely read in light of the information which it is possible to get from the same measnres farther. north, where they are less completely decomposed. In the same way all of his conclusions in regard to the geology of the manganese-deposits bear out their occurrence in Virginia, when we allow for the far more complete decomposition in the section he has so carefully studied. Judging from the same measures farther north, I think he will be safe in agreeing even further with Penrose as to the origin of these ores. Some years ago I carried on prospecting work in these measures in Virginia, in which the iron-ore and manganese-ore were followed down to undecomposed material, and in which their occurrence along a definite line of stratification, and apparently a part of the original bedding, was plainly shown. This is unusual, however, even in the section of which I speak. At Crimora, Virginia, the decomposition is quite complete; at the same time the results of some hydraulic work, which has been done there, disclosed, at the time of my last visit, the manganese interbedded in the residual clay along a definite and distinct plane parallel to the bedding of the underlying quartzite, and which, as is shown at other points, corresponds with the plane of the original material. It is believed that many of the problems encountered in the operation of gold cyanidation plants are difficult to resolve due to the lack of sufficient and reliable in-formation regarding the variations and actual values of operating variables at any given time. The application of instruments to monitor the more important variables in the cyanidation process should result in more efficient plant operation and a better understanding of the process. The use of pH and conductivity sensing devices for alkalinity measurements, a monitor to determine the dissolved oxygen content of plant solutions, a continuous cyanide titrator and sonic control of grinding circuits are discussed. Although the discussion is oriented toward the cyanide process, much of the paper is applicable to other ore treatment operations.

Blasting techniques are widely used to fragment rock masses into smaller pieces. Numerical modelling is an efficient method employed by many researchers in the blasting field. It is difficult for a conventional continuum-based approach such as the finite element method (FEM) to model the rock fragmentation by blasting and the expansion work on the rock by explosive and its detonation products. In this paper, the particle blast method (PBM) was employed to model the behaviour of the detonation and a bonded particle model (BPM) was used to model the brittle material to be blasted. A mortar cylinder with a centrally placed hole for the explosive was modelled and the results were compared to the experimental data. The blast process from crack initiation to fragment formation was analysed. The influence of coupling ratio on fragmentation was also investigated.CITATION:Yi, C and Johansson, D, 2015. Papua New Guinea's mainland is dominated by a foreland thrust belt, which can be divided into two zones. The "body" zone is floored by Palaeozoic granites and metamorphics of the Fly Platform (Tasman Orogen). Underlying the "tail" zone is Papuan Plateau, rifted from the Tasman Orogen during Coral Sea spreading, and believed to underlie the Papuan Peninsula and Papuan Islands region (D'Entrecasteaux, Woodlark, Misima, Sudest, and Rossel Islands). Thrusting began in the Miocene and continues today in the crust below the "body" zone. The youngest known thrusted rocks in the "tail" zone are Pliocene in age. Recognition of foreland thrusting has major implications for petroleum prospectivity of the Papuan and North New Guinea Basins, mineral exploration prospectivity, and geological terrane identification in PNG.

Increasing use of Birmingham and other roof trusses prompted a Bureau of Mines study of support forces produced on a mine roof by these members. Equations, obtained from laboratory and field tests, are given for calculating the contact forces between the roof strata and a typical truss. Actual contact forces for a specific truss are difficult to estimate because of variable friction loss at the contact points. A finite-element analysis, using typical contact forces, indicated that trusses have a negligible effect on the stress field in massive, competent roof strata. The effectiveness of trusses in supporting broken rock strata was not analyzed. However, experience has shown that trusses are effective in supporting incompetent roof.

In the early stage of front end studies of an Iron Ore Project, the sizing of surge capacities and stockpiles are normally assumed based on the experience of the study team. Understanding and sizing of these capacities at the early stages of the project are important for future stages of the project as drastic changes in sizes will impact the economics of the project at that stage. An innovative user configurable high level dynamic modeling tool has been developed to assist in speedy evaluation of assumptions made by the study team. This model incorporates systems or facilities that are commonly used iron ore project from mine to port. This model includes subsystems that will simulate all the logistical components, major process plant systems required for an Iron ore project. The output data provided by this high level dynamic simulation tool will enhance the confidence level of engineering carried out during the early stage of the project. This paper discusses the innovative tool capabilities and a test case comparing various techniques used in iron ore project front end studies.

Hydraulic transport of coal has been used for many years on the West Coast of New Zealand to extract small blocks of steeply dipping coal. Recent development at Strongman 2 Mine has seen the use of high pressure monitors to cut coal and a corresponding increase in the scale of production.This paper provides a brief introduction to hydraulic mining, describes the present system used at Strongman 2 and discusses future potential development.

"The treatment of an oxidized copper-gold ore by stage cyanide addition was investigated. For cyanidation, free cyanide ion concentration can be an indicator of whether there is copper dissolved in cyanide solution, and maintaining the free cyanide ion concentration lower than 1.0 g/L could be an effective way to prevent copper dissolution and reduce cyanide consumption. For that purpose, stage cyanide addition was introduced to control free cyanide ion concentration within the range from 0.8 to 1.0 g/L. Cyanidation tests results indicate that gold extraction was still acceptable at reduced cyanide consumption with a lower copper extraction. Based on the experimental study, industry application works at Beiya concentrator of Yunnan province, China were successfully conducted. When the raw ore contains 2.95 ppm Au and 0.75% Cu, by stage cyanide addition method, the gold extraction was still 93% at reduced cyanide consumption of 2135 g/t, which was only half of one addition method, and the copper extraction dropped to only 5%, which indicated that dissolution was prevented for almost 75% of the malachites.INTRODUCTIONCyanide with its competency to form a strong complex with gold, is the most preferable lixiviant for gold leaching. However, cyanidation is not inherently a selective process since many other minerals present in the ore are also readily soluble, especially the copper minerals. Muir (2011) reported that every 1% reactive copper present in the ore consumes about 30 kg/t NaCN, which can have detrimental effects on the process efficiency and economics due to high cyanide consumption, reduced gold leach rates and poor gold recovery."

THe conversion of the beehive coke plants, in this country, to byproduct plants has been slow, because the coal supplies were near the centers of the steel industry. With the growth of this industry, especially with its development around Chicago, it became necessary to transport large tonnages of coal from the eastern districts and then convert it into coke. The losses due to transportation costs were partly offset by the value of the byproducts recovered. To save the transportation costs, it was desirable that the coal deposits of Indiana and Illinois be utilized. This coal had always been classified as non-coking; it was also considered unsuitable for the metallurgical field because of the high ash and sulfur contents. The conditions, however, were promising enough to start experimental and development work, which crystallized in the design of the Roberts coke oven. The fundamental features of most coke ovens, with respect to the application of heating gas and the recovery of byproducts, are the same and, in the last few years, the tendency has been toward the better application of heating to the walls, higher thermal efficiency, and, by the control of heating conditions, the increase of byproduct yields. Structural features also have been improved and the use of high-grade refractory material has allowed the use of higher temperatures with the resulting higher rated capacity per oven per day. Great improvements have been made in both recuperators and regenerators, particularly with reference to the individualizing of each oven with respect to its adjacent oven, so that each can be operated as a unit if desired. The highest development of the flue type of oven has been applying individual regenerators for the recovery of waste heat. After some research work, it was found that the high-volatile Illinois coals could be utilized for coke by obtaining the better application and control of the heating conditions in the oven. Most of this high-volatile coal that had been used gave a good coke structure under certain conditions. "In 1958, the Ontario Department of Mines appointed a committee to study the accident situation and mining methods used in the uranium mines in the E1liot Lake district. This committee reviewed the existing knowledge on mine design, pillar support and roof spans and came to the conclusion that scientific knowledge had not yet reached the stage of producing rational design procedures which would reduce the dependence on trial-and-error methods. Since that time, the Mining Research Centre has made numerous stress measurements in two mines to define the pre-mining and pillar stresses. A comprehensive series of tests has been done in the laboratory to measure the compressive strength of the rock; a geological survey of the region has been made to evaluate tectonic stresses; and a survey was done on mining conditions with regard to stable and unstable pillar configurations. This information has been used to evaluate pillar design as effected by pillar width and height, depth below surface, extraction and pre-mining stress fields. The resultant design of pillar widths and corresponding extraction as the depth increased is in line with past and present experience in these mines. The information available on roof stability is still insufficient to design stable stope spans with the same degree of confidence; experience and trial-and-error methods are still required."

"The Bernie Lake pegmatite near Lac Du Bonnet in southern Manitoba is a complexly zoned pegmatite containing several lithium-bearing units in addition to the western world's largest known reserve of cesium. The pegmatite forms a flat-lying ellipsoidal body within an east-west-trending Precambrian amphibolite. The pegmatite enclosed by this vertically schistose amphibolite lies near the eastern tip of a granitic intrusive. The relationship of this intrusive to the pegmatite is obscured by Bernie lake. To date, the pegmatite body has been delineated aver an area of approximately 80 acres; it attains a maximum thickness of 280 feet. Several distinct zones, including three assemblages of economic importance, comprise the pegmatite itself. The combined spodumene and lepidolite assemblages provide a recoverable defined lithium ore reserve of almost 5 million tons averaging more than 2 per cent lithium oxide. The recoverable cesium ore of the pollucite assemblage provides 300,000 tons averaging more than 20 per cent cesium oxide; this represents more than half of the western world's pollucite reserve. The Bernie Lake pegmatite deposit, owned by Chemalloy Minerals Limited, is well located with respect to the growing United States markets, and its reserves of cesium are large enough to enable it, under favourable economic circumstances, to become the major producer of this metal in North America."
