A new departure of unusual importance in Institute annals was in-augurated by the trip of President Philip N. Moore to the Local Sections at Nevada, Southern California, San Francisco, Seattle, Spokane, Montana, Utah, and Colorado. Everywhere the visit of the President was the occasion of an enthusiastic and successful meeting, which is reflected in the account, published under the different Sections in this and other Bulletins. The President also joined the members of the Columbia Section in their visit to Nelson, British Columbia, at the International Mining Convention, which was attended by mining engineers of Canada and the United States. The President of the Canadian Mining Institute, as well as the officers and members of the Western Section also attended this convention. For full particulars we recommend to our readers the ac- count of this very interesting meeting, which is given on another page of this. Bulletin. It is believed that this is the first meeting between the mining engineers of America and any other country since America joined the Allies. The Secretary of the Institute accompanied the President at the first four meetings and was expecting to attend the others also, but was called home by a death in his family.

Efficient recovery of titanium from titaniferous magnetite ores continues to be a promising, yet unrealised opportunity, despite significant occurrences of titaniferous magnetite deposits worldwide and the existence of established industrial-scale practices. Current smelting processes only recover iron and vanadium, while the titanium is discarded in the waste slag. These slags are stockpiled and present massive environmental challenges, while still containing value as residual iron, vanadium and titanium. The complex mineralisation of these deposits does not allow for a significant opportunity to separate the titanium and magnetite minerals through normal physical upgrading processes. An upgrading process is therefore required to derive economic value. An efficient process technology could create an opportunity to unlock all three valuable commodities. South Africa’s Bushveld Complex, the largest known deposit of its kind in the world, is known for the high vanadium content but is also associated with relatively high concentrations of titaniferous magnetite. The quality of the Bushveld Complex was one of the drivers for the establishment of the Highveld Steel and Vanadium Company in the mid-1960s. The unfortunate demise of Highveld Steel and Vanadium created an opportunity to review current practices and evaluate the best available process for this complex ore in the context of the three elements of interest. Past and current processes, the nature of these deposits and the potential to recover titanium are assessed to highlight the potential of fluxless smelting of titaniferous magnetite to produce a titania-rich slag as feedstock to the pigment, titanium metal industry in conjunction with recovery of iron and vanadium. Ilmenite smelting practices are proposed as a suitable alternative to achieve the goal, namely sustainable processing. Using a nitrided fused-iron catalyst, the Bureau of Mines investigated the Fischer-Tropsch reaction in the oil-circulation process. The nitrided iron was quite stable and permitted the longest run obtained thus far in the oil-circulation process without the need for reactivating the catalyst--3,700 hours of operation. The effects of several operating variables--temperature, pressure, gas-recycle ratio, space velocity, synthesis-gas composition, and synthesis with and without reflux of oil to the reactor--on the production of oxygenates were studied. The importance of removing reflux oil and of high gas recycle in increasing the oxygenate content was shown. A finished gasoline containing 28 percent by weight alcohols was produced. The research octane number (RON) was 92.9 clear, increasing to 98.5 with the addition of one milliliter of tetraethyl lead (TEL). INTRODUCTION The Federal Bureau of Mines has been engaged since 1944 in a research and development program on the synthesis of gasoline from coal. Gasification of coal with steam and oxygen to yield a "synthesis gas"--a mixture of carbon monoxide and hydrogen--is being investigated at Morgantown, W. Va., and the synthesis of gasoline by catalytically reacting carbon monoxide and hydrogen over iron by the Fischer-Tropsch reaction is being investigated at Bruceton, Pa.

MR. CHAIRMAN: Congratulations! Your four-ring milling show this year was a dandy. It cleared our minds, for a few hours at least, of what Hitler, Hirohito, the New Deal, and the tribe in the Treasury are trying to do to strangle American enterprise. We mustn't forget this, but it's a relief to get our thoughts away from it occasionally. GRINDING-There was a further contribution to the excellent work that the Allis-Chalmers laboratory staff has been doing for the grinding fraternity in compiling-and publishing-a carefully quantitative list of comparative resistances of ores and other materials to comminution (T.P. 1579, Bond-Maxson). A diagnostic accuracy of ± 10 per cent was claimed for estimates based on these figures. Are they really that good? How about some of you men in the field writing M&M about it?

In 2010 a store and release cover (the cover) was constructed on the south waste rock dump (SWRD) at Century mine. This also included aerial seeding of province native trees and shrub seeds. The purpose of the cover is to reduce percolation into the potentially acid-forming (PAF) waste rock by maintaining a compacted reduced permeability layer (RPL) at near-saturated conditions. This is achieved by overlaying the RPL with a 1.5 to 2 m thickness of soil-mulch. The soil-mulch has a hummocky final surface that captures rainfall, so it does not runoff, allowing it in part to infiltrate, with excess water removed by evaporation and transpiration. The RPL is the trafficked surface of the SWRD.The unsaturated behaviour of the cover is being monitored by instrumentation including volumetric water content and matric suction sensors and a weather station capable of estimating evapotranspiration. The instrumentation allows for direct measurement of infiltration into the cover, storage of rainfall, percolation through the base of the cover and in situ soil water characteristic curves (SWCC).The key functions used to describe the unsaturated behaviour of the cover materials is the SWCC and the unsaturated hydraulic conductivity function. The SWCC is a plot of soil water versus soil suction. It provides the loci of moisture states of a soil from the saturated to the dry state.The paper presents the results of five years of monitoring. It shows that total infiltration into the top of the SWRD was about 1.6 – 3.7% of cumulative rainfall over five years, with most of the infiltration going into storage within the cover. Runoff from the top of the dump is not allowed therefore, the remaining 95% of the total rainfall was lost to evaporation or as lateral flow when infiltration reached the RPL. The paper presents some simple analyses of the wetting by rainfall infiltration of the cover, leading to breakthrough at the base. W. R. Lawrie (Member): As all the Institute members present are aware, the Ninth Commonwealth Mining and Metallurgical Congress was held in Great Britain from 3rd to 24th May, 1969. The Congress opened in London and the first week was devoted to technical sessions. Several receptions and other forms of entertainment were held in the evenings. The Congress was attended by some 1 200 delegates, many of whom were accompanied by their wives. As can be imagined a large organisation was needed to cater for all the whims of these delegates, to arrange accommodation and to provide transport for the technical trips, for the receptions and for the sight-seeing tours. Papers presented at the technical sessions proved of great interest. It was stimulating to hear of the developments taking place in the various branches of mining and metallurgy. The discussions which developed between men from so many different countries were thought provoking, led to new friendships and most of us made valuable contacts for the future. There were 141 papers presented in the one week. They were given in four separate halls with two, three and sometimes four papers coming up for discussion in each of the three sessions per day in each hall. Among the more interesting subjects were those concerning off-shore drilling and the facilities for production of petroleum and natural gas. Beach mining at Consolidated Diamond Mines drew a large audience. Automation, mechanization and other technical developments were well described and we were brought up to date with modern techniques of mineral prospecting. There was general discussion on the future of the mineral industries together with comments on the consumption and price trends of these metals and minerals. The future of uranium, of vital interest to us in South Africa, came in for much debate. During the first week, besides attending the technical sessions and seeing some of the sights of London, we were royally entertained. There was a banquet, attended by some I 400 people, where we were welcomed by Princess Alexandra, a reception by H.M. Government in the Banqueting House, and we were entertained at the House of Lords on a terrace overlooking the bustling and rather muddy river Thames. Then there was the visit to the Glyndebourne Opera. It is only in London that at 3 o'clock of an afternoon, nearly 1 000 people all togged up in dress suits and long dresses and carrying packets of sandwiches for supper could arrive at a station to catch a train, and not even cause a stir of interest or a raised eyebrow! This is the way we travelled 60 miles to the opera from London. Surely there can be no more picturesque or romantic a setting for an opera than this large 400-year old red brick manor house nestling in the green valleys of the unspoilt Sussex countryside. It was a glorious evening and though we returned somewhat late and tired, not one of us would have missed this experience. After the first week in London there was a choice of tours of one week to London and the Home Counties, Cornwall, a Geological tour to Scotland, South Wales, and North England. These were followed by further one week tours to Yorkshire and Lancashire, Scotland, West Country and Midlands, a Geological tour of Wales, and a Mining and Geological tour to Jurassic Iron Mines. We then returned to London for the final session and closing banquet. Post-congress tours were arranged to Europe and to Ireland. It was a wonderful Congress, a great experience, we made many friends and may there be many more congresses! . L. W. P. van den Bosch (Member): Much has already been said in appreciation of the excellent organisation and arrangements made for the delegates who attended this Congress. This report is confined to a brief discussion of the personal impressions gained from the papers presented and the technical visits attended. The papers covered a wide variety of subjects ranging from highly theoretical observations to practical descriptions of operations. There were three main themes, VIZ: 1. The attention given to research and its forceful application to practical operation. 2. A steady development in mechanization and automation leading to savings in manpower. 3. Improvization, modernization and adaptation of exisitng facilities. Thoughts on these themes can best be illustrated by comments on some of the industries visited. COAL The National Coal Board (N.C.B.) has been most progressive and all of us have heard of the Bevercotes Colliery with its completely automatic mining and coal handling equipment. This was not, unfortunately, on show but there is no doubt that this is one of the greatest advances in coal mining leading towards continuous production. Coal in Britain is fighting for its life against oil, North Sea gas, imported gases and nuclear power. Output is dropping, the less efficient collieries are closing down and efficiencies are steadily rising as the following tabulation indicates: In 1931: 1 million men produced 300 million tons of coal In 1947: 0.7 million men produced 230 million tons of coal In 1968: 0.4 million men produced 160 million tons of coal

In 2010, the U.S. Mine Safety and Health Administration (MSHA) began holding hearings on a new coal mine respirable dust rule, which proposed a 1.0 mg/m3 standard, a separate 0.1 mg/m3 quartz standard, and the use of single-shift samples for compliance. Small mines largely comprise the “hot spots” where dust diseases of the lungs increased dramatically over the past decade. This paper presents findings on the feasibility of small mines’ compliance with the proposed new 1.0 mg/m3 standard. It gives probabilities of noncompliance by MSHA district, average mining height and selected “hot spot” counties. Because silicosis and respirable quartz dust appear to be the primary issues related to a recent doubling of the prevalence of dust diseases of the lungs, multiple regression models for prediction of the average total quartz content of compliance samples are given. These findings have significant implications for the need for better dust control methods.

A process for regenerating spent pickle liquor is proposed in which some of the water is evaporated at atmospheric pressure and ferrous sulfate is precipitated as monohydrate crystals..Equilibrium conditions are set for a slurry of crystals in a mother liquor containing 5 percent FeS04 and 45 percent E2S04, by weight, and boiling at about 235° F. The slurry is pumped continuously to a filter, and the mother liquor from the filter is pumped back for reuse in the pickling tanks. The net result of the process is to remove ferrous sulfate in the regeneration plant at the same rate ac it is produced in the pickling tanks. This process is integrated with the steel-pickling operation and controlled by the pickling requirements for particular steels. Spent pickle liquor is removed for regeneration continuously from both batch and continuous picklers at higher acid concentrations than would be dumped to waste because no acid is neutralized or discarded. However, the process is not designed to keep a sulfuric acid concentration stronger than 25 percent in any pickling tank. To retain flexibility in the pickling operation, all acid makeup is added to the pickling tanks. Rinse waters are used as water makeup for the pickling tanks. To further minimize waste of acid in the rinse waters, improvements of rinsing practices are outlined.

Four methods to assess the relative flotability of fine coal have been tested: flotation with frother only, flotation with frother and collector, salt flotation, and timed-release analysis. A practical and simple criterion which combines the separation efficiency (capacity factor and kinetic rate constant (intensity factor) has been suggested. Five coal samples are chosen and tested. Based on test results, it is concluded that the flotability test with collector and frother is closer to practice, and, according to the suggested flotability criterion, coal fines can be classified into four categories of relative flotability: very easy, easy, moderate, and difficult.

Although thermodynamic data for ferrous oxide are among the most important in extractive metallurgy, adequate values have not been available until quite recently. The older data suffered not only from the usual experimental difficulties but especially from lack of the knowledge that ferrous oxide of stoichiometrical composition does not exist as a single, thermodynamically stable crystalline phase under any circumstances. This paper reports new experimental data on the heat of formation of ferrous oxide by two methods (combustion calorimetry and solution calorimetry), employing material of unequivocal composition. The results are compared with values obtained from data for the hydrogen reduction, carbon monoxide reduction, and disproportionation reactions of ferrous oxide, and a best value is selected. A table of heat and free energy of formation values of ferrous oxide to 2,000°K is given. These values are combined with available data for water, carbon monoxide, and carbon dioxide to obtain theoretical heats and free energies of reduction corresponding to the selected heat of formation. Hydrogen and carbon monoxide reduction equilibria are compared, and the differences in trend with temperature and the percentage utilization of the reductants are considered.

Since the discovery in 1935 by Adams and Holmes that certain synthetic resins exhibit ion-exchange properties, many applications of the ion-exchange process have been made. There are two general types of ion-exchange resins. Cation exchange resins adsorb cations from solution, and these in turn may be replaced by other cations adsorbed under certain conditions. 'Anion exchange resins adsorb acids from solution, and the anion of the acid may then be replaced by other anions. It is reported, however, that certain anion exchange resins have a low capacity for anions of weak acids without the necessity of acid adsorption either directly or as an intermediate step. The adsorbed ions may then be removed from the resins by elution with an appropriate solution, and the resin is prepared for the next adsorption cycle by regeneration with another solution. Sometimes one solution, is used to simultaneously perform the functions of elution and regeneration. The first and probably the largest application is in the field of water purification. Other applications have been made in the production of high-quality foods for human consumption, in the recovery of valuable substances from solutions, in the separation or fractionation of electrolytes, and in several other fields, each of which has its specific applications, variations, and possibilities. Ion exchange resins also have been highly useful in perfecting techniques of laboratory analysis and research.4/, 5/, 6/

The computer program described in this user's guide provides for the static, three-dimensional, linear and nonlinear analysis of structural and geological systems by the finite element method. The guide describes the capabilities and general features of the program and shows how input is prepared. A number of recent advances in finite element theory and computer technology are incorporated in the program. Nonlinear material properties are provided for, including isotropic, anisotropic, and time-dependent material properties, gravity loading, simulation of a sequence of excavation or construction, and a slip or joint element. The finite elements include beam, rod, axisymmetric and plane quadrilateral, hexahedron, thick shell, and axisymmetric and plane joint. The program also has an automatic mesh generator to minimize user input preparation for continuum finite element meshes.

Abandoned coal mines have many underground space resources, such as roadways, shafts, and gobs. Among them, abandoned roadways are the best gas storage space for underground compressed air energy storage (CAES). However, CAES caverns have high air pressure and strict sealing requirements. Therefore, the stability and sealing of abandoned roadways under high internal pressure must be analyzed. Afterward, the suitability of abandoned roadways used for CAES caverns should be evaluated. In this study, the numerical simulation software FLAC3D was used to calculate the stress, deformation, plastic zone volume, and pore pressure of surrounding rock in an abandoned roadway under 10 MPa internal pressure. The influence of buried depth, surrounding rock grade, and in situ stress state on roadway stability and the effect of surrounding rock permeability on roadway sealing were analyzed. Results showed that the stress, displacement, and plastic zone volume of surrounding rock were affected by high internal pressure when the buried depth was less than 300 m, but high internal pressure had little effect on them when the buried depth was more than 300 m. The suitable range of buried depth was more than 300 m. The optimal choice of surrounding rock grade was I and II, followed by grades III, IV, and V. The optimal choice of in situ stress state was σH > σh > σv, followed by σH > σv > σh and σv > σH > σh. The sensitivity of the stability evaluation parameters was ranked in descending order as follows: buried depth, surrounding rock grade, and in situ stress state. When the surrounding rock permeability was less than 1 × 10− 14m2, the 24-h air leakage rate of the roadway was less than 1%. The suitable range of surrounding rock permeability was less than 1 × 10− 14m2.

The future development of nickel laterite deposits is crucial with regards to satisfying impending nickel demands. The commercial implementation of new hydro/pyrometallurgical processes in recent years has led to significant improvements in the extraction of nickel from the laterite ores. One potential alternative pyrometallurgical processing route would be to selectively reduce the nickel and produce a concentrate with nickel contents similar to those attainable in the conventional flotation of sulphide ores. However, even bench scale studies have not yet been able to produce a high grade (>15% nickel) concentrate from a low grade laterite ore. The present research involved the microwave vacuum reduction roasting of a nickel laterite ore to yield a high grade concentrate, rich in nickel. Firstly, the effects of temperature and pressure on the nickel grade and recovery were investigated using a thermodynamic model. Secondly, briquettes containing a mixture of charcoal and a low grade silicate nickel laterite ore were reacted in a microwave vacuum system. The experimental variables studied were the input microwave energy, pressure and absorbed microwave power. Thirdly, the ferronickel in the reacted briquette was concentrated by magnetic separation and nickel grades of up to 21% could be achieved.

"Every year the tunneling business is expanding and collaboration with the International Society of City and Regional Planners (ISOCARP) for the future design of cities and urban communities is in the making. During the last half of this century, billions of people migrated to cities, and it is estimated that by 2030 almost five billion people worldwide will reside in urban communities. Hence, “Underground development will be an important tool in reshaping our urban areas to meet the challenges of the future without destroying their heritage or worsening their surface environment” (Esaki, 2005). In 2013, the Organization for Economic Co-operation and Development (OECD) estimated life expectancy to be around 80 years, meaning that in less than a decade we will need to bury billions of people in cities and urban communities, while trying to retain the deceased’s beliefs and customs. Religion plays a major role in our lives, and many people worldwide still decline to cremate their body after their death; therefore, cemeteries are essential for city inhabitants. Rites and traditions usually call for burials to be near the place of residence, which allows the remaining family members and friends to visit the grave frequently, at least in the first years. This is a challenge that urban designers and architects must confront while trying to solve the problems of future urbanization. In recent years, population growth, the rising cost of land and the extensive preservation of green areas have made cemeteries a burden and a nuisance, particularly for large cities and communities. Many graveyards that were once on the city's outskirts have become lifeless islands in populated areas (Fig. 1), rarely visited by the second and later generations. Cities worldwide face the challenge of allocating less land to maintain current burial practices. In response, some cities have begun to bury their dead at a great distance from the community; others have started to stacked burials, one on top of the other, while still others are constructing buildings and even skyscrapers for the practice of burial (Fig. 2)."

Particle mixtures were sampled in the laboratory, using ordinary sampling procedures, to determine whether or not the compound-multinomial probability distribution and other developments of part 2 agreed with experimental results. The objective was accomplished by the Bureau of Mines by comparing the moments and moment relationships of the appropriate probability models with their corresponding experimental values over a fairly wide range. The overall agreement between the corresponding theoretical and experimental values is both good and complete. The results demonstrate that sampling to a constant amount, such as weight, of items per sample is not the same, in general, as sampling to some constant number of items per sample. The results seem to confirm all the developments of part 2 and the application of the compound-multinomial function to bulk sampling.

A new membrane electrolysis process for bismuth recovery from bismuthinite concentrate was introduced. Under the conditions of temperature 70 degrees C, acidity 3 mol/L, solid liquid ratio 1:4 and 1.1 times stoichiometry sodium chlorate dosage for 1.5 h oxidation leaching, more than 98.5% bismuth can be leached from bismuthinite concentrate. The resultant leach solution was subjected to membrane electrolysis. Under the conditions of NaCl concentration 300 g/L and pH 7 in anolyte, bismuth ions concentration 80 g/L and HCl concentration 3 mol/L in catholyte, heteropole distance 6 cm, temperature 40 degrees C and current density 200 A/m2, a flat deposited bismuth plate can be obtained after 24 h electrolysis, and the bismuth purity was more than 99%. The current efficiency of cathode was 97.88%. Chemical component analysis results showed that the average convert efficiency of the sodium chlorate was 52.77% and the average oxidizing efficiency of chloride ion was 69.78%, and the resultant anolyte generated in anode compartment could be fully reused as oxidant for leaching bismuthinite concentrate again.

The thermodynamics of tungsten ore decomposition in mineral acid and alkaline solutions were studied. The published thermodynamic data of tungsten minerals were collected and assessed. The Gibbs energies of CaWO4 (−1538.43 kJ/mol), FeWO4 (−1053.91 kJ/mol), MnWO4 (−1206.08 kJ/mol), H2WO4 (−1003.92 kJ/ mol), and Na2WO4 (−1455.58 kJ/mol, aq) at 25 °C were adopted in the calculation using HSC software. The results show that CaWO4 is decomposed more readily in Na2CO3 solution than in NaOH,while FeWO4 andMnWO4 aremore reactive inNaOH solutions. Froma thermodynamic point of view, tungsten ore decomposes easily in acid solutions despite most ΔGo T increasing slightly with temperature. Oxidizing Fe2+ to Fe3+ in acidic solutions facilitates decomposition of FeWO4, and the reaction of CaWO4 in H2SO4 solution occurs more easily than in other mineral acids, due to the formation of sparsely soluble CaSO4. The results fit well with the experimental data and industrial experience previously reported in the literature.

British Petroleum (BP, 2005), indicates that world reserves for oil to be 1198 billion barrels, for natural gas the equivalent of 1156 billion barrels of oil and for coal the equivalent of 3219 billion barrels of oil. If we take into consideration the mean aver-age annual increase in demand of the last three years for oil, 2.6%, for natural gas, 3.9%, and for coal, 6.6%, then their respective reserves? lifespan are calculated to be 27, 34 and 38 years. Without taking into account their annual increase in demand, lifespan increases to 38, 67 and 161 years respectively. Since zero increase or perpetual increase in energy demands on finite resources is unrealistic the selection of the most suitable energy commodity for power generation rests upon the law of supply and demand of each commodity. This defines its price hence its selection for the production of cheap electricity. When the ratio of supply to demand is less than one, peak production is achieved. Any further increase in demand results in price increase to quench its demand. The Association for Oil and Gas Peak (ASPO) has calculated that when oil demand exceeds 84 million barrels/day, Peak Oil Production will be attained thus prices will start to increase in order to even demand with supply. Correspondingly, Gas Peak Production is expected to take place when demand exceeds 9.1 or 10.2 billion cubic meters/day. Peak Oil production has been calculated to take place in the current year, 2006, while Gas Peak production is estimated to take place between 2020 and 2025 provided that gas will not cover the energy deficit created from the lack of oil otherwise Gas Peak production could arrive as early as 2010. The use of coal for power generation is considered a better alternative than oil and gas if new combustion technologies with an energy efficiency of 43%, Germany, and 47%, Denmark, are adopted. These not only extend the lifespan of coal reserves but reduce also CO2 emissions by 25% and 31%, respectively. In the very near future CO2 sequestration and fixation in deep geological strata will eliminate its emissions thus rendering the use of coal the cheapest feedstock for power generation.
