Following is a resume of activities of the Division of Coal-Mine Inspection that have had a favorable effect on health, safety, and the reduction o1 injuries at coal mines: 1. The Federal Mine Safety Code for Bituminous Coal and Lignite Mines of the United States was issued originally by the Director of the Bureau of Mines July 24, 1946, after consultation with management and labor representatives of the coal-mining industry. The code has been used by Federal coal-mine inspectors while inspecting bituminous coal and lignite mines as a basis for determining the existence of unhealthful and unsafe conditions and practices in these mines. A revised code was issued by the Secretary of the Interior October 8, 1953, after further consultations with representatives of management and mine workers and was incorporated by reference in the 1952 and subsequent bituminous coal wage agreements. The agreement of May 29, 1946, between the Secretary of the Interior, acting as Coal Mines Administrator under authority of Executive Order 9728, and the United Mine Workers of America, covering bitumi¬nous coal and lignite mines in Government possession, charged Federal coal-mine inspectors with the responsibility of making periodic investigations of the mines and reporting to the Coal Mines Administrator any violations of the Federal Mine Safety Code. Federal coal-mine inspectors also had temporary authority to close mines found to be imminently dangerous, but such authority (under Executive Order 9728) was removed June 30, 1947, when Government control of the mines was terminated.

China is the largest coal producer in the world. In 2012, the coal production in China is 3.65billion tonnes, accounting for approximately 49% of global coal production. The raw coal production in 2012 was 3.8% more than the year 2011. 56% of total raw coal has been washed. The increase in raw coal production also promotes technology to be developed and brings separation capacity become larger and larger in coal processing in China. At present, over 40 extra-large scale coal preparation plants (each plant has capacity of more than 10 Mtpa) are in operation in China, the largest one is 32.5 Mtpa. Heavy medium separation are widely used in new built coal preparation, the washing limit for thermal coal feed lower and lower, the equipment selection tends larger which brings the whole washing system simplified, the local equipment developed and manufactured are more and more used. By discussing designs of several typical thermal coal preparation plants and coking coal preparation plants in China, this thesis introduces the current design of China?s extra-large coal preparation plants, and sums up the prevailing design features and trends of extra-large coal preparation plants.

Outbursts have occurred irregularly in the Collinsville Coal field since 1954 when an incident claimed seven lives. Further significant outbursts occurred in 1960, 1961, 1972 and more recently in the No. 2 mine in 1978. From the information collected over 25 years a comprehensive program to minimize the hazard of outbursts has evolved. Further developments of techniques to combat outbursts are being developed.

WHEN measuring ordinary temperatures, the instrument is generally placed in very close contact with the body the temperature of which is desired. However, if the temperature of the source is continually raised, a point is soon reached where no known substance will, in general, remain constant in any of its temperature-measuring properties if placed in direct contact with the source. Also, it is occasionally necessary to measure the temperature of a source that 'is so small or so situated that it would be very hard to bring the measuring instrument into direct contact with the source. When these conditions exist, advantage is taken of the well-known fact that all bodies, when at sufficiently high temperatures, send out radiation in amounts readily measurable. This radiation has been found to be related to the temperature. The temperatures of very hot bodies have probably always been judged by the color, or the brightness, of the light given off. With practice, one can estimate probably within 50° to 100° C. of the correct value. However, if judgment is left to the eye alone, very much larger errors are sometimes made, due to

On any given day, a simple check of the news will turn up stories related to sustainability, resiliency, climate, or human or natural disaster. In recent years, the winter power grid failure in Texas, the Surfside Condo collapse, unsafe drinking water in Flint, Michi- gan, the Oroville Dam spillway failure, wildfires and flooding (to name a few) have appeared in the U.S. news cycle. As a result, young people are aware of the problems and challenges facing the nation and the world and want to be part of creating sustainable solutions for society. Many choose to major in civil engineering because of a desire to make a difference, address climate change, and develop sustainable and resilient infrastructure for the future. Sustainability is at the core of modern civil engineering practice. In its Policy Statement 418, the American Society of Civil Engineers (ASCE) explains sustainability is a set of conditions where human society can indefinitely keep and enhance quality of life without deteriorating economic, environmental and social resources. Sustainability is an integral part of the technical outcomes identified in the ASCE Body of Knowledge and features prominently in the ethical responsi- bilities of engineers based on the latest version of the ASCE Code of Ethics. Thus, to prepare graduates for successful and ethical engineering practice, civil engineering programs must provide instruction in how to account for social, environmental and economic con- straints in design. Since the deep foundations industry is integral to the broader civil engineering and construc- tion fields and is responsible for supporting critical infrastructure on which human society depends, sustainability should be a key con- sideration in foundations projects. Given the importance of sustainability within civil, geotechnical and foundation engineering, it is worthwhile for the deep foundations industry to consider where and how engineers are trained in sustainability topics through higher education at the undergraduate and graduate level, and what is driving sustainability content in civil and geotechnical engineering curricula.

The International Tunneling Association (ITA) Working Group (WG) 22 “Information Modelling in Tunneling” has developed a guideline for the implementation of Building Information Modeling (BIM) concepts for Bored Tunneling Projects. The guideline primarily covers the use of BIM during the conceptual and delivery phases of a project. It provides Owners with an introduction to BIM, an overview of the current capabilities of BIM, and a guide for implementation for a Bored Tunnel. The document will be officially published at the World Tunnel Congress (WTC) in Copenhagen in 2022. This paper describes the need for the guideline and provides a preview of its contents.

The ultrafine, monodispersed, spherical cobalt powder has been fabricated by reducing cobalt hydroxide with glycol. It were investigated that the effect of NaOH concentration on the reaction rate and the effects of the concentration of cobalt hydroxide and surfactant on the morphology and particle size. The particles were characterized by the X-ray diffraction(XRD), scanning electron microscope(SEM), laser diffraction particle size analyzer and BET specific surface analyzer respectively. The XRD shows that the cobalt powders exist mostly in face centered cubic (fcc) structure, a little in simple hexagonal. The cobalt powders prepared at Co(OH)2150g/L, NaOH 40 g/L and surfactant 30g/L, its average particle size, specific surface area and cobalt content, were 0.88µm, 2.705m2/g. and more than 99.5% respectively.

A simple production technique has been initiated and implemented at Oaky Creek open cut coal mine to optimise recovery of coal from the relatively thin geological seams. The production technique is based upon minimising coal dilution through careful dragline operation and the selective use of mine mobile equipment to clean the top of coal. In addition, recovery of coal from the pits has been increased by refining blasting and dragline methods.The implementation of the recovery optimisation programme at Oaky Creek has provided significant economic benefits from increased yield through the preparation plant by the reduction in dilution, and from increased raw coal tonnage through improved pit recovery methods.

The cold-rolled steel output of cold-rolling mill (CRM) complexes are sometimes constrained by their batch annealing facilities (BAF). This paper examines a cost-effective solution to increasing capacity and quality of the BAF thereby making additional capacity available for CRM output. The solution involves applying a structured system of scheduling and operation to the BAF, using a proven level-2 software model. The system presented has been applied to a wide variety of BAF with all the leading furnace brands. Whether using traditional HN atmosphere or 100% hydrogen, peak performance can be achieved when using a properly configured, on-line, physical thermodynamic model. Given that it is not practical to place a thermocouple in each coil that is being annealed, various methods have historically been used to estimate the time required to properly anneal all the coils in the charge. This paper examines how the latest technology, in wide use throughout the USA, uses a physical thermodynamic model to shorten average cycle times, thereby increasing productivity and reducing energy consumption. The paper also examines the benefit of building thermodynamically balanced charges to further optimize the BAF operation and improve quality consistency by decreasing mechanical property variations.

The Bureau of Mines investigated a microprocessor-based real-time control and monitoring system for uranium mining applications. The system is capable of controlling and monitoring up to 768 stations within 3 km of the central processor on a common four-wire cable. It can be used in conjunction with detectors to continuously monitor and display radiation working levels at points throughout the mine. Surface alarms are sounded for critical situations such as rapid radiation buildup, loss of power to monitors or fans, and changes in air door position. Permanent records of all changes are automatically printed out with their time of occurrence. Printouts can also be obtained for shift reports or trend logs. The system can be used to remotely control fan startup and shut-down, and also can alert miners of underground conditions by blowing horns or turning on lights. Battery backup keeps the system operative for up to 4 h in case of a mine power outage. A special software feature permits automatic, time-delayed, sequential restart of fans.

Public awareness of, and involvement in, recycling has increased significantly in recent years. Nevertheless, recycling is generally perceived as a new development, and is familiar only in the context of municipal solid waste management. The actual magnitude and scope of metals recycling in the United States have gone virtually unnoticed. Over time, both the quantitative and qualitative aspects of secondary metals recovery and reuse have changed substantially, while the attendant regulations have become increasingly stringent. This U.S. Bureau of Mines report examines trends and developments in major metal demand and recycling, and analyzes the possible impacts of regulations with regard to recycling activities.

The objective of extensive underground experimentation on three longwall coal faces was to improve the stability of mechanised longwall faces through investigation of the relations between support resistance and convergence and resultant deformation of roof and face strata. In particular the influence of high setting and yield pressures on several strata and support parameters was studied in great depth. Increased setting pressures resulting in an increase in setting load densities from 0.15 MN/m2 to O.45 MN/m2 were shown to reduce convergence, face spalling roof flaking, lateral movement of roof and floor, extrusion of the face wall and progressive failure of the coal wall ahead of the face. This was shown to result mainly from the change in roof strata deformation from a wedge shaped compression zone with tension at the face edge to an even beam shaped compression zone over the face area. Debris thickness above the support canopy and below the base was observed to be the one of the most variable parameters which influenced the support characteristics particularly the rate of load acceptance by supports and the roof to floor convergence. A setting load density of 0.4 MN/m2 to 0.5 MN/m2 was found to be optimum under soft to moderately strong sandstone roofs. The authors demonstrated that use of guaranteed set valves with powered supports contribute to good strata control, reduce face down-time and increase face productivity.

The fiscal year which ended June 30, 1932, although one of acute financial de ression was, nevertheless, one of distinct encouragement to those who have long struggled against the much too prevalent occurrence of accidents in coal mines, especially of coal mine fire and explosion dis- asters, both of which are now known to be readily preventable. Table 1 summarizes some important information about explosions in the United States coalies for the fiscal year which ended June 30, 1932, insofar as such information is available to the safety division of the United States Bureau of Mines, the personnel of which are under instruction to get in touch with and report on all mine explosions in their respective districts, including not only those occurrences with loss of life but also those in which for- tunately no lives, are affected. Table 1 gives data on 33 ignitions in 10 States with a total of 87 deaths for the year; the number of ignitions (33) is considerably groater than the number (26) for the previous fiscal year, and is exactly the aver- age number for the past four fiscal years; the mumber killed in the 33 ignitions (57) is materially lower than that (217) for the preceding fiscal year or the average (150) for the past four fiscal years. The States with the greatest number of deaths from explosions in the fiscal year ending June 30, 1932, were Virginia; 54; West Virginia, 11; Pennsylvania, 7 (6 being in anthracite mines); Alabama and Colorado, 4 each; Illinois and Kentucky, 3 each; and Maryland, 1. The greatest number of ignitions listod wes that for West Virginia, 7; then came Pennsylvania with 6 (2 being in anthracite mines); Alabama with 5; Colorado, Illinois, Tennessee and Virginia, 3 each; and California, Kentucky, and Maryland, 1 each. General Aurelio Blanquet,* the best known of living Mexican soldiers, formerly the trusted friend of Porfirio Diaz and organizer of the old Federal Guard of Mexico City, who as a sergeant commanded the squad that executed sentence on Emperor Maximilian, and. more recently was Minister of War in the Cabinet of Victoriano Huerta, landed in Mexico early in April and joined the forces of Felix Diaz. His landing in the state of Vera Cruz, it was stated, was for the definite purpose of aiding the movement now under way to overthrow Venustiano Carranza and to place in power a government that will be "pro-Ally" in its sympathies and will promulgate and enforce laws that will guarantee the rights of life and property in Mexico. The New York Tinges says of the revolution editorially: "Whatever may be the success of General Aurelio Blanquet's attempt to overthrow the Carranza Government in Mexico, admiration cannot be withheld from the General's publicity manager. No enterprise awning at the overthrow of a Government ever had more favorable and widespread advertising. Felix Diaz, whom Blanquet is going to reinforce, supersede, or overthrow, as the case may be-Mexican precedent in these matters offers opportunity for considerable speculation-has been conducting his revolution, at the old stand for some time, but without much success. But, says General Blanquet's representative, the landing of Blanquet will send a thrill to the heart of every true republican.' Meanwhile a biographical booklet is published, adorned with photo¬graphs illustrating the General's record, including such varied matters as the General in favor, receiving a decoration from Victoriano Huerta, and the General in exile, feeding the birds in Central Park."
