A major investigative' program was conducted on the development of an acceptable substitute organic binder for bentonite for the pelletizing of the Iron Ore Company of Canada's Carol concentrate. The first phase of the program covered an evaluation of several organic binders in laboratory tire balling in order to identify the most promising potential organic binders. Based on the green ball quality obtained, Peridur C-10, Alchem 8C26 and peat moss were selected for full scale pot-grate testwork. The selected binders were tested with various pelletizing mixes (acid, dolomite, limestone and fully fluxed). The pot-grate test results showed that an acceptable pellet quality can be produced with the use of Peridur C-10.

The objective of the mission was basically to study the utilization of engineers and engineering technicians and their interrelationship in the Soviet Union. Beginning with their graduation from the engineering institutes and technicums, we hoped to learn how the graduates started out in industry, what their training on the job was, what sort of work they did, and how they worked themselves up within their profession. However, it turned out that, as our host was the Ministry of Higher and Secondary Education, most of our visits were to educational establishments. Our itinerary covered Moscow, Leningrad, Kharkov, Rostov, Baku, and Tashkent, with a side trip to Samarkand. In all, we visited 13 technical institutes, three technicums, and five industrial plants or enterprises, as they are called there. Our trip was one of only four weeks. Our observations were limited by the few cities and enterprises we were permitted to visit. Nevertheless, we did come back with some definite impressions and conclusions which we feel should be of interest to engineers, educators, and those concerned with the relative economic and technical power of the USSR and the U.S.

PLATING iron with copper has received great attention from practical sand scientific men, but, aside from the deposit secured by immersion of iron in copper salts, by electro-plating, or by welding together thin sheets of iron and copper, these efforts have met with no success. Failure of these efforts, in the production of copper plating, has been due to the fact that the conditions normally and necessarily present in the plating operation are antagonistic to the production of copper-plated iron. In most, if not quite all of them, a bath of molten copper has been used. The-temperature of a molten copper bath is so high that the iron becomes oxidized before it can be immersed in the molten copper, and unless protective flux for the molten copper is used, the surface of the copper will become oxidized, and, in any event, the plated iron will oxidize immediately on its being withdrawn from the molten bath. I recently had the pleasure of visiting the works of The Metals Plating Co. at Elizabeth, N. J., where I witnessed the plating of iron sheets with copper by a new process.1 The plating metal is applied to the sheet in the form of a liquid mixture by means of rolls, such as inking rolls. The sheet, after being coated with the mixture, is automatically carried forward and deposited on a link-belt conveyor, which carries it through a furnace maintained at a. temperature well above that of molten copper. The basic principle involved in this method lies in the application of the plating metal to the sheet while the sheet is cold and then melting the metal in place on the sheet under conditions which are favorable to the formation of the plating.

THE annual meeting of the Lake Superior Mining Institute was held on Sept. 7 and 8, Crystal Falls and Iron Mountain, Mich., being the principal centers of activity. Members of both institutes began assembling early, and by the evening of Sept. 6, some 60 had already arrived at Crystal Falls. The greater number arrived the following morning, however, and after the usual formalities of registration were attended to, the party were loaded into automobiles and set out on a tour of inspection of the mines near Iron River; some properties were passed through, and some were briefly visited to permit the inspection of any unusually interesting piece of equipment or detail of practice. The last stop of the morning was at the Caspian, Iron River, where the entire party was entertained at luncheon at the Caspian Club House. Both the food and the company were excellent, and as the weather was superlatively good (though the natives of the district modestly declared it was only ordinary autumn weather) the lunch was served on the lawn at the rear of the club, where the green turf, abundant flowers, and music by the band, added to the charm of good fellowship. The degree to which mining men have become addicted to golf was indicated by the large number of plus fours in evidence, whose wearers appeared just before lunch and disappeared immediately afterward.

BRS, Inc. has utilized Carlson's Natural RegradeTM software to design the reclamation and stabilization of abandoned open pit uranium mine spoils, AML Project 16N, located in the Gas Hills Uranium District in central Wyoming. This work was completed for the State of Wyoming's Abandoned Mine Land Program (AML) on preSMCRA (Surface Mining Reclamation and Control Act) sites for which no reclamation obligation existed. The project successfully stabilized an eroding spoil dump, enhanced the local view shed, created habitat diversity and provided a significant source of fill material for open pit highwall hazard mitigation efforts. Additionally, the project served to evaluate innovative reclamation design methods, engineering software and grade control technology. This project was nominated for a National Association of Abandoned Mine Land Programs award by the State of Wyoming. The results of this project will be presented as a case history of the Natural RegradeTM approach to surface mine reclamation. Based on the successful application of this new mine reclamation technology on the AML 16N Project, reclamation designs for spoils associated with planned underground uranium mine operations at the Velvet Mine in the Lisbon Valley Uranium District of Utah for Uranium One USA, Inc have been prepared and will be presented. Critical elements will be the encapsulation of unsuitable materials, long term hydrologic stability, and sequencing and staging of ore and mine waste for final reclamation surface construction. The goal of the Uranium One Velvet Project will be to apply best available technology to reclamation planning and fully integrate the reclamation design with the mine planning. Benefits of the approach should include improved public and regulatory perception of the project, facilitate mine permit approvals and the eventual timely release of reclamation bonds, as it is anticipated the stable landform created through this process will result in more rapid stabilization of the site to pre-mine geomorphic conditions. NATURAL REGRADETM CASE STUDY AML Project 16N, D-9 and K Pit Reclamation Project, is located in an intensely disturbed area of the West Gas Hills Uranium Mining District in Fremont County, Wyoming. The overall design calls for the placement of approximately 7 million cubic yards of backfill materials in the D9 and K Pits, imported from adjacent mine spoils including the Central Spoils, and from local highwall excavation. Figure 1 shows the location of the Central Spoils excavation area, as well as the D9 and K Pits fill area. The entire project is located on public lands administered by the Bureau of Land Management, Lander, Wyoming District Office. No access controls are in place at the abandoned mine sites. The public lands are administered under a multiple use land policy including grazing of range land, public recreation, active mining and exploration, and oil and gas. The project site is located along Fremont County Road No. 5, which is a moderately well traveled road. Reclamation of the numerous and large abandoned open pits in the Gas Hills Uranium District has reduced the risk of death or injury to the public. Site History and Background The Gas Hills Uranium District was mined by multiple companies during the period from 1955 to 1981. The uranium was hosted in the Wind River formation, a sequence of soft sedimentary layers of interbedded sandstone, clayey shales, and conglomerates. Uranium was precipitated out of ground water in classic roll front deposits, which are found from very near surface to depths greater than 400 feet. Prior to the enactment of the Surface Mining Control and Reclamation Act of 1977 (SMCRA), very little reclamation work was performed when mines were abandoned or closed. The State of Wyoming Abandoned Mine Lands Program has worked to mitigate hazards associated with large open pits, control migration of unsuitable materials and restore watershed functionality of lands in the district. Additional reclamation is being performed by mining companies on bonded lands. Figure 2, Gas Hills Uranium District aerial photograph, shows the extent of the mining disturbance in the district. [ ] Project Hazards and Concerns The purpose of AML Project 16N is to mitigate hazardous conditions and risk to the public associated with open pit highwalls and toxic, acid forming, and /or radioactive mine waste materials. The D9 and K Pits are contiguous open pits characterized by an 8,800 foot long hazardous highwall that averages over 200 feet tall. INTRODUCTION Since the big discovery of Kuroko deposits in Kosaka mine, Akita Pref., northeastern Japan in 1959, major Japanese mining companies have been engaged in extensive exploration for the deposits expending large amounts of money. Above all their exploration activities have been particularly fruitful in discovering new deposits in northern Akita Pref. It is estimated that the total ore reserves newly found in the area are at least 50 million tons. Kuroko deposits are the most important ore source of copper, lead and zinc in Japan and have been mined since last century in the said area. Kuroko (black ore) is fine, compact aggregates with sphalerite , glena and barite as principal constituents and chalco- pyrite, pyrite and tetrahedrite as subsequent constituents. The name Kuroko comes from its appearance. It is not rare that total grade of copper, lead and zinc reaches 20 - 30% and the gold and silver content is also fairly good. Accordingly the unit value of the ore is much higher than the ore from other types of deposits. Besides the Kuroko ore, the Kuroko deposits consists of Ohko (yellow ore, massive cupriferous pyritic ore), Keikoh (silicious ore, cupriferous network ore) and gypsum ore. This type of deposit is considered to be not only an important source of base metal but also a source of gypsum and barite. Although the importance of this type of deposit had been commonly recognized, sub-surface nature of the occurrence hampered exploration work. In recent years the improved exploration techniques and increased knowledge of the Kuroko deposits have met with remarkable success in the location of new deposits. Para tanto, inclui-se na formulação critérios relevantes para as operações de pátios de estocagem, como tempo disponível para o empilhamento de um produto, demanda relativa, tempo de recuperação da pilha e data de entrega, tempo de deslocamento das recuperadoras entre pilhas (setup) e índice de qualidade. O método proposto foi aplicado em um sistema de recuperação de minério composto por dois pátios, duas máquinas recuperadoras e doze pilhas. A sequência de recuperação gerada pela heurística proposta foi considerada coerente por especialistas de uma empresa mineradora.

Gentlemen and guests of the Rocky Mountain Coal Mining Institute: This is the thirty-second regular meeting of our Institute, and rather than try to make some extemporaneous remarks, I thought it best to write them out, so I could in that way give them to you, and probably give you a new thought for the future conduct of our Institute. The thirty-first regular meeting of the Rocky Mountain Coal Mining Institute was held in Salt Lake City, June 22, 23, and 24, 1932, and due to rapidly changing conditions in the coal industry, subsequent meetings have been postponed from time to time, as many of our members and our Secretary have been tied up with code and labor matters. Since our last meeting, at which was discussed problems of vital interest to all of us, especially the production and marketing of coal safely and economically, and the stabilization of our industry, which has already suffered two years of deplorable conditions, almost two more years have been added to the record, but during the past six months miracles have happened, and an industry which formerly was unable to govern itself, has now, through the aid of our Government, at least learned how to make a proper start in that direction. Whether we like it or not, and whether or not the things being done are in agreement with our various political beliefs, without doubt, we are in a much better position today than prior to this transformation. However, it is a pleasure to all of us to note that safety has not been lost sight of in the interim, and without doubt, as later papers and statistics will substantiate, the period since our last regular meeting has probably shown the most remarkable safety achievement of any period in recent history.

"INTRODUCTION The Good Fortune mine was sampled by an engineer of the Bureau of Mines in June 1944. Project 984 was set up under the strategic minerals program to make old workings accessible for this sampling program. Actual operations commenced June 1, 1944, and were completed June 30, 1944.The deposit was visited and discussed briefly by Sidney H. Ball 3/ of the Federal Geological Survey in the summer of 1906 and by H. M. Chance 4/ several times from 1887 to 1900.LOCATION AND ACCESSIBILITYThe Good Fortune mine is situated in the Hartville mining district in Platte County, Wyo., approximately 9 miles northwest of the town of Guernsey. The property is about 100 miles north of Cheyenne, Wyo. (fig. 1).ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. WHEN Germany invaded Poland in September, 1939, the only operating helium plant in the United States was that near Amarillo. Texas, supplied with helium-bearing natural gas from the near-by Cliffside gas field. Today the Bureau of Mines has five plants capable of producing more than 25 times the prewar helium output of the Amarillo plant. Two of the plants have received Army-Navy "E" flags for their part in the faraway "Battle of the Atlantic," where heliumfilled Navy blimps chased Adolf Hitler's submarines away from American shores. Meteorologists, watching balloons carried high into the stratosphere by helium, determined weather conditions that influenced the selection of D-day and dates for other military operation. Demand for helium doubled overnight when the Navy decided to expand its lighter-than-air activities; and as the blimp patrol proved effective, the helium demand became ever greater. A tribute to the success of the Bureau of Mines in meeting the demand for helium was paid by the late Secretary of the Navy, Frank Knox, in a letter to the Secretary of the Interior on April 10, 1944. "Delivery of all volume of mined mass on the terrestrial surface results not only in irrational power expenses on moving of huge volumes of dead rock as a part of initial raw materials (especially vertically) on long distances, but also necessities of storing tailings in open-air. Thus, in bowels of earth, huge volumes of the developed space are formed. However, the nature doesn't suffer emptiness. As consequence, through the process of underground mining works, in earth bowels starts intensive development of rocks dislocation processes involving subsidence of terrestrial surface, and with it, begins irreparable damage every objects which are on that territory. Highly effective new methods of underground concentration of the various minerals, which deliveries of only target component on terrestrial surface integrally connected with transport process in stream and subsequent deliveries to destination in continuous mode by the long distance hydrotransport, allow not only to eliminate a construction of concentrating factories on the surface, but also storing of tailings of concentration process on open-air preventing dislocation of rocks, thanks to operative placing tails in the underground developed space. Surely, the main problem in the development of such gravity dressing technology is the problem of finding the optimal formula for the heavy liquid that will fill such system in close connection with the procedure of its full regeneration. The requirements for such liquid are being non-toxic and cheap. This question was solved successfully."

Bolivia, due to its turbulent past with a history of constant military coups, has given an image of complete instability to the foreign investor. The effects of this have been several fold, the major one resulting in a complete lack of exploration in modern terms since their revolution in 1952. What was overlooked by the foreign investor was the fact that revolution produced Agrarian Reform which is the foundation of the stability which Bolivia enjoys today. Another factor that is overlooked is the fact that its past history is one of vast mining fortunes having being made. Their political problems resulted in economic chaos in 1985 with an annual inflation rate of 26,000 percent. This resulted in the collapse of the government but the democratic process continued. Then came the so-called"South American Miracle" in 1986 when the government of Dr. Paz Estenssoro enacted an extremely harsh austerity program which consisted of the abolition of wage and price controls, the abolition of monopolies, the right to hire and fire, the weekly auctions of dollars and the free convertibility of currency which yielded a stable government with 8 percent inflation. This was followed by massive personnel reductions in the various mines and other industries.

The material published in this report is part of a special study of some of the chemical and physical properties of Alabama coals. The complete study included friability and grindability determinations, high and low temperature assay distillation tests, and ash fusion-temperature determinations. Proximate and ultimate analyses and. calorific values of the coal samples also were obtained. This paper is concerned only with grindabilities, although proximate analyses have been included to give a better picture of the problem as a whole. The growing interest in grindabilities of coals is a result of the increase in use of pulverized fuel in REscent years. The tenative ball-mill grindability method D409-35T4/was used in making all the determinations. The method of sampling and the technic of the testing procedure is described in Considerable detail in this report because the procedure was established quite recently. The ball-Mill grindability index is a measure of the ease with which coal may be ground, which may be an important factor in estimating pulverizing costs. Up to the present time few data on the grindability of Alabama coals have been published. The data in this paper show that the Warrior and Cahaba fields exhibit a wide range of grindability in their coals. The mines tested are well distributed throughout the productive areas of these fields, and it is possible to make rough estimates of the grindabilities of coals not listed in this report from the data given for mines situated in the same vicinity. Systematic waterflooding was first tried in Washington County, Okla., in 1937, when a 40-acre project was begun in secs. 24, 29, 32, and 33, T. 27 N., R. 13 E., jointly by the Keener Oil Co. and the Phillips Petroleum Co. The property later was sold to Lee Morrison. A second project was begun in 1941 in sec. 14, T. 6 N., R. 12 E., by the Oklahoma Oil Corp. Both projects were abandoned by the end of 1942. A third project was begun in 1945 and the fourth in 1948, but 1949 actually was the beginning of intensive waterflooding development in Washington County. The results of previous waterflooding projects are described in Bureau of Mines Reports of Investigations.2 3 4/ Oil production in the county followed a similar trend, dropping to a low of 990,000 barrels in 1945, then steadily increasing until 1956, when more than 4 mil-lion barrels of oil was produced. Most of the increase in oil production is directly attributable to water injection.

"Coal-fired electrical power generation plants produce 56% of all the electricity in the U.S., burning approximately 860 million tons of coal annually. This results in the production of 58 million tons of fly-ash; 19 million tons of bottom ash and boiler slag, and 23 million tons of desulfurization sludge.s annually. These are a considerable disposal problem, and it would therefore be very valuable to be able to sell these residues and by-products as useful materials, rather than paying to dispose of them in landfills. However, utilization rates are currently very low, below 32% even for the most thoroughly commercialized combustion byproduct (fly-ash). This poor utilization rate is a result of the high impurity content of combustion byproducts, which makes them unsuitable for existing markets.Mineral processing techniques are useful for upgrading and utilizing combustion by-products. Fly-ash can be processed to remove unburned carbon, or utilized as a binder component in ore pelletization and agglomeration processes; bottom ash can be processed to produce certain aggregate grades; CO2 emissions can be sequestered using modified leaching techniques; and many scrubber sludge’s require processing before they can be used for producing gypsum products.The experiments described in this paper were carried out to study the application of mineral processing techniques to upgrading combustion by-products, particularly flue-gas scrubber sludge. A process was developed for upgrading unoxidized Flue-Gas Desulfurization (FGD) sludge’s by removing the primary impurity (unreacted limestone). A combination of hydrocycloning followed by froth flotation reduced the limestone concentration to as little as 1.7%, while recovering 66% of the sludge weight as a clean product. The recovered limestone was sufficiently concentrated that it could be recycled to the scrubber for more complete utilization."

Minerals are certainly where they are found. The undemocratic distribution of the world's mineral wealth has created an incongruous inbalance: mineral-rich, scarcely populated countries supply highly-populated industrialised countries that in turn consume more minerals than they produce. This has been as much a generating force for colonisation, invasion, and war as religion, political ideals, or megalomania. The Industrial Revolution of the seventeenth century was born in Britain, a country with large domestic resources of coal, iron, lead, zinc, copper, tin, etc., as well as a large population. As consumption outstripped production imports filled the gap, particularly from its worldwide colonies. For example, when Canada was founded in 1867 more than 905 of its investments were British financed, and much of these were mineral-based. The British made similar investments in South East Asia, Australasia, the Caribbean, and elsewhere, as did the other industrialised Western European countries hungry for raw materials. Later the United States emerged as a leading industrial power, again due largely to its abundant natural resources. Consumption soon exceeded production and foreign sources were saught. American business went exploring abroad ant many a mineral resource was developed almost totally on the basis of the US market many .thousands of miles away. Closer to home, Canada was also an obvious target for the US with its rich mineral resource base, small population, and geographical juxtaposition, so much so that about the time of the 1914-18 War the US took over from Britain as the major investor in Canada, and this peaked in 1967 when the US accounted for 80% of the country's foreign investment. After the 1939-45 War Japan joined the ranks of the USA and Western Europe as industrialised powers, and they too searched the world for the deposits lacking in their homeland.

The mining industry is continually seeking out new and better underground mining techniques. One of the most recent-also, perhaps, the most significant-of the new concepts in underground mining is the use of mechanical rock-boring machines. And one of the problems that concerns us all in this matter is the cost of mechanical rock tunneling. To help answer the oft-quoted question "What will it cost me?" the following pages deal with the operating costs of so-called "medium to medium hard rock" boring machines-i.e., those designed to meet the drilling requirements in 8000 psi to 25,000 psi rock. A few machines are capable of drilling hard rock above 25,000 psi, but the economics of mechanical tunneling in rock that hard is limited at the present time. [ ] For mechanical rock tunneling, there are five main cost factors influencing the expense: Capital Investment, Cutters, Labor, Power Requirements, and Maintenance. These factors give us a good basic picture of the cost of excavation, although muck handling, erecting supports, and other costs directly related to conventional tunneling and mechanical boring enter into the final picture.
