PREAMBLE THIS PAPER comprises material presented in two separate 'Papers at the British Commonwealth Scientific Specialist Conference on Fuel Research held in London, England, in July, 1950. These papers are now available for publication in Canada, since only essential parts of the conference discussions, in addition to the resolutions resulting therefrom, will be published in the official Proceedings of the Conference. Inasmuch as the information presented concerns Canadian organizations and training facilities for fuel research, it should be of general interest to Canadian scientists, and especially to the Coal Division of the Canadian Institute of Mining and Metallurgy. Part I, the alternate title of which is Facilities in Canada for Fuel Research and for Exchange of Information and Staff, does not include research on peat, oil shale, petroleum oils in general, and natural gas, and omits studies of the geology, constitution, and production of coal. Special reference is, however, made to research on the heavy crude oils and bitumen of the Western Prairie Provinces, and particularly to their production and treatment to produce crudes for oil refinery processing.

"The ongoing expansion of the Oak Creek Power Plant in Oak Creek, Wisc., includes a tunnel bored in rock that connects to four vertical intake shafts approximately 1.5 miles (2.4 km) offshore in Lake Michigan. In 2004, Case Foundation Company was awarded a lump sum contract to install these intake shafts. In spite of delays that shortened the May to September construction season by up to 50%, four shafts and liner assemblies were drilled in 2005 and 2006. The shafts were connected to the tunnel in 2007 by mining upward to reach the lower portion of each liner and then removing its internal bulkheads so that lake water fl owed into the tunnel. The project is one of the largest private construction projects ever undertaken in Wisconsin. The expansion adds 1,230 megawatts of generation. In addition to the tunnel and offshore work, there will be 16 miles (26 km) of railroad track and 6 million cubic yards (4,600,000 m3) of earth work. The 27 ft (8.2 m) diameter tunnel, drilled some 150 ft (46 m) below the surface of Lake Michigan, originates onshore at a pump house. A structural slurry wall was constructed as the foundation for the pump house. The tunnel passes to the south near the current water intake before bearing east toward the new offshore intake shafts, which are 12 ft (3.6 m) diameter by 108 ft (33 m) long steel liner assemblies. These were grouted in place from approximately 3 ft (1 m) above the crown of the intake tunnel and then to 20 ft (6 m) below the lake bottom.Site GeologyOffshore. The plant site is north of the Racine-Milwaukee county line in an area affected by glacial activity. The soil conditions encountered at each shaft location were consistent, with noticeable variations occurring in the top of rock elevations that sloped downward from the innermost to the outermost shaft."

"Reverse cationic flotation is a very efficient method of beneficiation of oxidized iron ores when you need to separate hematite and quartz. This method can be also applied to reduce silica content in the magnetite concentrates obtained by wet low-intensity magnetic separation. However, cationic flotation in this case is less effective due to the presence of Fe-Mg-Al-bearing silicates as amphiboles in magnetite ores. These silicates are concentrated in magnetic products and determine the difficulties of their separation from iron oxides when amines and starches are used as collectors and depressants, respectively. The recalculation of the results of the electron microprobe analysis of three calcic Fe-Mg-Al-bearing amphiboles used to characterize cation distributions in structural units and to obtain structural formulas in accord with stoichiometric limits was conducted. The Mössbauer spectroscopy was used to examine the validity of the empirical estimation of cation distributions in amphiboles. The studied samples are metamorphic pargasite and ferrotschermakite and volcanic magnesiohornblende. The crystallographic analyses of the amphibole samples exhibited their heterogeneous surfaces explaining worse floatability of amphiboles with dodecylamine at pH 10. The electrokinetic measurements showed that the position of the isoelectric point of amphiboles is related to a substitution of Al3+ for Si4+ in tetrahedral sites and to an amount of Mg2+ cations in octahedral sites. Thus, the dodecylamine adsorption onto amphiboles through electrostatic interactions is mainly affected by a distribution of these cations in tetrahedral and octahedral sites of amphiboles. In addition, the effect of starch on the depression of Fe-Mg-Al-bearing amphiboles during flotation can be attributed to the presence of metal ions on the amphibole surface, which are capable of forming strong chemical complexes with starch molecules."

The combined value of production of natural abrasives, which include tripoli, special silica stone, garnet, staurolite, and emery, increased about 4% in 1990. The decrease in the value of tripoli production was the result of a decrease in total production. Emery decreased owing to a decrease in the volume of the material produced. Special silica stone experienced a decrease in unit value and in the quantity produced. Garnet showed an 8 % increase in quantity and an 8 % increase in unit value. Staurolite increased about 38 % in the quantity produced, and the value of production increased about 36 %. The fused aluminum oxide industry showed a 12 % decline in the quantity produced and a 13 % decline in the value of production. The silicon carbide industry saw a 47 % decrease in the quantity produced and a 23 % decrease in the value of production. Combined, the industries decreased 17 % in quantity and value compared with those of 1990.

While the concepts of Aboriginal title share a similar jurisprudence in both Australia and Canada resource development regimes on Aboriginal title lands differ significantly. In Australia, the process is the right to negotiate with mining proponents. In Canada, the process is the duty to consult with government regarding mining projects. This paper compares and assesses the processes for ?consultation and negotiation? with Indigenous peoples when development actions (particularly in the context of mining resource development) impact Indigenous property rights and how agreement making can be progressed. This paper will question whether the resource development processes afford Indigenous people?s property rights full respect when mining developments on Indigenous lands are proposed.

Rampura Agucha open pit mine has successfully been excavated to a depth of 320 m, incorporating multistage working. The key to success is the implementation of presplitting as control blast measures at every stage of mining, including intermediate cut backs, in addition to the final wall. The major challenges encountered in establishing presplitting in the hang wall as compared to the footwall of the mine are:reversely dipping foliation, ie dipping into the hang wall itselfstriking obliquely at an angle of 20–30° with regards to the general strike of the pit wallthe presence of numerous geological planes of weaknesses like major faults, slips, etc.Control blast parameters like hole inclination, spacing and stand-off with buffer row were chosen initially from the literature survey and were subsequently fine-tuned by field trials to the mine geo-mining conditions of the hang wall. Zoning is the legal means by which land use can be controlled. Although zoning laws have historically been quick to prevent quarrying, one is hard pressed to find zoning ordinances which specifically state that land should be used (or held in reserve) for quarrying and prevent other uses such as recreation, housing, etc. This situation is especially true when the mineral to be quarried has a low intrinsic value such as sand, gravel, and crushed stone. The chance of a gold mine surviving urban sprawl is probably considerably greater than that of a sand and gravel pit, even though it is possible that the dollar value of the sand and gravel' would exceed that of the gold mine. The research reported herein was concerned with two major topics: to delineate the real costs associated with the non-protection of our construction aggregate resources (growth minerals) and to develop a computer simulation model which would aid planners in making economically sound decisions. This paper describes the problems faced by the mineral aggregate industry and discusses the role of computer simulation in planning problems. It briefly describes a simulation model which has been developed and previously reported12 and discusses the results of a pilot study conducted on the Tri-City area (Albany, Schenectady, and Troy, New York). 3

"Three main types of base metal sulphide mineralization are present in the Timmins area:(1) -Massive and stringer-type copper-zinc deposits occurring mainly in pyroclastic rocks, as typified by the mines of Kam-Kotia, Jameland and Canadian Jamieson, or within or close to possible breccia pipes as shown by the Genex and Kidd Creek mines. With the exception of the Kidd Creek mine, all of these orebodies occur northwest of Timmins (Kamiskotia area) and appear to lie within or close to a major center of volcanic activity characterized by a thick accumulation of felsic pyroclastic rocks and subordinate epizonal intrusions. The margins of the rhyolitic pile are interfingered with mafic volcanics; overlying sedi-ments mark the termination of a vol-canic cycle. The copper-zinc deposits in the Kamiskotia area are confined to a particular stratigraphic unit. Ore-bearing solutions were probably derived from the intrusive complex of the volcanic pile.(2) -Porphyry copper deposit of the Mcintyre mine. The deposit occurs in a quarz porphyry intrusion related to the volcanism in the area (Hurst, 1936). Mineralization was probably introduced at the time of intrusion, and subsequently redistributed within the porphyry during deformation. (3) -Massive and disseminated nickel mineralization, associated with serpentinized alpine-type ultramafic intrusions, as shown by the Alexo, McWatters, Hart, Inco and Texmont deposits. The nickel mineralization occurs at or near contacts of the serpentinites with felsic or mafic volcanics, or sulphide-bearing iron formations. The nickel deposits south of Timmins are confined to a particular stratigraphic unit along the margins of domical-shaped structures which appear to outline former volcanic centers. Sulphurization as pro-posed by Naldrett (1966) appears to be a workable hypothesis for the formation of some of the deposits."

In the green backfilling mining of underground coal mines, gangue in a coal seam is used to replace and fill goafs. However, the gas drainage time changes in the amount of gangue output and order in the extraction sequence of stope blocks, thereby changing the production output. A multi-objective integer programming model was proposed to solve this based on an improved non-dominated sorting genetic algorithm. The results show a feasible gangue filling rate can be found and the extraction sequence for a long-term planning time is optimized. It increases the planned annual output by 26% and reduces equipment idle time.

Though the mining industry is beset with problems-a broad slump in metal prices, a rash of acquisitions and takeover attempts, rising capital costs, and an aggressive Canadian energy program-there was an under-current of optimism at the 1981 AMC conference that's been missing at industry meetings in recent years. The industry anticipates a turnaround in the 1980s, buoyed perhaps by the new spirit of cooperation from the Reagan administration. For the first time in years, it appears that Washington and the mining industry share mutual goals for developing the nation's resources. A number of prominent Reagan officials were on hand during the three-day conference in Denver, September 28-30, to reassure conferees that restrictions plaguing energy and minerals development would be eased. Interior Secretary James Watt and other government speakers promised cooperation in bringing balance to federal public lands policies, a review of regulations that have hampered the industry, and prompt action on domestic minerals policy. Daniel N. Miller, Jr., assistant interior secretary for energy and minerals, said, "It is our intent to dismantle the overhearing bureaucracy that has stifled mineral and energy exploration. We know that Interior's rules have shackled the mining industry in recent years, and we know that those rules must be eased." Miller noted that the administration will not permit mining on national park lands or wildlife refuges, but added that "we must assess a variety of uses of public lands ... we will restore lands to multiple use where practical." EPA administrator Anne Gorsuch assured industry representatives that the administration intends to work within environmental laws and with Congress to review and revise water, soil, and air pollution policies. "We have a strong commitment to see that there are major mid-course corrections" of air regulations, Gorsuch said. Support from these "new friends in Washington" will be crucial in light of the serious problems pressuring the industry. Copper prices have plunged to almost three-year lows and prices for molybdenum, gold, and silver have slumped. Earnings are down and today's high interest rates prevent a quick turnaround. Companies are on edge after the recent takeovers of Kennecott, St. Joe Minerals, and Texasgulf Though the companies may benefit from the major injection of capital that large energy firms can provide, many observers fear the new parent companies won't be willing or able to survive the cyclical metal markets. Arco and Gulf Resources, for example, have been criticized for closing Anaconda's Montana copper facility and the Bunker Hill unit in Idaho, respectively. Canada's national energy program has brought additional pressure on the industry. This policy, which emphasizes Canadian majority ownership of the country's energy sources, resulted in acquisition of Texasgulf's Kidd Creek lead-zinc-silver complex by Canadian and French interests. In response, the American Mining Congress adopted two resolutions on takeovers. One calls for the US government to review laws regulating tender offers and takeovers "to better ensure that principles of fairness and sound investment policy govern such transactions.'' The other asks the government to demand "fairness and reciprocity" as a basis for US policy governing international trade in minerals and investment relations with other countries. AMC's shopping list included four other priority goals, aimed primarily at the Interior Department: • Prompt implementation of Interior's efforts to bring order and balance to rules governing access to public lands for exploration and development. • Statement by the President of a comprehensive and coherent domestic minerals policy. • Amendment of the Clean Air Act to remove impediments to productivity and barriers to economic development that are not necessary to essential goals of the act. • Development of new approaches to better achieve worker health and safety in the most cost-effective manner without penalizing productivity. Almost 6000 mining industry executives attended the 1981 convention-the largest in AMC's 84-year history. As in years past, the conference offered a wide spectrum of presentations-nearly 100 papers in 26 sessions-ranging from commodity forecasts to the latest technical achievements. New Administration Stockpile Goals The minerals availability session included a presentation on management of the minerals stockpile by Paul K. Kruege r of the Federal Emergency Management Agency. Krueger notes that rather than providing incentives for development of a domestic raw materials industry, the government has "a history of providing disincentives to industry." In mining industries, he adds, the rate of productivity growth has been -6% over the last six or seven years. Krueger feels there will be a major change under the Reagan administration. "A recent amendment to Section 36(11)(e) of the Income Tax Act, 53 of 1968 (Tax Act) now extends the allowable deduction of ‘capital expenditure’ incurred by mining companies pursuant to the Mineral and Petroleum Resources Development Act 28 of 2002 (MPRDA). In terms of the Taxation Laws Amendment Bill 2016 (TLAB 2016), the allowable deduction has been extended to include expenditure incurred on infrastructure in terms of Social and Labour Plan (SLP) requirements as per the MPRDA. Interestingly, what necessitated the amendment was the need to recognize SLP requirements and to circumvent administrative difficulties for mining companies and the South African Revenue Services (SARS) in differentiating the use of developmental infrastructure by employees or the community. The successful implementation of such a deduction hinges on a sound SLP system. However, given the challenges within the current SLP system, this amendment could be considered somewhat premature. IntroductionSection 36(11) of the Income Tax Act 58 of 1962 (Tax Act) enabled mining companies to deduct certain capital expenditure in lieu of its other sections. In particular, it made provision for mining companies to deduct capital expenditure incurred pursuant to the Mineral and Petroleum Resources Development Act 28 of 2002 (MPRDA), but excluding capital expenditure incurred in respect of infrastructure or environmental rehabilitation. As such, mining companies could only deduct such capital expenditure that related directly to their employees and not to the wider community (Clegg, 2018).In terms of the Taxation Laws Amendment Bill 2016 (TLAB, 2016) (South Africa, 2016a), the recent amendment to Section 36 extends the relief provided under section 36(11)(e) to include capital expenditure incurred on infrastructure in terms of the Social and Labour Plan (SLP) requirements of the MPRDA. In other words, the capital expenditure incurred by the mining company for the benefit of the people living in mining communities. To qualify for such a deduction, the infrastructure erected or developed by the mining company should reflect what was agreed between the mining company and the Department of Mineral Resources (DMR) as per the SLP requirements of the MPRDA (TLAB 2016)."

"The design of an appropriate pre-grouting program can be the difference between a successful tunnel construction and an expensive on-the-go repair. However, current grout design relies heavily on rulesof- thumb and outdated charts. The geotechnical investigation is rarely targeted towards grouting design and the final grouting decisions are made based on fines content or soil classification. The current paper presents an experimental study performed to determine the optimal grout for a tunnel in soft ground below the ground water table (GWT). The testing program consisted of sieve analysis and undrained static triaxial tests on reconstituted sonic samples. Rheological tests were used to compare the different grout mixes and identify best candidates before performing one-dimensional permeation tests. Pressure and volume measurements during the permeation tests, along with the unconfined compression strength results on the permeated soils, helped evaluate the filtration potential for the different grouts and select the optimal grout.INTRODUCTIONConstruction of the Millwoods Double Barrel Replacement Project commenced in 2009 and was expected to be completed by 2015. To facilitate ongoing city development in south Edmonton, the City implemented construction of a major sanitary trunk network along 91st Street and 30th Avenue. The project involved the design and construction of approximately 1.2 miles (2 km) of 7.8-ft (2,400 mm) sanitary tunnel and 2.1 miles (3.4 km) of 11.5-ft. (3,500 mm) and 9.5-ft. (2,900 mm) storm tunnel. Part of the project also involved the conversion of the existing double barrel storm and sanitary trunk to full sanitary service, and reconnecting the local storm sewers from the double barrel pipe to the new storm tunnel. The tunnels range in depth from 26-ft. (8 m) to 115-ft. (35 m) and are being installed using a one pass system with precast concrete segmental liners."

This paper will be presented in two parts. The first part will present the latest advancements in pile installation techniques using state-of-the-art press-in piling technology by Giken. By pressing in sheet piles and large modulus contiguous steel tube pile walls – as opposed to the more traditional installation methods using percussive hammers or vibrators – retaining structures can be constructed effectively noise and vibration free. For over water and coastal projects with limited access, this provides significant environmental benefits in the form of minimising the construction foot print and the impact to surrounding communities and the marine natural habitat. Typical noise and vibration data will also be presented. The second part of this paper will review the current manufacturing techniques for sheet piles and introduce innovative new materials used in the current piling market for embedded sheet pile walls. Materials include long service life non – ferrous materials such as new age plastics and fibre reinforced polymer piles. Their excellent long term performance and durability make them an effective solution in the marine environment. For steel piles, a number of steel grades with reduced corrosion characteristics will also be discussed including a newly developed steel to combat corrossion in the low water zone, an area often exhibiting the highest moments in a retaining wall. A number of project case studies will also be presented to reinforce their relevance in today’s changing construction landscape.

"What is Due Diligence?Within the mining industry the term “due diligence” is used to describe a detailed data review, generally in connection with the purchase or sale of a mineral property, the approval of a large capital expenditure, or the borrowing of a large sum of money.The term originates in the requirement of the board of directors of a corporation to “act honestly and in good faith ... and exercise the care, diligence, and skill that a reasonably prudent person would exercise in comparable circumstances” (OBCA, 1994). Furthermore, the law assumes that a corporation (or its board) will have exercised due diligence in the acquisition of an asset and, therefore, knowingly (in the absence of fraud or deceit) will have taken on the liabilities and obligations associated with the asset (Nelson, 1994). This is the familiar “Buyer Beware”.Directors are liable for their decisions except “if the director relies in good faith upon financial statements of the corporation represented … by an officer of the corporation or in a written report of the auditor, or a report of a lawyer, accountant, engineer, appraiser, or other person whose profession lends credibility to a statement made by any such person.” (OBCA, 1994).Hence the importance of reports prepared by professionals. They provide confirmation that the directors have exercised due diligence in the performance of their duties. For this reason these reports are referred to as due diligence studies"

There were present twelve- Directors, the Secretary and the Assistant Secretary of the Institute, and fifteen guests. A committee of three was appointed to draft a suitable resolution of memorial of the services of Joseph Esrey Johnson, Jr. The committee consists of Joseph W. Richards, Chairman, J. V. N. Dorr and Allen H. Rogers. William R. Walker was elected a Director in place of J. E. Johnson, Jr., and Edwin Ludlow was elected a member of the Executive Committee in his stead. George C. Stone was appointed Chairman of the Committee on Membership in place of Mr. Johnson. The following resolutions were then adopted: RESOLVED, That a special business meeting of the Institute be and the same hereby is appointed to be, held at the office of the Institute, No. 29 West 39th Street, Borough of Manhattan, City of New York, on the 27th day of June, 1919, it 8.30 o'clock in the P. M. to consider and take action upon the proposal to change the name of the Institute to "American Institute of Mining and Metallurgical Engineers, Incor-porated," and the further proposal to extend the corporate purposes of the Institute so that it shall, in addition to its other powers, be empowered to promote the arts and sciences connected with the economic production of the useful minerals and metals, and the welfare of, those employed in these industries, by all lawful means.

"This paper summarizes the results of numerical studies on drift stability in moderately jointed rock masses. It investigates the relative pertinence of geomechanical factors such as joint orientation, spacing and stress regime. This is undertaken using a distinct element model and a series of parametric studies. IntroductionIn evaluating the stability of drifts in jointed rock, it is often necessary to compromise by employing models that capture the complexity of the rock mass, but which are still simple enough to allow for their routine implementation. The distinct element method can arguably provide an eloquent method to accomplish this. This paper explores the applicability of the method by means of a parametric study aiming to identify the dominant factors that influence the stability of drifts in moderately jointed rock. To this end a commercially available 2D distinct element numerical model was used. A series of techniques are presented in an effort to quantify the results of any instability predicted by the model.This paper also demonstrates a case study where a 3D joint network model was integrated into the distinct analysis software package. The advantages, as well as the current limitations of this approach, are discussed."

THIS is the story of the recent operations of the Standard Cyaniding Co., which owns the Standard mine, a low-grade gold property in sight of Highway 40 about thirty miles from Lovelock toward Winnemucca, Nev. The ore is mined by power shovel and cyanided after grinding to only 3/S in. A total direct cost of $1.24 was attained in 1941 on 600 tons a day. Mining operations ceased, under Government edict, in 1942, and only in recent months have been resumed. The operating difficulties of today are: (1) the high cost of supplies; (2) labor problems; and (3) Federal laws as interpreted and enforced by executive bureaus of the Government. Of these, the increased cost of supplies is the least important.
