First of all let me say what a genuine pleasure it is to be here. Acapulco certainly is a beautiful change. I'm going to spend sometime talking about change, because frankly I'm astounded at the rate of change in our world today. One good example of this, reminds me that the first time I spoke before the AIME two years ago, we were at the Ramada Inn in Beckley, West Virginia. Today we're at the Princess Hotel in Acapulco, Mexico. Now that's what I call a change. Seriously though, I'm sure you've all heard it said that the most consistent thing about our society is its constant change. Five years ago, no one could have predicted the changes we experienced in the United States during the first half of the 1970's. In the past twenty-four months alone, we have seen two presidents, three vice-presidents and hundreds of administration and government personnel changes. We have stumbled from one social crisis to another, while suffering through rising inflation, major energy shortages and labor unrest that could plunge us into a full scale economic depression. In view of these constant and unpredictable changes around us, it's obvious that we must learn to deal with change and "roll with the punches" if we are to survive. A controversial book published recently, explores in detail the various aspects of change and its impact on man.

As part of its continuing research on selective mining, the Bureau of Mines has made progress toward developing a tool capable of remotely extracting hard minerals through a borehole. As the successor to the successful borehole miner, which extracted soft materials through a straight borehole, this new device has several innovative features: 1) it can propel itself in and out of an 8-inch borehole; 2) it can cut hard rock with an abrasive jet and transport the cuttings to the surface; and 3) it can negotiate deviated boreholes--the feature that enables it to follow a vein and extract only the values. This paper describes the development and feature testing of the reamer/miner.

Contract mining has a definite place in the mining industry, both in the United States and around the world. A mine owner should evaluate the utilization of contract mining in the devel­opment and production of mining properties. This evaluation of contract mining should be performed at various times in the life of a mining prope1iy from the development and initial operation of a new mining project, periodically throughout the mine's life, and at mine closure. Many factors must be considered in ana­lyzing and evaluating the potential of contract mining and those factors are both quantitative and qualitative. Quantitative factors are those factors for which costs or measures can be determined or estimated objectively; and qualitative factors are those factors for which costs or measures must be determined subjectively and do not lend themselves to objective determination or estimation. Some of the qualitative aspects may provide only yes, maybe, or no answers while others will provide a tendency or partiality toward one answer or the other without a quantified cost. The major quantitative aspects include operating and capital costs, monitoring costs, capital preservation, acquisition and disposal of new and used equipment, direct payroll and administrative costs, recruiting and training costs, and employment and termi­nation of staff and hourly personnel. The major qualitative areas include corporate philosophy, risks associated with capital and operating costs, financing the project, operating control, operat­ing flexibility, recruiting and training of personnel, employment and termination, administrative concerns, and owner/contractor relationship.

The Sacramento Regional County Sanitation District (SRCSD) has undertaken an interceptor expansion program to meet future wastewater needs associated with projected growth over the next 20 years. The Lower Northwest Interceptor (LNWI) will include over 17 miles (27 kilometers) of pipeline including 14 miles (23 kilometers) of dual force main ranging in size from 54- to 60-inch (137- to 152-centimeter) diameter and 3 miles (5 kilometers) of 120-inch (305-centimeter) diameter gravity pipeline. The estimated capital cost for the program is $331 million, with approximately $236 million in construction cost (as of November 2002). The project includes 4,700 feet (1,433meters) of tunnel including 2 crossings of the Sacramento River and one crossing of the Barge Canal, and 11 other smaller tunnel crossings beneath various creeks, sloughs, highways, and railroads. Preliminary design of the tunnels for the LNWI are discussed in this paper. The overall purpose of the preliminary design was to sufficiently define the project to allow planning level cost and schedule estimates to be performed. There have been changes to the project during final design including pipe sizes and configurations, tunnel and pipeline lengths and anticipated flows. This paper addresses only the preliminary design of the LNWI tunnels. Final design issues and changes made since completion of preliminary design are not addressed in this paper.

This investigation involves the development of a two-dimensional continuum model for the description of jointed media. Specific application of the model developed here is for the potential geological disposal of radioactive waste in the layered sequence of fractured volcanic tuffs under Yucca Mountain, Nevada. This is currently being considered by the Nevada Nuclear Waste Storage Investigations Project, administered by the Nevada Operations Office of the U. S. Department of Energy. The work is a direct extension of the previous constitutive model by Thomas (1982) based on the work of Morland (1974). The main feature of Thomas's model includes two parts: a continuum approximation based on average discontinuous displacements across jointing planes within a representative elementary volume, and a material constitutive description based on linear elastic matrix material behavior and nonlinear normal and shear joint behavior between jointing planes. The mathematical descriptions by Morland based on strain partitioning among matrix material and joint sets allow multiple joint sets to be included in the model. However, the initial effort by Thomas to implement Morland's mathematical model included only a single set of joints. To make the material model reflect more realistically the field characteristics, the current work extended Thomas's model to include orthogonal sets of joints. The nonlinear elastic normal joint behavior is retained in the present model. Joint shear response was treated as linear elastic in the shear stress versus shear displacement relationship prior to attaining the stress level governed by the Coulomb friction criterion. Beyond this critical stress value, a horizontal line is assumed in the work of Thomas for the shear stress versus slip displacement relationship such that the shear stress remains constant while the slip displacement increases. Motivated by experimental observation, the current work generalized the shear response to allow a line with finite slope to govern the slip behavior beyond the critical stress level. The inclusion of an orthogonal joint set led to a fourth order algebraic equation for the calculation of stress increments as compared with a second order equation obtained by Thomas. The nonlinear elastic normal joint behavior provides criteria which allow the selection of the root that yields result consistent with the loading condition of the problem. The addition of one more set of joints provides the potential to more completely study the interaction of various parameters representing the characteristics of jointed media behavior. Material responses to various loading conditions based on the present constitutive model have been obtained. These results and their comparisons to single joint set results are presented. Over ten years ago, Modular began development and implementation of its DISPATCH System for haulage optimization in open pit mines and now has over two dozen systems in operation worldwide. The so-called 'top down' approach used in system design and implementation was deliberate. This foresight now allows addition of features which would otherwise prove infeasible - without complete system redesign. Until recently, truck and shovel operator input provided timing data needed for optimal allocation. Now, addition of a high-speed, general purpose token ring loop controller and infrared (IR) transponders to each piece of mining equipment automates these important functions. Here, we discuss new devices, systems, and subsystems comprising mining's future.

The demand for mineral raw materials, especially in the major industrialized nations, has grown rapidly during the past three decades. One consequence of this growth has been an increasing reliance by the large industrialized countries upon nondomestic mineral supplies. These mineral supplies, to a large extent, have been developed by capital from the major industrialized countries. Until recently, most foreign mining ventures were either wholly-owned subsidiaries or joint ventures between two or more mining companies. The recent rise of economic nationalism has substantially changed the business climate and parameters under which foreign investors operate. This paper describes some of the underlying reasons for this change and notes how investors have adapted to the new business conditions.

For achieving bulk economic excavation, large dump trucks are being used in majority of the earth moving operations resulting in high impact shovel loading operations (HISLO) which exposes the operators to high levels of whole body vibrations (WBV). As the truck ages, hydro-pneumatic suspension struts loses their capability to effectively attenuate the vibration. A system is required to monitor and predict the performance of the suspension struts in real time. Machine learning and artificial intelligence (AI) has been applied for modeling and predicting the suspension system performance for lighter/smaller vehicles. However, no work has been done to implement machine learning or AI for modelling and predicting the performance of hydro-pneumatic struts in large dump trucks. Therefore, current work is going to be a pioneering effort towards developing machine learning and AI models for solving this problem. Support vector machine (SVM) and regularized dual non-linear regression has been implemented in order to achieve the goal. 3D virtual simulator for CAT793D was used to conduct experiments in MSC.ADMAS environment. The two main recorded outputs were the RMS accelerations in the vertical and horizontal directions at the operator seat for characterizing the performance of the suspension system. During the development and the training of the models, eighty percent (80%) of the total experimental data was used and the remaining 20% was used during the testing and validation of the developed models. SVM model showed the desired accuracy in terms of hydro-pneumatic suspension system performance prediction for large dump trucks. These models can be implemented in the dump truck controller which can then be used to monitor the performance of the suspension system in real-time, and with that proper maintenance and/or replacement can be scheduled by the maintenance personnel. Workplace safety, operator’s health and the overall system efficiency can be greatly improved with an implementation of such an intelligent system. INTRODUCTION Large capacity dump trucks are being employed in any earth moving operation throughout the world for achieving bulk economic excavation [1, 2]. A large dynamic impact force is produced with large capacity shovels dumping material weighing 100 tons or more in to the dump truck under gravity. This dynamic impact force generates high frequency shockwaves which travels throug0068 the truck body, chassis and reaches the operator’s cabin and thus exposes the operator to severe levels of whole body vibrations (WBV). Recommended safe limits have been listed by the International Standards Organization (ISO) in sections 1, 2, 4 and 5 of ISO 2631 (1997, 2003, 2001 and 2004). An operator can got through a long term back, shoulders, arms and neck disability and disorders if exposed to the WBV levels beyond those limits. The dynamic impact force generated as a result of the high impact shovel loading operations (HISLO) was modelled by Ali and Frimpong [2]. Furthermore, the complete methodology for optimizing the dumping process and reducing the impact force has been provided by Ali and Frimpong [1]. The vibration attenuation system present in the dump truck requires improvement in addition to the dumping process optimization. The vibration attenuation system in the dump truck commonly consists of hydro-pneumatic suspension struts. As the dump truck ages, its suspension system deteriorates and therefore loses its capability to effectively attenuate the shockwaves and the resulting vibrations produced by the dumping process. The deterioration tales place due to the contamination of the hydraulic oil or oil and nitrogen mixing or due to the gas accumulator diaphragm rupturing. The monitoring of the output vibration levels can be used to evaluate the effectiveness of any suspension system. This paper examines the potential for controlling longwall-induced subsidence by pneumatically backstowing waste rock into the void created by mining. The paper also examines scheduling the process as a unit operation of the mining activity. Based on a review of background literature and interviews with representatives of various mining companies, public-interest groups and state and federal regulatory agencies, a hypothetical case-study evaluation of pneumatic stowing at a southwestern Pennsylvania mine was conducted. The study indicated that current stowing technology cannot keep pace with the production potential of longwall systems in the United States. Further, at the mine used in this case study, concomitant stowing would reduce subsidence by only 50% of what would normally be incurred during full longwall caving, and the longwall coal-production rate would decrease from 3,630 t (4,000 st) per shift in the nonstowing case to 1,360 t (1,500 st) in the stowing case. A preliminary cost analysis reveals that pneumatic stowing would add from $5.79 to $11.57 per t ($5.25 to $10.50 per st) to the operating cost of producing coal at the case-study site.

Powder River Basin (PRB) mines were originally built to serve power plants designed specifically for their: coal. Sulfur was the major concern. Btu content and sodium limited the market for some plants. The PRB market has now extended to plants that are converting from other coals because of the Clean Air Act. These new customers are more sensitive to constituents that affect boiler and precipitator performance. At the same time, the prospect of deregulation is forcing power companies to improve cost controls. Kerr-McGee Coal's Jacobs Ranch Mine has responded to the changing marketplace with an expanded coal quality and customer service program.

Conventional iron ore balling circuits exhibit undesirable surging behavior which is known to result from uncontrolled occurrence of the mechanisms of nucleation, coalescence and layering. This study was undertaken to investigate the mechanism of pellet growth by layering. Several laboratory experiments have been carried out to delineate the effect of feed moisture content and feed quantity. This paper presents an analysis of the experimental results and a simple model to describe the layering process.

In the present experimental study the geochemical stability of inorganic polymers was studied by immersing them in various solutions (distilled water, seawater and 0.5N HCl) for a period of 7 months. Inorganic polymers were synthesised by mixing ferronickel slag with kaolinite, potassium hydroxide and sodium silicate solution. The cement like paste was heated at 80 °C for 48 hours and left for curing at room temperature. Their structural integrity was assessed by compressive strength testing after subjection to freeze-thaw cycles as well as high temperature heating. XRD studies were carried out in order to identify new formed phases and provide useful information regarding the progress of the mechanisms involved.

Potash was first discovered in Saskatchewan in 1943 but its continuous extraction did not begin until 1962. In the years since then, potash has played an important role in the economic and political life of the province. And, as is well-known, the most eventful time in the life of the industry occurred in 1975 when the Government of Saskatchewan decided to become a major participant in potash production. To understand that decision, however, requires an understanding of the economic development of Saskatchewan and of relations between the industry and the government prior to 1975. This year, Saskatchewan celebrates its 75th year as a province. For most of those years, we have been an agrarian economy and society, dependent on exports of cereal grains, mostly wheat, for a livelihood. Even today, agriculture accounts for about 25% of the province's Gross Domestic Product (Economic Review, 1979, p. 7) and difficulties in agriculture spread rapidly to the rest of the provincial economy. The difficulties and risks that go hand in hand with being a "one crop" economy were known as long ago as 1920 but were not fully appreciated until the combination of depression and drought in the 1930's turned the prairie grain- belt into a dustbowl. Some idea of the severity of the depression is revealed by the following data: in 1928, Saskatchewan produced 321 million bushels of wheat. By 1931, the total fell to 132 million bushels and, in 1937, to a mere 37 million bushels. The value of agricultural products sold off farms fell from $273,000,000 in 1928 to a meagre $51,000,000 in 1937. The impact of such a fall of agricultural incomes was catastrophic since about 70% of the population of some 921,000 persons lived in rural, agriculture-dependent areas (Britnel.1, 1939, p. 14).

Editor’s note: This is the first of two MINING ENGINEERING articles about the Grasberg deposit. The second, focusing on open pit mine development, will appear in the April issue of the magazine. The Grasberg porphyry copper-gold deposit of Freeport Indonesia Inc. lies within the Ertsberg Mineral District in central Irian Jaya, Indonesia. The Grasberg deposit was discovered during a drilling campaign initiated in the mid-1980s. Production at the open pit de- posit commenced in December 1989. The Grasberg copper-gold ore body is contained within a young igneous complex of dioritic composition that intrudes limestones of the Tertiary New Guinea Group. Alteration is typical of porphyry copper deposits worldwide except that higher grade primary chalcopyrite with significant gold values is associated with a centrally located zone of strong quartz stockwork. Irian Jaya comprises the western half of the island of New Guinea. The Ertsberg District lies 70 km (43 miles) inland from the Arafura Sea at an altitudeof3500 to45OOm (11,480to 14,764 ft). It straddles the Papuan fold belt. This belt forms the east-west trending chain of mountains that extend the entire length of New Guinea and is the site of numerous mineral districts.

The oxidation kinetics of pyrite and refractory gold concentrates in acidified ferrous sulfate solutions in the presence of oxygen-sulfur dioxide gas mixtures has been studied. The effect of temperature, pulp density and gas composition were determined. The optimum oxidation rate was obtained at 80°C and 2 percent sulfur dioxide in the gas mixture. The oxidation of the sulfide minerals is attributed to the presence of ferric ions, which are continuously regenerated by the gas mixture. The objective of this study is to find a new hydrometallurgical method to render sulfidic refractory gold ores amenable to cyanization.

A theoretical and experimental study was made of the surface phenomena occurring in a silicate - sulfonate system and a silicate -amine system, Experiments were conducted varying the collector concentration to examine its effect both on the total surface sorption and the rate of sorption. The results were compared to a theoretical model based on a Langmuir-type isotherm, Finally, the flotation behavior of selected silicate minerals was predicted from the sorption results and an explanation for the flotation of silicates postulated on the basis of both the theoretical predictions and experimental data.

Linear grade distribution measurements determined from polished sections of randomly oriented particles can be used to estimate the extent of liberation for multiphase particles of specified size. Two techniques, optical image analysis and microprobe analysis, have been used to establish linear grade distributions. Both techniques were evaluated and compared using variable grade samples of products from a copper porphyry flotation circuit. The statistical significance of the linear grade distribution data obtained by optical image analysis was assessed. The average chalcopyrite content of these samples, as determined by chemical assay was used to estimate the variance of the experimental procedure. For a given accuracy, the number of particles required to obtain an unbiased representation of the sample was determined.

Surface mining regulations together with mine and reclamation planning require collection of large amounts of geologic and hydrologic data for both new and existing mines. Recently developed microcomputer software facilitates the integration of this information from computer databases into ground-water flow models. The databases are used to identify areas which require dewatering and/or depressurizing and for generating contour maps of aquifer parameters. Gridded versions of these contour maps are incorporated into finite difference ground-water flow models which are used to design dewatering and depressurizing well fields and to estimate the effects of ground-water pumping and pit progression on local ground-water levels.

Introduction A section of the Federal Land Policy and Management Act of 1976 specifies the procedure for areas the US Bureau of Land Management manages that have wilderness qualities. In part, FLPMA specifies that within 15 years of its approval, the Secretary of the Interior shall review roadless areas of 20 km2 (5,000 acres) or more and roadless islands of public lands identified during the inventory as having wilderness characteristics described in the Wilderness Act of 1964. Further, the Secretary shall report to the President his recommendation as to the suitability of each area or island for preservation as wilderness. However, before any recommendations for, wilderness designation, mineral surveys shall be conducted by the US Geological Survey and the US Bureau of Mines to determine if any mineral values are present. And finally, a Presidential recommendation for wilderness designation becomes effective only if so provided by an Act of Congress. BLM Inventory Procedures To fulfill these legal requirements, BLM is inventorying the land it manages for wilderness qualities. Since the law sets special provisions for Alaska, BLM included in its inventory only the public lands it manages in the conterminous US. In 1980, after public input, BLM picked 967 areas to be considered as Wilderness Study Areas. All of the selected WSAs are in 11 western states and the areas total about 97,128 km2 (24 million acres). From these 967 areas, through its multiple-use planning system, BLM is making initial recommendations of areas to be considered suitable for preservation as wilderness. Those WSAs that BLM initially considers suitable for wilderness preservation will have mineral surveys conducted by the USGS and the USBM, to determine mineral values. Based on these mineral surveys and other resources information including wilderness qualities, the Interior Secretary will report to the President his recommendations on the WSAs suitable for wilderness preservation. To make the initial recommendation of suitability, BLM managers will need information about geology, energy, and mineral (GEM) resources as well as information about other resources. BLM has begun a GEM assessment program to provide its managers with that information. This program is designed to provide information for a WSA suitability decision process that aims to supply minimum necessary GEM information. In essence, the program will provide preliminary assessment of the mineral potential for each WSA. Assessing the WSAs To accomplish this, a two-phase program was designed. In phase one, only existing data are collected and used. In phase two, new data are generated and added to existing data. Phase two begins only if BLM geologists, mining engineers, or managers consider the information provided in phase one as inadequate. This avoids unnecessary work and expenses and allows the program to proceed without undue delay. Figure 1 shows the two-phase process, including BLM's GEM in-

An important part of process control engineering is the implementation of the basic control system design through commissioning to routine operation. This is a period when basic concepts can be reviewed and improvements either implemented or recorded for application in future systems. The experience of commissioning the process control systems in the Homer City coal cleaning plant are described and discussed. The current level of operating control performance in individual sections and the overall system are also reported and discussed.
