The mining industry is one of the three pillars of the Namibian economic development, besides tourism and the fishing industry. Generating 20 % of the GDP and more than 50 % of the export income, half of this amount derives from the diamond mining industry. In 2008, the annual production of 2.2 mio carat achieved an income higher than 1.44 billion Namibian Dollars (more than 750 mio Euro). After the global recession in early 2009, which also caused a significant downcrease in production to only 0.93 mio Carat, the diamond mining industry easily restored itself and the production figures for 2010 are expected to be even higher than those achieved in 2008. Compared to other diamond producing countries, Namibia is mainly producing diamonds of highest quality (jewellery quality), with less than 10 % of the mined diamonds not falling into this category. This high quality stands also for the worldwide highest prize achieved per carat. With 370 $US per carat it is more than four times higher than that of the average South African stone. In 1908 the finding of the first diamonds in the Namib desert close to the coastal town of Lüderitz was reported by a Mr Stauch, railway inspector for the then German colonial railway company. This event immediately triggered a Diamond Rush and subsequently the set-up of the restricted diamond mining area ?Sperrgebiet? through the German colonial administration. In 1913, only five years after the first mining operations had started, the steadily increasing production allowed for more than 20 % of the diamond production worldwide. After the First World War, the new South African government concentrated all mining activities in one organization, CDM (Consolidated Diamond Mines of South West Africa) which in following decades conducted an extensive and detailed exploration of the whole Sperrgebiet and started numerous new diamond mining operations.

Applications of mathematical statistics to the field of exploration are still relatively new. There are two primary reasons why little has been published in this field. First, if one discovers an effective technique for exploration, he does not like to disclose it. Second, the geologist needs to work closely with a mathematical statistician, and the communications barrier between the disciplines is formidable. The authors of this paper, one a geologist and the other a statistician, were interested in the economic benefit which appeared to be possible in the interdisciplinary area which they have called "geostatistics." An actual example has been selected to illustrate this benefit.

I chose the title "Let's Clear the Air" for this afternoon's presentation because it has two meanings, the literal and the figurative. Most of you know what MSHA is. Most of you know what MSHA does. And, for the most part, most of you know why. What I hope to accomplish today is to "clear the air" around our health standards, to clarify for you how MSHA views its congressional mandate under Title I Section 101(a)(6), (7), and (9) of the Mine Safety and Health Act. Asbestos, silica, radiation, noise, welding fumes, carbon monoxide, lead, hydrogen sulfide, nitrogen dioxide - the list of physical and chemical hazards encountered in the metal and nonmetal mining industry is as diversified as the industry itself, possibly even more so. In addition, miners are often exposed to several of these health hazards simultaneously.

The rheological properties of five kaolins, isostatically pressurized at 4 x10 Pa for 10 min in the presence/absence of water, was determined. Under dry conditions, measured viscosity values either decreased or remained the same. After treatment under wet conditions, measured viscosity values were 30-60% higher at high shear and 50-60% higher at low shear. These results correlate with variations in nanomorphology and structural order. Dry compaction degraded kaolinite crystals but wet-pressing appeared to cause an increase in the proportion of euhedral crystallites and a decrease in deformed crystals. Dry compaction decreased the low-defect phase proportion (ldp), but in contrast, the ldp in wet-treated kaolins remained constant or increased. Results show that hydrous pressure treatment produces a change in viscosity of kaolin suspensions, yielding the potential for improving paper coating performance, whereas anhydrous pressure treatment decreased or maintained the viscosity.

How best to grind? This article compares conventional crushing and grinding circuits to semiautogenous circuits, reviews recent installations of each circuit, and describes seven methods of using autogenous or semiautogenous techniques. In addition, steel and power consumption data are reported and benefits of a dedicated digital computer are discussed. Size reduction is the most expensive operation in most mills. Crushing and grinding are usually the greatest part of capital costs. They often make up 60-70% of total mill operating costs. Picking the proper crushing and grinding method must, therefore, be done with great care, so the best circuit is chosen. In the past 10 years, there has been a strong trend toward using autogenous or semiautogenous grinding in mills throughout the world. Autogenous grinding is favored when the ore is quite competent and a fine grind is needed. Semiautogenous grinding is applied when fine crushing could cause severe problems or when ore varies in hardness or competency. The taconite iron ores of northern Minnesota fit the description for an autogenously ground ore and many are successfully ground that way. Most im¬pressive are the nine lines of 11 x 4.9 m (36 x 16 ft) mills powered by 9 MW (12,000 hp) motors at Hibbing Taconite. Porphyry copper and molybdenum ores fit the description for semiautogenous grinding. Recent installations include Highmont in British Columbia, Canada, and Quintana in New Mexico. Sampling Many mills have been built based on inadequate sampling data or insufficient tests. With the cost of many mills exceeding several hundred million dollars, it is mandatory that geologists, mining engineers, and metallurgists work together to prepare representative testing samples. Simple, repeatable work index tests are usually sufficient for rod and ball mill tests. However, pilot plant tests on 50-100 t (55-110 tons) of ore are frequently necessary for autogenous or semiautogenous mills. Preparation and selection of the test sample is of utmost importance. Procedures for autogenous and semiautogenous mill pilot plant tests are relatively simple for those experienced in running them. Reliable and repeatable results can be obtained if simple, fundamental procedures are followed. The accompanying figure shows a typical conventional crushing-grinding circuit with three stages of crushing followed by ball mills or a rod mill-ball mill combination. This flowsheet is typical of many mills that have been built throughout the world. Also shown is a typical semiautogenous (SAG) circuit with feed coming directly from a primary crusher, and the semiautogenous mill product going to the separation process. Many similar semiautogenous circuits are built today because they are simple and flexible, lend themselves readily to high tonnages, and usually cost less to build and operate. With some ores, it is possible to send mine-run ore directly to the semiautogenous mill, eliminating the need for a primary crusher, as at Benquet's Dizon mill in the Philippines. An autogenous or semiautogenous circuit, as the name implies, uses the ore itself to assist in the grinding process. Generally, for this type of circuit, the ore must be competent so large ore chunks can be used to grind smaller ones. If ore alone is used, then the circuit is autogenous; but if balls are added to supplement the charge, then the circuit is termed semiautogenous. Ore competency is not always a criterion, to break up large pieces and wash away cementing material. Autogenous and semiautogenous mills have been very successful on relatively soft uranium ores where the values are frequently found in the material that cements together the sandstone grains. If you don't know a gauss from a grasshopper, you may be better off than you, think, particularly if you're an ore dressing engineer charged with the responsibility of selecting magnetic equipment for minerals separation and beneficiation. Gauss is a unit of measure for a magnetic field. It indicates the number of imaginary lines of force per square centimeter or per square inch radiating from a magnet. In discussing the strength characteristics of a magnet, we have come to speak of a magnetic field of 800 gauss, for example, meaning 800 lines of force per square centimeter. Gauss became the standard for selecting drum type separators many years ago under an arbitrary set of circumstances. The standard has continued to this day even though magnetics applications engineers have long considered it inadequate. The configurations of the older gauss meter were such that the most accurate and convenient readings on a drum type separator could be made at distances greater than one inch. So, an arbitrary distance of two inches was established and that two inches became the standard. Since then, it has become commonplace to specify magnetic strengths for drum separators according to average gauss readings at two inches; for example 500 gauss average at two inches, 750 gauss average at two inches and so on, even though gauss readings at two inches have much less to do with the separating and beneficiating function of a given application than was formerly believed. The standard was adopted as a means of gauging the strengths of electromagnetic drum type separators, for they were the only ones around at the time. These machines were usually designed with no magnetic considerations other than that the material to be separated should be agitated vigorously and the magnetic fields should be deep and strong. Drums built this way performed well enough, so it seemed logical to measure their magnetic strengths. Hence, gauss at two inches. Now, new improvements in magnetic techniques have made average gauss measurements at 2 inches positively obsolete.

Heavy metals contamination is an environmental problem at Army installations engaged in firearms training and munitions production. At these facilities, weathering and corrosion of expended munitions and leaching from wastewater lagoons, landfills and burn pits have resulted in heavy metals contamination of the soil. The principal metals encountered in firing-range soils are lead, copper and zinc. Cadmium and other metals, such as antimony, that are often incorporated in the munitions are sometimes seen in lesser concentrations. Mercury is associated with various propellants and, while present in much smaller concentrations, is of concern because of its acute toxicity. Chromium is primarily associated with plating operations. The transport of metals into groundwater has been confirmed at some locations, which has required treatment of the soil and groundwater at these sites. Certain treatment processes for contaminated soil produce metals-laden extracts, which also require treatment before reuse or disposal. Ion exchange is generally quite effective for removing metals from aqueous streams. However, resins are expensive and must be regenerated, and activated carbon is generally less effective for most metals and also requires regeneration. Therefore, alternative effective and economic sorbents are needed. Twelve sorbents were screened in initial batch testing. These included activated carbon, bark, chitosan, crown ether, corn cob, xanthate, clay (kaolinite and montmorillonite), peat moss, seaweed and reagent-grade zeolite (aluminosilicate, Sigma Product No. Z3125). Of these, zeolite demonstrated the highest capacity for Pb, Cr and Cd. For this reason, zeolite was selected for further testing in batch, kinetic and column studies. Materials and methods Zeolite. The zeolite used in the second-phase batch and column studies was obtained from a natural deposit of clinoptilolite-rich rock located in South Dakota (Rocky Ford SDH) (Desborough, 1996). Large blocks of the material were crushed and sieved into the following three particle size ranges: 0.5 to 1.0, 1.0 to 4.0 and 2.0 to 4.7 mm. This material demonstrates high structural stability in acidic solutions (pH 2.5) (Desborough 1996) and has a measured surface area of 30 m2/g. The measured total cation-exchange capacity (TCEC) was approximately 10 meq/100 g. This is well below what has been indicated for commercially available zeolite, which has been reported to be about 180 to 220 meq/ 100 g. The TCEC test was repeated (Method 9081, SW 846) using sodium acetate. The test resulted in a TCEC of 54.5 meq/100 g. The difference between values obtained for this material and published values for zeolites may be attributable to the greater heterogeneity in the material used in this study, compared to commercially available materials, or to the effect of the relatively large particle sizes utilized. Batch studies. Seven batch studies were conducted using synthetic metal solutions and soil extracts (Table 1). Extract composition: The P-extract was prepared by sequential surfactant extraction of organics from a burnpit soil followed by acid extraction of metals. The pH of this solution is approximately 1.1. A number of metals and organic compounds were present in the soil. Analysis of the extract was restricted to Pb, Zn and Cu concentrations for this study. The FBH extract was produced from a firing-range soil that was oxidized with a 0.01 M CaO solution and then extracted with 0.1 M acetic acid. This was filtered through 0.5-µm Whatman No. 5 filter paper and stored at room temperature. The pH of the FBH extract was approximately 4.5. pH Control: Calcium carbonate (CaCO3) may be present in the zeolite horizon or bed. Calcium ion (Ca") is released from the exchange sites when in contact with solutions containing ions for which it is more selective, such as lead. This results in a rise in solution pH over time. Acid washing removes most of the carbonates, eliminating the need for a buffer. Batch studies were conducted using both acid-washed zeolite (AW) and unwashed zeolite (UW) for performance comparison. The UW zeolite was rinsed with distilled deionized (DDI) water to remove fine soil particles. Both materials were dried at 105°C (220°F) overnight, so that the dry mass could be determined. Flowsheet flexibility in new 750 TPH coal cleaning plant provides three unusual capabilities. Two compartment drum coarse H.M. washer can be adapted to provide two stage separation. Coarse section of plant can be operated without fine section when washing surface mined coal. Fine section can operate with flotation cells bypassed if strip coal oxidation kills the froth. Plant can be fed by belt from bulk storage, front end loader from storage piles and truck from the mines. Raw coal and each of four washed products can be fed by belts to three separate loading points on two separate railroads.

In a recent speech in Pittsburgh, Dr. George Keyworth, the President's Science Advisor, made a statement which I believe deserves our very careful consideration. Dr. Keyworth said that there is no energy crisis. The crisis, he explained, is simply that people refuse to accept the solution. The solution which Dr. Keyworth has in mind is increased utilization of our abundant supplies of solid fuels and, in particular, uranium. I share his view concerning the solution to our energy needs. The use of uranium fuel is a safe, clean, and dependable means to generate our electric power. It is time that we addressed the real energy crisis: the refusal to accept the nuclear solution. The reason for the refusal is not difficult to find. It is nihilistic thinking about risk. Under this thinking, we assume the worst possible case and act accordingly, simply because we cannot prove to a total certainty that nuclear energy is perfectly safe. If this absolutist approach were generally applied throughout our society, there is no doubt all of us would soon be sitting around our campfires fearfully holding the wild animals at bay with our trusty spears. Today I am here to enlist your support in reversing the regulatory trend that threatens the very extistence of the nuclear power industry. As distinguished scientists, engineers and businessmen, you can use your influence to help bring rational regulation to the industry. Our industry supports strong safety and environmental protection programs. We understand the need for and do not object to reasonable regulation. Many anti-pollution measures can be practical to implement, cost effective and highly successful in minimizing environmental impacts. However, it is a fact of life that in the field of health and safety regulation, the law of diminishing returns operates with a vengeance. Absolute or near-absolute safety is impossible and any attempt to achieve it is intolerably costly. Fixation on absolute safety is particularly acute in the regulation of the nuclear power industry. Government Agencies, overly anxious to allay the irrational fears of those opposed to nuclear power, are literally regulating the industry to death - exactly the result sought by the anti-nuclear groups. Dr. Robert L. DuPont wrote in a recent issue of [Business Week]: "The nuclear power industry has been virtually stopped in the U.S. [because of fear]. This is true despite the fact that for more than 20 years the commercial nuclear industry has operated under unprecedented public health scrutiny and that to date there have been no radiation-related injuries, let alone deaths, suffered by any member of the public."1 I believe a useful way to convey the nature of the problem faced by the nuclear industry is to review an example of [unreasonable] regulation. While the example relates to our domestic industry, I am certain there are similar situations in other countries. For the example I will use the Nuclear Regulatory Commission's recently issued regulations governing the stabilization of uranium mill tailings.2 These regulations, known as the Uranium Mill Licensing Requirements, specify, among other things, that radon emanation from uranium mill tailings be limited to no more than 2 pCi/m2-sec. First, one must understand that this standard will have virtually no impact on the total amount of radon to which the public is exposed. Radon emitted from even completely unstabilized tailings piles is a tiny fraction--much less than 1%--of the amount of radon released from natural soils in the United States.3 In fact, it is far outweighed by natural variations in the background flux. For example, changes in the level of the Great Salt Lake in recent years have had [eight times] as much effect on the amount of radon released into the Salt Lake City regional air than the annual release from the Vitro Mill tailings pile located in that city.4 Nevertheless, NRC claims that the standard is required to protect the public. The Commission admits, however, that there are no studies which establish that exposure to radon at the low levels associated with uranium mill tailings will result in any adverse health effects.5 In the absence of actual evidence, the Commission assumes that some such effects will occur on the basis of the linear, non-threshold model.6 Employing this model, NRC calculates that the maximum hypothetical risk for the average member of the population is only about 1 in 70,000,000 from the radon that would be emitted from [three times] the number of mills now in existence, even if the tailings produced through the year 2000 are left unstabilized.7 NRC has elsewhere explained that this level of risk would be equivalent to the risk posed by "a few puffs on a cigarette, a few sips of wine, driving the family car about 6 blocks, flying about 2 miles, canoeing for 3 seconds, or being a man age 60 for 11 seconds." This level of risk is [de minimis] in comparison to other risks commonly and readily incurred in our society.9 Moreover, even this remote risk is overstated. A group of prominent health physicists, including experts from the Department of Energy, The Environmental Protection Agency, Britain, Canada and Germany recently published a study indicating that the risk to the public per unit exposure to radon can be no greater than one-third that suggested by the Commission, and [may in fact be zero].l0 Regulators routinely rationalize the need for their regulations. For example, NRC attempts to justify the radon flux standard because it is necessary to reduce the risk to someone who builds a house on top of a tailings pile. Contract 75-124-211 extends along the Chicago River from Roosevelt Road on the south to Ogden Avenue on the north. In addition a branch tunnel runs east from approximately mid-project ending near Lake Michigan. The contract was bid on December 14, 1977 with three joint-ventures submitting bids. Of these the joint venture of J.F. Shea Co., Inc. Walnut, California, (Sponsor), Peter Kiewit Sons' Co., Omaha, Nebraska and Shea Company and Associates, Walnut, California was low with a bid of $101,976,680.00. The MSD awarded the job to the Joint-Venture on January 5, 1978 with a scheduled completion date of January 23, 1983. The project consists of the following major items of work: (1.) A 25'-0" minimum diameter Construction Shaft, 220 feet deep (2.) 13,726 Linear Feet of 30'-0" Concrete lined Tunnel in rock (3.) 6,648 Linear Feet of 13'-0" Concrete lined Tunnel in rock (4.) Seventeen concrete lined Drop Shafts varying in finished diameter from 4'-0" to 12'-0", and each approximately 250 feet deep with chambers and connections to the tunnels varying from 100 to 1300 feet in length.

With the exception of sublevel caving, the most common method of underground mining in Sweden is the "cut-and-fill" method. It is normally used for mining non-ferrous metals , and' is used extensively in the complex sulfide ore mines of the Boliden Company in north and central Sweden as well as the mines of the STORA and Vieille Montagne Companies in central Sweden. All in all, the cut-and-fill method is used in 13 of Sweden's 45 mines. As the mines are relatively small, the volume of ore mined by this method represents only about 5 % of the total ore production in Sweden. The commercial value, however, is much large than this percentage would imply. The production volumes and grades of some typical mines are shown in Table I. As seen, when rated internationally, the grades are comparatively low. The prices are set according to ?international metal prices? as dictated by the London stock exchange, and in lieu of governmental support, rational management methods are critical in order to achieve satisfactory profit.

Coal and coal mining is no longer the mighty king of industry and in our daily lives and homes that it once had the privilege of commanding. Many of you will remember that one of the chores of your youth was to bring in the scuttles of coal, morning and night, to feed the heater or stoke the furnace in the morning and bank it at bedtime. Growth of gas and oil have displaced coal in home furnaces and commercial buildings, and have taken over some segments of industrial markets. The coal burning locomotives have virtually disappeared in favor of the more efficient diesel engine. However, coal as a prime mover still holds its strategic position as is evidenced by act that the electric power industry almost entirely depends upon coal for its generation.

Agglomeration techniques have been successfully applied to commerical heap leach cyanidation operations for the recovery of precious metals from low-grade ores, mine wastes, and tailings. The major parameters important for successful agglomeration pretreatment of these feed materials are discussed. Several commercial agglomeration-heap leaching operations are described. Two of the operations converted from conventional heap leaching to agglomeration-heap leaching after coventional heap leaching proved unsuccessful. Heap performance before and after agglomeration is discussed. A fairly recent operation that began production using agglomeration-heap leaching technology is also described. Two operations that processed milled tailings by agglomeration are discussed. The tailings feeds could not have been economically processed by means other than agglomeration-heap leaching.

In most circumstances, the traditional methods of. ore reserve estimation for large undulating sedimentary deposits, such as coal and iron formations, do not allow the accurate prediction of grade for mining blocks. The problem is Particularly accute when the mining blocks are small with respect to the thickness of the geological zones in the deposit, and when there are significant grade changes between the foot-wall and hanging-wall of these zones. A simple geostatistical model has been developed, which takes into account the grade changes not only in the direction of the geological strata, but also in the direction normal to these strata. The genesis of sedimentary deposits and the resulting geological properties of these deposits were considered in the development of the model. The model has been successfully applied to the evaluation of a large coal deposit. Eventhough some practical difficulties have been encountered, for example when part of a geological zone was missing or had not been sampled, these difficulties have been .resolved. Both the theory and its practical application are presented in this paper.

Development of a process for winning copper from pelletized chalcocite concentrate without matte smelting and converting is underway at the Twin Cities Metallurgy Research Center, Bureau of Mines. The new route from concentrate to metal includes 2-stage fluid-bed treatment; pelletized concentrate (33 percent Cu, 7 percent S) is first desulfurized (to about 0.5 percent S) in an oxidizing atmosphere, and in the second stage the calcine is metallized by reduction with hydrogen. Thereafter, the reduced product plus 10 percent CaO is routed to a smelting furnace to separate metallic copper from the gangue. Recovery and the Cu content of the product at this point are in the 97-98 percent range. The metal must be refined to remove sulfur and iron to make wirebar copper. An important feature of the process is the pelletizing of the fine concentrate into mini-pellets prior to fluid-bed treatment, which has permitted shorter reaction time, decreased dusting, and facilitated subsequent processing.

The Ray Mines Division has a long and illustrious history beginning in 1911, as one of the early underground block caving copper mining operations. The tonnage mined from the beginning of operations, increased from about 8, 000 TPD in the early years to the present daily tonnage of 22, 500 tons, mined by open pit methods. The Ray basic milling practice has been relatively unchanged since 1927 when the sulphide-flotation process was introduced at Ray. The leach-precipitation-flotation process introduced in 1956 has been the only major process change. The change from underground to open pit' mining was accompanied by a renewed drilling and exploration program which developed large tonnages of low grade copper ores both in the porphyry and the diabase. The ore bodies as outlined were of such a grade and size that it soon became apparent that economical operations could not be developed with the lower tonnage rate. Also that in order to develop these newly proven ores, it would be necessary to move the Ray crushing plant, the Ray. supporting shops, offices, a substantial part of the Ray townsite, and would also involve the rerouting of Mineral Creek, a typical Arizona stream which is dry most of the year but can flow as high, as 8, 000 second feet in the rainy season. This paper describes those changes in flow sheet made necessary both by the increased tonnage .and the requirement to move as much of the crushing facilities from the Ray area as practical in order to free the mine for the extension of its physical limits.

Large diameter autogenous and semi-autogenous grinding mills represent the primary thrust of the expanding grinding technology. In spite of initial difficulties, large autogenous and semi-autogenous mills have reached an acceptable level of technology which provides the mineral engineer with a reliable, low cost means of ore comminution. A successful milling installation begins during the design stage of the grinding mill and the plant it is to be installed in. This is particularly true in autogenous and semi-autogenous mills. Critical mill and plant design factors should be considered while the mill and installation are still only ?paper.? Various current liner designs will be discussed ranging from lifter bar/plate to integral types. Modes of operation such as "high-low" will be considered. Liner maintenance procedures ranging from laydown area in plant design, proper mill shutdown methods, to installation and bolt tightening complete the equation to yield optimum performance possible for any particular grinding application. The objective of this paper is to discuss trends in wear materials, designs and operating practices, and provide some guidelines for good practice as we move through the 1980's. We will put together concepts that relate to the designs, materials and applications so that higher performance can be obtained by the operator for his specific application. The concepts are shown as being in series because they are dependent on each other to achieve the desired performance.

The uncertain world conditions of the present time require that the United States be prepared to meet: a. all-out nuclear war with attack on the United States b. limited wars (anything smaller than (a.) c. political, economic, and/or psychological warfare. Our present position as a major world power derives in large measure from our free institutions and our great industrial productivity, and our productivity in turn depends on an ever-continuing flow of raw materials from the earth - metals, minerals, fuels, and agricultural products. The United States, with only about 6% of the world's population, uses from one-third to two-thirds of the world's annual supplies of 'most metals and minerals. The United States strategic materials stockpiling program is designed to enhance our national security posture: as stated in the preamble of the Stock Piling Act, to decrease and prevent wherever possible a dangerous and costly dependence of the United States upon foreign nations for supplies of strategic and critical materials in times of national emergency. In times past, the Good Lord himself has ordered some stockpiling. The Book of Genesis in the Bible tells how Pharaoh of Egypt was directed to set aside one-fifth of the produce of the land in each of the seven good years to meet the needs of the seven bad years that were to follow: this would be a stockpile of about two years? normal use. Our cultural heritage often reminds us of the wisdom of stockpiling, as in the case of the stories about the provident squirrels that gather their nuts in an orderly manner in the f all to prepare for the winter's cold. And the old proverb about a bird in the hand being worth two in the bush points out clearly the value of something that is directly at hand.
