As we are all aware, the impacts of the 1977 Surface Mining Act and the implementing OSM Regulations require application of new, as well as existing, equipment and technologies. Our firm recently completed (June, 1979) a study for the Department of Energy titled "Analysis of the Impact of Public Law 95-87 on Mining Performance." The objective of the study was to analyze the impact of the Act and its regulations on mining performance in order to provide recommendations to alleviate the impacts identified, including identification of research needs. This paper presents some of the highlights of that report: projected cost increases; additional equipment needed for compliance; review of methods currently practiced or those which can be modified; and will focus particulary on equipment and technology applications.

Laboratory test work, pilot plant testing and plant experience with wet, fine-mesh screens are discussed. High-frequency, low-amplitude, fine-mesh, wet screens were installed on the 6th cleaner concentrate stream. These screens produce a 60% oversize recovery split of the molybdenite concentrate that is of leached equivalent quality. The undersize stream is leached with hot ferric chloride to remove lead and copper contaminants before roasting or shipment to sulfide customers. This plant modification is a good example of using existing technology in an unconventional flow sheet to yield significant cost savings.

I also have a very close friend and fraternity brother who works and lives in Denver so I could talk on and on about this area and our western coal properties, but it's Massey's coal terminal business I'm to focus in on today, and that's a horse of a different color. Parsons Brinckerhoff is providing engineering services for the Atlantic Avenue Station Complex Rehabilitation and Passageway Reconstruction for New York City Transit. Project reflects current realities and challenges of underground excavation, support, and construction under operating subway tracks and platforms, and under major transportation hub, comprising three subway stations, railroad terminal station, and busy street intersection. The construction requires extensive underpinning of subway structures and operating tracks. This Paper addresses engineering challenges of IRT subway station rehabilitation and passageway reconstruction without interruption of transit operations and street traffic. Total construction cost of the Project is $ 105,000,000.

Pore-filling organic material concentrated uranium to form sandstone-hosted primary uranium deposits in the Jurassic Morrison Formation of the Grants uranium region, New Mexico. Petrographic observations and radiometric ages for primary ore in the Westwater Canyon Member require that the organic material was emplaced early in the diagenetic history of the host sandstone; in fact, organic material was emplaced before major compaction. This inferred early emplacement constrains models concerning the nature and origin of the organic material and thus also constrains models of ore genesis. Reconstruction of the burial history of the basin indicates that Late Jurassic-Early Cretaceous time, the interval of inferred emplacement of the organic material, was probably not a time of hydrocarbon generation and migration. Nuclear magnetic resonance analyses, elemental abundances, and isotopic studies provide further constraints on the nature of the organic material, and data from these studies are consistent with a humic acid rather than an oil origin. In addition, the overall tabular shape of primary uranium orebodies and the way these orebodies are suspended in the host sandstone mimics Recent deposits of humate, the precipitated form of humic acids. The critical clue that favors a humic acid origin for ore-related organic material is provided by the nature and patterns of postdepositional alterations that are spatially and temporally related to primary ore, specifically destruction of detrital magnetite and ilmenite (iron-titanium oxide) grains. Humic acids are implicated in the destruction of iron-titanium oxide grains because these organic acids are one of the most effective natural agents in leaching of Iron from these grains. Thus, timing constraints, chemical evidence, orebody geometry, and the nature and patterns of ore-related alterations favor a humic acid origin and suggest that an oil origin is highly unlikely. Because alteration of iron-titanium oxide grains tracks the pathways of humic-bearing solutions through the host sandstones, it is possible to trace these solutions back to their source. Alteration patterns in the Westwater Canyon Member suggest that the humic-bearing solutions originated as pore fluids in the mudflat facies of the overlying Brushy Basin Member and moved into adjacent sandstones during early dewatering of the mudstones. The humic acids precipitated, by the process of cation loading, in tabular layers. Uranium was concentrated within these tabular layers by complexation with the humic acids to form primary uranium orebodies.

The capability for on-line measurement of the quality characteristics of conveyed coal now enables mine operators to take advantage of the inherent heterogeneity of those streams and split them into wash and no-wash stocks. Relative to processing the entire stream, this reduces the amount of coal that must be washed at the mine and, thereby reducing processing costs, recovery losses and refuse-genera¬tion levels. In this paper, new ap¬proaches for optimal control of the segregation process using time-se¬ries models and empirical distribu¬tions are presented and demon¬strated using field data.

Introduction Heavy media separation (HMS), also called dense media or float¬sink separation, is one of the newer forms of gravity concentration. Though the concept can be traced to the last century, the process has enjoyed its major growth since 1940. Heavy liquid separation is a mutation. The heavy media process is used extensively to clean coal and for the concentration of a wide variety of ores such as those of iron, lead-zinc, chrome, manganese, tin, tungsten, fluorspar, magnesite, sylvite, garnet, diamonds, gravel, etc. It may be used where ever a significant density difference occurs between two minerals, and commercial separations are typically made in the range of 1.3 to 3.8 sp gr. The particle size treated ranges downward from 6-8 in. top size. Particles greater than about 1/16-in. (10 mesh) may be treated in a "static" bath, though for reasons of separation efficiency, + 1/2 -in- feed is usually preferred. For particles less than this size, separation in a heavy media cyclone is generally used. The flowsheet of a typical heavy media process, in this case one using a ferrous medium, is shown in Fig. I. In essence, the process consists of: (1) preparation of the feed usually by wet screening to remove undesired fines, (2) heavy medium separation, and (3) removal and recovery of the medium from the separated products. Many muta¬tions of the basic scheme are possible and numerous options are possi¬ble. HMS offers the following potential advantages:12 1) Ability to make sharp separations. 2) Ability to change the specific gravity of separation quickly to meet changing conditions. 3) Ability to remove products continuously. 4) Ability to treat a broad size range of products. 5) Ease of start-up and shutdown without loss of separating efficiency. 6) Relatively low medium cost and low media losses. 7) Low operating and maintenance costs. 8) High capacity with the use of relatively little floor space. 9) Relatively low capital investment per ton of capacity. The process may be used to produce a finished concentrate, two finished concentrates, or a concentrate and a middling of differing quality, or a preconcentrate by rejection of unwanted gangue. It is an ideal method for the reprocessing of coarse waste dumps. The greatest use for the process lies in coal cleaning and in the preconcentration of ores. The relatively inexpensive heavy media process may be used advantageously to reject large quantities of coarsely crushed gangue. When used in this way, the process will allow: (1) the use of lower cost but less selective mining methods with the "overbreak" material being removed at the front end of the concentrator or preparation plant; (2) a substantial reduction in the quantity of ore that must be finely ground for subsequent mineral liberation and separa¬tion. Since comminution is often the single most expensive step in beneficiation, it is desirable to eliminate as many essentially barren pieces of rock as possible before the grinding step, (3) a decrease in overall plant capital cost per ton of concentrate since the size of the plant from the dense medium step onward will be smaller. Several general references are available,12-18 though much of the technical data on the process is widely scattered in the general litera¬ture. Heavy Liquid Separation Organic Liquids Given sufficient settling time, it is possible to make a perfect separa¬tion between two particles of differing density by placing them in a liquid whose density is intermediate between the two. This means of achieving a perfect separation has proven to be elusive because of problems in feed preparation, particle settling rates, operational considerations, and economic constraints. There are a wide variety of heavy liquids that could be used, most of them halogenated hydrocarbons, and a few typical examples are given in Table 4. These liquids are most commonly used in ore dressing for the laboratory fractionation of ore particles on the basis of specific gravity. Laboratory Separations. Using liquids typified by those given in Table 4, separations are made to develop either the standard washability curves used to estimate the response of a given sample to gravity concentration or to prepare a partition curve to evaluate the effective¬ness of a given gravity separation process or piece of equipment. A typical washability curve is given in Fig. 2.19 Such curves are generated for raw coal, e.g., by treating either the whole or various size fractions of the sample in a series of heavy liquids and analyzing the various specific gravity fractions so produced. The procedure is relatively simple for coal samples because of the ready availability of a wide variety of relatively low cost heavy liquids in the density range 1.2¬-2.0. For ores the problem is much more complicated, because only a few high density liquids, all of rather high cost, are available. Parti¬tion curves are generated in the same manner by treating the separated products in the same liquids. Greater details on the procedures to be used in heavy liquid separa¬tions are to be found in the literature (for coal, Refs. 13, 14 and 19 and for ore, Refs. 20 and 21). For testing coal, calcium and zinc chloride solutions have been used extensively in the past, though today halogenated hydrocarbons (available under the trade name Certigrav) are the preferred media. This paper describes the underground work associated with the North Fork Stanislaus River Hydroelectric Development currently being constructed by Sierra Constructors for the Calaveras County Water District in California under a turnkey contract. Sierra Constructors is a joint venture of the Guy F. Atkinson Construction Company (sponsor) of South San Francisco, and the Harrison Western Corporation of Denver. Notable features of this project include the exceptionally high performance achieved by the 5.5m diameter Robbins tunneling machine and the 675m deep shaft pilot hole which was successfully realigned using oilfield directional drilling techniques. Other features include 3.7m and 4.3m diameter machine-excavated tunnels and various conventionally excavated tunnels constructed over a wide geographical area and diverse climatic conditions.

The NMBGMR is slowly converting historical data into a relational database using Microsoft Access 97. The purpose of this database is to provide data on districts, mines, and mills in New Mexico to government agencies, public organizations, industry, and citizens to make informed decisions about resource development, resource management, water supplies, environmental impacts, hazard assessment, and waste disposal. Once the data are entered into the database with locations, the data can easily be converted to GIS format for displaying as different map layers.

Many aerodynamic and thermodynamic properties, such as temperature, pressure, velocity and density vary widely, and in random spatial and temporal manner for a given underground mine environment. Such variabilities are seldom evaluated statistically, even though the relevant theories and principles for such an approach are both available and feasible. The main purpose of this paper was to introduce the new methodology of applying aerostatistics to the analysis of multiple fan system in mine aerology and/or ventilation. Pertinent data were obtained from a small multilevel coal mine. Results proved and confirmed that aerostatistical methodologies are computationally more efficient, grounded in solid engineering statistical theories, and can be used to analyze networked parameters in mine environmental engineering.

A highly respected coal mining company in West Virginia updated their stacker belt by switching to a new magnetic coupling. The savings they achieved are the subject of this paper. A steep incline and heavy belt loads are powered by a dual drive arrangement. The magnetic couplings were custom designed for complete fluid coupling retrofit and easy installation in the field. Maintenance personnel updated the drives in just a few hours. Over the following several weeks, adjustments were made to the couplings for optimum performance. Cost savings are found in reduced down time, no coupling maintenance, and equipment protection.

On November 15, 1990, President Bush signed the Clean Air Act Amendments of 1990. The new legislation is sweeping in its demands for cuts in smog, acid deposition, toxic air pollutants and ozone-depleting chemicals. The Amendments will siqnificantly alter air quality permitting and compliance and are estimted to cost billions of dollars to implement. This article provides an overview and summary of each of the eleven titles of the Amendments. It also addresses how the Amendments will be implemented.

During the past few years monitoring systems have been installed to measure the effects of environmental changes on the ground-water resource. The design of a monitoring system depends upon the designer's perception of how the environmental factors merge with his perception of the ground-water flow system. The validity and representativeness of measurements made during a monitoring program depend upon the validicy of the designer's perceptions and concepts. To optimize the design of a ground- water monitoring program the designer should make preliminary measurements to confirm his assumptions.

Mineral processing plant operators are faced with the necessity to choose between many different possibilities for plant improvement. Only a few such possibilities, however, can be tested on the industrial site. Steady-state simulators make it possible to assess the effects of several different flowsheet modifications in a few days, thus helping the process engineer to make his choice implement the solution that seems the most appropriate and check it. The example described here is the crushing and grinding circuit of the Shila Gold Mine, jointly owned by CEDIMIN SA and BUENAVENTURA SA, in Peru. Several possible modifications for the purpose of increasing capacity have been simulated and the results assessed in terms of technical quality, investment costs and energy consumption. The best solution indicated by the USIM PAC simulator was implemented and gave a 20% increase in capacity with a pay-back time of two months.

In late 1995 at the Randol symposium in Squaw Valley, I gave a paper which described the Itos project flowsheet. At that time, project construction was nearly completed and stmtup was close. This paper describes the ltos operation since then. To summa­rize things, startup occurred partially in late 1995 with full start­up of all components in about mid 1996. From then until now, April 1998, the plant has been running at partial capacity and has yet to achieve full production rates.

In CIP, CIL, and Heap Leach gold recovery operations, a sub-optimal activated carbon performance invariably causes a significant loss of revenues. In this paper it is shown, how dedicated analyses of carbon samples can be used as a guide in plant performance optimiza­tion. Firstly, a brief outline is given of the most important methods of analyses, including the specialized methods not normally used by mining operations, but provided by carbon manufacturers. Then, a number of practical cases are discussed in which carbon sample analyses provided insight which allowed significant improvements.

Air quantity is the primary parameter governing the working condition of a mine fan. In order to improve the fan performance and efficiency, reduce its energy consumption, and guarantee mine safety, it is very important to obtain an accurate value. However, generally speaking, the fan ducting or drift on surface is very short in distance and contains sharp bends. The air quantity of the mine is so concentrated in this way that the air velocity becomes very high, and the airflow, either in the fan drift before the fan impeller or at the downstream diffuser, is very turbulent. Therefore, no anemometer is satisfactory because there is too much difference between the measured value and the actual value of air quantity at the mine fan.

Martin County Coal Corp. is located in Martin County, KY, in the Appalachian coal fields, near the West Virginia border. The company's total leasehold covers more then 133.5 km' (33,000 acres). Total annual production at Martin County Coal Corp. is currently 2.2 Mt (2.5 million st). In certain years, though, it exceeded 2.7 Mt (3 million st). About 45% of the annual production comes from two surface mines. The balance is produced from five underground mines. Martin County Coal's work schedule consists of two nine-hour shifts a day, 240 days a year. Topography The topography of the area is characterized by rugged hills and ridges and sharp V-shaped valleys demonstrating a cliff and slope topography. This topography consists of alternating benches of outcrop sandstone and slopes. The deep valleys have been carved out by many small streams in the area. These streams are contained within the steep slopes of narrow, twisted mountain ridges. The ridges are underlain by massive sandstones that, being resistant to erosion, create sharp, rocky morphology. The height of the hills above the valley floors ranges from 122 to 244 m (400 to 800 ft).

We ought not look back unless it is to de- rive from past errors, and for the purpose of profiting by dear bought experience. - George Washington During the mid 1960's, the application of automation was introduced to Climax by two process control companies. In 1969 Climax decided to seriously consider improved control of selected areas of their milling process after preliminary research had been completed on two rougher ball mill grinding circuits. In 1971 the Climax Mill Department developed a direct digital control scheme for rougher milling, designed a remote control center for handling process water, planned to automate the central steam heating facility for energy conservation, and convert other plant areas to automation. All twenty rougher grinding mills and the industrial water system were automated by 1977. The idea of automating central heating and other areas was abandoned although some fuel conservation items were installed at the heating plant. During this period from 1971 to 1978, the mill capacity was expanded from 39,000 metric tons per day to 43,000 metric tons per day and cyclone classification was introduced to rougher milling. Ore quality changes degraded the milling recovery from over 90% to less than 85%. This report describes the procedure the mill used in developing the automatic process and the occurances that affected the timing and fina1 control logic. The report deals primarily with the automation of the ball mill grinding, classification and flotation process as this was the bulk of the seven-year project.
