The demand for good white minerals for many industries including paint and plastics have made it necessary to import high grade industrial minerals from various parts of the world. Some of the calcium carbonate, barite and talc minerals are from China, Mexico, Jamaica and Haiti. These materials can be processed by custom processors. The custom processor can provide a service to the Industrial Mineral owner. The imported materials can arrive in various feed sizes from lumps (3"-6") down to 325 mesh. The materials can also be in various size shipments or container loads. The economics for importing should be investigated thoroughly. The two factors just mentioned can influence the quantity of material to be processed. These two factors can also influence the total cost for each end product.

If Campbell County, Wyoming were an independent nation, it would rank fifth in the world among countries with known coal reserves. Only the United States, Russia, mainland China and West Germany would have greater volumes available. Not too many years ago that statement would not have seemed important, because oil and natural gas had become our nation's principal fuels. Western coal deposits, particularly those of the Powder River Basin in Montana and Wyoming, and which underlie virtually all of Campbell County, were largely unknown. But recently, in response to the three-pronged stimulus of vanishing gas reserves, rising petroleum prices, and clean environment statutes, these vast deposits have been delineated and have become, in the minds of many, indispensable to our goal of energy independence. Not only does western coal lie in thick seams near the surface where it can be mined in huge quantities at low cost, but also it possesses another coveted attribute in this age of environmentalism: low sulfur content. At Burlington Northern we count ourselves at the forefront of those who believe this coal is essential to any hope for the government's "Project Independence." But to that belief we add another article of faith. We are convinced the economics of unit train delivery of this incredibly immense resource make it the only transportation system that can help us achieve energy self-sufficiency in this country.

By way of background. it is important to keep in mind that the information presented in this paper relates specifically to synthetically produced precipitated calcium carbonate (PCC) fillers. Natural calcium carbonate fillers manufactured by grinding limestone, marble and chalk, though having similar chemical and physical analyses to PCCs, normally contribute somewhat different performance properties in paint, paper and polymer systems. Many factors have been cited and numerous theories have been proposed for the observed differences. Particle size parameters, surface chemistry and particle morphology are the items most frequently mentioned. A discussion of this subject is beyond the scope of this paper.

Compressed air distribution networks are essential for powering equipment in many mines even though some mines are replacing them with electrical power for hydraulic drills. Compressed air can be costly especially if the system is poorly designed and maintained. This paper outlines a technique for proper compressed air system design that will help mine managers reduce compressed air power costs; an important topic in today's highly competitive international minerals market. Compressed air system design is complex. It requires specifying: 1) air quantity and pressure in all branches of a large network, 2) proper location and types of valves and fittings, 3) the network solution that determines compressor requirements, 4) optimal hose and pipe, diameters, 5) receiver and compressor accessories, and 6) required capital and operating costs.

A novel tracing technique employing specifically prepared trace particles has been applied to coal preparation separatory systems. The technique employs individually prepared trace particles representing specific known sizes and densities of coal particles. These trace particles are injected into the feed, to the processing circuit, and are then detected at locations in the coal product and refuse streams. It is anticipated that on-line input of the generated partition data will be linked with computer technology to provide rapid analysis of the processing efficiency, and to allow for process control. This tracing technique can revolutionize many processing operations from the diagnostic viewpoint as well as from the coal processing standpoint.

A beneficiation process has been developed to provide selective separation of unburned carbon from high LOI fly ash. Previous reports of utilizing froth flotation to achieve selective separations required long residence times and high reagent costs. A proprietary reagent system has been developed to address both of these limitations. Based on the results obtained from laboratory and pilot-scale investigations, a flowsheet design has been developed to produce two distinct usable products from class F fly ash; low LOI ash and a high carbon product suitable for reburning or further upgrading. A process flowsheet and description are presented.

The shift to lower grade iron ores, e.g., magnetic taconites, resulted in a shift towards agglomeration practices which could effectively deal with the fine particle sizes generated in the liberation and concentration processes. If the iron bearing particles are not extremely fine, e.g., -1/2 in + 100 mesh, sintering is an adequate means of agglomeration.(1) For the more dispersed ores which result in fine concentrates (more than 80%,-325 mesh), the fine particles must be agglomerated by mechanical means before final hardening, e.g., pelletizing.(1) In the pelletizing process, the essentially mechanical step of balling is extremely critical since the strength of the pre-fired pellet determines the firing conditions. The ability of the proper amount of moisture to hold together a ball of the very fine ore concentrate particles has long been recognized. It is a charac¬teristic of the reaction at the interface between the ionic solid of the ore concentrate and the polar water phase which overlays the solids. The strength in such moisture laden balls, the green strength, is a strong function of the water content (Figure 1) and thus deteriorates rapidly for either a small excess or a small deficiency of moisture. For purposes of commercial practice, the control of green ball handling properties by accurate control of ball moisture is too demanding. Moreover, as the ball is heated towards its hardening tempera¬ture, e.g., 1300'C, there is a substantial drying reaction which would lead to such a low dry strength of the ball that it would not support its own weight much less the weight of other balls in a firing furnace.

The preparation of coal is essentially the same for export as it is for the domestic market. The big difference, I would say, is that, while coal for certain domestic uses (utilities, for instance) need not always be of the highest quality, as long as it is uniform, the buyer of coal for export invariably demands a well-prepared, top-quality product. And he is willing to pay for it, as long as he knows what he is buying. This is where quality control enters the picture. The day is long past since the export market was the dumping ground for coals which could not be sold on the domestic market. Today, the export buyer wants American coals not so much for a price but for the necessity of blending the American coals with foreign coals to achieve the desired chemical and/or physical characteristics, To blend intelligently, he must know in detail what are the qualities of the coals to be blended. Sampling and chemical analysis facilities at the piers provide the information on the coals exported, These facilities are maintained for the export buyer by independent laboratories; however, in one instance, the buyer operates his own laboratory. With very few exceptions, and Clinchfield?s Moss No. 3 mid-volatile coal is one, cargoes shipped overseas are loaded as blends of two or more coals. Up to now, foreign requirements have not been too clearly defined; therefore, shippers must be prepared to blend mixtures of the desired combination. Successful blending requires an accurate knowledge of the coals shipped. And this makes it necessary for the coal producer to maintain his own control laboratory.

Overshot loaders are loading machines which fill a front-mounted bucket by crowding and bucket lifting, passing the loaded bucket over the machine and throw¬ing the load into a haulage unit to the rear. The load is retained in the bucket as the load mass is accelerated in its path over the machine. At the point of discharge, the bucket is stopped suddenly and the load leaves the bucket, following the throw trajectory past the rear of the loader. Fig. 1 shows a typical overshot loader of this type. Overshot loaders were developed for loading in nar¬row drift headings and drawpoints, where it is impossible to place or pass a haulage unit alongside the loader. Haulage access is to the rear of all overshot loaders. The first overshot loader was developed in the early 1930s. The early machines were rail-mounted, air¬powered, and had small loading capacities. To this day, the same basic design configuration exists, and all suc¬cessful overshot loaders still use compressed air. Bucket sizes range from 0.14 to 0.59 m3 (5 to 21 cu ft). The most commonly used machines are rail-mounted, al¬though crawler versions are popular for special applica¬tions, particularly shaft sinking. Rubber-tired machines have found some application where a greater travel distance is required between the loading and discharge points. CONDITIONS INFLUENCING APPLICATION Roadway Type Rail-mounted loaders are used where soft bottom requires rail support or where the long haul is ac¬complished with rail. This situation usually occurs in civil tunnels or in mine drifts that will continue to utilize rail-bound main haulage after development work is completed. Crawler and rubber-tire mounted loaders are used where the roadway surface is rough and lateral travel beyond the range of rail-bound machines is required. Work Area Dimensions The largest rail-bound loaders can clean roadways as wide as 4 m (13 ft) from a single track. Wider headings require multiple trackage. Headroom require¬ments are dependent upon the path described by the bucket as it passes over the machine. The largest over¬shot loader requires approximately 3.4 m (11 ft) of headroom. It follows that the largest heading that can be driven by overshot loaders from a single set of rails is approximately 4 m (13 ft) wide and a minimum of 3.5 m (11.5 ft) high above the rail. The smallest rail-bound loaders can work efficiently in headings as small as 1.8 m (6 ft) wide by 1.8 m (6 ft) high above the rail.

This paper summarizes the process development behind the design of three different types of paste fill plants at operating Canadian hard rock mines. Each application has a unique paste backfill mix and process which utilizes the materials economically available to the mine site. The different plants produce paste fill composed of base metal tailings, a blend of recovered disposal pond tailings fines and alluvial sand, gold ore tailings, and a blend of gold ore tailings and alluvial sand. This work has led to the joint development by Inco and GL&V Ontario of the compaction storage mechanism for the de-watering of mill tailings to a paste consistency.

The purpose of this paper is to outline the advantages and disadvantages of single tube and twin tubes for subway systems. Different aspects such as diameter of the tunnel (tunnel spaceproofing), configuration of subway line and stations, impacts on passenger safety and evacuation, ventilation system as well as rail system for each solution were evaluated and compared. In addition, a multi-criterion approach is established to facilitate the decision making for these two different subway systems. The practical example of a mega project has been discussed and the details of the decision-making process has been explained. This proposed multicriterion can be used to facilitate selecting the best subway system in any urban areas.

The Annacis Island Outfall Project includes two TBM bored tunnels with face pressures above 3.5 bar, with an internal diameter of 4.2 metres. This paper discusses the innovative approach to TBM tunnelling and TBM design at the Annacis Outfall Project. The TBM custom design includes a 3.6 m OD core machine manufactured by Herrenknecht and a 5.0 m add-on by the Contractor (Bessac), acting as an extension kit, with optimized gantry design to accommodate for short tunnel drives and quicker launches. This novel design approach produced safety improvement, cost and schedule savings while streamlining logistics of TBM retrieval.

This paper deals with testing methods to establish best conditions for dump and heap leaching of copper so that commercial operations can proceed on a rational basis. Discussion is also offered of ore occurrences suitable for dump and heap leaching.

At present the feasibility of developing underground facilities for the storage of a number of products including toxic waste, oil, nuclear waste and low pressure gas is under investigation in e number of countries. A possible method of storage is in large excavations, Preliminary ventilation design work has identified that the climatic conditions encountered within these large excavations are a limiting ventilation pollutant within the ventilation system. This paper examines the design of a variety of sizes of excavation from a ventilation viewpoint. The main phases of an excavations lifetime can be divided into four main phases, these being construction, civil and mechanical fitting, storage, full and sealed. The paper details ventilation design options for the first two phases of e vaults lifetime, giving climatic simulations to assess the likely climatic conditions within the excavations for e number of facility depths. The options for climatic control are given and analyzed by means of climatic simulations techniques. l. INTRODUCTION The feasibility of developing underground facilities for the storage of a number of products is under investigation at present in a number of countries. This paper details a possible design for such a facility where the product is to be stored in large underground excavations. A facility layout has been designed with the aim of allowing concurrent construction and storage operations. Thus from a ventilation perspective the facility consists of two circuits , a construction ventilation circuit and a product ventilation circuit both of which are served by an intake and a return surface connection The construction and storage circuits are considered as independent of each other , any interaction in the form of leakage must be from the construction to the storage circuit. From the facility design a ventilation network was developed to assess the ventilation requirements of the facility. In analyzing the pollutant loads for the construction circuit two pollutants were recognised to be critical to the ventilation design , these being diesel exhaust fumes and heat end humidity. In this paper ventilation design options for the construction and civil and mechanical fitting phases of the excavations are analyzed by means of climatic simulation and options for climatic control within the vaults are outlined . 2. FACILITY DESIGN A schematic diagram of a facility design is illustrated in Figure 1. There would be two distinct ventilation circuits , one to service the construction operations and the second to serve the storage operations which occur concurrently with construction , the circuits are separated by ventilation bulkheads . Access to the facility for intake air is provided by two drifts, one to serve each circuit. Two shafts act as returns to surface. The facility consists of two distinct zones for the storage of two types of product. One type is to be stored in smell linear excavations. The second zone is for the storage of a second product in larger excavations. The maximum cross-sectional area and perimeter for the smell linear excavations are 456.25 m2 and 83.2 m, while for the larger excavations they are 440.1 m2 and 86.4 m. Excavation construction consists of three phases: 1. Initial pilot tunnel development between main intake and return to provide through flow ventilation. 2. Enlargement to produce the required finished cross-section. 3. Civil and mechanical engineering work to fit out the excavation ready for storage. It is proposed to excavate the excavations using drill and blest methods utilising diesel equipment. Spoil is to be transported to surface by a conveyor belt system. At any one time the maximum number of working places requiring ventilation will consist of ; 3 storage sites, 2 excavations under construction, 2 excavations undergoing civil and mechanical fitting. INTRODUCTION Jack Spalding in Deep Mining, Chapter 3, states: "In deep mining, to start stoping an orebody without a definite plan of operations covering the whole extraction from beginning to end is to invite serious trouble. Any stoping without plan is bound to leave, toward the end, a number of pillars, remnants, or promontories, which, as they are reduced in size, are liable to fail and cause a general collapse. The object of stope planning is so to mine an orebody that at no stage in the operation is a remnant left. Definition: `When a block of ore is stoped in such a way that eventually a small piece is left entirely surrounded by stoping, that piece is termed an island remnant.' The design of and adherence to a plan of stoping is of greater importance in preventing rock bursts than the type of ground control adopted." This, of course, is just an example of the old axiom that an ounce of prevention is worth a pound of cure. And in this context, mining does not have to be very deep before poor ground conditions, made worse by lack of good planning, force a mining company to resort to more expensive methods of ore recovery. At all times when rock pressures become excessive, stoping plans must be devised to avoid the creation of pillars or promontories. This is most readily recognized when mining deep narrow ore veins by open methods. It would be a little more general to say that stoping systems should seek to avoid or minimize localized concentrations of rock stress. Ore bodies, and particularly those at Falcon¬bridge, can reach large widths and leaving pillars for extraction at a later time cannot be avoided. However, good planning can reduce the effect of factors which create bad ground conditions. The necessary ingredients of planning are time and information: time to formulate and revise ideas; information, gained in exploration and early development, to provide the fullest knowledge of the ore body. In this way, plans become meaningful. It must always be kept in mind that the long-term results of good planning often require decisions not compatible with reaching earliest full production. PLANNING FOR DEEP MINING At Falconbridge Nickel Mines ore bodies presently being found and prepared for production lie at depths in excess of 610 m (2000 ft) below surface. Current un¬derground exploration is being directed towards favor¬able locations below 914.4 and 1219.2-m (3000 and 4000-ft) depths, at most mines. The Onaping Deep ore body has been traced to a depth of 1508.8 m (4950 ft) and at Falconbridge mine the ore body is under develop¬ment below the 5000 level. Planning for more efficient ground control has therefore become an important con¬sideration of future mining. HYDRAULIC BACK FILLING AND CUT-AND-FILL STOPING The advent of hydraulic back filling has led to the increasing use of flat-back cut-and-fill stoping methods during the last ten years, until it has probably become the commonest method of mining deep ore deposits in Canada. These methods account for almost all the pro¬duction from Falconbridge Mines at this time. The ad¬vantages claimed are: safety-a minimum of open ground; very little supplementary ground support (except rockbolted backs and walls); greater selectivity and flexibility in extraction (horizontal extension of the vein, high grade ore stringers going out into the walls); and high productivity and increased mechanization in larger ore widths. There is some difference of opinion as to whether hydraulic classified tailing back fill provides any great resistance to initial closure of the stope walls. The evi¬dence available suggests that it does not. Addition of portland cement to the back fill just prior to placement has produced a material having the properties of a weak concrete. It is confidently expected that this material will assist greatly in the efficient mining of pillars and generally in giving increased ground support to oppose closure. PRINCIPLES OF STOPE PLANNING BY LONGITUDINAL FLAT-BACK CUT-AND-FILL Again quoting from Spalding: "The practice of con¬trolling output by stopping and starting stopes is bad¬stopes once started should proceed without interruption, and control must therefore be obtained by altering the rate of stoping. It is therefore necessary that faces should normally advance at a medium rate which can be boosted, if required, to give temporarily a greater output. Modern high productivity stoping methods, however, generally aim to achieve and maintain the maximum output possible from a stope. Control of tonnage and grade, therefore, becomes a more complex problem requiring very careful scheduling and organiza¬tion. With the basic method of flat-back overhand stoping using hydraulic fill, it is not usually possible to mine in such a way as to avoid creating pillars." Consider an ore body as illustrated in Fig. 1. It is 274.3 m (900 ft) high by 228.6 m (750 ft) long on strike and averages 4.6 m (15 ft) in ore width. It rep¬resents approximately 907 000 t (1,000,000 st). The ore body could be mined by advancing one long single face through all the levels from bottom to top. A total face length of 228.6 m (750 ft) would accommo¬date five 45.7-m (150-ft) stopes. See Fig. la. Each of these stopes would produce approximately 1814 t/m (2000 stpm) and the ore body would require a period of ten years for complete extraction. A possible im¬provement to this scheme might be to stagger the indi¬vidual stope faces. See Fig. 1b. Problems of hanging wall failure can be reduced by this arrangement. From the point of view of reducing travelway maintenance, it is good practice to employ a stoping system of retreat. "From 1998-2002 the world's leading mining and metals companies developed the Global Mining Initiative (GMI) to understand their industry's role in the transition to sustainable development and to ensure its long-term contribution to sustainable development (SD). Since then, the industry has come a long way: For example, operational safety and health have improved significantly, environmental management systems and impact assessments have become the norm, community relations have been established, many mining companies report annually on their contributions to SD and the International Council on Mining and Metals (ICMM) has taken on the recommendations of the GMI as an industry association. However, since the GMI the concept of sustainable development has been evolving from a rather generic and loose definition (“weak sustainability”), to an absolute and strict definition of sustainability, based on the boundaries of our planet (“strong sustainability”). Similarly, other concepts such as corporate social responsibility (CSR) have evolved and even deviated from their initial intentions. This paper presents results from a literature review looking at how far this transition has moved from a scientific debate towards becoming mainstream. Furthermore, it explores, by using qualitative comparison analysis, if the current efforts of the large mining companies are still sufficient or if the industry is again at risk of falling behind societal expectations and hence should once again come together - for a GMI 2.0 - in order to update its approach. We conclude that the mining industry, whilst in a “weak sustainability” position and behind the peer group on climate change and natural capital considerations, is aligned with current societal expectations, expressed through the Sustainable Development Goals, and therefore there is no need for a GMI 2.0 at present."

"Diesel engines are one of the primary contributors to the presence of nano and ultrafine aerosols in ambient air and occupational environments. Exposure to diesel emissions has been shown to contribute to various adverse health outcomes of the pulmonary system and cardiovascular system. Currently diesel emissions in the workplace are monitored by way of collecting the aerosol onto filters, which are then sent to a lab for thermal-optical analysis using the NIOSH 5040 method, which measures elemental and organic carbon explicitly. This process can take days or even weeks, and workers can potentially be exposed to excessive levels of diesel particulate matter (DPM) before the problem is identified. To remedy this, researchers from the National Institute for Occupational Safety and Health (NIOSH) are seeking to develop a field-portable method for measuring elemental and organic carbon in DPM aerosols. In the current study, we investigated the use of Fourier transform mid-infrared (FT-IR) spectrometry, which lends itself more readily to implementation in a real-time system than do the thermal-optical analysis methods. We have demonstrated a method for measuring organic and elemental carbon in DPM for a broad range of organic carbon (OC) to elemental carbon (EC) ratios (from 50.3 to 0.8). The ability to handle a wide range of OC to EC ratios is critical given the evolving diesel technology. INTRODUCTION Respiratory illnesses are common in mining industry workers [1] and exposures to toxic aerosols such as DPM can result in serious respiratory illness [2]. Health studies show a correlation between workplace exposure to diesel exhaust and an increased risk of lung cancer [3-8]. The International Agency for Research on Cancer (IARC) has characterized diesel exhaust as a human carcinogen [9], and similar classifications have been made by the World Health Organization and the California Air Resource Board. A recent study [10] suggests that the risk of lung cancer is approximately three times greater for heavily exposed workers. When compared to other aerosols in the mine environment, the settling time of DPM is significantly longer than that of dust due to their small particle size (typically < 1 µm) [11]. Additionally, submicron particles (such as DPM) are deposited in the lungs much more efficiently than their larger counterparts such as dust [12]. Previous studies focusing on particle morphology [13] show that the largest mass contributor to lung disease in mining is elemental carbon, which provides a solid core onto which hydrocarbons are adsorbed. In accord with those findings the Mine Safety and Health Administration (MSHA) decided on submicron total carbon as a surrogate for monitoring diesel particulate matter in the mining environment."

The ability of conveyor belts to transport large mass throughputs economically over previously unprepared ground has resulted in this system achieving great and extensive use. A significant component in this development is the conveyor belt itself. The development of high strength steel cord conveyor belts involves the optimising of splice design, the use of excellent rubber material especially in the splice, good craftsmanship during splice production and modern field vulcanisation equipment. The durability of a splice for belts of class St 3000 up to St 790 is expressed by the fatigue strength under dynamic stress. The results obtained with a test method and equipment developed by the University of Hannover indicate the present state of the art in this field. Belts of high nominal strength used on inclined long distance conveyors reach splice fatigue strengths of about 3000 N/mm. The design should only exploit approximately 50% of the fatigue strength determined in the tests as maximum operating stress. IMPORTANCE OF CONVEYOR BELT SYSTEMS The use of conveyor belt technology has expanded considerably over the last decades in the bulk goods transportation sector. Because of the favourable transport costs and the technology&apos;s adaptability to specific topographies, belt conveyors frequently represent the most economic solution. When flows of goods are large, as in German lignite mining operations, where masses of up to 40,000 t/h are given, it is the only technically feasible alternative. The use of belt conveyor systems allows the sensible distribution of the waste and the production of the coal (Hager, 1981). But this transportation alternative is also suitable when the masses involved are smaller. Whereas conveyor belts were only suitable for loose bulk goods up until a few years ago, today they are frequently also used for hard rock open cast mines, e.g. in the production of copper ore. Because of the favourable transport costs it is frequently still economic to use mobile crushers with a throughput of up to 10,000 t h 6 which breakdown the large blocks produced y explosives into transportable grain sizes. In many operations, trucks are only used to provide flexibility between the excavator and the crusher, i.e. over short routes, and the long, frequently steep, transport paths to the processing plant or to the spreader are undertaken by belt conveyors (Einenkel et al., 1992). The advantages of belt conveyors, i.e. to cope with large mass flows over inclines and down slopes of up to 1:4 have resulted in this system gaining very extensive use throughout the world. The conveyors can be installed over for the most part unprepared ground with suitable vertical radii, adapted to the locally available belt material. In the process individual conveyor belts with lengths of up to 15 km, and in the underground sector with lift heights of up to 1 km, have been built and operated. This great variety of application possibilities is complemented by a limited ability to pass through horizontal curves. This can be achieved with the help of design measures on the conveyor whilst bearing in mind the characteristics of the belt. STRESSING OF CONVEYOR BELTS IN DIFFERENT TYPES OF PLANT The advantage of conveyor belts compared with other systems is also to be found in the large available service-time window, i.e. the excellent reliability and the low costs of energy consumption and maintenance. It is in particular the reliability of a belt transport system which depends to a great degree on its main component, that is the belt - in all its different types and variations. For this reason, the belt is also given the greatest attention in the development of the individual components, because it is the belt which must be designed optimally with regard to various factors. Microbial leaching is being investigated as a method for recovering the metal values from a domestic low-grade manganese wad ore. Early work showed that heterotrophic microorganisms present in the ore solubilized manganese when cultured in a glucose-mineral salts medium. More recent shake-flask tests using molasses as the sole nutrient source extracted 97 pct of the manganese from minus 300- µm ore in 4 weeks. Column bioleaching with the molasses medium solubilized 99 pct of the manganese from minus 6.3-mm ore in 50 weeks. The results of flask, column, and lab-scale heap bioleaching studies are presented.

The prospects for near-term growth in coal demand are exceptional: the federal government recently targeted 141 oil- and gas-fired generating units for mandatory conversion to coal; coal-to-synfuel developments are proceeding at a steady clip, with construction of a $1.2 billion gasification plant to begin this year in Beulah, ND; uncertainty over nuclear power and stratospheric oil prices enhance the steam coal market; the export market is ripening; and an influential new political force (the Senate Coal Caucus and Congressional Coal Group) is flexing its muscles on Capitol Hill. But the rosy picture is muddled by signals, often conflicting, sent out by federal agencies. Although EPA can be credited with relaxing its grip on the Clean Air Act, its sulfur dioxide control strategy is still often at odds with the Administration&apos;s call for domestic energy (coal) development. B. R. Brown, president of Consolidation Coal Co., sums up the situation: "Every mule is pulling in a different direction." Often in the midst of the fray is the small operator who has been hardest hit by the stagnation of coal markets. Layoffs, shortened work weeks, and mine closures were rampant in the eastern and midwestern coal fields, even among large producers. The longstanding boom in western coal was tempered during 1979 by a noticeable slowdown in announcements of new mine construction. The prognosis: Eastern coal will remain in the doldrums for quite a while to come as it works off some 90 Mt of overcapacity. Midwestern coal will fare no better due to the regulatory-influenced appetite of midwestern utilities for low-sulfur western coal. This displacement should ease, though, as new power plants equipped to burn high-sulfur coal come on line in the years ahead. In the West, the National Coal Association projects production to increase a healthy- 10% this year, although mine-to-market transportation looms as the single largest stumbling block to marketing efforts. Fatalities Up 40% in 1979 The National Coal Association estimated total coal production in 1979 at 671 Mt, an increase of 13% over 1978. Of this total, the East and Mid-west accounted for 476 Mt (71%) and the West produced 195 Mt (29%). With the consistent rise in western production playing against flat outputs in the East and Midwest, underground mining&apos;s share of total production continues to slip and is expected to account for only 38-39% in 1980. Incidence of deaths and injuries at US coal mines soared in 1979 over 1978 rates. MSHA figures (still subject to final adjustments) reveal a death rate of 0.07 per 200 000 man-hours, up 40% over 1978&apos;s 0.05 figure. MSHA chief Bob Lagather attributed the death incidence to the large number of new coal mines put on line in 1978, which he estimated at between 350 and 400. Nonfatal injuries rose to 8.48 per 200 000 man-hours, up about 15% from a 1978 rate of 7.35. In absolute numbers, MSHA counted 144 fatalities and 18 111 lost-day injuries during the 1979 calendar year. The 144 coal mining deaths in 1979 is the highest number of coal fatalities at US mines since 1975.
