During the 1980's. the Mine Safety and Health Administration (MSHA) proposed new regulations for the use of diesel equipment in underground coal mines, and the National Institute for Occupational Safety and Health (NIOSH) recommended that whole diesel exhaust be regarded as "a potential occupational carcinogen", and that reductions in exposure to exhaust pollutants would reduce excess risk. During the same time, the Bureau of Mines tested new emission control technology to minimize diesel emissions. The objectives of this paper are to discuss the major issues regarding diesel exhaust emissions. especially diesel particulate matter (DPM) , and to highlight emission controls that will be available. DPM is a potential health threat because it is respirable in size and is composed of nonvolatile carbon with adsorbed or condensed compounds. These compounds include potentially mutagenic or carcinogenic hydrocarbons such as polynuclear aromatic hydrocarbons and sulfates. DPM contributes to the degradation of air quality in mines with typical mean concentrations ranging from 0.2 to 1.0 mg/m3. In addition to adequate ventilation, control of DPM can be achieved by implemention of improved work practices, regularly scheduled engine maintenance, and emission controls.

This paper discusses the Helical Drag Bit (HDB) and its rock drilling applications with an emphasis on use in mining operations. The HDB is a drilling tool that employs cutting members arranged in a pattern to form a helical groove or thread within a borehole. This pattern of cutters can be used for several purposes including roof bolting in mining, interpretation of the lithology of the strata being drilled and low energy consumption drilling. Laboratory and field experiments have consistently shown increase of roof bolt-anchoring capacities in weak rock of more than 100% using the short encapsulation pull test method when boreholes are conditioned using the HDB. In 2004 a series of tests conducted in mines with weak roofs demonstrated the benefits of HDB technology for roof bolting applications in mining. HDB technology offers opportunities for new and beneficial approaches to interpret the geology of roof strata. During conventional drilling, traditional approaches to determine rock properties require simultaneous measurement of several parameters such as thrust, rotational velocity, torque and penetration rate. The unique geometry of the HDB possesses a characteristic that allows determination of the mechanical properties of the rock being drilled by measuring torque as a single drilling parameter. This capability greatly simplifies the process of determining rock properties and provides reliable results. Additionally, HDB technology has been demonstrated to offer significant advantages for rock drilling. A substantial portion of the rock is removed by the fracturing of the internal thread created in the rock bore by the tool taking advantage of the weakness of the rock in tension. Because the rock chips obtained in this process are relatively large, savings in energy are realized when compared to traditional drilling technologies.

Power cable costs are only a small part of total mining costs. So many mine operators consider power cable failure and resultant downtime as part of the cost of doing business. But, viewed in terms of lost production, these costs can be quite significant. Now one company, Cablec, seeks to cut cable costs by upgrading the polymer compounding process used to make cable insulating and semiconducting materials. Cablec is the leading manufacturer of electrical power cables in North America. And with about a third of the market, Cablec is the largest supplier of power cable to the mining industry in the United States. To improve its products, Cable has entered the polymer compounding business. In July, it began producing insulator and semiconductor polymer compounds at its plant in Indianapolis, IN. "This new facility provides a quantum leap over conventional compounding methods," said Harry C. Schell, Cablec's president and chief executive officer. "The Cablec polymers plant is producing a dramatically higher standard of polymer compounds that provide significantly higher levels of performance and improved life cycle costs for power cable." Cablec faces tough foreign competition in the wire and cable business. Competing on price alone is difficult, particularly when foreign producers are state subsidized. So Cablec feels the best way to compete is to establish new quality production standards. The company's new polymers plant is one way to do this. By increasing purity control and uniformity in polymer compounding, Cablec says its power cables will last longer and fail less often. A typical medium voltage cable consists of a conductor, conductor shield, insulation, insulation shield, metal shield, and jacket. The conductor shield and the insulation shield are conducting polymers. Contaminants and imperfections can occur within the insulation, at the conductor shield/insulation interface, or at the insulation shield/ insulation interface. Over time, these contaminants and imperfections can decrease the electrical strength of the cable or cause premature cable failure. The effort to minimize the number and size of any possible contaminants begins with pure polymer compounds mixed in a clean facility. However, most power cable manufacturers manually handle raw materials, use ethylene/propylene (EP) in bulk bales, and mix polymercompounds in open Banbury mixers. The quality and uniformity of polymer compounds is also impacted by temperature variations in the mixing process. This results in wide gradations of product consistency from batch to batch and ultimately contributes to power cable failure. Cablec says the improved polymer compounds from its state-of-the-art plant will be the purest and most consistent insulating and semiconducting materials available. The plant itself RCA spent $18 million to build Cablec's Indianapolis plant. RCA used the facility to mix specialty polymer compounds used to make video disks. RCA had two considerations in mind for the plant, cleanliness and uniformity of the compounds. However, when the video disk market failed to materialize, RCA sold the 46.5 dam 2 (50,000 sq ft) plant to Cablec for $3.1 million. Cablec invested an additional $3 million for modifications and increased production capabilities. Today's replacement cost for such a facility is estimated at $30 million. Cablec says the plant will set a new standard for performance and be economically difficult to duplicate anywhere. One of the essential elements of the plant's clean process environment is the air intake system. It filters contaminants greater than 2 um, less than one-fiftieth the current industry standard. All material handling and conveying areas in the facility are air-locked. This keeps out contaminants such as smoke, dust, and pollen. Banks of pneumatic pumps move polymer components through the system and continually filter the air. The plant also has a backup air intake system. No process downtime due to pump failure here. From the time raw material enters the plant, it is stored, transported, and processed in filtered air by an airtight stainless steel system. The stainless steel resists rust and corrosion. This further eliminates the danger of contamination from paint or rust particles in the conveyance network. The flow properties of thickener underflow slurries can be characterized by their rheological parameters. Most of these slurries exhibit Bingham plastic behavior, characterized by a yield stress, to, and a Bingham viscosity, nB. Red mud is generated as a leach residue in the Bayer process. The use of new Bayer process flocculants which contain hydroxamate functional groups leads to muds which are qua1itatively considerably more fluid than muds generated with conventional polyacrylates or acrylatefamide copolymers. A variety of rheological tests confirm lower yield stresses and less extended floc structures with the new flocculants, at the same solids levels. Conversely, under given viscosity restraints, the new polymers make it possible to operate at higher solids levels, which offers major benefits in processing red muds.

Automation and robotics are the keys to new intelligent autonomous mining systems that can remove operators from hazardous and stressful mining environments and provide the tools for greater productivity. This paper presents the components necessary for an Intelligent Task Control System (ITCS) for machine control in dynamic unstructured mining environments. In particular, the design details of a controller for an automated excavator are developed. The excavator controller uses fuzzy logic to interpret forces and torques gathered from a wrist mounted force/ torque sensor during the excavation process. This approach enables the transfer of human heuristics and expert knowledge to the controller. Several excavation tests using the fuzzy logic controller are described. These experimental results represent the first step toward an integrated approach that uses force/torque, vision and other sensor data to perform generic tasks in uncertain mining environments.

Introduction A new mining agenda is before us. Born of government policies and world economies, the years ahead will show reduced growth. Metals, mining, and most other natural resource industries are inflation dependant and capital intensive. For these, a long period of contraction of outmoded and costly capacity will evolve. In some cases, this will be supplanted by new, lower cost capacity. But this will occur only if the cost of production - including cash operating and debt service costs - comes in at or below current market conditions. The industrial outlook for metals mining can be characterized as bearish. A US bank economist said mining companies planning their five-year forecasts should take current market conditions and straight-line them to the end of the decade. With low growth and low inflation, the real price of metals will remain flat or decline slightly. As a result, capital funding will be problematic. The low-cost producer will succeed. That means only the producer with low cash costs and low principal and interest costs per unit of production, will succeed. Gaining a perspective One must look back 30 years to see the evolution of the capital markets, for metal mine financing. This period can be divided into two economic periods. The 1950s were a time of stable economics. Mining companies earned and reported good profits. They had good corporate creditworthiness. In essence, mining companies of the 1950s were highly self-reliant. When equity infusions were needed, they were easily obtained. Financial management kept long-term debt low. Fixed rate, long-term financing was readily available in the long-term bond markets. The commercial banks of the 1950s were rarely used by the mining industry. When necessary, mining companies went to the banks for short-term financing - the kind that was needed for working capital requirements. Changing rhythms In the old rhythm there was an orderly market. Even into the mid-1960s, 75% of world annual copper production was controlled by eight companies: two in the UK, one in Belgium, and five in the US. During times of poor market demand, these producers would control supplies to the market. They took their losses out of retained earnings. Capital was easily restored during the ensuing good times. The new rhythm called for copper to be an economic means to a political end. Third World copper producers brushed aside the market fundamentals of commodity economics. Yet, the political solutions of these countries - their lack of response to the market - have seldom achieved their original objectives. Each commodity has its own old and new rhythm. Aluminum may have a similar rhythm, coming 10 to 20 years later than copper. By the late 1960s, changes were occurring. Inflation was on the rise. Ore reserve quality was falling. As a result, capital expenditures were necessary to maintain existing output. These costs created an increase in corporate leverage, thus adding to inflation and rising interest rates. Indicators A comparison of the gross national product (GNP) deflator index, consumer price index, and the metal mining deflator index is instructive. (Fig. 1 and Table 1). With 1972 equal to 1, note that the metal mining deflator reached its lowest point in 1967. From that point, the metal mining deflator has accelerated severely for 16 years. Only two minor downturns occurred during the business recessions of the mid-1970s and the early 1980s. In essence, Fig. 1 shows that while GNP has grown modestly, a miner's dollar in 1972 would require $3.48 in 1980. This is an almost 17% compounded growth rate over that eight-year period. Beginning in the late 1960s, for the first time in mine financing, the risk of success shifted from the corporate balance sheet to third parties. Limited-resource financings were taken up by banking syndicates that accepted certain of these risks. The lender needed to be well acquainted with the types of risks to be evaluated. These include resource quality and quantity, construction and completion, capital and operations costs, market risks, force majeure, and political and exchange rate risks. Project financings became the basis whereby mining companies were able to maintain their borrowing capacities. In essence, the lender was willing to share some of the project risk while only receiving lenders' returns on these investments. A groundwater cut-off is needed to provide a stable face of tunnels to be constructed by jacking precast rectangular tunnel segments beneath commuter rail tracks for the new I-90 extension in Boston, MA. Extensive obstructions are present within the path of the tunnels. This paper describes how the use of artificially frozen ground is being planned to provide a reliable groundwater cutoff and assure a stable tunnel face. Monitoring during freezing assures continuity of the cutoff. Laboratory testing of frozen soil samples aided the design of this frozen soil boundary. Logistics of installing vertical freeze pipes are described.

After the systematic closure of Europe’s coalfields in the late twentieth century, the emphasis is now clearly on industry’s environmental legacy. One aspect of the latter is the longterm surface movement above abandoned coal mines. The analysis of satellite data shows that the subsidence lasts longer than generally assumed. However, a few years after the flooding of the abandoned underground coal mines, a new phenomenon was observed, i.e., the direction of the surface movement was reversed. The phase of upsidence has already lasted for several decades, and only future measurements will tell how long it continues. A key conclusion is that the regions with maximum subsidence do not necessarily correspond to the greatest upsidence. In other words, buildings and infrastructure are subjected to a different loading from this upsidence than during the subsidence phase. The longterm surface movements have an impact on vulnerable structures in the densely populated regions of the former deep coal mining areas in Europe. These movements create additional damage. This new knowledge is also relevant for mines that are still in operation or future mines that are planned.

We will describe modifications to air-sparged hydrocyclones (ASH) that enhance collisions and reaction of wastewater contaminants with sparged gas. These new ASH-based reaction chambers are combined with flotation tanks that are designed to optimize separation of bubbles and particles from water. In combination, these systems have achieved unprecedented removal of contaminants from industrial wastewater and process water while requiring smaller footprints with lower capital and operating costs. Real-world examples of chemical and nonchemical water treatments that demonstrate the outstanding flexibility and applicability of these systems are shown. Design enhancements that resolve the operational problems of traditional ASH are discussed.

The success of the heap leaching process for extracting precious metals from low grade ores in many cases depends on successful agglomeration of clay fines. This paper relates the development of a new agglomera­tion agent, named Leachit, that has demon­strated an ability in some ores to decrease leaching time. Data from a commercial test­ing laboratory is presented to illustrate a comparison of leaching efficiencies with other agglomerative agents, such as lime and portland cement. Conclusions will point out certain advantages of Leachit to the heap leaching gold recovery industry.

This paper is a case history of a subsurface exploration program conducted for a system of sewer tunnels in upstate New York. The focus of the discussion is a non-technical outline of how the exploration process was organized to efficiently produce a large body of geological and geotechnical data. A brief description of the project and geological setting is provided, the scope of the exploration program is summarized, the logistics of collecting, processing and reporting subsurface data is outlined, and recommendations for management of explorations applicable to any rock tunnel are provided.

The purpose of this paper is to outline briefly some basic principles of ground- water hydrology that have application in mine hydrology. The development of a mine below the water table pleads for accurate values to answers of hydrology problems. Such problems involve both an inflow of water without adequate drainage facilities and a deficiency of water for the required use. Methods which give acceptable quantitative values for the solution of many ground-water problems depend on rather simple geologic structures, characterized chiefly by isotropic rocks of considerable areal extent. Unfortunately, mining operations are likely to be centered where isotropic rocks are not present. Consequently, methods that attempt to show values of the storage and transmitting capacity of rocks in mining areas must be applied with caution. In spite of complex geology and apparent uniqueness of individual mines and quarries, adherence to some concepts of ground water used by -hydrologists in the study of behavior of wells should be helpful to mine operators, The work of the Ground Water Branch of the U.S. Geological Survey through its history has been confined largely to the study of ground water as a resource, In view of the increasing number of problems relating to drainage of mines, the Branch started an investigation of mine hydrology in 1945 under the direction of W.T. Stuart, Mr. Stuart and other workers are making detailed studies of specific mine areas. In the present paper an attempt is made to synthesize some facts about ground water into usable form for the typical mine operator. Mining operations that extend below the water table disturb the natural hydrologic regimen, Prior to development, the water table slopes away from the site of a mine in at least one direction, but as soon as development begins and water is removed from the mine, the mine becomes the apex of a depressed cone in the water table, causing a convergence in the flow of water toward the mine. The behavior of the cone of depression, as it tends to deepen and increase in areal extent when the mine deepens, is related to the rate of withdrawal of water necessary to keep the mine dry. The significance and nature of the cone of depression in the vicinity of pumped wells has been studied by ground-water hydrologists for years, but the cone caused by pumping water from mines has generally been less systematically appraised.

Seals for man-made penetrations into or nearby nuclear waste repositories require several unique capabilities not common to seals for conventional underground activities. Design criteria include long functional use, extremely low permeabilities of the seal zone (including adjacent disturbed rock), and the potential for retarding radionuclide travel. This paper summarizes comprehensive seal programs being conducted by D'Appolonia for the Office of Nuclear Waste Isolation (ONWI) at Battelle, Columbus. The program schedule requires the first detailed conceptual design for a bedded salt site to be completed in 1982. Conceptual designs for other host media will follow as site exploration data becomes available. The design program is supported by a variety of office, laboratory, and field activities being conducted by ONWI subcontractors. An example is provided to illustrate the variety of efforts directed toward determining the extent of disturbance adjacent to penetrations as a result of in-situ and excavation methods. Also, the current "working design" for the shaft and tunnel seal system at the candidate Los Medanos thick salt site in southeastern New Mexico is presented.

Numerous worthwhile benefits accrue to the industrial organization that is supported by a maintenance organization performing at a world class level. That organization will be favored with consistently reliable production equipment. It will be assured of meeting production goals. Its product will exceed marketplace standards. Its customers will see them as a quality organization. Its employees will enjoy job satisfaction and the plant will realize continuing profitability. Every industrial plant aspires to achieve ?world class? status knowing it can compete favorably with the best, most profitable organizations in the world. The trick is to achieve the attributes that qualify your organization for world class status. But there are no world class maintenance organizations. Rather, there are world class industrial organizations that include a world class maintenance organization. Maintenance, by itself, is a service provider, dependent on the support and cooperation of other departments. When that service is exceptional, it is made that way because maintenance is operating in a plant environment that requires it to be exceptional. Managers have created an environment in which maintenance can be exceptional. The plant, mine or facility manager must acknowledge from the start that maintenance is not a stand-alone effort of a plant maintenance department. It will require the joint efforts of all plant departments. Quality material support and full cooperation from operations, for example, are among the essential requisites for effective maintenance and achievement of world class maintenance status. When attributes such as these are reinforced by dedicated plant managers, profitability soon follows.

This paper describes a fundamental approach to in situ leach mining (ISLM) lixiviant development which emphasizes leaching selectivity through detailed characterization of mineral-solution interfacial chemistry and post-leach geochemistry. This experimentation and modeling approach consists of: (1) petrographic identification of reactive ore and gangue minerals; (2) determination of leaching kinetics of individual minerals through batch leaching tests; (3) evaluation of bulk solution geochemistry through column leaching tests; and (4) ISLM simulation of element species transport and geochemistry through core leaching tests. Recent results confirm good leaching selectivity for manganese, but reveal post- leach precipitation and permeability loss during core leaching experiments.

Underground geologic mapping is an extremely important aspect of any on- going ground control plan. However, the actual use of data derived from such a program is difficult and often leads to subjective analysis. In this regard, computer software has been developed that utilizes a statistical determination of unstable ground conditions based on geomechanical and operational data and collected by mine personnel on a mine-wide, or regional basis. Categorical variables, such as faulting or joint frequency, are selected from local experience to form the framework of a representative data base. Statistical comparisons between the selected variables and a particular ground control problem are conducted and correlations subsequently made. The probability of encountering unstable conditions in virgin areas is assessed as information from these regions is gathered. This data can be derived from surface mapping, cores, and/or geophysical logs. As mining progresses, new data is merged with the existing data base to form a more comprehensive and extensive unit. The advantages of this approach and the acquisition and maintainence of a large data base include the more accurate representation of existing mining conditions, increased confidence in analyzing future problem areas, and elimination of the difficulties which arise when using ground control theories derived for other, often very different, locales.

For many years mill operator training was an informal process which involved senior operators training junior operators on an as-needed basis. The more rapid incorporation of new processing and information technologies, the goal to keep labour costs to a minimum by doing more with less, and the complexity of AG/SAG mill operation has forced companies to have a closer look at operator training. This paper describes a conceptual model of the charge of a AG/SAG mill that can be used for operator training. The conceptual model divides the charge into three regions: cascading, cataracting and toe. Mill behaviour is explained by the changes that occur in each region.

The department of the Interior is a federation or holding company of several fiercely independent bureaus which have either jurisdiction or expertise - or both - in a wide range of environmental fields. Each bureau is an advocate for its own concerns and an enforcer of its own mandates. This can be confusing to the company operating in the field. I will try to explain our concerns, help you see where we are "coming from," and give you some insight as to how we can help you. Other speakers have stressed the environmental concerns and site selection factors for uranium wastes so I will focus on the concerns of the Department of the Interior and some of the assistance we can give you in this area People are more aware and more concerned about environmental factors now than they used to be. Thus the past decade has brought about an evolution in both siting and design of uranium mill tailings ponds. Site selection criteria used to be simple - find a tract of land as near to the ore supply as possible with enough space and suitable topography for the expected volume of wastes. Site selections in the past have left a legacy of problems to be corrected - radioactive wastes on stream banks and in floodplains, mill wastes in and near established communities, and unprotected wastes subject to constant erosion. This is no longer acceptable environmentally or socially to a newly aware and concerned public. (Series of 30-35 slides showing uranium mine and mill wastes in Western United States. The power industry throughout the world is in the midst of a significant transition that will result in a major restructuring. Deregulation of utilities in the United States is continuing, resulting in increased competition among power providers. The traditional ways that electric power is globally bought, sold and delivered will also change. However, according to the Department of Energy's (DOE) Pat Godley, one thing is clear: "Those who provide the power during the 21 st century will be those who are willing to change - those who are willing to accept new ways of doing business and willing to employ new technologies." Godley is assistant secretary of fossil energy with DOE. Her comments came during the opening remarks at the Fourth Annual Clean Coal Technology Conference, held in Denver, CO, Sept. 5-8, 1995. The conference was sponsored by DOE and the Center of Energy and Economic Development. Under the theme "Global Opportunity," more than 300 coal and utility executives spent three days discussing the new face of the electric-power industry throughout the world and the new, mostly clean coal technologies (CCT) that will be available to power providers.

The analysis for total cyanides (CN, or the cyanide due to the combination of free, weakly associated and refractory cyanide complexes) is required by most regulatory agencies for determination of effluent compliance. This method requires a distillation of the sample at low pH's and is most often sent to contract laboratories at a high time and monetary cost. This paper describes a new micro­distillation apparatus which allows for a multiple of CN,"' analyses to be carried out simultaneously saving both time and money. It can be used in the field, since only electrical power is required for the method. While not being appropriate for reporting values to the respective regulatory agencies as of yet, it is quite valuable for screening a large number of samples prior to submission of the samples to a contract lab for "official" reporting.
