The development of the mineral industry of Jamaica has been guided by an unwritten policy which has nevertheless been reflected in various pieces of mining legislation and by case-by-case approvals of incentive packages for non-bauxite minerals. An effort has now been made to bring together in one minerals policy document, all the policy elements that have guided our laws and actions thus far and to upgrade the final version to meet the challenges of the next century. In this regard, industrial minerals will be placed on a more equal footing with bauxite, especially in terms of investment incentives.

Copper slag is mainly used in cutting tools, abrasives, asphalt pavement, road construction, and in the production of concrete as an alternative to sand and cement [1]. As a renewable resource, only about 15-20 percent of the slag is used for these applications, and the dumping or disposal of surplus unused slag results in waste of a certain amount of usable metal in the feedstock [2]. In this work, the oxidation behavior of copper smelting slag under nonisothermal condition is studied using data obtained by the thermogravimetric (TG) method, and the kinetics parameters and reaction mechanism of oxidation are determined. It provides a theoretical basis for the comprehensive recovery of iron resources in slag and the selection of reasonable slag-making conditions.

The breakage parameters of phosphate ore were determined by batch first-ordering grinding studies in a laboratory ball mill according to the Austin, Klimpel, and Luckie procedures. The results were scaled to five larger mills of 0.56, 0.82, 8.36, 4.41, and 5 m in diameter assuming equilibrium ball charges for the full-scale mills. The results were used to predict product size distributions and capacities for batch grinding in the smaller mills and open-circuit grinding in the larger mills. The predicted capacities were in approximate agreement with experimental values except for the 5-m diam mill. The Bond method gave capacity predictions that were 4570 to 150% too high.

Sodium silicate (water glass) is a modifier reagent widely used in flotation with the function of a depressant or dispersant. The interaction between sodium silicate and mineral surfaces is still not well understood. This investigation aimed to illuminate the sodium silicate action mechanism as a depressant in the flotation of the minerals quartz and calcite. The experiments were done with high-purity mineral samples in the particle size range below 147 µm. The microflotation tests in a modified Hallimond tube showed that, in all systems tested, the efficiency of sodium silicate increased with the concentration. At concentrations above 1,500 g/t, almost total depression (96% for calcite and 97% for quartz) was achieved. The variation of sodium silicate modulus did not alter the quartz flotation performance in the presence of amine (150 g/t). The most efficient depression pH range was observed between 5 and 8. Above pH 10, the depressant action of sodium silicate was negligible. The infrared spectra obtained at pH 7 after silicate contact showed the presence of the groups OH and Si-OH, both suggesting that the adsorption of the neutral species Si(OH)4, as well as siloxane groups (Si-O-Si), attributed to adsorption of polymeric species. Sharing electron pairs is the proposed adsorption mechanism between Si(OH)4 and polymeric species and the surface sites (Si-O on quartz and Ca-O on calcite). At pH 11, the electrostatic repulsion prevents the species adsorption, impairing the sodium silicate action.

From the earliest use of crushed and broken stone as landfill for eroded gullies in trails and roads, to the mixing of sand and gravel with cement to make concrete, men and women have found mineral aggregates to be useful materials in satisfying human wants. Crushed stone, sand and gravel, volcanic cinders, pumice, manufactured lightweight aggregates, slag, cinders, expanded perlite and vermiculite, and a great array of recycled materials such as grog (broken or crushed brick) and fly ash have served as mineral aggregates. These materials have provided bulk and strength in portland cement concrete, bituminous concrete, road base, fill, concrete block, and plaster and stucco finishes. Mineral aggregates provide many special characteristics such as compressive and tensile strength, surface textures, weight and density, thermal and acoustical insulation, abrasion resistance, and impermeability to various concrete products and mixes. While most materials used as mineral aggregates are consumed on the basis of their low unit values, the large volumes extracted in the United States each year make them one of the most valuable mineral resources in current production. In 1960, US production of construction aggregate was just over a billion tons per year (Meyer and Zelnick, 1991). Two decades of accelerated interstate highway, residential, and commercial construction brought the total annual production of mineral aggregates to roughly 1.4 Gtpy by 1970 and just over 1.6 Gtpy by the late 1970s. General economic and related construction slowdowns in the early 1980s saw annual US production of aggregates fall to below 1.1 Gt in 1982, and then rise to just over 1.7 Gtpy in 1990, a new peak in mineral aggregate production and use. Per capita annual consumption of mineral aggregates was approximately 5.68 t/capita in 1960, 6.89 t/capita in 1970, rose to a high of 7.25 t/capita in 1979, and has since settled to just under 7 tpy for every man, woman, and child counted in the United States Census of 1990. The value of these materials came to approximately $9 billion in 1990. During the period 1960-1990, roughly half of all mineral aggregates were used in the construction of residential, commercial, and industrial structures, and the remainder was consumed in highways, bridges, and other transportation facilities such as railway roadbeds, airports, and water-related projects (Meyer and Zelnick, 1991). During the period 1988-1992, public works (highways, waterway projects, road maintenance, etc.) represented closer to 60% of annual mineral aggregate demand with residential and non-residential construction approximately 40%. The growing market share of public works projects has been mostly due to the dramatic slowdown in residential, commercial, and industrial construction during the 1988-1992 period.

INTRODUCTION At the time the 4th edition of this book was published in 1979, the coal industry had experienced a sharp upturn in prices for its product. From 1950 throgh 1969, steam coal prices had held almost flat at about $5 US per st (about $5.50/t). Thus, when considering the effects of inflation, the price of coal had actually been declining for two decades. The passage of the Coal Mine Health and Safety Act in 1969 and its cost effects started an upward trend in coal prices which was rapidly accelerated by the effects of the Mid-East oil embargo in 1972. Prices of steam coal on the spot market eventually climbed to over $30 US per st ($33/t) and higher in some cases. Metallurgical coal prices skyrocketed in a similar manner and the industry at long last appeared assured of an adequate return on investment. Many companies did expend large sums of money to upgrade and expand their mining and preparation facilities. Unfortunately the bubble eventually burst, in great measure due to the downturn in the US domestic steel industry and the resultant decline in metallurgical coal demand, loss of export markets to other nations and even imports of large amounts of foreign coal to the United States, and more stringent environmental regulations which made many high sulfur coal measures uneconomical to mine. Compounding the problem was the rapid world decline in oil prices in the mid-1980s which encouraged many consumers to utilize oil rather than coal. During the 1980s, metallurgical coal dropped over 20% in price, which, when considering inflation, actually amounted to about a 40% decrease in value. Export coal decreased a similar amount in price. Steam coal prices held nearly constant, thus also losing considerable value when inflation is considered. All of these factors make it even more imperative than ever that the industry do everything in its power to make wise economic decisions and to examine carefully all existing operations and planned future expenditures to be certain that their full cost implications are understood and that they can be justified on the basis of an adequate return on investment. It cannot be assumed that the price of coal will increase. To the contrary, as indicated previously, when considering inflation, coal decreased in value in the 1980s, just as it also did in the 1950s and 1960s. The price surges in the 1970s merely were a catchup game, and in truth the true market value of coal is in reality even lower than it was in 1950. Most bituminous coal mined near Eastern industrial areas requiring high Btu pipeline gas is caking and therefore unsuitable for fixed-bed pressure gasification by present techniques. If the caking property of such coal can be destroyed the resulting fuel can be gasified in a fixed bed at pressure with steam and oxygen as a preliminary step in making a high-Btu gas. To find a practical way to convert strongly caking coals of granular or small lump size to noncaking fuel was the object of this study. In previous work strongly caking coals of 1/8- to 1-1/2-inch size was converted to a noncaking coal char by treatment in a static bed in about 3 hours [1/]and coal of 18-100 Tyler mesh in a fluidized bed in about 5 minutes.[2/] An inert gas such as `steam, nitrogen, carbon dioxide, or a mixture of all three with a small amount of oxygen was used in both studies. In our work a strongly caking bituminous coal from the Pittsburgh seam of 4-8 Tyler mesh size was converted to a-noncaking form in free-fall in about 2 seconds by dropping it through a countercurrent flow of steam containing 4 to 7 percent oxygen at 1,150°-1,200° F and 300 psig. This method should also be applicable to smaller-sized material.

Recent developments in expanded PTFE membrane filter cloths offer high flow rates and sub-micron particle removal. These high strength, industrial grade filter cloths can be tailored for tubular filters, leaf filters and rotary vacuum drums. Filtration techniques using tubular filters make possible filtration of difficult slurries with the elimination/reduction of filter aids and chemical additives. This paper describes principles of surface filtration, applying the membrane filter cloth and comparisons to gravity separators. Benefits to the mining industry include clear effluent, enhanced solids recovery and accelerated cost payback.

The US Bureau of Mines (USBM) has developed an inflatable feed-tube seal (IFTS) for high-expansion foam generators. The IFTS is a lightweight, portable, rectangular inflatable bag that can be used by firefighters to rapidly seal large openings, such as those in underground mines, and to simultaneously provide a feed-tube for a high-expansion foam generator. Thus allows fire fighting foam to freely flow to the fire site and control or extinguish the fire. Studies indicated that a high-expansion foam plug will travel 183 m (600 ft) down an entry with a 4.5% rise in elevation, before leakage of foam from around the inflatable partition.

An uneven gas distribution through the burden layers inside a blast furnace (BF) results in abnormal gas resistance or pressure changes. Rapid variations in the abnormal gas resistance will lead to the occurrence of channeling. A visualization technology mainly made of pressure distribution was developed to predict BF channeling phenomena in this study. The real-time data of BF shaft pressure was used to create a 3D visual model by neural network algorithms and 3D real-time BF pressure changes were observed. The root mean square deviation (RMSD) of the BF shaft pressure was used as an index to set up the predicting criteria of channeling occurrence with the opening of BF Annular Gap Element (AGE), and a predicting system based on the criteria was built. The two criteria for the channeling alarm are the RMSD of the BF shaft pressure (> 0.15 kg/cm2 ) at the upper two levels, and the AGE opening being greater than 60%. This system has been installed in the China Steel Corporation (CSC) BFs, and the test results showed that a prediction can be obtained 8 to 16 min ahead of channeling allowing sufficient time for the operator to adjust the BF operation in order to avoid the occurrence of channeling.

Development of computer-based information systems is predicated on the merger of rapidly developing computer technology and growing managerial demands for information. The focus of this section is on managing the development and implementation of information systems for the 1980's. It is the experience of the majority of contributors to this volume that among unresolved problems of major dimensions in a mineral organization are those of managing the computer-based information systems resource itself. There are three major reasons for this: (1) mineral information systems are relatively new to the senior management of a mining company or a mineral organization; (2) problems are compounded by a developing technology, a new type of personnel with a changing experience/education mix; and (3) an organizational structure and location which, in many organizations, are still being examined. The three authors in this section present aspects of managing the information systems function which, based on their experience, are common to the solution of the problem. The premise that the information systems function has been placed appropriately within the entire business plan of the firm has been made by the authors in their discussion of the various aspects of the management process.

The 71st Annual Meeting of the Minnesota Section of SME and the 59th Annual University of Minnesota Mining Symposium were held jointly April 14-16, 1998, in Duluth, MN. Registration was estimated at 450 people, about the same as last year's attendance. A short course on mine productivity and a trade show that included about 75 exhibitors were also held in conjunction with the SME meeting. This year's theme was "Iron ore and integrated steel - where are we going?" Although generally optimistic in the near term, the general feeling among the attendees is that the industry faces serious competitive challenges. The iron mining industry in Minnesota experienced a tremendous rebound from the devastating downturn of the 1980s. Today, however, all seven of Minnesota's taconite plants are operating at full capacity. And these high production levels are expected to continue during the next several years. Longer-term, however, Minnesota's producers face an increasingly competitive worldwide market, including stiff competition from Canadian operations. Because of the increasing competition, industry representatives in Minnesota believe that it is critical to strengthen their operations. To accomplish this, companies are looking to: ? Further reduce production costs. ? Bring new technologies into their operations. ? Develop value-added facilities such as direct-reduced iron. ? Expand their markets. The industry is also seeking more collaboration between industry and government. The National Steel Pellet Co. and Minntac are looking at using ported kilns, which would reduce energy consumption significantly. Cleveland Cliffs, EVTAC, Northshore Mining and Minnesota Iron and Steel are all looking at building value-added plants. One such project that received attention among the attendees was Minnesota Iron and Steel's proposed $1.2 billion combined mine, taconite plant, direct reduced iron facility and steel production facility. If the operation is built, it would produce about 3.4 Mt/a (3.39 million ltpy) of direct-reduced iron pellets. Financing is pending. An announcement is expected in the fall of 1998. The pellets, containing 70% iron, would be processed into steel in electric arc furnaces. The steel produced would then be processed into hot-rolled coil, which is used by the appliance and automobile industries. The keynote addresses and technical sessions focused on these issues as well as on environmental issues.

We have developed a layer-by-layer deposition technique for preparation of nanocomposite particles. Using this process, it was possible to make nanocomposites of various oxides with desired local composition and microstructure. The attachment of the shell particles to core particles was achieved using controlled polymer adsorption. Removal of excess polymer was accomplished without detaching the pre-adsorbed polymers by a specific stepwise washing scheme. The inherent chemistry of the process makes it easy to incorporate functional fillers over core particles. The nanosized filler materials will replace the shell particles in the present process and the polymer bridge would be chosen by taking into consideration the respective surface chemistries of various shell and core particles.

Unlike most ore minerals, the raw materials for lightweight-aggregate, such as clays and shales are abundant everywhere. In view of this ample choice, what are the reasons for many plant failures attributed to the raw material? How can we arrive at a proper choice of the raw material, the proper processing method for the chosen material, predict its behaviour in a plant and the properties of the final product? Determine the uniformity of the raw material and possible harmful impurities? One basic choice is sintered versus kiln-fired aggregate. It will be based on market preferences and availability of the raw material. Almost in every case a good raw material for one process is poison for the other.

This paper describes a creep damage model that was proposed to clarify the rockburst mechanism for the Mufulira underground copper mine in Zambia. Cumulative rock damage was evaluated for the edge elements of each sidewall of the mining drives based on normal stresses by the 3-D displacement discontinuity method (DDM) (Crouch and Fairhurst, 1973). The rockburst occurrences were well hindcasted.

Cyanidation processes for the extraction of gold or silver frequently involve the processing of sulfurcontaining solids that react with cyanide to form thiocyanate. The formation of thiocyanate is an undesired side reaction, and in many cases thiocyanate formation results in a prohibitively high cyanide consumption. With the increasing number of gold and silver mining projects that involve the processing of sulfide ores or concentrates or that utilize a biological sulfur oxidation process, more attention is being focused on minimizing thiocyanate formation and in treating solutions to eliminate toxicity associated with thiocyanate. Though not yet commercially applied, there are several processes available to recover cyanide from thiocyanate to reduce tailings toxicity and to allow the reuse of cyanide otherwise lost to thiocyanate formation. This paper presents an overview of processes available for recovering cyanide from thiocyanate along with estimated operating costs for the processes. Pilot testing data suggests that in some cases cyanide can be recovered from thiocyanate for approximately the same cost as newly purchased cyanide.

A basic model was developed to help assess methane control needs for the longwall mining of coal in gassy areas. Rather than depending on reservoir and rock mechanical theories, it uses an empirically determined gas emission rate as an input, and it operates on the assumption that, within a specific region and zone, gas emissions will be relatively equivalent for uniform incremental volumes of gob created by mining. The computer program divides longwall panels into segments, keeps track of the face advance and generates emission rates and volumes for both the entire panel and for individual zones within the panel by summing values for all undermined segments. This model can aid in the determina¬tion of the number, size and location of vertical wells or other methane-control applications that are needed for gob gas control.

Environmental management and planning requires the integration of large volumes of disparate information from many sources and the analysis of this information with efficient tools for assessment and evaluation. Effective methods of communication that allow interactive participation in the planning, assessment and decision-making processes are also very important. The VULCAN software package from Maptek (Pty) Ltd comprises a large number of 3D graphical tools within an interactive 3D interface called ENVISAGE. These tools are designed and developed to help engineers and scientists to identify and solve environmental problems. The combination of VULCAN 3D Software and the I-SiTE 3D Laser Imaging system leads to powerful solutions for environmental management. This paper presents the capabilities of this integrated system and its applications for environmental management.

In, any open pit mine the ability to make accurate production estimations for the shovel-truck system is an important asset. This is true in an operating mine wishing to estimate production under a set of system modifications (i.e. more trucks, fewer loaders, change in roads, etc.), as well as in the pre- mining planning stages of a property. Many different methods have been proposed for solving this problem; some of the methods rely heavily on "rules of thumb" while others are highly mathematical and require access to a high speed digital computer. Analysis of shovel-truck systems with the use of simulation models is a widely accepted technique within the industry. Through the use of such models it is possible to account for much of the inherent variability of the system and thus produce meaningful results. However, simulation studies are expensive. Formulation and setup of the actual simulation model requires a significant commitment of time and energy. In addition, the cost of the necessary computer runs is often of considerable magnitude.

Conveyor belt haulage has become the preferred mainline transport method in underground coal mining, especially for multi-unit mines. Proper designs for belts (width and speed) and surge bins (placement, capacity, and discharge rate) are necessary to achieve efficient mine haul- age. Two computer simulation models, CMBCS and BELTSIM, available for designing these parameters were compared. These comparisons included modeling, input data requirements, statistical flexibility, accuracy of simulated loading, and execution time.
