Planning is a management tool used to solve problems and provide data and decision alternatives for company growth, profitability, and direction. Strategic planning is defined as the efforts needed to accurately measure the risks of obtaining a result from future actions given a finite number of outcomes. The techniques of strategic planning are being applied more and more to underground mine design as a result of the fierce market conditions underwhich the industry is facing today, and the conditions they will likely face in the future. The objectives of strategic planning are centered on the ability of the operator or company to manuever its limited resources to the best position available under the given future scenarios. This paper briefly examines the most popular techniques for accomplishing these objectives, how these techniques fit into the current mine management decision-making, and what results to expect from these techniques in planning efficient underground mines.

Within recent years portable seismic refraction units have found their place in the industry for shallow investigations, Completely portable, relatively inexpensive and of proven accuracy, the portable refraction seismograph is an electronic tool in an electronic age. The age of electronic instrumentation has seen the development of seismic reflection and refraction equipment for deep exploration, especially in the petroleum industry. Large, expensive units, normally truck-mounted and utilizing explosives, are being used successfully for this type of sub- surface investigation. The portable seismograph utilizes the same theory for shallow work as that applied to deep refraction seismology.

Digital systems have been employed in industry as an aid in process evaluation and control for about 20 years. The earlier systems were quite simple and did little more than periodically scan a multitude of process variables, perhaps comparing them to alarm limits, and print out the results. As time passed, the needs of industry and the imagination of process engineers became more demanding. Rather than perform only alarm checking and logging, operating guides were generated to help the operator gain optimum performance from the process. Eventually, systems were entrusted with the job of manipulating the set points of the local analog control loops in a (DDAC) digitally directed analog control mode. Today digital systems are used to gather all-the process information, including both analog and digital variables; to make the necessary data manipulations; and to control the process end elements in a (DDC) direct digital control mode. During these years of transition from the very simplest systems to the complex systems of today, the demands upon the system engineer have been every increasing. The process engineer has required, among other things, more computational ability at high speeds, faster input and output rates, greater flexibility, better communication facilities (man-machine interface), (process oriented software), and finally, greater reliability at lower cost.

The theory of ore flotation has developed at a rather fast rate and the application of theory to practice has been successfully investigated. Significant technological advances have been made in such areas as control of the ore grade, automation in metallurgical control through conductivity measurements, and the development of faster and continuous analytical techniques for ore pulp analysis. Further significant improvements in mill control are being_ investigated through the application of a computer control to the process. This represents the more advanced trend in process control. At the heart of a control system installation, the digital computer will communicate directly with process instrumentation, perform' complex calcu¬lations to determine on a timely basis the control settings for attaining optimum results and automatically furnish signals to effect control actions. The process is considered as an integrated unit and economic criteria are used to measure its performance. The approaches to a mathematical model development to describe the process, optimization and control schemes as applied to an ore beneficiation process will be discussed.

Environmental management systems (EMSs) have been in use for more than a decade. US mining companies are only just beginning to adopt EMSs. This lag is primarily due to lack of market forces and lack of evidence that EMSs add value over standard compliance programs. Several recent studies concluded EMSs improve environmental performance and reduce costs. State and federal regulatory agencies are using EMSs as an innovative tool to streamline the regulatory process and achieve continual environmental improvements. The climate is right for the mining industry to adopt an EMS model that improves environmental performance and takes advantage of new regulatory programs.

The ability to sense or detect the coal/non-coal interface during mining can provide numerous advantages for improving net coal recovery and quality, for increasing productivity, and for mining coal which would otherwise be ignored. This is particularly true when considering multiple, pitching, and thin coal seams. This paper discusses the application of coal interface sensing and examines several potential coal interface sensing techniques with respect to state-of- the-art, design, performance, and cost criteria. Four interface boundaries are considered: the roof, the floor, the rib, and the forward region.

Historically, introducing new technology to the mining industry has been problematic. In general, the industry is reluctant to take risks with new technology because it is already heavily tied to risk, even using existing technology. Risk in the orebody itself can be substantial. The company is dependent on drill hole patterns that are expected to define what is underground, and process test work is often based on drill cores and other samples, which occasionally produce surprises. And even well-proven processing techniques can blindside the producer, resulting in embarrassing and costly difficulties. But if the industry is to grow in knowledge and become more efficient, new ideas must be introduced. How to introduce new technology is the essence of this paper.

Reduced clearance is one of the most important characteristics of encumbered space in underground coal mining. Another key variable is the maximum velocity at which a piece of mobile mining equipment can operate in this limited space. Typical velocity- clearance curves for different mine transportation systems are developed and characterized. Applications of the relationships are examined, emphasizing their significance in the design and control of mine materials handling systems.

The demand for thermal coal both nationally and internationally is projected to increase rapidly. The marketability of high ETU thermal coal produced in the USA is, however, limited by its high sulfur content. Fortunately, over 70 percent of the sulfur exists in pyritic form. The research conducted at Southern Illinois University indicates that over 90 percent of the pyrite can be removed by simple devices such as concentrating tables, cyclones, or froth flotation cells and the desulfurized coal can be blended with low sulfur western coal to produce EPA compliance coal. Thus, both the low BTU western coal and the high sulfur midwestern coal can be rendered competitive in the utility markets, here and abroad due to improved utilization.

Rend Lake is an Army Corps of Engineers reservoir located in Franklin and Jefferson Counties in south-central Illinois. The lake consists of 20,000 acres of water and 19,000 acres of public access land. The site attracts over two million visitors a year and is surrounded by campgrounds and other recreational facilities. The lake overlies the largest tonnage of low sulfur coal in the state. Coal is being removed beneath the lake from five mines operated by three coal companies. Currently high extraction mining operations are approaching low-lying, environmentally sensitive, and high-use recreational areas. Advanced planning to maximize coal extraction and minimize potential effects of subsidence requires the development of procedures to assess the impact of high-extraction mining on the land use of the area. The Bureau of Mines, the Corps of Engineers, and the coal companies have initiated research to assess the following proposed planning steps to ensure the maximum recovery of the coal resources while minimizing impacts to surface land use: 1) Establish a dialogue between the surface and mineral owners; 2) develop a geographic information system to aid in assessing existing land use and potential changes; 3) assess the potential effects of subsidence on drainage, wildlife habitats, and changes in land use prior to mining; 4) coordinate the mining displacements with surface activities to minimize disruption; and 5) develop appropriate mitigation plans before mining occurs.

The compared advantages of digital and analogue computers for solving ventilation problems have for many years been a matter of discussion among the specialists whose respective arguments have prevailed in turn depending on the progress of technology. In the French coal mines however none of these two techniques has superseded the other so far. In France, between 1956 and 1962 only the digital computer and from 1962 to 1967 only the analogue computer was used. Since then they are both used concurrently and complementarily. Depending on the problems dealt with, the most advantageous method is chosen in each case. In the case of ventilation planning for projected workings, it is possible to test variant forms of the development plans and many parameters can be varied. In such a case the flexibility of the analogue computer is a great help. Wrong lines taken will be rapidly abandoned and little by little solutions will be found. By examining the results of a test, new ideas will generally come into the mind and they can be tested right away. Such an investigation is always-carried out in conjunction with the engineers of the mine concerned. In complex networks it often leads to solu¬tions which could not have been devised from the start. The same work could be done by using a numerical method and the digital computers operating in the different coal mine districts, but for the same tests, the time required would be much longer and the participants would not be encouraged to use their imagination so intensively. Or the other hand for calculations of ventilation networks in ventilation surveying, use is made of the digital computer which gives the possibility of storing the data corresponding to the different mines concerned. The questions to be solved concern problems for which the ventilation network is essentially known, and in which only a small number of parameters can be varied. The few possible alternatives to be calculated can therefore be handled by the digital computer in spite of the relative lack of flexibility of the method. To sum up our ventilation studies are conducted in France as follows: - For ventilation studies and modifications due to projected workings use is made of the ana¬logue computer. For a given mine the updating of such ventilation studies is carried out every 3 or 5 years according to the progression of the workings. - For ventilation surveying while normal working operations are in progress, use is made of the digital computer.

In response to the underground mining industry's growing concern with the exposure of workers to the diesel particulate matter (DPM) component of diesel exhaust, a method was developed to estimate the average workplace concentration of DPM that could be expected from using the new lower DPMemitting engines now being approved by the US Mine Safety and Health Administration (MSHA) when these new engines are equipped with state-of-the-art exhaustcontrol technology for filtering and combusting DPM. The resulting estimate uses the MSHA-reported particulate index for these engines, the prevailing rule-of-thumb ventilation rate of 150 cfm/hp and the available diesel-exhaust filter technology that has been shown to be at least 80% effective in reducing tailpipe DPM. In the estimate calculation, every engine used in an underground mine is assumed to be equipped with this control technology. Under the stated reasonable conditions, an average DPM level of 90 µg/m3 (mass) is predicted as technically feasible.

The two most stringent parameters for in place fracturing of rock are the lack of any initial void space in the rock which to expand into and the ability to gain access only through drill holes. These two restrictions have proven so severe that as of today the only proven techniques for efficient fracturing are the contained nuclear detonation and hydrofracing. Both of these methods have highly developed technologies for their application. Hydrofracing has been a standard oil field practice for two decades, and the experience gained from a couple hundred underground nuclear detonations has resulted in a thorough understanding of the phenomenology of cavity and chimney formation. What is still lacking is a practical method to create a suit- able degree of fracturing for those ore bodies which do not meet the application criteria for either the nuclear explosion or hydrofracing. Nuclear applications must be restricted to thick ore deposits so as to take advantage of chimney collapse height--preferable in excess of 200 feet thick. Other requirements such as ground shock, containment, and radioactive contamination further reduce the number of sites that prudently can be selected.

Although there have been great advances regarding the understanding of mine fires in underground mines in the last century, fires remain high risk incidents. During fire scenarios, many crucial decisions and actions can be made that greatly influence the outcomes of these scenarios. Underground worker decisions are mainly based on training and experience, which in some cases can be complemented with previous analysis of fire effects. In order to review the guidelines that should be taken into account for this kind of examination, a numerical analysis of effects produced by a shuttle car fire under five different ventilation conditions was carried out. The analysis provides some insightful recommendations for firefighting personnel such as time for direct attack and best attack position for first responders and fire brigade groups. Also, the most critical parameters for each scenario were determined. Finally, all results were systematically organized and a first approximation of a fire classification based on the tenability limits was provided for first responder and fire brigade groups. The methodology used in this study for the fire classification could allow for the most appropriate decisions by firefighting personnel increasing the probability to put fires out without compromising their health and safety. INTRODUCTION While there have been great advances regarding the causes of mine fires in underground mines in the last century “small fires have occurred and always will occur in underground mines” (Conti, Chasko, Wiehagen, & Lazzara, 2005). The response time and decisions made during an underground mine fire are critical elements that have direct influence on the event outcome. Mine fires can grow in size quickly causing catastrophic consequences, thus rapid and suitable response actions can result in the difference between an minor emergency situation and a disaster. Upon the confirmation of a fire, a decision must be made regarding whether to fight the fire or evacuate the mine. Even though all underground coal mines possess emergency response plans and firefighting personnel are highly trained, decisions can be complemented with previous numerical analyses. Such analyses could contribute with the knowledge of potential fire effects and consequently with fire preparedness in the mine. Preparedness in underground mines is an important element to reduce the probability of the negative consequences of a mine fire. The time elapsed between the detection of the fire and response in the early stage is a serious component since small fires can produce larger and more serious consequences. If a mine fire cannot be put out within the short time after discovery, the chance of getting the system back in balanced or the success of safely controlling and extinguishing a mine fire is reduced (Conti et al., 2005, Conti, Chasko, Wiehagen, & Lazzara, 2000, Trevits, Yuan, Teacoach, Valoski, & Urosek, 2009, Brake, 2013). As confirmed by Conti and others, if a mine fire cannot be controlled by direct firefighting methods the probability of extinguishing the fire, without sealing is greatly reduced (Conti et al., 2005). However, response actions such as direct extinguishment must be carried out without compromising the health and safety of the firefighting personnel (Kim, Lönnermark, & Ingason, 2010).

INTRODUCTION The support of openings in weak sandstones can be achieved by spraying on a liquid grout which will soak in and harden to form a shell. In the St. Peter sandstone of the Minneapolis-St. Paul area of Minnesota compressive strength is increased from about 0.7 MPa (100 psi) to over 7 MPa (1000 psi) to depths of 152 mm (6 in.). A shell of this strength and thickness can pro¬vide support much as shotcrete does but at lower cost. If the spray-grouted shell is inadequate for the support needed, it provides a good base for shotcrete application, which is often difficult in weak or friable sand¬stones because the fresh shotcrete peels off along with a thin layer of sandstone. The spray-grouted technique was initially developed at the Civil and Mineral Engineering Dept. of the University of Minnesota using funds provided by RANN Div. of the National Science Foundation. It was used as temporary support in a 3-m (10-ft) wide, 3700-m (12,000-ft) long storm water drain tunnel by the Minneapolis Sewer Construction Dept. Much of the field development at this construction project was carried out with the cooperation of the personnel of the city of Minneapolis. It also was used for temporary support in a 3.3-m (11-ft) wide, 1800-m (6000-ft) long storm water tunnel built in 1978-1980 for the Minnesota Dept. of Transportation in Minneapolis. In 1975, 2000 m (6500 ft) of 1.5-m (5-ft) wide utility tunnels were spray-grouted for final lining. A 50-m (150-ft) long, 1.2-m (4-ft) wide test tunnel built at the university in 1974 was sprayed for half its length and is being observed for long-term behavior which to date (1981) is good. GROUT MATERIALS The requirements for the liquid grout are more severe than those for injection grouting. Besides being able to penetrate the rock and develop sufficient strength, it must have the following properties: (1) be nontoxic, noncombustible, and have a low odor for spraying under¬ground; (2) have controllable viscosity and setting time for adjusting to the permeability of the sandstone and the required depth of penetration; and (3) must "wet" the sandstone and develop capillary "draw" to penetrate to the required depth. A sodium silicate-based grout with the proper setting agent meets these requirements in the local St. Peter sandstone which has a uniform grain size dis¬tribution curve with D,,, = 0.1 mm, permeability of about 10 to 20 darcys, a porosity of about 25%, and less than 5% of silt size or smaller. It is 97 to 99% pure SiO2. The grout mix consists of Philadelphia Quartz Co. Type N sodium silicate and Celtite 55 Terraset Spray Grade (SG) distributed by Celtite Inc., Cleveland, OH. A volume mix ratio of 100:9:125 for sodium silicate to setting agent to water produces a grout with two to four centipoise viscosity, and initial set at 20°C of 20 min. Setting time is temperature dependent, being longer at lower temperatures, but can be adjusted by varying the setting agent concentration a few percentage points. APPLICATION The application is simple. Spray the grout on the surface until the desired penetration is achieved. Penetration rates of about 5 mm (0.2 in.) per min. are realized in the St. Peter sandstone for up to 152 mm (6 in.) of penetration (30 min. of spraying). The set time must be longer than the spraying time. The spray nozzle should be moved back and forth at a rate that minimizes runoff due to surface buildup. Both a single large hand-propelled nozzle and multiple small machine propelled nozzles have been used successfully. The pumping and mixing equipment used consisted of: (1) a hand-held, hand-pumped, 11-L (3-gal) gar¬den sprayer for test patches (mix by shaking); (2) 76-L (20 gal) batch mixing in barrels with small electric pumps for spraying and mixing; (3) two component pumps consisting of Hypro Model 5300 piston pumps (Hypro Pump Co., St. Paul, MN) on a common shaft driven by an electric motor. The sodium silicate is premixed with a portion of the water and the setting agent is mixed with the rest of the water. The two components are combined and mixed just before the nozzle; and (4) a proportioner metering the setting agent just before the nozzle with the water and sodium silicate premixed and pumped from the surface. The proportioner permits the bulk of the grout to be pumped through a single pipe or hose with only the setting agent stored underground. This is efficient and low in cost. COST The grout mix costs about $0.20/L ($0.75 per gal) in 1978 dollars. Filling all the voids 100 mm (4 in.) deep (25% initial porosity) would have a materials cost of about $5.40/m2 ($0.50 per sq ft). The labor cost of application is usually less than the material cost for normal tunnel jobs. A pump and proportioner cost less than $1000. The Deep Mill Level Zone (DMLZ) mine is currently one of the deepest block cave mines in the world. The rock mass is heavily veined with little to no joints and faults are usually healed cohesive structures leading to difficult cave mining conditions. The caving process is improved if the rock mass contains fractures with sufficient density that it will cave by gravity as undercutting progresses. Hydraulic fracturing (HF) has been used to create fractures around the cave to improve mining. A seismic monitoring system has been used in DMLZ since the start of mining. Therefore, the seismic activities before, during and after HF can be monitored. Shear wave splitting is a process used to study the impacts of HF on the rock mass. This process involves the measurement of travel times from splitting shear waves after seismic events and using this to define the anisotropy within the rock mass and subsequently fracture density. This paper sets out the methodology for carrying out the interpretation of the shear wave splitting process using seismic data from the fracked cave crown and abutments along with an overview of the benefits to cave mining as result.

Optimization of a process is achieved by selecting, 'from all the known options, the most beneficial method of obtaining a product. It is rare that the optimum process is arrived at by conventional methods, because of the great amount of time required for developing and comparing all the options. On the other hand, it is now possible, by means of an optimization program based on special mathematical formulas involving an algorithm and implemented by a computer, to plot the optimum process realizing considerable savings and in a reasonably short time. The flow sheet arrived at in accordance with the optimization program described in this paper investigates and develops all the possible options and, with the aid of the computer, makes it possible to select the most economical ore beneficiation process. The options in an ore beneficiation process are all the possible trajectories that can be traced through the particle sizes to which the ore is reducible in the extraction of its valuable minerals. Although an ore can have a wide range of composition and several valuable minerals that can be extracted, this paper is concerned with the special case in which only one mineral is extracted from the ore and in which the maximum allowable percentage of impurities in the end product is defined.

At the 25th Peruvian Mining Convention, the start-up of Antamina was called ?the mining event of the year.? Antamina, one of the largestcopper-zinc mines in the world, began operations in May 2001.Augusto Baertl is Executive Chairman of Compañía Minera Antamina, the operating company. He said in a convention address that Antamina would be in full production in 2002. ?I would like to stress that Antamina is, in every respect, a highly stringent operation, as it intends to be the Peruvianmine of the future,? Baertl said. ?Antamina has set the target of being, and remaining throughout time, a model mine as to technology, environmental practices and social responsibility.? [ ] In the areas of technology and operations, Baertl noted that ?we have incorporated the best engineering design available and state-of-the art technology for mining, grinding and transportation processes, among others.? In the environmental area, he said that ?we have carried out careful environ-mental impact studies and have incorporated modern technologies and methods to control and minimize any environmental impact.? In the social field, Baertl noted that ?our relationship with neighboring communities is being developed under the premises of the social responsibility philosophy.? These include popular consultation processes, environmental committees and conciliation discussion committees. The purpose, he said, is to encourage communities located within the area of influence of the project to find and lead by themselves their path toward sustainable development, beyond the life of the operation itself.?

Selective fatty acid flotation of carbonate gangue from sedimentary apatites was achieved under acidic pHs without a specific apatite depressant and without conditioning the pulp with the collector. Concentrates (35% to 38% P2O5, 0.8% to 1% MgO) with high recoveries (80% to 85%) were produced from Indian and Chinese dolomitic ores. The calcareous and/or dolomitic-siliceous phosphate ores of South Florida and Utah required two flotation stages: one for carbonate removal, as mentioned above, and the other for phosphate recovery from siliceous gangue. Preliminary tests on the South Florida ore gave concentrates analyzing 29% P2O5 and 0.8% MgO, with a P2O5 recovery of 76%. A concentrate obtained from the western US phosphate ore from Utah assayed 30% P2O5 and about 1% MgO, with a P2O5 recovery of 89%.
