The objective is to develop a short-range mining plan which satisfies management and operating criteria and also "dovetails" with the long-range mining plan. In the past years, this objective was accomplished entirely by manual methods. Today, the computer is used to assist the engineer with this task. The results provided by these programs usually are incomplete and require further manual manipulation. The advantage of using the computer programs is that the program can be used to evaluate alternative plans on a first-cut basis minimizing the manual work. Subsequently, the most promising alternatives can be analyzed in more detail, commencing with the first-cut results. In this specific case history, one technique for using computer programs to assist with short-range mine planning will be discussed. Some of the basic operating and management criteria considered directly and indirectly are as follows: (1) operating criteria which include minimum and maximum shovel cut size, equipment performance, haulage roads, requirements for blending, and plant capacities; and (2) management criteria which consist of production requirements, cash flow requirements, return on investment, market demands, and availability of capital.

The results of a previous basic study of the flow and design characteristics of the hydrocyclone has shown that a recovery as high as 99% with a product rating of 0.95 can be achieved on a "batch?2 basis with a single, water-only cyclone if it is configured properly. The next logical step was to demonstrate continuous processing of gob for the efficient recovery of coal by means of a laboratory-size demonstration system. A project to design and construct such a single-cyclone system was also sponsored by the U.S. Department of Energy. A recovery of 93% with a product rating of 0.89 was demonstrated. The system design and the data taken are discussed.

I appreciate very much the invitation to speak with you and the opportunity of bringing you messages from both the Secretary of the Department of Health and Human Services and the Assistant Secretary for Health/Acting Surgeon General of the U.S. Public Health Service. I would like to take this opportunity to congratulate you (the organizers of this Conference) on identifying the critical issues in the field and assembling such a broad array of experts to address them. I would like to present a brief view of the emerging framework for health that puts into perspective some of the aspirations of the Administration and to highlight several points with regard to prevention and occupational health. The goals are: 1. To improve the overall health status of our people. (This has been and will remain the National policy regarding health.); 2. To engage the Nation in the important effort of enhancing public health. (This is not reserved exclusively for the activity of the Federal Government or for State Governments. Public health has to be a cooperative effort that brings together all of the people engaged in the process of serving the people.); and 3. To pledge that health care will not be priced out of anyone's reach because of inflation. (It is clear that there are major tasks of bringing about economic recovery in our country. One aspect of this effort is to guard against the cost of health care not being allowed to rise beyond the reach of persons who need that care.) "How will these goals be achieved and what must change in the delivery of health and medical care in our society?" There are a number of real issues as well as perceptions that adversely affect the attainment of these goals: First, The cost of medical care is soaring and the public, industry unions and other elements of our society are becoming concerned. (They recognize the problem and are demanding a solution.); Second, There is a growing concern about the priorities that have been set. (For example, the evidence that preventive interventions are the most effective approach is overwhelming, yet medicine has not yet given that a high priority.); and Third, There is the perception that physicians do too much to too many people at too great a cost and that too much and too costly technologies are used. In view of the perceptions, we all must accept some changes and the challenges that needed changes will bring. A month before the new budget went to Congress, President Reagan went on nationwide television and told the American people that, "It is time to recognize that we have come to a turning point and we are threatened with an economic calamity of tremendous proportion and the [old business as usual treatment can't save us. Together we must chart a new course]." Now eight months down the road from this and a long Spring and Summer of discussion both within the Executive Branch and in the Congress, many plans and programs and concepts have emerged. The new course has been charted and the turning point has been made. Business as usual has been put aside and the Administration's leadership has been stretched and tested in putting forth a better approach with the reality that money is tight and that old habits of delivering care are difficult to change. The Congress has now given us a look at a new health budget that takes into account some of the harsh economic realities and that does make allowances for the persistence of familiar behavior. Against this background, it is now possible to begin addressing ways to provide health services to people at a price the Nation can afford to pay. There are without question difficult decisions involved but the Administration is committed to supporting and improving health care in America. It has been the President's contention that one of the principal causes of the inflationary spiral in the country was the steady and indefensible growth of the Federal budget. The problem stems from the fact that we have been living well, but beyond our means for nearly 30 years. Now we are discovering that there is a bottom to the barrel after all. It is possible for our society to run out of things like energy (oil), water or money. The health bills must be paid -- by Government, by insurance, by parents or by someone. The US Environmental Protection Agency (EPA) has tried many regional and laboratory efforts to develop measurement and monitoring techniques using environmental remote sensing technologies. In 1997, the agency established the Advanced Measurement Initiative (AMI): This is a eadquarters-level program, operating under the auspices of the EPA Office of Research and Development. The program is one result of the April 30,1996 White House Conference on Advanced Monitoring of the Environment. The EPA was encouraged to work with other federal agencies to leverage its remote sensing capabilities and use them to improve the efficiency, cost-effectiveness and flexibility of environmental measurement and monitoring for regulatory compliance and reinvention. During the fall of 1996, the EPA and the Department of Energy developed an interagency effort to broaden the use of governmental technologies for environmental measurement and monitoring. In addition, the EPA and the National Aeronautics and Space Administration (NASA) conducted joint workshops on the use of NASA remote sensing and other technologies for water quality and pollution applications. In the meantime, the EPA proceeded with an industry-proposed workshop to explore ways to cooperatively examine new research and to develop commercial remote sensing systems. It also examined how these systems might become accepted by the EPA in the regulatory and compliance processes. In particular, industry was interested in where new remote sensing capabilities might fit in with EPA's efforts at regulatory reinvention. Historically, the mining and petroleum industries have been reluctant to experiment with or use environmental remote sensing. They were concerned with the unknown liability from potential discovery of previously unknown environmental problems. Moreover, resource industries have been reluctant to use remote sensing for environmental applications where the EPA did not accept such data or information as part of the compliance process. Acceptance by the EPA of these advanced measurement and monitoring technologies (AMMT) will be a major reason for industry's increasedd use of remote sensing in environmental "applications for regulatory compliance. In July 1997, the EPA Office of Research and Development hosted at the Colorado School of Mines a stakeholders workshop on the AMI program and industry-government collaboration. The workshop's aim was to demonstrate the usefulness of AMMT technologies for environmental applications. Stakeholders included the mining and petroleum industries; environmental services companies; state environmental agencies and local governments; remote-sensing, value-added companies and data suppliers. The workshop used specific technologies and applications as a way to develop collaborative demonstration projects for several AMMT technologies covering different environmental problems. The workshop focused on the use of highly sensitive hyperspectral (very narrow spectral bands), geographic information systems and surface mapping to identify active acid-producing mine dumps and wastes from benign wastes at Leadville, CO. NASA's advance infrared imaging spectrometer (AVIRIS) was the instrument used. It was developed at California Technology's Jet Propulsion Laboratory. The EPA, the US Bureau of Land Managment (BLM), the US Geological Survey and several environmental service contractors sponsored the overflight and data evaluation. The AVIRIS study demonstrated reliability (95% correct surface mineral identification) and cost-effectiveness of this technology to accurately map and discriminate active acid-producing mine wastes from benign wastes. It could also predict which streams would be effected by acid and toxic mineral drainage. The BLM'said that the AVIRIS overflight could save it $500,000 a year in surface sampling costs at Leadville. The AMI workshop further outlined five 1997 funded AMI projects of potential interest to the mining industry. They were: ? Oil from shale has been produced in foreign countries for more than a hundred years; however, except for short-lived, small operations, no commercial quantity of oil shale has yet been produced in the United States. Efforts to develop a viable oil shale process have been underway domestically for many years. At the present time, with the need for energy so urgently upon us, almost a dozen development ventures are underway or planned in Colorado and Utah. Of these several ventures, only Colony Development Operation has completed the development, testing and design of a ready-to-go 50,000 barrel per day com¬mercial project. Colony is a joint venture of the Atlantic Richfield Company, Ashland Oil Company, Shell Oil Company and The Oil Shale Corporation, more commonly known as TOSCO. TOSCO is the exclusive licensor of the TOSCO II retorting process and other oil shale technology, which includes mining, crushing and spent shale disposal techniques. This paper will deal, however, with only the materials handling aspects of the commercial oil shale operation. Oil shale handling for this infant industry is unique in that an understanding of the physical characteristics of the ore and the demands on material handling to the plant must he understood. Colony Development has completed ten years in the research and development of techniques and processes for mining, crushing and retorting raw oil shale and the disposal of spent or processed shale. A great deal has been learned about oil shale, in many cases confirming our intuitive analyses and the work of others, but more specifically we have brought it all together to a point where equipment performance and the specifications have been established and a design for the first commercial plant is now mature.

The growing demand and a diminishing supply of conventional crude oil in North America are bringing about an ever increasing interest in the so-called "synthetic fuels". With one commercial plant already in full production, another in the planning and engineering stage, and still others being seriously considered, the Athabasca tar sands is proving to be a leading center of interest. Here, and in the closely related deposits, reserves in place total over 700 billion barrels.1 This major source of new oil is about ready to play a significant role in the filling of ever increasing market demand. When and if fully developed, the Athabasca tat sands could make both Canada and the United States substantially independent of all off-shore supplies of crude for many years to come. Its product, a high-quality, low-sulphur synthetic crude, is beginning to enter the market place at a most favourable time.

The LA Effluent Outfall tunnel is a 7-mile long, 18' internal diameter, secondary treated effluent discharge tunnel currently under construction by Dragados USA for the Los Angeles County Sanitation District No. 2 (LACSD). The purpose of this tunnel is to add redundancy and increased capacity for discharge of secondary treated effluent from the LACSD’s Joint Water Pollution Control Plant, located in Wilmington, California within Southern Los Angeles County. Current discharge from this facility flows through two existing tunnels of 8' and 12' horseshoe profile, constructed in 1937 and 1958, respectively. When the new tunnel is complete, it will add an additional capacity of 670MGD in peak wet weather flow conditions. Geology of the roughly 7 mile long tunnel was divided into six reaches by the contract documents. Tunnel Reaches (TR) 1 to 3, comprising 19,550' will be excavated in alluvial sands of the San Pedro and Lakewood formations, with cover ranging from 45 to 90 feet. In this reach the tunnel intersects the seismically active Palos Verdes fault Zone. TR 4 is a 1,600' transitional zone between alluvium and the rock formations of the Palos Verdes (PV) Hills, comprised mostly of Malaga Mudstone. TR’s 5 and 6 total 15,591', and are within the rock formations of the PV Hills with overburden ranging from 315' to 475'. The primary constituent of the PV Hills is Altamira

Real-time operational excellence is achieved through the seamless integration of various components. Key aspects include precise instrumentation, real-time data collection, data analytics, and an efficient optimization platform. Additionally, to ensure success, the real-time optimization platform must be incorporated into the site’s internal process control system (Nunez, 2022). This paper provides an overview of practical lessons and best practices for autogenous (AG), semi-autogenous (SAG), and ball mill (BM) grinding. It highlights the implementation of advanced instrumentation, specifically vibration sensors on the rotating mill shell. The paper also delves into the application of advanced analytics necessary for generating new measurements that accurately represent real-time grinding activity in the mill. These Advanced Analytics Measurements (AAM) are compared with well-known grinding curves to determine the optimal grinding point. The discussion focuses on key industry opportunities using real-time mill shell vibration results to derive new correlations and optimize the grinding process.

The City of Manchester, New Hampshire, is embarking on one of its largest public works projects in history to construct a 12,000 foot long, large-diameter, conveyance tunnel through downtown Manchester. This area has challenging geology with undulating bedrock (granite, schist, and gneiss) profile overlain by fluvial deposits. Understanding the subsurface conditions is key to mitigating project risks, establishing plan and profile for the tunnel, and selecting the most cost-sensitive and technically appropriate tunneling method. This paper presents the project team’s approach for conducting the ground investigation, developing preliminary subsurface profile, and the considerations for selecting the tunneling method.

The “Teaching Kids” project is an educational initiative for young people and children from elementary schools. It is carried out by Mining, Geological, and Environmental Engineering students from the SME Student Chapter of the Universidad Nacional de Colombia, Medellin. The primary purpose of the Teaching Kids project is to share knowledge about geosciences and mineral resources in a didactic and attractive way, emphasizing the importance of identifying the use of minerals in daily life and responsible and sustainable mining in our society. Furthermore, this project aims to promote the importance of pursuing geoscience majors in the new generations and improve the mining industry’s public perception. Different methodologies related to early childhood education are implemented, such as gamification, in which the dynamics of games are adapted during the development of workshops to teach and learn in an active and motivated environment. Furthermore, the Montessori Method is used. It implements textbooks, sensory mineral boxes, and presentations to allow learning through experimentation itself (Montessori 2003). The implementation of this methodology has been successful; it has shown high engagement, participation, and retention of the basic concept of geoscience and mining.

Evver since it first displayed an autonomous mining truck at the 1996 MinExpo show in Las Vegas, NV, Caterpillar has been building the blocks to a fully autonomous mine. In May, the company unveiled another block in that progression, the new Cat MineStar System that it says is ?the industry?s broadest, most comprehensively integrated miner operations and mobile equipment management system.? The full system is comprised of five capability sets ? Fleet, Terrain, Detect, Health and Command ? to help operators define the size and scope of their management system based on the needs of their mining operations. Michael Murphy, technology and autonomy manager for Cat Global Mining, explained that the customers were not ready for an autonomous mining truck in 1996, but that many customers wanted the building blocks to eventually get to autonomous mining. After 15 years of work, Murphy said the building blocks have come together in the form of the Cat MineStar System.

The Mina Santa Rosa mine in Panama was the victim of a mine closure 24 years ago that left the community in dire straits. The mine showed the potential resources of greater than 1M ounces of gold and 4.5M ounces of silver. Veragold Mining Company decided to reopen the mine and address all the issues that were involved in the startup of an historic mine. This paper provides methods to restore the community trust, provide a transparent process, and develop an environmentally sound flowsheet. Immense scrutiny surrounded the Tailings Storage Facility, and the company developed a plan focused on paste thickening and surface stacking to eliminate the need for a conventional tailings’ facility. Paste thickener principles and benefits are also provided.

The kinetics of electrodeposition of gold from dilute solutions of alkaline KAu(CN)2 at different gold and free cyanide concentrations on a gold rotating disk electrode were investigated by use of a steady-state linear potential scan technique. The design and performance of a laboratory electrowinning cell with a reticulated nickel cathode, operating in the flow-through mode, for the removal of low levels of gold ions from aqueous cyanide media is described. During the batch recirculation of oxygen-free gold cyanide solutions, the gold concentration was reduced from 10 ppm to <0.5 ppm with current efficiencies of up to 80%. The influence of solution flow rate through the cathode and of the pore size of the reticulated nickel foam is discussed. The removal of gold ions from solutions of low ionic strength was also investigated.

A simple robust rock bolt load gage was tested in the laboratory to define its characteristic behavior and to obtain a measure of its performance. The gage uses three vibrating wire sensors crimped 120 degrees apart into the outer surface of a hollow cylindrical steel tube. The resonant frequencies of the wires change as the gage is loaded. This change is read with a Creare meter developed for the Bureau on a previous contract to read borehole stress gage results. A statistical analysis of data obtained defines the variables influencing results. A U. S. patent (3,914,992) assigned by the author to the Department of the Interior was granted October 28, 1975.

Investments in new technology are often intended to improve the production or cost performance of existing operations. The economics used to justify these projects can be flawed, however, if they do not adequately consider the potential benefits of the alterative: the fully optimized use of the facility&apos;s present equipment and personnel. While new technology can be effective, dramatic improvements in production performance can also be achieved through the rigorous application of standard industrial engineering and operations management practices. An intermediate approach may also be effective: many basic improvements In the mine or plant necessary to support new technology will be equally effective when implemented for the facility&apos;s present operators. Firms who optimize their present operations are able to save the capital and avoid the risk associated with new technology. These firms will also be able to capitalize more quickly on new technology when it is implemented.

In Roman and earlier civilizations the term cement was applied only to mixtures of lime, pozzolana, sand, water, etc., used as a mortar to bind larger stones. Today, portland cement, the subject of this section, can be briefly defined as follows: The product obtained by finely grinding clinker produced by calcining to incipient fusion (i.e., sintering) an intimate and properly proportioned mixture of argillaceous and calcareous materials. History The Egyptians were probably the first to join building stones with a mixture of sand and a cementitious material (i.e., having the property of or acting like cement). It is generally accepted that the cement used by the Egyptians on such structures as the Great Pyramid was calcined gypsum, Later the Greeks began to calcine limestone for use as a mortar with sand and water. Still later, broken brick and tile were added to the mortar to make the first concrete. The Greeks and Romans found that some sands produced mortars that were especially resistant to the action of water. Hydraulic (i.e., underwater-hardening) cements formed by combining slaked lime, water, and finely divided siliceous materials (e.g., pozzolana) possess superior strength and are capable of resisting the destructive action of water. They were used on the Pantheon, Colosseum, and other structures, some of which are still standing. In 1756 an English engineer, John Smeaton, found that an argillaceous limestone (i.e., containing an appreciable amount of clay as an impurity) produced a cement with greater resistance to the action of water. Despite Smeaton&apos;s findings, the use of the old mixture of lime and pozzolana long retained its popularity. Significant contributions in cement technology from England, Swe¬den, France, and Holland were made in the next 68 years. However, the invention of portland cement is generally credited to Joseph Aspdin, an Englishman, who in 1824 patented "portland cement." The name was selected because, on hardening, it resembled the natural building stone from the Isle of Portland, England. The patent features mixing ground limestone and argillaceous materials in appropriate proportions and calcining (i.e., expelling CO2 by roasting) the mixture. This superseded the existing practice of calcining naturally occurring argillaceous limestone. In about 1845 Isaac Johnson, also English, conducted experiments on proportioning the components and calcining them at higher tem¬peratures. His accomplishments are accepted as the beginning of the present-day portland cement industry. The U.S. cement industry originated with the demand for good hydraulic cement for building structures such as the Erie Canal, which was started in 1817. The first discovery of cement rock (i.e., naturally occurring argillaceous limestone with near-optimum ratios of calcium carbonate, alumina, and silica) near Fayetteville, N.Y., was made by C. White. In 1818, White secured a patent for the manufacture of natural cement from that deposit. Subsequently, several natural cement plants were built in 1830-1840 at Rosendale, N.Y., and in the Lehigh Valley of Pennsylvania. David Saylor, who participated in establishing a natural cement plant at Coplay, Pa., in 1850 discovered that a superior cement could be produced by calcining the rock at higher temperatures than hith¬erto. In 1871, Saylor obtained a patent and commenced the manufac¬ture of portland cement. By 1890, there were 17 portland cement plants in the United States with a combined annual output of 62,300 tons. At the end of 1970, the number of plants producing portland cement in the United States (including Puerto Rico) was 169, down from a maximum of 185 in 1967, with total annual shipments of 73.4 million tons valued at $1,298 million. (Fig. 1). In 1970, annual world production of hydraulic cement (which includes pozzolanic materials, hydraulic limes, natural cement, alumina cement, and portland cement, all of which are in current use in various parts of the world) reached 630 million tons (Table 1). Over the past few years, the use of fully grouted bolts to support the roof of underground openings has increased dramatically. While conventionally anchored bolts effectively reinforce the strata of over 80 percent of mine workings, the use of resin grouted bolts in areas of severe roof conditions has resulted in a substantial reduction in roof falls and an overall improvement in both safety and production. The Roof Control Group of Pittsburgh Technical Support Center, Mining Enforcement and Safety Administration, has conducted numerous field and laboratory investigations to isolate parameters which contribute to the effectiveness of both conventional and resin bolting systems. Specially developed strain-gamed resin bolts, compression pads and differential sag stations installed during the mining cycle have generated data reflecting the loading characteristics and resulting roof stability associated with each type of support. Additional investigations have produced optimum installation parameters of the two systems including the effectiveness of thrust/torque controls for conventional bolts and various bolt/ hole diameter combinations for fully grouted rods. Theoretical analyses, coupled with the actual field and laboratory findings and numerous installation observations have facilitated basic comparisons of the working mechanisms and failure modes of both resin and conventional systems.

The Guillermo Gaviria Echeverri tunnel and its access roads project in Antioquia, Colombia is a mega infrastructure project that includes a road network with the longest tunnel in Latin America and several short tunnels, the latter being the focus of this study. The design of the project required careful consideration of several special factors, such as the tunnels’ steep slopes of up to 5%, high fire load of 100 MW, bidirectional operation, and short lengths that make it difficult to place ventilation equipment. The combination of all these parameters cause a challenging design problem for the ventilation systems and smoke control of the short tunnels. To address this challenge, a risk assessment study was conducted to support the design of a new and innovative ventilation strategy that deviates from relevant guidelines and standards, like the Austrian RVS [1][5][6] or the German EABT [8] in order to provide a customized solution for this particular project. This strategy resulted a cost-effective solution, that allowed a reduction in the number of required jet fans and at the same time reaches or reduces the risk level compared to traditional ventilation strategies.

Selective flocculation was used to produce a superclean zinc concentrate by minimizing silica contamination. Research was carried out on a flotation concentrate from the Jersey Miniere Zinc Company (JMZ) in Gordonsville, TN. The material was first dispersed with sodium silicate and then causticized tapioca starch was used to selectively flocculate the sphalerite, leaving the silica in suspension. This technique has been applied commercially to iron ore beneficiation but never to zinc processing. The feed material assayed 0.45% SiO2. The use of 0.56 kg/ t (1.13 lb/st) sodium silicate and 0.070 kg/t (0.141 lb/st) causticized tapioca starch resulted in a 98.2% zinc recovery and produced a purified zinc concentrate assaying 66.0% Zn and 0.24% silica. The target level for silica contamination in JMZ zinc concentrates is currently 0.30% Si02. This work demonstrated that selective flocculation is a potential method for cleaning flotation concentrates, particularly where low silica products are required.
