Public-private partnerships (PPP) are gaining in popularity at the federal, state and local levels as the public sector seeks private capital to finance infrastructure and other projects that traditionally have been funded with public funds. In general, a PPP involves a development agreement between a public owner and a private sector concessionaire. Under the development agreement, the concessionaire is responsible for financing, designing, constructing and typically operating and maintaining the completed project for a concession period (often multi-decades in duration). The concessionaire typically enters into an agreement ? the design-build agreement ? with a design-builder to design and construct the project. The concessionaire may secure financing from banks, investors or from a combination of these and other sources (collectively the financier). While the PPP experience in the United States has been modest to date, an increasing number of projects involving tunneling or other significant subsurface work are already being delivered in the PPP mode. Public owners have significant options to address risk allocation for subsurface conditions on PPP projects. The same sound and fundamental principles of fairness in risk allocation that apply in other major subsurface projects should be applied and adopted in the PPP context

Rockfall hazards are ubiquitous in mining environments making their control critical for safe mining operations. The complex processes involved in rockfall events necessitate a probabilistic modeling approach with well-calibrated material properties. The controls designed to mitigate rockfall hazards need to be reliable, efficient, and safe to deploy to meet the constraints present at an active mine. This paper presents an innovative solution to rockfall at Rio Tinto’s Bingham Canyon Mine. The solution incorporates the site-specific calibration and creation of a predictive rockfall model with the design, field testing, implementation, and monitoring of the rockfall controls.

"In the global mining industry, there are those who seem resigned to the fact that the mining industry has always operated according to certain time-tested principles that don’t involve jumping on every new technological trend. Others expect that mines will soon have autonomous electric vehicles running around the clock. The truth lies somewhere in the middle. In business, as in life, that is usually the best path to follow.The instant access to people and information provided by 21st-century technology continues to push businesses in all industries toward greater efficiency and unheard-of levels of modernization. And in the world of mining, the embrace of advanced technology is all about managing risk.However, even in this age of digital information overload, some mine sites still require employees to physically download data from individual trucks to monitor payload data and inspect road conditions using a clipboard. What’s more baffling is that other mine sites still have no way of tracking tons moved at all.This isn’t due to a lack of innovation in the industry. Quite to the contrary, there is an abundance of new technology available that provides real-time monitoring of vehicle movements and tracks road conditions without the intervention of people. So why are owners reluctant to embrace advances in mining tech?Gauging the value of changeSurvey data has traditionally been captured by ground laser scans and LIDAR systems. A mine site surveyor would drive around the pit with a truck-mounted scanner to generate a point cloud. This process would be completed every few days and would take an entire day.The many cons of this method far outweigh the pros. First, it provides no visual data. If an operation has moved beyond the roller wheel and tape measure, visual pit models and LIDAR scans are typically completed once every six to 12 months by an aerial flyover, but such sporadic information gathering isn’t likely to result in the most actionable data. Moreover, given the high cost (in terms of both money and time), the numerous safety and liability issues, and the lack of flexibility in scheduling, manual processes are more trouble than they are worth.Overall, while miners are excellent operators who value innovation, their employers often try to outsource it or acquire innovators instead of investing in existing technology that can improve current operations. Numerous orphaned strip mines and old refuse piles scar the landscape, contributing to stream pollution and degradation of the natural environment. Field experiments to reclaim acidic surface-mined spoil and refuse banks with fly ash from bituminous coal-fired powerplants were conducted at several sites in West Virginia. Fly ash served as a neutralizing agent and soil amendment, permitting vegetation of waste lands and disposal of large quantities of ash. Reclamation of land by this method is estimated to cost about $300 per acre of leveled site, depending upon the topography of the land and quality and availability of the fly ash.

Below this part of the aquifer, high chloride water can be found everywhere in the State. The accompanying cross section shows the depth to salty water across central Florida. In the center of Florida, fresh water may be found as deep as 2.000 feet, whereas, along the coast it may extend no deeper than about 200 feet. Chloride concentration in small local areas may deviate from the values represented on both the cross section and the main map. In recent years, considerable advances have taken place worldwide in the design and construction of first tunnel linings. With these advances, there is a tendency to move away from traditional support that includes heavy open profiles of rolled steel arches, to a lighter solution with the use of an optimized tubular steel cross section rib, and shotcrete reinforced with steel mesh and/or steel fibers, providing a continuous support (Lunardi, 1982). The development of tubular ribs has provided greater design options, increasing flexibility to engineers and contractors while providing a efficient and cost effective construction method. In this article, the authors describe numerical and experimental investigation on this problem, suggesting as a new first lining steel arch design approach by using tubular ribs cross section as new technical solution for first lining underground support.

The Highland Uranium Project in Wyoming is an in-situ leach (ISL) facility owned and operated by Power Resources Inc. It is the largest uranium producer in the U.S. and the largest uranium producer by ISL in the western world. With its limited capital investment and low operating costs, the ISL technique has been demonstrated to be an effective and environmentally sensitive method for recovering minerals from these low grade and otherwise uneconomic orebodies.

The following material is excerpted from a presentation Mr. Morgan gave recently to representatives of the financial community. Introduction 1982 was a period of challenge for United States Gypsum Company because of reduced market opportunity. Housing starts for the first 10 months averaged a seasonally adjusted annual rate of 1 million units, 9% below the comparable 1981 period when housing starts were the lowest in 35 years. Industry gypsum board shipments declined 9% from the already low levels of the same period in 1981. US Gypsum met the challenge with stringent cost reduction programs and aggressive action in the marketplace. In late 1981, anticipating market deterioration, the company's management adopted strategies to focus on two shortterm objectives: • Adjust operations to perform profitably in view of limited opportunities through more efficient operations and asset management. • Continue to strengthen U.S.G.'s resources and ability to take advantage of important market opportunities as the economy improves through selective expansion of production capacity in key growth markets. Concentration on these two objectives resulted in a nine month performance in 1982 that, while certainly not satisfactory by company standards, compared very favorably with that of principal competitors in terms of net earnings, margin on sales, and return on average stockholders' equity. To counteract limited market opportunities, U.S.G. focused on productivity improvement, cost reduction, expense control, and maximization of market penetration. Energy Use Improving performance encompassed all segments of operations. For example, efficient use of energy was a significant factor despite lower operating rates at most plants. Overall, in the third quarter of 1982 versus 1972, the company used 27% less energy per unit of production, a savings of $15 million in that quarter alone. These continuing improvements helped to partially offset constantly rising energy costs. A number of operations achieved superior results in the first nine months of the year compared with the same period in 1981. For example, gypsum board plants in Jacksonville, FL, and Sweetwater, TX, recorded 8% and 7% reductions, respectively, in energy use per unit of production. Paper mills in Oakfield, NY, Galena Park, TX, and Kansas City, MO, each reduced energy use more than 12%, while the Greenville, MS, ceiling products facility achieved a 16%o reduction. Safety Safety is another important element that received increased attention. U.S.G.'s safety performance over the past five years has consistently improved. In 1981 it was five times better than that of the gypsum industry; nearly 10 times better than all industry as measured by the National Safety Council; and almost 20 times better than all US manufacturing as recorded by the Bureau of Labor Statistics. In addition to human concerns, this excellent record results in significant dollar savings that directly affect company results. In 1981, U.S.G.'s pre-tax savings in claims, premiums, and related expenses were about $20 million compared to the industries in which it competes. For the first half of 1982 performance improved further, with a cumulative lost workday incidence rate per 200,000 man-hours worked of only 0.27, an all-time record. As a result of feasibility studies made in 1975 a 3-0 seismic reflection survey was shot over part of the Veendam salt pillow during 1978-1979. The Zechstein salt pillow, located in the northeast of the Netherlands near the town of veendam, occurs at a depth of 1400 m and contains three carnallite rich horizons over an interval of 300 m below top salt. MgCl2 brines are produced from these layers as feedstock for a magnesia plant, which starts up in 1981. Prior to the acquisition of the seismic data four wells had been drilled. The thickness of the carnallitite layers encountered in these wells varied between 50 and 125 meters. In view of these variations it was necessary to obtain a reliable isopach of the different layers. The 3-0 seismic survey covered an area of ± 4x4 km with a sampling interval of 20 m in all directions. The data was recorded it an area array using a 120 channel instrument. Final presentation of the data was in the form of 3-0 migrated acoustic impedance cross sections. The quality and resolution of the seismic data allowed reliable structural and isopach mans to be made. It was shown that the carnallitite layers are continuous over the area surveyed, whilst local thickening is "fault" related. Having this information brine production locations could be choosen in the thicker parts, allowing maximisation of production potential whilst avoiding faults and fulfilling mining regulations. A subsequent benefit of this approach is the possibility of using the seismic data to predict ore grade. Using the available wells as calibration points the acoustic impedance response of the seismic at the well was matched to the ore grade found. From these points a synthetic section was made with varying ore grades. Pre¬liminary results are encouraging and the liability of this predictive tool will be evaluated in the light of future drilling.

Stressmap is a program whereby the earth's stress field is charted in detail and utilized for design of mines and mine exploitation. This program is implemented by mapping the attitude (location, direction, dip, and extent) of induced rock ruptures during the process of hydrafracturing drill holes contiguous to mine interest. The program includes utilization of ancillary naturally occurring stress relief signals, They are precipitated because the earth is indeed dynamic and the strata of the crust are continually adjusting to load and/or strain differentials resulting in rock deformation and fracturing. These fracturing adjustments occur as small to tiny earthquakes comparable to Richter magnitudes of one, zero, minus one, and smaller events termed microearthquakes. Obviously, the earth's stress field changes due to continued differential loading and crustal movements; therefore it becomes conspicuously evident that resolving today's stress field as opposed to paleostresses is most important for efficient, economical, and safe mining operations.

As one of the more important Industrials Minerals, gypsum occupies a significant place in the economy of the United States, particularly in that segment which can be loosely called the Construction Industry. For many years, products made from gypsum have been a major building material, and the usefulness and versatility of these products is such that their widespread use is expected to continue. In 1968, according to U.S. Bureau of Mines statistics, the value of all gypsum products sold in the United States was 405,000,000 - and although this value has dipped from the 1964 high of $ 432,000,000, it is expected to trend upward in the next few years to equal and surpass this figure as the construction industry recovers from its current squeeze of "tight money" and high interest rates. There are many factors to be measured in determining the potential value of any mineral deposit, and how it might fit within its particular industry. What, then, are the qualities which a gypsum deposit must have in order to profitably participate in the four hundred million dollar plus business which is the gypsum industry? First let's consider the geology of gypsum, the geographic distribution of deposits, and the more important factors such as size, grade, capital requirements, and operating cost. Then, an understanding of the uses of gypsum, various types of products, and location of markets would be helpful, along with such other factors as the structure of the industry, price trends, etc.

Kaolin, normally an inert filler when compounded with polymers, is converted into a strongly reinforcing pigment by prereaction with certain functional silanes. Modification of kaolin with amino and mercapto silanes allows it to form crosslinks and confers significant improvements in modulus, abrasion resistance, compression set and other physical properties of a broad range of polymers.

An 8-foot tall horseshoe adit tunnel located within an abutment of the Mount Morris Dam in Mount Morris, NY required repair of a failed reinforced concrete liner. The adit tunnel is entirely founded within highly weathered shale bedrock units, which induced unloading stress on the original tunnel liner. An epoxy-impregnated carbon fiber fabric wrap manufactured by Sika was chosen to repair the failed adit tunnel liner. Kilduff Underground Engineering completed the design of the tunnel repair utilizing both empirical and numerical methods. Merco Engineering Contractors completed the injection of chemical grout and repair liner installation.

INTRODUCTION Frontier-Kemper Constructors, Inc. is an Evansville, Indiana based heavy construction contractor engaged in projects for both the public and private sectors of the underground construction industry. General Project History The U.S. Army Corps of Engineers is responsible for designing, constructing and maintaining various navigation and impoundment structures on the nation's inland waterways. Maintenance involves both the work required to maintain the structure in fully-operable condition and the ongoing work required to maintain a positive impact on the environment. John Day Dam is located on the Columbia River approximately 95 km (60 miles) upstream of The Dalles, Oregon. It was constructed to: provide electric power to the Pacific Northwest; provide Locking for up-and-downstream bound commercial and private watercraft; act as a water impoundment structure to control flooding conditions; and to provide a source of irrigation water

Tunnel inspections have traditionally been carried out manually by inspectors writing up observations and taking photos of defects. The results from the inspection and the defects observed are dependent upon the rigor of the inspectors and may be subject to repeatability and consistency issues and is often time consuming with elevated health and safety risks. This paper will discuss work that is being carried out in developing and implementing an innovative hardware and software solution integrating machine learning to automate the process of capturing objective tunnel condition information, offering cost and programme savings as well as health and safety improvements

The Flotaire Flotation Cell is a simple, efficient hydraulic/pneumatic Flotation Cell that has no moving parts. It is normally used in conjunction with a surfactant (frother) in which case the combination is known as "The Flotaire System". On many ores, metallurgical efficiencies are substantially increased and operating costs reduce. For example, in floating phosphate rock, it is not unusual for BPL recovery to be increased more than 10%, the major increase being due to floating coarse phosphate, up to 14 mesh, and the difficult to float phosphate. Substantial improvements have also been made on coal, mica, vermiculite, kaolin, barite, copper, etc.

"The development of a mining project necessarily progresses through many steps, beginning with the identification of a mineral resource and continuing through project construction. Several classifications of engineering study development are described, including preliminary economic assessment (PEA) or scoping studies, prefeasibility studies (PFS), feasibility studies (FS) and regulatory codes, each with a specific project organizational objective. This paper addresses the PEA, PFS and FS types of reports that are used by companies to evaluate projects, meet regulatory requirements and seek financing. The minimum requirements for engineering studies, focusing on the needs of financial institutions considering investment in a project, are outlined. IntroductionThe financing of mining projects in recent years has come under increased scrutiny by financial institutions owing primarily to an increasing percentage of projects whose capital expenditures had overrun project budgets or had failed to produce the economic returns anticipated during the project development process. Often, unfavorable project outcomes are not the result of widespread failures of the project engineering process but arise from inadequate engineering in limited specific areas of the project scope, such as overestimated mineral reserve, inadequate mine design, insufficient metallurgical testing or underestimated capital costs. Mill facilities and process infrastructure typically are responsible for up to 80 percent of the capital expenditures required by greenfield mining projects. They are often the project areas where capital costs are inadequately developed, and consequently are the areas highly scrutinized by financial institutions. This paper offers a perspective on the level of engineering expected by financial institutions as a prerequisite to committing support to developing mining projects.The evaluation of a mining project from exploration through development and production is a lengthy and complicated process. Mine development commitment activities for a potential project are initiated when a mineral resource is identified and continue through to the start of construction. The technical feasibility and the economic viability of each project are determined during the phases of mine development with more detailed engineering data required at each stage. When a large area of open gob collapses suddenly, a windblast is produced that can cause considerable damage throughout the infrastructure of a mine. In a few cases, the windblast has been accompanied by ignitions of methane and/or coal dust. This paper describes the conduct and results of laboratory tests involving the compression of mixtures of air, methane and coal dust under a falling weight and while allowing controlled escape of the mixture. The transient responses on pressure and temperature sensors were recorded. In addition to an analysis of those records, the paper highlights those conditions in which ignitions occurred.

Underground ventilation systems, which require electricity to operate the fans and fossil fuel for heating in winter, can account for a significant portion of the energy consumption of mines. Recent studies have shown that the ventilation system in deep and highly mechanized metal mines could be responsible for 40 to 60 percent of their overall energy consumption. Presently, underground ventilation systems are designed for peak air volume requirements, which usually occur well into a future stage of the mines’ operating life. As a result, during their early operating stages, the intake air volume of the mines could be well in excess of their true air volume needs. Such ventilation systems could be considered as uneconomic, and to remain competitive the ventilation design needs to improve while the mines are trying to reduce energy consumption and their carbon footprints. This paper introduces a new mine ventilation design method where an underground base-metal mine’s ventilation system is designed by integrating discrete-event mining process simulation (DES) with mine ventilation modeling techniques. Furthermore, based upon the output data generated by means of discrete-event mining process simulations, the air volume requirement for the operating life of the mine is determined for “traditional” versus “activity-based” ventilation requirements. The output data generated through ventilation simulations are then used to quantify the economic and environmental benefits of an activity-based ventilation delivery system.
