The Federal Coal Management Program represents the culmination of several years of effort by the Department of the Interior (001) to reformulate the manner in which coal owned by the United States is leased and developed. These efforts began in 1970 with a study by the Bureau of Land Management (BLM), which indicated that unless drastic changes were made in. the federal coal leasing procedures, federal coal lands would be leased almost for the asking while production of coal from those lands had been decreasing. Consequently, informal action was taken in 1971, which resulted in no further leasing being authorized until February, 1973. At that time, a formal moratorium on most coal leasing was established, with exceptions granted only for leases needed to satisfy short-term needs such as maintaining existing mines or supplying reserves for new contracts in the immediate future. This leasing policy embodied a long term objective of developing an entirely new planning system for federal coal leasing, as well as to schedule the preparation of a programmatic impact statement for this new system. As a result of the 1973 moratorium and the ensuing application of short-term criteria, only 10 federal coal leases (covering approximately 30,177 acres) were issued from February, 1973, through January l, 1976.

"It is widely known that steel made from iron ore pellets high in phosphorus is brittle. Removal of phosphorus from iron ores such as hematite has proven to be difficult. The majority of research on phosphorus removal from hematite ores has been focused on flotation. The purpose of this study was to assess phosphorus distribution under current operations at an existing hematite concentrator and determine how efficient the plant is at removing phosphorus. Objectives included: (1) Perform a phosphorus balance at an operating plant to assess phosphorus distribution under current operations; (2) Determine phosphorus removal efficiency of each separating unit and (3) Perform a quantitative liberation analysis to determine max phosphorus removal by physical means. Liberation was quantitatively determined using wet high intensity magnetic separation (WHIMS) to separate iron ore from liberated apatite (and other nonmagnetic compounds).It was observed that 61.2% of the total phosphorus entering Plant F was rejected during current operations. The desliming process was the most efficient step at removing phosphorus (45.1% P removed), whereas the flotation step was much less effective (16.1% P removed). Liberation analyses indicated that the deslime thickener may have been more efficient at removing phosphorus than the flotation circuit due to the greater abundance of liberated phosphorus in the deslime thickener feed. The scavenger returns stream was identified as having a high concentration of phosphorus and a possible point of phosphorus removal. However, liberation analyses indicated that only 32.4% of the total phosphorus in the stream was liberated. Grinding the scavenger returns to 80% passing 5.2 µm increased the amount of liberated phosphorus in the stream to 70.4%."

The characteristics of gold leaching from carbonaceous matter by sodium cyanide, and sorption of gold cyanide to carbonaceous matter in autoclaved and non -autoclaved gold ore from Barrick Goldstrike Mines Inc. (BGMI), Nevada, was investigated. Much greater gold cyanide complex sorption was observed for the carbonaceous matter in high preg-robbing ores relative to the low preg-robbing ores. This observation corroborates previous reports that have attributed observed preg-robbing behavior to the carbon in the ore. Gold cyanide complex sorption was found to be reversible for carbonaceous matter from low preg-robbing ore, but was irreversible for carbonaceous matter from high preg-robbing ores. Autoclaving the ore appeared to enhance the sorptive behavior of the carbonaceous matter from both high and low preg-robbing ores.

Most modern crushing and grinding facilities are automated to some degree. Some, of course, have a very minimum of automatic control whereas others utilize very complex control equipment. However, with very few exceptions, the re has not been a new basic control philosophy applied in this field in the past seven years. The philosophy has been broadened in scope and applied to larger plants, some of them with data logging and so- called computer control, but almost always the same tried and proven basic control philosophy is the basis for the control system. New types of control devices to better implement the automatic control have been developed and are continuing to be developed. These devices and their application will be explained and the advantages and disadvantages of each will be discussed. Automatic lubrication of plant equipment is most essential, but this paper will not cover these systems. The use of data logging and computer analysis of the data obtained is fairly recent and it is hoped that by careful analysis of this information that new and better basic control philosophy will be forthcoming. This paper will describe the basic philosophy applied in its simplest form to several types of crushing and grinding equipment, and it will describe how it is being expanded to more complex systems. Some of the economics with regard to first cost, return on investment and maintenance will be covered.

One of the chief sources of the world's supply of asbestos lies in a belt of ultrabasic rocks which runs northeastward through an area called the Eastern Townships, south of the St. Lawrence River in the Province of Québec. The productive portion of this belt extends from the town of Asbestos in the south, for a distance of some 9,5 km to beyond the village of East-Broughton. The first discovery of asbestos in this region was made in 1874. Only crude fibre was produced until 1888 when the first mill was erected near the town of Black Lake. Since the inception of the industry, almost 100 years ago, no less than 100 different compa¬nies have been formed and 46 different mines have been operated. There are presently 5 active companies in the area providing direct employment for 4100 workers, down from 6000 during the seventies.

"Steel members of the ground support systems in underground mines are routinely exposed to corrosive environment that may range from acidic to alkaline. Corrosion of steel bolts leads to metal loss and thereby, reduction in strength and useful life. Protective coatings are commonly applied to the steel bolts to combat corrosion. However, coatings are expensive and often cumbersome in practical applications. Instead, Minova has developed an innovative technology based on sacrificial anodes. The anodes were designed from non-ferritic alloys that are inferior to steel on the Galvanic Series. This paper will present data from field testing to show significant benefit of the technology. Potential applications in current products will be discussed. INTRODUCTION Corrosion is a physical alteration of a steel material from electrochemical reaction with its environment that often results in reduction of the mechanical and physical properties of that material. Mine roof bolts, the subject of this investigation, are particularly susceptible to corrosion as they can be exposed in their working environment to ground water and air with high humidity. As other researchers have determined, corrosion increases markedly in sulfide ore bodies due to acid runoff. There are several types of corrosion that a rock bolt is likely to undergo when used for ground reinforcement in underground mines (Aziz et al., 2013). Of all the types of corrosion, pitting is particularly dangerous as it can remove capacity for the bolt to deform with subsequent strata movements. Sudden failure of a bolt is likely to occur when severe pitting corrosion is experienced. The type and nature of corrosion depend on the nature of the ground condition and bolt encapsulation. Generally, the type of corrosion and severity of the corrosion varies along the axis of bolt. Almost all of the mine roof bolts used in mines, with the exception of fiber reinforced polymers, are made from steel. This paper presents the results of an analysis and summary of relevant literature on the mechanism of cementation of metals in acidic aqueous media, with the aim of reconsidering the conventional assumptions. The simplicity of the process as a mere galvanic metal displacement is discussed, and the real effects of pH and hydrogen pressure in different cases assessed. Finally, an alternative mechanism scheme with respect to the role of hydrogen species, in agreement with reported data, is proposed.

"In order to conserve the coal resources, many coal mines which have been mined begin to re-mine. Re-mining face is of complicated circumstances and coal spontaneous combustion is unknown, so experiments are designed to study the characteristics of multiple oxidized coal samples. The investigation into the oxidation of coal is conducive to the safe mining of the coal seam groups and thick coal seams. The non-caking coal is collected as coal samples. The raw coal sample with initial oxidation and the sample after second oxidation and third oxidation are obtained after a certain treatment of the coal. The temperature-programmed system, and proximate and ultimate analysis are adopted to compare the releases of gaseous products of spontaneous combustion characteristic parameters of the multiple oxidized coal sample. With the increase of oxidation times, experimental results indicate that the oxygen consumption rate, the release rate of carbon monoxide and the intensity of heat release are significantly decrease. The characteristic temperature dropped and the size of the pores in coal is smaller as well. INTRODUCTION China accounts for 13% of global coal resources [1-2]. In recent years, more and more coal mines begin to re-mine in order to conserve resources. This production mode is to mine coal pillar left by last exploitation or unavailable for mining. In the process of slicing mining for coal seam groups or thick coal seams, the second or multiple oxidation due to the mining-induced effect, may take place in the goaf of the lower seam. So the spontaneous combustion is prone to occur in this area. The study on oxidation of coal is conducive to the safe mining of the coal seam groups and thick coal seams. Scholars [3-7] have discussed the workability of re-mining for coal mines, verify the feasibility of the existing mining technology for re-mining area, and set up the prevention measures of coal spontaneous combustion. But all these measures are only based on on-site observation data, instead of experiment on spontaneous combustion characteristic parameters of re-mining coal samples which have a great importance for early prediction and forecast. The authors aim at investigating the multiple-oxidated coal spontaneous combustion law, and perfecting the coal spontaneous combustion mechanism to provide a basis for the prediction and forecast."

A variety of chemicals offered by Armak were evaluated as dewatering aids for aqueous slurries of silica sand, sparsand and feldspar; an established commercial dewatering aid was used as a control. A number of Armak's potential dewatering aids yielded lower moisture retention values than did the commercial product on all of the mineral samples. In addition to the chemical dewatering evaluations, some of the mechanisms involved in the removal of water from these mineral samples were examined.

The Rochester Mining District is located some twenty-five miles NE of Lovelock, Nevada. The District was discovered and named in the 1860's by prospectors from Rochester, New York. For a number of years, they worked Rochester Canyon, sinking shafts and inclines and making open cuts. After reaching a depth of approximately eighty feet, the miners tapped an underground channel and were driven from these workings by a strong flow of water leaving pumps in the shaft and barely escaping with their lives. With the Rochester workings no longer accessible, the miners went to the southeast and established the Relief Mining District. About 1881, gold was found in the gravel at the mouth of American Canyon, to the east of Rochester. These placers were worked until 1895, first by the Americans who reportedly took out $1 000 000, and later by the Chinese who mined the gravel with great skill. It was estimated that the Chinese took out as much as $10 000 000.

There are two aspects of financing western coal development -- whether there is going to be enough money to finance the prospective large development of the industry, and the specific techniques of raising money for that development. To take the first question of whether there is going to be enough money around to finance your industry, I think it is quite clear that the restrictions on the development of western coal are going to be non- financial. Environmental impact problems are creating the greatest delay in coal mine development, at the moment; but getting enough personnel, mining equipment, railroad equipment, and failure of the Department of Interior to act on leasing federal coal lands all appear likely to create significant bottle- necks in the development of western coal -- larger bottlenecks than financing. Financing appears straightforward for the industry. There are many projections of the financing required to meet Project Independence goals. The National Academy of Engineers estimated that development of 500 million tons per annum of western coal would be necessary by 1985 to meet the Project Independence goals which might require $20 billion of capital spending. It is generally agreed that 500 million tons a year is not a realistic possibility. Carl Bagge?s estimate of production of 250 million tons a year by 1983 appears a more reasonable projection. Data used to build geostatistical models come from a wide variety of sources with potentially differing sample errors and volume supports. Typically all available sample measurements are pooled together for statistical analysis irrespective of the quality of the data. The sample data is used to assess spatial continuity, make local estimates and assess uncertainty. A new methodology is proposed to simplify accounting for samples of differing quality. The result is improved estimates with higher weights assigned to high-quality samples, while low-quality samples receive less influence in resource estimation. A new dimension, d, is introduced and calibrated to account for sample error and/or volume during estimation. The addition of an extra dimension can be easily incorporated in existing kriging or inverse distance workflows. The only additional parameters required are the sample error and volume for each datum. The methodology is demonstrated and the improvement in local accuracy is documented. Extending the dimensionality of the domain to four (three spatial dimensions and the additional d dimension) requires a valid 4D variogram model; therefore, the spherical variogram model is generalized to arbitrary n-dimensions.

Barometric pressure changes affect air density, leading to change in the mass of the gas in the gob. When the barometric pressure decreases, the volume of gas in the gob expands, while the volume of gas contracts when the barometric pressure increases, a process which causes the gob to “breathe” out and in. Although the concept of gob “breathing” is simple, its effect on spontaneous heating of coal in the gob area is not clear. In this study, computational fluid dynamic (CFD) simulations were conducted to model the spontaneous heating of coal in the longwall gob area under measured barometric pressure changes. A single longwall panel using a bleederless ventilation system was simulated. If there is no barometric pressure change, the intake airflow rate is equal to the return airflow rate. When the barometric pressure changes, these two airflow rates are no longer equal, and the difference between the two airflow rates represents the airflow rate the gob breathes in and out. The effect of inflow and outflow of gas on the potential spontaneous heating in the gob was investigated using the CFD model developed in our previous study. The effect of barometric pressure changes on the spontaneous heating was found to be dependent on the gob permeability and the coal oxidation rate. The effect of barometric pressure changes on oxygen concentrations in the gob was also examined.

Traditional batch flotation tests produce a limited number of data points from which to evaluate the kinetics of the process. In this research, continuous weighing of froth, from a modified circular flotation cell, using a computer/data acquisition system., has been coupled with chemical analyses from intermittent froth sampling. This combination has permitted the experimental data to be smoothed such that the flotation kinetic parameters could be determined with enhanced confidence. To demonstrate the procedure, a galena ore was floated to permit flotation kinetics to be investigated as a function of cell parameters. It was shown that the kinetic data of this lead flotation most closely correlated with the Huber-Panu three parameter model. In addition the results illustrated the effect of froth thickness, froth scraper rate and air flow rate on the cell performance, in terms of mass flow, grade and recovery.

"It is prudent to interpret atmospheric monitoring signals in real-time for checking the safe limits of the air conditions in underground mines. In gassy mines, such real-time evaluation increases the safety of operation. In all mines, the continuous monitoring and evaluation contribute to maintaining air conditions to be within healthy and safe limits. Signal interpretation for safety conditions in mines is difficult for many reasons. An increase of hazardous contaminant concentrations can be predicted by signal pattern recognition, root-cause analysis of rapid changes toward deterioration and forward prediction in time using algorithms and numerical models. This paper focuses on analyzing signal patterns to recognize dangerous trends as well as forward predicting the various environmental and working conditions that may affect safety in underground mines. Efficient numerical ventilation model with heat and gas contaminant simulation components is needed for the analysis of real-time atmospheric monitoring data. Computational speed enhancement methods are discussed and tested in numerical examples, using the Jacobian sensitivity matrices for signal propagation prediction. INTRODUCTION The focus area of this paper is mine safety, related to hazardous atmospheric conditions in a mine ventilation system. Improvements by recognizing safety hazards caused by heat of combustible gases or the accumulation of poisonous gases in a mine are addressed. The recognition of safety hazard by manual evaluation is difficult because of the complex nature of information and the large amount of monitored data from measurement by atmospheric sensors such as air velocity, pressure, hazardous gas contaminants and temperature. In order to recognize problem-causing trends, it is necessary to evaluate continuously individual measurement data from the Atmospheric Monitoring System (AMS) of the mine during their time-dependent variations. In addition, the combined effects of various signal trends need to be simultaneously interpreted in their cross-effects. It is very difficult to foresee the possible outcomes of intertwined signatures of various problems by continuous human observation. For example, a steady, continuous methane concentration measurement together with a sharp drop in barometric pressure from the AMS sensors may be a case for worry in future time due to pressure-induced methane increase from the coal seam or the gob (Danko et al., 2013). This future increase can be predicted by a time-dependent Ventilation Air Model (VAM) and its surrogate Air Parameter Predictor Solver (APPS) model. A calibrated VAM or APPS model can indeed predict a likely methane concentration variation in future time as a function of previous and new air pressure as well as air velocity (Danko, et. al., 2013). Such a future trend, however, cannot be seen from the raw measurement data."

Overland belt conveyors often use vertically guided counterweight take-ups or horizontally tensioned carriages to maintain belt tension. In the event of belt or wire rope failure, these systems can release significant stored energy, creating high-impact forces that risk structural damage and personnel injury. This paper reviews current safety arresting technologies and presents a calculation methodology for estimating impact velocity, energy absorption requirements, and stroke limitations. Worked examples illustrate the selection process for appropriate arrestor types under different design constraints. The study emphasizes early integration of safety devices to minimize structural loads, avoid costly retrofits, and enhance operational reliability. Implementing robust arrestor systems improves safety and reduces downtime in bulk material handling environments.

Fermilab is constructing a large underground cavern in Limestone to house scientific equipment. The cavern will have a complex L-shaped geometry and about 215-foot depth with relatively shallow rock cover, with service/egress shafts accesses into the cavern. Three-dimensional analytical models were developed to study the ground behavior and support performance. Multiple rock constitutive and failure models were evaluated. The models were significantly impacted by the high lateral in-situ earth pressure at the site. This paper will describe the design approaches that were taken to optimize the cavern arch geometry to allow safe construction in shallow rock, and permanent support requirements.

Spectroscopic techniques are becoming increasingly popular for characterizing the interior of adsorbed layers of surfactants and polymers at solid- liquid interface as well as in the identification of com- pounds on mineral surfaces. This review encompasses the application of fluorescence and ESR spectroscopic techniques to reveal the microscopic environment of the adsorbed layers of surfactants and polymers on minerals with a special reference to the adsorption of anionic surfactants (e.g., sodium dodecyl sulfate) and polyelectrolytes (e.g., polyacrylic acid) at positively charged mineral (e.g., alumina) - water interfaces. Finally, the utility of XPS and auger techniques to identify the surface elemental composition of different mineral species has been related to their flotation efficiency.

This paper addresses the valuation and development timing of an undeveloped mineral project. Traditional analysis has us developing the project immediately if its net present value (NPV) is positive. Option pricing theory finds that it is better to wait until the NPV of the property is significantly greater than zero before developing. Alternatively, when evaluating the development timing decision, we must calculate NPV using a higher "timing-adjusted" discount rate, and develop the property only if its NPV using this timing-adjusted discount rate is greater than zero. This paper uses option pricing ideas to convert this development timing advice into a more concrete and user-friendly decision rule: develop the project when its "development-timing NPV" is positive, this development-timing NPV being calculated using the normal discount rate.
