During 1960, the controversy over percentage depletion reached the level of debate between presidential candidates. Nixon took the position that he would not tamper with the status quo in this matter. Kennedy took the position that he was willing to take a fresh look at the issues involved. Kennedy's position appears to have been based upon two premises: (1) new sources of federal revenue may be needed; and (2) current depletion rates, even if sound in principle, may be too high and, therefore, inequitable. The latter premise constitutes the basis for the claims that depletion allowances are simply "loopholes" of tax avoidance. Very probably the controversy over percentage depletion will remain in the political limelight during most of the coming decade. It is quite possible that the current depletion rates, at least those for oil and gas, will be reduced during this period. The aim of this paper is to isolate the complex causes of this mounting opposition to percentage depletion.

Newmont?s Twin Creeks Mine, located in northern Nevada, is producing gold ore from surface mining operations. The ore is currently processed at three different on-site facilities depending on ore type and grade. Processing facilities operate under stringent geochemical blending constraints that must be met from mine ore deliveries and off-site sourced ore. To analyze various strategic options, the technical team utilizes the mathematical optimization approach. However, due to the size and complexity of the operation, there are unique challenges in optimizing life-of-mine production scheduling. This paper describes those challenges and methods developed to take advantage of different scheduling software to effectively compensate each other and result in reasonable guidance. This paper also describes how those scheduling results are reflected in detailed mine plan and cost estimate work.

Increased emphasis on industrial pollution control has intensified investigation of waste treatment technology for methods of reducing the amount of pollutants discharged by industry. The mining and mineral processing industry can point to a record of considerable accomplishment in the field of wastewater treatment and reclamation because these operations are so frequently an integral part of the entire operation of an ore dressing facility. This is amply demonstrated by metal producers in the arid regions of the Southwest where water shortages require maximum use of available water. For example, the copper industry in Arizona during 1960 employed an estimated 184 billion gallons of water of which 87% was reused water. (1) Only 0.0003% was discharged to streams and the remainder was consumed by evaporation (8%) and seepage (5%). The most severe pollution problem facing the mining and ore processing industry today is that resulting from acid mine drainage. This problem is largely associated with the mining of coal although it occurs to a lesser degree with the mining of other materials. The degradation of streams by acid mine drainage in the vicinity' of the Appalachian coal fields has been widely publicized and a major effort is underway to determine the best means of correcting this situation. Other forms of pollution from mining operations are less well-known, but it is anticipated that improved or advanced waste treatment techniques will be required for segments of the industry to comply with new pollution control regulations. The current emphasis on redefining hazardous levels for heavy metals and various chemicals with regard to the total environment will in all likelihood lead to tighter discharge controls in some cases. 1. INTRODUCTION In April 1979, the U. S. Nuclear Regulatory Commission issued the Draft Generic Environmental Impact Statement (GEIS) on Uranium Milling (NUREG-0511) for public comment. While the GEIS is a broad environmental impact assessment of the U.S. uranium milling industry as a whole, its primary focus is on the issue of uranium mill tailings disposal and long term isolation. In August of 1979, proposed regulations (U.S. Federal Register Notice 44FR50012), incorporating both conclusions of the GEIS and provisions of recent U.S. legislation on uranium mill tailings (Uranium Mill Tailings Radiation Control Act of 1978--UMTRCA), were also issued for public comment. This paper (1) briefly reviews the major conclusions of the draft GEIS, (2) summarizes the major elements and rationale of the associated, proposed regulations, and (3) reviews some of the major issues raised during the public comment period and changes which the NRC staff expects will be made in finalizing the GEIS and regulations. The risk in summarizing a document of such broad scope and complexity as the GEIS is that the depth of evaluation and the full technical bases for conclusions reached may not be adequately conveyed. Recognizing this, those Sections of the draft GEIS where a more complete discussion of the issues is presented are parenthetically noted in this paper in order to facilitate location of additional background and supporting material. 2. GENERAL CONCLUSIONS In the GEIS, a full range of tailings disposal alternatives was considered. These alternatives ranged from the past practice of doing little or nothing to control tailings, to advanced treatment alternatives such as nitric acid leaching to increase removal of radioactive elements and fixation of tailings in cement or asphalt. Our broad conclusions were: -Any alternative which results in the need for ongoing, active maintenance to assure long term containment, is unacceptable. (12.3.2.1) -Advanced treatment alternatives are unwarranted since they offer uncertain incremental benefits yet involve costs which may be as much as an order of magnitude greater than costs associated with acceptable alternatives. INTRODUCTION This paper deals with the main components in exploring for and developing a gold ore deposit. It addresses geology, exploration drilling, ore reserves, and evaluation criteria in an integrated manner to present an overall picture. Gold forms such a small component of a gold ore body, that particular care should be taken in dealing with the data from a developing deposit. The paper lists the main gold ore deposit types and their character. Their differences, as well as differences to other types of ore deposits, are important to understanding exploration approaches, and problems of ore reserve definition. Gold exploration has enjoyed a great boom in recent years. Many new ore deposits have been developed but experience shows that definition of gold is not a simple straight forward process and this outline attempts to point out some of the important aspects of ore reserve definition including some pitfalls. GOLD DEPOSIT TYPES The Witwatersrand deposits in South Africa produce about 50% of the world's gold. The gold occurs as fine grains in thin beds within gently dipping quartz pebble fan conglomerates usually with associated pyrite grains. It is characterized by rather uniform distribution of gold along thin layers within the conglomerate.

The two types of dryers used in the drying of copper concentrates are the rotary dryer and the spray dryer. The rotary dryer has until recent history been the traditional drying method used, Although spray dryers have been used in the chemical field for many years it is only recently that they have been accepted for drying of copper concentrates. The study re-examines respirable coal mine dust samples using scanning electron microscopy (SEM) and thermogravimetric analysis (TGA). It finds that SEM tends to overpredict the abundance of dust from rock strata and underpredict coal content, possibly due to coal-mineral microagglomerates (MAGs). The findings suggest that MAGs could be valuable in improving dust controls in mines.

REE analyses of cumulate plagioclase from the PGE ore zone of the Stillwater Complex indicate that pressure fluctuations in the magma chamber acting on a single magma can- not be responsible for features such as the reappearance of Mg-rich olivine on the liquidus. The data is more consistent with a model involving multiple injection and mixing of geochemically distinct magmas. The PGE bearing sulfides of the J-M Reef are associated with such a re- appearance of olivine, indicating that the unusual location of the ore zone may be related to the addition of new magma, compositionally distinct from magmas that produced cumulates in the Ultramafic zone of the complex.

This report presents the results of experiments to evaluate different types of mine fire sensors in an underground mine environment using a commercially available atmospheric monitoring system. To determine how well carbon monoxide (CO) and smoke sensors respond for purposes of fire detection, experiments were conducted using test fires of different mine combustibles and for both flaming and nonflaming combustion. The experiments were designed to assess the response of fire sensors to different contaminants and different contaminant levels produced from the test fires. The experiments were performed in the Safety Research Coal Mine at the U.S. National Institute for Occupational Safety and Health’s Bruceton Research Facility in the presence of an average ventilating air velocity of 1.6 m/s (315 fpm). Five fire sensor stations were located downstream of the test fire at fixed locations, with each sensor station consisting of four sensors: a CO fire sensor and three different smoke sensors, of which two were evaluated by the Mine Safety and Health Administration (MSHA) for intrinsic safety and the third was used extensively in underground mines overseas but not evaluated by MSHA for intrinsic safety. All four sensors were mounted near the center of the entry and in the upper onethird of the entry height. A UL-listed combination ionization and photoelectric smoke sensor was mounted near the roof at the first sensor station and its responses were compared against the responses of the four CO and smoke fire sensors. Sensor response data, contaminant travel times, and the impact of fire on the existing ventilation flow are discussed as they apply to earlywarning fire detection. Of significance in the analysis is the need for performance standards for mine fire sensors in order to provide for consistent and timely early warning of developing fires.

"R.E. Janes Gravel Co. is an aggregates producer is located along a paleo-channel of the Ogallala formation (locally known as the Slaton Channel) approximately 48.3 km (30 miles) southeast of Lubbock, TX. In an attempt to beneficiate the 25.4-mm (1-in.) concrete aggregate product, a log washer was installed in the processing line to liberate and remove fines (clay) from the finished product. The introduction of this extra cleaning step increased fines in the finished product, exacerbating the original problem. Several other processing options were investigated before a geological analysis was undertaken to try and define the lithology of the formation and formation characteristics in an attempt to alleviate this problem.Initial assessmentsThe mined resources are mid-Miocene to early Pliocene (16-4 mya) in age and is the eastern exposure of the Ogallala formation of the Southern High Plains escarpment. The Ogallala formation consists of coarse-grained alluvial sediments in paleovalley channel ways from the Rocky Mountains with fine Aeolian and paleosol deposition on the uplands across the High Plains region of the United States. Locally, these Rocky Mountain sediments from New Mexico were transported and deposited in a paleochannel that is approximately 0.805 km (0.5 miles) wide and 15.25 to 18.3 m (50 to 60 ft) in depth. As this channel cut across the Southern High Plains it eroded local rock sources of Late Cretaceous limestones and Triassic sandstones and mudstones incorporating them into the younger Ogallala depositional sequence.Depositional historyThe channel currently being mined is a nontypical Ogallala deposit. The Ogallala in the panhandle of Texas is divided into two units, the Couch and the Bridwell. The Couch is the older of the two and exhibits alluvial sedimentation of thicker and larger gravel (up to 76.2 mm or 3 in.) deposits fining upward to Aeolian sedimentation and thick friable caliche deposits. The Bridwell overlies the Couch and is characterized by alluvial sedimentation, a distinctive red tint and smaller gravel components (typically no larger than 25.4 mm or 1 in.) fining upward to Aeolian sedimentation and thick, well-indurated caliche cap. The Slaton Channel divides these two units and shares lithologic components of both, yet is lithologically distinct due to its Cretaceous Age limestone gravels that can be < 3.66 m (12 ft) in size. Caliche/calcrete is a calcareous (CaCO3) deposit that forms in the B horizon of soils as a rain water leachate of CaCO3 from the upper A horizon."

INTRODUCTION The rock mechanics study of the shortwall mining system at Beth-Elkhorn corporation&apos;s Hendrix No. 22 Mine is being conducted under contract with the U.S. Bureau of Mines. The objective of the study is to obtain data on surface subsidence over a portion of the mined area, strata subsidence in the mined area, and underground stress changes and displacements in and near natural support elements of the mining system. This study is currently in progress, and only a portion of the results are being presented at this time. The Hendrix No. 22 Mine is located in the moderately rough mountainous terrain of Letcher County in eastern Kentucky. The nearest mine workings to the shortwall area are approximately 1,900 feet distant. The depth of cover over the mined shortwall area varies from 770 feet at Panel 1 to 170 feet at Panel 5 (Figure 1). The strata in the shortwall area is summarized in the three core logs shown in Figure 2. Hole no. 2 is located in approximately the center of the mined shortwall area (Panel 3, Line C, Figure 1). The coal seam in the shortwall area is approximately 4 feet thick and horizontal, although one major ‘roll’ intersects all panels.

With increasing interest in the physical cleaning of fine coal, there is a need for extension of the sink-float analysis procedure to finer sizes. Problems arise, however, in ensuring complete dispersion of the particles in the heavy liquids. A procedure has been developed in which surfactants are used as dispersing agents and solids concentration is minimized (using a simple formula to estimate the minimum weight needed for statistical reliability). Using centrifuges to increase separation rates and sub-sieve particle size analysis of the specific gravity fractions, a complete size-specific gravity distribution can be obtained. Analyses have been performed on coal samples as fine as -10 µm.

"INTRODUCTION Molybdenite is typically produced as a co-product in the copper ore flotation process. At the Rio Tinto Kennecott Concentrator (RTKC) in Copperton, Utah, the molybdenite is initially floated with copper sulfides and other value minerals producing a Cu-Mo concentrate. This is then separated in the molybdenum plant by depressing copper sulfides and pyrite and floating only molybdenite. The molybdenum plant in RTKC comprises the rougher circuit and several stages of cleaning to achieve a certain grade requirement of Mo. The rougher circuit is where the first stage of separation occurs. Cu sulfides and pyrite are depressed in the rougher circuit by adding NaSH under nitrogen and in the cleaner circuit by adding NaSH under air. The depression of Cu sulfides (and pyrite) by NaSH is related to the redox activity1. It is important therefore to maintain a reducing potential in the circuit in order to achieve effective Cu-Mo separation. If the rougher circuit is under air, like RTKC’s molybdenum cleaner circuits, it is harder to maintain the target redox potential because NaSH oxidizes rapidly in the presence of air thereby increasing NaSH consumption significantly. CU-MO SEPARATION AND ROLE OF PULP POTENTIAL The collector adsorption on copper sulfide minerals is through an electrochemical mechanism2. The collector changes the surface chemistry of the Cu mineral allowing it to float. Molybdenite, or MoS2, on the other hand, floats readily in the presence of a frother as it is naturally hydrophobic. Usually, hydrocarbon oil extenders such as diesel or burner oil are added to enhance Mo recovery. In order to effectively separate Cu from Mo, the collector complex on the copper surface needs to be destabilized or desorbed using a reducing agent such as NaSH or Nokes. As long as the circuit is under highly reducing conditions, the collector remains detached from the sulfide mineral surface allowing Cu sulfide depression. Therefore, it is important to measure the oxidation-reduction potential (ORP) continually and maintain the reducing condition with addition of NaSH. For a given collector each mineral will have a characteristic potential or electrochemical window for flotation to occur3, therefore, it is necessary to reduce the potential outside of this window in order to effectively separate Cu and Fe sulfides from MoS2 minerals2. In RTKC plant, the target reducing condition is between -450 to -550 mV to effectively destabilize the collector and depress Cu and Fe minerals. Typically the dosage of NaSH used in the molybdenum plant could range from 6 to 30 gallons/min (gpm). The high dosage of NaSH could pose risk of H2S exposure. RTKC wanted to evaluate alternatives to NaSH in order to reduce its consumption and minimize risk of H2S gas generation."

Surface mine equipment operators in the Campbell County region of Wyoming&apos;s Powder River Basin have found new ways of solving old problems. Technology, experience, competitive pressures and an increasing grasp of economies of scale have driven mine operators, equipment manufacturers and suppliers to specialization of applications. In economic terms, today&apos;s coal price of $4.95/t ($4.50/st) equates to $2.53/t ($2.30/st) in 1980 terms - an incomprehensible value at that time. This article describes some examples of change and adaptation made by Powder River Basin coal operators in overburden stripping equipment and techniques. It focuses on the evolution of the design and use draglines, shovels, trucks, scrapers and dozers.
