1.1. INTRODUCTION Despite indications of a general economic recovery in the U.S. during the mid-19801s, mine operators have not generally shared in the benefits of these reported better times. Budgets have not rebounded, borrowing is tougher, parent companies' pockets are not as deep as in previous years, and margins are not any better -- if there is any left over at all. Managing capital equipment budgets is always a challenge, and the last five years of stretched equipment lives make these decisions more tenuous. Delays and avoidance of replacements due to tough times inevitably makes those decisions increasingly difficult and usually more expensive The purposes of this paper are to present. a brief refresher outline of the fundamentals of equipment replacement analysis, to suggest a number of papers where analysis methods are explained in greater detail. and to recommend the use of a widespread microcomputer software capability (1-2-3) as the easiest path to a much-needed solution for a very difficult, and usually under-supported management decision problem 2. REPLACEMENT DECISION POLICY Investments in equipment replacements must compete for capital with all other investment alternatives. Capital for replacements of ten represents a greater commitment than do the new projects which a company might handle in a given year. But. sadly, formal policies for standardized analysis of replacements rarely exist, even in major companies. Yet this policy can be very significant in determining the competitiveness of a firm. Whereas many replacement decisions are based on cost minimization, economists and financial analysts agree that wealth maximization or return on investment is the superior criterion. Though the difference may seem slight, agreement on a firm's financial objective is vital. Replacement policy should be straight- forward. have a logical basis, and a proper level of sophistication. There are several reasons to develop a policy for replacement decision-making: [I] 1 - equipment's optimal economic life is nearly always shorter than its physical life; 2 - mine life often exceeds equipment life, so management must face these decisions routinly 3 - replacement capital costs, on an undiscounted basis, can run 25 to 75% of original capital 4 - technological changes may result in a newer machine or system which can operate more efficiently, more safely. or less expensively 5 - estimates should be made consistently in the fundamental areas of life expectancy, availability, utilization. price escalation, taxes 6 - long-term and short-term budgeting without decent data and analytical capability is nearly impossible, or at least ineffective Policy development assumptions which must be considered include: the planning horizon, cost patterns, interest rates, availability of capital, replacement vs. expansion, technology advances.

INTRODUCTION The former Shiprock uranium mill site is located in the community of Shiprock, New Mexico on a bench overlooking the San Juan River (Figure 1). Both Shiprock and the mill site are located on the Navajo Indian Reservation. The millsite was built on a 230 acre tract leased by Kerr-McGee Oil Industries Inc., and was operated from 1954 to 1963. The Vanadium Corporation of America and its successor, the Foote Mineral Company, operated the mill from 1963 to 1968. During its entire operation, 1.5 million tons of uranium ore was milled producing 3711 tons of U308 concentrate. The concentrate was sold to the former U.S. Atomic Energy Commission. During milling, the ore was crushed to less than 35 mesh and acid leached to remove the uranium. The [ ] uranium was removed from the leach solution by solvent extraction and the uranium-barren solution discharged into raffinate ponds for disposal by evaporation and seepage. The spent solids (tailings) were pulped with waste process fluids and water and discharged to form tailings piles. The piles (ponds or dams) were formed with earth starter dikes. The dike walls were then raised using the separated sand fraction of the tailings. The slime fraction of the tailings were discharged into the diked impoundment. Since only a small fraction (0.25 percent) of the ore was U308 by weight, most of the ore bulk ended up as wastes. The wastes contain nearly all of the uranium decay chain radionuclides present in the ore except uranium. The mill was shut down and partially dismantled before the lease expired in 1973, and the remainder of the mill and wastes reverted back to the Navajo Tribe which was the lessor. Portions of the millsite were then occupied by the Navajo Engineering and Construction Authority (NECA), a Tribal enterprise. In order to provide skilled personnel to operate earth moving equipment, a heavy equipment operator's training school was also established on the mill site and was administered and operated by NECA. The U.S. Public Health Service (PHS) and the Environmental Protection Agency (EPA) staff conducted radiation surveys at four inactive uranium millsites on the Navajo Reservation in April 1974. During the survey of the Shiprock millsite, it was noted that the training activities were degrading its radiological condition. Both the PHS and EPA staff recommended that the training activities be directed towards the decontamination of the millsite area and interim stabilization of the tailings piles. Preparation for the decontami-nation work commenced in April 1974. In order to facilitate the decontamination activities, the mill site and its contaminated environs were divided into major areas labeled A through F (Figure 2). Areas A, B, and C are defined as "perimeter" areas and contained surface contamination ranging from 5 to 30 cm deep. Area D defined the mill yard and contained contamination ranging from 0.6 to 5.5 m deep. Area E contained several raffinate ponds which were removed to line up the northwest boundary of the tailings pile and to move the contaminants away from the vicinity of the occupied on-site buildings. The contaminants in Area E ranged from 0.05 to 5.5 m in depth. Area F encompassed the ore storage yard. Contaminants in this area ranged from 0.18 to 1.2 m deep. Washes, however, had contamination exceeding 7.6 m deep.

Rare earth elements (REEs) are crucial to green technology such as hybrid-electric vehicles, wind turbines and fluorescent light bulbs. As of 2011, China dominates the global production of REEs and is reducing its export quotas. To predict the supply of rare earths in the United States based on future supply scenarios, a web-based database and geographic visualization tool was built. Five case scenarios with varying levels of REE demand were created by varying several economic conditions including (1) international trade policy, (2) greenhouse gas regulations, (3) environmental mining regulations and (4) tech applicability ratio of REEs. The most likely scenario, which is based on current international demand levels, indicates the importance of expediting the development of extractive operations of current REE resources within the United States. The results of the different case scenarios are supported by using dynamic geographic maps indicating the location of rare earth ore (REO) resources.

Introduction The incentives for developing a distributed form of the comminution model include: • for describing the heterogeneous comminution behavior of multiphase mineral systems (i.e. realistic ore bodies, such as complex sulfide ores consisting of chalcopyrite, galena, sphalerite, pyrite and siliceous minerals) and •for generating, for various locked and free particles, in situ, microscopic, breakage behavior such as the mode of fracture (intergranular vs. transgranular), the relative rates of breakage and the breakage distribution. However, the computational difficulty and the effort made in estimating a large number of parameters (Andrews and Mika, 1975; Wiegel, 1976; Herbst et al., 1985, 1988) do not justify the utility of this approach. Also, obtaining the results experimentally is very tedious and time consuming if using this approach. Although recent work in this area (Choi, Adel and Yoon, 1987; Mehta, Adel and Yoon, 1989, 1990) showed good results for liberated particles, the quality of the estimation and prediction was poor for locked particles. Attributing this to the complex breakage behavior of locked particles, it was concluded that additional constraints, and possibly modification in the breakage distribution functional form for locked particles, were necessary. However, further mathematical analysis revealed that the method previously used was in error. The purpose of this technical note is to present the correct solution methodology used in solving the general model equations of a multicomponent mineral system containing multiple classes of locked particles. Previous work and connection The general form of the comprehensive, distributed-component comminution model has been described as (Herbst et al., 1985) [d (m (0) -[ I - B ] S_ m(t) = A m(t) (1)] where [A] is the fundamental matrix/state companion matrix, commonly referred to, in the comminution literature, as the "mill matrix." Note that for a distributed-component comminution model, this is a full, general, real matrix, unlike a lower triangular matrix for a simple grinding model or a lumped-binary grinding model with one locked-particle class (Herbst et al., 1985, 1988). Also note that all of the underlined letters refer to matrices. Herbst et al. addressed the difficulty in arriving at a closed form of the analytical solution of Eq. (1) via similarity transformation [IT J inv (T)]]. This difficulty occurs for several reasons: •[A], as a general real matrix, may have complex eigenvalues and complex eigenvectors. •More importantly, there is no guarantee that a set of eigenvectors of [A] will turn out to be independent. An attempt was made to solve this problem by implementing a decomposition method. With this technique, the mill matrix was decomposed into a sum of lower and upper triangular matrices [(i.e., A = L + U)]. Then the solution was obtained using similarity transformation (Mehta, Adel and Yoon, 1989, 1990). KMG Minerals, Inc., a mica-feldspar-quartz producer in Kings Mountain, N.C., uses about 50% of its plant's -200 mesh slimes to manufacture brick. However, the company is unable to market the remaining 50% of this fine mineral mixture. The NCSU Minerals Research Laboratory operated a pilot plant to process these slimes to produce an additional product. The process, consisting of blunging and hydraulic sizing, was designed to separate a kaolin-enriched -270 mesh product from the bulk of the coarser +270 mesh "grit" minerals. Size analysis showed that this product was 80% finer than 20 microns and 50% finer than 6 microns (in equivalent spherical diameter). An evaluation indicated that it is a hydrous aluminum silicate that might be suitable in the filler and extender markets for traffic paint, some types of plastics, joint cements, and dusting compounds. Because of its high viscosity, it will be difficult to use more than a small percentage in cast ceramic bodies. However, it might be possible to use up to 10% in extruded ceramic bodies (i.e., electrical porcelain). The 15.2 cm (6 in,) diameter Linatex Hydrosizer was tested using a range of teeter water flowrates, so that the net rise velocity was varied from 0.10 cm/s to 0.40 cm/s. The solid feed rate to the sizer was maintained at approximately 1.1 t/hr/m2 (0.12 ton/hr/ft2). Tests were run using both "shallow" (i.e., 6 in.) and "deep" (i.e., 15 in. teetered beds. The best overall result was obtained when the sizer was operated with the "deep" teeter bed and a net rise velocity of 0.10 cm/s. About 97% of the +270 mesh material was rejected and approximately 79% of the -270 mesh material was recovered in a 14% solids slurry.

What is prime farmland? Can such land, once it has been strip-mined for coal, be restored so that it will produce corn, soybeans, wheat, and alfalfa? What methods or practices are necessary to bring about restoration within a reasonable time so that crop yields will be equivalent to or higher than those of unmined prime farmland under high levels of management? These questions concerned land use researchers in Illinois as early as 1948 when the Illinois Agricultural Experiment Station experimented with growing cultivated crops on strip-mined land in St. Clair County (1). This research was done almost 30 years before requirements of Public Law 95-87 were passed by the United States Congress and signed August 3, 1977.

In recent years the widespread problems of air and water pollution generated by both population and industrial expansion have become a major public concern. Therefore, many municipalities are striving to achieve more efficient wastewater treatment processes so these wastewater's can be reintroduced into the waterways of our nation with little or no detrimental effects on the future beneficial use of that water. With this, improved treatment comes an ever increasing volume of wastewater sludge which must be disposed of in a manner of minimal impact on the environment. Furthermore, with demand for energy continually accelerating in this nation, our concern over high oil prices and our increasing dependency on foreign oil sources, there has been an ever growing interest in the largest energy source that are nation has, coal. However, surface mining of coal can cause many environmental problems when adequate precautions are not faithfully adhered to. These problems include water pollution from silt and/or clay erosion and acid runoff, produced by oxidation and hydrolysis of pyrite; i.e., FeS2 + 3/02 + H20 + FeSO4 + H2SO4. One method of wastewater sludge disposal which can utilize large volumes of sludge for a beneficial project that may not compound our environmental problems is spray irrigation, to either depleted farmland or to abandoned strip-mined soils. Sludge is characteristically high in organics, as well as having near neutral to alkaline pH properties. With these two qualities it possesses a potential for neutralizing acid strip mine spoils, which would enhance the establishment of a vegetative ground cover. Instrumentation engineers have recently devised practical methods of metering the net solids flowing in a hydraulic mixture. The solids flow rate is determined by measuring the specific gravity and the flow rate of the mixture. T e specific gravity is measured by a variation of the bubbler system. The flow measurement is made by a somewhat unorthodox orifice requiring field calibrations. The linear mixture flow signal is then multiplied by the specific gravity signal, which is directly proportional to the percentage of solids in the mixture, to produce a linear solids Slow rate signal. The computations in this system are performed by Sorteberg pneumatic relays. Having obtained this measurement, integration and automatic control of hydraulic solids flow are available. This system is useful in mining, drilling and dredging industries. It provides maintenance of the net solids flow rate and reduces power consumption. Automatic control will provide rapid stabilization of net solids flow rate and release operators from making menual adjustments. The advantages of this application are economy of operation and increased pump efficiency, This paper describes a hydraulic solids flowmeter system installed aboard a dredge. In order to improve the thermal environment in deep coal mines, two principles can be applied: firstly, the reduction of heat flow into the air stream, and secondly, cooling of the air current. First of all one should try to minimize the heat-flow rate into the air stream underground by the mining method itself. German coal mines prefer the caving system of advance longwall mining simultaneously on several levels with ascensional ventilation. The effects of descensional ventilation and different face ventilation layouts on the thermal environment are discussed, besides the effects of pneumatic and hydraulic stowing. Application of all mentioned possibilities together instead of today's common mining method would reduce the Basis Effective Temperature considerably. In the future, hydraulic haulage of the raw coal underground substituting belt conveying may be a mean to improve the thermal environment further on. If the working depth of a coal mine exceeds about 1 000 m, cooling of the air stream under-ground will be necessary in addition to the above- mentioned measures. Generally, in German coal mines different types of indirect-contact air coolers located nearby the face are used. Besides such so-called cooling coils, large-capacity spray coolers are used because they work more efficiently if a great cooling duty is demanded. Common designs of both air cooler types and their possible utilizations are demonstrated. Deep coal mines in the Federal Republic of Germany need up to 30 MW of total cooling capacity. Mostly, the needed chilled water is cooled by large-capacity refrigeration plants placed on surface, underground or in combination of the above locations nearby the shaft. Due to the increasing underground cooling demand, the distribution of the chilled water and the control of the air coolers become more important. The conception of a control system is discussed, which is based on the control of the single air coolers. All air coolers of a mine are controlled so as to optimize the supply water-flow rate with regard to the demanded cooling duty of the coolers. On the next upper level of the control system the whole chilled water network and finally the refrigeration plant is regulated. Present research work deals with the use of ice for cooling mines. There are some unsolved problems in this new cooling concept. Some aspects of making, transporting and storing ice are described. The use of ice may probably reduce the cooling costs of German collieries, which are at present approximately 4 DM per ton of saleable coal.

Blebs of solid bitumen from the Magmont West orebody of the Viburnum Trend were examined and analyzed in an attempt to relate hydrocarbon distribution and origin to ore genesis. The bitumen was calculated to be approximately 48 to 63 percent aliphatic and is considered to be a polymerized normal crude oil. Polymerization, which was probably caused by water-washing, hardened the bleb surfaces and appears to have "frozen" the blebs during primary migration from local source beds. Comparison of the bitumen to kerogen in local shaly partings strongly Indicates that the oil was derived locally. The polymerized oil blebs are considered to have been derived from a type II (marine) kerogen. Textural analyses indicate that oil migration occurred after lead-zinc mineralization and at temperatures that exceed normal ancient or present geothermal gradients. The following sequence of events is postulated for the Magmont West orebody: 1 Generation of hydrogen sulfide during diagenesis of a normal organic-rich carbonate sequence. 2 Introduction of pulses of hot, metal-rich fluids that resulted in: a Lead-zinc mineralization by the following reaction: Me++ + H2S ? MeS + 2H+ b Solution of carbonates by excess acid produced during the above reaction. c Brecciation of host rock in some cases. 3 Passages of the pulse resulted in: a Carbonate buffering of fluid system to more alkaline conditions. b Precipitation of dolomite c Slight temperature drop. 4 Eventually the high temperatures Introduced by heated brine caused oil generation and initiated primary migration. 5 Water-washing and mild biodegradation altered the hydrocarbon blebs to their present composition.

A Denver Autometrics Particle Size Monitor, PSM-400, was installed at Golden Sunlight Mines, Inc. in October 1988. The PSM-400 measures the grind product's particle size and percent solids. The particle size is used to control grind size by automatically adjusting mill feed rate. The PSM's continuous response to ore changes has improved grind product uniformity and mill throughput. Metallurgical testing has shown the PSM's accuracy to be +/-1 % + 150 µm (100 mesh).

In modern industry, cost and productivity concerns and environmental concerns are sometimes incompatible, but at other times only appear to be incompatible. Surface disposal of wastes from coal preparation plants appears to be an area of the production system with little opportunity for initiating measures which cut costs and concurrently benefit the environment. However, improving the recovery efficiency of fine coal circuitry can cost-effectively reduce the plant waste environmental burden by a substantial amount. Studies at Jim Walter Resources indicate that fine-coal waste measuring 50% ash contains over 50% recoverable, marketable coal. Modifications to the plant circuitry which reduce the amount of misplaced coal in the fine-coal waste stream could substantially reduce the volume of fine waste disposed aboveground. Studies at Jim Walter Resources indicated that episodic overloads of the vacuum filters in the fine-coal circuits at the preparation plants were a source of misplaced coal in the fine-waste stream of the cleaning plants. To improve the filtration rate and reduce overload episodes, conventional rotary blowers were replaced with high pressure air blasters on most of the filters. Subsequent testing indicated that measurable benefits can be derived from this modification.

The heap leach process used for recovering gold from oxide and sulfide ores is operated as a closed circuit system in which the cyanide process solutions are continuously recy­cled. In a well-designed operation there is little or no dis­charge of cyanide to the environment. Spent leached ore residues are water washed to remove most of the trace cyan­ides and precious metals remaining after completion of cyan­ide leaching. After the washing step, small amounts of cyanide, metal-cyanide complexes and nitrates remain in the residue. Most of the cyanide and nitrate residue constituents exist in the pore water of the spent ore rather than in the solid mineral fraction. More than 90% of the complexed cyanides in a freshly washed ore residue are present as free cyanide or weakly complexed metal-cyanides. Natural volatilization and decom­position rapidly remove most of these easily dissociable cyanides from the spent ore. Only the stable, strongly com­plexed metal-cyanides, such as gold, cobalt or the ferrocyan­ides and other constituents such as nitrates have a long term persistence in the spent ore residue (Towill et al). Despite washing and natural removal mechanisms, spent ore has the potential to act as a point source of com­plexed cyanides and nitrates for soil and groundwater con­tamination if inadequately contained (Huiatt et al). The groundwater contamination is caused by the leaching of the soluble cyanide compounds and nitrates from the pore water of the residue.

The design of an aquifer depressurization system is discussed. The system uses a number of wells surrounding a mine shaft to reduce the aquifer pressure in the vicinity of the shaft. The effect of various parameters such as number of wells, wellbore diameter, time and well location is discussed. It is concluded that, with a properly designed depressurization system, the aquifer pressure and the water inflow rate to the shaft may be reduced to less than 15X of their potential values in the absence of wells

Effects of moisture absorption on the behavior of the Dykersburg shale overlying Harrisburg coal seam in Southern Illinois are presented in this paper. Cylindrical samples of the shale 2.5 cm in diameter and 5.0 cm long were studied for weight gain and swelling strains at 90, 95, and 100 percent relative humidity and under immersed water conditions. After attaining equilibrium conditions, the samples were studied for changes in the strength and deformation behavior. The depth of moisture penetration was measured using the Vickers microhardness measurements. Using the basic mass transfer concepts, effective diffusion coefficients were computed for the shale.

The U.S. mining industry has made progress in reducing accidents and injuries, but interpreting safety data remains difficult due to changes in workforce size and productivity. The Mine Safety and Health Administration (MSHA) uses tools like the pattern of violation (POV) and significant & substantial (S&S) calculator to monitor safety, though these have limitations. To address this, we developed an information entropybased risk (IER) index that combines various safety metrics, including citations, penalties and injuries. Using data from 2011 to 2020, the IER index was validated with statistical methods and clustering algorithms to ensure it accurately reflects risk levels. The analysis showed clear differences in risk across mining sites, proving the index’s usefulness. The IER index was then applied to a coal mine to demonstrate its effectiveness. This new tool can help mining companies better assess their safety risks and take action to improve workplace safety.

The evolution of technology has made the world a more connected place. It continues to change the way we power our homes and vehicles and is leading to a future that seems to be limitless. Limitless as long as we can continue to supply the minerals necessary for technology to produce better iPhones, more efficient electric cars, better wind turbines and sophisticated national defense systems. These minerals, dubbed critical minerals, have surged in importance in every corner of the world and, on Aug. 3-4, they were topic of conversation at the Critical Minerals 2014 conference in Denver, CO. The conference, hosted by SME and the Australasian Institute of Mining and Metallurgy (AusIMM), looked at critical minerals from every angle, from where they are found to what the future might be. Among the minerals that have been called critical are rare earths, a collection of 17 minerals that have become increasingly important as technology continues to advance in everything from communications to energy to national defense. Leading off the conference, David Abraham, senior fellow at the Institute for Analysis of Global Security, explained that, like many people, he is relatively new to rare earths. Unlike most people, though, Abraham developed more than a passing interest in the minerals and has since travelled the world to understand the role of rare earths ? where they are found, how they are mined, how they get to market and, eventually, what applications they are used in. Following his travels, he said he returned concerned about the sector and how the industry will keep up with the demand that only seems to be growing in the modern world. And, Abraham noted, that it is not just the developed world that is driving demand. It stretches even to places like Indonesia, where the average annual income is about $3,000/year. Yet, the nation is one of the most active places in the world for social media with a population that is wired in with all kinds of electronics. The problem facing the sector is, and has been for a long time, and especially since 2010, supply of the minerals. At one time, China produced about 98 percent of the world?s supply and controlled the sector completely. In 2010, as the world began to demand more rare earths and develop other sources, China announced an export ban on rare earths. This changed the game completely, from the production lines all the way to the floor of the U.S. Congress.

During the past decade, since the appearance of Popoff's (1966) review of grade tonnage calculations, it has become evident that defining a new method which could be followed step by step by a technician and which would improve reserve estimation was not a simple thing to do. Some concepts have emerged though, and most definitions of ore reserve now require a statement of reliability (USGS, 1975; and Zwarten-dyke, 1976). Exactly how the reliability should be computed is not a straightforward process. It also became apparent that not only was reliability a requirement but that additional questions such as how to predict mining re- serves from geological reserves were to be asked. In fact what became obvious is that specific models have to be designed for each type of mine and for each type of question which is asked. Most methods can be encased within a unique general geostatistical, model, but it takes considerable custom tailoring, and there are still questions that are left unanswered. In this chapter, before giving techniques, we intend to first review what should be required from a grade tonnage calculation done at the exploration stage. If the final objective is still to specify a tonnage and grade, with eventually a reliability, many qualifications have to be made before quoting, and of course, calculating these two numbers. Then the currently avail- able methods will be reviewed and future trends will be shown; finally a few case studies will be given and recommendations about the choice of a model will be made.

In 1907, the Oklahoma Portland. Cement Company built a small dry process plant at Ada, Oklahoma, then Indian Territory. This plant was later acquired by the Ideal Cement Company of Denver, Colorado, who in 1918 built a new wet process plant along side the old dry plant. The older plant was later shut down .and eventually razed. In 1955, the Ideal Cement Company decided to increase the production at its Ada, Oklahoma operations. After many studies it was decided to build a complete new plant along side the old, near the site of the original 1907 plant. .The new plant was to have a. production of three million barrels annually while the plant then in. operation had an annual production of two and one quarter million barrels

This report covers laboratory experiments simulating in situ copper recovery from primary sulfide ores in sulfuric acid systems pressurized with oxygen. Copper extraction and acid consumption data are correlated with temperature in the range 50-150°C and quenched pH in the range 0.25-2. Adverse changes in the chemical composition of the leach solution and the formation of gangue-mineral alteration products and secondary sulfides can severely limit the extraction of copper above 90°C. Keeping the pH below the self-buffered value of about 2 and the temperature below about 110°C produces the maximum extraction rates. Forcing the pH too low not only results in excessively high acid consumption but may also limit the extraction of copper at temperatures above 100°C.
