We in Kennecott are well aware that Alaskans are interested in the progress of our project at Ruby Creek. We would very much like to be able to present you with a final report at this time and tell you about a new mine. I'm afraid, however, that it will be several years at best before such a report can be made. This, then, is an interim report to describe briefly some of our findings to date, and to acquaint you with some of the problems, both geologic and economic, which must 5e resolved favorably before we can talk about a mine. There are several things about this project which make it unusual and interesting to those of us who have been connected with it. Firstly, there is the fundamental importance to Alaska, in the present stage of its economic history, of any undertaking which offers promise of turning a natural resource into a competitive export product. I am sure all of us would get a lot more satisfaction out of having a part in bringing in a new mine in Alaska than we would out of adding another one to the long list in, say, Arizona.

Column bioleaching was evaluated by the U.S. Bureau of Mines as a means of recovering manganese from a low-grade ore from the Three Kids deposit in Southern Nevada. Manganese was solubilized from the ore using indigenous heterotrophic microorganisms. Diluted molasses medium was provided as nutrient for the microorganisms. The medium was recirculated through the ore bed until the sugars were spent. Two methods were evaluated to recover manganese from the sugar depleted bioleaching solution: (1) adsorption with a weak cation exchange resin followed by stripping and precipitation techniques, and (2) direct precipitation of the manganese using ammonium carbonate. Both methods removed up to 95 pct of the solubilized manganese from the medium as a carbonate salt. After manganese removal, the medium was replenished with fresh molasses and recycled back through the column. More manganese was effectively leached. This process of manganese solubilization and recovery followed by replenishment and recycling of the medium was repeated until 98 pct manganese was extracted from the ore.

In 1971, United States Borax & Chemical Corporation (U.S.Borax) initiated a mineral exploration program on federal lands in Southeast Alaska, with the commitment that any possible development would be done with great care for the environment. This program resulted in the discovery of a molybdenum deposit and the location of mining claims in 1974, in an area 45 miles east of Ketchikan, now called the Quartz Hill Molybdenum Project (Figure 1). At the time of this mineral discovery, the area was part of the Tongass National Forest, managed by the Forest Service, United States Department of Agriculture, and open to mineral entry and multiple use. In late 1978, the area was designated Misty Fjords National Monument and closed to mineral entry, and in late 1980 the area surrounding Quartz Hill was classified as Wilderness. These new laws and regulations, as well as the special interest environmental groups which oppose resource development, have significantly delayed and increased the costs of developing Quartz Hill.

Particle collection is considered to occur by particle collision with the bubble followed by the particle sliding over the bubble during which attachment may occur. Collision is quantified by a collision efficiency, EC. The existing model for EC is extended by including particle inertia. Attachment is quantified by an attachment efficiency, EA calculated as the fraction of particles which reside on the bubble for a time greater than the induction time. These calculations use recent data on the liquid velocity distribution over the upper half of rigid spheres. Collection efficiency, EK is given by EK = EC ? EA. Detachment is not considered. The mode is examined and shown to agree with much experimental data. For example the maximum observed in recovery vs particle size (d) can be explained as E increases with increasing d , while EA decreases. The decrease in selectivity at fine sizes is in accord with the model result that for dp < 5µm, EA ? 100% (i.e. EK ? EC) almost regardless of induction time. A decrease in bubble size does increase EK but does not improve selectivity. A high particle density (> 5g/cm3) is shown to cause a sharp peak in recovery vs size and a decreased maximum size of floatability. Finally, the possible effects of bubble and particle concentration are explored.

"Cast blasting is the primary means of overburden displacement in a surface coal mine. It serves two purposes; fragmenting the rock and throwing it directly to its spoil pile using explosive energy. Increased throw minimizes costs by reducing the amount of material that needs to be re-handled. Prior studies have shown that by only changing blast hole timing with the same blast design, fragmentation and throw alters. It is necessary in cast blasting to optimize both fragmentation and throw, since larger fragments will require more wasted energy to throw the same distance. In an operating mine in Georgia, an optimum inter-hole delay for fragmentation has been found by studying timings from 0ms to 45ms. Instantaneous timing between holes increased the throw by over 100 ft, but fragmentation was poor. Shock and detonation wave collision is a potential reason for this increased throw. This paper investigates this optimized inter-hole timing while altering top and bottom column primer time to potentially improve throw while maintaining optimum fragmentation. Timings studied are top initiation, bottom initiation, and top and bottom simultaneously. INTRODUCTION Explosives are utilized extensively by the mining industry in order to break rock, as either ore or overburden, for hauling, loading, and crushing. An effective production blast strives to achieve optimum rock fragmentation in order to increase the efficiency and reduce the costs of those downstream operations, while simultaneously meeting environmental regulations. The goal of blasting with respect to fragmentation is, according to Hettinger (2015), “to decrease the average particle size of the fragmented rock without overly increasing fines or, in other words, improve fragmentation.” Additionally, the distance the rock is transported by the explosive energy from the blast, also known as throw, can increase efficiency by reducing the amount of material that is re-handled by mine equipment. The primary situation in which this is desirable is the cast blasting of overburden across the narrow pit of a surface coal mine. A key variable in a blast design pattern that can be manipulated to optimize both fragmentation and throw is delay timing between detonations. The invention and increased utilization of electronic detonators has allowed for precise delay timings to be used between rows, holes, and even multiple primers within the same hole. These recent developments in the blasting community have also provided an opportunity to investigate whether or not the mechanism of shock or detonation wave collisions caused by short timing delays are responsible for any increased fragmentation or throw. This experiment attempts to demonstrate if an increase in throw can be achieved while maintaining optimum fragmentation. This study consisted of 3 full scale bench blasts at a granite quarry in Talbotton, GA. Each blast was characterized by the timing delay between the top and bottom primer in the blast column of each hole; one simultaneous blast with a 0 ms delay, a bottom-initiated blast with a 1 ms delay, and a top-initiated blast with a 1 ms delay. Fragmentation analysis of the resultant muckpiles was performed using a combination of the PortaMetrics handheld point-and-shoot rugged tablet from Motion Metrics and the software WipFrag from WipWare. Throw was measured by placing strategic distance markers on the floor of the bench and then taking overhead photographs of the muckpiles after each blast. High-speed video footage was captured of each blast using an MREL Blaster’s Ranger II camera."

In order to float coarse sylvite particles, Potash Corporation of Saskatchewan Inc. (PCS) uses amines and extender oil (Esso 904 oil). Since the content of polycyclic aromatic (PCA) compounds in Esso 904 oil is high, PCS has sought a suitable replacement. Various types of physicochemical tests, including measurements of the electrokinetic potential of emulsified oil droplets, oil/water interfacial tension and wetting of KCl plates by oil, did not provide conclusive results. However, captive bubble contact angle measurements on KCl plates in brine in the presence of flotation agents correlated reasonably with the flotation response. A few non-toxic oils were found to provide good results in the flotation experiments and are now tested under industrial conditions.

The properties of interfacial water at hydrophilic surfaces are of great importance in many technological areas including flotation, solid-liquid separation, dispersion and emulsions, flocculation, adsorption, corrosion, and soil contamination. This paper examines the use of FTIR/internal reflection spectroscopy (FTIR/IRS) to study the spectral characteristics of interfacial water at silica surfaces. FTIR spectra were characterized by consideration of the OH stretching region (3000-3800 cm-1) associated with the vibrational spectra of interfacial water. The broad peak in this region was deconvoluted in order to isolate overlapping spectral features that describe the nature of hydrogen bonding in interfacial water. Three distinct bands were found; -3600 cm-1 (free OH), -3400 cm-1 (incomplete tetrahedral coordination), and -3240 cm-1 (complete tetrahedral coordination) and the variation of their intensities with pH was found to be significant. This spectral information helps to explain orientation and bond ordering of interfacial water molecules at hydrophilic surfaces.

INTRODUCTION An innovative Ø.1-MGD (378.5-m3/day) biological and phyicochemical wastewater treatment system at Hancock, Massachusetts, USA, has been treating the domestic sewage generated from the four-season Jiminy Peak timeshare resort since 1985. The influent raw sewage is collected and equalized in an equalization tank, then biologically treated by two rotating biological contactors (RBC). A portion of the RBC effluent is discharged to a secondary sedimentation tank to simulate conventional waste treatment by a conventional RBC system. For parallel treatment the remaining portion of the RBC effluent is discharged to an innovative Sandfloat (SASF-8) clarifier to simulate a two-stage biological and physicochemical treatment by RBC-Sandfloat. Both secondary sedimentation effluent and Saandfloat effluent are later combined together and discharged to a tertiary sand filter and two UV disinfection&apos;units for final polishing. The operation and performance data of Jiminy Peak plant in the period of May 1985 to March 1988 was fully documented in the Lenox Institute technical report No. LIR/Ø3-88/292 (391 pages, March 1988). This report presents only background information and complete plant data in the period of April 1988 to January 1989. Dr. Lawrence K. Wang and Mr. James P. Van Dyke have been the Consulting Engineer and Director of Special Projects, respectively, for the Jiminy Peak Project since 1985. BACKGROUND INFORMATION Jimmy Peak, Inc., Hancock, Massachusetts, has designed and constructed a secondary wastewater treatment system consisting of preliminary/primary treatment facilities, two rotating biological contactors, a dissolved air flotation clarifier, a secondary sedimentation clarifier, a sand filter and two ultraviolet (UV) disinfection units. Total average wastewater flow is approximately Ø.1 ) (378.5 cubic meters per day). In accordance with the Consulting Engineer&apos;s preliminary design, the total wastewater stream is initially collected and equalized by an equalization tank, and then biologically treated by rotating biological contactors (RBC). Part of the RBC effluent is diverted to a Krofta Sandfloat (SASF-8) for physicochemical clarification in order to simulate an innovative RBC-Sandfloat two-stage waste treatment system. The remaining part of the RBC effluent is diverted to a sedimentation tank for secondary clarification in order to siumulate a conventional secondary RBC-sedimentation waste treatment system for the purpose of parallel comparison. Both Sandfloat effluent and sedimentation effluent are later combined together and discharged to the subsequent sand filter and UV disinfection unit for final polishing. Figure 1 shows the flow diagram of Jiminy Peak Plant. The Massachusetts Clean Waters Act (M.G.L.c.2l,s.26-53) was amended by Chapter 246 of the Acts of 1973 to authorize the Massachusetts Department of Environmental Quality Engineering (DEQE), Division of water Pollution Control, Boston, Massachusetts, to regulate discharges into all waters of the Commonwealth of Massachusetts, including groundwaters. The DEQE regulates discharges through the issuance of discharge permits which impose limitations on the amount of pollutants which may be discharged in the effluent, together with monitoring and reporting requirements and other conditions to insure adequate treatment of all liquid wastes prior to discharge. The DEQE reviewed the application submitted on behalf of Jiminy Peak, Inc. for a permit to discharge sanitary wastes from the Jiminy Peak secondary wastewater treatment system located off Brodie Mountain Road, Hancock, Massachusetts, and subsequently developed the conditions contained in the Groundwater Discharge Permit No. Ø-188. More specifically, Jiminy Peak, Inc. (i.e. the permittee) has been authorized to discharge into the ground from the Jimmy Peak secondary wastewater treatment facilities for which the Permit No. Ø-188 was issued, a treated effluent

The iron-ore beneficiation and shiploading facilities of the Marcona Mining Company are at San Nicolas Bay which is on the Peruvian coastal desert about two hundred and seventy miles south of Lima. The mines are at elevation of 2,500 ft. Crude ore is transported from the Mine primary crushers to the beneficiation plants by ten miles of overland belt conveyors. After the predominantly magnetic ore is reduced to minus 3/4 in. in the secondary crushing plant, the ore is ground by rod and ball mills and concentrated with magnetic separators. The concentrate slurry is pumped to a thickening and filtering installation for desliming and dewatering. Pelletizing is accomplished with a Lurgi and also a Dravo-Lurgi machine. Deep-water shiploading facilities are available close to the beneficiation plants. Figure 1 shows a flowsheet of the general operation. Pelletizing operations are scheduled 24 hours a day and 365 days per year. A maximum tonnage rate with a high percentage of operating time is necessary to produce the three and one half million tons per year required from the two pellet lines. Process control is a major responsibility and of primary concern to all Operating personnel. The particle size, moisture, and chemical composition of the filter cake must be closely controlled to get uniform high-grade pellets. Key points are sampled routinely and analyzed on a two-hour basis to provide the necessary structure and chemical data to maintain a superior final product. The iron content of the pellets is held between 65.3 and 65.8 percent with 4.0 percent Si02. Sulfur is below 0.04 percent and copper is below 0.02 percent in the finished pellet.

Ventilation &apos;is currently used in mines to sustain human life, prevent explosions, and provide a more healthful work place. Future automated-mining systems could use ventilation techniques quite. different from today&apos;s practices. The Bureau of Mines is anticipating various methodologies for ventilating the automated mining systems which are now beginning to emerge in the mining industry. This paper examines the special ventilation requirements for automated mining systems. Topics include requirements for automated systems, current studies with blowup ventilation tubing, and ventilation of two types of highwall -ripper type mining machines.

This project took a watershed approach in the evaluation of water-quality impacts from past mining activities and current restoration projects in the Bear Butte Creek basin, a small and well defined drainage in a heavily mineralized area of the northern Black Hills. The basin contains numerous inactive and abandoned mines as well as a currently active heap-leach surface gold mine. Bear Butte Creek normally loses all of its discharge to sinkholes in the Madison Limestone aquifer and thus can affect the water quality of this regionally important water resource. Water-quality data were analyzed, stream surveys were conducted, and two abandoned mine restoration projects were monitored to evaluate the effectiveness of the watershed approach and to identify practical remediation techniques that could be applied to other watersheds. A geographic information system (GIS) was developed to organize information on stream quality, abandoned mine locations, and other geologic and hydrologic data. The watershed approach toward assessing and reclaiming abandoned mines appears to be effective when compared to a point-source approach that might improve water quality at specific sites but not result in significant overall improvement to the watershed because of adjacent sources.

The Minera Yanacocha operation presents various operating challenges, due to the complex structure of several heaps interconnected with ponds and gold recovery plants. A comprehensive process model has been developed in order to better understand the effects of certain operating parameters on issues such as water usage and inventory. An integral component of the water/mass balance of the process is a model of each heap that describes the flow and chemical behavior based on the individual characteristics of the heap. A computational fluid dynamic (CFD) software framework is used to model the individual heaps. The structure, calibration and validation of the model are described. Several examples demonstrating application of the process heap model are presented for the La Quinua heap. The effects of loss of solution flow to the heap (i.e., pump failure), increased cyanide levels in applied solutions and higher copper head grades on the process operation and balance are investigated with model simulations and compared to the baseline operating conditions. An example of estimating gold production and inventory based on projected heap loading plans is provided.

Because of the high economic value associated with small improvements in the operating performance of mineral processing plants, innovations in instrumentation, stabilization and expert control systems have been an ever-present part of the landscape in plants throughout the world since the I 960s. Expert control systems are computer programs that continuously monitor plant conditions; contain "expert knowledge" concerning the process, equipment and operational knowledge; and make timely recommendations for new process set points or even directly change the process set points to achieve desired management goals. Early rudimentary expert control systems first appeared in the early 1970s. They have grown from small, experimental but ambitious projects in which single unit operations were controlled to plant-wide systems that include technologies used in the U.S. space shuttle program. Experiences and results of applying these systems throughout the world will be explained discussed and analyzed. Typical results will be outlined and the use of expert control in the future will be projected.

II. Real Estate A. The new Accelerated Cost Recovery System of depreciation (ACRS). 1. Mandatory for assets placed in service after 1980. ACRS will eliminate most if not all controversies with the IRS over depreciation. 2. Real property now depreciated over 15 years. Component depreciation is not available. 3. Accelerated depreciation is available - a 175% declining balance method with an automatic shift to straight line method at the optimum point in the asset&apos;s life. Alternatively, a taxpayer can elect to use the straight line method.

Geologists at the Illinois State Geological Survey are evaluating geologic and land use conditions that affect the minability of coal to determine how much coal is available for development using current technology and mining practices. Coal resources are being evaluated for selected 7.5-minute quadrangle study areas. In a central Illinois study area, more than 25% of the deep-minable resources were limited from development by unstable roof conditions resulting from thick unconsolidated sediments overlying thin bedrock overburden. In some southern and southeastern Illinois study areas, geologic conditions associated with a paleo-channel limit the minability of significant resources of low-to medium-sulfur coal. Some features which were thought to limit mining, such as areas of closely-spaced oil wells, have been found to have minimal impact on the amount of coal recovered.

Coal gasification solid residue (slag) contains unconverted carbon (char), which is considered an impurity for utilization applications of slag. Under this study, table concentration was used to process approximately 24,000 pounds of a nominal-3.4 mm gasifier slag (-85% ash) to separate high (-100%) ash slag from low (-50%) ash char. The results indicated a nearly ideal separation of the slag from the char for sizes coarser than about 1 mm. An overall slag yield of 71 % was obtained. The slag was sufficiently clean to be used as feed material for the production of expanded lightweight aggregate. The recovered char had an ash content of about 47% and was a nominal -1mm in size.

Multiple seam mining is predominant throughout the central Pennsylvania Appalachian coal fields. Wide ranges in individual seam thickness, coal quality, and overburden characteristics are common throughout the region. On typical mining permits, ranging from 404 x 103 to 2023 x 103 m2 (100 to 500 acres), often as many as eight seams are concurrently mined, with each interburden requiring unique economic and environmental consideration in the mine plan. Specifically, this paper presents several planning tools and operational guidelines developed in response to current regulations for the special handling of potentially acid-forming materials as they are related to development and operation of multiple seam mines.

With the current emphasis on ecology, safety, and conservation of natural resources, some consideration should be given to methods of mining that reduce surface damage, make the mining of coal less hazardous, and allow exploitation of a larger percentage of the coal in situ. One method that can be helpful toward attaining these objectives is the use of packing or stowing. Stowing involves the replacement of the ore that has been removed by waste material obtained from within the mine or elsewhere. Evidently, it would be most beneficial if this waste for packing were available from the mine being worked, but generally this is not possible. If complete stowing is adopted, it is necessary to bring in packing material from other sources. Stowing tends to reduce surface subsidence, but not eliminate it. It enhances roof support and curtails accumulation of methane in the gob, making the mining operations safer. It may also allow one to obtain a larger amount of coal. Currently, in the United States, a substantial amount of coal is left in place as pillars, in the hope that it will support the overburden indefinitely. Some of these could be extracted with stowing. The mining of thick, steep, or contiguous seams would also be facilitated.

It&apos;s a pleasure to be here, and an honor to be invited to address this distinguished group of professionals. Today, I&apos;d like to begin with an overview of progress in coal mine safety and health. I&apos;ll discuss some current areas of concern. And I&apos;ll make some suggestions as to where we may be headed in the future. This year marks the coal industry&apos;s 15th anniversary under the Coal Mine Safety and Health Act, which took effect in 1970. We have come a long way in those 15 years. As a coal mining man from way back, I remember the era when the Coal Mine Safety and Health Act first was passed. Some of you may remember it, too. At that time, the safety and health of coal miners was in the public eye even more than it is at present. One reason was a mine explosion that killed 78 miners when it occurred in a large underground coal mine in November 1968. That disaster raised tremendous public concern about protecting the safety of miners.

THE CIP PROCESS "IN THE RIGHT PLACE AT THE RIGHT TIME? After its tentative introduction to the precious metals mining industry in the earlier part of this century, the carbon in pulp (CIP) process has now come of age, and is the process of choice on all new gold mills. Well over 50 percent of all gold that is mined each year is recovered by adsorption on activated carbon, and the percentage will increase in the years ahead, when old mills using Merrill Crowe technology come to the end of their lives, and as the proportion of world gold production from low-grade resources increases. The pioneering process development work in this field, which was mainly concerned with carbon elution, was carried out by Zadra and his colleagues at the United States Bureau of Mines in the early 1950&apos;s (Zadra et al., 1950, 1952), and led to the commissioning of the first large-scale, industrial CIP plant, at the Homestake Mine in South Dakota, in 1973 (Hall et al., 1974). From there, the process spread rapidly, firstly in South Africa in the late 1970&apos;s. and then throughout the rest of the gold producing world in the 1980&apos;s. There were several factors that led to the meteoric (by gold industry standards) acceptance and successful implementation of this new technology into gold processing operations worldwide. Firstly, and perhaps most fortuitously, the development of the technology closely paralleled the 1968 release of the gold price from the rigid constraints of the $35/oz. gold standard. With the value of the metal allowed, for the first time in modern history, to fluctuate in response to free market supply and demand forces, the gold industry witnessed an unprecedented boom as the price of their commodity increased ten-fold in a remarkably short period of time. This had several important spin-offs as far as new process developments were concerned: The profits realized by established gold-mining companies increased enormously and, consequently, there was more to spend on research and development and exploration for new deposits.
