In late 2007 Neptune Minerals Plc. commissioned Genesis - a leading consultancy and engineering company affiliated to the Technip group - to undertake a Seafloor Mining Conceptual Study for mining of Seafloor Massive Sulphides (?SMS?) in Neptune?s New Zealand licenses. A key deliverable of the study was information to de-risk the perception of SMS mining for investors the minerals, and that deep-sea mining of SMS material is technically feasible, commercially viable and can safely be managed as a sustainable marine resource industry. The aim of the study, completed in April 2008, was to evaluate alternative existing marine technologies for seafloor mining, ore lifting, dewatering and surface offtake, considering the following parameters: ? INTRODUCTION Underground mines in many parts of the world have elevated levels of short-lived 222Rn daughters. Lung cancer implicating exposure to short-lived daughters is documented in the U.S., Czechoslovakia, Canada, Sweden, the U.K., France and Newfoundland. An elevated lung cancer mortality (in excess of that expected) has been observed when cumulative exposure to alpha emitting short-lived 222Rn daughters (218Po, 214pb 214Bi 214Po) is greater than about 60 working level months (WLM) [1]/ (Hewett, D. 1979). This is equal to an absorbed alpha dose of about 30 rads to shallow basal cells in bronchial epithelium. Long-lived alpha emitters are also present in underground mines, and especially uranium mines because of airborne particulates containing uranium. The 238U parent of this primordial series supports other long-lived emitters 234U 230Th, 226Ra, Pb(210Po) which are in some degree of radioactive equilibrium with the parent 238U. Airborne particulates can be present due to drilling on the face of the ore body as well as in all parts of the mine through resuspension from the mine floor. Particles from 1 µm to about 5 µm penetrate the nose with reasonable efficiency and deposit primarily in the tracheobronchial tree. They are removed by ciliary motion (the bronchial escalator) but deliver an alpha dose to basal cells in bronchial epithelium during clearance in the same manner as short-lived 222Rn daughters. It is the purpose of this work to indicate the alpha dose to basal cells in bronchial epithelium delivered by the long-lived emitters 234, 238U. The dose calculations reported here based upon a few measured values of these isotopes in air in uranium mines in New Mexico and Colorado. MEASURED 234, 238U IN URANIUM MINE ATMOSPHERES In 1979, the U.S. Bureau of Mines undertook a study to evaluate personal monitors to be worn by miners to measure short-lived 222Rn daughters. One of these devices sampled air at 100 cm3/min through a 13 mm glass fiber filter, with a small pump worn on the belt. Alpha particles emitted by 222Rn daughters on the filter were measured continuously by a thermoluminescent dosimeter (TLD) chip. Each monitor was worn by a miner for a 170 hour working month and approximately one cubic meter of air was sampled during this period. Six different mines were selected for the test in New Mexico and Colorado. The mines used either wet or dry drilling methods. Miners in each location were equipped with the personal monitors. Subsequent to their use in evaluating the shortlived daughters, Dr. Robert Droullard of the Bureau generously gave us these filter samples along with a few blank glass fiber filters from the same box of filters used in the study so that long-lived emitters present in these mine atmospheres could be determined radiochemically. Four of the samples have been run for 234, 238U. The radiochemical procedure for uranium is adapted from USDOE, Environmental Measurements Laboratory Manual (Harley, J.H., 1976). Briefly, the samples were placed in platinum crucibles, spiked with 232U tracer and pretreated with nitric and hydrofluoric acid. The residue was fused with potassium fluoride to transpose to pyrosulfate. The fused cake was dissolved in 7 [N] hydrochloric acid and the solution passed through an anion exchange column to isolate uranium. Iron was removed using mercury cathode electrolysis. Uranium was electrodeposited onto platinum dies and counted using solid-state alpha spectrometry. The samples from each type of mine (wet and dry) were analyzed. The samples in the "wet" mine in New Mexico were selected on the basis of the original TLD measurement because they were near the maximum occupational standard for radon daughters. These samples should also represent upper limits to longlived activity encountered, since they were obtained at drilling operations on the face of the ore body. Samples collected in the "dry" mine in Colorado were pot associated with a particular location in the mine and should be representative of a month long overall exposure in many locations and operations. In the fully mechanized top caving mining of steeply inclined, extra-thick seams with variable angles, the mechanisms of roof rock movement, failure, caving and filling are highly complex. This is due to the varying angle of coal seam in different areas, which makes rock–equipment stability control challenging. In this paper, the surrounding rock deformation and failure mechanisms, bearing structure of the overburden, and working characteristics of the supports are elucidated. The principle and key technologies of rock–equipment stability control are presented and applied to control the overburden of the regional failure and realize safe and efficient mining of the working face.

Nonspecific airway hyperresponsiveness is a central feature of chronic obstructive pulmonary disease and has been associated with atopy in the presence of environmental exposures such as smoking. Coal miners may develop emphysema and lung function decrements related to their dust exposure. To investigate the roles of airway responsiveness and atopy in these effects, we evaluated the relationships among smoking, a history of hay fever or seasonal rhinitis, and airway responsiveness (AR) in a group of underground bituminous coal miners and nonmining controls. All subjects had a normal baseline percent predicted FEV1. Increased airway responsiveness was defined as a 15% or greater decrease in FEV1 following methacholine inhalation. 85 miners (45%) and 99 controls (46%) were current smokers, 59 miners (31%) and 55 controls (26%) were lifetime nonsmokers; former smokers were excluded from further analysis. Overall, 25% of 144 miners included in this analysis had increased AR, as opposed to 29% of 155 controls. Thirty-seven percent of both miners and controls had a history of seasonal rhinitis. Significantly fewer miners (15%) had a history of hay fever compared to controls (25%, p< 0.05). Figure 1 shows the prevalence of increased airway responsiveness in miners and controls in association with hay fever. In both smoking and non smoking miners the presence of a hay fever history was significantly (p < 0.05) associated with a higher prevalence of increased AR. Little effect was seen in smoking (p = 0.827) and nonsmoking (p = 0.940) controls. Figure 2 shows a similar higher prevalence of increased AR associated with symptoms of seasonal rhinitis in the mining group. This was significant (p < 0.01) only in the smoking miners. No effect was noted in the controls. These data suggest that the association of a history of hay fever or seasonal rhinitis symptoms with increased airway responsiveness may be more common in coal mining, compared to non-dusty occupations. Although the implication of these data are unclear, further study of miners with a history of hay fever or seasonal rhinitis is warranted. The phenomenon of zero order production of fines associated with the batch comminution of monosize feeds in tumbling mills has been examined in the context of the size discretized population balance model. It has been shown that the model admits zero order production kinetics only in an approximate sense. The necessary and sufficient conditions for approximate zero order production of fines have been obtained. As these conditions cannot be expressed in terms of the model parameters Sj and Bi,j alone,. several examples have been used to illustrate some of the important characteristics of the zero order production systems. One of the important characteristics of these systems has been identified as a "weak necessary condition", and the other as a " favourable condition ".

INTRODUCTION In response to the Uranium Mill Tailings Radiation Control Act (Public Law 95-604, Section 114c), a report has been prepared by the U.S. Environmental Protection Agency (1980) which describes the potential health and environmental effects associated with uranium mine wastes. The author was responsible for the geology, hydrology and aqueous pathways analysis portions of the report. All potential sources of contaminants, solids, liquids, and airborne emissions, which might cause adverse impacts upon the environment or health of nearby populations were considered. Wastes at both active and inactive uranium mines (Hans and O&apos;Connell, 1981) are described and assessed with respect to dose and health effects (Blanchard et al. 1981). The emphasis of this paper is on the liquid emissions and the aqueous pathway. Model uranium mines were developed for surface and underground mines. The model underground mine was placed in New Mexico while the model surface mine was in Wyoming. Development of a generic assessment was complicated due to the inherent variability of uranium mines. Also, most information available relates to uranium mills rather than to mines, or reported measurements were often influenced (biased) by wastes from a nearby mill and did not specifically reflect mine discharges. Consequently, the assessment presented is often based on conservatve (maximizing) assumptions which are identified as such, and which were based on knowledge from field investigations, available literature, and consultations inside and outside the U.S. Environmental Protection Agency. Maximum use was made of available data, supplemented with limited field studies in Colorado, Texas, New Mexico, and Wyoming. PREVIOUS INVESTIGATIONS Stream survey work in Colorado by the Water Pollution Control Commission and the U.S. Geological Survey (Moran, 1974; Wentz, 1974) mentioned a portion of the Uravan Mineral Belt and uranium mines therein, but the work did not emphasize uranium mines. Significant amounts of acidity and total trace metal concentrations were found in streams from 18 different mining areas. Dilution and chemical precipitation below mine drainages decreased concentration and increased the pH. Given enough time and distance, the streams recover naturally, but the accumulations of trace metals in the sediments increase. Field observations in 1971-72 of streams in most of Colorado indicated that approximately 724 km of streams in 25 different mining areas were adversely affected by mine drainage (Wentz, 1974). Discussions of the impacts of uranium mining on water quality or quantity are incidental in numerous impact statements and environmental reports prepared by industry and (or) the U.S. Nuclear Regulatory Commission as an integral part of licensing or relicensing uranium mills. Coverage on mining is usually minor as the principal focus is on milling impacts. The same is true for the recently prepared generic EIS on regulation of uranium milling (U.S. Nuclear Regulatory Commission, 1979). Radiochemical assessment of surface and groundwater in uranium mining districts of New Mexico is done by self-monitoring programs associated with NPDES permits. Also, radiochemical assessment studies have been funded by the New Mexico Environmental Improvement Division and U.S. Environmental Protection Agency. Unfortunately, there has been no concerted effort to prepare broad assessments of the cumulative impacts of mining and milling in areas of interest in Texas, New Mexico, and Wyoming. Critical review and synthesis of these types of data can produce rather useful information. For example, the publication "Water Quality Impacts of Uranium Mining and Milling Activities in the Grants Mineral Belt, New Mexico" (U.S. Environmental Protection Agency, 1975) addresses the groundwater and surface water changes as the result of extensive uranium mining and milling production in a relatively confined area. A more recent report by the Wyoming Department of Environmental Quality summarizes 16 years of aqueous radium and uranium data. The study reports significant amounts of radium-226 and uranium were present in surface water in the Shirley Basin as a result of inadequate mine water treatment (Harp, 1978). In Texas, surface water and groundwater monitoring conducted by industry, as well as by State and Federal agencies, reveals little or no change of chemical quality attributable to uranium mining and milling (Gesell, 1977; Kallus, 1976). This conclusion is based on 586 samples collected from 198 stations over a period of 39 years, but primarily from 1961 to 1975. The State monitoring program by several agencies is continuing, but data reporting and interpretation is lagging. One survey (Itin, 1975) showed that none of the mine water from the 10 lakes that were sampled was suitable for human use. The lakes were also unsuitable for irrigation due to mineralization of the water by sulfate, chloride, and TDS. One of the 10 was suitable for stock watering.

"The city of Minneapolis contracted with CDM Smith to update and provide a conceptual design for improvements to mitigate surcharge flooding in the Central City Storm Water Tunnel System (CCSTS). As a part of the project, CDM Smith conducted a field survey and condition assessment of the existing tunnel system. Information from the survey was then used to update the existing XPSWMM model and develop system wide alternatives.The CCSTS provides storm-water runoff drainage for nearly the entire area of the city’s downtown commercial district. The system consists of deep storm-water tunnels constructed in the St. Peter Sandstone, approximately 21 m (70 ft) below the street’s surface. The primary tunnels comprising the Central City storm water tunnel system are located below Hennepin Avenue, Nicollet Mall, Lesalle Avenue, Marquette Avenue South, 2nd Avenue South, South 5th Street, Washington Avenue South, Portland Avenue South, 2nd Street South, and Chicago Avenue South, as shown in Fig. 1. This network of tunnels conveys the runoff from a 305-acre tributary area that is generally bound by Hennepin Avenue and 1st Avenue North to the east, 12th Street to the south, 4th Avenue South and 7th Avenue South to the west, and 2nd Street South. These tunnels were constructed between 1936 and 1940, except for the Marquette Avenue South tunnel, which was constructed between 1963 and 1964.The CCSTS operates as a gravity flow system. These tunnels were constructed within the St. Peter Sandstone layer of bedrock and emerge from the bedrock at the Mississippi River below St. Anthony Falls. The Central City and the adjacent Chicago Avenue tunnel system converge into a single outfall at the Mississippi River. The runoff discharges from the converged outfall to a side channel of the Mississippi River, called a tailrace, located near the Guthrie Theater. The Minneapolis Division of Surface Water and Sewers provided 32 historic plats detailing the plan and profile of the tunnel system.The tunnel plans show nine different cross-section configurations. Eight configurations within the overall system generally show the same geometric “cathedral” shape with the inside dimensions varying from 1.2 to 1.8 m (4 to 6 ft) in width and 1.8 to 2.4 m (6 to 8 ft) in height. For analysis, these eight configurations were reduced to three configurations with regards to tunnel liner, cross-sectional area and support. For simplicity, the three configurations are described according to the three types of tunnel support used during construction: none required, light timber and heavy timber"

Several case histories from Glencore’s Sudbury Operations show how passive seismic monitoring data is used for geotechnical decision making. The data comes from three different seismic arrays monitoring two open stoping deposits, and a narrow vein cut and fill/blasthole operation. Mining depths range between 1000 to 1680m below surface. The deposits are hosted in hard igneous rocks typical of the Sudbury basin, with characteristically high horizontal stress (approximately 1.8 times the depth of overburden). Rockbursting is the main geotechnical risk, due to the strong brittle nature of the rock and local high mining extraction. Fault related seismicity includes both fault slip events, and the stress channelling effect as the mining front approaches a major fault structure. Planar data trends generally line up with known faults and often indicate early stage fault activation. The structures are risk ranked based on their seismic response. This has been particularly useful at the Nickel Rim South Mine (NRS) where the structural fabric (jointing and small-scale faulting) is generally parallel to the more through going faults. The persistence of structures is difficult to measure, and the NRS faults generally have low offsets and thin gouge. The visual difference between the more persistent structures that occasionally generate large seismic events (up Mw 2.9 to date) and localised joints/slips is often minor. The seismic monitoring data clearly shows the more active structures. This information is highlighted on mine plans to help guide enhanced ground support and seismic re-entry protocol barricade locations. Pillar loading/yielding is a key element to the blasthole operations where a primary/secondary mining sequence is used. The secondary pillars are mined in a yielded state with just-in-time development. An example of the seismic signature of a secondary stope is shown with emphasis on the need for high location accuracy given the stope widths of 12.5 to 15m. The ratio of the shear wave energy to primary wave energy (Es/Ep) has long been used as a method to estimate source mechanisms; the higher the ratio, the more likely the event is fault slip versus rock fracturing. Data sets are filtered on Es/Ep ratios to highlight both fault slip populations and stress fracturing mechanisms. Examples of seismic data quality checks, high stress development, and re-entry protocols are also shown in the case histories.

The Los Angeles County Metropolitan Transportation Authority (LA Metro) Purple Line Extension Section 1 (PLE1) is a $3.12 billion USD design-build, underground heavy rail project, connecting an existing station at Wilshire Blvd. and Western Ave. and extending 3.92 miles under Wilshire Blvd, terminating approximately 550 feet west of Wilshire and La Cienega Blvds. The project alignment runs immediately adjacent to the La Brea Tar Pits, world renowned for Pleistocene fossils and continuous seepage of asphaltum (locally known as tar) and gas in an urban setting. This paper presents a successful case history of the planning, design, and construction efforts to safely construct the bored tunnels through Reach 3 of the alignment (between Wilshire/Fairfax Station, and Wilshire/La Cienega Station), in a designated Methane Zone in the City of Los Angeles. Historical context on decades of challenges and studies is summarized. Further, this paper outlines the pro-active partnership between the Owner: LA Metro, the Design Builder: Skanska-Traylor-Shea Joint Venture, and geotechnical design services provided by Golder Associates to safely manage pressurized face tunneling through a confined gas zone near the La Brea Tar Pits. Specifically, a program of in-situ oxidation and soil gas extraction was designed to test and analyze risks associated with pressurized face TBM tunneling through the complex subsurface geological conditions, then implemented during construction. In advance of tunneling, a network of wells was used to draw air into the gas zone to oxidize the 6,500 ppm hydrogen sulfide gas, as well as determine methane recharge rate. During TBM tunneling, the wells were converted to a gas extraction system to evacuate, filter (H2S) and burn (CH4) the gas as the Tunnel Boring Machine passed, providing a preferential pathway for the gas to migrate toward extraction wells, and preventing the migration to adjacent buildings. The team extracted and treated 3,857,000 cubic feet of mostly methane gas over 40 days as the TBMs passed through the zone. Gas behavior, pressures, and concentrations were monitored not only from the extraction system, but also in basements and utility vaults along this section of the alignment.

The U.S. National Institute for Occupational Safety and Health (NIOSH)’s Pittsburgh Mining Research Division (PMRD) recently developed a series of models using computational fluid dynamics (CFD) to study gas distribution around a continuous mining machine with various fan-powered flooded bed scrubber discharge configurations in an exhaust curtain working face. CFD models utilizing species transport model without reactions in FLUENT were constructed to evaluate the redirection of scrubber discharge toward the mining face rather than behind the return curtain. The study illustrates the gas distribution in the slab (second) cut. The following scenarios are considered in this study: 100 percent of the discharge redirected back toward the face on the off-curtain side; 100 percent of the discharge redirected back toward the face, but divided equally to both sides; and 15 percent of the discharge redirected toward the face on the off-curtain side, with 85 percent directed toward the return curtain. These models are compared against a model with a conventional scrubber discharge where air is directed away from the face into the return. The models were validated against experimental data, proving to accurately predict sulfur hexafluoride (SF6 ) gas levels at four gas monitoring locations. This study includes a predictive simulation examining a 45° scrubber angle compared with the 23° angle for the 100 percent redirected, equally divided case. This paper describes the validation of the CFD models based on experimental data of the gas distribution results.

The main goal of this study was not only to investigate the effectiveness of the FGX Dry Separator for removing pure rock from run-of-mine coal producing a better feed stock for conventional coal preparation plants but also to optimize the FGX Dry Separator performance for producing a salable clean coal product without using the conventional wet coal preparation processes. A Model FGX-1 Dry Separator with feed throughput capacity of 10 tph was extensively tested at the Illinois Coal Development Park using two coal samples having distinctly different cleaning characteristics. Statistically designed experimental programs were conducted to indentify critical process variables and optimize FGX Dry Separator performance by systematic adjustments of critical process variable parameters. The coal cleaning performance of the FGX Dry Separator was evaluated for the particle size range of 63.5 x 4.76 mm in most cases, although FGX Dry Separator feed consisted of nominal -63.5 mm run-of-mine coals. The best cleaning performance obtained from the FGX Dry Separator is described by specific gravity of separation (SG50) and probable error (Ep) values of 1.98 and 0.17, respectively. The SG50 and Ep values for individual size fractions were as follow: 1.90 and 0.12 for the +50.8 mm size fraction, 1.95 and 0.18 for the 50.8 x 25.4 mm size fraction, 2.01 and 0.19 for the 25.4 x 12.7 mm size fraction, and 2.03 and 0.23 for the 12.7 x 4.76 mm size fraction. These process efficiency measures produced a clean coal with ash content of 13.38% from a feed coal with ash content of 34.45%. Ash content of tailings and middlings streams were 85.09% and 39.57%, respectively. Total sulfur contents of corresponding streams were 3.87%, 4.68%, 6.87%, and 4.62%. For a relatively easy to clean Illinois No 6 seam coal (Cleaning Index: 0.72), only about 0.42% of the clean coal (i.e., 1.6 float fraction) present in the feed was lost to the tailings stream. For a relatively difficult to clean coal (Cleaning Index: 0.53), about 0.98% of the clean coal present in the feed was lost to the tailings stream.

The Los Angeles County Transportation Authority’s Purple Line Extension Phase 1 is a $3.12 billion (USD) design-build, underground heavy rail project, connecting an existing station at Wilshire Boulevard and Western Avenue and extending west 3.92 miles under Wilshire Boulevard and terminating approximately 550 feet west of Wilshire/La Cienega Station. The project alignment runs through the heart of the world famous La Brea Tar Pits and one of the world’s largest urban oil elds. This paper presents a case history of the planning, design, and construction efforts to achieve successful construction of the bored tunnels through Reach 3 of the alignment. Further, this paper outlines the proactive partnership between the owner, Los Angeles County Metro (Metro), the Design Builder, Skanska-Traylor-Shea oint enture (STS), and Southwest Geophysics who provided the geophysical services. Specically, the project included background review of historic site data (e.g., oil eld maps, building foundation plans, historic aerial photographs, etc.), geophysical demonstration testing to ascertain the capability of borehole magnetics to detect oil wells, directional drilling of thousands of feet of horizontal and vertical boreholes, collection of high resolution magnetic gradiometer data along vertically and horizontally cased boreholes as well as the collection of surface magnetometer data, discovery (“ground truthing”) of detected geophysical anomalies, and abatement of potential obstructions within the tunnel alignment.

Settling a contract for process design involves a negotiation between the design engineers and the client. Clients wish to offload as much risk as possible by seeking various guarantees about the process performance. Design engineers respond with preconditions and qualifiers, believing that the risk must remain with those who stand to benefit. This paper presents the engineers? point of view on guarantee types and precedents, performance testing, damages that may be claimed, and remedies that can be provided with particular reference to the mining industry.

The U.S. Bureau of Mines and Great Salt Lake Minerals and Chemical Corp. developed a froth flotation process for concentrating potassium salts from Great Salt Lake solar evaporites containing about 5 percent K. The crude evaporites, which were predominately halite (NaCl) with smaller amounts of kainite (KCl.MgSO4.2.7H20) and schoenite (K2SO4MgSO4.6H20), were conditioned in a saturated brine solution, thus converting nonfloatable kainite to the floatable mineral schoenite. Schoenite was then selectively floated with a medium-molecular weight fatty acid. Continuous small-scale pilot plant testing indicated that 80 percent of the potassium could be recovered from the crude evaporites in flotation concentrates assaying about 11 percent K.

The Rondout-West Branch Bypass Tunnel is being built to bypass a substantial leak in New York City’s primary water supply tunnel. The 13,500 foot long tunnel travels 600 feet under the Hudson River through the same troubled geology and high pressure water inflows that the original tunnel did in the 1940s. A Robbins TBM traversed this geology and built gasketed segments. Nine thousand two hundred feet of 16 foot diameter interliner was installed and backfilled within the segments. Finally, reinforced cast in place lining was placed. This paper addresses the challenges and the multi-tasking approach the contractor utilized.

INTRODUCTION AND SUMMARY World mineral trade during 1960 to 1984 has shown substantial changes both in value and tonnage. Although fuel commodities dominated total mineral trade during this period, this paper will focus attention primarily on nonfuel minerals. Brazil and Australia, modest producers of iron ore in 1960, have become dominant producers and exporters, together accounting for about half of major iron ore exports in 1984, far surpassing traditional export suppliers such as Sweden. Australia has also become the largest producer and trader of bauxite and alumina, and worldwide alumina trade has increased at the expense of bauxite trade. Similarly, shipments of ferroalloys have increased more than shipments of ores such as those of chromium and manganese. Canada, retaining its first rank in world export of zinc, has become also the leading source of potash and sulfur in world trade, and South Africa has been the dominant factor in chromite, manganese and their respective ferroalloys. Developing countries&apos; share of world copper trade has increased, with Chile maintaining first rank, but developed industrialized countries have continued to dominate production and trade of lead and zinc. Phosphate, sulfur, and potash have been the principal crude nonmetallic minerals traded worldwide. Looking to the near future, dramatic increases in export of iron ore, phosphate, potash and sulfur are not envisaged. Bauxite exports will continue to decline relative to alumina but at a slower rate than in the recent past. Zinc concentrate will continue to be exported but lead will be traded more as metal than as concentrate. For iron and steel, there will be some production shift from traditional producers to certain developing countries and recently industrializing developing countries such as Brazil, India, the Republic of Korea, and Taiwan. In the following sections dealing with specific commodities, it should be understood that information is presented only on the major forms of each commodity that move in trade, and only for a selected group of countries for each commodity or major form of each commodity. Thus, totals shown or mentioned generally represent only the totals of figures presented here and do not include estimates for minor forms of material or for countries that are not listed. However, the data provided is regarded as sufficiently complete to reflect major patterns and trends, and exclusions are there- fore not seen as affecting conclusions that may be drawn from the material provided. FUEL AND NONFUEL TRADE Values of Fuel and Nonfuel Trade The value of world export trade in major mineral commodities (ores, concentrates and scrap, crude minerals, iron and steel, nonferrous metals, nonmetallic minerals and mineral fuels) in 1983, the latest year for which comprehensive data are available, was reported by the United Nations in May 1985 to have totaled over 514 billion current U.S. dollars (Table 1). This was 79% of the historic record high of nearly $649 billion ,current dollars set in 1980, but almost 18 times the current dollar value reported for 1960. [1/] The value of these 1983 exports in constant 1960 dollars was $164 billion (Table 2), only 66% of the record 1980 high of almost $250 billion, and only about 5.7 times the 1960 dollar level.

A microcomputer controlled data acquisition system has been developed for automatic monitoring of underground instrumentation from a remote location. The system has been used extensively by Spokane Research Center personnel for monitoring rock instrumentation in shafts, drifts, and stopes in hardrock and coal mines, especially where instrument access is limited. Ruggedness was a major consideration in designing the underground portion of the system and it has performed satisfactorily under extreme environmental conditions, including temperatures to 1100 F, 100% humidity, and falling water. The major advantage of the system is that it multiplexes the data from 16 channels through a single twisted pair cable to the receiver, significantly reducing cabling requirements. This receiving station can be as far as 8,000 ft from the instruments without the addition of line drivers. The receiver maintains a data buffer with the latest scans, which is periodical 1 y accessed by a micro- computer, either locally or through a modem, that automatically records and reduces the data. Utilities allow on-site plotting of data and uploading of data to mainframe computers.

The vast coal resources of North Slope, Alaska can be expected to attract substantial interest because the nearly flat lying coal beds of the coastal plan are specially amenable to surface mining. Mining on a scale large enough to justify coal development in this area could have severe environmental effects. The mitigation would be uncertain because large scale coal mining and reclamation operations have not been carried out in the arctic The deficiency of the scientific data base is another factor that requires consideration if coal mining has to develop in accordance with the objectives of PL 95-87. The objective of this paper is to establish the interrelationship between the problems due to permafrost and factors in reclamation of post mining land in order to find ways to transform nature in a rational and purposeful manner and to suggest specific reclamation approaches that may be appropriate in this region.

Most recent work in the field of mine production scheduling has focused on either the computerization of the traditional methods or the development of sophisticated mathematical optimization models. Yet it is clear to all concerned that the optimizers need to be made more practical and the traditional approach needs to be made more optimal. This paper, along with another recent paper (Gershon, 85) open a middle ground between these two approaches. In that recent paper, a heuristic procedure for production scheduling was introduced. Here, a series of short term optimizations are used in a creative manner to approximate the true long term optimization. Since these small optimizations are aimed at blending to meet production quality specifications, this approach is most applicable to commodities where the blending function is very important such as coal, cement, phosphates or iron, to name a few. The traditional and the optimization approaches are so far apart that their&apos; advocates have difficulty identifying with the other approach. This is especially true concerning the difficulty of understanding the optimization models for those not trained in the field of operations research. This paper takes the position that the pro- 120 per role of the operations researcher is to provide not only useful and advantageous approaches, but practical, understandable and implementable ones as well. This is the goal of the paper in describing a new approach, consistent with the traditional methods and aimed at approximating the results of the optimizers.
