The residues produced during the incineration of leather scraps contain significant amount of chromium which can be recovered and reused in the tanning industry. The objective of this study is to develop a cost effective method for chromium recovery from leather ashes produced during the incineration of leather scraps using a fluidized bed incinerator. The entire process investigated involves fusion of leather ash with sodium carbonate in air to oxidise chromium to sodium chromate, leaching with distilled water to dissolve chromates, and chromium reduction from the hexavalent to trivalent state by sodium thiosulphate solution. The main factors affecting chromium extraction, such as temperature, reaction time, and sodium carbonate to leather ash ratio, were investigated. Based on the results obtained, almost 100% Cr extraction can be obtained at 700°C fusion temperature, sodium carbonate to ash weight ratio equal to 3 and retention time longer than 50 min.

Barrick Gold Corporation in conjunction with SNC Lavalin Engineers and Constructors have developed basic engineering design for counter current decantation thickener (CCD) plants capable of processing 44 000 t/d. To achieve this throughput in a single train, the largest high-rate thickeners installed to date have been utilized in concert with large process slurry and solution transport systems. Process reliability and plant operability and maintainability have been carefully considered in order to develop a practical, yet cost effective design. The design also incorporates the challenges associated with installation of large equipment and structures in a remote location, with a climatically hostile environment, situated in a high seismic activity zone.

This paper focuses on the separation and extraction of lead and zinc from Egyptian ore at the Eastern Desert close to Red Sea. The ore sample contains cerussite, galena, hemimorphite and other impurities. Experimental program includes flotationof galena using xanthate collector and cerussite using oleic acid as collector and sodium silicate to depress hemimorphite tailing. Galena, and hemi-morphite are converted to carbonate with sodium carbonate prior to metal extraction. Lead and zinc are extracted pyrometallurgically at 1050°C and750°C or electrochemically respectively. The overall performance of the applied method amounts to 99.2%. Extraction efficiency of lead and zinc amounts to 98% and 94.5 % respectively. A model assumed that galena and cerussite in the ore are partially oxidized and can be liberated by grinding. Oleic acid selectively reacts with cerussite in a multistep sequence. Preliminary cost estimate shows that the price of the products is competitive to their local market prices.

INTRODUCTION Section 209(b) of the Federal Land Policy And Management Act of 1976 (FLPMA-43 U.S.C. 1719 b) authorizes the Secretary of the Interior to convey mineral interests owned by the United States where the surface is or will be in non-Federal ownership. The objective is to allow consolidation of surface and subsurface (mineral) ownership. Certain major conditions must prevail for a conveyance to occur. These are: 1) There are no known mineral values (KMV) or 2) Where the mineral reservation interferes with or precludes appropriate non-mineral surface development and that non-mineral development is a more beneficial use of the land than the mineral development. Remember that allegation, hypothesis or speculation that the conditions could or may exist in the future will not be a sufficient basis for conveyance. Convincing factual evidence for an applicant’s case for mineral conveyance must be made in order to achieve that conveyance. See 43 CFR 2720 0-1 to 0-3, and 0-6. CONCEPT OF KNOWN MINERAL VALUES Known mineral values means mineral rights in lands containing geologic formations that are valuable in the monetary sense for exploring, developing, or producing natural mineral deposits. The presence of such mineral deposits with potential for mineral development may be known because of previous exploration, or may be inferred based on geologic information (43-CFR 2720.0-5(b).

The time frame required to complete the National Environmental Policy Act (NEPA) process for a new mine, or for the expansion of an existing mine, can range between 9 months to 24 months, or more. The time frame will vary depending on whether an Environmental Assessment (EA) or an Environmental Impact Statement (EIS) will be completed. Completing properly designed baseline studies to collect natural resource data to support the EA or EIS prior to the start of the NEPA process can shorten this time frame. The two year natural resource baseline study completed by Homestake Mining Company for the Ruby Hill Mine, located in Eureka County, Nevada will be used as the case study to describe how properly designed and executed natural resource baseline studies streamlined the NEPA process.

Low-grade manganese ores with low Mn/Fe ratios can he enriched through selective carbon reduction of iron oxide to magnetite followed by magnetic separation o f the magnetite. Thermogravimetric analysis (TGA) was used to assess the preferential isothermal reduction of pure M1702 and Fe2O3 using solid carbon. This was followed by reduction of a synthetic analogue of composition comparable to an actual low-grade ore (i.e., Sandur manganese ore, Sandur, India). The carbothermic reduction of the manganese ore converts the hematite and goethite minerals to magnetite (Fe3O4), with the magnetite then going into the magnetic, fraction. The resultant nonmagnetic ,fraction becomes depleted of iron with an enhanced manganese content. These results show that it is possible to reduce the iron from 22% to 5.85%, thus increasing the Mn/Fe ratio from 1.52 to 6.2 with a manganese recovery of about 50%. The recovery was, further improved by grinding the magnetic fraction to -75 µm.

Aquatic organisms are sensitive to free cyanide (HCN) though the presence of certain metals that can form stable complexes and thereby reducing both the amount of bioavailable cyanide. Recent work has suggested that consideration of HCN rather than total cyanide can provide the basis for water quality criteria. Cyanide is often present in complex effluents that affect speciation and bioavailability. We have developed a model to predict the speciation of cyanide in complex effluents and have shown that this model can predict the toxicity of metal-cyanide complexes in terms of HCN. This study evaluated available cyanide toxicity exposures with this model to assess the role of water chemistry (e.g., metal-cyanide interactions) on the observed. Toxicity endpoints based on total cyanide ranged over several orders of magnitude for a variety of metal-cyanide mixtures. However, predicted HCN concentrations among these same tests described the observed toxicity data to within a factor of 2. Aquatic toxicity can be well described using HCN though in certain metal-cyanide mixtures toxicity was jointly described by HCN and elevated levels of bioavailable metals. This work was performed in support of an industry-sponsored reassessment (Gensemer et al 2006) of the U.S. EPA water quality criteria for cyanide (EPA 1985) using free cyanide as the basis for the re-calculation. The work presented in this manuscript presents technical support for using free cyanide as the preferred basis for this recalculation.

The ability to accurately model the movement of grade boundaries during a typical bench blast would be of significant benefit to mine operators. The movement of grade boundaries during the blasting process may have significant impact on grade recovery if not accounted for. The paper describes the preliminary stages of a research project which combines numerical blast models and conventional mine planning software to allow practical use of the results of a numerical blast simulation. A two dimensional bench blast is simulated using the Universal Distinct Element Code (UDEC). The results of the simulation are used to provide input to the Surpac mine planning package which can be used to generate grade control plans.

CRU estimates that the global supply of metallurgical grade alumina (MGA) grew by 5 percent during 2005 to a little more than 61 Mt (67 million st). About 30.7 Mt (33.8 million st), or 50.3 percent, of that originated from Oceania (principally due to the commissioning of the CAR refinery in Australia) and Latin America. In this context, Chinese production surged by 20.5 percent year-on-year to 7.7 Mt (8.5 million st) on the crest of a 17-percent rise in that country’s primary aluminium production. Meanwhile, on the demand side, there was a 6.7 percent climb year-on-year in global consumption to 62.3 Mt (68.6 million st). This reflected a healthy demand for primary metal from aerospace, construction, packaging and passenger transportation (to a lesser degree) in the United States, China, Brazil, South Korea and India. So there was an overall supply deficit of more than 1.2 Mt (1.3 million st). This, combined with an 18.3-percent diminution in closing stocks (down to 35 days of requirement), lifted the average spot price of MGA by 17.6 percent year-on-year to US$448/t (US$406/st).

Appraisal of industrial minerals beneath privately owned land requires a different approach and mindset from valuation of base and precious metals or energy minerals, and from valuation of government-owned mineral lands. First, is it the value of inground minerals or of mining rights that is being sought? Second, value to whom, the mining company, a potential investor, the mineral landowner, a lending institution, the property tax assessor, or a condemnor? Third, how should mineral value be apportioned between the land and mineral owner, and a mining company with limited years of lease-hold interest? These and many other questions must be addressed before a valuation method and Discount Rate are selected. For various reasons the Income Method is most often used, with Net Present Value calculations made for long term predicted mining income. Choice of an appropriate Discount Rate is critical.

The perlite industry in the United States continued to undergo rapid change and increased competition last year as it did in 2002. U.S. production in 2004 was 510 kt (562,000 st),an increase following five consecutive years of decline (Table 1). Perlite is exported to Canada and to the Pacific Rim. These partially offset imports. Perlite imports from Greece to the eastern and Gulf Coasts of the United States declined by about 22 percent after reaching a record 240 kt (264,000 st) in 2003.But their market remains protected by high rail rates from western U.S. plants. Minor imports of perlite persist by Termolita from Mexico.

The primary factors that determine the marketability of coal from various supply centers in the U.S. are coal quality and supply; i.e. low sulfur, moderate- to high- Btu coals have large market areas when compared to less expensive but poorer quality coals. Price is the major factor in the competitive marketing of similar coal products. Good quality, (moderate- to high- Btu, low sulfur) coals from the Powder River and central Appalachian basins are marketed over large areas of the country, and central Appalachian coal is widely distributed in foreign markets, primarily as coking coal. In contrast, poorer quality bituminous coal (low calorific value and/or high sulfur) from the Illinois Basin, northern Appalachian Basin, and lignite from the Gulf Coast is marketed in or near the States in which it was mined even though the price at the mines may be lower than mine prices for central Appalachian coal. Widespread distribution of sub-bituminous Powder River Basin coal is enhanced by its exceptionally low mining costs, which offsets transportation costs to distant markets.

When performing blasting operations in open pit settings, energy is released and transmitted through the geology. Some negative effects can have significant impacts on mining operations and adversely affect mine production. This technical paper presents recommendations for blast design to prevent damage due to ground motion from blasting on adjacent concrete structures of underground operations. The paper includes a case study describing a problem regarding an open pit mine expansion and asks whether production blasting will damage concrete shaft structures due to blast stress waves and blastinduced ground motion. Based on the results, a set of criteria is provided to implement in current and future mining operations that involve blasting near underground concrete structures. A set of techniques on how to improve vibration levels for safe operations is also presented. Knowledge of particle velocity and wave propagation for site-specific circumstances to determine a safe level of vibration is recommended. Emphasis is placed on making use of electronic detonators and early delay detonators to achieve successful levels of vibration. A dynamic analysis is necessary to determine if vibration from blasting can damage the concrete shaft structure. When reinforced concrete structures are subject to blast loading, both concrete and steel are subject to very high strain rates. As opposed to static loads, when subject to high strain rate loads these materials increase their strength significantly. In fact, they increase by more than 50% for reinforcing steel, by more than 100% for concrete in compression, and by more than 600% for concrete in tension. This finding is of significant importance in mining operations because it allows an increase in flexural capacity of individual members as a result of high strain rates. Therefore, an elevated ground vibration (PPV) or particle velocity is permissible when blasting takes place near concrete structures.

Coal dust explosions in underground coal mines are prevented by generous application of rock dust (usually limestone). If an explosion should occur, the rock dust disperses, mixes with the coal dust and prevents flame propagation by acting as a thermal inhibitor or heat sink. To investigate this process in more detail, a number of explosion experiments using various coal dust and limestone rock dust mixes have been carried out at the Lake Lynn Experimental Mine (LLEM). These were conducted in a single entry of about 1600 ft (488m) in length and initiated with a methane gas explosion. A consistent set of post-explosion floor dust samples were taken along the entry after each test. These dust samples have been analyzed in the laboratory using thermogravimetric analysis (TGA) and solubility to determine how the limestone rock dust behaved during the coal dust / rock dust explosions. The preliminary results are reported in this paper and indicate that the chemistry of limestone plays an important role in its capacity to inhibit coal dust explosions. The results also show that it may be possible to estimate the intensity of the explosion using these conventional methods of analysis. Lime production is the largest single chemical use for limestone and dolomite. The term “lime” in this review refers to high-calcium and dolomitic quicklime, their hydroxide forms and dead-burned dolomite. This review is restricted to a discussion of the U.S. lime industry. Production and consumption In 2004, according to preliminary data, U.S. lime production was about 20.1 Mt (22.1 million st), an increase of 900 kt (990,000 st) compared with 2003. Production in2004 was valued at about $1.4 billion. Commercial sales of lime totaled 18.6 Mt (20.5 million st) and captive production was 1.5 Mt (1.65 million st). Total U.S. consumption was about 20.2 Mt (22.2 million st). The majority of U.S. lime trade was with Canada.

Tarkwa Gold Mine is located in south western Ghana, and is majority owned and operated by Gold Fields Ghana Limited. The Tarkwa CIL plant utilises a single low aspect 27' x 42' 14MW dual pinion drive SAG mill designed to mill 4.2mtpa (525tph). The plant was designed and constructed in a manner that would facilitate its expansion to 8.4mtpa (1,050tph). Since the plant was commissioned in September 2004, the SAG mill has consistently exceeded its nameplate throughput by up to 25%. Through the installation of a 26? x 36? 14MW dual pinion drive Ball mill along with additional upstream and downstream equipment, the plant will now be expanded to 12mtpa (1,500tph). This paper endeavours to outline the process and engineering design challenges along with the future construction challenges of the expansion in the midst of a fully operational plant.

Health and safety issues are a very important aspect of mining activities. Although the application of scientific research and current technology shields workers from many dangerous aspects of mining, accidents do happen. Many companies and institutions worldwide have committed to a continuous effort to minimize such occurrences. In this study, the health and safety data pertaining to the Greek mining and quarrying industry for the last 3 decades are presented and critically evaluated with respect to number of workers, annual production, etc. Appropriate indices are also calculated regarding the incidence and frequency of accidents. Health and safety issues specific to mining in Greek are also discussed.

Introduction The Surface Mining Control and Reclamation Act was passed in 1977 to put an end to the uneven environmental standards and enforcement established by various coal mining states in the US. One year after passage, the Secretary of Interior was directed to promulgate permanent program regulations implementing Title V provisions of the Act. These regulations were to form the basis for state regulatory programs under the Act and to allow states to assume primary regulatory responsibility. To implement the underground mining provision of the Act, the Secretary is directed in section 516(a) of the Act to promulgate rules. But they must take into consideration the differences between surface and underground coal mining. The regulations developed by the Secretary in 1979, with respect to subsidence control, included: • a subsidence control plan as part of the permitting process; • substantive provisions establishing performance standards for subsidence control; and • provisions providing for the prohibition of mining under perennial streams, impoundments larger than 24.6 dam3 (20 acre ft), and certain public facilities and urban areas. Industry challenged the Secretary's regulations implementing the subsidence control provisions. The litigation was consolidated with all other challenges to the permanent program regulations. (Permanent Surface Mining Regulation Litigation, Civil Action No. 79-1144; D. D.C., May 16, 1980.) In two opinions dealing with the multitude of issues raised by both industry and environmental groups, the US District Court of the District of Columbia ruled against industry. It upheld the promulgated subsidence control provisions. The US Court of Appeals stayed the appeals pending the agency's review and revision of its regulations. The regulatory reform was conducted in accordance with the order from the Secretary of Interior and the President in 1981. As a result, the subsidence control regulation was revised, reproposed, and finalized in June 1983 (Federal Register). This regulation, along with others, was again challenged by environmental groups and industry. On Oct. 1, 1984, the court, after finding the Secretary's reading of the Act reasonable, upheld the 1983 subsidence regulation except for one section. On Feb. 21, 1985, in accordance with the court's ruling, the Office of Surface Mining (OSM) suspended a portion of 30 CFR 817.121 (c)(2) concerning the damage correction requirement for structures or facilities and reproposed it on July 8, 1985 (Federal Register). In conjunction with a request for public comments, OSM now also seeks comments on the omission from the 1983 rule of the requirement in the 1979 rule regarding a presubsidence survey and monitoring of damage to structures. Technical issues related to subsidence regulations The subsidence regulations of June 1, 1983, consist mainly of two parts: a subsidence control plan as part of the permitting process; and substantive provisions establishing performance standards.
