Over the past decade, there has been a significant increase in effort put to tracking progress toward sustainability. Many aspects of society are participating in this “movement” including mining. The drivers are diverse and include evolving ideas in business and public administration as well as concerns for human well-being, community robustness, environmental integrity, and overall social and ethical responsibility. The scale in question varies greatly from local to global. For the most part, there has been a pre-occupation with developing discrete measurable signals. This paper argues that the overwhelming focus on the quantitative is ill-advised and that a more effective approach is to bring together the best of both quantitative and qualitative. The mining industry in particular is well-placed to affect this shift and reap the associated benefits.

Hilltop Interceptor Contract G is one of the segments of the wastewater control system in the greater Cleveland area. The tunnel is a relief interceptor constructed by the Northeast Ohio Regional Sewer District to minimize combined sewer overflows in the Easterly Service Area. The design study identified the need for a 3.35 m (132 in) diameter, 3.35 km (11,000 ft)in-line storage conveyance tunnel to be constructed at depths of 30 to 70 m (100 to 230 ft).Six structures for access, future flow drop, work shafts and overflow control were required to complete the system. The interceptor reduced the design peak flow from 12.5 m3/s(285 mgd) to 6.1 m3/s (140 mgd) by detaining in line 22,800 m3 (six million gallons) of wastewater.

This article is part of a presentation Strauss made Dec. 3, 1988 at the sixth annual American Mining Hall of Fame (AMHofF) banquet in Tucson, AZ. At the banquet, the Mining Club of the Southwest honored Strauss by naming him the 1988 recipient to the AMHofF. (Industry newswatch, page 6). Introduction In the last two decades, there have been two previous periods of sharply rising copper prices. One was in 1973-74; the other in 1979-80. In both cases, a short period of high copper prices was followed by steep and prolonged periods of low prices. In the language of the market analyst, the high prices were called spikes. Is it likely, then, that three or four years from now the present price of copper will show up as a spike in the charts? There are substantial differences between the current position and the markets of 1973-74 and 1979-80. In 1973-74, US copper prices were subject to government-imposed price ceilings of $0.60 per lb through early December, 1973. These were increased to $0.68 per lb through May, 1974. Meanwhile, mines outside the United States were free of restraint. Rising demand in London pushed the price above $1 per lb in the third quarter of 1973. In early April 1974, it reached a peak of $1.50 a lb. In May of that year, the US ceilings were removed and the domestic price began to rise. What were the causes of this price strength? While ceilings held the domestic price below the world market, domestic consumers acquired all the tonnage offered by US mines. Meanwhile, in the world market, buyers feared prolonged shortages. The Club of Rome had warned that world economic growth would be limited by impending depletion of mineral resources. There was al so concern about a copper cartel that might increase copper prices even more. In early 1974, at a special United Nations session, developing-country spokesmen warned the industrialized world to expect high commodity prices. Also adding to the concerns of copper buyers was the fear that when US wage contracts expired in mid-1974, protracted strikes might ensue. The combined effect of this atmosphere was that consumers accumulated large amounts of copper, far above their normal carry. By midsummer, the position changed radically. While some strikes did occur in the United States, they proved short-lived. The most significant development was a massive economic recession. The energy crisis was causing enormous dislocations in the world economy. Construction activities were sharply reduced and automobile sales plummeted. Public confidence was shaken. Copper sales fell precipitately as consumers decided to draw down their swollen inventories. The price came down too. In April 1974, the London price- as noted-was $1.50 per lb. By the end of the year, it was down to $0.57 per lb. In 1973-74, the copper price rise was fed by fears of shortages, cartels, and strikes. In 1979-80, the market rose on the strength of good demand plus political and military instability. The price rise was also fed by inflationary trends, exemplified by speculation in precious metals. Prior to this second spike in copper prices, the market had been depressed despite economic recovery. Despite reduced US output, copper production in the rest of the world was increasing. Though consumption was rising, surplus stocks reached unprecedented levels. At the end of 1977, the aggregate of stocks at the refineries and in the exchange warehouses was 1.5 Mt (1.67 million st). That was more than three months' shipments at then rates of consumption. In 1978, the statistical position improved. Shipments of refined copper that year were 8% greater than in 1977. The result was reduced visible stocks but -just as was to be the case in 1984-86 - the price remained depressed. In 1979, an even sharper drop in visible stocks occurred as shipments rose by another 4%. This time, though, the price responded. In December 1978, the price in current dollars had been less than $0.70 per lb. By the end of 1979, it was above $1 per lb. And in the first quarter of 1980, it averaged more than $1.20 per lb. Military and political developments were a factor. The hostage crisis in Iran was followed by the Soviet invasion of Afghanistan. To many, it appeared that war might result if the Soviets pushed on into Pakistan. At the same time, speculation drove gold and silver prices to incredible levels. As silver prices rose above $40 per oz), copper above $1 per lb did not seem unreasonable. Then, in March 1980, the precious metals price boom collapsed. Copper prices also retreated, though not as much. In February 1980, the copperprice averaged $1.32 per lb. By December, it had dropped to $0.85 per lb. In 1981 and 1982, the decline continued. The present copper situation Why is the current situation different from these two previous episodes of high prices? First of all, today's inventories are far lower than they were in either 1974 or 1980, when the price declines began. The stocks at refineries and in exchange warehouses are substantially less than they were then. More significantly, consumers today have very limited holdings compared with stocks they carried in 1974 and 1980. Even if faced with a downturn in their own business, copper consumers will not be able to stay out of the market. To the extent they have any business at all, they will have to buy copper. And on the supply side, there is also a significant difference. The year 1988 has been unusual. US production is up sharply, responding to higher prices. But production is little changed in the rest of the Free World. Indeed, several of the major producing countries have mined less copper this year than in 1987 despite the prices increases. Peru has had labor problems that have cut its output. Zambia and Zaire suffer from shortages of expatriate technicians, not to mention spare parts. They also suffer from the failure to maintain equipment or perform adequate development. In Chile, the two largest mines, Chuquicamata and El Teniente, have not met their production targets. Chuquicamata is struggling with high arsenic content in its ore. And, in late 1987, severe rockbursts hampered operations at El Teniente. Many underground projects now include preparation of a Risk Register through planning and design as a tool for project and risk management. There is still significant discussion within the industry as to whether and how to best present the Risk Register through the bidding process and the construction phase of a project. While the ITIG Code of Practice for Risk Management of Tunnel Works recommends this approach of continuity in risk management procedures, it is silent on the specifics of how this should be achieved. This paper will discuss the construction of 15.9 km (9.88 mi) of tunnels on a project in Chicago, Illinois. The tunnels were driven utilizing two rock and four soft ground TBMs ranging in sizes from 7.39 m (24.25 ft) in rock down to 1.95 m (77 in) in soft ground. In addition to the mining, there are 63 upper level structures and 16 dropshafts averaging 61.5 m (202 ft) deep included on this project. Many diverse mining, excavation, support and lining techniques were employed on this project.

The United States continued to depend on imported bauxite during 1995. Domestic bauxite mine production remained at about the same level as in 1994. It amounted to less than 1% of total world production. All of it was used for nonmetallurgical products, such as abrasives, chemicals, proppants and refractories. Metallurgical grade bauxite was imported from 12 countries. Principal suppliers for this 10 Mt (11.1 million st) of ore were Guinea (39%), Jamaica (35%), Brazil (17%) and Guyana (8%). The average value of imports, c.i.f. US ports, was $31/t ($28/st). Calcined refractory-grade bauxite imports totaled235 kt (259,000 st). It had an average value of $112/t($102/st) c.i.f. US ports. China supplied 61%, Guyana30%, Hong Kong 4% and France 3%. Imports of other grades of calcined bauxite, primarily for the abrasives market, totaled 259 kt (286,000 st).They were supplied by China (59%), Greece (20%), Brazil (14%) and Australia (6%). The average value was$74/t ($67/st) c.i.f. US ports.

This summary of international mineral exploration activities for the year 2007 draws upon available information from industry, literature and U.S. Geological Survey (USGS) specialists. The summary provides data on exploration budgets by region and mineral commodity, identifies significant mineral discoveries and areas of mineral exploration, discusses government programs affecting the mineral exploration industry and presents analysis of the mineral industry based upon these data. Two types of information are reported and analyzed in this annual review of international exploration for the year 2007: 1) budgetary statistics expressed in U.S. nominal dollars provided by Metals Economics Group (MEG) of Halifax, Nova Scotia, and 2) information on regional and site-specific exploration activities that took place in 2007 and compiled by the USGS.

With most of the mining industry emerging from the deepest business recession in 50 years, primary attention must be given to surviving in a business climate where dominant foreign competition, depressed prices, and potential overcapacity hang heavy over much of the industry. While already shackled with regulatory constraints, restrictive work rules, and high labor costs, mine operators are faced with the difficult task of reducing costs and improving productivity while operating at less than full capacity. To counter these nearly over-whelming factors, the mining industry must continue at the national level to seek regulatory relief and a rational policy toward foreign competition from government-controlled mines. In addition, dialogue with labor organizations must continue to minimize the impact of labor costs, cost escalators, and antiquated work practices. Although national and international actions have a tremendous impact on the future of domestic mining operations, local actions by mine operators to dramatically improve mining productivity will strengthen the industry's competitive stance. Before any substantial progress can be made, however, mine operators must recognize and define areas that depress productivity and establish goals and measures for improvement. Once problem areas are defined, a combination of technological and motivational concepts can be applied to improve productivity. Timing of Improvements While there is an immediate need for productivity improvements, only certain concepts offer near-term improvement potential while others must, of necessity, fit into a mid-range or long-range time frame. Near-term solutions (immediate to one year) likely will involve motivational concepts - work incentives and training - coupled with available technological concepts that require little capitalized development or site testing. Mid-range solutions (one to three years), by contrast, will include technological improvements in mining equipment, techniques, and systems automation. These concepts require a longer period of capitalized development and site testing before use. Long-range solutions (three years or more), which include adoption of new mining methods and computerized control systems, will appear only after prolonged research and capitalized development programs. Not too many years ago, mining was in one of its cyclic down-sides. This forced mining companies into some innovative thinking to bring down the costs of production. And they have. Mining equipment and processing plants have become more efficient, mostly due to technological advances. The mining industry is now in a boom period, one that some analysts believe can sustain itself. But even with higher commodity prices, sky-rocketing energy costs and the costs associated with environmental and reclamation regulations have not allowed all mines to reach their full profitability potential.

Introduction During the last decade, the metallic minerals segment of the industry could be categorized as a "feast-or-famine" business. It is no secret that metallic minerals are cyclical. Employment opportunities greatly depend on the supply and demand for its mineral products. It is also not unusual for there to be a lag between the industry's manpower requirements and academia's ability to produce new graduates. Due to this lag, there will be years with manpower shortages, as in the mid-1970s. At other times, supply will exceed demand. The question is where will the jobs be in the years to come? This presentation will review reasons why employment opportunities have declined within the metallic minerals industry. It will also predict future demand for mineral engineering graduates. And it will outline strategies for obtaining an employment offer. Historical Review - Employment From 1977 through 1983, about 75% of all metal mining employees were directly engaged in production activities, down from 83% in 1965. This decline reflects increased use of labor saving equipment, and more government regulation and foreign competition. Metal mining's employment decreased from 74,000 jobs in 1982 to fewer than 68,000 in 1983 - an 8% decline. The overall industry is having these problems because of the general downturn in the economy. For example, at the beginning of this decade, US automobile and steel industries were in trouble. Interest rates were too high and volatile. This adversely affected construction, housing starts, and manufacturing. All these industries, being large users of base metals, drastically affected the metals industry. US copper companies are still having problems. Reports indicate that many copper employers have cut production, laid-off workers, and permanently closed mines, refineries, and smelters. A decline in the demand for US produced metal products, such as copper, obviously affects some mineral engineering employment opportunities. Other factors to consider when looking at employment opportunities and why it has become difficult for US metal producers to compete in the world market include: • The grades of ore bodies of many US minerals are considerably lower than the grades of ores being mined elsewhere in the world. • The grades of ore bodies currently being mined in the US are steadily declining. • Foreign producers are largely government controlled and are not necessarily subject to the realities of supply and demand. • US environmental regulations have considerably added to production costs. Foreign producers in most countries do not have to worry about these additional costs. • US mines are getting deeper. This adds to the cost of production because of the increasing distance the ore has to be transported. • Plants and equipment are outdated. Many companies find themselves operating with equipment and plants that need modernizing or replacing. This obviously hinders competitive productivity. • Labor and management have had problems. Work stoppages in certain mining businesses and high wage and benefit costs in relation to foreign producers place US producers at a disadvantage. • Much land is unavailable. The US government owns most of the land considered to have the best potential for minerals development. Most of this land is unavailable for mining or exploration. Therefore, it appears that finding employment with a company whose primary business is mining and processing most metals, such as copper, in the US will be quite restricted and competitive. Future Demand It is difficult to anticipate what key employment opportunities within the next few years will be available to mineral engineering graduates. The Engineering Manpower Commission estimated that US engineering schools awarded 72,471 undergraduate degrees in 1983 vs. 66,990 in 1982. This was the eighth consecutive year in which the number of baccalaureates awarded has increased. On a brighter note, the US government's Occupational Outlook Quarterly stated that the growth rate through 1995 for all engineers is an encouraging 49% over present levels. Sixty percent of the mines responding to the sixth annual Mining Cost Service labor survey reported increases in wages averaging 3.4% over the preceding 12 months. Only one mine reported a decrease in wages and this was accompanied by initiation of a substantial profit-sharing plan. Thirty-nine percent reported no change in wages. Thirty-seven percent reported using some form of incentive bonus plan. Mining Cost Service annually surveys coal, metal, and industrial mineral mines throughout the United States. Information about wages, benefits, and incentive bonus plans is part of an extensive data collection program to monitor cost areas of significance to the mining industry. This year, 131 mines responded to the survey. The data is collected by sending questionnaires to personnel managers at active mining operations. The information included in this article was taken from the returned forms, from labor contracts provided by some of the mines, and from followup telephone calls. This year's data was collected between November 1988 and February 1989.

As part of the City of Portland, Oregon?s East Side Combined Sewer Overflow Tunnel Project, nine separate 2,130 mm (84-inch) diameter reinforced concrete pipe microtunnel drives totaling approximately 2,380 m (7,808 ft) are being constructed to divert flows from several of the existing outfalls to the main tunnel. The drives were constructed in challenging ground conditions that include soft soils under the ground-water table, large amounts of wood and metal debris, and close proximity to sensitive structures. While all of the drives will be addressed, the focus of the paper will be on the 931 m (3,055 ft) continuous drive connecting Outfall 46, currently the longest microtunnel driven in North America.

INTRODUCTION The Sacramento Regional County Sanitation District (SRCSD) serves unincorporated areas of Sacramento County, parts of the cities of Sacramento and Folsom, and the cities of Citrus Heights, West Sacramento, Rancho Cordova, and Elk Grove. SRCSD maintains 145 kilometers (km) (90 miles) of interceptors that convey a combined total of 0.6 million meters3 per day (160 million gallons per day) or more of waste-water, with additional miles of sewer interceptors that are scheduled to be built by 2020. Wastewater is conveyed to the Sacramento Regional Wastewater Treatment Plant in the southwestern portion of the County, also managed and operated by SRCSD, in interceptors with diameters as large as 3.0 m (120 inches.) As part of its overall expansion program, SRCSD has constructed a number of major interceptors over the last few years with tunneling methods due to concerns associated with either the impacts of open cut construction in an urban environment (traffic, safety, noise, environmental concerns) or the need to achieve a crossing of a stream, river, or transportation corridor. This paper focuses on a specific issue that affected construction of the Upper Northwest Interceptor (UNWI) Sections 3&4 project, located at the northern limit of the SRCSD service boundary and within the limits of the City of Sacramento. This project involved the construction of 3.2 km (2 miles) of 2.1-meter (84-inch) and 2.4 km (1.5 miles) of 1.7-meter (66-inch) diameter reinforced concrete pipe (RCP) using MTBM, EPBM, and 3.3-meter (130-inch) two-pass TBM methods. The owner elected to install the RCP using tunneling for a number of reasons including a desire to avoid traffic impacts in a dense urban corridor, to minimize disturbance to the neighborhood, and to avoid potential dewatering-induced settlement issues along the western one-third of the project. For the western portion of the alignment the 2.1-meter (84-inch) reinforced concrete interceptor pipe was to be installed using a 2.7-meter (105-inch) earth pressure balance machine (EPBM). No external dewatering of shafts or tunnels was permitted for reasons of concern about settlement, discussed previously. At the intersection of Elkhorn Boulevard and Natomas Boulevard (at the extreme northwest corner of the project) the 2.7-meter (105-inch) EPBM tunneled past a recently constructed 11-million liter (3-million gallon) water storage reservoir, passing within 3 meters (10 feet) of the tank?s shallow foundation while tunneling through clean sands with a shallow groundwater table. The paper will discuss the implemented solution to mitigate additional settlement risk that was developed as a joint collaboration between the owner, CM, designer, and contractor.

Seven legendary figures of American mining will be enshrined in the National Mining Hall of Fame in ceremonies on Saturday, Sept. 7 at the Little America Hotel in Salt Lake City, UT. The 15th annual induction banquet will begin with a reception at 6 pm, followed at 7 pm by the dinner and the program. Of the seven inductees, one is living. He is Alexander Murray (Bud) Wilson, 80, of Los Altos, CA. Wilson led Utah Construction (later Utah International) to become one of the world’s most diversified and successful mining companies in the 1960s and 1970s. It was acquired by General Electric in 1976.

The speed and internal accuracy of today's electronic calculators can be utilized to write an efficient slurry calculation program. The calculator's input/output printing feature offers additional benefits for data organizing and record keeping. This program allows slurry calculations to be performed without the urgency of immediately transferring a calculated result onto a process flowsheet or specification sheet. The number of flowsheets required for some hvdrometallurgical processes means the number of process stream blocks or ladder diagram entries can become substantial. Slurry calculations for such projects tend to become repetitious and tedious, and the chances for errors increase both in calculation and data entry onto process documents. Using this program has minimized both types of errors. Checking process flowsheets is particularly expedient with the program because you may "walk" through the flowsheet on a weight basis, i.e., solids rate and solids density, and have the program verify and/or correct the volume entries, gallons, and specific gravities. The program was initially used on a beneficiation project to check some 500 data entry values on ladder diagrams covering seven process flowsheets. Numerous hand calculation errors were determined and corrected, and the time for completely checking and correcting the flowsheet ladder diagrams was substantially reduced.

"It is safe to say that the coal industry, in the United States and globally, is currently suffering through one of the hardest times in its history.A perfect storm of competition, changing energy demands, politics and public perceptions have collided, inflicting significant harm to the industry that many say is irreparable. This, in turn, has led to massive job losses in some regions, heavy cuts in production and even bankruptcy filings from two of the largest coal mining companies in the nation.Cheaper natural gas can certainly take a large share of the blame for the struggle of coal, as utility companies switch from coal to natural gas for power generation. According to the U.S. Energy Information Administration (EIA) the amount of coal used for electricity generation in the United States is at a 45-year low.November 2015 marked the fifth consecutive month that natural gas was the leading source of power generation in the United States. EIA said generators produced 101,866 thousand megawatt hours (MWh) of electricity with gas in November versus just 87,789 thousand MWh with coal, the lowest monthly level since May 1980 when monthly coal use was 84,884 thousand MWh.According to Robert Godby, director of the Center for Energy Economics and Public Policy at the University of Wyoming, there are a number of factors playing a role in the decline of coal, but he points to the advances in fracking as the tipping point.“A lot of people will argue that regulation is the cause of the decline, and it has played a part, for sure, but the story of the recent past is more about what competition has done to the energy market,” Godby told Mining Engineering. “The war on coal was originally declared by natural gas in 2008.”The price of natural gas, which was at $13 per million Btu before the gas fracking boom, has fallen to as low as $1.68 in December 2015. Likewise, Godby said the cost of wind generation is now lower than the cost of generation from coal and the cost of solar generation is coming down as well. In addition to that, the demand for energy has changed in the past five years with more efficiencies in everything from building design to lightbulbs."

A rigorous horizontal drilling and chemical grouting program was specified beneath the Hollywood Freeway (U.S. Route 101) section of Los Angeles Metrorail Contract C-311.Twin 6.67-m (22-ft.) diameter starter tunnels were to be conventionally mined through amixed alluvial and bedrock face consisting of silty sand, gravel, and weathered sandstone and siltstone of the Topanga Group. The contact between the alluvium and bedrock dipped toward the Crossover Excavation where the horizontal drilling and grouting operations were performed. The intent of this grouting program was to stabilize the mixed face to minimize ground loss and surface settlement, and to reduce groundwater inflow into the tunnel headings. Given the highly variable mixed face conditions, horizontal drilling up to 86 m (284 ft.) resulted in upward trending trajectories which likely followed the bedrock contact. Chemical grouting was performed in a primary, secondary and tertiary, three dimensional sequence. Evaluation of the primary and secondary grouting parameters indicated where tertiary grouting was required. Grouting pressures induced a small rock failure at the tunnel heading as well as increased stresses on the tiebacks of the excavation.

Author?s note: Diversity in practice exists in the application of Generally Accepted Accounting Principles (GAAP) for purchase price allocations with respect to the recognition of Value Beyond Proven and Probable Reserves or VBPP, as defined by the Emerging Issues Task Force (EITF) in EITF 04-3: ?Mining Assets: Impairment and Business Combinations?. This diversity appears to arise from differing interpretations of what constitutes sufficient information to value components of VBPP in business combinations. Concerned with this diversity in practice, respected members of the mining community formed a working group which prepared an issues paper that discussed this diversity and provided recommendations for recognition and valuation of VBPP in business combinations. The working group then submitted this paper to the EITF, requesting further guidance be issued on the concept of VBPP. In conjunction with the submission to the EITF, the working group also provided this paper to the United States Securities and Exchange Commission (SEC) for review and comment. The EITF discussed this issue at its May, 2008 agenda committee meeting. However, it declined to add this topic to the EITF agenda for further consideration. Absent additional guidance on VBPP from the EITF, the working group submitted a proposed definition of VBPP to the U.S. Securities and Exchange Commission for its consideration. The following article, which is consistent with the issues paper that was submitted to the EITF and the SEC, discusses the components of and valuation techniques for VBPP. The correspondence with the U.S. Securities and Exchange Commission, which includes the proposed definition of VBPP by the working group, is attached as Appendix 1 to this article.

Low-rank/oxidized coals respond poorly to oil agglomeration. Emulsification of kerosene in the presence of surfactants dramatically reduces the size of the kerosene droplets. While this dramatically reduces the amount of oil that is required for efficient agglomeration (down to 0.25-0.5%), more importantly, the surfactants entirely change the electrokinetic properties of the oil droplets and thus the interaction between oil droplets and coal particles. Consequently, kerosene cationic emulsions can efficiently agglomerate oxidized coal particles. The agglomerates obtained in such a process can still be recovered by screening. Surfactants can affect fine coal filtration very profoundly when used to emulsify the oil which is utilized to agglomerate coal prior to its filtration. This sequence is much more logical than the use of flocculants - highly hydrophilic polymers - as filtration additives to aid dewatering of flotation concentrates. Although such polymers flocculate coal particles, they also render coal surfaces hydrophilic and make reduction of the cake moisture content difficult.

Clay minerals are one of the more important industrial minerals. They are used in many products and because of different specifications may require special processing which can be either wet or dry. The clays discussed are bentonites, kaolins including ball clays, and palygorskite (attapulgite). In order to design a process flow sheet for these clay minerals, the physical, chemical, mineralogical, and optical properties need to be evaluated. Each species of clay minerals require a group of special tests which are described in this paper.
