Many, if not most, of today's pollution liability claims are related to events ("occurrences") that happened in the past. This fact creates an opportunity to obtain a large amount of insurance coverage at essentially no cost. Furthermore, in many cases, this insurance coverage is readily available. Scenario #1 For some 15 years, an underground gas tank has had a slow leak. The leak has now been discovered because the gas has contaminated nearby wells. As a result, an expensive $1 million cleanup is required. In addition, a liability suit has been filed for damages due to the contamination of nearby wells. Consequently, legal expenses are being incurred. Are all of these actual and potential costs insured? Obviously, if you have a pollution liability policy in place, the above costs will probably be insured. I say probably because business liability policies are not uniform. But, what if you don't have a pollution liability policy and what if your current general liability policy excludes all pollution liability (as most of them do today)? Under these circumstances, it first appears there is no insurance for this $1 million cleanup and liability suit. But this is probably not the case. You may well have insurance coverage, and you may well have much more insurance coverage than you ever expected. And, the insurance that I'm referring to is already in place. You simply need to find it and learn how to use this insurance - I'm referring to your old policies. In many cases, old liability insurance policies provide coverage for claims made today, because these policies were written on an "occurrence" basis of coverage. In fact, most still are written this way. This means that the insurance policy covers bodily injury or property damage liabilities (as defined in the policy) arising out of' "occurrences" or accidents that happen during the policy period regardless of' when the claim for damages is made. Therefore, for insurance purposes, the key question is: when did the "occurrence" take place? If someone falls and breaks a leg, that is clearly an "occurrence." The broken leg occurrence is, therefore, insured by the liability policy that was in existence at the time of the fall - regardless of when the claim or suit is filed, if ever. However, the answer to this question is seldom an easy one when you are looking at a pollution claim. In our scenario, the tank had a slow leak over 15 years, but property damage was not discovered until now. The question of when the "occurrence" (as defined in the insurance policy) took place has been litigated and continues to be litigated in many courts across the country. But, most often the answer has been that, for insurance purposes, the "occurrence" is the entire period that the tank was leaking (15 years), even though the contamination to the water was not discovered until 1987. This means that the person or company that is insured can potentially use all of its general liability policies (if they are "occurrence" policies, and most were), which were purchased during the 15 years from 1972 until 1987. And, these policies will potentially insure all of the claims and related exposures that arise out of this leaky underground gas tank. Scenario #2 In our first scenario, the claims and expenses were insured by past general liability policies because the claims arose out of events in the past, which, in turn, caused damage. Let's look at another example. In this scenario, Company XYZ has received a request to help clean up a landfill site because 10 years ago, XYZ dumped some toxic substances at the site, which was totally legal at the time. XYZ has not dumped anything at the site since this time. Nevertheless, XYZ is now being required to contribute $2 million to the cleanup of this site. In this scenario, if you had purchased "occurrence" general liability policies 10 years ago, these 1977 policies would (potentially) apply to the current $2 million cleanup claim. And, the reason is that the "occurrence" leading to the 1987 claim took place in 1977.

When deciding to deploy rescue teams underground the decision makers need to be able to determine that there won?t be an explosion whilst the rescue teams are underground. Previously general body concentrations in areas likely to be travelled were compared to explosive limits on a one off basis with no formal process looking at trends or other areas. A new approach is being adopted that takes into account the rate of change of gas concentrations with triggers set to enable a withdrawal of personnel prior to a possible explosion and influences such a barometric pressure changes. This paper explains the rationale behind the changes made and the advantages and implications of adopting such an approach.

When modeling predictive pit lake chemistry, groundwater chemistry is integrated with the affected portions of the wall rock and chemistry of the lake in a complex series of mixing. Fractions of the solutions impinge upon fresh, unaltered or fractured and oxidized zones of the wall containing sulfide materials and/or soluble metal/metalloid salts. Changing conditions over the short term (biannually) and long term (decades) can drive reactions allowing for dissolution or precipitation of acid rock drainage and metal leaching (ARD/ML) constituents. Local zonal variations can result in a portion of the pit releasing materials into solution; whereas other portions of the lake might favor the formation of colloids or precipitants. The proportions and character of groundwater can drive the chemistry of the pit lake provided sufficient buffering capacity is available to temper the generation of ARD in the system. For sulfide-rich systems, reduction of oxygen by rapid inundation and consumption by sulfides is key to reducing the ARD/ML. This paper presents several models of a sulfide-rich wall rock system using a range of groundwater chemistries to show these constraints.

Filtration of hematite ore slurries can be a bottleneck in some hematite processing plants due to inadequate filtration rates caused by the dispersion of fine particles. Flocculation of fine particles in the slurry decreases the specific cake resistance of the filter cake allowing for increased filtration rates. CO2 sparging of hematite slurry was shown to increase the filtration rate by altering the pH and the surface chemistry of the particles. It was shown that an increase in filtration rate of 278% can be accomplished by lowering the pH from 11 to 6.5 using CO2. This was attributed to increased flocculation of hematite and silica particles in the ore.

Testing ores for heap leach operations traditionally follows a progression of bottle roll tests, bucket and column leach tests, and very expensive large field leach tests. Enough data is now available to streamline the procedures. Data from five different operations shows that recoveries from large field leach tests can be predicted from the bucket tests. Initial recovery times in large field leaches are longer than in bucket tests- a typical response is eight days versus twenty days to the same recovery percentage; but the ultimate percent recoveries (after 60 days) are normally very close. Methods of mining and stacking can radically affect recoveries from clay-rich ores. Leaching of uncrushed ores provides special testing problems, since accurate samples smaller than several tons cannot be taken.

In his time on earth, man has mined about 93.3 kt (3 billion oz) of gold. About one-half of this has been produced in the past 35 years. Roughly one-third of this gold is held as reserve in Central Banks. One-third held is in personal reserves. And one-third is held as jewelry or other fabricated products. The world per capita availability of mined gold is increasing. There are many forces shaping gold's future. Gold currently has a favorable exchange ratio. This is encouraging many new gold mining developments. Production is increasing and new recovery techniques are surfacing. The use of gold in the financial markets is increasing in some unique ways. And gold is again fulfilling its role as a universal money, making its future predictable. Gold Today Man is currently mining gold at the rate of about 1.4 kt/a (44 million oz per year). This adds about 1.5% of newly mined gold to the total supply each year. This production plays a small role in the pricing mechanisms since much of the 93.3 kt (3 billion oz) mined is available to the market in some form. Much of the land reclaimed since enactment of the 1977 Surface Mining Control and Reclamation Act is over-compacted. Research has shown that excessive compaction in replaced growing media is detrimental to establishment of trees. If trees are to be grown on reclaimed surface mined sites, something must be done to alleviate this excessive compaction. Dry bulk density and penetration resistance are two soil parameters that can be used to indicate the level of compaction in reclaimed growing media. The University of Kentucky has developed test cells on reclaimed sites at a surface mine in eastern Kentucky to determine the impact of tillage (ripping) on soil compaction and tree survival rate. The ripping methods being evaluated include shallow tillage using conventional farm equipment and deep tillage using a dozer with a ripping arm. The impact of organic soil supplements on soil physical properties and tree survival rates is also being evaluated at the site. The organic soil supplements being evaluated include application of hardwood bark and application of straw and mulch. Each test cell has been planted with various species of trees, and for the first two years, data have been collected at these test cells for soil dry bulk density, penetration depth and resistance, and survival rate of trees. These data are currently being correlated to determine how ripping and the application of organic soil supplements affects the relationship between soil compaction and tree survival rate.

When it comes to processing industries, speed matters. More precisely, the faster/greater the throughput of finished product out the door, the more quickly money can flow back into the corporate coffers. In this quest for greater output, no processor can afford any weak links in the chain. Especially in the case of bulk solids operations, any one piece of equipment that slows the process down jeopardizes the profitability of the entire plant. However, one clay processor uncorked a pre-existing bottleneck by replacing its outdated separating equipment with a new design that immediately improved output.

The paper presents a geotechnical simulation of the "Mavropigi" open pit mine (Western Macedonia Lignite Center, Greece), using the finite element method. The simulation was based on the initial planning of the pit using Mohr-Coulomb and Soil Hardening models. Results indicate high stability factors as well as the magnitude of the expected horizontal displacements and floor heaving. However, these deformations do not influence decisively the overall stability unless locally adverse tectonics are encountered. Results can be used in the ongoing update of mine planning and stability evaluation.

Introduction The efficient process control of a uranium mill and its associated mining operation requires a nearly continuous knowledge of the uranium concentration in the ore. Generally, the approach is to use laboratory assays of grab samples from the mill feed belt. In some cases, elaborate and expensive systems have been used to ensure random sampling, but even with these systems, mass-balance discrepancies still exist. There is a requirement for an on-line instrument that can give a prompt, accurate analysis of a large portion of the feed stock. The authors have recently evaluated a laboratory system that achieves these goals using neutron activation and delayed neutron counting. The development of the on-line uranium ore analyzer is a consequence of previous work done at the Whiteshell Nuclear Research Establishment (WNRE) (Campbell et al., 1978 and 1981), and is based on the emission of delayed neutrons after the neutron irradiation of fissionable materials. The mechanism of delayed neutron emission has been described (Keepin, 1965), but briefly is as follows. The fission fragments resulting from irradiation are in an excited state. Certain of these delayed fission products, precursors, decay to a more stable state by the emission of a delayed neutron. The delayed neutrons can be divided into six groups with effective half-lives ranging from 0.2-55 sec. It is important to note that more than 50% of the delayed neutrons are emitted within the first 6 sec after irradiation; this has an influence on the design of the analysis instrument. Measurement Cycle The measurement cycle involves a neutron irradiation, a delay time, and a counting period. The laboratory demonstration model of the ore analyzer comprises a californium-252 neutron source, a source chamber, a pneumatic transfer facility, and a neutron irradiation and counting module (Fig. 1). The ore sample is placed in the irradiation chamber. The neutron source is transferred to the center of the chamber for a 5-sec irradiation while the helium-3 thermal neutron detectors are switched off. As the source returns to the storage chamber, the detectors are switched on and the delayed neutrons counted. The total assay cycle is 16 sec. The current instrument design calls for the ore to be cut from the main belt every 16 sec by a mechanical arm and dropped into the analyzer directly, or via another belt. The cycle starts when there is a sufficient mass of ore in the irradiation chamber to depress a switch and stops when the delayed neutron count is finished. The ore is then dropped through the bottom of the analyzer chamber and returned to the main belt. The counts from each cycle are accumulated and the data reduced to give the desired information. The source is contained in an iron capsule and pneumatically transferred between the irradiation/counting and storage chambers. The irradiation/counting chamber possesses 12, 600-mm (24-in.) long helium-3 thermal neutron detectors embedded in an annulus of wax (Fig. 1). Two sets of six detectors are each interfaced to a preamplifier, amplifier and single-channel pulseheight analyzer system, and the two systems are connected to a scaler. A special timing unit controls the transfer of the source and the on and off switching of the detector assembly, in sequence with the movement of the source. Results and Discussion In the experimental demonstration, using the 107 neutron.s-1 source, a 10% uranium ore was measured to ± 10% (2o total error) in 10 cycles and ±6% (2o) in 100 cycles. Since a larger source was not available, it can be statistically predicted that a 109 neutron-s-1 source could be used to measure a 0.1% ore to ± 10% (20) in 10 cycles. The uranium can occur as discrete nonhomogeneous particles in the ore, and the error caused by such a distribution of particles is ± 4% (2o), as determined by

Golden Sunlight Mines Inc. operates an open-pit gold mine and cyanidation plant about 11km (7 miles) northeast of Whitehall, MT. Golden Sunlight is a subsidiary of Placer Dome US Inc. Mining is accomplished with conventional open pit drilling, blasting and hauling methods. The mining rate is about 102 kt/d (113,000 stpd). Gold occurs as fine-grained disseminations in a pipe-shaped breccia and in immediately adjacent country rock. The ore body is low grade, averaging 2 g/t (0.059 oz per st) of gold. The metallurgical plant uses conventional carbon-in-pulp (CIP) technology. Daily throughput averages 6.5 kt (7000 st). Recoveries are enhanced through a sand tailing retreatment facility while a preaeration process reduces operating costs. The low grade ore dictates that maximum mill throughput at the desired grind size be maintained. Therefore, in October 1988, an Armco Autometrics (now Denver Autometrics) particle size monitor (PSM) 400 was commissioned. The PSM 400 is an on-line instrument. It measures particle size and percent solids in a slurry stream. The PSM pulls its own sample, deareates the sample and passes it through diametrically opposed ultrasonic sensors. The unit uses ultrasonic sound to measure the deareated slurry stream's particle size and percent solids.

"In a time that seems to be dominated with nothing but bad news coming from the mining industry, there is a success story that has been quietly happening in Southwestern Wyoming for more than 60 years, and it is one that is likely to continue for many decades to come.Beneath the wind swept high desert plains of Sweetwater County, WY, about 32 km (20 miles) west of Green River, lies the Green River Basin where five companies, including Tata Chemicals North America (TCNA), are mining the world’s largest known deposit of trona and, in turn, are collectively producing 15.3 Mt/a (17 million stpy) of soda ash.“We have a long-term growth story that has been, and will continue to be a steady earner for many years to come,” said J. Martin Keighley, managing director of TCNA who has been in charge of the mine, formerly known as General Chemical Industrial Products Inc., for Tata Chemicals for about three years.According to the U.S. Bureau of Land Management (BLM), Keighley is safe with his prediction of future success. The BLM estimates that there are enough reserves in the Green River Basin to last another 2,000 years. Currently, four trona beds in the Green River Basin are being mined and in all, there are 25 major trona beds that occur within the Wilkins Peak Member of the Upper Eocene Age Green River Formation. The trona deposit as a whole covers about 2,500 km2 (1,000 sq miles) within the Green River Basin.And imagine, this economic mainstay in the region was discovered accidently.Prior to 1948, soda ash, the salable commodity that comes from trona and is used in a host of products including glass and detergent, was produced synthetically. In 1938, an oil and gas exploration team working in the Green River Basin came away with a find that would change the soda ash industry and the physical and employment landscape of southwestern Wyoming forever. Within 10 years, the communities of Green River and Rock Springs, which were built largely on the back of coal mining and railroads, had another commodity beneath their feet."

GC. Waterman Mr. Grieves' paper on "Shaft Sinking Today--A Boring Business Tomorrow" in the Dec. 1981 issue of MINING ENGINEERING is an excellent description of recent improvements in speed and costs of shaft sinking. However, shaft boring techniques are not a recent development. In 1935-36, the Idaho Maryland Co. (gold), Grass Valley, CA, bored the vertical 1.5-m-diam Idaho No. 2 ventilation and supply shaft to a depth of 346 m. The equipment was designed and perfected by Branner Newsome and was, I believe, described in "Transactions." Pickands Mather later bored a 1.8-m-diam shaft to a depth of about 305 m using Newsome's design. The Idaho No. 2 shaft cut through hard gabbro, diabase dikes, soft serpentine, very incompetent ankeritized serpentine and a strong fault zone. The completed shaft did not require timber support; the fault zone was cemented. Equipment consisted of a rotating 1.5-m or 3-m core barrel with a slotted bottom which cut a 76-mm kerf. The cutting agent was chilled steel shot introduced into the slot as needed. The driving mechanism and core barrel were lowered into the shaft, the former secured to the wall and the inshaft "engineer" operated the motors which controlled core barrel rpm and advance. After an advance of 1.5-3 m the equipment was lifted out of the shaft, a half(?) stick of powder cut off the drilled core, and it was hoisted to the surface with a cable attached to an eye bolt at the tope of the core. A "shift" consisted of three men: hoistman, equipment operator (down the shaft), and a surface laborer. Advance was variable as equipment and techniques were perfected. Near the end of the job advance was, as I remember, 1.5-3 m per shift. Costs were, as I recall, about $115/m. Up to 4 m cores were lifted out in one piece and swung to the dump by a stiff leg derrick. The Newsome equipment was relatively inexpensive to build and operate and his method should be (more than?) competetive with the methods described by Grieves. W.E. Hawes The author, in mentioning the South African developments of the cactus grab, ignores the parallel development of the Cryderman mucker in this hemisphere. Perhaps a slightly longer history of blind hold drilling would have been in order. Blind shaft boring got a major boost at the Nevada Test Site, as part of the nuclear weapons development, when it was essential to be able to quickly assess depth for weapons testing. One of the early civilian attempts to utilize this technology occurred when Kerr McGee drilled the shaft at the Section 19 Mine at Ambrosia Lake, NM. This twin masted drill rig belonged to a subsidiary of Kerr McGee, not Shaft Drillers. This was a difficult hole, due to bentonitic shales that decomposed. Later advances in drilling fluids eliminated this problem. The Conoco project referred to is not entirely correct, and needs minor amplification: The depth of the development (not pilot) shaft drilled was 684 m, at a diameter of 3.05 m, with a 2.16 m ID hydratatic casing being installed to a depth of 669 m. Conoco Inc., not Challenger, executed the drilling, however Conoco did use Challenger Drilling Company's Rig 14-S. Rig 14-S is unique in that it is specifically designed for shaft drilling, rather than being an oil field rig used for this service. All work was planned and directed by Conoco personnel. Deviation of the aforementioned shaft from vertical was 31 cm. Two smaller shafts (pilot shafts) were drilled with the same rig. These smaller ones were drilled 1.8 m in diameter, to depth of 665 m and cased with .91-m-diam casing, to depth of 650 m to be used as pilot holes for 5.5 m diameter shafts. The total elapsed time for all drilling, casing, cementing, and rig moves was 50 weeks. The constraints mentioned of vertical accuracy, torque, wall collapse, rig set up time, lining time etc., pumping out, etc., may not be as serious as the author implies. First, vertical accuracy: The record achieved by Conoco indicates that with reasonable care, good accuracy can be obtained, primarily by having a fair amount of weight in tension, rather than on the drill bit. Second, the amount of torque that can be applied to the drill stem has been greatly increased by the introduction of larger diameter drill stems, such as the new Hughes rig uses. Third, risk of collapse of shaft walls is minimal with the proper mud program. Basically, the walls are supported by the weight of the mud and it is not removed until some type of casing is installed and grouted in. Here in the real challenge of blind drilling shafts to devise a more economical method of lining bored shafts than using steel casing. The remaining issues were minor at Conoco, provided adequate planning and scheduling takes place. An excellent paper, "Shaft Drilling--Crownpoint Project" by Hassell H. Hunter, presented at the Fifth Uranium Symposium in Albuquerque in Sept. 1981 contains details of this project. A combination of blind boring, with enlargement by either mechanical means (boring machine, or tunneling type shield) or slabbing down, with muck removal through a larger bored shaft would seem to be the future trend in shaft development. The economics, especially for wet conditions, favor this concept over conventional sinking, as has been demonstrated at Kerr McGee --Churchrock, UNC--Churchrock and Conoco at Crownpoint.

In the wake of the collapse of the ceiling panels in the I-90 section of the Central Artery/Tunnel (CA/T) Project in 2006, the long term performance of tunnels became the focus of the tunneling industry. At the time of the accident, the tunnel had been open to traffic for about 10 years. This paper will discuss design methods and considerations to improve the long term performance and durability of a tunnel. The major problems found during the inspection of several tunnels will also be presented and the causes for these problems will be discussed.

Oil sand tailings are disposed of in large ponds in which MFT (Mature Fine Tailings, a stable suspension of fine particles in water) forms after many years of settling. Long-term storage of large volumes of MFT is costly to maintain and also poses an environmental liability. The Advanced Separation Technologies laboratory at CANMET Western Research Centre has worked closely with oil sand companies to eliminate MFT generation by applying paste technology to oil sand tailings. In this process the fine tailings are flocculated to produce a thickened material that has the potential to consolidate to a dry landscape, while warm water is recovered and recycled for reuse in the extraction process. This paper presents some results of an extensive technical program involving bench-scale tests for flocculant selection and continuous thickener pilot tests.

The long-awaited COSMAR study prepared under the auspices of the National Academy of Science reaches one emphatic conclusion that has been enthusiastically seconded by the mining industry: The 1977 federal surface mining act is "poorly suited" as a vehicle to regulate noncoal mining. Though the industry greeted the report with approval, the weight it will carry and the extent of its impact are yet to be felt. The COSMAR report makes no recommendations-that's a job left to the Administration's Council on Environmental Quality-and the prospect of legislation still hovers. For a closer look at the study, MINING ENGINEERING talked to COSMAR committee chairman James Boyd, a well-known presence in the mining arena for over 50 years. After highlighting some of the study's major points, Dr. Boyd comments on the report's impact and possible repercussions. Dr. Boyd, for those readers who haven't seen the COSMAR report, would you summarize some of its major findings? The committee analyzed the surface mining act to determine if it was applicable to noncoal mining and found that there were provisions of the act that either could not be met by existing technology or would be extremely difficult and not necessarily beneficial to adapt. We found that most noncoal mineral mines, despite their obvious diversity, can be considered in two major groups: 93% of all mines move 45% of all materials mined (mostly small units mining construction materials); and the few gigantic regional operations (2%)-copper, iron, phosphate, and uranium mines-that move 50% of the material. With few exceptions, neither of the two groups is amenable to the coal mining practices addressed by the act. The strip mine law was designed for coal mining, where land is regraded, revegetated, and returned to usefulness. In contrast, construction mineral quarries supply local needs for decades, remove most of the material from the immediate vicinity, and cannot be returned to their premining uses (though they have innumerable other valuable uses). The nation's huge mineral deposits require enormous capital investments, are vital to the nation's economy, and can take centuries to exploit. Any attempt to return these locations to premining use would be illogical. Pebble phosphate in Florida and red-bed copper in Oklahoma come near to meeting the conditions contemplated in the act. Hong Kong’s Strategic Sewage Disposal Scheme (SSDS) Stage I involves the provision of a system of deep tunnels for transporting to a central treatment works wastewater collected from a number of catchments around Victoria Harbour. For the SSDS Stage I works, about 24 km of tunnels have been excavated in hard rock at depths ranging from about 80 to 150 m below Victoria Harbour and the surrounding heavily developed areas of Kowloon and Hong Kong. Five tunnel boring machines(TBMs) with diameters ranging from 3.2 m to 4.3 m were used to excavate the tunnels. Tunnel excavation has been completed and tunnel linings are in progress. Major tunnelling issues such as ground stabilisation and water control encountered in the project are summarised. An overview of one of the possible future tunnel systems that might be adopted in subsequent stages of SSDS is also presented.
