There are currently more that 460 mines worldwide that utilize cyanide for gold and silver extraction. Despite this large number of cyanide-related mining operations, there have been no published accounts during the previous 25 years of the death of humans due to cyanide as a direct consequence of major mining-related environmental incidents. All published accounts of human deaths due to mining-related environmental incidents have been the result of physical inundation with tailings or waste rock materials. It appears that major mining-related environmental incidents have not been concentrated in any geographic location, are likely to occur regardless of the size of the mining company and do not occur more frequently with a specific type of mining activity. Several cyanide treatment and recovery technologies have been widely demonstrated to reliably control cyanide levels in mining solutions. With proper use of these technologies, tailings cyanide concentrations can be maintained at levels protective of wildlife while reducing the potential for adverse environmental incidents. The development of an international cyanide code of practice or management plan is recommended and should take into consideration the adoption of a weak-acid-dissociable (WAD) cyanide standard that maintains the levels entering a tailings impoundment below 50 mg/L.

A rock classification for drilling and boring is presented covering most equipment types and providing an estimation of the key parameters for operation, such as thrust and speed, and of performance such as penetration rate and bit life. Drilling and boring are significant and integral aspects of both the mining and heavy construction industries. Together these constitute over 20% of the G.N.P. Drilling and boring represent the most arduous mechanical processes performed in industry. Their misapplication quickly leads to equipment destruction, hazards, and to major delays. The classification is unified in two ways: 1) for a particular rock class several parameters can be estimated, 2) the classification integrates most excavating activities (i.e. digging, ripping and even blasting), and is derived from ground control. The rock classification provides a job property, based on fundamental and index properties, which yields quick and rough estimates of vital information. However it does not obviate the need for a more thorough analysis, and maintaining field records. BACKGROUND In order to adequately describe a drilling operation the conditions, activity, and equipment must be characterized. Of these the major independent variables are the conditions. Conditions focus on the geologic mass and also consider whether the site is surface or underground. Low-rank coal (LRC) drying processes are generally categorized by operating temperature, drying environment and type of feed (either sized or ground coal). Within these broad categories, drying processes differ according to the type of drying equipment and methods of quenching and stabilizing the dried products. This paper focuses on the produce quality of various LRC drying processes including conventional low and high temperature evaporative drying and non-evaporative, hydrothermal drying. The former may be preferred if the dried product can be utilized immediately, but moisture reabsorption, spontaneous heating and fines production during handling are problems associated with longer term storage, transportation and utilization. Methods for reducing these problems are discussed. Hydrothermal processing is an advanced technology featuring high pressure, non-evaporative drying, which solves stability problems by producing a liquid feel.

A glance at the accompanying table reveals that for the first time in many years the industrial minerals field did not post significant gains in production. Gypsum, cement, sand and gravel, and crushed stone production-which are very sensitive to construction industry performance-barely managed to stay even, or in fact, declined slightly. Even barite production, in spite of increased oil and gas drilling, was off 5% in 1979 from 1978. Domestic fluorspar production continued to decline while imports, primarily from Mexico, South Africa, and Spain, rose 11%. Worldwide production of iodine (which is used primarily as a catalyst, animal feed additive, and in ink and colorants, stabilizers, pharmaceuticals, photographic film, and disinfectants) grew about 9% on a worldwide basis-from 10.75 Tg to 11.16 Tg. This does not include US production. The two US producers increased demand as apparent domestic production increased about 5%. Increasing energy costs and the transportation situation have had a prohibitive effect on the industrial minerals field. The critical shortage of railroad cars, according to consultant Neil Johnson, is due to several factors: • High capital investment rind interest rates needed to build new equipment, • Accidents, obsolescence, and failure to repair equipment reduced car availability, •Reduction in some train schedules due to fuel economy, and •Increased turnaround time as a result of new safety regulations. Railroad rates have increased an average of 7% per year for the past 10 years. Last year's increases were about 11.1% due to fuel costs and surcharges. Truck shipments have increased their penetration in certain areas of the southeast because of the shortage of box cars and the producers' demand for quick shipment. Some producers report a 15-20% increase in truck use. In the feldspar-mica area, which formerly made most shipments by rail, trucks are now used for about half the shipments. Marketing prices, as expected, increased due to higher costs for energy, power, labor, and supplies used in production. Estimated average price increases were about 10% which, in many cases, did not cover increased production costs. These factors-rising energy costs and the critical transportation situation-resulted in an unsatisfactory year for industrial minerals. Stanley J. Lefond Cnntrihuting Editor

Application of a magnetic field was shown to be effective in controlling iron losses in pilot-scale cationic silica flotation in the processing of magnetic taconite concentrates. The design of a magnetic field distribution device and batch flotation test results using a 1.42m3 (50 cu. ft.) WEMCO cell are reported. Major losses of iron units in froth products were in the -25µm (500 mesh) fraction, and the application of a magnetic field decreased the flotation of fine magnetite, thereby improving the selectivity of separation. The “as received” sample was sufficiently magnetized and no further benefit was gained by magnetizing treatment. Selectivity was somewhat adversely affected by demagnetizing the sample, though its effect was minimal due to the magnetic field. The device is simple in construction, low cost and may be installed readily in existing equipment.

To keep Homestake's Bulldog Mountain silver and lead mining and milling operation in southwestern Colorado workable, natural ground water and decant water from the mine's sand backfilling operation must be continually pumped from the workings. Left untreated, this water exceeds maximum allowable levels for various contaminants that may be discharged to the environment. To comply with regulations, a National Pollutant Discharge Elimination System (NPDES) permit was obtained and a mine water treatment plant for heavy metals removal was constructed in 1977. Due to equipment capacity and operational problems, and the lack of on-site technical personnel and analytic equipment, the first water treatment plant could not consistently meet permit limits. In 1979, Homestake entered into a consent decree with EPA and the Colorado Department of Health, calling for the construction of a water treatment facility to meet NPDES permit limits. Initial construction began in the spring of 1980 and the plant now produces effluent acceptable for discharge.

Although many SAG operators may agree that on-line measurement of SAG feed-size is an attractive notion, applying this information in a control strategy that recovers the investment, engineering time, and maintenance is not necessarily straightforward. The P. T. Freeport Split-Online system was justified based on the assumption that SAG feed-size could be used in a feed-forward control strategy either at the regulatory or expert system control level. Something like “as the feed size changes adjust the throughput to avoid under or overloading the mill” was envisioned. However, following installation and calibration, Cluster Analysis showed that such an approach would not be successful. However, the sensor has been successfully integrated into Freeport’s grinding control strategy other ways. It provides an input to the Kalman filter parameter estimator used in a model-based control strategy that optimizes throughput and grind. The Split sensor also provides a characteristic feed size parameter for use in an on-line work index estimator. This paper describes the calibration and installation of the Split SAG feed-size analyzer, and reviews the evolution of its use in the Freeport C3 grinding circuit control strategy.

By oxidizing the pyrite matrix through biological leaching of precious metals ores or concentrates, better than 90% recovery of gold and silver is achieved. The paper develops three precipitation processes that eliminates arsenic and all other toxic elements in the resulting liquor after the biological reactors. In addition, the precipitates are highly crystalline and resist resolubilization. The latter must be tested for at least six months by EPA test procedures. The three systems are temperature (must be at least 120°C or higher) lime or limestone. A continuous pilot plant was employed for all three systems and complete recommendations are given to optimize Fe/As molar ratio, reaction kinetics (detention time) pH, temperature, wt % feed solids as well as resultant reagent consumption based upon continuous operation.

Australia’s Minerals Tertiary Education Council (MTEC) has achieved several successes during its first three years of operation. This initiative was developed through the Minerals Council of Australia, in conjunction with three partner universities involved in mining engineering education. The partner universities are the University of New South Wales (UNSW); Curtin University, the West Australian School of Mines (WASM); and the University of Queensland (UQ). The collaboration between these partner universities and industry has led to the development of shared course material, cross-institutional teaching arrangements, and the development of a number of flexible, distance-based delivery programs. This article then discusses future initiatives. Importantly, the challenge is the future initiative planned to cement this collaboration by the formation of a “virtual” national school of mining engineering: Mining Education Australia (MEA). This will provide a common third and fourth year program to all three universities beginning in 2007. The common program will involve innovative teaching and learning arrangements, greater student exchange potential and a more significant input by industry into the education process.

The introduction of computer technology to the mining industry has produced many benefits for the mining engineer. The most significant is the dramatic increase in productivity realized by the individual user. This is important during times of competitive market conditions. Software for the minerals and energy industries has evolved substantially over the past decade. But even today it remains difficult to find a system that features the flexibility and integration capabilities to effectively (and cost-effectively) handle the needs of professionals in each phase of the mining industry - from exploration to reclamation. Several national software developers are now addressing this challenge. One Denver-based company, MINEsoft Ltd., offers a software package that is currently being used in each phase of the mining industry. The basic technology used in MINEsoft's database management system was developed in the 1960s. But during these early years of the computer industry, most of the technology was available only on mainframe computers, and then only as separate entities. MINEsoft's system unifies these various systems in one package that can be used on most computers manufactured today. Database Management System TECHBASE is a flexible, integrated database management system designed specifically for technical applications. The system features a database manager with no practical limit to the amount of data it can store, retrieve, and manipulate, according to the company. TECHBASE in¬cludes Applications Packages (TAPs) designed to meet the needs of professionals in a host of industries. Clients use the TECH BASE system to prepare many reports, including important EPA information. The package reduces data to a manageable level and enables users to increase productivity with a smaller staff. Mining engineers no longer need to do things by hand. What used to be a day's work can be accomplished in an hour or two. Exploration "Using the TECHBASE system to generate maps has probably saved us the expense of three or four draftsmen," says Ralph Fitch, regional manager and senior staff geologist with Chevron Resources in Portland, ME. "The system has great flexibility. You can treat it much like a spreadsheet. If you are halfway through with a particular project, the system allows you to add fields and calculations with ease but without starting over." Fitch uses TECHBASE for the "straightforward" plotting of results and generation of geochemical and geophysical profiles. "In exploration," he says, "these are the two key elements ... the generation of maps and data profiles. The system allows you to plot as many elements and variables in these areas that you like." Other aspects are important, too, says Fitch, including drill hole sections. "We use all the basic capabilities the system provides in the complete package," he explains. To protect mine personnel and moving equipment at underground roof fall areas, mine operators typically install steel sets, which are covered with wooden blocks and backfilled with an expanding-type cement material. In large roof falls, the cost of void backfilling becomes prohibitively high, causing some mines to leave the voids open. However, the durability of wood over time and the capability of the steel set and wood lagging to resist falling rock are unknown. This has caused concern for the U.S. Mine Safety and Health Administration (MSHA) and ground control engineers. During the last few years, Keystone Mining Services, LLC developed various impact-resistant steel set designs that were approved by MSHA and installed in various underground fall rehabilitations. This paper presents an impact-resistant steel set design methodology, including (1) steel set design per AISC national standard, (2) design, development and laboratory testing of a waterproof coated impact-resistant lagging panel and (3) impactresistant steel set design based on the law of conservation of energy. Two underground cases will be included detailing the application of the system.

This contribution focuses on the role of stress analysis for mine planning and the selection of suitable computer programs for the task with special emphasis on coal mine pillars. In this regard, barrier pillars that defend a set of five main entries at the Crandall Canyon coal mine in central Utah were formed during extensive longwall mining north and south of these main entries. Numerical analysis for ground control guided the mine planning and permitting. Retreat mining of pillars led to disastrous events August 6 and 16, 2007, with the loss of nine lives. A most difficult lesson taught by the Crandall Canyon tragedy is the need for education in the selection and use of computer programs for pillar design. Much of this contribution is taken from a report prepared for the Mine Safety and Health Administration (Gates, et al, 2008). Details appear in Appendix Q of the report (Pariseau, 2008). The Crandall Canyon mine is about 16 miles west of Huntington, Utah, in the Wasatch Plateau coal field. Geology of the Wasatch Plateau is described by Doelling (1972) as gently dipping Cretaceous sandstones, mudstones, coal seams, and shales. Joint systems are present in strata above and below coal seams where cleat systems are present as described by Hucka (1991). Several major fault systems transect the field and form grabens with 450- 760 m of drop. One such structure is Joes Valley fault that crosses the Crandall Canyon mine. Mines in the Wasatch Plateau are generally developed from outcrops in steep canyon walls. Overburden increases rapidly as mining progresses into the plateau; mining depth varies with topography between 450 and 600 m in the region of interest. A stratigraphic column derived from a borehole into the mine is shown in Figure 1. There are 11 layers in the column.

Outburst of gas, coal and rock can be defined as sudden release of coal and rock accompanied by large quantities of gas into the working face or other mine workings. The outburst events appeared rarely in some metal mines has generally occurred in salt and coal mines especially bituminous coal mining. The most important factors that influence the occurrence of outbursts are gassiness of the coal seam, tectonics, properties of the coal and rock and vertical and lateral stresses occurring in the seam and or rock or part of the coal seam. This paper describes the problem of gas and coal outbursts in underground coal mines. The outburst events occurred in Zonguldak Coal Basin located on the Black Sea coast was investigated since 1969. Geological and gas conditions of Zonguldak Coal Basin are described. The incidents are analyzed statistically with the criteria such as amount of coal and gas outburst, depth of workings, effect of tectonism, thickness and inclination of coal seams.

At the Fort Knox Mine, Fairbanks, Alaska, carbon fines are generated during stripping, acid washing and kiln regeneration operations. Carbon fines are collected by a filter press because of their gold value. Samples of the carbon fines show that they consist of 20-30% carbon, 70-80% grit and 0.17-0.68 kg/t (5.0-19.9 oz/st) gold. About 80% of the gold values in the carbon fines used in this study are in a form of recrystallized free gold grains, with the balance being adsorbed gold on the carbon. High recoveries of gold and carbon were obtained in laboratory tests using froth flotation, with a high rejection of the grit.

Vertical circular shafts have been proposed for multiple access to high level nuclear waste deep geologic repositories. Shaft construction is a critical path item in the commissioning of a repository. Other constraints on the shaft design and construction criteria include the lack of design precedence for long term performance and the importance of minimizing rock and groundwater disturbance. A comparative evaluation of conventional and mechanized shaft sinking techniques is presented in the context of the particular geologic and design constraints. Technical and non-technical factors for blind drilling, blind boring, raise-reaming, drill-and-blast and ream-and slash methods are reviewed for typically "hard rock" and "salt" type repository sites. Appropriate shaft designs are developed, the suitability of each method to the particular requirements evaluated and construction costs and schedules determined. The explicit appraisal of the significant design factors for each method serves as a rational basis for the preliminary selection of the most suitable sinking technique for a particular set of site/design conditions.

Issues between resource utilization and resource preservation often develop in connection with coal mining. One such conflict exists in eastern Utah where PacifiCorp and Energy West Mining Company are working with State and Federal agencies to address the resource recovery/resource preservation dispute. The effects of underground longwall coal mining on golden eagle (Aquila chrysaetos) cliff nesting sites have been studied at the Cottonwood Mine since 1986. Subsidence, escarpment spalling, and the nesting activities of the local eagle population were monitored.

The D.C. Water and Sewer Authority is implementing the Anacostia River Projects component of its Long-Term CSO Control Plan, including 21 kilometers of 3.7- to 7-meter-diameter CSO near-surface diversion storage/conveyance structures and flood relief, pressurized-face, soft ground tunnels at a maximum depth of 65 meters. This paper describes a project-specific soil grouping system that is primarily based on soil characteristics for tunneling derived from tests including Atterberg limits, grain size, swelling, mineralogy, triaxial, pressure meter, and consolidation, which differentiates the project from past area tunnel projects using descriptive systems based primarily on area geology.

The Bagdad mill, located near Bagdad, AZ, was built in 1977 with a designed mill capacity of 36.3 kt/d (40,000 stpd). An autogenous mill-ball mill crusher (ABC) grinding circuit was chosen. The original mill contained three independent grinding circuits. Each contained one 9.75m-diam x 4-m-long (32-ft-diam x 13-ft-long) fixed-speed autogenous mill, a4.7-m-diam x 6.7-m- long (15.5ft-diam x 22-ft-long) ball mill and one 2. 1-m-diam (7-ft-diam) short head cone crusher. Total installed power per grinding circuit was about 8.4 MW (11,350 hp), with 5.9 MW (8000 hp) in the autogenous mill, 2.2 MW (3000 hp) in the ball mill and 261 kW (350 hp) in the crusher (Fig. 1). The autogenous mills were designed to be able to operate semi-autogenously. However, they were never converted to semiautogenous grinding (SAG) mills. As a result of this design, only about 4.1 MW (5450 hp) of the designed power is used in the autogenous mills. The grinding circuits are closed, with 2.4 x 6 m (8 x 20 ft) double-deck vibrating screens. A series of conveyors re- turn screen oversize underneath the mill coarse ore stockpile to feed the crushers. Variable speed belts feed the crushers and control power draw. Crusher product reports directly to the tail end of the autogenous mill feed belt (Fig. 2). A magnetic sensor detects tramp iron in the autogenous mill-crusher circuit.

The paper describes a variety of existing techniques and equipment which when combined together permit faster and cheaper drilling of shafts in soft to medium strength formations. Drilling fluid circulation, methods of hole stabilisation and bit design, including the advantages of flat bottomed and conical bits, shrouds and skirts, tungsten carbide, long tooth and disc cutters are considered. The principles of rock chip transportation and bottom hole cleaning are described together with a new and very efficient fluid circulation system which was invented by the author.
