As indicated on the official conference program, this presentation in not a formal one, but a synopsis of the activities of a newly created Sub-committee of the Research Council on Underground Construction, which involves itself with small diameter tunnels. Because there is a dire need to develop a system of excavating small horizontal openings at shallow depths without interrupting traffic, it was hoped that a more progress report could be reported at this time. Because of ecological and environmental considerations, laws are being passed which mandate that all utilities be placed underground. In urban areas the excavation of trenches in which these utilities are placed has been done by disrupting the normal flow of traffic, thereby creating complete chaos. In addition, it always seems that the Companies involved have no coordination, since one company completes its installation and another one begins. Certainly, utility tunnels can be driven at greater depths to house main feeder and trunk lines, but there still remains the problem of installing distribution lines for house services. The definition of a "mini" tunnel, is a tunnel whose excavated size is approximately 48 in. or less. The objectives of the Committee are to "stimulate the development of systems and equipment to build tunnels in these size ranges which will reduce costs, time and surface disruption from current systems."

Research and development of tunneling technology is rapidly taking its rightful place as an important ingredient in the Nation's research and development strategy. The state of technology in tunneling is very important to the Federal Government. Through its support, both direct and indirect, of a wide range of public works, our government, using the taxpayer's money, is the biggest buyer of tunnels. So that this money is spent wisely and efficiently, it is important that potential developments in tunneling technology that promise lower cost tunnels be pursued, if the cost of reaching the goals is commensurate with the prospective benefits. For too many years, the Federal Government's activities in the tunneling technology field were fragmented. Recently, specific coordination efforts have been initiated. It may surprise some to realize that the total Federal expenditure on excavation technology research and development, which is largely devoted to underground excavation, is growing by leaps and bounds. In fiscal year 1971 alone, approximately $19 million were expended by Federal agencies. This current fiscal year (FY 1972) that amount will increase to $24 million. It would appear that next year we will exceed the 1972 expenditure by 52 percent to bring the total FY 1973 expenditure up to $36 million. There are many carbon-in-pulp and resin-in-pulp screening devices which are at present in use in the South African mining industry. Each one of these screens has been an improvement, from the very basic air cleaned and 'EPAC' types which were either circumferential or · diametrical launder screens, which were developed for C I P in the early 1980's, through to the more sophisticated LAP and Kambalda Screens. Each one of these screens not only increased the performance or throughput per square metre than its predecessor, but also addressed maintenance problems, wear, reliability and the ability to handle surge conditions, thereby preventing tank overflow. However, very little theory has been presented concerning, the flow of pulp through internal screens, carbon loss and screen wear rates. Almost all this information is based on empirical data. The NKM screen continued this trend and was able to offer flow rates in excess of 180 cubic metres per square metre of screen per hour and an average screen life of approximately six months. However, with increasing sophistication of the screen and the use of wedge wire as opposed to the normal woven wire, the mass was significantly increased and costs began to mount. Therefore, Mixtec undertook to develop a radically different screen, which incorporated many of the advantages of .the existing equipment and combined a few of its own.

In a process-oriented production environment, the first objective of any plant engineering effort is to safely produce sufficient product output with an existing plant layout to provide a profitable return to the plant owners and stable employment for plant employees. In such an environment, the terminology macro-engineering means looking at a plant from a perspective beyond "putting out routine fires" or "keeping the plant running." It means asking questions like: • What are the current equipment bottlenecks in the existing plant? • What portion of the plant is most sensitive to fluctuations in raw feed characteristics or other processing condition changes? • If one had X dollars to spend beyond routine maintenance, how could it be best spent to have the greatest impact on overall plant profitability? • What portions of the plant do we know least about? While these questions may seem obvious, they often go unasked due to time pressures, limitations on people or other resources and poor profitability of the existing plant. Even when the questions are asked, frequently a high level of personal bias or a lack of accurate information lead to less than optimal answers and sometimes a lack of confidence in engineering technology. Therefore, in a majority of process plants, there has been little serious change in the equipment layout or engineering operation practice since the start-up of the original plant design.

Cyprus Miami Mining Corp. has a history of overcoming adversity through innovation and adaptation to changing conditions. Requirements to remain profitable in the 1990s include a combination of advanced technology, employee involvement and training, attention to customer satisfaction, environmental awareness and quality management. The Miami property is located in the Globe-Miami area of Arizona, 130 km (80 miles) east of Phoenix and 160 km (100 miles) north of Tucson. The complex is located in a high desert environ¬ment at an elevation of 1065 m (3500 ft). The region receives about 480 mm (19 in.) of precipitation annually. History Mineralization at the Miami property was first discovered in the 1880s, which led to underground mining of copper by the 1890s. In 1911, the Inspiration Consolidated Copper Co. was formed by combining the Inspiration and Live Oak Mines. Full-scale production began in 1915. Block caving methods were used at both mines. Open-pit mining commenced in 1948. Underground mining had ceased by 1954, and all production was obtained from surface operations. Innovation has been the key to Miami's success. Development of sulfide flotation and the ferric cure process for vat leaching were advanced at Miami. In situ leaching of oxide material, remaining after block caving had removed the sulfide ore, was also used.

At Sifto Canada's Goderich salt mine near Goderich, Ontario, the stress control method of mining was introduced to overcome increasing roof failure problems. After successful testing, the conventional room-and-pillar mining method was converted entirely to the stress control method. This conversion has successfully stabilized the ground, increasing the extracton ratio from 38% to 50%. At the same time, it reduced the ground control and rehabilitation cost by more than 80%. The success of the conversion is due to the quantitative technique of mine analysis that was developed to ensure that the conversion was safe and reliable. A finite element model of the ground was constructed to predict and validate the safety of the stress controlled mine opening. A system of in situ stress-property measurement instruments was developed to obtain input data for the computer model as well as to evaluate its output quantitatively with regard to time and location. History of roof problems Severe roof safety problems have been encountered at Goderich Mine since it opened in 1959. These problems continued into the 1980s. Following excavation, the roof strata started to deteriorate by slabbing. Even after roof rehabilitation, deterioration continued to progressively higher roof elevations, requiring repeated rehabilitation. The operational impact of these roof failures was severe, ranging from a considerable safety hazard to major production interruptions.

The White River Shale Oil Corporation (WRSOC) is developing a prototype oil shale facility on Federal Lease Tracts Ua and Ub located in northeastern Utah. This paper covers the successful driving of 1,525 m (5,000 ft) of dogleg downgrade decline with a 70-ton Paurat Roadheader mining machine and a conveyor muck-handling system. Ground support is with rock bolt and shotcrete; welded wire mesh is optional. The Upper Decline of 3.89 m by 8.69 m (12.75 ft by 28.5 ft) was mined through the Uinta Formation sandstones and shales in 210 days. The sandstones have a compressive strength in the 48 MPa (7,000 psi) range with a few bands of shale up to 137.8 MPa (20,000 psi). Green River Formation dolomitic marlstone with some sandstone lenses was mined in the Lower Decline 3.89 m by 5.64 m (12.75 ft by 18.5 ft) in 175 days. The Green River marlstones are tough massive formations ranging up to 206.8 MPa (30,000 psi). Roadheaders for use on steep slopes must be modified to accommodate the particular problems associated with mining downdip. The paper concentrates on the application of Roadheaders to steep slopes and the problems of mining tough materials such as marlstone. The paper also shows the advantage of using the method of excavation on long drives.

During initial mining operations at the Colosseum gold mine, discrepancies between the average blasthole grades and mill-head grades were quite large. In December 1987, mill-head grades averaged 39% lower than corre¬sponding estimates from the blastholes. The correlation between average blasthole grade and mill-head grade had an r-value of 0.015. The magnitude of the discrepancy and the lack of correspondence between estimated and actual grades led to a series of investigations of the sampling system, the effect of blast movement of the ore, and the estimation methodology. The discrepancy between blasthole grades and mill-head grades had been reduced by about half on a percentage basis at the conclusion of these studies. Ongoing studies have produced changes that reduced this discrepancy to its present level of less than 10%. Geology The Colosseum mine is within the Clark Mountain mining district about 68 km (42 miles) southwest of Las Vegas, NV in San Bernardino County, CA. Gold mineralization at the deposit is hosted in two 152 m x 213 m (500 ft x 700 ft) interconnected, rhyolitic intrusive breccia pipes that intruded Pre¬cambrian crystalline basement rocks and overlying Paleozoic marine sedimentary rocks. Subsequent erosion (deroofing) of all of the Paleozoic section and a portion of the Precambrian section has exposed the pipes to the present level (probably a significant depth in the original breccia pipe system). Lithologies exhibited within the breccia pipe complexes include rhyolitic felsite, and breccias of felsite and wall/ country rock. Breccia types grade from felsite plus Precambrian granite-gneiss fragments in an aphanitic felsite matrix to crosscutting breccias of felsite, Precambrian granite-gneiss, and Paleozoic sedimentary rocks in a matrix of finely comminuted material of the same composition. All the lithologies in and around the breccia pipes exhibit moderate to intense quartz-sericite-pyrite alteration, with sericite and pyrite the dominant visual alteration minerals. Gold at the Colosseum mine is generally submicroscopic and associated with sulfide mineralization, chiefly pyrite. It occurs as free gold, with minor alloyed silver. It is primarily in contact with pyrite in fractures or along pyrite grain edges. Secondarily, it appears as isolated particles in quartz and other gangue minerals but spatially always close to pyrite, and rarely as particles encased in euhedral pyrite. The pyrite mineralization and minor base metal sulfides occur in three distinct styles: as disseminations, as open space or vein/fracture filling, and in breccia clasts replacing dolomite. The pyrite megascopically ranges from absent to 30% of rock volume within the breccia pipes. Although the gold at Colosseum is apparently spatially and geochemically associated with pyrite, there is only a general proportional relationship between pyrite content and gold content. Sometimes, a high volume percentage of pyrite has only geochemically anomalous gold. This makes visual pyrite only a general grade control tool and not a specific tool. This further makes the ore control process at Colosseum all the more difficult. Initial grade control procedure Initial grade control was based on blasthole samples collected in two stages by an "automatic" sample collection device (rocket sampler). A sample was collected for the top 3 m (10 ft) in a hole. The bag was then changed so that a sample was collected for the lower 3 m (10 ft). Each sample was prepared and fire assayed to determine the grade. Large discrepancies were sometimes noted in the assays of top and bottom samples. Introduction The history of mining machine development has been and is one of "bigger is better." While this may not always be true, it is currently the only approach open to machine designers without specific in situ cutting force information. The US Bureau of Mines has tried to modify this approach by supporting research, both in the laboratory and in field tests, that demonstrates that bigger is only better if the equipment is used correctly. In-house research has shown conclusively that deeper cutting reduces both dust and energy (Roepke, Lindroth, and Myren, 1976). This approach has been applied to a large Lee-Norse (LN456) continuous mining machine, which confirmed that slow deep cutting is beneficial and does not have a negative effect on production (Black and Rounds, 1977; Black et al., 1978). Specific in situ engineering data needed on coal cutting forces have not, however, been obtained by field tests with the LN456. Although the machine was instrumented to obtain data on one seam, it would be impractical to move the machine from mine to mine. It became apparent that a portable, easy to use device was needed for obtaining coal cutting forces in situ. Such a device could provide the engineering data needed by manufacturers, the site-specific cutting information needed by operators, and a field research tool to establish correlation with laboratory cutting tests. Design and Development According to a set of design guidelines established by the Bureau, the proposed device should be able to measure cutting forces directly with standard coal cutting bits, be transportable by two miners, and be self-contained. These guidelines were given to Ingersoll-Rand Research Inc. (IRRI). The contractor performed a rigorous review of 16 existing in situ portable tester designs, none of which could use a standard coal cutting bit to measure cutting force directly. These included a wide range of devices, all of which are discussed in the final report (Banerjee and Wisner, 1982). A series of design tradeoffs were established to satisfy initial design guidelines. The final deci¬sion was heavily weighted by an industry survey to determine the preferred concept from four man¬ufacturers and four operators. To assure ease of use with maximum information, all respondents wanted a linear cutting device that could work in seams down to 1 m (40 in.). The final design choice was between a linear and a rotary tester. The rotary tester would cut on an arc in the same manner as a rotary drum machine. It had several faults, however, that could not be resolved within the scope of this contract. The worst was related to arc cutting (Roepke, Lindroth, and Myren, 1976). Since any bit cutting on arc enters the coal at zero depth, goes to maximum depth only at the horizontal centerline, and exits at zero, maximum cutting force is obtained only at the instant the bit crosses the horizontal centerline. This centerline peak response would require that many replications be made with an arc-type cutter to get reliable force information. The arc-type tester would require extensive face preparation to establish the cutting path and extensive wasted clearing cuts to advance the device for additional layers of cuts. The linear tester could be mounted directly on any face or rib with only minor preparation. By its nature, a linear cut at a constant depth provides multiple peak force data over the length of the cut, thus reducing the required number of replications. Where weak rock zones are encountered in the slopes of an open pit, they may control pit wall stability. Back analysis of slopes involving failure through weak rock enables an estimate to be made of the weak rock strength. A system of consistent rock mass classification is described which enables the weak rock mass material to be described and classified from drill hole core. Correlation with back analysis determined strength allows strength estimates to be assigned to each rock mass classification.

Six industry trends will have significant effect on the way mining equipment is designed and supported in the years ahead: 1. MINING IS MIGRATING TO LESSER DEVELOPED PARTS OF THE WORLD The global recession of the early 1980's drove down commodity prices and intensified cost competition. This caused a fairly dramatic trend in mining away from higher cost operations in developed countries to richer, lower cost deposits in developing countries. Miners operating in lesser developed parts of the world will place higher value on rugged, durable designs that can live in more difficult and sometimes abusive conditions. They need engines and power train systems that are more tolerant of a wide variation in fuel quality and oil specifications. They'll require machines that are simpler to operate, simpler to maintain, simpler to troubleshoot and simpler to repair. And they'll require creative means of support in getting technical information, parts and components to remote operational sites. Mining equipment in the future will be more durable and simple than it is today, and product support will grow in importance as purchasing criterion. 2. THE MINING INDUSTRY IS CONSOLIDATING An intense amount of corporate acquisition and industry consolidation activity is occurring, to the point that today just 50 mining companies account for 55% of the western world non-fuel mineral production. Consolidation will continue, leading in the future to an industry structure weighted heavily toward a few key global mining houses.

No one involved in the contruction business wants litigation, except maybe some lawyers. Contractors rarely resort to litigation unless they have sustained econmic wounds that are serious or mortal. The major cause of serious contractor losses occur because of sub-surface conditions which cannot be defined with certainty in any practicable way except as shown during construction and prove during construction to be substantially worse and more expensive to cope with than anticipated during bidding. Building, Dam and Highway contractors are generally close in their estimates of cost after they get foundations excavated and are building above ground. Their main risk in bidding is the cost of getting out of the ground compared to their estimate. So maybe 10%, 20% or even 30% of their project represent high risk underground work. The tunneling and underground contractor is dealing with high risk work for virtually 100% of his project. He appreciates this risk and is willing to assume it up to a bearable limit. His costs are highly sensitive to relatively small variations of the ground in underground work. His work is unique in other respects. As contrasted with other types of construction where loads develop as construction progresses and do not reach ultimate until the project becomes operative, tunnel and underground construction requires the immediate structural support of ultimate loads that are there when he digs or very soon thereafter. INTRODUCTION [A Decade After the 1972 Stockholm Conference] The UN-sponsored Stockholm Environmental Conference held just over 10 years ago was the first successful attempt to achieve global recognition of environmental issues. Indicative of the lack of concrete involvement in environmental protection to that time was the fact that only 15 nations had a department or ministry responsible for environmental affairs compared to today's 143. Many governments were uncertain of what were the most serious or pressing problems in their country. There was obviously a need to both identify those issues and to determine how to manage them once identified. At the same time, the public at large was becoming more critically aware that environmental protection had been neglected by government and often ignored by industry. It soon became evident that large amounts of money would have to be spent to redress some of the more evident problems. However, many developing nations were reluctant to slow down the much-needed industrial growth by imposing costly environmental controls on industry. In fact, some waived environmental control altogether as an incentive to attract industry. In some sectors, it was often stated that industrial development and environmental protection were mutually exclusive activities. The need of an awareness, commitment and dedication by all sectors of society to protect their environment was just beginning to develop, replacing the rather simplistic view that all environmental problems were caused by greedy industry.

INTRODUCTION Stillwater Tunnel construction is scheduled to start in the spring of 1973. The tunnel will be the site of an extensive program in rapid excavation research. This paper presents a progress report regarding our plans and relates the tentative decisions which have been made on how to carry out the research effort. The details are subject to revision as more input is obtained from other Government agencies interested in tunnel construction and from experts in industry and educational institutions. The objective of the research program is to bring about faster, less costly tunnel construction. This objective will be pursued through the development, improvement, and evaluation of various construction systems and investigative techniques. The need for this kind of program was recognized by the National Research Council, in its authoritative report "Rapid Excavation - Significance, Needs, Opportunities." (1) The Council advocated a federally funded $200 million, 10-year program to help meet the $69 billion market it expects in underground excavation between 1970 and 1990. The significance of tunnel construction to Reclamation is made clear by statistics of its tunneling experience and outlook. Reclamation has constructed 174 water conveyance tunnels totaling over 190 miles, Six tunnels are presently under construction which have a combined length of about 27 miles. There are on the books nine authorized, but unfunded tunnel projects totaling another 70 miles in length. Many more miles of tunnels are included in programs in various stages of investigation.

Now that the former Soviet Union has divided into 15 countries, it is necessary to analyze separately the industrial mineral position of each of these countries. Industrial mineral data The former USSR was one of the world's largest producers of industrial minerals and had some of the world's largest reserves. Production and reserve figures, however, must be qualified. Even when these figures were reported by the Soviets, it was not clear that the production figures were for products that would be equally marketable in a competitive market economy. The reserve figures are based on the Soviet system of reserve classification, which is not directly equatable with the US Geological Survey and US Bureau of Mines classifications of economic reserves in market economy countries. The Soviets reserve classification system, in terms of which reserve figures will be given, is based on the reliability of the quantity of the material in place. The Soviet system assigns each occurrence to one of seven categories A, B, C1 and C2 are considered reserves; P1, P2, and P3 are considered resources. Mining in the former Soviet Union was authorized on the basis of the reserves in place in categories A, B and C, which had to be in prescribed ratios. However, the categories A, B and C do not necessarily correspond to Western concepts of material economically exploitable under present market prices with existing technologies.

In reasonably dry rock, long-wave radar can theoretically explore to distances approaching 75 meters (250 ft). High-resolution radar reflections have already been demonstrated through 13 m of hard limestone, through 9 to 18 m of coal in place and through 225 m of rock salt, using only low-power experimental radar equipment. Radar reflections have been received through the rock from rough pillar walls, from faults, and from a slim, uncased, vertical drill hole. In three years of intermittent experimentation, the feasibility of rapid radar exploration of large volumes of rock, with portable equipment, in deep, wet workings has been demonstrated. With future, improved equipment the theoretical working range, of the order of 75m, is expected to be attained in most hard rocks. THE TECHNIQUE Fig. 1 illustrates an early "monocycle" radar system (1) set up in a coal mine. This radar equipment is entirely different from that employed for detecting distant objects through the atmosphere. However, the basic principle is the same: a pulse of electromagnetic energy is radiated by the transmitter, a portion is reflected by some "target" object embedded in the surrounding medium and some of this energy is collected by the receiving antenna. In the receiver, the pulse is amplified, is "stretched out in time" by a sampling process, and is displayed on the screen of a cathode-ray oscilloscope. A basic ingredient for rapid tunnel excavation is material handling. In construction of tunnel projects in urban areas material handling requires additional input to maximize performance. Urban projects share the same problems experienced in all tunnel construction and they must be dealt with. Howeve.., Urban constraints add a larger dimension. APPLICATION ENGINEERING A MUST A word of caution. To achieve increasing speed of excavation in tunnels whether in Urban areas or elsewhere will require much creative thought and energy. It would be a false premise to assume that major breakthroughs will result from this conference, or shortly thereafter, or to hope that a success here or there can translate into a universal solution. The reality, as we see it is that rapid progress and great economies will accrue on any given project only if effective application engineering is carried through. By all means take advantage of past experiences but, do not at the peril of costly undertaking, blindly accept the program of a successful job elsewhere as automatically suited to your project. Tunnel construction in urban areas is at best a difficult undertaking made more difficult in this period of greater awareness of environment, of conservation and of the quality of living by sophisticated urban communities,. A construction job represents a necessary nuisance to urban communities. To minimize this nuisance many regulatory laws are adopted. These regulations can and do slow down tunnel jobs and pyramid costs.

INTRODUCTION Designers of major public works projects in the past have displayed varying degrees of environmental consciousness, and tunnel designers in particular have always had to deal with certain environmental considerations - ventilation, lighting, aesthetics - as matters of primary design. Today, however, with a widening sector of the public becoming environmentally aware, tunnels are treated as elements of whole transportation systems, and are subject to increasing environmental scrutiny. The Route H-3 tunnels in Hawaii are examples of the time, care, and detail involved in a major rock tunnel project. Project Description The Route. Interstate Route H-3 is a proposed 10-mile highway crossing the Koolau Mountain Range on the island of Oahu, Hawaii, providing a direct connection between the Pearl Harbor area and the windward part of the island in the vicinity of Kaneohe. It is designed as a dual highway with provision to accommodate mass transit. As shown on Figure 1, the project includes two sets of twin bore tunnels (through the Main Koolau Range and through Red Hill), three highway sections of which two are through largely undeveloped mountain valleys (South Halawa and Moanalua), a viaduct, and three interchanges. From the Halawa Interchange to the Kaneohe Interchange, the proposed highway consists of two 3-lane roadways separated by a median where the highway is at grade. One lane of each roadway will not be constructed initially but will be landscaped and reserved for mass

Relatively lower recoveries (60%) of coarse phosphate (-16 +35 mesh) particles are attributed to the difficulty in transportation of coarse particles from the pulp to the froth column and rapid drainage of these particles from the froth column to the pulp. Increasing the hydrophobicity of coarse particles by higher, more efficient coating of the collector and using larger froth volumes have been suggested to overcome these problems. In this study, the role of emulsification of the fatty acid-fuel oil collector on the flotation recovery of coarse particles was examined. It was determined that emulsification can not only increase the coarse particle recovery, but do so at higher fractions of fuel oil in the collector, thereby reducing the reagent cost as well.

The ventilation network problem, having both fixed and nonfixed operating points as control devices, is examined in this paper. Emphasizing the concept of solving a system of n equations in n unknowns, this paper presents the generalized problem formulation, some conditions under which the problem does not have a unique solution, and a solution procedure based on the Newton (or Newton-Raphson) method. A numerical example is included.
