Tailings disposal has rapidly become an area of increasing importance to both existing and planned mining operations. In recognition of the significance of this topic, MINING ENGINEERING is presenting a series of articles on tailings disposal. The first, published in June, outlined some site criteria that influence tailings disposal and some of the design options available to meet these criteria. The following article explores in more detail important design criteria for tailings dams and provides several case study illustrations.

The operation of Site Testing and pregrouting of underground excavations is dealt with in detail. Practical experiences (and pitfalls into which the inexperienced might fall) are recorded. But for the application of Site Testing and grouting of shafts, tunnels and other excavations, vast areas of the present goldfields in South Africa would remain unexploitable.

With all of the publicity, criticism, and notoriety that the mining industry has received over migratory birds, it is diffi­cult to remember that six years ago no one even suspected that this issue would'emerge. After all, cyanide had been used in Nevada mining for 20 years without significant effects on wildlife. Although the mining industry has been buried in unjustified criti.cism for not having a clearer crystal ball, most of those critics forget that no one else predicted this problem either. In fact, the Nevada Department of Wildlife reviewed and had no objections to the Paradise Peak Plan of Operations before they began production. As we now know, Paradise Peak had one of the first and most severe avian mortality prob­lems in the State. It should also be noted that Paradise Peak has done more to research and solve the migratory bird problem than all of the rest of the Nevada mines put together. It is not possible to review all of the research and field work that has gone into investigation of the avian mortality problem over the past five years in this short paper, but a synopsis can be presented. In most instances we can say that we have solved the problem, We have learned what works and what does not. Let's start with what does not work. Unfortunately, the list is long and elaborate, but can easily be summed up in one word: hazing.

Canada still remains today a strong resource nation with a huge geological potential. Canada ranks among the top five leading countries in the production of 15 major minerals. Acid mine drainage (AMD) is a serious environmental problem that preoccupies the Canadian Mining Industry. Considerable amounts of money are spent every year in an effort to prevent or reduce the acid mine drainage production. It is estimated that across Canada there are a few thousand abandoned mine sites as a result of the last fifty years of mining. Most of these sites are acid producing presenting a serious threat to the environment. It has been estimated that the cost of stabilizing and reclaiming these sites across Canada will be over $5 billion over the next twenty years. Current practices for decommissioning acid producing sites are water covers (flooding), dry covers, revegetation and treatment of the acid effluents. This paper presents the technical and legal issues of mine closure and reclamation in Canada. The methods used in the revegetation of acid producing mine sites is also presented This paper also reviews the financial guarantee requirements for mine closure by the provincial legislations in Canada. A case study of stabilizing and reclaiming a sulphide tailings area in the Sudbury region is presented. It illustrates the challenges facing the Canadian Government and the mining companies in restoring and revegetating the closed and abandoned mine sites across Canada.

Prospectors and small scale mmmg companies have long expressed the wish for a highly mobile mineral processing plant. This is especially so in the case of gold mining as relatively small deposits can be highly profitable due to the relative ease of producing a marketable product when compared with the refming and marketing costs incurred with base metals. This paper will concentrate on gold ore treatment in fitting with the theme of the 1996 Randol Gold Forum but the principles may also be applied to base metal ores. The development and application of the Atomaer Filblast Gas Shear Reactor as a cyanidation tool has removed the con­straints of plant size in pulp cyanidation applications. KC Dodd and Associates, Consulting Engineers and Australian Mining Advisers, Pty Ltd, have designed a 1,000,000 and a 250,000 tpa fully modularised ore treatment plant. Various module configu­rations can be arranged to treat a wide variety of ores ranging from simple gold ores to gold-copper and base metal ores. This paper will limit the discussion to comparing the capital and operating costs of a conventional and a modularised 1 million tpa gold treatment employing a number ofnovel concepts which complement the compact, high capacity Filblast Cyanidation Process and the AARL pump Cell Adsorbers. The design described in the paper not only reduces equip­ment sizes and allows for rapid deployment of a sizeable capac­ity plant but also offers significant capital and operating cost benefits.

Reserve audits have increased in recent years as more companies, especially juniors, enter the ranks of producers. Corporate and individual investors are seeking corroboration of stated reserves. The reserve audit satisfies this need. An audit assures investors that the reserves, as presented, are a reasonable and accurate approximation of the quantity and grade of the economically viable material present. The reserve audit verifies that there are no fundamental errors in logic, style or the data base, and that the reserves, as given, may be used for mine planning or economic forecasting. Reserves that pass an audit may be used with confidence in preparing cash flow projections and in deriving net present value or internal rate of return on any given project. This article describes what a consultant does while performing the reserve audit. In performing an audit there are four general areas of concern that must be checked: definitions, parameters, data and procedures. In each of these, the auditor must convince himself that the reserve study has complied with governmental regulations and guidelines, professional standards and industrial practices. Any deviation from these norms must be identified and its effect upon the appropriateness of the reserves evaluated. By concluding that a reserve study passes his audit, the reviewer is stating that there are no fundamental errors in logic or style and that spot checks have revealed no substantive errors in procedure or mechanics. The responsibility for the reserves remains with the entity that compiled the original study.

In 1981, a gas outburst accident occurred in the Yubari Shintanko coal mine, the only expectant mine in Japan, it caused 93 deaths. As a result, Yubari Shintanko closed in 1982. This major disaster was a turning point for sustainability of Yubari City, the largest coalfield in Japan. Finally, Yubari City was bankrupted in 2007. This paper aims to explore how miner’s children experienced this disaster and felt about region, family, and themselves, and to explain the relation between region declining and children’s lives. The data of this paper are the archived 600 essays, written by the junior high school students at the time of the disaster. There are three findings. First, the children who lost their father were the most shocked. They faced profound sadness. But they expressed that they had decided to overcome their sadness with surviving family. Second, the children who didn’t lose their father were also influenced. They were anxious about the future of Yubari, their family, and themselves. Furthermore, they decided to strive for their future. Third, they understood the disaster as a turning point of Yubari declining and looked ahead their future outside of Yubari. In conclusion, this disaster created their hopelessness to Yubari region and, as a result, promoted the decline of the city through their migration to other city. Furthermore, it is important to clarify that Yubari City has to continue the struggle to the regeneration.

Four computerized approaches for coal blending are described and their strengths and weaknesses are explored. Spreadsheet analysis Other than word processing, spreadsheet software is the most commonly used software. Its wide availability and ease of use are two desirable features that have led many to try to adapt it to the purpose of coal blending. These are the two main advantages of this approach. To use a spreadsheet for coal blending, each row of data represents one source of coal. Each column represents a quality of the coal, with the last column specifying the tonnage of that coal in the blend. The calculated figures are the blended qualities, which can be programmed to appear in the bottom row. A trial-and-error approach is then used to develop the best blend. Inserting any blend in the last column provides the blend characteristics at the bottom of the page. If any specifications are not met, the blend can be changed, all calculations being immediately updated. This process is repeated until all specifications are satisfied. A third advantage of this method is that it is exactly the procedure that one would go through if doing this by hand. With a spreadsheet, many more blends can be evaluated in much less time, allowing the designer to try to improve over satisfactory blends to find the best of them. The resulting improved blends or cost savings are a fourth advantage of this approach. There is only one major disadvantage of using the spread-sheet. This is that most probably the best blend is not found. As an inexpensive introduction to computer-assisted blending, which can be easily understood and cost just a few hundred dollars, this is a recommended place to begin. Computerized search Computerized search approaches represent crude first attempts at letting the computer design the blend. Unfortunately, the blends found by these programs are very often less satisfactory than those developed manually. The way these techniques work is that they design, according to some predesigned pattern, a number of different blends and then quickly evaluate them. It is then straightforward to select the best from this sample set. The quality of the results depends on the number of blends designed, the way they differ from each other (the search procedure), the number of sources available, the number of quality specifications, and the severity of the specification limits. Good results are usually obtained for small, simple problems. At best, the results obtained are inconsistent from one blend to the next. Programs of this type are advertised in the mining literature. They usually mention how many different blends are evaluated, making it clear that this is more than can be tried manually. Expert systems Expert systems use a source of information known as a knowledge base. The knowledge base, usually a set of if-then rules, attempts to reconstruct the deductive reasoning process of an expert in some job capacity. For coal blending, the usual trial-and-error process has an easily recognized pattern of rules that are followed to try to find a better blend. By following these rules, it is possible to home in on the best blend without the exhaustive search required by the previous method and without the manual manipulation of the spreadsheet approach. The use of an expert system accomplishes this. One of the rules may say something like "if BTU is out of spec, then add more in the blend from a source having a high BTU and subtract some from a source having low BTU." In other words, it goes through the trial-and-error process. The process continues until all specifications are achieved and can continue further to try to optimize the cost. Of course, less simplistic rules are also needed. One set of rules would determine maximum changes in the tonnage added or deleted to the blend or from any one source. Other rules would be needed to determine which quality to improve if two or more are out of spec. At this level, the process of building the knowledge base provides the engineer with a deeper understanding of his or her own thought processes. The advantage of obtaining better blends is clear for this approach. Two more advantages should also be apparent. One is that it follows the same common sense logic that is used when doing the blends by hand or by spreadsheet, making it easy to understand. The other is that, like the search procedure, it designs the blend rather than just analyzing manually designed blends. Thus, it has all the good features of both approaches discussed thus far while providing improved results over each. A final advantage is the ease of use and ease of development. The expert system shells that are on the market are very easy to use and can be run on microcomputers. Linear programming Linear programming is an algebraic tool that solves a set of linear equations to yield an optimal solution to a problem. The optimal solution is based on the linear model so the results are only as good as the ability of the linear model to accurately portray the reality of the problem situation. It is fortunate for the coal blending problem that a linear model can be devel¬oped that reflects exactly the problem that is required. Natural degradation of cyanide has been widely used by the gold mining industry for removal of CN from cyanidation processing wastes. However, little documented study has addressed the decay and fate of cyanide within residue storage ponds. 'fhis paper describes a study on the cyanide behaviour in a residue storage pond at the Boddington Gold Mine in Western Australia. Depth profile samples were collected from the active residue storage to determine the distribution of CN forms and complexing metals throughout the settled residue.

This paper illustrates an approach to quantitatively document the degree of technical conservatism to be incorporated into the design of a waste isolation system in bedded salt. It is anticipated that for an actual repository site the key performance constraints and/or design bases identified in this paper will be reviewed, and modified or supplemented as required. Ultimate acceptance of a repository will be dependent upon scientific peer input and scrutiny of the demonstrated conservatism inherent in each specific repository site and design.

Ground control presents the most serious problem in underground thick seam mining. In addition to parameters such as depth thickness and inclination of the seam and nature of the coal and the immediate strata, the stress interactions caused by the mining sequence must be carefully evaluated and understood, if safety and productivity objectives are to be fulfilled. In this paper, the most widely-accepted thick seam coal mining methods are reviewed and suggestions are made for future work pertaining to ground control problems.

This paper reviews large dozer stripping techniques and presents results of two field studies. The first is a seven-shift study of a contour block stripping operation where a Caterpillar DII is used as the primary stripping equipment. The second is a two-shift study of two Cat DIIs dozing blast cast material ahead of a dragline operation. Surveys and continuous time studies were used to determine production rates and as a basis for forecasting unit stripping costs in both cases.

An insufficient hydrologic data base exists for most large and small coal basins in Alaska owing to the lack of need in the past to collect data. The runoff process is insufficiently understood which is complicated by specifically northern phenomenon, and the lack of understanding of hydrologic relationships in permafrost environment. This paper presents an understanding of the hydrologic effects of frozen ground and presents methods by which the influence of surface mining upon the hydrologic balance can be analyzed.

Sustainable development requires that exploitation of environmental resources is such that it does not result in permanent damage to the environment. In many instances environmental damage is an external cost of the entity exploiting the resource. Ideally, the entity should be forced to internalize this cost. Various financial assurance schemes have been proposed to ensure that the entities fulfill their financial responsibility to restore the environmental dam-age. Prominent among these schemes are ?environmental bonding requirements?. A main issue with these financial assurance schemes is that many times the amount and duration of environmental damage is uncertain. That is, the cost of restoring the environment in the future may be unknown (or unknowable), and, furthermore, the extent of the damage may not be known for many years into the future. Nevertheless, bonding requirements have to be set in advance and the rules for returning the bond and absolving the entity of responsibility have to be specified ex ante. In practice, a problem of allocation of resources arises. To make sure that all external costs are internalized, in the face of uncertainty, will require a sufficiently (arbitrarily) large bond for a sufficiently (arbitrarily) long period of time. But such a requirement may prove too expensive and may result in not undertaking a project (even if, under certainty, the project may be profitable after internalizing all costs). This will result in a reduction in total welfare. Under present bonding requirements, firms are responsible up to the value of the bond. This results in an asymmetry: if environmental restoration is less than the bond amount, the firm has an incentive to restore and reclaim the bond; if the cost of the environmental restoration is above the value of the bond, the incentive is to forfeit the bond, imposing on the government/ society the excess cost. This also may reduce social welfare, at least on distributional grounds since the firm owners pocket the profits and the taxpayers foot the bill. The presence of uncertainty suggests that a fee based reclamation fund may be welfare enhancing. The thinking can be sketched as follows: All firms undertaking environmentally sensitive projects pay into the proposed fund. The fund examines the risks and sets the premiums at the level of the expected restoration costs (not the maximum!) plus administrative expenses. One advantage of the scheme is that this eliminates the asymmetry. Firms with restoration costs below expected end up subsidizing firms whose restoration costs were underestimated. In other words, the industry ends up internalizing the costs not internalized by the individual firms, instead of the taxpayers.

WaterFlush crushing has reduced capital and operating costs for the processing of a lead/zinc ore in South America. Similar benefits can be expected in the processing of other ores. WF cone crushers offer improved performance over conventional cone crushers. Performance improvements include the ability to crush wet and sticky ores, increased reduction ratios and greater production of flakier and finer products.

Induction times for a variety of minerals have been measured at a particle bed. Electrostatic repulsive forces between bubble and particle generally are of secondary importance in determining the hydrophobic state; nevertheless, the shortest induction times are measured at the isoelectric point of the solid. More importantly, the study shows that the film-rupture mechanism at a polished surface might be different from that at a particle bed. The induction time measured at a particle bed, besides being dependent on the surface chemistry of the system, shows a definite relationship to particle size and density. Theoretical analysis suggests that such a measured induction time at a particle bed should properly be defined as an attachment time which consists of the induction time and the film-displacement time. Thus one portion of the measured attachment time is the induction time, the time required to thin the water film between the particle surface and the gas bubble to a critical thickness so that rupture of the film takes place ('1)' The other portion of the measured attachment time is the time required for the film to be displaced to such an extent that the attachment is stabilized with respect to the upward motion of the bubble and the downward gravitational force acting on the particle ('2)' Further, the present study illustrates that '2 is related to the hydrophobic character of the surface, the rate of film displacement after rupture, the upward velocity of the captive bubble, and, most importantly, the particle size and density.

In the planning and design of mill tailing disposal facilities, the chemical and physical nature of the fine­grained material to be disposed of has to be fully understood in order to create an efficient and safe long­term storage facility. Disposal of tailing has become the single most important source of environmental impact for mining projects and the development of many promising ore bodies has been delayed or even stopped due to problems of facility siting and design under pressure of increasingly stringent regulatory require­ments.

Analysts that utilize the classical distillation procedures for cyanide analysis are often frustrated by the poor reproducibility and repeatability of these techniques. Capital intensive business decisions and environmental management regulations are exas­perated by the fact that the EPA/ASTM approved cyanide deter­mination methods produce data of questionable quality. Reliable cyanide values are important in monitoring the effec­tiveness of the cyanide detoxification procedures. Efficiency and cost of gold and silver cyanidation recovery can also be improved by precise cyanide monitoring in the process itself.

The IPS process, developed by Baxter and McAuley, was first applied in Australia in 1984 at Browns Creek in NSW where a small 300kg batch plant was in operation for a number of years. To date a further 14 plants have been installed. While a number of engineering companies have engineered applications of the technology, a majority of the plants constructed to date have been constructed by Como Engineers who have a reference list of 9 installations with batch capacities up to 3.0 t.
