Motivated by recent EU legislation already entered into force or in preparation, this article aims at offering glimpses of the future landscape in the area of subsurface protection against contamination from point sources. Towards this end, it discusses the most salient parts of legislation for the protection of water resources. It then presents results from the wide consultation rounds organized by the European Commission in order to both receive input and help make all opinions heard on the issue of soil protection. Finally, it introduces key provisions of the recent legislation on environmental liability. From the above pieces of legislation, this paper highlights the elements that concern specifically the protection of the subsurface against spills of hazardous wastes from point sources and the requirements for subsurface restoration.

Acid mine drainage (AMD) is a serious environmental problem in mining activities. Prediction is the first step for evaluate the potential of acid generation and there are some possible methods to estimate it. They are described as static tests, which examine the balance between acid producing and acid consuming materials, and kinetic tests, which attempt to predict drainage quality overtime. Static methods are very simple and give a qualitative classification of the ores based on their potential to generate acid drainage. The characterization of ores to determine their acid producing potential is vital for the prevention of long term environmental liabilities. Laboratory tests were conducted under different methodologies to predict the acid producing potential of sulphide overburden, ore materials and tailings from a deposit of copper ore.

Harbuck et al. (1990) present results of research on sulfuric acid leaching of a germanium-gallium ore and shed considerable insight on possible extraction methods for gallium and germanium. However, the presentation does not give sufficient details to evaluate the research, so some of the conclusions may not be as applicable as stated. The objective of this communi¬cation is to indicate that relevant and easily obtainable geological and technical information was omitted. Consequently, on this basis, alternative explanations for some of the data are possible. Discussed below are the omission of: • pertinent geological, mineralogical and geochemical literature; • details regarding the determination of germanium concentration in quartz by electron microprobe; and • details on the calculation of the amount of germanium locked in quartz.

"The paper presents a brief overview of the long mining history and the more recent political development in the Slovak and Czech Republics as well as in Norway and Sweden. Mining used to be very important sources of economic wealth in the four countries, but in today’s economy does exploitation of non-energy minerals usually account for less than one per cent of the GNP. The paper will discuss and compare the mining legislation, land use planning and mineral policies framework in the four countries and how this may influence sustainable management of mineral resources including planning for mineral supply, landbanks and sterilisation of resources. The paper will then identify some positive and negative elements in each country’s political and administrative framework."

The Los Angeles Metro Red Line has installed high density polyethylene (HDPE) as a gas and water barrier around all subsurface structures. The paper reviews the geological setting and resulting need for the barrier. HDPE installation practices are outlined, as are the risks to the barrier, from normal placement methods. Testing and inspection methods used to assure a quality installation are described, and also the field tag method for recording deficiencies and their repair. Specifications and installation changes that will be incorporated into subsequent contracts to improve the quality of the installation are high lighted. The cause of the fire that destroyed part of a tunnel is reviewed as are the revised precautions put in place to prevent a recurrence.

Four Ca-bentonitic clays from Alabama were evaluated for use in diammonium phosphate (DAP) or urea ammonium nitrate (UAN) fertilizer suspensions. The viscosity and gel strength of suspensions prepared with different proportions of a Western bentonite clay and sodium-exchanged Alabama clays were measured as a function of clay content and dispersant concentration. The results obtained suggested that three of the Alabama Ca-bentonites would replace about 40% of the more expensive Western bentonite in UAN and DAP fertilizer suspensions. The performance of the Nu-modified clays, prepared according to the Tennessee Valley Authority soda ash method, was as good or even better than those observed for the Mg-, NaIMg- or K-modified clays. The TVA clay modification procedure appears to be reliable and cost effective.

Research efforts which have led to reduced resin bolting costs at White Pine Mine are described. Key factor was development of the capability to drill small holes (1 1/8 in. diam) in the hard (20,000-30,000 psi) White Pine roof rock. Economic data comparing the 1 1/8 in fully-grouted Resin Bolt to the conventional 1 3/8 in fully-grouted bolt is also included. The development of a method which allows the Resin Bolt to hold itself in the hole thus removing the requirement for the operator to break his "work momentum" while he stops and waits for the resin to set is also described. This technique increased bolter productivity by 23% in a recent full-scale unit test.

A control and monitoring system is being developed by Betz Laboratories for the heap leach process in gold recovery. Called Betz 14000GL, the system is designed to improve gold leaching and provide savings in chemical consumption by controlling and monitoring key parameters in the heap leach gold recovery circuit. The system uses information from on-line sensors to control antiscalant chemical addition, pH and cyanide levels. The proprietary graphics and report features of the computer system allows the user to monitor and critically evaluate the performance of the process.

Discussion by B. Mather I was very glad to see an article on alkali-silica reactivity of concrete aggregate in Mining Engineering. It is a topic that should be reexamined every 45 or 50 years. The last paper (that I am aware of) that examined this topic in Mining Engineering was Rexford (1950), who, at the time, was chief of the Petrography Section, South Pacific Division Laboratory, Corps of Engineers, Los Angeles, CA. The paper was presented at the AIME meeting in Los Angeles in October 1948. Professor Leming's discussion generally reflects the current state-of-the-art; but it provides no references for more detailed information. I wrote a paper titled "How to avoid excessive expansion of concrete due to alkali-aggregate reaction," which was included in the Proceedings of the Second International Conference on Alkali-Aggregate Reactions in Hydroelectric Plants and Dams (Mather, 1995). In it, I emphasized that it was the hydroxide ion (not the alkali ion) that caused the pore fluid in the concrete to dissolve reactive silica, producing alkali-silica gel capable of taking up water, thereby, causing swelling and rupturing of the concrete. Excessive expansion will not occur unless there is a sufficient amount of potentially expansive alkali-silica reaction product and water. However, this will not occur unless there is a sufficient quantity of reactive aggregate and unless there is a mechanism by which the pH of the pore fluid can get well above the normal value of about 12.6. In many cases it is sufficient that the cementitious medium not only contains portland cement but also contains ground granulated blast-furnace slag (GGBFS) or a pozzolan such as fly ash, silica fume, metakaolin, volcanic glass or calcined shale - any of which may have been included for economic reasons. If, however, the person selecting the ingredients for concrete knows that the aggregate is reactive (with no alternate nonreactive aggregate available) and if the person knows that the only available portland cement has a high alkali content (i.e., more than 0.6% Na2Oe; Na2Oe = % Na2O + 0.658 x % K20), then it becomes irresponsible not to establish what reasonable precaution one should take. Professor Leming suggests using one of the following: 30% Class F fly ash, 50% GGBFS or 7% to 10% silica fume. My view is that one should prepare test specimens with the cement and aggregate to be used and then expose these both with and without at least two dosages of each of the various alternative materials (slag, pozzolan and lithium salts), so that the required dosage to control the expansion is established. Then, economic considerations can dictate the final selection. I would point out to the author that GGBFS is not a pozzolan and is not an admixture, but, rather, it is a latent hydraulic cement. An admixture is, by definition, a material other than hydraulic cement. I commend him for suggesting that aggregate producers should become more active in knowing about the reactivity of their products and the precautions needed to permit those products to be safely used in concrete. ? I am grateful to him for bringing these issues to my attention, as well as to the readers, and I am grateful for his discussion of several important factors in alkali-silica reactivity. Mr. Mather's discussion of the mechanism of alkali-silica reactivity (ASR) notes the critical role of the hydroxide ion. While the alkali hydroxides are highly soluble (reducing the solubility of the other primary hydroxide in pore solution, i.e., calcium hydroxide, and providing hydroxide ions that initiate alkali-silica reactivity), it is, as Mr. Mather quite correctly notes, the hydroxide ion that attacks the silica structure. This point was not clearly stated in my original article. As noted in the text, the requirements for mineral admixtures to mitigate or control ASR vary widely depending on the specific characteristics of the materials

Introduction Spontaneous combustion in coal mining is recognized as a major hazard in terms of safety and economics. A survey by Olaf (1979) revealed that 80% of coal mine fires were caused by spontaneous combustion. Modern mining methods demand a high capital investment. Closure of a working face may then result in a huge loss. Even a short production interruption can prove expensive. Spontaneous combustion may also produce lethal amounts of carbon monoxide, thus posing a serious threat to the health and safety of underground miners. The worldwide recession in the early 1980s resulted in a number of mine closures and production cutbacks. So large stockpiles at mine sites were common. Experience has shown that stockpile fires are difficult to extinguish. Critical factors influencing spontaneous combustion There is no simple method of predicting whether a particular mining method applied to a specific coal seam will result in spontaneous combustion. Under favorable conditions of heat accumulation, spontaneous combustion can occur with any type of coal. It is known that subbituminous coals are more susceptible compared to low volatility bituminous coals, and that a high ratio of exinite increases the risk. However, the inherent moisture content of the coal and the exposed surface area may be more significant. Actual mining and ventilation conditions also strongly influence susceptibility. In practice, the experience gained with the mining method applied to a particular type of coal seam must be carefully evaluated with respect to the factors responsible for spontaneous combustion. Feng, Chakravorty, and Cochrane (1973) summarized the critical factors influencing spontaneous combustion in coal mines (Table 1). Prevention methods and strategies Mine layout is the most important factor preventing spontaneous heating. Working districts should be designed so that a particular section can be isolated on short notice without affecting production in others. Sites for preparatory seals should be identified and marked during planning. With coal seams that are highly susceptible to spontaneous combustion, the retreat method of working is preferred. This is because the gob is not subjected to a large difference in ventilation pressure. Coal pillars should be designed to resist excessive crush. The panel system of working is preferred, particularly for mining coals susceptible to spontaneous combustion. The size of each panel is calculated based on the incubation period and the rate of extraction. Controlling air leakage is also important for controlling spontaneous combustion. This is usually achieved by minimizing ventilation pressure difference, proper siting of doors, and avoiding unnecessary stopping and starting of fans. Air leakage is also reduced by sealant coating, injection of cements in cracks and crevices, and by maintaining good gateside packs. Application of inhibitors to control spontaneous combustion met with limited success. Chamberlain and Hall (1973) concluded that borate solution or Montan powder sprayed in the gob area or infused into a low rank coal would reduce the possibility of spontaneous combustion. Early detection of heating Significant research is being conducted worldwide to develop methods for early detection of heating. Monitoring combustion products during the early stage of heating is the most suitable method for detecting spontaneous combustion. The major gaseous products resulting from low temperature oxidation of coal are carbon dioxide, carbon monoxide, and water vapor. In mining operations, carbon dioxide monitoring is considered unsuitable because there are sources other than spontaneous heating from which this gas may originate. The White Cliffs diatomite deposit occurs in a lacustrine facies of the Quiburis Formation, an Upper Miocene to Pliocene basin-fill sediment of the lower San Pedro Valley. On-going geo-logic mapping has defined an 2.5-3.0 m (8-10 ft) thick ore zone near the mill site, several marker beds, a NNW-trending high-angle normal fault, and a NW-trending syncline. The diatomite has an average loose-weight dry bulk density of 130 kg/m3 (8 lbs/ft3) and is presently marketed outside Arizona for asphalt filler. Current development is projected to yield 3500 mt (4000 st) of finished product, with an estimated 91,000 mt (100,000 st) of finished product obtain-able from several other nearby sites.

Resume Guidelines There are some things to remember when preparing a resume. These include: • Limit your resume to one page, unless you have a lot of experience. They are counter-productive. • Make certain your resume is typed professionally. Discussion by G.F. Raymond Knudsen's study presents two curious conclusions: • The kriging of blasthole assays can systematically overstate mill head grades by as much as 21% as a result of unbiased sample variance. • No estimation method is able to reduce this bias to a small margin. The study is based on a simulation using real data and what are presumed to be actual variogram parameters from a real deposit. Although I have no doubt that the first conclusion (21% overestimation) is correct for the author's simulation, I do not believe this represents a realistic mining situation. Over the past 15 years I have done extensive comparisons between exploration drill-hole assays, blasthole assays and mill head grades on seven major open-pit mines, including some very erratic gold deposits. Commonly, nugget effects on blasthole variograms were 10% - 20% higher than on exploration variograms. And in one extreme case, the difference was 50%. Even in the extreme case, ordinary kriging on blastholes agreed well with the mill head grade over the long term. In Knudsen's simulation, the blasthole nugget effect is assumed to be 200% higher than exploration data's. He supports this by variogram plots from each. My guess is that the apparent, large difference between these variograms results from a failure to account for the proportional effect (blasthole assays are likely from a higher-grade area). A simple check would be a comparison of the variance of exploration samples nearest blastholes. As for a nearly conditionally-unbiased estimator of a large random error, the arithmetic mean of all of the data certainly qualifies, provided there is an even data spacing. As a corollary, so does simple kriging, which would include, in this case, a large weighting to the arithmetic mean. Similarly, using a large number of samples with ordinary kriging or indicator kriging would significantly reduce the bias in the case of a large nugget effect for the variogram.[ ] Reply by H. Peter Knudsen Raymond questions two conclusions in the paper. First, he wonders whether a 21 % overestimation represents a realistic mining situation. I agree that 21 % is high, but overestimation in the range of 10% to 15% is certainly common in my experience. Furthermore, several years ago I consulted on a gold mine that was experiencing a 45% overestimation due, predominantly, to poor blasthole samples: In further questioning of the 21 % value, Raymond wonders whether the nugget effect of the blastholes is really so much larger than the nugget values of the exploration data. It is consistently larger throughout the deposit. In my experience with six Nevada gold mines, the high nugget value is not unusual. In fact, for some reason, nugget values for blasthole samples are typically about 0.0005 (opt squared). I am of the opinion that this high nugget effect observed at many gold mines is predominantly due to the inherent inadequacies of the blasthole sample and subsequent sample preparation. The second conclusion Raymond questions is the inability of the estimators tested to reduce the conditional bias. In fact, the conditional bias is extreme with the polygon estimator and greatly reduced by ordinary kriging. However, it was not eliminated. Raymond suggests using simple kriging, or perhaps a larger number of samples, to reduce the conditional bias. The technique of simple kriging may be less affected by the random errors in the data, but I did not test the technique. Using a larger amount of data presupposes that too few samples were used initially. In ordinary kriging and indicator kriging, the screen effect comes into play and ensures that samples beyond the second screen are given zero weight. Hence, increasing the sample size does not change the estimates nor the conditional bias. The main point of my paper is that the random unbiased errors (a fact of life in blasthole samples) cause a conditional bias in our estimates. The mechanics by which the conditional bias is introduced are nicely explained by Springett. My paper simply shows that the bias is also present when working with linear estimators, such as ordinary kriging, and even with nonlinear estimators, such as indicator kriging.[ ]

When blasts are designed, the assumption is made that all blastholes release near ideal energy. In many types of mining operations, some blastholes release very little useful energy. These blastholes will be called malfunctioning blastholes. Recent studies indicate that on many types of blasting applications, 30 percent of blastholes are malfunctioning. This malfunctioning routinely occurs on the operation and is not an unusual occurrence. This paper will discuss the cause of malfunctioning blastholes and methods to minimize the detrimental effect on both safety and costs.

The dissolution of metals from various metal- mine tailings has been studied through a series of submerged tailings batch tests at US Bureau of Mines laboratories. Tailings selected for this study included both reactive (as determined by column leaching studies) and benign tailings. Metal mobilization in aerated (97% saturated with oxygen) samples appeared to be consistently greater than metal dissolution from stagnant (79% or 70% saturated with oxygen) waters. In the early weeks of the study, sulfate concentrations increased with solid-liquid contact time, while calcium dissolution remained early constant. Metal concentrations varied in relation to solid-liquid contact time and aeration. Leachate pH appeared to be nearly independent of solid-liquid contact time for basic tailings. Reactive tailings having both a submerged and a surface component demonstrated increased metal mobility.

Approximately 6 years ago, Newmont Mining Corporation (Newmont) initiated reclamation/closure at its’ Hollister operation in Nevada. Reclamation/closure challenges existed at three primary areas within the operation. One the open pits had a small, low pH lake. The primary waste rock dump had a collection system for seepage of low pH solution. The heap leach had a typical inventory of process solution. In each of these three areas water quality and water quantity challenges existed. Reclamation/closure techniques were employed that utilized run-on controls, re-sloping, capping/topsoil placement, pit backfilling and vegetation for water quantity control. Water quality controls included installation of passive, anaerobic systems. These mechanisms have effectively limited water volumes that require treatment and effectively treated the water to meet standards.

The extraction of gemstones, except for diamonds, continues to be a more or less handpicking type operation all over the world. However, considering the physical properties of gemstones such as density (sp.gr.), color, size, shape, luster, brilliance, reflection of light and the like in contrast to the relatively ‘dull’ physical characterization of the associated gangue minerals, it should be feasible to recover several gemstones using modern mineral processing techniques. This paper illustrates the unique physical characterization of several gemstones and suggests appropriate mineral processing techniques that could be used to recover these precious stones. Special emphasis is placed on the versatility of the Heavy Media Separation (HMS) process for processing of the gemstones. Finally, a few examples of commercially viable operations involved in the recovery of emeralds and rubies are presented.

The control of Florida phosphate flotation plants is largely based on the visual observations of experienced operators, both in recognizing good and bad froth conditions and in making judgments about the composition of feed, concentrate and tailing streams. Chemical analyses lag the process by at least two hours and, therefore, only assist in recalibrating the operators' vision when major deviations occur. An image analysis system was developed by IMC Fertilizer to improve the accuracy and precision of the composition estimation process. It still relies on the operator taking a representative sample, but provides a measurement in about 15 minutes after that sample is obtained. Background The search for a quick and inexpensive technique for estimating phosphate flotation stream composition continues. There have been attempts at using "wet chemistry," nuclearmagnetic resonance, neutron activation, X-ray diffraction and other techniques reported on in the past several years. None of these have yet found its permanent place in the flotation plants of the Florida phosphate industry. IMC attempted to use wet chemistry to provide 7.5-minute estimates of final concentrate insol and tailings BPL. This was aborted after 36 months of plant operation due to the high operating costs for chemicals and an operator. There was also no significant economic improvement in the plant's operation. Another factor was the necessity to limit these crude analyses to only a few process streams, which were insufficient to achieve improved plant operation.

The Cerro Vanguardia mine is an AngloGold Limited operation in southern Argentina that includes multiple open pits and a hybrid Merrill-Crowe and CIL circuit to recover gold and silver from oxide ore. Operations were commissioned at the site in 1998, which included a plant in the metallurgical circuit to recover cyanide from mill tailings. The cyanide recovery plant was initially configured to process tailings slurry and achieved greater than 90% cyanide recovery from tailings containing about 600 to 800 mg/L WAD cyanide (as CN). The cyanide recovery circuit was operated in this manner for approximately eight months, during which time the consumption of sulphuric acid and sodium hydroxide was relatively high, leading to high rates of scale formation in the acidification tank and stripping towers. In July 1999, several piping changes were made in the cyanide recovery system to permit its operation with clear solution, which reduced the sulphuric acid consumption and eliminated scale formation in process equipment. The cyanide recovery system currently operates with a two-stage counter-current decantation (CCD) circuit which provides clear solution for processing in the cyanide recovery plant. The cyanide recovery efficiency now averages about 90% to 92% from solution containing about 350 mg/L WAD cyanide (as CN). Recovered sodium cyanide now accounts for about two-thirds of the total cyanide added to the leaching circuit. This paper presents a description of the cyanide recovery plant and details regarding its current operating efficiency.

Computers have been used in the minerals industry for about 30 years and, in a few cases, longer. With the explosion of microcomputing during the past 10 years, computers have changed how many minerals producers go about their work. What computer usage trends are active in the minerals industry today, and what can we expect in the future? In general, computer usage is accelerating. Engineers and geologists are becoming increasingly "application literate." Soft¬ware is increasingly oriented to how people work. User interfaces have improved, so most users need to know only a mini¬mum of system commands and structure to work with a computer. Most industry professionals know how to use word processing and spreadsheet pro¬grams. AutoCAD appears to be the drawing program of choice. One reason is availability of training and add-on programs for earthwork, mapping, contouring, etc. Another frequently cited reason for using CAD is the ability to quickly make changes to a map or design, as compared to hand methods. Management is moving toward greater acceptance of computer usage. Computers do not need workman's compensation ... even though they may get sick and take a few days off! Computer hardware used in most minerals-producing companies is strongly personal-computer based and likely to remain so.
