Increasing quantities of nutrients and pesticides in agricultural runoff in recent years has caused the more developed western nations to become concerned about diffuse agricultural pollution. Thus, the problem of diffuse pollution is of greater importance and concern for any integrated water quality management programme. The above mentioned sources and activities causing pollution to groundwater cannot be completely avoided. The best solution is to entail a firm understanding of the principles of solute transport through porous media. The complex factors that control the movement of contaminants in porous media and the resulting behavior of contaminant plume are usually intricate to assess because of interaction of many factors such as dispersion, advection, sorption, degradation, volatilization, etc. As accurate quantification of solute under field conditions is inherently difficult, the fate of nitrate and phosphate have been analyzed in laboratory column and channel studies. From the analysis of the breakthrough curves, the dispersion co-efficient for nitrates and phosphates through sandy soil was found to be 0.262 m2/d and 0.114 m2/d for column studies, 0.321 m2/d and 0.231 m2/d for channel studies respectively. The column studies revealed that the concentration of nitrates and phosphates increased steadily in the first few days (around 5 days) and then it increased rapidly after 8 to 10 days. However, it attained equilibrium after 20 days. Similarly, the channel studies revealed a steady increase in concentration of nitrates and phosphates in the first few days (1 to 2 days) and rapid increase up to 15 days and there after it attained equilibrium. In the study, one-dimensional analytical model has been developed which include the advection, dispersion, and a characteristic term called ?total elimination rate?. The comparative study of column and channel studies, and model output (in which the term total elimination rate ?K? is considered as zero) exhibited a variation of 30 to 50 % in leaching characteristics of pollutants (nitrates and phosphates).

To many who for years have scrutinized the US mineral supply picture, recent, often strident debate on present-day security of many critical mineral supplies echoes sentiments repeatedly expressed in the past decade by the minerals industry. At no time since the last world war has such a flurry of public concern been expressed for the economy's mineral sector. Where once mineral availability problems were relegated to the newspaper's business section or not reported at all, today comprehensive analyses of our international mineral posture are discussed in detail by some of the nation's most respected and widely read periodicals. In past years, disinterest was also experienced whenever the mining industry attempted to carry its message to Congress, the public, and the government's executive branch. Among minerals professionals, the past decade was a time of particular frustration clue to serious erosion ill US ability to competitively produce the vast array of raw materials vital to the economy acid national defense. Fervent calls for immediate attention were simply not answered. These professionals have understood that mining and agriculture are the primary sources of wealth, fulfilling virtually all needs and creating and sustaining jobs. Why then has it been so difficult to raise the consciousness of the American public, and even more surprisingly, of the government and national leadership? The answer to this question is perhaps endemic to how government functions, but pore important, it begs that mining professionals capitalize on the opportunity and the attention now at hand. Carefully conceived and implemented actions by both private and public sectors are needed more than ever before in the past 35 years. To this end, it is vitally important to seek out and resolve the root causes of supply problems and not dwell on superficial solutions. The following discussion attempts to establish a simple framework to view this process. It does not presume to be an exposition of cause and effect, but hopefully identifies some needed steps. Growing Awareness in the 1970s Of all events stimulating current concern, certainly the OPEC oil embargo has left the deepest impression. It was inevitable that after such a shock, man. Americans would begin asking whether the US was as vulnerable to cutoffs of minerals as it was to oil cutoffs. Then, when serious trade security questions surfaced in sonic mineral-rich nations in Africa and the Persian Gulf, the ominous term ''resource war" began to be heard. Countries such as South Africa, Zaire, Zambia, and Zimbabwe have suddenly become key areas for testing our national security resolve. As the US witnesses the influx of Marxist influence in many sub-Saharan exporting nations and the rising threat to free world access to critical materials and energy, the assurance of adequate supplies is becoming a national issue at last. The US is now learning that self-sufficiency for many vitally important mineral commodities has vanished. Of course, it did not vanish overnight; it had been leaking away for years, and the trend was noted by industry and a few in government. Within the minerals community, suspected weaknesses in America's resource posture were sought and found. As a result, the country's heavy reliance on foreign sources fur more than a score of minerals, many extremely vital to security, has been forcefully documented and the case for drastically altering the supply unbalance hits been proposed. The renewed concern for national defense is central to almost all proposals for minimizing US foreign mineral dependence. It is not surprising that many of the voices heard today on the dependency issue are active members or alumni of the militate establishment. Unfortunately, their almost total focus on the security aspects of dependency has tended to obscure important underlying issues which are not directly defense-related. Some of the proposals advanced might mitigate the deeps-dency problems, but they still fall short of curing the underlying problems that have led to a steady loss in mineral self-sufficiency. In almost all instances these problems call be traced to increasing government influence on the free market minerals economy. Some national security proponents seek to attain total self-sufficiency in minerals. Such arguments must he tempered by existing realities. It is easy to demonstrate that the US obtains substantial quantities of sonic essential minerals from potentially insecure sources abroad. That the US will continue to do so in the foreseeable future is not in doubt Uncertainty begins, however, when we try to interpret the significance of these facts. It is important to understand that mineral dependency does not irrevocably lead to vulnerability. Unlike oil, no mineral commodity combines the same degree of universal indispensibility and centralized foreign control of supplies. Moreover, although many US-required minerals are produced by fewer countries than export oil, those minerals cannot approach petroleum in economic or industrial importance. Finally, most foreign supplies come front friendly, secure nations such as Canada, 'Mexico, and Brazil. This, aid more, constitutes a vital element in US economic health as a world trading nation. Tg Soda Ash has operated a shortwall mining system in the Green River, Wyoming trona district since August. 1982. The system has proven to be highly productive. In an effort to reduce the relatively expensive development mining and Improve mine planning flexibility, a method to mine the return air tailgate during the shortwall retreat was tested beginning In April, 1987. As of June. 1988 four shortwall panels had been completed utilizing the advancing tailgate, producing over 815,000 tons.

The Mining Division of Utah Power and Light Company is located in the coal fields of southeastern Utah -main office in Huntington, Utah. The Division will produce 6.5 million tons of low sulfur steam coal in 1988, making UP&L the largest underground mining operation west of the Mississippi. Coal is mined from three underground mines utilizing continuous miner and longwall mining methods. All coal produced by the Mining Division is utilized at UP&L's two largest steam-electric power plants, the Hunter and Huntington plants with a combined capability of 1,995,000 Kw. At UP&L we believe that to achieve success a company must have clearly defined goals which are understood, communicated and shared at each level of operation. We have also found from experience that a safe operation is generally an efficient and productive operation. As a Division, we have established a goal to achieve the safest, most efficient operation in the country. This is an ambitious goal. To achieve such a goal requires real commitment and a safety/training program capable of achieving needed results. The following is an overview of the program we have established at UP&L which has enabled us to reduce our accident frequency rate from over 40 in 1980 to 8.00 at present, as illustrated in Figure 1.

A major cost to a mining company is funding of an exploration program. It is a necessary cost to insure the company's future. But if the exploration effort does not discover an economic are body, there is no return on investment and the days of the company are numbered. However, if you are aware of what exploration geologists are saying, it places the exploration process in a different light. Basically they are saying that ore bodies exist that contain 250,000 tons or less of gold and silver bearing ore that is cyanide amenable utilizing heap leach technology.

Gold heap leach operations often process low grade ores with little margin for cost increases. The advantage of heap leach operations is the considerable savings in both capital and operating costs. This paper looks at an alternative pH modifier to lime in the heap leach process, namely bauxite waste mud or red mud. The red mud can contain trace amounts of gold and was found to be an excellent source of slow release sodium hydroxide for long-term pH modification. Column cyanide leaches showed that 25 kgt-1 of red mud provided a higher pH and longer pH modification than 0.25 kgt-1 of lime. Contaminants leached from the red mud hampered the adsorption of the aurocyanide complex onto activated carbon.

Since the publication of the Brundtland Commission?s Report, Our Common Future, numerous attempts have been made to define sustainable development in the mining context. The inability of the Brundtland Report to outline an effective sustainability framework, combined with its contention that no single blueprint for sustainable development exists, has prompted many academics and practitioners to provide viewpoints on the application of sustainable development in the mining and minerals industry. This paper provides an overview of the many groups of assessments made of sustainable development in the mining industry. Sustainability assessment and reporting for this industry sector using indicators are also addressed.

The transport of lithium through a supported liquid membrane was studied with a mixture of D2EHPA and TBP in kerosene as a mobile carrier. In the flat- sheet supported liquid membrane(SLM) system, experiments were carried out to investigate the effects of concentration of mobile carriers in the membrane solution, hydrogen ion in the feed solution, and temperature on the transport of lithium. Experimental results agreed well with a transport model for permeating lithium across the liquid membrane. The permeation rates of lithium can be explained in terms of diffusion of a Li-complex through the membrane phase. For a practical application of an SLM method, a hollow fiber module has been used and lithium can be concentrated more than three times in 24 hours.

Precious metal mineralization at Mt. Hamilton" Nevada is associated with a poly-metallic, garnet-pyroxene skarn system developed in middle to upper Cambrian calcareous shales, limestones and dolomites. The skarn is developed around the Cretaceous Seligman and Monte cristo calc-alkaline stocks. Gold is associated with intense retrograde alteration. Later epithermal quartz veins containing gold, silver, base-metal sulfides, and sulfosalts cross-cut skarn alteration. Westmont Mining Inc. is currently developing two mineralized zones containing a geologic resource of approximately 7.7 M.T., which averages 0.05 OPT gold and 0.5 OPT silver. The project will have an estimated mine life of seven years, with a planned annual production rate of 35,000 ounces of gold and 300,000 ounces of silver.

The operation of an activated charcoal system has five separate unit operations. These unit operations have common points for CIP, CIL and CIS system, which vary widely in application. a. Absorption b. Desorption (Stripping) c. Acid Washing d. Reactivation e. Carbon Handling ( carbon transportation, sizing, de­watering, etc.) Cost optimization starts with the basic operating parameters (design philosophy) set down at the time of engineering design. This parameters undergo almost immediate change due to site specific ore requirements, throughput changes, operator requirements or reagent availability. Activated charcoal is sometimes viewed as simple, uncomplicated reagent that requires not optimization. To some extent, this statement is true, but under most circumstances, if the time necessary to optimize the use of activated charcoal is available, the effort is rewarded with significant savings. CPL-Carbon Link has embarked upon a program of supplying technical support with its activated charcoal. Several operation in the United States have under taken to have CPL-Carbon Link do an operational survey to determine if potential savings are possible. CPL-Carbon Link has offered to do these surveys for projects that are clients or simply would like to have CPL-Carbon Link review their operation. The information accumulated by CPL-Carbon Link is being used to attempt to fashion industry standards so that a common reference point came be establish for activated charcoal usage.

R. Michael Craig Mr. Juvkam-Wold's article is a timely and much needed presentation of the method of depressurization to reduce ground-water inflow into mine shafts. The article is very informative and discusses the effects of depressurization upon shaft inflows adequately. However, the article omits a discussion of another important benefit of depressurization: the reduction of potential for artesian burst or, as it is also called, floor heave. Confined aquifer systems (artesian aquifers) can contain water under several hunder pounds per square inch (psi) of pressure. For example, water levels at elevations of 455 m (1500 ft) or more above the top of the Westwater Canyon member of Reply by H.C. Juvkam-Wold In general, Mr. Craig's comments are useful and accurate regarding the potential benefits of aquifer depressurization. However, two of his points require further explanation since they may lead to a misunderstanding of my paper and its predictions. These refer to his comments regarding failure to account for storativity and to non-artesian conditions. Equation 5 is indeed Darcy's steady state equation. However, as a careful review of the appendix in this paper will reveal, I have used this equation to represent semi-steady state conditions. The coal mining industry has long recognized the need for a system capable of hauling mined coal from the face in a continuous flow. More than 30 years ago, successfully operating continuous haulage systems were first placed in the field. There were a few individually successful applications. However, the truly successful use of such systems really only began in the early seventies. Today, a variety of systems are available from a number of manufacturers. Even so, continuous haulage has not achieved the acceptance and application it would seem to have earned. There is a need for more productive, cost-effective, and safer methods of hauling coal from the face. There is also a need to speed up development for longwall operations. And continuous mining is not really "continuous" unless it is supported by a reliable continuous haulage system. Despite all this, most of the coal producers have failed to exploit the successful continuous haulage systems offered by several manufacturers. In the 1970s, many of the top coal producers tried a continuous haulage system but gave up on it and on the concept. In some cases, major coal companies had systems operating successfully in one mine, or even one division. But their use did not spread to others of their mines or divisions. Frequently, their use was eventually abandoned, even in mines where it had been successful.

The chemistry of waters processed by Acid Rock Drainage water treatment plants can affect the Total Suspended Solids quality of the plant effluents. The sulfate ions in the ARD water will combine with the calcium ions from the lime that is used to adjust pH to form calcium sulfate. When the sulfate content of the waters to be treated is greater than about 1400 parts per mil­lion, the resulting calcium sulfate concentration will be approx­imately 2100 parts per million. This concentration is above the saturation point for calcium sulfate, and the salt will drop out of solution until the concentration falls below the saturation point. This "salting" phenomenon affects the total suspended solids of the treatment plant effluents by virtue of the fact that the salts will report to the filtration apparatus used for the analy­sis. This scenario is exacerbated as an effluent sample ages. Zortman Mining's water treatment plant effluent was being affected by "salting" during the spring and summer of 1995, and it seemed as though the effluents were exceeding the TSS lim­its; for no obvious reason. A testing program was initiated to verify an observation that "salting' was taking place. Treatment plant samples were collected and allowed to age, with TSS analyses being performed every day that the samples aged. Synthetic solutions were also prepared to study the "salting" phenomenon.

The construction involved in the Washington Metropolitan Area Transit Authority (WMATA), Contract No. lK0011 (K-1), encompassed some 2,621 meters of single track parallel tube rapid transit tunnels, 335 meters of cut-cover subway station and appurtenant ventilation structures at each end, and a fan shaft at approximately the mid point of the tunnels. The construction contract was awarded June 7, 1974 to a Joint Venture consisting of Intercounty Construction Corporation, Hyattsville, Maryland, and S $ M Constructors, Inc., Solon, Ohio. The former being responsible for performing the cut and cover construction, and the latter being charged with constructing the running tunnels and fan shaft at their mid point. (See Fig. 1) The problems of mining and supporting, the 183 meters of twin tunnels just east of Court House Square Station, by unique mixed face and soft ground mining methods is the main subject of this report, although a general review of the tunnels in their entirety, as well as the geology encountered in the excavations, is presented to give a better overall setting for the problems encountered. This morning, gentlemen, I should like to discuss resin anchors of a type introduced to North America approximately 2-1/2 years ago. We shall also briefly review the basics of mechanically anchored rockbolts so that a general comparison may be made. Previous efforts with synthetic resins were aimed at aiding a mechanical Or "point" anchor, obtain a better purchase in the rock mass. Resin cartridges of the type to be described in this paper are capable of achieving point anchorage or full encapsulation of mine roof or rockbolts. Of significance, therefore, is that unlike a mechanical bolt, placed and tensioned, celtite rockbolts may be fully grouted and tensioned or left untensioned in the installation sequence. Our principle effort has been to offer this system to mining and civil engineers who have encountered difficult rock conditions and wish to reinforce strata to achieve a greater degree of permanence and safety.

Under special circumstances, electrical energy can successfully replace chemical ex­plosives for blasting rock. High pressure plasma can be generated in the confines of a drillhole, by a powerful electrical dis­charge. The energy level can be adjusted to replicate the effect of a high explosive. The main difference is the almost total ab­sence of gas generation with electric blast­ing. Once the rock fractures, the small amount of matter used for generating the plasma rapidly cools off and regains its former volume. High speed film studies clearly show, that the initial speed of blasted rock fragments is the greatest, no further gas propelled acceleration takes place .. Figure 1, shows a typical electric blast of an oversize boulder of quarzite in an open pit mine.

The use of cyanide in gold mining requires the careful handling and storage of cyanide rich tailings. Cyanide in groundwater can frequently be both persistent and mobile, so that tailings basins need to be designed to limit and collect seepage. Assessment of the potential environmental impact requires an understanding of the hydrogeologic regime, both before, during and after mining. Groundwater monitoring wells provide a basis for monitoring tailings pond behaviour and for assessing the impact of mitigative measures to reduce or control seepage. A case example of Cheni Gold Mines Lawyers Project in Canada is presented to illustrate the use of groundwater monitoring to determine the amount of cyanide degradation and attenuation between the tailings pond and the receiving environment.

Geologic profiles constructed from exploratory drill holes gave basic geologic information for bidding on 4913 ft. of twin rock tunnels under the Potomac River. To provide additional geologic information for construction, tunnel faces and shafts were mapped throughout excavation. This information was plotted in plan and section so that geologic structure could be projected ahead and prediction of conditions could be made. In structurally complex areas, 3-D models were made and used to show the geologic structure. Core from exploratory drill holes was relogged and structure oriented with that found in the tunnels to make the ultimate use of the core and refine the geologic picture. As excavation proceeded, geologic mapping showed that the projection-prediction approach was useful and essentially correct.

In support of the Conceptual Design of a Nuclear Waste Repository in Salt, a confined core pillar design method developed by others was reviewed. The method, which was developed for applications in coal, represents the confined strength of the pillar material in terms of a linear failure criterion. However, triaxial compression strength tests conducted on salt samples indicate that a non-linear strength criterion is more appropriate for salt. The rationale behind the confined core method is reviewed. A rederivation of the confined core method is then presented that incorporates a non-linear strength criterion. Benefits of the modified method are that the strength of the confined pillar core can be more accurately represented, and that two contributors of pillar strength, rather than one, can be addressed.

The Eskay Creek Project was interesting in many respects, includ­ing extremely high grade of precious metals, refractory nature of the ore, carbonaceous content of ore resulting in preg robbing, and high content of many heavy metal sulfides in addition to the usual iron sulfides. Although the process plant was never constructed, extensive testwork was conducted and a flowsheet for the treat­ment of the effluent form pressure oxidation was developed as a basic engineering package. The flowsheet included removal of iron and gypsum by neutralization, selective recovery of copper by zinc precipitation, and recovery of zinc by solvent extraction and electrowinning. The zinc recovery produced a significant impact on the project economics. The waste water from the process met the environmental requirements for British Columbia.
