A pilot plant was constructed to attrition scrub and deslime North Carolina phosphate ore. A 15.2 cm (6 in.) diameter pilot-scale Linatex Hydrosizer was used for desliming. Four tests were run at a throughput of 2.9 t/hr/m2 (0.30 ton/hr/f t2) and a teeter bed density of 1.12-1.13 g/cm3. The teeter water flow rate was varied to create an upflow velocity ranging from 0.25-0.47 cm/s. (This latter value is equal to the terminal settling velocity of a 200 mesh (74 micron) particle having a density of 2.7 g/cm3.) The recovery of +200 mesh oversize to the sizer underflow was 95%-96%, regardless of the teeter flow rate. The recovery of -200 mesh undersize to the sizer overflow increased from about 90% at 0.25 cm/sec to 100% at 0.47 cm/sec. A metallurgical balance that was conducted for one of the tests showed that less than 2% of the phosphatic value was lost to the overflow. A fifth test was run using an upflow velocity of 0.47 cm/sec; however, the teeter bed density was maintained at 1.05 cm/sec. This change had the effect of reducing the cut point (d50), while maintaining complete slime removal.

Superior ventures selection and the subsequent management of their development and production are crucial in the competitive environment of the upstream minerals and energy industry. An important element of this chain is the management of uncertainty and risk dynamics. In the world of faster and more complicated technological and environmental changes, international competition and commodity market dynamics, thorough and sophisticated valuation must be carried out to establish a venture's value and return on investment. Thus, managers and investors must use methods that respond to market dynamics, investment and feasibility study options and provide relevant information for strategic investment decisions. Conventional methods have no built-in procedures to help investors analyse these options. Modern financial methods based on the dynamic arbitrage theory overcome these and other limitations of conventional methods. In this study, dynamic arbitrage theory has been used to formulate 3D parabolic differential equations that govern the stochastic processes of a copper mining venture with ongoing feasibility studies. The alternate direction implicit algorithm is used to solve the numerical approximations of the differential equations and their boundary conditions. Phase dynamics of the venture have been analysed to provide investors the appropriate timing for strategic investment decisions. The study also shows the amount and value of appropriate feasibility studies required to maximize the value of the mining venture.

A study was conducted to investigate the use of flotation in combination with dense-medium cycloning utilizing ultrafine (-10 um) magnetite, as an integrated process for high-efficiency cleaning of fine coal. The objective was to produce a high-quality (low-ash, low-sulfur) coal, while reducing the amount of non-magnetic material that would need to be removed by magnetic separation. Three dense-medium cyclone tests were performed using different underflow diameters to produce feed material for the flotation separations The use of different underflow configurations caused a variation in the pulp and solids splits, which changed the clean-coal yield and the magnetite-to-coal ratio of the cyclone products, and hence, the composition of the flotation feed. Flotation was used to separate the clean coal and to recover the magnetite contained in the cyclone overflow stream. Any ultrafine refuse material, which may have reported to the cyclone overflow stream, was also removed in this step, further upgrading the product. In addition, flotation was used to improve the overall yield by recovering a middlings fraction from the cyclone underflow stream. It was found that flotation was very effective in separating the coal (or middlings) from the ultrafine magnetite, even under variable feed conditions. Magnetite recoveries approaching 99% were possible using rougher-cleaner separations in a laboratory flotation cell. This paper presents the results from this study.

The White Mesa uranium/vanadium mill is six miles south of Blanding, UT, on the Colorado Plateau, which has historically spawned more than 200 uranium mines. As uranium prices approached an all-time high during the mill planning period, Energy Fuels Nuclear Inc. anticipated the reopening of many of these mines, whose low grade ore suddenly looked economic. The company located the White Mesa mill close to these mines, to minimize hauling distances to the mill and give vendors added incentive to reopen or expand mine operations. A receptive local community, a relatively unencumbered trip through the regulatory maze, and some mill circuit innovations all helped to make the White Mesa mill a well functioning reality. From a strategic standpoint, and to begin ore stockpiling as early as possible, Energy Fuels constructed two ore buying stations and began receiving ore in early 1977. The buying stations were located at Hanksville and at what is now the Blanding mill site. Ore receipts at Hanksville did not materialize as anticipated and the facility has since been closed. The Blanding ore buying station is now an integral part of the milling operation. All ores, whether company, vendor, or for toll milling, are received at the Blanding station. The Blanding site was central to the plateau mines, and was well received by area residents, who encouraged the introduction of industry to the area. Residents viewed mill construc¬tion as an economic blessing and were prepared to accept the associated im¬pacts. Energy Fuels hired as many local people as possible for mill opera¬tions.

Many hard rock tunneling projects, where the majority of excavation can be accomplished with TBMs, will still require considerable specialized excavation which can not be done with a TBM. This secondary excavation, involving cross cuts, galleries, flattening of the invert, increases in bore diameter, et cetera, may be accomplished with conventional drill and blast, applied on a small scale and usually with fracture control techniques, or with mechanical splitters. The problems of using explosives in many of these cases and the high cost of mechanical splitting excavation make the consideration of other approaches attractive. The PCF rock excavation method, which has recently been reduced to commercial practice for mine-development excavation, offers an attractive alternative to drill and blast and mechanical splitters. With the PCF method the rock is excavated utilizing a small-charge, propellant-driven, controlled, penetrating-cone fracture process. Excavation is carried out continuously by combining the PCF hardware with integrated mucking capabilities on a carrier which remains at the excavation point. In addition to the benefit of providing for complicated excavation geometry, the PCF method also causes minimal damage to the remaining rock which will significantly reduce ground support requirements. In very bad ground, the continuous nature of PCF excavation allows ground support to be applied as limited sections are exposed thus reducing both the duration and extent that the ground would be free to move. Data on PCF excavation parameters, as measured in actual mining operations, indicate that crosscuts, galleries and the like could be excavated at considerable cost savings compared to drill and blast or mechanical splitters.

Two 6.17 m (20 ft 3 in.) diameter raises, concrete-lined to 5.49 m (18 ft) inside diameter, were completed in 1978 at the Monterey Coal Company Number One Mine near Carlinville, Illinois, by Frontier-Kemper Constructors. These two raises are the largest in cross-section yet completed by full-face upreaming, and the success of this project is expected to increase the application of raise-boring to coal mine shaft construction. WHY 6.17 M (20 FT) DIAMETER ? Raise boring is well accepted in the metal mining industry for a variety of applications, and is gaining in acceptance in the civil works construction industry. The use of raise boring to construct vertical openings for coal mines has not been as widely accepted, even though coal mining requires, per mine, the greatest number of openings to the surface of any underground activity. Several factors have influenced the low utilization of raise boring in coal mining: 1. Coal mine shafts must often be of large diameter to pass the required high volumes of ventilation air at acceptably low water gage pressures. Cross-sectional areas of finished shafts exceeding 23.23 sq m (250 sq ft) are common. 2. The life of ventilation shafts is comparatively long, and the typical sedimentary strata overlying coal seams normally require that the shafts be lined. Shafts on the intake ventilation circuit must have permanent water-tight linings. 3. Unconsolidated overburden at the surface is often thick, and as reaming cannot be safely utilized in unconsolidated material,

In April 1988, the joint venture of Morrison-Knudsen and Paschen Contractors (M-K/P) was the successful low bidder for the Metropolitan Water Reclamation District of Greater Chicago's (MWRD) Contract Number 73-164-2H. This project is yet another in the MWRD Tunnel and Reservoir Plan (TARP) devised to control and treat overflows from combined sanitary and stormwater flows. M-K/P's project, located along the Des Plaines River, consists of 21,569' of tunnel mined to a 35' diameter and two tunnels totaling 14,529' mined to a 12' diameter. All three tunnels will have 12" thick reinforced concrete lining. The path for combined sewer/storm waters to reach the tunnels begins at a connection structure, continues through an approach sewer, a sluice gate structure and down a vertical shaft which is topped by a backflow structure. The purpose of the backflow structure is to prevent water surging to the surface as the system fills rapidly. Backflow preventors represent a change in design after problems developed on earlier constructed portions of the T.A.R.P.. On this project, 14 drop shafts channel flows to the tunnel system. In addition to the drop shafts, contract specifications require an emergency or escape shaft be located not more than 4000 feet from the tunnel headings. Due to long reaches without drop shafts, four access shafts had to be constructed. Thus, the total shafts constructed under this contract will be eighteen plus one 30' finished diameter construction shaft located within Miller's Meadows. Figure 1 shows the overall Des Plaines River System and the M-K/P contract connection to previous and future MWRD projects.

When a fire breaks out in a mine access road, the hot smoke, due to heat transfer with the surrounding strata, progressively cools as it moves forward. Depending upon the resulting temperature distribution, the density of the fluid changes. This change will bring about: Firstly, a variation in the resistance of the roads, a static factor which will affect ventilation flow rates; Secondly, the appearance of extensive aerodynamic driving loads in the vertical and angled roads, a dynamic factor which can have an extensive impact on ventilation. Because of the appearance of combustion and distillation products, the vaporization of water, which wets the timbering and strata, and the expansion of gases, fluid rates can at times be increased tenfold in the area of the fire. These disturbances may cause explosions and ventilation inversions, which fill other working areas with smoke toxic to workers, and which can come up upon rescue teams from behind. Due to the progressive heating of the surrounding rocks, which will slow down heat transfer, these dangerous conditions change over time. At the Lorraine Basin Coal Mines, programs have been set up and employed for the computer simulation of these phenomena over time. They serve to anticipate or to understand such phenomena, the input data being the characteristic parameters of the mine ventilation network, the operating curve of the main fans, and measurements or estimates of some temperatures. Two programs, employed together, have been developed for these studies: One program, called RESO, calculates the distribution of flow rates and pressures throughout the entire network; The other, called FEUMIN, determines smoke temperatures over their entire path.

Data is now appearing in literature that indicates many current paste fill systems in Canada suffer from plugged lines and severe wear rates. Both of these conditions suggest: design problems with the pipe distribution system, backfill composed of poorly graded material and/or possibly poor operator practices. Problems that can be prevented in the design stage, but still may be readily solvable with current technology. However, if left untreated will lead to an increasing frequency of down time. The compatibility of the distribution system with the paste fill rheology is fundamental and essential for the reliable delivery of fill. Either many mine operators are not familiar enough with the technology to provide a critical review that could foresee problems down the road, prior to construction and or North American designers are not clarifying their designs to their customers. The objective of this paper is to highlight key concepts to mine operators with the purpose of better enabling a critical review of contractor's/consultant's designs. There is a great deal of understanding about the rheology of backfill over a range of pulp densities from hydraulic slurry to dense to paste. However, outside of deep mines (especially in South Africa) neither hydraulic or dense fill distribution systems have suffered the problems of paste fill. Paste fill is fundamentally different from hydraulic fill principally in its transportation characteristics. These differences have a direct impact on the design of the distribution system. By understanding the practical implications of these differences the operator can play a more active role in their design while better appreciating how to best operate their own system.

Four computerized approaches for coal blending are described and their strengths and weaknesses are explored. Spreadsheet analysis Other than word processing, spreadsheet software is the most commonly used software. Its wide availability and ease of use are two desirable features that have led many to try to adapt it to the purpose of coal blending. These are the two main advantages of this approach. To use a spreadsheet for coal blending, each row of data represents one source of coal. Each column represents a quality of the coal, with the last column specifying the tonnage of that coal in the blend. The calculated figures are. the blended qualities, which can be programmed to appear in the bottom row. A trial-and-error approach is then used to develop the best blend. Inserting any blend in the last column provides the blend characteristics at the bottom of the page. If any specifications are not met, the blend can be changed, all calculations being immediately updated. This process is repeated until all specifications are satisfied. A third advantage of this method is that it is exactly the procedure that one would go through if doing this by hand. With a spreadsheet, many more blends can be evaluated in much less time, allowing the designer to try to improve over satisfactory blends to find the best of them. The resulting improved blends or cost savings are a fourth advantage of this approach. There is only one major disadvantage of using the spread- sheet. This is that most probably the best blend is not found. As an inexpensive introduction to computer-assisted blending, which can be easily understood and cost just a few hundred dollars, this is a recommended place to begin.

In the last twenty years, the mining industry has made marked efforts to improve its reputation in regard to its social performance. These efforts have been expressed in the 9th ICMM (International Council on Mining and Metals) principle as a commitment to contribute to the social, economic and institutional development of the local communities. Towards this goal, which has been increasingly highlighted because of its importance for sustainable development, a number of practices and methods have been developed. The international development literature describing these practices is full of so-called development buzzwords, such as stake-holder participation, empowerment, capacity building. This paper argues that none of these development catchwords are neutral, but contain assumptions based on a specific view of development. Since capacity building is a central task in development, the paper focuses on this concept and takes a critical look at the assumptions that underlie this concept and influence strategies employed by the mineral sector. It suggests that the notion of capacity building in some earlier approaches implies a set of asymmetric power relationships between developed and developing countries where capacity is transferred from the developed countries to the developing ones. The developing countries are seen as passive recipients while the experts, i.e. the developed countries through their mining companies ultimately control the capacity-building process. The paper also points out that the mainstream capacity development approach has been based on the assumption that local or indigenous communities are mainly made up of needs and capacity gaps. The goal of development projects should then be to address these needs, which are perceived and prioritized by the ?experts?. Critiques of this development model suggest that in order for the mining industry to embrace more successful and sustainable practices, it should rethink the notion of capacity building. It should move towards alternative approaches that see it as a two-way learning process which will serve to enhance not only the capacities of the communities, but also of the development practitioners and which will build on the strengths of the community, and move away from attitudes of superiority and practices of dependence.

The Windy Craggy copper-cobalt-bearing massive sulfide lies in the Tatshenshini map area of northwestern British Columbia, where British Columbia joins Alaska and the Yukon. The area is covered with numerous glaciers and ice fields that mask geologic detail and hamper ground access. In 1957, Ventures Ltd., the predecessor of Falconbridge Ltd., undertook a reconnaissance of the area using a float-equipped Supercub. At that time, large lakes and glaciers were unnamed and little was known of the geology. The prospecting team was led by J.J. McDougall with Stan Bridcut as pilot-prospector. Prospecting was directed at the St. Elias Mountains between the rich Kennecott copper deposits to the northwest and the Maid of Erin silver-copper mine on the Haines Road, BC. Reconnaissance flying in 1957 and early 1958 eliminated vast segments of the Kennecott-Haines Road terrain as being too inaccessible for mining. In 1958, the Supercub landed at an unnamed lake and the terminal moraine of an unnamed 12.9-km (8-mile) long glacier was prospected. The lake was called Tats Lake and the glacier named Tats glacier (short for Tatshenshini). Float of sulfide was found in the moraine. Follow-up investigation along Tats glacier led to the discovery of several small sulfide deposits and these were staked. Prospecting active glaciers in this area can be complicated because of drainage capture by eroding valley glaciers. Glacier capture resulted in the float from one mineralized area being deposited at different times in three widely separated moraines. Float of the Windy Craggy deposit, therefore, occurs along the course of older glaciers and at the base of the currently active ones. The problem of sourcing caused much additional Supercub reconnaissance. It is interesting to note that about 40 geographic names were given various features in this unmapped portion of the St. Elias Range, and these names were ultimately officially adopted.

In July, 1988, the Mine Safety and Health Administration (MSHA) Advisory Committee on Standards and Regulations for Diesel-Powered Equipment in Underground Coal Mines recommended that the Secretary of Labor set in motion a mechanism whereby a diesel particulate standard can be set. Prerequisite to establishing a standard would be the development and evaluation of instrumentation to measure diesel particulate. In response, the Mine Safety and Health Administration, Dust Division, has been evaluating instrumentation that can be used to determine diesel particulate levels in underground mines. This instrumentation employs the principle of impaction to separate particles by size, thereby, separating the diesel and nondiesel particulate. Separation of the particulate by size was chosen because diesel particulate is generally less than 1.0 micrometer in size. No other methods have been developed to successfully distinguish between the coal and diesel particulate. MSHA developed an impactor that is inexpensive and compatible with existing pumps and filter holders. The instrumentation evaluation has primarily focused on the repeatability and performance of several personal dust samplers. The samplers tested include the Sierra-Andersen Model 298 personal impactor and MSHA developed personal impactor. The MSHA impactor is inexpensive and compatible with the existing pumps and filter holders. In addition to evaluating the precision and performance of these instruments, tests have been conducted to determine background levels of submicron particulate in nondieselized coal mines and to measure the submicron particulate content in dieselized coal mines. Tests were conducted in coal mines where diesel equipment was used only in outby areas and also in coal mines where diesel equipment was used for face haulage. This paper describes the results of the tests and provides a description of the instrument at ion used to conduct the tests.

Methane ignitions continue to be a major concern to the longwall mining industry. In spite of numerous advances in technology over the past decade, there has not been a measurable reduction in the number of longwall face ignitions. These ignitions will continue to be a problem as deeper and gassier seams are mined, as production rates are increased through numerous improvements in longwall mining equipment, and as the output of the workforce increases due to improved management-labor relations. It is necessary to know methane liberations, emissions, and flow patterns in order to effectively deal with it and to design control technology to reduce the occurrence of longwall face ignitions. A cooperative research project between the Bureau of Mines and the Canada Centre for Mineral and Energy Technology (CANMET) has been established to address longwall methane problems. The initial direction of this work was to look at methane flow patterns during the entire longwall mining process, and more specifically to examine and compare methane levels and flow patterns for advance and retreat methods of longwall mining. Both advance and retreat longwall mining is practiced in the Sydney coal fields in Nova Scotia. In 1986, a study was performed on advancing longwall panels at the Lingan Colliery, and a similar study was recently completed at the Phalen Colliery on a retreating panel. Methane monitors were placed at various locations along the face, intake, return, and bleeder airways. Handheld methane monitors were also used upstream and downstream of the shearer mining machine. This setup allowed a determination of methane sources on the longwall panels, including: liberation from cutting with the shearer mining machine, emissions from the coal seam along the face, emissions from the gob area, and methane already in the intake air. The results from both studies are reported and the differences between the two longwall mining methods compared.

Introduction A problem that has faced mining engineers and mining geologists for many years is how to best explore a particular prospect so that the basic decision as to whether the material present is ore or only high-grade rock can be made with some confidence. It is obvious that one could not begin a large scale mining program on the basis of tests made on a few hand samples. On the other hand, one could not be 100 percent certain as to the average grade or tonnage before beginning development, as this would require the orebody to be mined out in the sampling process. The basic objectives of the exploration program can be stated as (1) to reduce mining risk; (2) to lessen the cost of development; and (3) to increase the profits of mining. The exploration program should be terminated when these objectives are no longer being met. The construction of tunnels is a specific mining operation. In the exploration program one should gather the data needed to determine (1) the type of excavation technique(s) to be used; and (2) the rate of advance that might be expected. As in the evaluation of an orebody, with the data collected it should be possible to estimate mining costs and project life. Unfortunately, at the present time, it is not possible to do this at least when dealing with medium to hard rock types. The reason for this, it is felt, is basically the inability to identify what specific rock mass properties are of use in tunnel design and to specify how these may be obtained in an exploration program. INTRODUCTION Primarily because of mining at greater depth, an increasing number of coal mines in the United States experience floor heave problems. In many instances, the floor heaves at a slow rate without causing health and safety related problems; only additional roadway maintenance and coal handling equipment are required. However, when rapid, massive heaving occurs, the safety of mine personnel in the vicinity is jeopardized. Extensive floor heave causes a redistribution of stress around the mine opening and can cause additional ground control problems. This paper presents an analysis of rapid floor heave in a deep western coal mine. The analysis is based on field measurements, laboratory data, and beam design theory. Factors affecting floor heave, such as mining-induced stress, mine opening size, entry orientation, mine geology, rock physical properties, and gas pressure, are considered. Examination of floor heave in the mine indicates that heaving is primarily caused by deformation of a soft floor member that is subjected to high mining-induced stress. Theoretical analysis of in situ floor stresses resulting from overburden loading indicates that floor failure will occur. The analysis is confirmed by visual observations of floor heave in the mine. Recommendations for mine layout and opening design to control rapid, massive floor heave under these conditions are also presented. MINE-FLOOR-FOUNDATION THEORY The floor stratum in a coal mine acts as a foundation to support coal pillars and artificial supports, thereby providing support to the mine roof. The overburden load, transferred through pillars and other supports, applies tremendous stress to the floor. Soil mechanics theories provide solutions for foundation design problems that apply to the mine floor. Based on foundation theory, vertical load on pillars causes high shear stress zones in the floor. If the floor is relatively weak, it may fail and dislocate upward into the mine opening. Strong roof strata that do not readily fail transmit most of the overburden load through pillars to the floor. Heaving may result, depending on the thickness and physical properties of the floor

Two rare evaporite minerals, nahcolite (NaHC03) and trona (Na2C03?NaHC03?2H20), are both widely used in the production of sodium carbonate (Na2CO3) The largest natural carbonate deposits (trona) are in Wyoming, USA, the second largest deposits are in Turkey, in a lacustrine basin (Beypazari) where nahcolite and trona are located within the Miocene Hirka Formation. The Hirka Formation is mainly composed of bituminous shale, claystone, marlstone, tuffltuffite, and dolomitic limestones. Although numerous trona beds are interbedded within the above mentioned sedimentary units, there are only two beds of trona that are of economic interest. The lower part of the lower trona bed is rich in double carbonates such as pirrsonite (NA2C03? CaC03?2H20) and gaylussite (Na2C03?CaC03?5H20), indicating a change in Ca/Na ratio in the solutions which are responsible for the formation of soda occurrences. In contrast, the upper part of the upper trona bed is rich in nahcolite. This minerological pattern has been found in every drill- hole in the basin. While both trona beds average up to 10 m (33 ft) thick, the average thickness of nahcolite is approximately 0.5 m (1.6 ft). Also, thin section studies show that many fibrous and lath-like trona crystals contain small radial nahcolite crystals; all of them are euhedral and equi-dimensional. Geochemical studies of major, minor, and trace element contents also support this coexistence. Macroscopic and microscopic observations reveal that the nahcolites principally were formed as a result of an incongruent dissolution process of trona. In conclusion, the presence of nahcolite in the Beypazari basin is due to the dissolution process of trona, particularly during the last stage of evaporation, as a result of fresh water entering the basin. During that time, an increase in the HC03/ C03 ratio resulted in nahcolite-trona phase transitions.

CANMET has developed a simple yet very effective tracer gas method to test the efficiency of stench gas emergency warning systems which can easily be performed by mine personnel. This test method uses sulphur hexafluoride (SF,) as a surrogate for such stench gases as ethyl mercaptan. The test has many advantages: it is non-disruptive to production because SF, is odourless, colourless; it is safe to use as it is inert and only a small volume, insufficient to reduce oxygen levels, is necessary to dope the air with a measurable concentration; and most importantly it provides definitive results to assess the adequacy of the warning system. Specific findings of these tests have included, over doping sections of the mine and subsequent production loss due to sickness, the warning being ignored, the injection period being too short, excessive dispersion, and inadequate notification times. The simple test protocol involves releasing a known volume of the SF, under similar circumstances to those of the stench gas, and then sampling for its presence downstream. These samples are collected in air-tight syringes which are then analyzed in a laboratory with a gas chromatograph. By direct proportion, between the size of the stench and tracer gas releases, it is possible to convert the SF, concentration into equivalent stench gas concentrations profiles. From these, it is possible to define, the initial arrival time of the gas, the time it takes to reach a "target" notification concentration, whether the gas peak will exceed TWAEV, STEV and CEV exposure limits, and the duration of the peak above these levels. Since 1993, this test protocol has been employed a total of eight times on four different Canadian mine properties and the results are being used to optimize the stench gas release system with respect to volume of gas used, duration of injection, and number of injection locations.

1984 saw the 30th anniversary of a momentous event in Soviet geology-the discovery of kimberlites in Siberia, an event that vaulted the Soviet Union to second rank among the world's producers of both gem and industrial diamonds. There are many legends associated with this story, legends about those who predicted the discovery and those who achieved it in the field. The story told here unfolded during the field campaigns of the 1940s through 1960s, as witnessed by the authors and their companies of an earlier generation. This story illustrates science, chance, and human emotions at work, resulting in a blend of conviction, courage, bureaucratic sniping, and competition for glory. At the same time, it is an illustration of the workings of the Soviet exploration system. In a broader sense, it is the realization of the Russian image-boundless natural wealth, indomitable ingenuity, and the rigid political economic system that permeates the Russian landscape as well as the people. Most accounts of the Siberian diamond saga begin with statements such as, "This discovery confirmed the predictions of...", or "It was a result of predictions of one of the greatest Soviet geologists, Academician V.S. Sobelov...". These are only part of the truth. It had become apparent even in the 1930s that the Siberian Platform contained one of the Earth's greatest Basaltic provinces, described in a monograph by Sobolev...; and at the end of the thirties, G.G. Moor of the Institute of Arctic Geology found alnoites, similar in many ways to kimberlites. At the same time, the famous polar geologist, N.N. Urvantsev found other kimberlite like rocks in the southern Taymir Peninsula, adjacent to the Siberian Platform. In publications describing these rocks, Moor and Urvantsev mentioned for the first time the possibility of finding diamondiferous kimberlites similar to those in South Africa. Unfortunately, Urvantsev spent little time in the field between terms in concentration camps. Moor was considered by his superiors to be no more than a good descriptive petrographer; they suggested to him that his conclusions should be backed up by more highly regarded specialists. Thereupon, Moor asked Sobolev to coauthor a paper with him and this became the widely quoted prediction about diamonds in Siberia. Another early paper should also be mentioned, an unpublished paper found by M.I. Rabkin in the geological archives of the Norilsk Metallurgical Plant, written by Yu. M. Sheinmann when he worked in the concentration camp there in the late forties. This report placed the probable location of yet-to-be-discovered kimberlites within less than 100 km of their correct location.

Introduction In 1979, rumors of a developing drug problem within IMC Fertilizer's Carlsbad, NM workforce began to surface. For the next two years, a management team contacted local, state, and federal regulatory agencies that had the potential resources to help combat this apparently escalating problem. These contacts included the local police department, the county sheriff's office, the federal Drug Enforcement Administration, and the Mine Safety and Health Administration (MSHA). IMC approached each agency with two proposals. The first required the agency provide an undercover agent for placement in the company's underground facilities. The alternative required the company to provide the agent with the participating agency lending necessary legal expertise and guidance to accumulate the necessary data. MSHA regulations prohibit intoxicating beverages and narcotics on mining property. They also forbid persons under the influence of alcohol or narcotics from working in or around mines. The agency could not, however, help with this problem. The remaining agencies were sympathetic, but were unwilling to assist in implementing either program, citing legal implications. Without exception, these agencies not only refused to provide help, they discouraged any type of undercover operation, searches, drug screenings, or using dogs trained in narcotics detection. As law enforcement officials, they reasoned that any such program constitutes potential civil rights violations. An attorney advised IMC that it was not required to adhere to the same guidelines as law enforcement and regulatory agencies. It was his legal opinion that the company could conduct an undercover operation. But he recommended finding a private firm that specialized in this type of investigation. An experienced firm should have the expertise to conduct the operation and avoid the legal pitfalls that could be encountered. The management team agreed with the attorney and elected to hire a private firm. After extensive research and evaluation, three reputable companies were contacted, advised of the needs, and asked to submit a proposal. Their initial response was enthusiastic. None, however, submitted a proposal. Each was unable to locate a qualified agent willing to work in an underground environment. Privacy and civil rights At this point, it was apparent that an undercover operation was not feasible due to the lack of inhouse expertise and the lack of outside assistance. After more research, it was concluded that the only viable options left were the ones that the law enforcement community had earlier discouraged. These options included locker and personal searches, use of dogs trained in narcotics detection, and drug screening or testing. The management team evaluated the pros and cons of locker and personal searches. They concluded that if conducted properly, this approach could eliminate the problems. The potential legal liabilities, however, appeared to be tremendous. Strict guidelines would have to be adhered to in order to avoid invasion of privacy and civil rights violations. This meant announcing locker searches before conducting them and obtaining written permission from an individual before searching his person. Although the group was reluctant to lose yet another option, it was concluded that conducting searches under these conditions would be ineffective. It would also convey the message to the workforce that the substance abusers had the upper hand. This author was extremely critical of this legal opinion at the time. I have since concluded that the attorney was correct. This occurred in mid-1982. Court decisions of that era indicated the legal and political climate was sensitive to these issues.
