The future is uncertain. In these circum- stances how can we rationally decide whether to commit funds to an investment that may or may not turn out to be successful? To date no certain answer to this problem has been found, nor is one likely to be found in the future. At best we can attempt to assess the possible outcome in terms of probability, taking into account all sources of information that may be available at the time the decision must be made. This subject is addressed with some trepidation and much humility. Any attempt to fore- tell the future is by its very nature controversial. The purpose of ' this .chapter is to present a proposed rationale for decision making under uncertainty which relates the probabilistic risk of the investment to the capacity of the firm to absorb possible unfavorable consequences if they should occur. It is not the intention to propose a cut-and-dried methodology but rather to examine the conceptual philosophy on which a methodology may be based.

INTRODUCTION FMC's Paradise Peak mine, located 13 Ian (8 miles) south of Gabbs, Nevada, became opera¬tional in April of 1986 (Figure 1). It was designed and built by Davy McKee, who was instrumental in equipment design and selection. It is the 7th largest gold deposit in the United States with defined reserves of 10.9 mt (12 million st) containing 34 million gms (1.1 million tr oz) of recoverable gold and 933 million gms (30 million tr oz) of recoverable silver. The mine extracts ore by the open-pit method, taking advantage of a 1.5:1 stripping ratio. The mill operates at a 3600 mt/day (4000 st/d) capacity. Crushing is done in three stages to achieve an ore size of minus 0.635 cm (0.25 inches). Grinding further reduces the ore to 85% minus 100 mesh. The ground ore is treated with cyanide in agitated leach tanks and then washed in the counter-current decantation (OCD) thickeners. Zinc is added to the clarified, deaerated pregnant solution to precipitate the precious metals. The precipitate is acid digested to eliminate excess zinc, filtered and retorted to drive off contained mercury. The retorted precipitate is then fluxed, melted and poured through cascade molds. Dore bars are cleaned for shipment and the slag is sent to an in-house slag treatment system. ELECTROSTATIC SEPARATION The dry electrostatic slag treatment system at Paradise Peak is the first installation of its kind. Electrostatic separation has been widely used in mineral processing since the early 1950's. A brief discussion of the theory behind the process is helpful to those not familiar to electrostatic separation. Charging and sepa¬rating slags, dry minerals or other materials by ion bombardment is the most common form of electrostatic separation. Millions of tonnes of minerals are processed each year by this method. In an ion bombardment separation, granular material is fed onto a grounded metal cylinder (or roll) and charged by a corona-producing electrode placed above the roll's surface (Figure 2). While both conductors and non¬conductors become charged, only the conductor is able to lose its charge. The charged non¬conductor, as it rests on the roll's surface, "sees" an oppositely charged image of itself in the metal surface. It is attracted to the image charge, becomes electrostatically pinned to, and moves with the roll's surface. The conductive particle also sees an image and is attracted to it. But upon touching the roll's surface, it discharges rapidly to the grounded surface and is thrown free from the roll's surface with a projectile motion. In the case of precious metal slags, the con¬ductive particles would be metallic prills of dore metal; and the nonconductive particles would be the slag, free of metal. Middling grains, generally, are in the form of a metallic prill encased in or incompletely liberated from slag. LABORATORY TESTING A number of precious metal slag samples have been tested in the laboratory. It has been found that the composition of slags vary widely from one refinery operation to another. Typical laboratory procedure is to crush and size the slag followed by two-stage lab-scale electro¬static separation. The conductor fractions from the first and second pass are then combined as a prill concentrate; middlings fraction and clean slag tailings from the second pass are held separate. Selected results from laboratory testing are shown in Table 1. It is important to note in Table 1 that the assays represent overall silver and gold, not metallic values. From experience, the laboratory results are typically lower in grade and recovery than the industrial installations. This is largely due to the hydroscopic nature of precious metal slags coupled with the high local humidity in Carpco's Jacksonville, Florida, location. The study of the apatite deposits of the Aldan Shield shows wide spread of the Precambrian apatite-carbonate ores and possibilities of using them for extraction of apatite. Dependency of flotation on ore minerals was studied according to the following scheme: preparation of the monomineralic samples of anhydrite, gypsum, chlorite, serpentine, phlogopite, apatite; mixing them in apatite ore of the average composition; followed by flotation. Another series of the experiments was conducted to ascertain a dependence of flotation activity of the different minerals on the different flotation reagents, which were used as collectors. It has been shown that apatite from silicate-carbonate ores is most extractable because it has the biggest size of grains and is the most free of inclusions. Beneficiation of the sulphate-containing apatite-carbonate rocks is possible when flotol - 7.9 is used as a collector. Meanwhile, the use of the tallaktam leads to an increase in the sulphate recovery. The estimation of individual technological features of the layered Mghydrosilicates and their influence on the process of beneficiation has been examined using samples of apatite-dolomite ore (P205-8%) with the addition of the phlogopite, serpentine and chlorite. The results show that there is little influence of the chlorite presence on the flotation while the serpentine presence leads to a decrease of the flotation, because of its high specific surface area.

The application of simulation to production planning at a large, complex open-pit mining operation proved to be challenging and enlightening. The mine is divided into two separate pits and several dump areas which are served by the same truck fleet. The operating system consisted of shovels of two different sizes, wheel loaders, and a fleet of three different truck types moving material from seven source locations to ten dumping sites. The interconnecting haulroad network included many common segments. There were operating constraints unique to the system, such as: traffic rules; manpower limitations; shovel, material-type, and destination priorities and production limitations; and a unique, non-centralized dispatching method for truck distribution. The truck distribution was further constrained by the matching of trucks to shovels, loaders, and destinations by truck type. The gathering and transformation of input data as well as the evaluation of results and validation of the model were also challenging. Despite a high level of sophistication in production reporting, some input data were neither readily available nor backed by field observation. As a result, many innovative techniques had to be used to develop realistic input data and to validate the simulation results. Nevertheless, this case study definitely proved the feasibility of applying computer simulation techniques to short and long range mine planning and budgeting at a large, complex mining operation.

English China Clays, the world's largest producer of China Clay, has its main production capacity in the South-West of England, where a complex of pits, refining plants, dryers and ports covers an area of approximately 100 square kilometres. The possibility of a computerised information network was first considered in 1980. The system was required to provide information at the central level and also at local plant level to improve co-ordination and control. Immediate access by any authorised user, and flexibility of interrogation were important aims. A small micro-based prototype system was implemented in 1981, and later that year development of the mainframe system commenced. This latter system will provide at least one terminal in every works location and will allow inter-communication of laboratory test data as well as detailed stock levels and production data. An integrated system for order processing will allow stock levels to be monitored in relation to anticipated requirements. The system has been developed by the Data Processing Department using the IDMS database package running on an ICL ME29 mainframe. It was decided to use microcomputers as terminals, which although more complicated because of protocol emulation allows stand-alone applications to be run on the same equipment. Those applications concerning Production Planning are outlined in the paper. Communication on the network is by synchronous transmission over dedicated lines. All data is stored on the central database with terminals accessing it in a star configuration. The system is currently partially implemented with 30 available screens at 18 separate worksites.

The Automated Minerals Information System (AMIS) is an integrated data base system being developed to support the Bureau of Mines minerals information collection and analysis activities. The system facilitates cross-referencing and integration of domestic and foreign information from a variety of sources. The AMIS provides a central source of minerals information that is versatile and responsive to the needs of problem and policy analysts as well as supporting the needs of those involved in data collection and interpretation. As the AMIS becomes fully implemented, it will become an important tool in forecasting and assessing the impact of policy decisions that affect the supply and demand for minerals. The Bureau of Mines has long been the Federal Government's principal source of worldwide information on non-fuel minerals. Emphasis is placed on the analysis of mineral problems and policies as they affect the world's nonfuel mineral resources. To facilitate timely and accurate analysis, comprehensive data on 87 commodities are collected by various Bureau programs. Minerals information is made available through a number of periodic publications including the annual Minerals Yearbook and monthly Mineral Industry Surveys. These data collection and analysis activities have traditionally been supported by over 200 separate information processing systems. The Bureau of Mines has begun to implement a broad information strategy to provide a better response to the mineral problems and issues of the 1980's. The cornerstone of the Bureau of Mines information strategy is the development of the Automated Minerals Information System. When fully operational, we believe that the AMIS will provide the Bureau of Mines with the most comprehensive source of minerals information available anywhere in the world.

In this paper, a model is developed for a resin anchor bolt system in which the smooth bar is modeled by using one-dimensional truss elements, and the resin annulus is modeled by using axisymmetric elements. These two submodels are combined and then incorporated into an existing computer code called Roofbolt. After this development, all of the components in the resin anchor bolt system, including smooth bar, bearing plate and resin annulus, can be correctly modeled.

This report focuses on the procedures required to review, prepare specifications, bid, and purchase a fully integrated computer system for utilization by engineering personnel in all phases of mine engineering. The presentation is based on the experiences encountered in 1984 in procuring an engineering computer system at The North American Coal Corporation's Western Divi- sion. A two-phase report detailing the purchasing process and subsequent utilization of the engineering computer system will be given. Special detail is also provided on the final system hardware and software setup.

Aqueous pressure oxidation at low temperature, although desirable from a process engineering and operating point of view, presents unique problems when temperatures approach 160°C (320°F). In developing the pressure oxidation process for the Lone Tree Mine, elemental sulfur formation and agglomeration with pyrite proved to be a problem. This paper discusses some of the unique features of the Lone Tree sulfide deposit and its amenability to low-temperature oxidation. Problems encountered during pilot plant operation and their solutions are discussed.

Flotation tailings resulted from the mineral pro-cessing of mixed sulfides ores represent the main source of the generation of acid mine drainage (AMD). These solid wastes remain un-utilized in the disposal areas (tailing dams), while for their stabilization and the immobilization of the contained heavy metals highly costly management techniques are required. In the present paper the geopolymerization of the flotation tailings resulted from copper sulfide ores dressing process is investigated, as an alternative method for their treatment aiming at immobilize the contained heavy metals and utilize the produced materials as raw materials in the construction materials industry.

Using neural networks for plant control is challenging. The objective was to show how to make a neural network effective, even with noise, lag times, and unmeasured disturbances in the plant. The procedure was to evaluate the neural network in a laboratory flotation vision system and in a plant refractory gold autoclave system. Although the resulting neural network easily conquered simple laboratory data, the noisy plant data was much more difficult, and adaptive linear models were equally effective. We concluded that the neural network needs support by combining it with other tools found in the best control packages.

Fly ash samples were collected from two large lignite-fired power plants of Ptolemais region, northern Greece. Environmental Scanning Electron Microscopy (ESEM) was applied for the characterisation of the samples. ESEM coupled with Energy Dispersive System (EDS) provided fast and accurate results on the morphology, mineralogy and chemical composition of the fly ash particles. Fly ash consists mainly of aluminosilicate glass, silicates, oxides-hydroxides, sulphates, carbonates and char. Various types of chars, spheres (e.g. ferrospheres, cenosphers, plerospheres etc.), spheroids, agglomerates and mineral crystalls were observed. The size distribution of the fly ash particles was correlated with their mineralogical and chemical composition. Possible environmental impacts and potential utilization is also discussed in this study.

The Stillwater Mining Co. (SMC) is a partnership of Pittsburg & Midway Coal Mining Co. and Manville Corp. Since the summer of 1990, SMC has operated a precious metals smelter at Columbus, MT for further upgrading of concentrates from its platinum-palladium mine. The facility's gas-cleaning system utilizes "oxidation/dilute-mode," dual-alkali scrubbing technology to capture sulfur oxide gases from the process gas streams. This paper describes the rationale for selecting the dilute-mode, dual-alkali system and summarizes the design parameters. Also discussed are the startup problems encountered and their solutions.

An application of material requirements planning (MRP) to coal mine inventory control is presented. MRP is an efficient material control system that integrates the production planning and inventory management functions. Net material requirements are determined from the production forecast utilizing bill of material files, the inventory status file, and the purchase order status file. Net requirements are computed for each period in a specified planning horizon, and purchase orders, offset by lead time, are initiated routinely to ensure timely receipt of materials. The MRP system is especially useful in production-inventory systems in which con¬sumption of materials is directly production dependent.

The accurate estimation of mining-block grades continues to be a challenging task for ore reserve practitioners. The estimation method used and the variability of the mineralization in the deposit are two factors that affect the accuracy of the estimates. The objectives of this study are to determine how different estimation methods perform on a given deposit and to determine the impact that the nature of the mineralization has on the results. A comparison of several estimation methods for prediction accuracy is performed based on conditional simulation results.

Cone fitting is a procedure which can be used to estimate the short range, linear portion of a variogram. Rather than combining data over windows In different directions and fitting by hand, cone fitting estimates the variogram in all directions at once using a multiple regression approach. The method automatically provides estimates of nugget effect, anisotropy, and initial slope of the variogram. This paper presents the results of simulation studies which have been carried out. These studies Indicate that the method works well and that it may be particularly useful for small data sets. The simulation studies also indicate that the local variogram may differ greatly from the theoretical variogram.

The electrochemical behavior of massive chalcopyrite (CuFeS2) electrodes has been studied in the absence and-in the presence of mesophilic microorganisms, using cyclic voltametry as analytical technique. The culture was principally formed for Thiobacillus ferrooxidans, Thiobacillus thiooxidans and Leptospirillum ferrooxidans. The results showed that the reactivity of the chalcopyrite gradually increased with the bacterial treatment. The anodic dissolution process of the chalcopyrite treated with microorganisms was related to the breaking of passive layers when the applied potential increased. The analysis of the surface products showed that the chalcopyrite was covered with a superficial film avoided its dissolution during the bioleaching test. So, the rest potential of the bioleached samples increased possibly as consequence of its superficial transformation.

Although the use of precast concrete segments for tunnel linings has been common for many years in Europe, acceptance of this type of lining has been slow in the United States. This paper explores the cost, design, and construction considerations of concrete segmental lining with a view to promoting its use in this country when favorable conditions exist. The different perspectives held by owners, designers, and contractors are discussed. In addition to cost, other considerations include previous design and construction experience, size, length and function of tunnel, watertightness, and liability. Cost comparisons are made to traditional ground support and lining. Under favorable conditions, the use of precast concrete segmental linings can be technically feasible and cost effective.
