This paper is presented with particular reference to the findings of the OECD Advisory Conference on tunneling held last July in Washington D. C. A great deal has been said about the Conference in the past few months, but it may be appropriate to review briefly the background and objectives of the Conference to better understand how the mining community can relate its underground excavation problems to the results of the Conference. OBJECTIVES OF THE OECD CONFERENCE The world demand for tunneling (the term tunneling is used here loosely to include almost all forms of underground excavation) is expected to grow at an in- creasing rate. During the decade of the ?70's, the demand is expected to at least double by comparison with the previous decade. Much of this increase in demand will be due to the rapid growth of urbanization around the world. As urban populations grow larger and denser, the conservation of surface land and the quality of the environment become more important. This aspect of the increasing demand poses a difficult challenge to those who must plan and implement urban development.

Paste is a high density mixture of water and fine solid particles with a relatively low water content (10-25%) such that the mixture has a consistency as measured by the ASTM slump cone test from slightly greater than zero up to nearly 12 inches (305mm). Particles of different size classes will not segregate or settle when the paste is not being agitated or when it is stationary in a pipeline. Cement may be a component of paste. Larger particles of aggregate can generally be added to a paste without greatly changing the pipeline transport characteristics. A paste may bleed water slightly when it is allowed to be motionless for periods of up to several hours, but the solids do not become so dense that the paste cannot be easily re-fluidized. The dividing line between the definition of a high density slurry and a paste is not sharp. It is a practical matter that must be considered when designing a pipeline transportation system. If the pipeline is very short, there is very little risk of plugging the pipeline with a high density slurry when flow is stopped for short time periods. With longer pipelines the mixture must remain stable without motion for periods as long as several hours to avoid pipeline plugging. The fine particles in a paste mixture can be composed of mine tailings or naturally-occurring clays, silts and fine sands. The mineralogy of the particles thus can have a wide variety from quartz and feldspar to clays, micas and even salts.

The launch of a Tunnel Boring Machine (TBM) is one of the most challenging activity parts of the construction of a tunnel. Challenges are coming from limited space available, learning curve, concurrence of other activities and in some cases from the geological conditions. Launching a TBM is an extraordinary and complicated operation requiring a great level of planning. The Earth Pressure Balance (EPB) TBM named “Chris” was successfully launched for the Northeast Boundary Tunnel, the largest component of the Clean Rivers Project in Washington, DC. Due to space and time constraints, the 8-meter diameter TBM was launched from a single 20-meter diameter shaft, with a 30-meter-long tail tunnel by means of umbilical connections. This paper presents the steps followed during the TBM assembly and launching to complete the excavation of the initial drive of the tunnel maintaining high level of efficiency and quality despite the space constraints. Specifically, it focuses on the methods and phases used to extract the excavated material (muck) from the TBM and from the tunnel, to supply consumables, precast rings and backfill grout. The paper presents results in terms of productivity, lesson learned and possible alternatives to be considered in similar conditions.

A couple of years ago, one of the major television networks produced a series on the environment. One episode in the series dealt with the nation's solid waste problem and some of the research being done to solve it. It was interesting to listen to one researcher who was attempting to develop a glass that when broken would dissolve in water. It was said that using this glass would eliminate over 100 million tons of solid wastes each year. At first glance, it would appear that this research-effort would make a significant contribution to environmental pollution control; however, if one pauses to consider the water, he can see that this solution to the solid waste problem may well contribute to a water pollution problem. The dissolved material must either end up in our surface streams or be removed in waste treatment systems. Either alternative may have a more adverse effect on the environment than the original problem. With today's emphasis on the environment, it is important that the effects of our activities be studied in depth. Then, by properly planning the activity, the adverse effects can be minimized. The coal mining industry 100 years ago was in the same boat, as our glass maker, is today. Unfortunately, it too failed to consider all the effects of its activities and as a result, in Pennsylvania, there are over 5000 miles of streams adversely affected by coal mine drainage. The situation is improving, however, because mine operators are beginning to recognize and accept the methods for controlling coal mine drainage. The purpose of this paper is to discuss the measures for the control of coal mine drainage and to set forth the factors that affect these controls.

The methods used by Newmont Gold Company for deposit modeling are illustrated by examples taken from current operations and advanced projects. These methods vary depending on a number of factors, including geology, mining and processing methods, economic feasibility, and availability of historical information. It is argued that successful modeling requires understanding these factors, knowing the strengths and weaknesses of the various modeling techniques, and being flexible in selecting the appropriate methods.

"The Office of Mine Safety and Health Research (NIOSH-OMSHR) currently is leading an effort in the development of the next-generation self-escape apparatus as part of the research imperative directed by the MINER Act of 2006. A multifaceted contract program over the past 3 years delivered key components and base breathing modules to form the basis for developing backpack and vest-style versions of dockable self-contained (closed-circuit) self-escape respirators with hoods (CCMERs). This paper outlines the current status in developing the CCMER that incorporates a docking and switch-over valve (DSOV) for seamless transfer from one breathing device to another, and a hood with an inner mask and speech diaphragm (HMC) for ease of donning, ease of use, and communication ability. Three versions of the CCMER are being pursued, namely: the CCMER-B, which can be worn as a backpack and incorporates the features of a miner’s belt; the CCMER-V, which is worn similar to a miner’s vest and attaches to a miner’s belt; and the CCMER-C, a breathing module cached along the escape route that can be docked to the -B and -V versions. Human factors considerations are a key element in the CCMER design, as it is to be continually worn by the miner while underground, and must be readily accessible for deployment when needed. The CCMERs are designed to be capable of being certified to 42 CFR part 84 standards, including sub-part O for mine use, and to meet MSHA permissibility regulations for use in underground mines. They are sized for sufficient oxygen capacities (Cap 2 and Cap 3 as defined in sub-part O) to yield a duration that is of practical use in a mine escape scenario. INTRODUCTION The National Institute for Occupational Safety and Health (NIOSH) Office of Mine Safety and Health Research (OMSHR) is leading the development of self-escape apparatuses to provide breathing gas to mining personnel operating in the event of an emergency in various capacities underground in environments containing hazardous gas components. The Mine Improvement and New Emergency Response Act of 2006 (also known as the MINER Act) and input from the mining community called for the need to move Self-Contained Self-Rescuer (SCSR) technology to a next-generation status. In response to this need, NIOSH’s Office of Mine Safety and Health Research (OMSHR) established a strategic plan to develop key components and devices with help from external experts knowledgeable in breathing apparatus designs. The US Navy was identified as a key expert in this field through its extensive experience in diving apparatus and life support systems, and development work commenced through Inter-Agency Agreements with OMSHR. A contracts program was also launched with industry experts specializing in this field. This paper outlines the current status in developing the Next-Generation Closed-Circuit Mine Escape Respirators (CCMERs) that could be used for surviving and escaping from a mine following an emergency that renders the mine atmosphere irrespirable."

"INTRODUCTION Istanbul is a unique megalopolis connecting two continents. Population growth and economic development require permanent solutions and continuous investments on the transportation infrastructure. While the average population growth rate in Turkey is around 1.3% per annum, Istanbul is growing at an even faster rate of more than 1.5%. Even more striking is the fact that car ownership in Istanbul is increasing 5% a year, which is four times faster than the population growth. Although Istanbul Metropolitan Municipality (IMM) has worked persistently to improve the quantity and quality of the public transportation system in the city through, in particular, extending the available rail system network, the need for extra roads has always fallen behind demand. To make things worse, Istanbul is divided by the Bosphorus Strait, the large waterway connecting the Black Sea to the north and Marmara Sea to the south, which leads to the Mediterranean. This waterway is crossed via two suspension bridges, the Bosphorus Bridge built in 1973 and the Fatih Sultan Mehmet Bridge built in 1988. Current daily traffic across the bridges is around 450,000 vehicles per day. Ever increasing cross-Bosphorus traffic demands require other routes to be in place a soon as possible. While a third bridge farther north is currently under construction, yet another tunnel crossing is coming to the end of construction and is planned to be in service by December 2016. Being implemented under a Build-Operate-Transfer (BOT) model, Istanbul Strait Road Tunnel Project (ISRTP, the Project) has been under the spotlight not only because of its distinctive technical characteristics but also because of its robust business model, exacting financial and legal arrangements, diverse stakeholders and challenging organizational management structure. The following paragraphs offer an overall view of the Project from inception to where it stands now and extend to the imminent operational phase, touching lightly on all major aspects of this challenging journey."

"Experience from Australia has identified what is referred to as non-conventional surface subsidence behaviour. This occurs under irregular surface topography, resulting in valley closure, valley floor uplift or “upsidence”, and far-field horizontal movements – even occurring beyond conventional “angle of draw” limits. This paper discusses such behaviour recently observed in Pennsylvania and focuses on the 2005 case of Duke Lake Dam in Ryerson Station State Park. In July 2005, there was a significant increase in water leakage through a number of growing cracks in the dam leading to the dam being breached to avoid an uncontrolled failure. An underground longwall mine was located approximately 900ft to the north, mining at depths of 330 – 720ft. Investigations (including a subsequent ground movement monitoring program) found a range of evidence in the vicinity suggesting that valley closure and far-field horizontal movements may have occurred resulting from the adjacent mining. The paper discusses the phenomenon of non-conventional subsidence behaviour and the Ryerson State Park case study, including an assessment of mining, geology and subsidence impacts and suggested ground behavioural mechanisms. INTRODUCTION Non-Conventional Subsidence The conventional understanding of coal mine subsidence on which most current subsidence understanding and prediction techniques are based, includes the concept of angle of draw which effectively limits the lateral extent of subsidence effects and impacts. Within this zone – above and marginally beyond the boundary of mining – downward vertical subsidence is the dominant component, together with localised horizontal movements towards the mined region, with related tilts and strains. However, more recent experience from Australia over the last two or three decades has identified what is referred to as non-conventional surface subsidence behaviour. This is found to occur in areas of irregular surface topography or variable terrain, and is characterised by phenomena such as valley closure, valley floor uplift or upsidence, and far-field horizontal movements, all of which can occur beyond the conventional angle of draw limits. To start my talk, I thought it might be helpful for us to define the term "aggregate", so I went to the dictionary. Webster has several listings under "aggregate", and I found the following: "1. A mass or body of units or parts somewhat loosely associated with one another." Well, I didn't like that term "loosely" so I read on. "2. Crystals of one or more kinds of mineral or rock fragments." That sounded better, but I still read on. "3. Any of several hard inert materials used for mixing with a cementing material to form concrete or mortar." That sounded even better, but it should be a little broader. So I would like to define "aggregates" for you as follows: "Hard, inert fragments of rock or minerals used alone or with cementing agents to form products essential to nearly all types of construction." Usually aggregates are sand, gravel, or crushed stone, but other minerals such as clay or shale can be heated and become aggregates. What are some of the construction uses? Well, we've already mentioned concrete, as used in streets and highways, sidewalks and parking lots, airports and all kinds of building construction, not to mention bridges and swimming pools, and docks and breakwaters, just to list some of the uses. Our way of life couldn't exist without concrete. And you can't have concrete without aggregates,

Though installations of main mine fans vary widely, the commonest installation is of a surface exhaust fan connected to an upcast shaft some distance below its collar by a horizontal fan drift bending sharply. downwards near its junction with the shaft. The junction of the fan drift with the shaft often causes considerable shock pressure loss if not properly designed. In one of the major coal mines in India circulating 180 m3/s of air through the mine a pressure drop of 229 Pa out of the total fan pressure of 568 Pa occurred at this junction while in a smaller gold mine circulating 9.4 m3/s it was 147 Pa out of a fan-drift pressure of 382 Pa. With larger mines circulating larger volumes of air, ill designed fan drifts can lead to considerable wastage of the power of ventilation. Shock loss at the junction of fan drifts with exhaust shafts depends on (1) the angle of deflection of the bend, (2) sharpness of the corners (both inner and outer) at the junction, (3) the degree of contraction of the flow-stream which depends on the cross- sectional area ratio of the shaft and the fan drift as well as the amount of leakage through the shaft collar. It must be noted here that the friction pressure loss in the bend is negligible compared to the shock pressure loss.

INTRODUCTION This paper summarizes an investigation conducted to determine the relationship, if any, between reported occurrences of abnormal levels of carbon dioxide (C02) gas and the construction of a 2.44meter diameter main sewer tunnel under South Eighty-Fourth Street, West Allis, Milwaukee, Wisconsin. Specific objectives of the study were to determine: (1) the sources of C02, (2) the significance of each C02 source, (3) how C02 could move to areas where it was reported to occur in abnormal concentrations, and (4) what actions could be implemented to eliminate elevated C02 levels associated with the tunneling operation. To accomplish study objectives, expertise from several scientific and engineering disciplines was required including chemistry, geochemistry, microbiology, hydraulics, and hydrology. Pertinent documents were reviewed and field data pertaining to each aspect of the study were collected as required and examined to evaluate existing conditions. Background On or about February 1, 1971, gas with a composition different from normal atmospheric air was reported to enter basements and wells of residences in the vicinity of South Eighty-Fourth Street, West Allis, Wisconsin. Examination of the gas composition revealed that it possessed an elevated concentration of C02 and a depleted concentration of oxygen (02). Public health officials who investigated the appearance of the objectionable gas concluded within reasonable certainty that the elevated C02 concentrations were associated with the tunnel construction under Eighty-Fourth Street.

J.B. Gwiazda's article deals with an interesting problem that has not been studied thoroughly up to now. Gwiazda has proposed a technical solution that eliminates horizontal load imposed by the supports on the roof. That load is due to a discrepancy between the trajectories of the canopy and the overlying strata. It is true that the improved lemniscate guidance system proposed by Gwiazda could eliminate the horizontal load but, on the other hand, it would represent a higher cost of the supports, and it would complicate the already complicated mechanism of powered supports. That is why we must be convinced that the proposed improvement is actually needed. From that point of view, the following questions should be elucidated. As shown in Fig. 1, the point O travels along the curve a, which produces horizontal load on the roof in the direction of the coal face. As stated by Gwiazda, "such a high load is capable of destroying the roof above the support, causing rock debris to be scattered around the face." The results of our measurements carried out in coal mines of the Czechoslovak part of the Upper Silesian Coal Basin show that the convergence in the modern type of powered supports does not exceed several millimeters (not more than 10) per hour. Similar conclusions were drawn from field measurements performed in the Polish part of the Upper Silesian Coal Basin (see S. Romanowicz and H. Szopka in Proceedings, Scientific and Technical Symposium Simmex '85, Katowice, Poland, pp. 73 -83). The small vertical closure of the supports also induces a small horizontal displacement of the canopy. In addition to this, the transmission of forces between the roof and the canopy is influenced by the layer of debris on it, i.e., the canopy slides without imposing a greater horizontal load on the roof. This was deduced from field measurements of Voest-Alpine F 4/4600 powered supports equipped with rams instead of the common front lemniscate links (denoted as 1 in Fig. 5). In these supports, the pressurizing of the space of piston rod (la in Fig. 5) causes the rams to close, which induces horizontal load on the roof in a direction toward the coal face. After the setting of a support unit, the pressure in the piston rod space was found to drop, frequently to zero, because the small horizontal sliding between the canopy and the debris or inside the debris caused the horizontal reaction from the roof to fall to zero, although the debris were pressurized by vertical setting load. As a consequence, there was no horizontal load imposed by the canopy on the roof. A rise of the horizontal load was recorded only after the passage of the shearer and during lowering of the adjacent units. Thorough information on the results of the afore- mentioned field measurement is given in the paper, "Analysis of the performance of shield powered supports installed in a thick seam," published in Mechanizacja i automatyzacja gornictwa, 1982, No. 12, pp. 38-46. An English translation of the paper is available from the author. We have deduced from our observations that horizontal load imposed by the canopy on the roof in the direction toward the coal face is useful for roof control because it limits the displacement of the immediate roof toward the gob particularly during the rise working. We came to the conclusion that horizontal load on the roof toward the coal face should be induced on purpose. Could Mr. Gwiazda prove with the results of field measurements his contrary opinion? Has the small horizontal displacement of the canopy toward the face actually had an adverse effect on the roof? As shown in Fig. 2, during the setting of a support unit, the canopy imposes a horizontal load on the roof in the direction of the gob. In this case, I share Gwiazda's opinion that the horizontal load could have an adverse effect on the roof. Nevertheless, two important circumstances were neglected - the horizontal compliance of the supports and the interaction of adjacent units. The question of the compliance was analyzed precisely by I. Krumnacker in Gluckauf -Forschungshefle, 1984, NO. 5, pp. 219-223. "In recent years, much has been said and written on Lake Superior ores, giving the impression that the quality of the ore is deteriorating in grade and that the reserve of high grade ore is rapidly being depleted. Average analyses of ore produced in this district since 1902 show that the average quality has been practically uniform since 1910, and now closely approximates the average for the total reserves of merchantable ore.The accompanying tables and charts show the average analyses for the past ten years, weighted according to tonnage: The chart above shows graphically the average natural iron content for the old range, Mesabi, and grand total Lake Superior ore shipments since 1902.During the last ten years the decrease in iron content for shipments from all ranges except the Menominee was only' .05 of 1 per cent, while for the Menominee ores there was an increase of .052 of 1 per cent. These tabulations and the chart prove that the average quality of the total annual production of iron ore from the Lake Superior district is uniform. Mining men of the district know that all of the merchantable ores of every ore body are being mined out cleanly, and therefore the present average iron ore content of total annual shipments from the district may be expected to continue as long as the present merchantable ore reserves last. There is no logical reason to expect a decrease in the average iron content. Furnaces require ore of definite quality, and if this quality of ore cannot be produced from the natural ore bodies, it must be produced by mechanical means—that is, by concentration of low grade ores or iron formation."

To find out if there are any potential savings in "in-the-wall haulage for open pits," the Swedish companies ASEA and Kiruna-Truck in 1984 gave us financial support to study this solution in more detail. In the study, the use of in-the-wall haulage was studied for three hypothetical open pits with different sizes and shapes. Annual ore production rates also varied. A part of this thor¬ough study was published by the Swedish Mining Research Foundation (see Report F 8444, "The Use of Electric Trucks and In-the-Wall Haulage in Open-Pit Mining," in Swedish with an English Summary). Although in-the-wall haulage is of interest in some open pits, the local terrain is important for profitability. The authors do not think in-the-wall haulage is of any major interest for the mining industry. The following is a summary of some of the author's findings. To place the haul road in the wall is not of interest in open pits with declining metal contents in the bedrock. In such mines, the volumes from the haul roads will not yield reve¬nues. The cost per m3 for an underground haul road is much higher than for a haul road in the pit. This means that it is only of interest to place the haul road in the wall when mining gets deeper than about 50 m (165 ft). In-the-wall haul roads will reduce flexibility in the pit, and it will make necessary the use of smaller equipment with lower productivity and higher costs per ton. As Hustrulid, et al. show (Table 4), excavation savings of material hauled are very low, $0.10 to $0.25/t (0.09 to 0.27 per st). The extra operating cost, due to lower productive equip¬ment, will normally be much higher and thus destroy the whole idea with in-the-wall haulage. If electric trucks are profitable for in-the-wall haulage, it is normally also profitable to use electric trolley assist for trucks on the haul road in the pit. But the profitability of using electric power is different in different countries, and depends on the relation between the cost for electric power and diesel fuel. In the US, diesel fuel is inexpensive compared with electricity, but in a country like Sweden, diesel fuel is much more expensive. In most open pits, the trucks have to move a considerable distange from the loader until they reach a final haul road in the wall. A trolley line along such temporary haul roads will be exposed to flyrock. It is normally less expensive to perform rock support from the open pit than from underground ramps in the wall. In Fig. 8, Hustrulid et al. gives the impression that the underground haul roads will be very close to each other. This is seldom the case. Figure 1 shows a haul road in the wall. The haul road passes through each cross-section only once. Ar¬ranging a reliable dewatering and rock support system from only one underground ramp is probably impossible. Many more drifts are therefore necessary. In our report, we also studied what would happen if the final pit slope is increased by 5°, using underground drifts in the wall. Our conclusion was that the extra cost for drifts, rock support, pumps, etc. destroys the whole idea, and that it was better to accept a higher stripping ratio with the haul road in the pit and to use conventional low-cost open pit equipment. Finally, we think it is would be difficult to try to reduce the safety factor when determining the slope angle by moving the haul road in the wall. Minimizing the risk for pit wall collapse is also important with in-the-wall haulage, primarily because men and equipment will be working in the pit, but also to guarantee many accesses between the pit and the haul road in the wall.

Recent advances in personal computer technology allow movies of various types to be made and displayed on PC and Macintosh computers. An interesting application of this movie technology is animation of computerized geological models. These movies, which can be most easily constructed along rows, columns, and benches of block models, allow an ore body to be more easily and quickly visualized than the traditional method of flipping back and forth through various sections.

The Mount Isa Rocky Paste Fill (RPF) was one of the five fill options investigated for the Enterprise Mine filling between June 1996 and September 1996. Co-disposal of deslimed cemented tailings (CHF) and suitably graded rockfill (RF) in certain ratios produced the rocky paste fill. The RPF behaved like a cohesive paste with very high proportion of rockfill in the mix. Several large-scale mixing trials and drop tests proved that the rocky pastefill results in a homogeneous fill mass after placement. Segregation of RF was a common problem with MIM's traditional cemented rock fill (CRF), which is a combination of CHF and RF. The segregation was eliminated and a non-segregating paste like fill was created by optimising the particle size distribution of RF, and combining the RF and the CHF in optimum ratios. In rocky pastefill, the excess water in the cemented deslimed tailings slurry is taken up by the rockfill as the surface moisture on the rockfill particles and also as pore water between the particles. This results in thickening of the CHF, and the resultant mix is a non-segregating cohesive paste, which can easily spread to any horizontal distance inside a stope at a very low surface angle. The rocky pastefill releases no free water and relatively more pervious than the standard CHF due to rockfill component. With an average cement addition of 1.5 to 2% the rocky pastefill can develop higher strengths over 1Mpa. The rocky paste fill is applicable in many situations and can accommodate a variety of coarser materials that would be available in different mine sites. This paper present the research work and the experience associated with the rocky paste fill, and gives clear design principles for any potential users.

Boling Dome. a piercement salt dome in the Texas Gulf Coast basin is (was) the single largest deposit of native sulfur in the Western world. Total sulfur production has been over 81.000,000 long tons and the mine is still in production. Data from over 60 years of operation and 8.000+ wells reveal a salt dome rich in history as well as minerals. Sulfur mineralization and production correlate well with caprock structure and morphology. The occurrence of Mississippi Valley-type deposits in fracture zones is notable in some areas and may warrant additional study. DISCOVERY AND PRODUCTION HISTORY Boling Dome is located in the south- east corner of Wharton County, Texas, 60 miles south-west of Houston. It is a piercement type dome in the Houston diapir province. It was discovered in 1922 when the county surveyor noticed sour gas seeps along the San Bernard River (Haynes. 1942). Several companies including Gulf Production Company. Humble, Texas Company, Sun and others quickly began drilling for oil and gas. Traces of native sulfur were reported in cuttings from many wells penetrating the caprock, but the first commercial quantities of sulfur were not found until Gulf Production's E.M. Chase 3 and 4 wells were drilled in 1927. Texas Gulf Sulphur, then mining sulfur at Gulf Dome in Matagorda County, secured the sulfur rights from Gulf for $3 million in cash and half of the profits after expenses for development and construction of plant and townsite were met (Haynes, 1942). The drilling results from 200 or so Wells revealed a massive deposit destined to become the largest single source of native sulfur in North America. Original reserves were estimated at just over 46 million long tons and were increased in later years. Production by the Frasch method was begun by Union Sulphur in 1928, and continued by Texas Gulf Sulphur Co. in 1929, and Duval Sulphur Co. and the Baker Williams Co. in 1935. Union produced 8,009 long tons, Duval produced 571,123 long tons, and Baker Williams produced 1,453 long tons. Through its deal with Gulf, Texasgulf acquired the largest and best mineralized portion of the dome and has produced 88,544,466 long tons through 1990, and production is planned for several more years. That amount of sulfur is equivalent to a cube measuring 1,152 feet on each side, or a sulfur highway 1 foot thick, 20 feet wide and 14,479 miles long. Peak production averaged 8,376 ltpd in 1948. A price war between North American sulfur producers and Mexican sulfur producers in 1956, followed by the recession of 1957 and 1958 (Haynes, 1959) coupled with a rapid increase in mining depth to below 700 feet began a gradual production decline that was never reversed (Figures 1 and 2).
