Sampling data from large mined out areas of, existing Witwatersrand mines is split into areas accepted as 'mines' and used to provide for each mine the equivalent of a number of sets of borehole values as well as the follow-up 'actual' value. This data is used to establish the spatial structures on a macro scale between 'mines' for grade as well as variance and the suitability of the three-parameter lognormal model Is tested for the borehole and 'mine' frequency distributions. A comprehensive range of borehole valuation techniques is then applied to a large number of borehole sets on an individual mine basis. The results for each technique are then compared with the corresponding follow-up 'actual' values for these mines. After normalisation via the three- parameter lognormal model the estimates are also correlated with the 'actuals' to define any conditional biasses and to establish the observed error distributions and error variances of the estimates. On this basis the various techniques are rated for their relative efficiencies and the significance of the advantages gained.

Important industrial minerals are separated and concentrated by froth flotation by industry today. The following descriptions are presented as an overview of the methods employed to separate and recover a few of these industrial minerals. The minerals described in this section of the book are not, by any means, the only important minerals treated by froth flotation. Other minerals, such as calcite, kaolin, wollastonite, rare earths and vermiculite were not included, primarily due to the confidential nature of the information held by the Minerals Research Laboratory and the Colorado School of Mines Research Institute. Flotation of nonmetallic minerals is sometimes viewed as alchemy. However, the art is, in reality, based on sound chemistry, experience and a little luck in the treatment of new ores. In the flotation of nonmetallic minerals, as opposed to base metal sulfides, highly specific treatment conditions are required to accomplish separations. The presentation of the treatment of each of the minerals described was outlined as follows: DEPOSITS PROCESSING SPECIFICATIONS FLOWSHEETS (in some cases) A presentation of the factors, often critical, which must be carefully investigated to accomplish successful flotation of nonmetallic minerals is presented in the section on Sulfonate Collectors, elsewhere in this volume.

Burst-prone conditions are a significant hazard in deep hardrock mines, elevating the risk to excavation stability and, more importantly, to worker safety. As mining progresses deeper, induced stress changes may trigger the initiation of rock failure processes which can be detected and recorded as mine seismicity. The implementation of seismic monitoring and routine seismic data analyses enables mine seismicity to be quantified spatially, temporally and on scale. The ability to quantify and characterize mine seismicity offers the opportunity to gauge seismic hazard, identifying high risk zones for mitigation against burst-prone excavation failure. Over the last decade, the Mines Technical Services (MTS) group at Vale Canada Limited’s Garson Mine assessed seismic hazard with the objective of assigning practical mitigating controls to zones identified as having a high rockburst potential. Initially, seismic hazard was computed using the Seismic Excavation Hazard Mapping (SEHM) software developed by the Mining Innovation Rehabilitation and Applied Research Corporation (MIRARCO) at Laurentian University, Canada. More recently, Vale Sudbury Operations partnered with the Australian Centre for Geomechanics and the University of Western Australia’s mXrap consortium. Through the consortium partnership, MTS at Garson Mine implemented the mXrap seismic data analyses platform, including the grid-based seismic hazard assessment tool. Building on 10 years of seismic hazard assessment experience at Vale Garson Mine, this paper summarizes a comprehensive case study, comparing the two tools (SHEM and mXrap) used at Garson Mine to assess, quantify, and represent seismic hazard. Subsequently, results of the Garson Mine comparative seismic hazard study will be discussed, emphasizing the need for an all-inclusive hazard assessment tool, focused on delivering practical mitigating controls that further enhance the overall safety of seismically active underground mines.

Traditionally, when one considers the optimization of a flotation circuit, the scope of work focuses on a review of unit process equipment. This usually includes topics such as grinding ball typed, grind size, classifier efficiency, mill liner design, chemical reagent addition rates, alternative chemical reagents, on-line process analysis, and automated control strategy. However, since very few companies can afford the capital expenditure needed to completely automate the processes, the flotation operator remains as a critical link in optimization of the circuit. Therefore, upgrading of operator skills and knowledge through training must be considered as equally as important as unit process review. This paper will review some concepts and approaches to innovative operator training. INTRODUCTION Consider for a moment the fantastic changes that have occurred in process automation at many flotation plants during the last several years. Flowmeters, density gages, and on-stream analyzers now routinely measure process conditions and effect control strategy. These functions had until recently been entrusted to human flotation operators. Now with a little stretching of the imagination it is possible to envision a plant where very little human intervention would be required. However, when one begins to calculate the capital cost required to fully install automatic equipment, it quickly becomes apparent that many parts of flotation plants will continue to require skilled, knowledgeable operators to ensure successful operation. Additionally as these automatic systems are put into place, the operator's duties become increasingly complex. Therefore no flotation plant can be considered optimized without upgrading each operator's skill and knowledge to match the technology utilized. BACKGROUND At Henderson, one of the hardest steps towards the optimization of operators was to realize that present level of operator skill and knowledge was not sufficient. Since Henderson had a track record of producing the highest quality molybdenum concentrate in the world, it was difficult to accept the idea that change was needed, or even possible. This realization came about as Henderson began a program to modernize the cleaner plant circuit. Henderson utilizes a complex cleaner flotation circuit involving multiple stages of flotation, with a counter- current routing of flotation tailings. Since start-up in 1976 Henderson had relied upon next-day laboratory analysis techniques, that provided an after the fact measurement of process. Hour to hour process control was implemented by the operator, the basis for the operators' control decisions was primarily the individual operator's experience and "feel'. Bench marking of current flotation technology indicated that on-stream analysis was a proven state-of-the-art method for improving process control. An Outokumpu Courier 30 analyzer was purchased and installed to provide real-time analysis of critical cleaner plant flows. The analyzer quickly began to provide valuable assay information, allowing the metallurgists to develop specific target values for important flotation variables. However due to the complexity of the circuit, the analyzer information showed that a problem was usually caused when several targeted parameters went out of range simultaneously. This made it difficult for the operator to determine just where to implement the proper corrective action. It became apparent that to take full advantage of the new analyzer information each operator would have to become proficient at understanding the material balance of the entire circuit. TRAINING PLAN CONCEPTS With the goal of giving each operator a working knowledge of a circuit material balance the following concepts were applied to develop a training plan: - Most operators were high school graduates, but had fairly weak mathematical skills, and had very little experience at metallurgical calculations. - The training would have to address a wide range of topics from basic fundamentals to complex material balance. The basic sequence decided upon, was to present a fundamental topic to the entire group, break into small groups to work a “hands on'”case study example of that topic, and design the case study results so that they could be combined to highlight a major portion of the material balance concept.

The need to feed an established talc mill from a crude ore source located closer to the mill prompted the 1986 drilling of a previously mapped, talc-carbonate deposit. This talc-bearing rock had never been considered a potential source of crude talc ore because of the high carbonate content and other deleterious minerals observed in outcrops. Selective mining, in-pit grade control and creative processing have allowed this deposit to be developed into an ore body. By definition, an ore body has to be a source of positive cash flow. With industrial minerals, this is determined as much by market acceptance as by ore tenor.

Low cost, greater operating flexibility, and relatively simple operation are just three of the reasons for using minicomputers in the mining industry. No less than a dozen US manufacturers have sold the new generation of minicomputers to mining operations in the US and the world. Many manufacturers produce several models of minicomputers, each with excellent calculating capabilities. Prices for these "mini-giants" range from about $10,000 for a basic system to over $300,000 for a very powerful, sophisticated system with numerous peripheral devices. While the acceptance of minicomputers by the mining sector has lagged behind their penetration into other businesses, mines with minicomputer capability-especially remote mine sites-have found applications in practically all areas of operations including standard payroll processing, mineral deposit modeling and planning, surveying/mapping, production reporting, and daily production scheduling. In fact, the only limit to the further application of minicomputers in mining is the user's imagination. There are some obstacles to the accelerated use of minicomputers in the mining sector: the limited amount of software available, limited information on site-specific uses, and limited interest in the mining market by manufacturers. The latter is especially significant in light of the fact that many manufacturers queried in a recent telephone survey did not compile statistics on locations of their units in mining. The general consensus is that mining sales represent less than 1% of the total market. Many manufacturers do believe that market dynamics will increase their future research and development for the mining industry. The minicomputer was introduced in 1968, when Digital Equipment Corp. of Maynard, MA, developed a small computing device-the PDP-8 minicomputer. It is important to note that since then, it has become increasingly difficult to precisely define a minicomputer (see box, page 1582). The mini has evolved to surpass the capabilities of many of the large computers (mainframes) of 1968, and some models rival the mainframes of today.

In the paper presented by F.W. Brackebusch on the "Basics of paste backfill systems," paste fill was presented as a backfill process that offers many advantages over other alternatives such as hydraulic fill and rock fill. It was observed, however, that the mechanics of paste-fill transportation in pipelines is not fully understood and that the success of its implementation in practice depends on the precise control of the proportions of fines, aggregates and water in the mixture. The author emphasized the necessity for laboratory and full-scale testing to determine the suitability of a material to be used as paste fill. Although experimental testing is definitely an important operation in the design of a reliable paste fill, advances in the understanding of the fundamental laws that govern paste flow in pipelines are equally relevant. Ideally, the results of such efforts would provide predictive models for the rheology of the paste and the corresponding pumping-energy requirements. In an attempt to achieve this objective, an ongoing research program has been active at McGill University's Department of Mining and Metallurgical Engineering. Preliminary results showed that the underlying mechanics of paste-fill flow in pipelines may be described in terms of what is known as "plug flow," as depicted in Fig. 1. Although this flow mechanism has been known qualitatively for many years, few attempts managed to offer a comprehensive model (Gandhi, 1987; Duckworth, 1986). In our model, it is assumed that coarse aggregates present in the mixture form a porous core, which is filled with paste (fines and water) and is surrounded by an annular non-Newtonian (Bingham-plastic) lubrication layer, which enables the mixture to flow with pressure losses that are easily overcome by common positive-displacement pumps. In summary, our model predicts the thickness of the annular lubricating layer, which controls the magnitude of the pressure losses. This is done either by collecting data on the apparent viscosity of the Theologically-active fine fraction and using an analytical equation (Bouzaiene, 1994), or is done by measuring the void content of the coarse aggregates and deducing the thickness as a function of the fine- to coarse (weight or volume) fraction ratio in the mixture for a given pipe diameter and solids concentration. Our model predictions showed good agreement with data from Duckworth et al. (1986), as shown in Fig. 2.? Luminex is a new method of prospecting for mineral deposits based on time-resolved mineral luminescence created by an ultra-violet light source. Developed by Scintrex Ltd., Luminex detects and resolves a group of key minerals - either ore minerals themselves or, more often, accessory or pathfinder minerals for certain types of economic ore deposits. These minerals are commonly found on the earth's surface, even in areas of considerable weathering. The method extends the range of mineral deposits that are remotely detectable from the air. Tungsten, tin, molybdenum, gold, and bedded lead-zinc deposits are included. Therefore, Luminex is a natural supplement to the three classical methods of airborne geophysics. The luminescence of minerals has been known and used qualitatively in mineral exploration for many years. But there are more than 500 minerals known to be at least sometimes luminescent. Luminescence of most is unpredictable and the colors they emit may vary from locale to locale. It is, perhaps, this apparent complexity of the field that has discouraged its proper scientific scale until now. There are two basic types of luminescent minerals - intrinsic and impurity activated. In the first type, luminescence is an inherent property of the mineral in its purest form. In the latter, luminescence is due to the introduction of foreign trace elements, often in very modest amounts (ppm), into the crystal lattice. These trace elements are known as activators. There are very few intrinsic luminescent minerals commonly found in nature. Chief among these are the calcium tungstatemolybdate family, more commonly known as the scheelite-powellite family, and the uranyl minerals such as autunite and saleeite. The vast majority of other known fluorescent minerals such as fluorite, hydrozincite, and many calcites, are impurity activated - that is, they will not fluoresce in purest form. In addition to the many minerals likely to luminesce at the earth's surface under ultraviolet excitation, any prospector who has ventured out at night with a mercury lamp will know that much organic matter luminesces - for example lichens and even scorpions. Just as the eye finds difficulty in resolving the luminescence of minerals from that of organic materials, it also has its limitations at sorting out minerals from one another by their luminescent colors. Figure 1 shows, in part, the photoluminescent emission spectra of scheelite, hydrozincite, and autunite. It is clear that there is a considerable similarity in spectrum between scheelite and hydrozincite and a great deal of overlap. In fact, a small amount of molybdenum in the scheelite lattice can almost bring these two spectra into coincidence. On the other hand, the autunite emission spectrum is clearly resolved from the other two. Basis of the Method The right-hand side of Fig. 1 shows the time waveforms of decay of the photoluminescence of the same three minerals. It is apparent that the lifetimes of photoluminescence of scheelite and hydrozincite are radically different and that these two minerals, therefore, may be readily resolved through their emission lifetime characteristics. It is in the realm of time-resolved measurements (lifetime characteristics) that Scintrex has made its major advance in the Luminex method. With the exception of some work by Exxon confined to uranyl minerals, to the best of our knowledge, no systematic scientific investigation has been carried out in the field of time-resolved mineral luminescence studies other than the work of Scintrex. Scintrex's findings are that all organic materials and most commonly activated luminescent minerals have lifetimes shorter than one microsecond. In addition, only a relatively small number of minerals - among them those called key minerals, or certain ore and pathfinder minerals - have lifetimes greater than one micro-second. Scintrex is able to characterize these minerals primarily by their emission lifetimes and secondarily by their emission spectral characteristics. By a combination of these factors a mineral index is arrived at. From that, photoluminescent minerals can be resolved from one another with a high degree of probability. At least two spectral channels and two time channels - of which one can be common - are required to apply this mineral index. Ground System A portable hand-held Luminex analyzer based on a modulated mercury lamp has been used to date in Canada, the US, and Australia. The current production model of this device is the LG-2. It has two spectral channels and two time channels for each spectral channel. Figure 2 shows a ground Luminex traverse over the Texas-Arizona zinc prospect in Arizona. The instrument was set so the channel read was hydrozincite-specific insofar as possible. The mineralization in this prospect is known to be hydrozincite and other zinc secondary minerals in limestone. Figure 3 shows a ground Luminex traverse over the AAA uranium prospect in Nevada. The instrument was set to optimize the uranyl response. For comparative purposes, broadband scintillation counter readings were made on the same stations (also shown in Fig. 3). It is apparent that both the Luminex and the scintillation counter results reflect a near-surface distribution of uranyl minerals. It is interesting that no visible uranyl secondary minerals

The Deep Mill Level Zone (DMLZ) is one of the underground mines operated by PT Freeport Indonesia (PTFI). DMLZ is located approximately 1,500 m below ground level, where dominant rock types are skarn and diorite. The DMLZ mine and layout was designed based on the previous mine located above ground, the Deep Ore Zone (DOZ). The DOZ mine, located approximately 1,000 m below ground level, was a proven success, with a maximum capacity of 80K tonnes per day. During the production ramp up, which started in 2015, the DMLZ experienced several seismic events. The most significant event occurred in January 2018 with a recorded magnitude of more than 2.0 Mw, which resulted in a 14-month delay of the undercutting until March 2019. The significant event in January 2018 required the DMLZ to apply several adjustments related to the mining plan to help ensure it could continue development and achieve production target safely. This paper will describe the changes in the DMLZ mine plan as a response to the seismic activity at the mine, the reason behind the decisions being made to change the mine plan and strategy, as well as strengths and weaknesses between the previous plan compared with the new plan.

The modern drilling fluids industry is a dynamic, evolutionary environment. It is continuously striving to satisfy and anticipate the ever-changing needs of the oil and gas industry. The predominant driving forces in the industry over the past decade have changed dramatically. Health and environmental issues, coupled with economic and performance requirements, demand innovation and change from the drilling fluids industry. Emerging drilling fluid technologies will demand environmental considerations from mined components with additional emphasis on cost and performance criteria. Drilling fluids providers continue to search for and identify environmentally sensitive components which meet or exceed the performance of their more toxic predecessors. These changes have and will impact the components of drilling fluids that are mined.

The 70th Annual Meeting of the Minnesota Section of SME and the 58th Annual University of Minnesota Mining Symposium were held April 22-24, 1997, in Duluth, MN. About 450 attended both. The Fifth Annual Trade Expo, held during the meeting, was attended by a record 80 exhibitors. An SME short course on materials handling preceded the meeting. Iron-mining and the steel industries highlighted the meetings. Specific topics in the keynote addresses and technical sessions primarily concerned iron mining, iron- ore processing, product (taconite pellet) transportation and the steel market. Although the iron mining industry held center stage, several papers outside of iron mining were also presented. Iron mining in Minnesota contributes $1 billion to Minnesota's economy. According to the Iron Mining Association of Minnesota, more than 20,000 state jobs rely on the industry. Minnesota's iron mining industry came through tough times in the early 1980s, mostly because of worldwide competition. However, the industry has shown significant improvement in the last 15 years. A large share of the steel industry's competitiveness in the late 1990s is due to cost and quality improvements in the taconite mines. The taconite industry has become more productive, largely through the application of new technology. Since the early 1980s, Minnesota's taconite mines have nearly doubled the number of tons per worker-hour. Most of the taconite reserves in the United States are located in Minnesota's Mesabi, Vermilion and Cuyuna iron ranges. The Mesabi range alone contains an estimated 24. As new technologies are introduced to the mining industry, the challenges related to their safe assimilation and the potential changes they bring to mining techniques necessitate adjustments to the current operations. Predictive simulations are critical to understanding unforeseen scenarios and shifting costly changes from the operational stage to the design. The Digital Twin methodology has gained a lot of attention in recent years. Many industries, from manufacturing to engineering and even social sciences, are adopting this approach to understand better the complex systems they are working with. By considering the enormous expenses and risks related to a pilot project, DT could replace that by acting as a prototype in which realistic tests and simulations are carried out with close to zero cost. DT includes a data hub, simulation and analysis tools, and visualization platforms to enable appropriate designs and monitoring plans focusing on unknown areas. A few examples of DT's application in mining include fleet management, Mine-to-Mill optimization (especially D&B), geotechnical digital twin (gDT), etc. When developing regulations, testing the efficiency of the mine layout, design, and magnitude of the restricted area and its access points, human-machine interactions, risk identification, and management processes, examining the efficacy of control systems, and monitoring, DT could help speed up (or completely replace) the process in the physical world.

Newmont Gold Company is the largest producer of gold in North America. Accurate resource estimates are critical to planning the mining in a year of over 90,000,000 t (100,000,000 tons) of mill, leach and waste grade material, from which over 47 t (1,500,000 oz) of gold are recovered. Resource estimates are updated frequently to take advantage of new drilling, improved geologic understanding and additional production reconciliations. At Newmont Gold, indicator kriging is the primary method being used to create resource estimates. Indicator kriging (IK) is a well accepted method of resource estimation; however, many details of the IK process which are critical to producing a useful resource estimate have not been well documented. An IK model must have several characteristics in order to be a useful resource estimate: the model must take into account geologic features of the mineralization; model creation cannot require too .much time; the model must accurately reflect the effects of selective mining; the model must be stored in an easily accessible format; and the model must be useable with a variety of cutoff grades. This paper will show how Newmont Gold implements the IK process in order to achieve these goals.

One of the key elements of change in the mining industry has been the ever-increasing integration and coordination of previously highly segregated business disciplines, the extent to which the marketing and finance functions have evolved and merged within the mining industry. If one listens to the language of mine product marketers today, one hears terms like contango, backwardation, forwards, options, min/max, synthetics, swaptions, caps, collars, FRA's, spot deferreds, double bottom, head and shoulders. The list is endless and a glossary may be out-of-date even before the ink is dry. No longer can a marketer of mine products get through the day and, more importantly, keep his or her job merely by reciting statistics on supply, demand, prices and the jargon of quotational periods, delivery and payment terms. Walk into the office of any marketing department today, and computer terminals spewing on-line market prices and instantaneous news retrieval command the attention of all who enter. Traditionally, mining companies, particularly those in North America, took a passive view toward marketing their products and an even more passive view toward management of price risk. The typical, albeit simplified, gold producer of the 1970s and early 1980s spent all of its energy exploring, delineating, developing and producing a product that was placed by the mine gate. Like magic, anonymous buyers took it away and left piles of dollars in its place. No fuss, no muss and nothing to get in the way of more exploring, delineating, producing etc. The typical copper producer, meanwhile, was slightly more creative. Copper producers still spent most of their energy exploring, producing etc., but they at least acknowledged the identity of their customers. Many even went so far as to fabricate finished mine products into shapes and sizes that their ultimate customer needed. Wire, cable, sheet and extrusions were all in forms ready to be purchased by power companies, motor manufacturers and telephone companies. But, while production and costs steadily increased, research and development into new expanding markets was funded by little more than lip service. Competitors and competitive products steadily eroded market share and realized prices. The now-famous Business Week magazine cover that proclaimed "The Death of Mining" was an imminent reality.

Mine fire emergency planning requires simulation of the interaction of the fire and ventilation system and the subsequent distribution of products of combustion (POC). Several computer models were developed by the Bureau of Mines to perform this simulation. The most recent and advanced program, MFIRE performs normal ventilation network planning calculations, and dynamic transient state simulation of ventilation networks under a variety of conditions. MFIRE simulates a mine's ventilation system and its response to altered ventilation parameters such as the development of new mine workings or changes in ventilation control structures, external influences such as varying outside temperatures, and internal influences such as fires. A major concern of mine fires is the heat- generated ventilation disturbances which can move POC through unexpected passageways. This Bureau paper describes recent in-mine experiments conducted at the Waldo Mine near Magdalena, NM to validate the temperature distribution and heat exchange with rock functions of MFIRE.

Mining companies have been very interested in the presence of a number of small but high-grade ore bodies of base metals in northern Wisconsin and the west/central section of the Upper Peninsula (UP) of Michigan. The region is rural with outdoor recreation/tourism and lumbering being the key industries. The economy of the region is based on the use of its natural resources, and mining is not a new activity to the region, especially the UP. The western UP was historically a key mining district for copper and iron, and today the central UP has a significant iron-mining district. However, all efforts to develop the base metal ore bodies have been met with a storm of controversy involving the local community, regional activists, Native Americans, and the state government, and only one mine has gone into operation. There is concern by some stakeholders about the sustainability of mining in communities that depend on the environment for tourism, recreation, and other commercial activities. There have been four attempts to get the necessary approvals to mine in this region: the successful Flambeau Mine effort (Wisconsin), the failed Crandon project (Wisconsin) and Lynne project (Wisconsin) efforts, and the continuing effort to get the Eagle Project (UP of Michigan) approved. The cases are presented to illustrate the project situation, the history of the permitting effort, and the opposing parties and their concerns. The case of the Eagle Project is looked at in detail by using the method of discourse communities and discourse analysis. Results of the analysis provide insight into the communication efforts to address community concerns about sustainability and what more can be done to improve this dialogue.

Long term production planning in open pit mines requires the determination of cutoff grade, mining and milling production rates, mining sequence, mine life, and ultimate pit limits. These variables interact in a circular fashion, that is, the value of a variable can not be determined without the knowledge of the value of the preceding variable in the circle. Therefore, a genuine solution to the problem necessitates simultaneous determination of the variables. Such a solution methodology, comprised of a group of heuristic algorithms and an unconventional dynamic programming algorithm, is described in this paper. The methodology is applied to a small size Western US gold deposit to illustrate its logic and capabilities.

The new Los Angeles, California JWPCP effluent outfall tunnel will transport secondary-treated effluent from the Joint Water Pollution Control Plant in Carson to White Point Manifold. The tunnel will be approximately 7 miles (11 km) long with a finished internal diameter of 18 ft (5.5 m). The TBM is designed to cope with high water pressure up to 10 bar. The geotechnical challenges are due to the heterogeneous subsurface conditions: in the first half of the alignment, the tunnel runs through soils with a low overburden under urban areas, and, in the second half, the tunnel runs through extremely weak, intensely faulted rock masses with high overburden. Following an overview of the project, this paper focuses on the northern portion of the alignment and presents a decision-making procedure developed during pre-excavation phase in order to cope with the expected heterogeneous conditions during mining. The risk assessment and the TBM operational design of the southern portion will be dealt with in a future paper.

In 1994 Western Mine Engineering, Inc., (WME), which is now InfoMine USA, Inc., set out to build a suite of stand-alone software programs that would provide their clients the means to estimate the costs of developing and operating mineral exploitation projects. After the first program (Sherpa for Surface Mines) was completed and launched, the developer (me) left WME to form Aventurine Engineering, Inc., in order to complete the series of applications. In the years since, four programs have either been developed or upgraded and enhanced. Applications were produced that estimate the costs of underground mining, placer mining, and project site reclamation. In addition, an application specifically designed to evaluate the economics of these projects, which was based upon a program previously developed for WME by Bill Willoughby of Willoughby & Associates, was redesigned and the code updated to a MicroSoft compatible platform. All these programs follow an engineering-based approach to cost estimating. Instead of relying on rules-of-thumb and statistical averages, they calculate all of the engineering and operational parameters needed to estimate costs. The premise is that the uncertainty associated with cost estimates should lie with the data available for the resource, not the approaches used to design and estimate the associated design parameters. In other words, it is acceptable that items such as the resource grades, deposit dimensions, ore and wall rock characteristics, and mill recovery rates carry with them some uncertainty, but parameters such as loader bucket capacities, truck speeds, pump horsepowers, hoist velocities, and grinding mill diameters can be calculated (although uncertain data might be used in those calculations). No additional uncertainties should be introduced because the cost-estimating procedure relied upon statistical manipulation or anecdotal inaccuracies. To that end, the programs rely upon calculation-based approaches to selecting and sizing machinery, assigning the required workforce, and determining the extent of the consumables needed to recover mineralized material at a rate defined by the client. And while calculation-based software is not unusual, more modern approaches work toward the development, accumulation, and manipulation of data. INITIAL CONDITIONS AND PROJECT GOALS In 2016 we had five separate programs completely disconnected from one another. Each was written in VisualBasic, a language that was falling from favor. In essence, the status in 2016 was a series of stand-alone programs (Figure 1) in which results from one needed to be manually entered as input into another.
