"Foreword by Ren BryceSenior engineer, Freeport-McMoRan, Oro Valley, AZ, USAThe eighth annual Mineral & Metallurgical Processing Division (MPD) student poster contest was held in February at the national SME Annual Conference & Expo in Denver, CO. A total of 33 students presented their work at the poster competition. The competition started in January when the students submitted a one-page abstract for judging. In February, they prepared and presented a poster that explained their research. A panel of judges went to each student and listened as the students explained their research in five minutes.The students worked hard at their research and then set aside time to complete all the necessary steps to enter the competition. The MPD recognizes the effort required to enter and as a result, provides monetary rewards to all participants. The first-place winner receives $1,000; the second, $500; the third, $250; and the fourth through seventh, $200. All remaining students receive $100. All of the students also receive a complimentary ticket to the MPD Luncheon. As in past years, there are separate levels of competition for undergraduates and graduates.Graduate winnersKaustubh Shrimali won first place for researching “The influence of starch in amine adsorption by quartz in the reverse flotation of iron ore.” Venkata Atluri received second for studying “The effect of polysaccharides on bubble attachment at talc surfaces.” Jennifer Galvin placed third for investigating “A novel approach to alkali pug bake for the extraction of rare earth elements from monazite concentrate.” In the fourth through seventh places were Amy Richins, Sumedh Gostu, Brett Carlson and Chris Vass.Undergraduate winnersNestor Santa earned first place for exploring “Copper recovery from waste printed circuit boards.” Cassidy O’Connell received second place for conducting “Performance analysis of CMC in high talc copper sulfide flotation systems.” Catalina Vanegas won third place for examining “Cyanidation tests and pretreatments to recover gold from a refractory ore in Colombia.” Kylie Boyce, Michael Archambo and Pritam Sinha were in the fourth through sixth places.Everyone benefits from attending the student poster competition. The students are able to display their work to future employers, and industry professionals can talk to up-and-coming engineers. Next year, there will be another competition for more posters and networking. Come and enjoy the event and the posters."

INTRODUCTION The radiological health significance of thorium-230 stems from its tendency to separate from the uranium238 parent, concentrate in bone tissues, and to subsequently irradiate the radiosensitive tissues lining the bone surfaces and the bone marrow. Indeed, thorium-230 may be the radionuclide which contributes the major dose following intake of natural uranium (Hartley and Pasternack 1979). This is reflected by the most recent recommendations of the International Commission on Radiological Protection, which specify the limits shown in Table I for the annual intake of radionuclides by occupationally exposed workers (ICRP 1979). Because of the greater toxicity and different metabolism of thorium-230, monitoring only for uranium-238 does not satisfactorily identify the possible hazard from thorium-230 nor does it provide any real indication of the metabolism or biodynamics of these two radionuclides. Thorium-230 has a half-life of 80,000 years and can be detected by direct counting of the alpha particles or photons emitted during its transformation to radium-226. The 4.69 and 4.62 MeV alpha particles are distinctive and specific indicators of thorium-230 and are emitted with abundances of 76% and 24%, respectively. The principal photon, a 68 keV gamma ray, is emitted in only 0.37% of the transformations and is, therefore, not useful for low level measurements. The other photons emitted have even lower yields, or, in the case of radium L x-rays, are non-specific and, hence, useless for quantification. High sensitivity measurements of thorium-230 currently are usually accomplished by wet washing of the sample substrate, quantitative chemical separation of thorium atoms, and, finally, direct measurement of the alpha particles emitted from a massless deposition. This procedure is complicated, expensive, and time-consuming, and subject to interferences from uranium, other actinides, and other thorium isotopes. Recently, the feasibility of low-level measurement of thorium-230 by neutron activation analysis (NAA) was demonstrated (Kathren, Desrosiers and Church 1980). Two principal variations of the NAA method were used in this study: 1) instrumental NAA technique and 2) post-irradiation radiochemical separations (RCS). Instrumental NAA procedure is a nondestrucive technique which is preferred because of its simplicity. The procedure is as follows: after irradiation with a known neutron fluence, the samples are transferred to a clean container and quantitative gamma spectroscopy performed. With the radiochemical separations procedure, the sample is initially treated as in the instrumental technique. However, after irradiation, a known amount of "carrier" is added to the sample. The element(s) of interest are then separated from the rest of the matrix by distillation, precipitation and extraction techniques. The resulting sample, now free of interferring elements, is then ready for gamma-ray analysis. The use of a "carrier" is to determine the loss of element-of-interest during the chemical separations process. The neutron activation cross section of thorium-230 has an epicadmium resonance value of 1,010 barns (Mughahghab and Garber 1976) and a thermal neutron cross section of 23 barns. The 25.52 hr thorium-231 produced releases two photons of significance: an 84 keV complex, (6.5% yield) and 25.6 keV (15% yield) (Lederer and Shirley 1978). The 84 keV complex is particularly useful for quantification since neither natural uranium, thorium, their daughters, or activation products emit photons in this region. However, the higher yield of the 25.6 keV photon may result in increased sensitivity if there are no other photons of similar energy emitted by other radionuclides in the sample. PRELIMINARY STUDIES Thorium-230 standard stock solution was prepared from a pure sample of the oxide purchased from Oak Ridge National Laboratory. From this stock solution a series of samples were prepared for irradiation in the TRIGA Mark I reactor at Reed College. Various dilutions were prepared as well as thorium-230 spiked urine samples. Irradiation times varied from 1 to 54 minutes in a neutron fluence rate of 1.84 x 1012 n/ cu m-sec. The neutron spectrum was abundant in thermal neutrons, having a Cd ratio of approximately 10. Treated urine samples were also analyzed by the NAA instrumental method. Analysis of untreated urine samples was not possible due to the high background

Sedimentary dolomitic phosphate ores are difficult to treat by flotation, and high-grade phosphate concentrates with high recoveries are difficult to obtain. The literature indicates that the reagents required for beneficiation of such ores are generally dictated by the nature of the gangue. In this paper, the optimum flotation parameters necessary for enhancing the grade and recovery of a typical low-grade dolomitic rock phosphate ore from Jhamarkotra, Rajasthan, are highlighted. The standard design-of-experiment (DOE) technique was used to obtain empirical models for both grade and recovery. The model equations were then used for optimizing the flotation parameters, including pH, percent solids, collector dosage and depressant dosage. Laboratory experiments demonstrated that a phosphate concentrate containing about 36% P205, with a recovery greater than 95%, can be obtained in a single-stage by the reverse flotation of carbonaceous minerals at the optimized conditions. Operators are often challenged with the management of water throughout the life cycle of a mine. High water levels can lead to physical or chemical instability of water-retaining structures. Operators need to predict changes in water levels to make timely operational decisions and plan for contingencies, particularly in remote legacy mines. A closed mine in northern Canada with no permanent on-site personnel had a simple water balance model that was effective for decades to inform annual water treatment operations. In recent years challenging water quality and more stringent effluent quality criteria has strained those treatment operations and led to more water being stored. Additionally, the region has experienced more precipitation and higher water levels, which have triggered emergency response activities. A calibrated probabilistic model was used to provide enhanced prediction capabilities and to identify key sensitivities in the water balance for monitoring. A several-year case study shows the value that this modelling tool provided for mobilizing personnel and performing response actions, particularly the inclusion of probability paired with forecasted pond water levels. Annual drawdown targets were subsequently established which provided more certainty in scheduling of annual treatment operations

Hydromagnesite (Mg5(CO3).(OH)2.4H20), one of the sedimentary deposits in Salda Lake Basin, is developed under the control of active tectonics regime. Since the occurrence and deposition mechanism of hydromagnesite are unstable under atmospheric conditions, in order to evaluate the precipitation process, systematic host rock, lake water (surface, 20m, 40m, 60m) and hydromagnesite sampling were carried out. Macro, micro, XRD and chemical investigations were done in detail. Not only the results and formation and crystallization mechanism but also hydromagnesite's St values were evaluated. Main resources could be ultramaficmafic surrounding rocks for hydromagnesite formations. However, hydromagnesite development is considered in different phases, because it has showed various characteristics in Kayadibi and Köpekcayin areas. In Kayadibi area Huntide-Dolomite-Aragonite-Hydromagnesite paragenesis has been realized. Hydromagnesite has also formed in Köpekcayiri area, large amount of hyrdomagnesite occurrences and levels various are noticeable. Actual position of hydromagresite levels exhibits tectonic influences in and around the lake. Therefore, the levels seems to exhibit secondary formation properties. In addition, the formations are being still maintained sedimentation as products of a peripheral deposition phases. Resolving and redifferentiation sedimentation processes probably improve in periods of lake water chemistry especially Ca/Mg proportional changes, and also SI variations indicate the mentioned precipitation mechanism. Similarly, side and into the lake hydromagnesite is stored different levels and ultramafics-mafics rocks fallow indicated stages. It is postulated that hydromagnesite formation, which is existed by result of determined developments and multiphase sedimentation, could be originated from probable crack zones on the lake bottom.

The structure of an exploration model reflects a number of design considerations, one of which is the question or issue-to be investigated by the model. Thus, a model designed to evaluate the magnitude of risk and its economic implication to optimal decision making at each decision juncture of a multistage exploration architecture differs considerably from one designed to evaluate, say, the long run average cost of discovery, in which the architecture of exploration is suppressed and risk is simply an element of average cost. The perspective of the model examined in this paper is that exploration is investment in (purchase of) information and that the next stage of an exploration program is undertaken only when the expected value of information to be acquired in that stage exceeds its cost. "INTRODUCTION What is the primary responsibility for geo-engineers in mining? Early in my career, I was asked this question by an experienced engineer. After explaining some various tasks, I was informed that the main responsibility was to monitor. Although this proved true for many cases, I came to understand that monitoring is merely one means to achieve the primary responsibility of a geo-engineer – ensure the safety of all personnel. The potential for groundwater to impact stability allows this responsibility to be shared with hydrogeologists as well. Inherently, we monitor to identify risks; we analyze designs and develop models to mitigate risks; and we are provided opportunities to explain to supervisors the geo-risks to personnel and mine plans that will result from particular courses of action. A couple years ago, I took an opportunity to share experiences from the first several years of my career as a geotechnical engineer with junior geo-engineering staff within my company. The intent was to share situations that were a part of my development, so they could learn and understand their responsibility to the safety of all personnel. Similarly, the purpose of this paper will be to share these thoughts with new geo-engineers in the industry in order to help prepare them for the challenges they will face. WHAT IS OUR PURPOSE? A senior hydrogeologist shared an experience that occurred in their career. The experienced hydrogeologist had spent some time with the hydrogeology staff, most of them relatively new to the mining industry, to understand how they viewed, and carried out, what they perceived as their responsibility at an active mining operation. After a couple months of observing and mentoring, the senior hydrogeologist met with everyone and posed the question above. I am sure that most junior geo-engineers would start explaining different tasks or projects that they must complete. The list would include monitor groundwater levels, track slope movement, evaluate designs, build models, oversee drilling programs, etc. These individuals did as well their supervisor. After going around the room allowing each individual to answer, the experienced hydrogeologist provided them the real answer to the question: SAFETY. If you examine the root intent of nearly every responsibility geotechnical engineers and hydrogeologists have, it is to apply our professional skills to ensure the safety of our workforce. When the objective of safety from the geotechnical and hydrogeology disciplines is achieved, inherently accomplishing the mine plan should follow suit, or it should significantly minimize the impact by gravity or groundwater. The objective of a hydrogeologist is to ensure the soil or rock around an open pit or underground mine is dewatered; this specific objective will reduce pore pressures which could lead to a possible ground failure. They ensure a working bench/UG level is dry, so operations are not dealing with adverse conditions while mining. A geotechnical engineer is expected to use all available information and engineering judgement to provide design recommendations, so that the mine will not catastrophically fail. Additionally, they will implement the monitoring systems to identify hazards in advance in the event that the design is flawed and people need to be evacuated. We all know that safety is important to everyone; however, our particular set of technical skills play a significant role in ensuring the safety of a large portion of the global mining workforce."

Environmental declarations of Belgian bluestone and sandstone products were realized in accordance with the ISO standards and following the standard NF P 01-010. The main goals of these studies were to obtain Belgian environmental product declarations to strengthen existing databases and to provide defences against Asian competition. Indeed, competition with China for bluestone products and with India for sandstone pavement is very important due the fact of the very competitive prices for foreign products. The impacts on climate change, resources and acidification of the sole transport were taken into account for foreign products"

In operations that use the sublevel stoping mining method, production scheduling takes into account factors — including ore reserve envelopes, ore grade averages, equipment capacity, feed controls to the mill, and geotechnical restrictions — across the scheduling horizon. Mathematical programming is one of the most effective methods for enhancing the decision-making process in regard to the most viable production schedule in light of a given set of limitations. The majority of research on sublevel stope mining focuses primarily on a single objective of optimization, which is to maximize the net present value (NPV). Environmental, social and governance (ESG) considerations are becoming more prevalent in the mining industry. This includes aspects relating to deforestation, land disturbances, gas emissions, community relations and water usage, among many others. Institutional and other kinds of investors are becoming more interested in the work that resource companies do regarding their ESG obligations. This review article identifies the gap in the existing literature and proposes to simultaneously optimize the production schedule around three objectives. Two of these relate directly to ESG aspects

5.1 INTRODUCTION There are several types of surface ground disturbances, each of which is immediately transmitted to surface structures and causes damage of various forms, depending on the location of the structures in the subsidence basin. Many criteria have also been proposed for defining the potential structural damage. All of these topics will be discussed in this chapter. 5.2 TYPES OF GROUND DAMAGES There are two types of ground damage, continuous and dis¬continuous, that could inflict damages to surface structures. Dis¬continuous ground damage is open fractures of various degrees. Four types of fractures are commonly seen (Brauner, 1973b): 1. Fissures or cracks. Cracks are the most common form of ground damage and range from completely closed to several feet wide. Surface cracks are most prominent when the ratio of mining depth to mining height is smaller than 30 to 50 times mining height. Cracks initiate parallel to, but ahead of the moving long¬wall face at some intervals when the depth-to-mining height ratio is less than 25 to 30. As the face continues to move, they open up and then close gradually, and in most cases eventually close up completely when the face moves farther away. Sometimes when the depth-to-mining height ratio is larger, cracks may initiate be¬hind the face and go through the same cycle. Cracks are also more likely to occur in the hill when the face is moving in the uphill direction. Cracks also occur at or near both sides of the panel edges. Those cracks tend to remain open permanently. When the surface is covered with grass or other vegetation, cracks of less than 1 to 2 in. wide usually do not penetrate it and become invisible on the surface. 2. Steps. A step may occur when the longwall face stops abruptly if the mining depth-to-mining height ratio is less than 20. Steps may also occur along the panel edges. Steps also range from a few inches to a few feet in width and depth. If planes of weakness are oriented favorably, ground will slide along these planes and form steps on the surface. 3. Cave-in pits. These result from local collapse of the ground from the mine level to the surface when the mining depth is less than 150 ft and occur mostly above abandoned mined lands. They may be as large as 40 ft wide and deep. 4. Bumps (compression ridges). Bumps result from ground compression and occur mostly near panel center some time after mining. Bumps of up to 4 ft, but mostly 1 to 2 ft, have been identified. Continuous ground damage refers to the formation of the sub¬sidence basin where continuous nondestructive ground deforma¬tions occur. As mentioned earlier, continuous ground deforma¬tions associated with a subsidence basin include subsidence, slope, curvature, displacement, horizontal strain, twisting, and shearing. 5.3 TYPES OF SURFACE STRUCTURAL DAMAGES Both continuous and discontinuous ground disturbance cause damage to surface structures. A. Structural Damages Due to Discontinuous Ground Disturbance 1. Fissures or cracks. Open cracks can cause dislocation of surface structure if the gaps are sufficiently large so that the struc¬tural elements cannot resist but fail. On the other hand, minor cracks affect only the appearance, and not the structural integrity. 2. Steps. When a surface structure is located on a step, some portions of the structure lose support and become overhung. In the case of a residential house, there will likely be many open frac¬tures in the overhung portions, followed in severe cases by sepa¬ration of the superstructure at the edge of the step. 3. Cave-in pits. If the caved-in pit is larger than the surface structure, the structure will drop into the pit and become unstable. If the caved-in pit is smaller than the surface structure, the struc¬ture may either become overhung or lose support in some portions. In either case, it is unsafe for use. 4. Bumps (compression ridges). Bumps will disrupt roadways or house floor. If located under supporting members of the struc¬tures, it may cause damages. B. Structural Damage Due to Continuous Ground Disturbances 1. Subsidence. Pure subsidence or uniform subsidence over an area does not cause any structural damage. However, if it becomes a topographical low area, it may be flooded with water and make the surface structures unusable. It must be noted that the flat bottom area at the center of the final supercritical subsidence basin does not reach that position suddenly. Rather, as shown in Fig. 3.1, it is subjected to the dynamic surface deformation asso¬ciated with the traveling subsidence basin before it is left behind to be part of the flat-bottom area. Therefore any structure located at the center of the final supercritical subsidence basin must be able to resist the dynamic surface deformation in order not to be dam¬aged. 2. Slope. Ground slope will induce tilting of the structure. Tall structures with small base areas, such as water towers, chimneys, and power transmission towers are most sensitive to ground slope. If the ground slope is such that if after tilting the center of the gravity of the tilted structure falls outside the base area, it will topple, but this seldom occurs. Ground slope will change the designed slope of a buried trans¬portation pipeline, either increasing or decreasing the original slope depending on whether the ground slope coincides with or opposes the original slope. There are maximum allowable final slopes for various types of transporting materials. Ground slope also affects highways and railways. There is a maximum allowable final slope for a railway because tractive effort increases 1/1000 of its weight for every increase of 1/1000 in grade. 3. Curvature. There are positive (convex) and negative (con¬cave) curvatures. When a surface structure is located on a positive curvature, both ends become unsupported, followed by bending upward at the midportion. The top portion is subjected to more severe stretching than the lower one. As a result, vertical cracks with a wider gap at the top occur at the window, door frames, on the walls, and at -the wall joints. V-shaped cracks appear at the

The recirculation of mine air in an underground colliery, has always been regarded as a hazardous practice in South African collieries. The Mines and Works Act and Regulations states that fresh air, flowing Into an underground section, must flow out directly into the return airways after being utilized once in the section. One of the largest producing underground collieries in South Africa, Initiated a project on controlled recirculation with the permission of the South African Government Mining Engineer. The project involves the recirculation of 65 m3/s of air inside a ventilation district which serves a total of six production areas. The aim of the project was to increase the airflow to the sections without altering the existing ventilation system. Tracer gas studies were carried out to determine the actual distribution of the recirculated air to the individual areas. The results showed that an effective 54,18 m3/s of the recirculated 65 m3/s reaches the sections. This gives an air utilization figure of 83,4 per cent. Dust surveys were also carried out as part of the project to determine the effect of the recirculation of the return air on airborne dust levels. The results showed that the dust levels remained constant in the main intake and return airways and that no hazardous situation was being created. The project proved to be successful and showed that controlled recirculation can be executed and used as a solution for the supply of air to sections without endangering any lives.

Each year, about 45 Mt (50 million st) of flotation tailings are discarded in Florida phosphate operations. These tailings only contain about 4% of the phosphate in the ore. However, more than half of the phosphate in the tailings is concentrated in the +600 µm (+28 mesh) size fraction at grades of up to 20% P205. Many phosphate producers have attempted to solve this problem by floating the +425 µm (+35 mesh) flotation feed separately. However, phosphate recoveries in these circuits are typically only 60%. For seven sampled phosphate operations, the phosphate content of the +600 µm (+28 mesh) fatty acid tailings ranged from 15% to 25% P205. In every case, the +600 µm (+28 mesh) fatty acid tailings was higher in grade than the overall flotation feed. Attempts to efficiently recover this coarse phosphate have apparently been unsuccessful at these seven phosphate operations. Recovery of this coarse phosphate would provide an additional 900 kt to 2.5 Mt (I to 2.7 million st) of phosphate annually and add an additional year to the reserves of these important deposits. A typical central Florida phosphate matrix is composed of three different mixtures of minerals. The +1.18 mm (+ 16 mesh) portion is chiefly phosphate pebbles and is beneficiated by sizing. The -106 µm (-150 mesh) portion contains virtually all of the clay minerals and is discarded in the hydrocyclone overflow. The -l mm +106 µm (-16 +150 mesh) material is a mixture of quartz and phosphate minerals.

Chemical and radioisotope stratification studies were carried out in an abandoned uranium tailings pile at Elliot Lake, Ontario, Canada. The tailings, with an average thickness of 7 m over an area of 16 hectares, were deposited approximately 20 years ago on a layer of black peaty material which overlays deposits of permeable glaciofluvial sands. Geohydro-chemical investigations of this tailings area have been ongoing since 1978. The radioisotope profile study was conducted on three adjacent sites. Solid core samples, collected with a split spoon sampler at various depths, were analyzed for various chemical and radioisotope constituents. The results indicated by 2 distinct zones of stratification; an upper zone, where the constituents were uniformly distributed, and a lower zone, near the peat-tailing interface, which showed increasing concentration with depth. Within the peat layer, the concentration decreased rapidly with no significant levels of contaminant penetration below the peat layers observed, though the samples were limited. The pH profile showed that the top 5 m of the tailings have been oxidized, the average soil pH in this zone was 3.4 compared to 5 .8 underneath it. The groundwater hydrology of the system was observed to be complex showing downward and lateral flow in the dry season and lateral and upward flow during the spring and periods of heavy rainfall. The results are discussed in terms of a model based on the combined segregation and settling process of the tailings fine fraction, and the geohydro-chemical interaction of the solid and liquid phases.

The Carlin Trend is North America's premier gold producing district. It is located in northeastern Nevada's Elko and Eureka Counties along a northwest trending belt about 65 km (40 miles) long and 8 km (5 miles) wide (Thorstad, 1989; Jones, 1989). This trend is the worldwide reference site for epithermal, sedimentary rock-hosted microscopic gold deposits. At least 19 deposits have been discovered to date, varying in size from 933 kg to 1.08 kt (30,000 to 35 million contained oz) of gold (Fig. 1). Newmont Gold Co. and its parent, Newmont Mining Corp., jointly constitute the largest mineral right holders in the district. They own or control more than 1000 km'- (386 sq miles) in and around the Carlin Trend and own all or part of 16 out of the 19 mines and prospects identified to date. Since the initiation of Newmont's exploration activities in the Carlin Trend in 1961, 2.24 kt (72 million oz) of cumulative gold resources have been identified. Cumulative production from all mines since the start-up of Newmont's Carlin mine in 1965 to the end of 1989 was about 202 t (6.5 million oz) (Jones, 1989). The incentive of sustained high gold prices and innovation in processing technology resulted in a significant acceleration of gold output over the last few years. Newmont Gold alone produced more than 43.5 t (1.4 million oz) in 1989. That is equal to 22% of the cumulative 1965 to 1988 output, and an almost 200% increase over its 1986 output.

Introduction Based upon the 1980 Bevill Amendment to the Resource Conservation and Recovery Act (RCRA), a 1986 Regulatory Determination decision, and subsequent rulemakings, the Environmental Protection Agency (EPA) exempted all extraction and beneficiation wastes and twenty mineral processing wastes from regulation under RCRA Subtitle C (hazardous waste) regulations. These twenty mineral processing waste streams were studied in a 1990 Mineral Processing Report to Congress. For purposes of regulatory classification, EPA made special distinctions between extraction/beneficiation and mineral processing. Wastes determined by EPA to be from the extraction/beneficiation of ores and minerals retain the exemption, while wastes found to be mineral processing, except for the “special" twenty mineral processing wastes, fall within RCRA Subtitle C jurisdiction. For those wastes that are subject to RCRA Subtitle C, § 3004(m) of RCRA requires EPA to set levels or methods of treatment, of any, which would substantially diminish the toxicity of the waste or substantially reduce the likelihood of migration of hazardous constituents from the waste so that short- term and long-term threats to human health and the environment are minimized. These treatment standards are developed by EPA under the Land Disposal Restrictions (LDR) program. Under § 3004(g) (4) of RCRA, EPA is required to promulgate treatment standards for any waste that is newly identified or listed as hazardous. As part of the settlement agreement in Environmental Defense Fund (EDF) v. Reilly and Chemical Waste Management, Inc. v. EPA (1992), EPA has agreed to propose a rule by June 30, 1995 and promulgate a final rule by June 30, 1996. This rule is commonly referred to as the "Phase IV" LDR rule and will address newly identified mineral processing wastes. Other wastes that will be addressed in this rule include newly listed dyes and pigments and wood preserving wastes. Therefore, in the Phase IV rule EPA will develop treatment standards for all mineral processing wastes that have lost their Bevill exclusion. EPA is currently collecting information on the waste characterization, treatment alternatives, and disposal capacity data currently available on these wastes. Universities have education as their primary purpose. This appears to be an innocuous statement with simple meaning. In an age of conflicting semantics, however, cords and meanings are often lost or changed. The term education is often broadly expanded to encompass any form of learning process, or the accumulation of knowledge, and even to the beneficial application of knowledge to man's problems, hence one find that education in universities is not solely the formal process of texts, lectures, recitations, and testing by a batch process known as class room teaching. Despite critics of education batch is spelled with an "a", instead of an "o" - at least we hope so If one defines teaching as causing to learn, then the learning objectives may necessitate a variety of approaches within the teaching concept and research is among those favored at the graduate and some undergraduate levels. Research has been among the glamour words and certain fields such as oceanography and space science have had more than their share of glamour. Unfortunately, industrial mineral research has not had the competitive drawing power of enamoring students of the "note" generation in terms of glamorous accomplishment. Industrial flotation of sulfide ores is 80 years old. It has gone through many advances to date. However most flotation operations are still struggling to improve performance, which as a worldwide average is at the 90% level. What can be done to push the ceiling to 95% or better without performing finer primary grind, nor without duplicating flotation plant capacity? Such "unique task" can be performed by the low volume high capacity new flotation equipment known as the JAMESON CELL, when used as, "post-scavenger" of final plant tails. Improved efficiencies are obtained mainly from two cases: -Particles which never contacted a bubble. -Particles sheared-off by cell turbulence due to reduced number of hydrophobic sites. The application reverses conventional trend of using large volume mechanical cells by trade-in with smaller efficient equipment: resulting in reduced capital expenditures and operating costs. Outstanding "pre-rougher" applications are also presented.

While this conference is dedicated to the examination of "Challenges in Mineral Processing," the broader aspect of the pursuit of this subject is Research and Development in the Mining Industry. When I was asked to speak at this symposium, I hesitated to accept. While my early schooling, training and professional occupation were in the field of this symposium, it was so long ago that I no longer feel competent to contribute anything of interest to you except perhaps for a limited historical perspective, which most of you probably already know. However, it might be worthwhile to explore the more general aspect of research and development from the viewpoint of management, as this is the stance from which I dealt with the subject for the last 30 years or so. While most managements generally have a positive view of research and development, few of the leaders in the mineral industry have actually had the personal experience of doing research for a long enough time to have obtained a full understanding and the feel for its place in the long-term technological innovation that our industry must foster. I graduated from the University of California in Berkeley with a Bachelor of Science degree and a major in metallurgy. It was during the great depression of the thirties, and it was difficult to obtain a practical job in the industry. I got a scholarship at the Montana School of Mines and received a Master of Science degree in ore dressing under Professor A. M. Gaudin, followed by another year with him pursuing research. Anyone who studied under him, or knew him well, would assert that this was a unique experience. Gaudin had a brilliant mind and a profound respect for science and the scientific method. The application of computers for control purposes in hydrometallurgical processes is not as well-established as in mineral processing plants. This is not only due to the comparatively new development of large-scale application of hydrometallurgy and the relatively small number of operating plants, but also due to some of the basic dynamic characteristics of hydro- metallurgical processes., Basically there is little difference in the development and application of digital control techniques in hydrometallurgical plants from those techniques widely in use throughout the chemical process industry and in nonslurry applications; particularly for those cases involving liquid streams only, the primary sensing elements are essentially the same. On-stream X-ray fluorescence analysis is a well-established method for determination of metal content in the process streams, and standard equipment is used for the measurement and control of pH, flow, density, temperature, pressure, and other variables. Nevertheless, the high proportion of corrosive slurry streams at elevated temperature and pressure poses a challenge to the instrument engineer concerned with developing long-life, reliable instrumentation. One major difference and potential problem area in developing control systems for hydro- metallurgical processes is related to the very long time constants which are common in the larger plant. In these circumstances, it is important to define the overall control objectives very carefully and be prepared to allow for considerable drift in intermediate variables. In larger projects with many control loops the general advantage of lower costs compared to conventional analog instrumentation can be confidently expected. Also in most cases, the process analysis necessary to design and specify a comprehensive computer control system and the increased operator involvement in implementing digital control systems yield additional benefits due to the increased understanding of the dynamic characteristics of the process.

Miners working in underground mines where diesel equipment is used are exposed to exhaust pollutants. These include carbon monoxide (CO), carbon dioxide (CO,), nitric oxide (NO), nitrogen dioxide (NO2), sulfur dioxide (SO2), hundreds of different hydrocarbons (HC) and particulate matter. Evidence from animal inhalation studies and limited epidemiological investigations have led the National Institute for Occupational Safety and Health (NIOSH) to recommend that ‘... whole diesel exhaust be regarded as a potential occupational carcinogen ...’ NIOSH further stated that ‘... the excess cancer risk for workers exposed to diesel exhaust has not yet been quantified, but the probability of developing cancer should be decreased by minimizing exposure…’ The International Agency for Research on Cancer(IARC) reached a similar conclusion, saying that ‘... diesel engine exhaust is probably carcinogenic to humans.’ Before these declarations, there was insufficient evidence concerning the carcinogenicity of diesel exhaust. It was well known, though, that diesel exhaust caused less severe problems, such as headache, eye irritation and unpleasant odors. In 1988, a milestone was reached in the Mine Safety and Health Administration (MSHA) regulatory process. An advisory committee recommended a three-tier approach to regulating diesels used underground-approval of diesel equipment, safety and health. Diesel particulate matter may be specifically regulated. In addition, ambient air quality standards are being proposed that will establish a new standard for CO2 and lower the permissible exposure limits for the NO2, CO, SO2 and formaldehyde emissions that originate from diesels and other sources. Additional safety and emission restrictions are also proposed for diesel engines in coal mines. The goal of the US Bureau of Mines (USBM) diesel engine research program is to minimize the health and safety problems associated with underground diesel equipment use. Part of this program is focused on reducing exhaust emissions from diesel-powered equipment used in underground mines.
