The term "rare earths" is used to designate a group of elements, Numbers 57-71 which are closely related chemically. They were called "earths" because their oxides resemble those of the alkaline earths, and the designation "rare" was originally applied because of their scarcity. Now many of these elements are known to exist in considerable quantities, and the term "Lanthanide" is applied to this group of elements, because of their similarities to lanthanum, the first element in the group. Many authorities insist on including yttrium, element Number 39, because of its extremely close association with the members of the group in nature and because of its similarity in chemical properties. It has been estimated that the combined rare earth group makes up about five-thousandth. of one percent of the Earth's crust, a higher percent than the common elements, lead, tin, zinc, arsenic, mercury, silver and gold. Cerium is by far the most abundant member comprising about half of the total amount. Yttrium, neodymium, and lanthanum are next in order; samarium, gadolinium, praseodymium, dysprosium, erbium, holmium, and ytterbium are increasingly scarce; while the elements lutetium, thulium, terbium, and europium are extremely rare. The rare earths as a group are metals, usually trivalent, forming basic oxides, and insoluble oxalates in dilute mineral acids. Their fluorides are also difficultly soluble; hence the rare earths or lanthanides may be separated, in general, from other elements by adding oxalic or hydrofluoric acid to a dilute mineral acid solution containing them. The most striking fact which characterizes these elements is the remarkable .similarity in both the physical and chemical properties of their compounds. Their main differences are in the solubilities of their salts and the basicity of their oxides, which vary between that of the alkaline earths and that of aluminum.

Electric logs and cuttings records from Zechstein 3 and 4 strata in boreholes in the British Sector of have been interpreted in the light of numerous cored boreholes through this sequence in north-east England. This interpretation shows that potash salts in the two cycles are thickest and most consistent in a belt 20 to 40 km wide parallel with and a few kilometres from the present basin margin, and are here generally similar in grade to those known onshore. The potash ores in both cycles are mainly of sylvinite in onshore areas, the layered Upper the Southern North Sea Potash of the fourth cycle being rather less variable but generally of appreciably lower average grade than the Boulby Potash of the third cycle. Potash salts in both cycles are highly variable in thickness and grade in basin centre areas where they have been grossly affected by diapirism of the thick second cycle salts.

This case history really started during the tail end of WWII when two Navy men, both Colorado School of Mines graduates, got together in Washington, DC, while they were assigned to the Office of Navy Petroleum Reserves doing some of the first aerial magnetometer work ever done on a practical oil exploration basis over the offshore area of the Gulf Coast. When separated from Naval Service active duty in 1946, the two men, Walter E. Heinrichs, Jr., and Robert E. Thurmond, tried, unsuccessfully, to form a commercial air magnetometer business. Later they got together again in Jerome, AZ, with Newmont Mining's early geophysical exploration endeavors from 1947 to 1949. Subsequent to the Newmont experience, they jointly proposed a specific mining geophysical exploration and development program to Herbert Hoover, Jr., then president of United Geophysical Co. of Pasadena, CA. Mr. Hoover, in consultation with his father Herbert Hoover and others of his staff at United, particularly Edwin G. Schempf, executive vice president, and Raymond A. Peterson, vice president of research, agreed to establish the proposed program under United's auspices, to be headquartered at Tucson, AZ. The primary objective would be to practically test and develop various mining geophysical methods and techniques while exploring particularly for base metals in the general area of southeast Arizona and southwest New Mexico.

INTRODUCTION In the fall of 1983, the fourth new Rapid Transit System constructed in this country in the last forty years will go into revenue service. The Baltimore Metro will bring to this major Mid-Atlantic seaport the first phase of a planned intermodal transit system, serving a metropolitan area with a population in excess of four million people. Originally, the Mass Transit Administration (MTA) considered construction of a twenty-eight mile system known as Phase 1. Its two lines would run from the center of Baltimore City, one going northwest to Owings Mills and the other south to Anne Arundel County. Legislative approval was granted in April, 1976; however, funding was limited to constructing a segment fewer than eight miles in length, along the northwest corridor from Charles Center to the Baltimore City county line. This segment is known as Section A. The project is 80% federally funded and 20% state funded, with a capital cost estimate of $797,000,000 to complete. This report addresses the development and implementation of a Coordinated Insurance Program for the construction phase of Section A, and includes a description of the associated risk management process. GENERAL DESCRIPTION OF SECTION A Section A of the Baltimore Metro is composed of a rapid transit line eight miles in length which serves the northwest corridor between Charles Center in downtown Baltimore and Reisterstown Plaza at the Baltimore City county boundary. Measurable physical characteristics of placer deposits include geological, geomorphological, sedimentological and mineralogical features which produce the complimentary ingredients with which one can formulate an economic evaluation of these complicated deposits within the confines of a well established geological model. Heavy mineral suite composition and character will change downstream from the provenance area and will compliment the related depositional environment. Careful attention to gold particle characterization during the exploration phase can indicate new source additions, enhance deposit evaluation methods and greatly assist in maximizing metallurgical efficiencies. Failure to recognize and measure these important features very frequently leads to frustrated and unrewarding placer evaluation goals. Increased general acceptance of sedimentology in the gological appraisal of ore bodies has progressed into the science of clastic sedimentalogy using measurable parameters to evaluate minable units. This branch of geology has developed as a tool in locating, defining, and mining alluvial concentrations of valuable heavy minerals. The repeatedly successful application of this valuable tool in conjunction with other classical geological methods can be directly related to the development of a geological model which formulates the distribution of detrital gold. This use of multiple geological techniques permits the transfer of routinely derived data to management. Standardized nomenclature permits the transmission of uniform information thereby promoting credible property evaluation. This approach enables organizations to critically assess large numbers of potential mining targets for definitive feasibility studies. Sedimentology must play an integral role in the evaluation of any alluvial deposit. Recently in Germany, novel artificial humus in combination with water-storing hydrogels has successfully been tested as soil improving material in pot experiments. The novel artificial humus (NOVIHUM®) is derived from lignite through oxidative ammonolysis. The product contains c. 5.5% nitrogen. Using NOVIHUM® as fertiliser, variable amounts of the contained nitrogen are gradually available to the plant, depending on the hydrolysis rates of the different N-compounds. NOVIHUM® is a unique combination of long-term fertiliser and stable humus. The tested hydrogel is a polyacrylate/poly-amide copolymer, which is able to improve the water holding capacity of the soil and to retard significantly desiccation. In May 2000, in Germany (Aue region), an experimental site was set up under extremely difficult growing conditions for trees (Quercus petraea) on a uranium spoil pile of the mining company WISMUT Ltd. The oak plots treated with NOVIHUM® and hydrogel showed increased total increment-values, which mainly are the result of the second growth phase. Obviously, these plants profit from the favourable physical parameters of the substrate and the use of the novel artificial humus as nitrogen source. The oak trees can better use the plant-available NH4-nitrogen released from the artificial humus during the planting year. In Greece, an experiment was set up in December 2000 aiming to the afforestation (Pinus nigra, Abies cephalonica) of a bauxite spoil pile of SILVER & BARYTE ORES MINING Co. S.A., on the Parnassus Mountain. The scope was to demonstrate, that the above soil improving materials are also appropriate for the recultivation of sites under extreme climatic and orographic conditions. The first results revealed, that where NOVIHUM® and hydrogel were combined, plant growth was greater than the average. The one-year results of the experiments fulfil our expectations concerning the application of NOVIHUM® in combination with hydrogel for the afforestation of problematic sites, such as the south-exposed steep slopes of the spoil piles of uranium mining. They may represent the most detrimental sites for afforestation in Europe.

The paper gives an account of the development of a mine health and safety program in China from 1987 to 1996. The project was funded by the United Nations Development Program and managed by the International Labor Office (ILO). The objective was to strengthen the capability of the National Safety Training Center (NSTC), located near Beijing to train more than 2,000 engineers per year, and provide consulting and informational services to 39 safety training centers and coal mines. Presently China has the highest mortality rate in the world for coal mine operations, the greater incidence occurring at the many thousands of small, unlicensed underground mines.

The loading and hauling equipment simulation model was developed to satisfy, the requirements and need of the mining industry in western Canada. It is expected the model will be used to determine the' impact of various combina¬tion of loading and hauling equipment, company policies and maintenance procedures, haulage requirement, to evaluate possibilities, of the use of truck monitoring and dispatch systems, and to access loading and hauling equipment productivities. To evaluate the model, and to access its capabilities in addressing the above requirements, the model was validated. The validation was based on the following: 1. Running the model in-house to evaluate its structure, 2. Running the "test case" by timing models developed elsewhere to compare the results of simulation, 3. Soliciting of model critique from outside agencies, and 4. Comparison of calculated data with real time study data. The presented paper provide overview of the validation processes and summarize" results obtained during comparison and evaluation studies.

In the past, most people have associated gold scams with the sale of non-existent gold mines, an undivided interest in unmined ore or the sale of gold-plated lead bars. These scams are still available to those who want to speculate. Now, though, the mining industry is plagued with a new type of con artist. Many of the new scams involve large, well established mining companies being victimized. Nearly all legitimate mining companies are in search of good mining prospects. This makes them susceptible to modern day con artists. Many professionals from the mining and petrochemical industries are out of work. Some of them have gotten involved with scams or activities that border on the criminal. Mining companies are losing millions of dollars each year to scams. Some of these scams involve venture-capital fraud. Some involve fraudulent mining proposals. And some involve unqualified individuals who are providing services by the precious metals industry. The author estimates that mining scams may be costing precious metals companies as much in dollar losses annually as employee theft. Employee theft is at an all time high, but so are gold scams. Since January of 1990, the au¬thor has been involved in gold theft investigations in which more than $1 million in gold product has been stolen by employees. In the past, most of the gold mine scam operators have concentrated on the general public, which is generally ignorant of basic mining procedures and practices. A scam artist would tell someone from your neighborhood that they have a wonderful underground mine. It produces 62.2 kg/t (2000 oz per st) of gold ore. Your neighbor might think that sounds like a very good investment. Those involved in the mining industry know better.

Over the years since the initial experiments with underground concreting were made in 1956, attesting to cope with the ground weight and pressure encountered in the development of a large-scale underground block caving system, the use of monolithic concrete linings has grown to include most of the primary development in the, mining area. Although the development cost of concrete linings is higher than either timber or steel-supported openings, the repair and maintenance costs are substantially lower, making concrete the most economical means of ground support. Other advantages are also apparent, in that concrete provides superior fireproofing, better ventilation, and a safer, cleaner working place.

The purpose of this paper is to make a comparative cost analysis of domestic and foreign exploration projects which developed into mines during the 1960-1974 time period. A total of 18 mining companies, American and Canadian, were approached to solicit cost data on domestic and foreign exploration projects which developed into mines. Only 20 percent of the companies to which questionnaires were sent made data available. Several companies answered negatively, informing us that they would have difficulty in attempting to sort our costs. Some companies were usable to release cost details. It is comforting, however, to realize that some of the non-contributing companies expressed eagerness to hear the findings of this paper. Inasmuch as the data available on exploration expenditures is, in some cases, somewhat uncertain and that no two mining companies follow the same system of cost allocations, the results obtained in this analysis should he interpreted as trends of a general character.

In 1987, LAC Minerals (USA), Inc. conducted a high resolution helicopter electromagnetic (EM) and magnetic geophysical survey on the Ortiz Mine Grant, New Mexico. The primary purpose of this survey was to assist in geologic mapping of a major structural zone, the Tijeras-Canoncito Fault System (TCFS). This structure is a very important ore- controlling feature in the area. Geophysical signatures over known deposits was a secondary goal of the survey, but direct detection of mineralization was not anticipated. The TCFS was revealed to be a complex, branching and anastomosing system of faults which locally form the bounding structures of a graben. The geophysical survey guided subsequent geologic mapping by redirecting field investigations, and geophysically redefining some features which previously had been only partly defined.

Discussion by R.J. Pindred In his paper, Davis presents an overview of risk. He also introduces the Capital Asset Processing Model (CAPM) as a foundation for selecting the appropriate discount rate for a mining project. While applying portfolio theory is more defensible than the ad hoc adjustment of discount rates, the CAPM is not a panacea. CAPM shortcomings [The CAPM, as Davis stated, is expressed in the equation: ri=rf+pi4) where ri is the project discount rate rf is the risk free interest rate (3i is the project beta, and 0 is the market risk premium (rm - rf)] Application of the CAPM is more difficult than Davis indicates. Valuation is prospective, while the CAPM parameters are historical. Beta is determined from a regression analysis of historical data, while the beta needed for valuation is the expected beta. Betas are known to be unstable and the regressions that generate them often have low explanatory power. The difficulty of estimating a "project" beta must also be considered. Thus, the beta that is used in the CAPM will be based on the analyst's judgment. Like Cavender's discount rate, this judgment can lead to different project NPVs. Subjectivity in valuation cannot be avoided by a mechanical application of the CAPM. The risk-free rate, which Davis identifies as a short-term real rate of 4%, is also subject to scrutiny. A mining project is not a short-term investment and no single risk-free rate is appropriate for all of the cash flows. The hypothetical mine discussed in Cavender's paper is a six-year project. One might argue for the application of a risk-free rate from the Treasury yield curve at the duration of the project (in a bond-duration sense). This, too, is inappropriate. The risk-free rate should be matched to the timing of the cash flow. These rates can be determined by calculating the implied forward rates from the yield curve using a procedure known as "bootstrapping." It is likely that each of the project's cash flows would be discounted at a different rate. Commodity prices Davis criticizes the "ad hoc adjustment to the discount rate." Yet, in his discussion of the value of stochastic simulation, he suggests that the gold price be modeled as a "random walk, with or without a trend." This is essentially an arbitrary modeling of price risk. Consider that a liquid market in gold futures exists. The futures' price curve, which is closely related to the market's estimate of future spot gold prices, should be used to provide inputs to the model. This is especially true of a relatively short six-year project. Alternatively, as Davis correctly points out, a risk-averse investor can sell the commodity short to hedge price risk. Is it any more correct, in the portfolio sense, to account for price risk at all ?? Davis Pindred discusses two issues related to my paper, the shortcomings of the Capital Asset Pricing Model (CAPM) and which commodity price values to use in the valuation exercise. Even though these topics are not directly related to the use or misuse of Monte Carlo simulation, they are important points to take into consideration in valuation exercises. Since I do not appear to have addressed these issues satisfactorily in my original paper, I will comment on each here. Pindred agrees with me that applying portfolio theory, and specifically the CAPM, to the selection of project discount rates is more defensible than ad hoc methods. But he then points out that the application of the CAPM to project valuation is more difficult that I indicate. It is true that the CAPM is a difficult tool for project valuation in general,. But the application of the CAPM to mining projects is one of the easiest I can think of. The biggest problem with using the CAPM for project valuation is coming up with an expected project beta. I suggest a project beta for gold projects of 0.45. The "true" value might be 0.35, 0.55 or whatever. Pindred correctly notes that the selection of the appropriate project beta is based

The Steeple Rock district in New Mexico is a major epithermal gold-silver district that exhibits district zoning. Five types of ore deposits occur within the district: •base-metal veins (with gold and silver) form the center of the district and occur along the Carlisle fault, •gold-silver veins along northwest-trending faults and outward from the base-metal veins, •copper-silver veins along the margins of the district, •fluorite veins along the margins of the district, and •manganese veins along the margins of the district. Areas of older acid-sulfate alteration occur throughout the district and also exhibit the following zoning: massive silica/chert zone (inner), silicified zone and clay zone (outer). This alteration overlies regional alkali-chloride (propylitic to argillic to sericitic) alteration. Synthesis of available data suggests the acid-sulfate alteration is related to a shallow, but older, epithermal hot-springs system. Subsequently, younger epithermal veins formed along faults.

The Metropolitan Washington Airports Authority (Authority) has undertaken a tremendous expansion of Washington Dulles International Airport in Fairfax, Virginia, including upgrading passenger transportation between concourses. The first stage of this expansion envisioned a shallow cut-and-cover pedestrian tunnel between the Main Terminal and Concourse B with associated vertical circulation structures. At the beginning of the design contract, the Authority’s consulting team of Earth Tech, formerly Kaiser Engineers, and the Dr. G. Sauer Corporation compared the cost and disruption of constructing the tunnel as a cut-and-cover structure to mining the tunnel using the New Austrian Tunneling Method (NATM). Upon review, the Authority endorsed the latter method.

Rio Tinto's Kennecott Bingham Canyon Mine is one of the largest open pit copper mines in the world. In 1988 they completed a $400 million project using a conveying system to transfer the ore from an in-pit crusher to the concentrator. The longest conveyor, C-6, was 17,352ft long and ran in a tunnel through the mountain-side to the concentrator. The belt was removed after 14+ years after carrying 700 million tons of 10 minus ore. The paper discusses the original G6 belt's performance and new splicing methods used to achieve a 60% dynamic splice efficiency on the replacement belt.

The value of exported nonenergy minerals from the less-developed countries has increased substantially between 1970 and 1985, but their market share relative to world exports has remained stagnant. Of the top twenty minerals exporters, only four are developing countries. Production capacity in the developing countries is shown to be less sensitive to demand downturns than capacity in the developed countries. Two approaches to the management of cyclical minerals demand are given using examples from India and Papua New Guinea. The authors conclude that pro¬tective policies implemented by developing nations have, barring a few exceptions, relatively little impact on the chronic nonfuel minerals oversupply problem.

The design of an underground mining operation requires the integration of transportation, ventilation, ground control, and mining methods to form a system which provides the highest possible degree of safety for mine personnel; the lowest cost per ton of product; the most suitable quality of final product, considering its intended use; the maximum percent recovery of the reserve, consistent with cost and subsidence rights; and the minimum disturbance to the environment. The selection of mining method is generally the controlling factor in overall mine design. Some important considerations in the choice of mining method are : 1) Depth of cover over the coal seam. 2) Strength and thickness of rock strata in the overburden. 3) Characteristics of the coal seam, including thickness, nature and location of impurities or irregularities, dip (or pitch), nature and direction of cleavage, hardness, and structural strength of the coal. 4) Nature and strength of the immediate roof (top) over the coal seam. 5) Nature and strength of the floor (bottom) under the coal seam. 6) Presence and amount of explosive gas (methane). 7) Quantity of water likely to be encountered in the mining operation. 8) Any previous or concurrent mining in seams above or below the coal seam to be worked. 9) Any restrictions on recovery required for subsidence control. Topographical and geological reports and maps of the area are usually available from state and federal geological surveys, and contain excellent general information to guide more detailed investigations. Exploratory drilling, and the plotting and analysis of the information thus obtained, are essential steps in any development program, and aid in the correlation and evaluation of information gained by other means. Other good sources of information are operating coal mines that may be in the same seam in nearby properties. Such mines may indicate in advance much about roof control, drainage, ventilation, and other mining problems.

P.T. Freeport Indonesia operates a mining complex located in the highlands of West Papua, Indonesia. Present production from PTFI’s DOZ Underground Block Cave Mine is approximately 40 thousand tonnes per day (ktpd). This paper describes the design process and recommended ventilation infrastructure necessary to expand the DOZ Mine reserves and to increase sustained daily production above 50 ktpd. The enlarged footprint will feature longer production panels of up to 650 m in length, more active draw points, a second large gyratory crusher, and additional men and mobile equipment. The increased ventilation capacity will be achieved through the development of new, dedicated ventilation drifts, and primary Underground exhaust fans.

Various geophysical tools have been tested over the last eight years to evaluate their usefulness in defining damaged rock zones in an underground facility at the WIPP site in New Mexico. These tools include direct current and frequency domain electrical methods and seismic tomography. The electrical measurements show a "drying rind" to exist around older excavations. Seismic tomography confirms that a rind of lower velocity has developed along walls. In combining these tools, a monitoring program has been proposed to observe long-term changes in bedded salt. Results from the monitoring of electrical data over a 2-year time period illustrate the applicability of the technique in an underground environment.
