Coal production in the in the Powder River Basin began its tremendous expansion during the boom of the mid-1970s. New mines were opened from 1976 through the early 1980s. This expansion soon placed Wyoming at the top of the list of coal producing states, where it has since remained. Mines are operated by large companies, with safety and production having equal priority. These mines have been some of the safest ever in the coal industry. Many Sentinels of Safety Awards have gone to them. Safety programs are varied, but there are commonalities. Mine safety at Wyodak Extra training is required of all supervisors. The company offers to pay for any additional first-aid training that employees participate in. Safety departments conduct weekly safety talks. All employees receive the monthly magazine Family Safety and Health compliments of Wyodak. Electricians receive extra training on electric wheel motors, from General Electric. Equipment operators receive extra training from Dresser.

FOREWORD This paper is based on the authors' experience gained in the environmental assessment of major uranium projects in the former Department of Science and the Environment and Department of Home Affairs and Environment of the Australian Government. The views expressed in the paper are those of the authors alone and not the Australian Government or Dames & Moore. INTRODUCTION Uranium has been mined in Australia since 1954. A number of small scale mining and milling operations were active in the Northern Territory, in South Australia and in Queensland in the late fifties and early sixties. However, in the late sixties there was an increase in exploration activities in the expectation of an upsurge in world demand for uranium Substantial new resources were delineated in the Northern Territory, Queensland, South Australia and Western Australia. The most significant deposits were located in the Northern Territory, in what is called the Alligator Rivers Region located approximately 200 km east of Darwin. The Region is in the latitude of 13° South and thus lies within the Australian tropics (Figure 1). It consists of approximately 2.3 million hectares of natural wilderness containing much spectacular and attractive scenery. The area is noted for its abundant wildlife, particularly the waterbirds that gather on the flood-plains. Much of the vegetation is diverse and interesting. The Aboriginal population still maintains elements of the traditional way of life, and the spectacular Arnhem Land escarpment contains many of the best surviving examples of Aboriginal rock art. Numerous rich archaeological sites provide evidence of continuous human habitation for tens of thousands of years. Climatically, the Region is of the tropical monsoon type with a dry season from may to September and a "wet" from November to March. High intensity short period rainfall is characteristic, and the average annual precipitation is in the order of 1 350 mm. The monthly mean temperature ranges from 25° to 30°C throughout the year. The development of regulatory controls on uranium mining in the Alligator Rivers Region has been affected by the political status of the Northern Territory. While Australia is a federation, established as an independent self-governing country in 1901, it was not until 1978 that the Northern Territory became to any real extent self-governing. Prior to 1978, the Territory was administered through a special department of the Commonwealth (ie. the Federal Government). Under the Northern Territory (Self Government) Act 1978, administrative powers similar to those possessed by the Governments of the six founding Australian states were provided to the Territory Government. However, the Commonwealth government did not transfer to the Territory all such powers and functions, and in particular there has been, since 1978, a dual role for the Commonwealth and Territory Governments in the regulation of uranium development. Details of this role are provided later in this paper. RANGER URANIUM INQUIRY By 1973, major deposits had been discovered in the Alligator Rivers Region at Nabarlek, Ranger, Koongarra and Jabiluka. The estimated reserves and mine life expectancy of these deposits are given in Table I. Other radioactive anomalies have also been identified in the area but, as yet, they have not been delineated or evaluated. [ ] In 1974, an agreement was signed between the Commonwealth Government and Peko Mines Limited and the Electrolytic Zinc Company of Australia Limited for the joint development of the Ranger deposit. In July 1975, the Government announced a Commission of Inquiry under the provisions of the Commonwealth Environment Protection (Impact of Proposals) Act 1974, into the proposed Ranger development. The inquiry was known as the Ranger Uranium Environmental Inquiry or more commonly, the Fox Inquiry after the presiding Commissioner, Mr Justice Fox.

A series of batch flotation tests was performed on chalcopyrite-quartzite, pyrrhotite-quartzite, and on chalcopyrite-pyrrhotite-quartzite mixtures. Pulp potential measurements in the flotation tests of single sulfide minerals indicated that each sulfide mineral had its own optimum potential range for flotation. When these results were used to select the potential ranges for the separation of the two minerals from their mixture, their flotation responses changed and the selectivity of separation was adversely affected. A possible mechanism involving surface alteration through galvanic interaction is discussed. A method to improve the selectivity of flotation separation was proposed.

Raman Spectroscopy has become increasingly popular as a method to rapidly identify and characterize minerals, gem stones and other inorganic materials. Raman spectroscopy provides valuable information about the chemical bonds and structure of materials. In fact, the peak locations and intensities observed in a Raman spectrum can often be used to confirm the presence or absence of particular species in a sample. Some modern Raman spectrometers have been designed to analyze samples less than a micron in size while others are designed to rapidly screen bulk material with no sample preparation. Recent advances in software and automated instrument control have greatly reduced the complexity of Raman spectral analysis and provide an easy-to-use tool for analyzing minerals. We will describe the application of several multivariate statistical analysis techniques that have been developed to make use of the spectral libraries. In these techniques the spectrum is treated as a vector and sophisticated mathematical techniques are used to determine which spectral representations in the reference library best match the spectrum from the sample. The DXR Raman microscope was used to 1) Identify minerals by spectral searching, 2) Identifying several species in a sample using multi-component analysis 3) Mapping different species in an aggregate sample and 4) identifying inclusions in a sample.

The basic principal in the ISL process involves the recovery of metal values by moving fluids through rock instead of moving rock. The process combines surface and sub-surface operations, with the economic performance controlled by four major factors; rates of fluid injection and production from wells; the rate of mineral solubilization; the volume of rock swept by the fluid; and the volume of solution processed through the system. This paper discusses various technical and economic parameters affecting these four factors and how they impact project costs.

The xanthate adsorption mechanism on pyrite was investigated with an emphasis on solubility studies. Additionally, adsorption studies, Eh and infrared spectrophotometer measurements were performed. Pyrite floats at pH levels between 3 and 6 using ethyl and amyl xanthates with a maximum at pH 4. The solubility of pyrite in the absence and presence of xanthate was investigated in detail with respect to pH and conditioning time. Experimental results showed that the solubility of pyrite increases from 60 to 120 ppm (10-3 to 2x10-3 mol/ L) in the presence of xanthate at pH 3. Fourier transform infrared (FTIR) spectra of ferric xanthate, dixanthogen and pyrite conditioned with xanthate indicated that dixanthogen is the only species that can be determined on the pyrite surface. Adsorption tests showed that the highest level of xanthate adsorption was in the acidic range; yet higher adsorption densities were detected in neutral solutions compared to alkaline conditions. Electrochemical data suggest that the doubling of the iron concentration is due to the reduction of ferric ion to ferrous by xanthate while xanthate is oxidized to dixanthogen. Dixanthogen formation together with the hydrophobic iron hydroxy-xanthate complex on the surface is proposed to be responsible for pyrite flotation. Fifteen samples of chert from seven localities in Ohio were tested for potential durability and reactivity in concrete. The tests determined are porosity, pore-size distribution, relative degree crystallinity, specific surface area, and degree of dissolution according to the ASTM C289-71, Potential Reactivity of Aggregates, Chemical Methods. The results of these tests were compared with petrographic, electron optical, physical-chemical, and engineering properties of the chert samples. Based on these tests, the important properties that affect the durability and reactivity of chert in concrete were observed to be: (1) porosity, (2) pore-size distribution or pore spectra, (3) relative degree of crystallinity, (4) grain size, (5) specific surface area, (6) impurities, and (7) amount and species of quartz present-all of which are functions of original composition, time (geologic age), depth of burial, tectonics, and diagenesis. Preliminary results of this study indicated that the geologic history and physical-chemical properties of chert vary from one sample to another, and any one or combination of these parameters affect the performance of the chert in concrete. These complex interrelationships are difficult to ascertain; if the performance of the chert in concrete is to be predicted, it is necessary to study in detail this enigmatic material.

The basic transportation planning process consists of: 1. Inventories and analyses of existing conditions. 2. Estimates of future growth. 3. Determination of future travel demand. 4. Testing alternative systems to satisfy future travel demand. The many modeling techniques used in the transportation planning process are well known, commonly accepted, and thoroughly described in readily available literature. This paper will concentrate on the fourth step of the planning process, specifically the development of alternative systems for testing, and will discuss some of the factors which should be considered during the development of alternative systems. There are many factors which require consideration and which have a bearing on the configuration of alternative test systems. These comments will be limited to the influence of geographic, demographic, geologic, and economic factors. Although addressed separately, the four are to a great extent related and have a significant effect on each other. The objective of examining these factors during the early phases of system planning is to assure that more detailed corridor studies will not be stymied by considerations which could have been anticipated and accommodated at an earlier time. An evaluation was performed on a district recirculation system at a trona mine in Granger, WY. A 1.52 m-diam (5 ft-diam), 37.3-kW (50-hp) vane axial fan was installed in a crosscut between the intake and return airways and recirculated about 31.4 m3/s (66,578 cfm) of air back into the intake. This amounted to a recirculation factor of about 20% of the return air. This air was part of the primary ventilation to three different continuous miner sections at operating distances of between 610 m (2000 ft) and 1829,m (6000 ft) from the recirculation fan. The mine environment was constantly monitored for respirable dust, methane and carbon monoxide in the operating sections and in the main intake and return entries. In addition, air samples were taken with and without the recirculation system during the evaluation and analyzed using gas chromatography. The results of this study showed only small increases in dust, while all other mine contaminants remained at such low levels that it was impossible to determine any relative changes from the recirculation system. Because of this, a brief SF6 tracer gas analysis study was subsequently performed to more precisely determine an increase in a mine contaminant with the recirculation system.

Like Jerry, he's very shy and retiring, and doesn't have any strong opinions about maintenance. INTRODUCTION CRAIG AMMAR: The ultimate goal behind implementing a proactive equipment management process is to provide capacity assurance and ultimately increase an organization's ability to generate revenue while reducing operating costs. Targeting such lofty objectives has brought many an organization to its knees, utilizing new maintenance techniques, concepts, and technology aimed at making our lives better and more organized. The root cause of such frustration generally stems from a lack of understanding or support for the fundamentals of implementing a proactive equipment management process. There are just two types of maintenance programs, reactive and proactive. It's an established fact that you need a little of both to run an effective equipment management process, obviously more of one (proactive) than the other. Here are some telltale signs that your equipment management process is in trouble: -Maintenance is performed as a knee jerk reaction when equipment fails. -Repeated and frequent equipment failures occur, with no focus on eliminating the root cause. -Sketchy, inconsistent, unclear preventive maintenance is performed or there is no support for the preventive maintenance process. -No predictive maintenance technology process is in place, or little support for predictive maintenance exists. -Less than 50 percent of your work is generated by the maintenance group resulting from inspections.

Predicting when and at what rate seepage will occur from waste-rock facilities is becoming an integral part of permitting and closure at mines situated in dry climates. Such predictions require development of a conceptual framework that accurately describes how water will percolate through a waste-rock facility. Also needed is a detailed hydrological characterization of the waste-rock facility, including measurement of the hydraulic properties of the waste rock and any potential cover materials. This paper presents a conceptual framework describing unsaturated water flow in a waste-rock facility and describes methods for characterizing the hydrology of a waste-rock facility in a dry climate. The methods are designed to collect site-specific data to support accurate and defensible predictions of long-term seepage rates.

The ever increasing price of bulk commodities forces buyers and sellers in world markets to take a more careful look at methods for obtain¬ing accurate accounting of commodity trans¬actions in commerce and material utilization in processes. Depending upon the application of a sampling and weighing system or the use intended, inaccuracies can result in an eco¬nomic loss of income or a loss in quality of the process. It inevitably results in a loss of control of ones costs. The accuracy of samp¬ling and weighing systems is today extremely important, as they are recognized to be the key components of the overall management system designed to provide both quantitative and qualitative control. This paper will be confined to the weighing systems only and will deal with various as¬pects of system design, calibration and opera¬tions. Special emphasis will be placed on new developments and requirements in this field.

The removal and stability of arsenic over a wide pH range (3.0-10.0) from synthetic solutions and industrial waste effluents (including mining waste tailing slurry) can be accomplished with addition of impure lanthanum chloride alone or in conjunction with ferric sulfate. The long term stability of these correspond­ing precipitated compounds is critical from the disposal stand­point. In this paper test results of this new process for arsenic removal and stabilization from the above mentioned systems are presented. Also, precipitated arsenic compounds (lanthanum arsenate, lanthanum-ferric arsenate, ferric-lanthanum arsenate and ferric arsenate) from synthetic solutions have been charac­terized. The characterization technique used was XRD. XRD patterns which shows that the lanthanum arsenate and lan­thanum-ferric arsenate formed in acidic and alkaline pH at room temperature are crystalline. On the contrary, ferric arsenate and ferric-lanthanum arsenate compounds formed under the same conditions as lanthanum arsenate were amorphous.

This paper summarizes environmental compliance and related issues associated with underground construction and tunneling operations, whether new work or rehabilitation. Underground construction and tunneling operations have (in most cases) both an underground and surface component. Since many of the major tunneling projects occur in urban areas, often is areas inhabited for several decades or centuries, environmental problems may already exist in a project area, though that may not yet have been formally recognized. Large projects often attract more than their fair share of regulator attention. This paper addresses the issues with the greatest potential to be encountered by underground constructors, with the emphasis on minimizing contractor liabilities, both in the short- and long-term. Minimizing contractor liability begins with understanding bid documents, contract provisions and necessary means of protection, and carries through project execution by responsible control of hazardous materials, avoidance of media contamination, proper waste disposition, as well as compliance with other environmental requirements.

Technical and managerial innovations in the minerals industry have allowed continuing mining activities in the United States, and elsewhere, as gold orebody quality has diminished or has become more refractory. Of course, world markets, permitting requirements, and political processes also have created a need for innovative practices that contribute to the survival of the mineral industry. The gold industry has been transformed, during the past approximately 40 years, from a predominantly underground mining and milling type of exploitation and extraction to the large-scale, relatively low-grade type of extraction that is common in the United States today. Indeed, with the introduction of gold heap-leaching technology and the development of mines that produce from large, relatively low-grade gold orebodies in the western United States, a "new" industry was born and continues to prosper today. It is worthwhile noting, however, that Dobra (1997) has reported that one of the major trends in the North American gold industry is a movement back toward underground developments.

Not too long ago a mill superintendent, when asked where his tailings were being disposed, could simply shrug his shoulders and point to the open end of the thickener discharge pipe. This “out of sight, out of mind” approach to tailings disposal is a practice of the past. Today there are very few planned hardrock or energy-related mining facilities where tailings disposal has not been identified as the major area of impact and controversy. In fact, development of some ore bodies has been stymied altogether by lack of suitable sites or methods for tailings disposal. The bottom- Iine result is that tailings disposal often controls the permitting lead time and has a significant influence on construction cost (up to 2070 in some cases) of new minemill complexes. The following article, the first in a series of three, explores technical background and historical perspectives on siting and design of tailings impoundment facilities.

The mining industry uses a large amount of electric power. Their equipment is subject to extreme environmental conditions and mechanical shock. A significant number of electrical accidents are a result of improperly grounded electrical equipment. Federal regulations require the safety ground bed resistance to be measured once a year or after modifications. Most commercially available instruments used to measure the ground bed resistance require the ground conductor to be disconnected and the power system disconnected for safety reasons. The "fall of potential1' method requires auxiliary ground rods and approximately two hours to complete the test. Although a new instrument was initially thought to measure the ground bed resistance immediately without isolating the ground bed, field tests have shown this method is not accurate. In some cases, a continuous measurement of the ground resistance is desired. A monitor has been developed and is presently being evaluated at several mines. These installations will be discussed.

Constantly increasing demand for energy materials and metal ores brought about tremendous progress in mining techniques which are characterised by a high degree of mechanization and concentration of works. One of the recent trends in underground mining mechanization is connected with an application of heavy machines with diesel engines [l],[2]. The introduction of diesel engines in mining all over world caused not only improvement in economic conditions but also the necessity to prevent contamination of air in the mine by toxic agents in diesel exhaust emissions. A generally used way of eliminating exhaust gases is proper ventilation of the cross cut by means of providing permanent exchange of air that would guarantee in every point of the cross cut and in every moment the decay in concentration of exhaust gases beyond threshold limit [3][4][5][6][7][8][9][10]. The present paper is an attempt to define a mathematical model describing the changes of concentration in cross cut face to which fresh air is distributed by ventilators and tubes in a forcing way. Obtained model should offer its practical adaptability to engineering calculation of the amount of fresh air needed for diluting and eliminating exhaust gases beyond threshold limit. Justness of these models has been confirmed by investigation of the growth of nitrogen dioxide concentration in air environment in some cross cut faces of Kiirunavaara iron ore mine in Kiruna (Sweden).

The public relations problems of users of explosives have greatly increased within the past few years. One reason is that explosives and blasting agents are being consumed in increasing quantities. The principal reason, however, is that more people have become physically affected by blasting. Mines, quarries, and construction sites that were formerly in relatively remote locations now find themselves near congested areas. New express traffic ways being constructed to connect the suburbs with downtown areas are being built through the middle of long-established business and residential neighborhoods. The public becomes aware of blasting by two physical sensations-vibration and noise. Vibrations are usually so slight as to be negligible, and in most cases the only sensation noted is noise. The reduction of vibrations to this low level has been primarily achieved by the use of blasting practices and explosive products recommended by vibration engineers based on seismograph recordings. Unfortunately, very little scientific attention was given to the accompanying physical sensation-noise.
