Total bound moisture (TBM) is a typical quality indicator of industrial-grade gypsum. This gypsum is comprised of three distinct phases, namely anhydrite, dihydrate, and hemihydrate, of which only the latter is of much industrial use. TBM analysis is a lengthy laboratory procedure, and an artificial neural network (ANN) TBM inference measurement is proposed as a fast and online alternative. An ANN inference model for gypsum TBM based on plant data was developed. The inputs to the network were primarily focused on the plant's calciner, and different network topologies, data divisions, and transfer functions were investigated. Furthermore, the applicability of the TBM value as a quality indicator was investigated based on a gypsum phase analysis. A strong correlation between TBM and the gypsum hemihydrate and anhydrite content was found, validating the plant target TBM of 5.8% as a quality indicator. A network topology consisting of one hidden layer with logarithmic-sigmoid (logsig) and pure linear (purelin) transfer functions showed the best performance (R > 90%).

Tribo-electrostatic separation is a promising method for effectively utiliing low-grade magnesite resources by removing quartz and improving the grade of magnesite. To determine the chargeto- mass ratios of pure magnesite and quartz, a triboelectric measurement system was employed, and a laboratory tribo-electrostatic separation system was used to separate low-grade magnesite. The results showed that the maximum difference in charge-to-mass ratio between pure magnesite and quartz particles was observed after friction with polyvinyl chloride. The grade and recovery of magnesite increased with temperature and initially increased with increasing voltage, feed rate, and air flowrate before gradually decreasing. The optimal conditions resulted in a concentrate with 46.91% MgO content and 77.36% recovery, while the quartz content decreased from 7.02% to 1.95%. These experimental results demonstrate the effectiveness and potential of tribo-electrostatic separation in removing quartz and upgrading magnesite.

This paper develops the themes explained at the previous SAIMM Platinum conference by Whittle and Burks1. Optimization techniques can be used to significantly increase the value of mining businesses by enabling better long- term planning decisions. Open pit and underground mine design, mine scheduling, cut-off grade and blending, stockpiling, and the linking of these to flexible elements of the metallurgical recovery processes are all evaluated together. Transport or sale of intermediate products and the requirements of the product metal markets can also be considered. Experience shows that net present value (NPV) can potentially be increased by 5-35 per cent or more, usually even before the expenditure of significant amounts of project capital. The case studies presented include: ? An existing operation with multiple open pits and PGM concentrators linked to offsite downstream processing facilities, and with infrastructure constraints for which the scheduling of current operations and the potential for expansion were investigated ? An existing operation with an integrated portfolio of mines, concentrators, smelter and refinery, for which the various possible sources of ore for processing were prioritized to match the downstream process plant constraints and the product markets ? An underground operation in Zimbabwe for which the optimum mining width was calculated and expansion plans were evaluated ? An underground mine with many separate mining sections, for which a revised schedule was developed aiming to keep the shaft system and processing plant at capacity with the highest net value material available at any time throughout the life of mine. In the concluding section of the paper, a few brief notes are included suggesting how the strategic recommendations from enterprise optimization studies may be implemented by the Owner?s team.

A partial shaft pillar extraction project was embarked on at a mine in the West Wits mining region in South Africa. Prior to the extraction, a rock engineering assessment was conducted with the main objective being to establish which areas of the shaft pillar could be extracted without unduly affecting the stability of major infrastructure within the shaft pillar. Standard numerical modelling methods were used to conduct this assessment and several areas were identified for extraction. However, during the extraction process, it was found that the infrastructure was affected more than was originally predicted by linear elastic modelling. In addition to this, several large events resulted in far more large aftershocks than would normally be predicted. In order to gain an understanding of this phenomenon, seismic data was integrated with numerical modelling as follows: > The seismic data in the form of displacements was integrated in 3D space within the model to assess the effect of static stress changes associated with seismic activity > Data from large events was integrated onto specific structures, where displacements associated with large events were integrated onto the plane of structure in question. This paper describes the methodology and results obtained from each of the above processes and include insights into the mining process that were previously unfathomable using standard linear elastic numerical modelling. The way forward for this rock engineering assessment of partial shaft pillar extraction is also discussed.

Zincor uses O2 enrichment (up to 26% O2 in the fluidizing air) to increase the processing rate of zinc concentrates in the fluidized bed roasters. The aim of this study is to determine whether O2 enrichment can be reduced by introducing micro-pelletized concentrate into the feed blend, while maintaining current roaster feed rates and calcine quality. It was found that, with a load of 20% micro-pellets introduced into the feed blend, that O2 enrichment could be reduced by 60%. It was determined that entrained particles spend on average between 0.46 hour and 2.44 hour in the roaster, compared to particles remaining between 3.93 hour and 4.00 hour in the bed overflow. This compares well with a radioactive tracer test performed by Spira. The required reaction time for micro-pellets was found to be less than the residence time inside a Zincor roaster. The result achieved indicated that the average particle residence time inside the roaster was increased successfully in order to compensate for the longer reaction time required to roast micro-pellets at lower levels of O2 in the fluidizing air.

Nowadays the development of automatic on-line sampling systems has enabled large amounts of data to be available to plant managers. These data are inevitably prone to random and sometimes systematic errors. Data reconciliation methods are used to deal with random errors. In these methods, the measured data are adjusted in accordance to their error, so that the mass conservation law is satisfied at the same time. Measured data may also contain systematic errors, using these data in mass balancing software will result in inaccurate or even irrational results. In this paper three methods for detecting systematic errors (global test, node constraint test and maximum power constraint test) were presented. A step by step method to locate the systematic errors was demonstrated. Then, the new version of Movazen©, a mass balancing software, was introduced and used to locate systematic errors in the measurements taken from the Sarcheshmeh pilot plant copper flotation circuit. Chemical assays collected from blast holes have the potential to greatly improve the local accuracy of grade models. Assays must be assigned to the correct domain or they will introduce errors. Boundary surfaces created from the widely spaced exploration holes (~50m) do not provide sufficient resolution to correctly delineate domain boundaries between closely spaced (3-5m) blast holes. This paper demonstrates a probabilistic method for classifying production blast holes near domain boundaries. Gaussian processes models are applied to identify the assays and assay ratios most suited to distinguishing particular domains. These models are combined with the exploration based surfaces to classify the blast holes that can be confidently assigned to a particular domain. A reiterative method is used, where information from the blast holes closest to the exploration holes is used to label blast holes further away. This is tested on two domain boundaries in a banded iron formation-hosted iron ore mine.

The ?AMIRA Metal Accounting Project? had its origin in a workshop held in Cape Town on 1 August 2001, with the title ?Challenges in Metal Accounting and Information Management?, which was organised by the Western Cape Branch of the South African Institute of Mining and Metallurgy. This workshop identified the lack of an accepted set of standard procedures for metallurgical accounting as an industry-wide problem. Discussions which followed this workshop led to the initiation of the AMIRA Project P754, ?Improving Metal Accounting?, in 2003. The primary objective of the project was to provide tools for improving the auditability and transparency of metal accounting from mine to product and to facilitate good corporate governance. The planned deliverables of the project were a series of research projects into aspects of metal balancing in different types of metallurgical operations, a Code of Practice on Metal Accounting, and a textbook on the subject which could serve as a guide for metal accounting practitioners and students studying the topic. An additional planned deliverable was the provision of a new variety of professional experts in metal accounting, through successful completion of the research projects. Researchers were engaged at the Universities of Cape Town, Queensland and Stellenbosch and the project was sponsored by five mining companies, including three of the largest global mining groups. Research Program Eight research projects were undertaken as part of the P754 project and these are described briefly here to indicate the scope of the project. University of Cape Town ?Development of a methodology for measurement network design for metallurgical accounting at Namakwa Sands?. This project was based on the Namakwa Sands Separation Plant, with a data rich environment, and involved the investigation of measurement network design through the use of heuristics and the analysis of complex processing circuits. An industry-wide survey of current practice to facilitate the development of an expert system for plant accounting measurements was carried out. ?Metallurgical accounting design at the Waterval UG-2 Concentrator?. The objective of this project is to develop a model for predicting metal recoveries from the different components of a blended ore feed to a plant. ?Optimal measurement network design for metallurgical accounting at Zincor?. This project provided a hydrometallurgical test case for the design and evaluation of a semi-automated optimal measurement network. I had the good fortune to attend the above Conference which was held in Kanpur, India, on 11-15 December, 1995. The Conference was held in honour of Professor P.C. Kapur of the Indian Institute of Technology in Kanpur. Professor Kapur was one of the early students of legendary teacher and researcher of mineral beneficiation, Professor Doug Fuerstenau of the Department of Materials Science and Engineering at the University of California at Berkeley. I have attended my fair share of international conferences and this one certainly rated at the top of the list on several counts. With an open-hearted hospitality which one might almost take for granted once you have spent some time in India, the organizers of the Conference looked after every need of their guests, including breakfast and transport to and from the conference centre, wonderful traditional lunches and dinners and outstanding entertainment in the evenings. The papers were generally of a high standard, and debate flowed enthusiastically and freely. Several international guests delivered seminal papers in their fields as discussed below.

Back-analysis of two mining-induced tremors in 2011 was used to determine a modelling criterion for the entire Klerksdorp Goldfield (i.e., Vaal Reefs region). At that time, most mining operations in the region were owned by AngloGold Ashanti (AGA) and shared many geotechnical similarities. By 2018 AGA had sold off all its Klerksdorp operations to different mining companies, which continued applying the 2011 modelling criterion. As mining activities became more remote, scattered, and isolated, the extraction of isolated blocks of ground and remnants became increasingly necessary. However, the inherited criterion allowed only minimal or no mining activities at these areas. Keeping in mind that safety is the overriding consideration, an innovative numerical modelling approach, which includes the application of peak particle velocity designs, was developed to provide practitioners in the Klerksdorp Goldfield with a suitable criterion to justifiably and safely mine isolated blocks of ground and remnants. This would not always be possible if a conformist approach was used.

Most Australian longwall coal mines are currently working coal faces up to nine kilometres from the surface. In the event of a mine emergency walking this sort of distance wearing breathing apparatus becomes very difficult if not impossible. Self-rescue continues to remain the focus of mines rescue in Australian coal mines and this paper describes a vehicle modification which will improve the chances of a miner rescuing himself. Existing mine personnel transport vehicles are not designed to operate in some types of atmospheres that may be present following a mine fire or explosion event. An Australian Coal Association Research program (ACARP) funded research project recently completed in Australia has developed a specification for a vehicle that is able to operate safely in some types of post emergency atmospheres. During the course of this investigation, diesel and electric vehicles were examined prior to making a final decision on vehicle suitability. Based on the fact that there are already some 1500 diesel vehicles in use in underground coal mines in Australia it was decided that modifications to existing diesel engines would be the best option. This presentation will outline the proposed specification for the vehicle and the reasons behind the decisions that were made with respect to the specification.

Zircon is a naturally occurring silicate of zirconium, which is used in large quantities (~1 million tonnes per annum) for its refractory properties and its extreme chemical inertness. All zircons contain uranium and thorium bound into the crystal lattice, generally at levels up to 500 ppm of uranium plus thorium. This paper focuses on one aspect of the zircon industry—the ability to safely transport large quantities of zircon sand. Currently zircon is not classified as a radioactive material for transport purposes. However, this is because of a factor used in the exemption clauses of the IAEA code on safe transport of radioactive materials. The objective of this study was to determine the validity of this factor, and was submitted as part of an IAEA Coordinated Research Project (CRP). The study is based primarily on measured rather than modelled data and covers the transport of large quantities of zircon from producers in South Africa to customers in Europe. Both occupational exposure of workers and exposure of members of the public have been considered. The transport routes studied cover rail, road, ocean-going ship and inland barge transport of unpackaged bulk products. The study showed that the most exposed member of the public would receive 10µSv/annum,while the most exposed worker would receive 144µSv/annum of exposure. It is concluded that these levels are well below all regulatory limits for such activities involving naturally occurring materials. The study also showed that normal operational exposures are higher than those in accident scenarios, a feature which does not occur with higher activity materials. It is further concluded that the study validates the use of the factor of 10 in TS-R-1, as applied to zircon sand. Additionally it is also concluded that the exemption currently applied to the transportation of bulk zircon sand is valid.

The ?Kolwezi Zinc Plant?, in French ?Usines à Zinc de Kolwezi? (UZK), has produced about 910 000 dry metric tons of residues during the hydrometallurgical treatment of calcines from sulphide zinc concentrates. The zinc hydro plant residues contain on average 19.47% Zn, 2.7% Cu, 2.1% Pb, 26.6% Fe, 0.12% Cd, 0.39% As, 157ppm Ag, 447.8 ppm Ga, 475.4 ppm Ge, etc. This material was dumped in five ponds in the vicinity of the plant. The high Fe content in the ore concentrates induced important conversion of some of zinc and copper into ferrites during the roasting process. Those ferrites are very stable compounds, which are difficult to leach with dilute sulphuric acid solution. Therefore, they mainly report to the leaching residues. Hot leaching has been successfully applied to the treatment of zinc hydro plant residues. The method, however, presents the disadvantage of simultaneously dissolving iron(Fe). It is then necessary to remove an important iron quantity from solution prior to zinc and other metals recovery.

Some of the challenges facing the flotation of base metal sulphides are the opening of new and varying ore bodies as well as maintaining essential skills in plants. Flotation reagent research focuses not only on improving flotation grade and recovery, but also on producing reagents robust enough to cope with changes. A group of recently developed co-collectors, activators, depressants and frothers are described together with a summary of results measured on base metal sulphide ores.

"This paper challenges the traditional notion that mine planners need to plan production so as to incur the lowest mining cost. For a given mine configuration, a mine that increases its mining rate will incur increased mining costs. In an environment in which operations are fixated on cost reduction, a proposal that increases costs will not be readily accepted. Such a proposal requires financial justification—the increase in costs might be recuperated by the additional production. This paper evaluates the net present value (NPV) across a range of copper prices for two underground orebodies located at different depths, using a production rate of 300 kt per quarter and a scenario that introduces additional equipment and costs for 450 kt per quarter. The evaluation was based on the changes of NPV for the orebody located at a shallow depth compared with the orebody at a greater depth. Discrete event simulation combined with mixed integer programming was used for analysis. Unlike traditional sensitivity analysis, this study re-optimizes the mine plan for each commodity price at each production rate. The results show that, for the low mining rate at the final copper price, an NPV of A$1530.64 million is achieved, whereas an NPV of A$1537.59 million is achieved at a higher mining rate. Even though pushing mining rates beyond traditional limits may increase mining costs, this option may be beneficial at certain commodity prices, particularly when prices are elevated. IntroductionA traditional notion among mine planners is that mining rates should be planned in such a way as to reduce production costs. This concept generally relates to the mining rate that results in the highest machine utilization for the selected equipment. Although an existing mine may consider increasing its mining rate by adding equipment to a given mine configuration, this typically increases mining costs. In an environment in which operations are fixated on cost reduction, a proposal to increase costs may be very difficult to argue for. The value of the mine plan is well recognized as varying with the mining rate for a given orebody (Smith, 1997)"

The latest Draft MPRRB was released for public comment in October 2006. The main purpose of the Bill is to collect royalties at mines developed in terms of new-order mineral rights granted through the MPRDA process. The transition phase stipulated in the MPRDA will be completed by 1 May 2009, on which date mineral royalties will become payable to the state. The royalty rates stated in the MPRRB differ from mineral to mineral and also depend on the degree of refinement. Gold is the subject of this paper, where the royalty rate ranges from 1.5% (for refined gold) to 3% (for unrefined gold) of sales revenue. This royalty is payable regardless of profit, with a maximum 75% relief for loss-making mines. The purpose of this paper is to establish whether or not it would be necessary for gold mines to adjust their mineral reserve statements as a result of this Bill. The methodology is to add the royalty costs stipulated in the MPRRB to the actual quarterly information for the past ten years as reported by the gold-mine members of the COM. The rationale is to investigate the impact this Bill (in its current form) would have had on gold reserves that must be left unmined in the ground because of a higher pay limit. The results of the study point to a significant impact on reserves available for mining with the subsequent shortening of mine lives and retrenchment of workers. Had the MPRRB been effective for the 10 years prior to 1996, it would have resulted in 46 tonnes of gold being sterilised. Stated alternatively, 30 700 workers at COM gold mines alone would have lost their livelihoods.

The results revealed that the pozzolanic activity of the gold mine tailings and their main mineral phases improved by mechanical activation. Under the same activation conditions, the activated mica powders possessed the highest pozzolanic activity index, followed by the activated feldspar, and the activated quartz exhibited the lowest pozzolanic activity index. The addition of calcium oxide promoted the formation of amorphous C–(A)–S–H gel for all paste samples, and stratlingite and hydrotalcite were observed in calcium oxide activated mica paste. The addition of natural anhydrite promoted the formation of ettringite for the pastes of calcium oxide activated aluminosilicates materials (gold mine tailings, mica, and feldspar). Furthermore, the pozzolanic activity indexes of the mechanically activated gold mine tailings and their main mineral phases were tested to be qualified for use as supplementary cementitious material in cement. This paper provided an innovative approach for recycling gold mine tailings as supplementary cementitious materials in cement, which would be environmentally friendly and cost-effective. "A recent amendment to Section 36(11)(e) of the Income Tax Act, 53 of 1968 (Tax Act) now extends the allowable deduction of ‘capital expenditure’ incurred by mining companies pursuant to the Mineral and Petroleum Resources Development Act 28 of 2002 (MPRDA). In terms of the Taxation Laws Amendment Bill 2016 (TLAB 2016), the allowable deduction has been extended to include expenditure incurred on infrastructure in terms of Social and Labour Plan (SLP) requirements as per the MPRDA. Interestingly, what necessitated the amendment was the need to recognize SLP requirements and to circumvent administrative difficulties for mining companies and the South African Revenue Services (SARS) in differentiating the use of developmental infrastructure by employees or the community. The successful implementation of such a deduction hinges on a sound SLP system. However, given the challenges within the current SLP system, this amendment could be considered somewhat premature. IntroductionSection 36(11) of the Income Tax Act 58 of 1962 (Tax Act) enabled mining companies to deduct certain capital expenditure in lieu of its other sections. In particular, it made provision for mining companies to deduct capital expenditure incurred pursuant to the Mineral and Petroleum Resources Development Act 28 of 2002 (MPRDA), but excluding capital expenditure incurred in respect of infrastructure or environmental rehabilitation. As such, mining companies could only deduct such capital expenditure that related directly to their employees and not to the wider community (Clegg, 2018).In terms of the Taxation Laws Amendment Bill 2016 (TLAB, 2016) (South Africa, 2016a), the recent amendment to Section 36 extends the relief provided under section 36(11)(e) to include capital expenditure incurred on infrastructure in terms of the Social and Labour Plan (SLP) requirements of the MPRDA. In other words, the capital expenditure incurred by the mining company for the benefit of the people living in mining communities. To qualify for such a deduction, the infrastructure erected or developed by the mining company should reflect what was agreed between the mining company and the Department of Mineral Resources (DMR) as per the SLP requirements of the MPRDA (TLAB 2016)."
