Executive Summary The future of coal as an important energy source in the 21st century will depend heavily on whether or not our industry is recognized for its performance. We have had a major role in powering our nation through the 20th century ... but many today do not understand that role nor do they know that 56% of our nation's electricity today comes from coal. Corporate communications, marketing, and public relations must be a high priority of our industry if we are to survive in the society of the 21st century as a viable energy option for powering our nation. The time to start is now. The place to start is locally. The way to strengthen local and regional efforts is to network on a regional and national level with associations who have the ability and the will to develop effective communications strategies. Introduction The Minnkota Power Systems is a regional association of 26 electrical suppliers. Serving more than 96,000 customers in a 34,500 square mile service area in Minnesota and North Dakota, the association includes 12 municipal utilities, 12 distribution cooperatives, a municipal power agency, and a generation and transmission cooperative. The Minnkota Power Systems generating capacity totals 613 megawatts, and 83% of it is fired by lignite coal. On an annual basis, 80% of our total energy is derived from coal. We are proud of our long association with the coal industry. Our pride shows in the very visible role that coal plays in our marketing and public relations efforts. In 1993, the Minnkota Power Systems had one of the lowest wholesale rates in the country, at 3.1 cents per kWh. Average residential rates were 5.8 cents per kWh. Minnkota Power Cooperative, One of the Minnkota Power Systems, is a generation and transmission cooperative headquartered in Grand Forks, North Dakota. Minnkota's Strategic Plan - Shaping the Future Minnkota recently completed a strategic planning process which is intended to give direction to our future and allow us to proactively influence the shape of that future. Minnkota's mission is to assist the associated systems in Improving the quality of life of their consumers by continuously improving the value of electric energy to the consumer. G. B. Southward, Mechanization Engineer of the American Mining Congress, Washington, D. C., presiding. PRESIDENT HERRES: If you will come to order, please, we will get started on this morning's program. This morning's program takes up the matter of mechanized mining, particularly mechanical loading. There has been considerable progress made in the West with mechanical loading, but we are interested particularly in what is being done in other fields. We are particularly fortunate in being able to have with us Mr. G. B. Southward, Mechanization Engineer of the American Mining Congress. Mr. Southward has devoted his time for the past several years entirely to a national study of mechanized mining. He is the author of the Year Book published by the American Mining Congress, which is the authority for progress and development on mechanical loading. Mr. Southward has come here from Washington, D. C., particularly for this meeting. We have asked him to speak on the national phases of mechanized mining, and particularly on what is being clone in the East, since we are familiar with what is being done in the western field. I take great pleasure in introducing Mr. Southward. (Applause.) MR. SOUTHWARD: Mr. President and Gentlemen: Before starting on this gaper, I would like to express to all of you and to your President my appreciation in being asked to come here. It is a privilege. This question of coal mine mechanization, as you all know, is a big one. It is too big a problem for any one company to handle and it is through such meetings as these, through the co-operation of the various companies throughout the United States, that we have been able to make the progress that we have made. As Mr. Herres has said, I am not going to try to tell you gentlemen anything that is going on out here, in the West. You already know that yourselves. But he has asked me to give a brief resume of the progress that mechanization has made in the eastern coal states.

The writer has been asked to set forth for this Institute, the experience of the past eleven months in the mining operation conducted at Sweetwater Mine in which coal has been produced by the use of Link-Belt Conveyors on long faces. The coal in this mine has an average of six feet three inches in thickness, and lies on an average pitch of five degrees. The roof is a sandy shale of medium hardness and has been generally considered as good top in the room and pillar method of mining. When our company became interested in conveyors, the writer visited most all of the mines in the East where conveyors and other mechanical methods of mining were in use and decided that the modified method of w-hat is in use at the Norton-West Virginia mine would be the most feasible for our conditions. We in- stalled three hundred feet of conveyor as an experiment to see whether or not our roof could be handled and taken care of on long faces. This three hundred feet was installed as two separate conveyors, one as a face conveyor-100 feet in length, the other as a heading conveyor that delivered the coal into the mine car on the main entry. This face was worked directly on .the strike and down the pitch. This did not prove to be a success as the caving of the roof carried over to the working face and necessitated propping between the conveyor and the face and it was also necessary to shovel coal on the conveyor up the pitch. After working out this block, 200 feet in length, we installed these two conveyors at a place adjoining this worked out block, but on a half V shape shown on the sketch. This block of coal was sixty feet wide. This method proved to be very successful. We cut a place, moved the conveyor against the face before shooting and carried two rows of cribs between the conveyor and the cave, and caved the roof every second cut. After working out this block we were satisfied that this system was feasible with our mine. We then ordered twelve hundred feet more of the same type as the trial conveyor with the exception of a very few modifications. We then installed this fifteen hundred foot unit on the four faces shown on the sketch, with one hundred feet to each face, two hundred feet on each heading and three hundred feet on the main conveyor that delivered the coal into the pit cars. We also had a head and rear section for each of the four advancing places shown on the sketch. As the sections were taken out of the heading conveyors they were installed on the advancing conveyors, and when the faces approached the main conveyor, the main conveyor was taken out and installed in the next uphill or main conveyor place. The roof caved very well in line of the points and was broken about every twenty feet. It broke in a straight line and did not curve at each V. We encountered no trouble unless we permitted one of the points to get behind. The maximum tonnage possible to be produced on this method was estimated to be seven hundred and twenty-five tons a day, assuming that all places were cut and cleaned up in one shift, and this we did for several consecutive days. Again, it gives me great pleasure to welcome you to another session of the 79th meeting of the Rocky Mountain Coal Mining Institute. The thing again that has always been impressive are the activities that we've had so far. The success in the meetings has been delightfully encouraging to all of our committee people. Please welcome the chairman of the session, Charlie Margolf. MR. MARGOLF: Thank you, Vernal. Good morning, ladies and gentlemen. It would be my privilege to serve as the session chairman this morning. To allow the maximum time for our speakers, I'll turn the microphone over to Bernie Bernstrom who will introduce our first speaker. MR. BERNSTROM: Thank you. As Vernal mentioned, Dan Jackson will be our first speaker. He is the Western Editor of Coal Age Magazine. Dan really doesn't need an introduction to this group. He's belonged to the Rocky Mountain Coal Mining Institute about 25 years. Dan is a native of West Virginia and he's an ex-coal miner. He graduated form West Virginia University as an electrical engineer and worked for Amherst and West Bending Coal prior to employment by Coal Age Magazine. Back in 1972 Coal Age moved him to Denver from New York City. MR. JACKSON: When Vernal Mortensen asked me speak to the members of the Rocky Mountain Coal Mining Institute earlier this year I found it impossible to say no to the guy because of what he has contributed to western coal. Little did 1 know that the subject he had in mind would be entitled, "An Outsider's View of Western Coal." At first I asked myself-I've been associated with the coal industry for some 38 years, 12 years in national operations and 26 years reporting on it. You might say that I've been married to two industries, coal and the business press for 26 years, but today I'll put on my business press hat and try to make an impression of what an outsider might think of western coal. But at the outset, let's get one thing straight: When you say press, whether it's business press, the media or whatever, and you heard some comments yesterday as far as what the media has done .to this industry and there's been some definitions bandied around as to just what an editor is. One of the most recent ones has defined an editor as a person who can talk on any subject with an open mouth. Now that's not my case. Secondly, I don't give long talks. Several years ago I was giving a rather lengthy talk to a group similar to this and it was halfway through the talk when I noticed one guy on my right looking at his watch quite frequently. I didn't mind that too much because all of us do that once in a while, but when he looked at his watch, took it off and shook it, I thought, "My God, better cut short." But for more than a decade western coal has enjoyed substantial annual increases in production from some 30,000,000 tons in 1970 to some 264,000,000 tons in 1981, but 1982 was a different story. We lost about 6,000,000 tons of production in that year. In 1983 it's expected to be a little worse than '82. Coal historically doesn't rebound from a recession as quickly as other industries. It takes about eight to 10 months longer for us to really get moving again and I'm afraid that you'll still have to don your fighting helmets and flack jackets when you go out into the market to sell your product. Western coal, as you know, has problems and al l of them are not going away when the recession ends and they won't go away overnight. I'm sure most of you are aware of what those problems are. Carl Bagge and Jim Harris, along with other speakers, at this meeting have educated us well on those problems and I'm sure you'll hear more from Jim Watt at today's luncheon. If everyone in this room were asked to list three orfourof the most serious problems facing western coal, I'd make book that the total of the answers wouldn't vary by more than 3 to 5%, if that much. But coal is not the only mining segment in the U.S. with problems. Metal and non-metal mining has its share, too. I'd like to step back into the past for a few minutes, if I may, to a time when our problems were just beginning. Since 1979 a third of the nation's mines, including coal, metal and nonmetal have been shut down. The total volume of all mining in the U.S. in that year totaled some $24 billion. Today that figure has dropped some 21 %. The after tax rate on return for mining companies has fallen from 6'/% in 1980 to minus 3% in 1983. But that's really not where our problems began. They began 20 years ago when a profound change began taking place in the U.S. economy. Our economy had been growing at about 2'/-3% annually without exception except for the great depression. Our inflation rate was about I'/%, interest rates were running about 6%, and the federal budget was $77 billion, really great figures compared to today. From 1960 to 1980 the federal budget increased almost 1.000% and taxed paid by individual families increased by 700% during that same period. Despite the huge increases in taxes, the federal deficit kept getting larger and larger year after year and within this 20 year period the national debt climbed to a trillion dollars. Economic progress of this type can't continue indefinitely without some serious consequences. The result of that economy, well, you know what happened and there is a direct relationship of that

At 10 a. m., Tuesday, November 12, 1912, the following members of the committee appointed by "Coal Age" to organize a Coal-Mining Institute for the Rocky Mountain region, met in the State Capitol, at Denver, Colo. : E. H. Weitzel W. J. Murray T. H. O'Brien W. B. Williams James Dalrvmple F. W. Whitksiie A. C. Watts David Griffiths The following members of the committee were not present: Frank Manley Allan French H. C. Williams Frank Cameron J. E. Pettit D. W. Brown C. H. Gibbs E. H. Weitzel acted as chairman of the meeting. This committee drew up a form of Constitution and By-Laws, to be recommended to the general meeting to be held on the following day; and, with the exception of two alterations, this Constitution and By-Laws, formulated by the Organization Committee, were accepted as a whole by the general meeting. With the exception of a general discussion of affairs that might be brought out by means of such an institute, no further business was done at this meeting of the Organization Committee, and it was adjourned.

resident Schloss called the meeting to order at 9:30 a.m. Bob Dean, manager of the Hotel Colorado, gave a brief explanation of hotel policies governing the swimming pool, and also extended an invitation to the Institute to return in 1963, and stated that the dates June 30 through July 3 were available for next year. He also stated that June 28 through July 1 were available for 1964. He felt that holding the convention during the 4th was not good policy, and that dates prior to or following the 4th would make for better attendance. John A. Reeves, chairman of the Resolutions Committee presented the following resolutions: RESOLVED: That the members of the Rocky Mountain Coal Mining Institute in convention assembled, hereby ratify and confirm all official actions of the officers, the Executive Committee and other committees of the Institute between June 28, 1961, and the present time.

A facetious title was purposely given this talk, so that a formal paper would not be expected. TWO or three days ago, while discussing with Mr. Dickinson some of the details of the dust explosion demonstrations we are planning for this coming Saturday, I remarked that we would like to have as many people as possible see some samples of 20 and 200 mesh dust, so they would more fully understand just what was causing the explosions. Mr. Dickinson requested that I bring samples and screens and in this informal manner, give you all a ".close-up" of coal dust which is considered in Explosion Hazard reports. While sampling mines, for road, rib, and roof dust, in connection with safety service and hazard reports which the Bureau of Mines Engineers make at the request of coal operators, I have often been assisted by under- ground mine officials or other men of many years experience and on almost every occasion, while we were carefully brushing the very fine dust from timbers or coal surfaces, they would make some remark such as: "never had noticed this kind of dust, didn't know it was here", or "well, that's the first time I really understood what all 'this dust talk was about." Such experience makes me believe that the much published terms, 20 mesh and 200 mesh are just numbers to the great majority of both miners and operators. We are now going to have lesson one in the primer of coal dust explosions and I want to say, in all sincerity that a complete course in the hazards of mining is deserving of a place in the curriculum of the best mining schools of this country. Sample No. 1 is fine coal and dust and is a fair sample of what can be found every where in rooms and entries of a mine, as it is too small to be gathered up with a shovel and is left in the ordinary mining at the faces and is spilled along the entries in haulage. In this you will see some quarter inch coal, much eighth and sixteenth inch coal, in fact those are the sizes I find many people have in mind when they are asked about the dust made in mining. Although the sizes mentioned are the ones which seem to almost entirely make up this sample, such is not the case, for from 10 to 20% of such a sample will usually pass this 20 mesh screen and in Sample No. 2 we have 20 mesh dust. Result of many tests, supports .the statement of the coal mining division of the Bureau, that it is quite probable that coal over 20 mesh does not take part in any but the most violent of explosions and that all dust under 20 mesh may take part in any explosion. The largest particles in this sample will not be over .03 inches in their largest dimension and a pound of dust to a foot of average heading is very easily found in most every mine I have visited and usually a great deal more can be readily gathered up. It was .found early that the finer the dust the more dangerous it was for a given coal. So for the early explosion tests conducted by the Bureau a commercial pulverizer was used and it turned out a 20 mesh dust of which about 75% would pass 200 mesh. Some men question whether the ordinary mining methods made such a dust and so doubted the explosibility of the dust in their own mines. The question was well taken, and hundreds of dust samples were taken by the field men of the Bureau to determine the kind of dust being made in all methods of mining and all classes of coal. The result of such sampling showed some coals. resisted breakage more than others and that actual mine road dust, through 20 mesh, would show from 10 to 20% through 200 mesh, and for actual rib and roof dust through 20 mesh, they would get from 20 to 40% of 200 mesh dust. For the past quarter century, it is fair to say that the political agenda of Western industrialized societies has been driven by those opposed to forms of economic growth providing sustenance to a growing population. They regard growth as the major threat to their social philosophy which champions a wholly "new ethic of biocentric equality" or "living as if Nature mattered." This ethic demands that "a violent, plundering humankind" must abandon its alleged rape of Planet Earth and derive its ethical norms from pre-existing harmonies and fragile, precarious balance present in Nature. A Green political agenda appeals strongly to deep longings shared among many people whose temperament seeks tranquillity in a world of wild natural beauty uncluttered by dependency on tools and experts and specialists. According to proponents of the Green philosophy, our world is pregnant with enormous problems. Armed with expanded political powers, regulatory guardians at state and local levels have mustered their forces with shotguns cocked, poised to prod an ignorant and lazy citizenry to the altar for an exchange of vows with Environmental Ethics. Social engineers have skillfully discredited the traditional role of professionals in scientific engineering who are summarily dismissed as the failed architects of an industrial system pillaging the earth. They stand accused of producing unmanageable offspring - from mining minerals and energy resources to disposing of toxic wastes - whose disputed parentage and expectant crimes against humanity must be prevented by removing them from normal custody. Green critics claim that markets cannot be given custody of industrial offspring - pollutants, wastes, land-use abuses. Markets appear to have failed to provide equity to present and future generations. The only custodian with sufficient coercive power seems to be the regulatory bureaucracy. The upshot is a stark Hobson's choice - Shotgun Wedding vs. Custody Dispute. It derives its fateful predestination from an uncritical acceptance of several preconceptions which currently undergird the altar of Sustainability characterized by its acolytes as "a new and exciting doctrine." It is significant that Limits to Growth slogans of the 1970s have been displaced in the 1990s by the more palatable language of Sustainability. As a policy recommended to forestall an impending doom, Sustainability derives its credibility from dire predictions of global warming, ozone depletion, acid rain and the like. The Rio Declaration announced to the world in June 1992 that, although energy is essential to human well-being, its production and consumption in wealthy industrialized nations is unsustainable. It called for a complete overhaul of energy systems with nothing short of a total replacement of fossil fuels, uranium fission reactors, and large hydroelectric projects by means of so-called renewable energy sources, augmented by coercive regulations to force conservation and limit consumption demands. It becomes my pleasant duty to call the meeting to order. This is our fiftieth regular meeting. And the session we are opening today, I am sure: will be as interesting and informative as those in the past. These gatherings present a fruitful opportunity for an exchange of experiences and ideas that will aid all of us in our work in the various segments within the coal industry. Walter Johnson and his Program Committee have arranged a wonderful program for us; Walter, due to his standing in the industry and his large acquaintanceship with the leaders of the industry, has really gone to town in bringing outstanding speakers and personalities to deliberate with us in our proceedings. A lot of things have happened since we last met; in the operating end, and in safety we have made marvellous headway, but we have slipped badly in the marketing end. However, I am sure the messages and discussion you will hear will point out ways and means of overcoming at least some of our difficulties. Before we get on with the program, I want to thank our hard working Secretary, Fred Whiteside, who, by the way, is a charter member of the Institute and has attended every one of the fifty meetings we have held; and the various committees who have been meeting for the past several months and who have arranged this fine program you are to hear. I hope all of you enjoy the convention; the business as well as the social sessions.
