This study reviews the sulfur and suliuric acid industries in Eastern United States with emphasis on patterns of consumption and marketing. Output of sulfur in the East is relatively small, and most of the area's sulfur requirements are met by gulf coast Frasch sulfur. Over the long ten recovered elemental sulfur from sour natural gas and petroleum may become the East's major source of sulfur. In 1958 sulfuric acid manufacture consumed over 80 percent of the area's sulfur requirements. The leading uses for sulfuric acid were the manufacture of superphosphates and chemicals. Over the years, unit requirements for sulfur and acid in many major markets have been reduced through improved technology, but new markets always have been developed to keep the industry vital and growing.

The Bureau of Mines conducted an investigation to determine those factors that are significant in affecting the velocity of flames propagating along the boundary separating gaseous fuel and air. In addition the aerodynamic motion of the gases in the vicinity of such interfacial flames was delineated. Parameters in the study included flammable zone thickness, flammable zone concentration of gradient, fuel type, and position of the flame relative to various environmental surfaces. Of all these factors, the flammable zone thickness and burning velocity of the stoichiometric mixture were found to have the most significant effect on the flame speed. Notion of the gases in the vicinity of the interfacial flames was examined by particle track and interferometric techniques. The relative velocity of the interfacial flame with respect to the unburned gas on the central streamline was found to equal the burning velocity of a stoichiometric homogeneous fuel-air mixture. In addition, it was observed that the composition of the lean fuel-air mixture at the boundary of the combustion zone appears to be less than that defined as the fuel's lower flammable limit.

Research shows that water neutralizes the explosion hazard of coal dust when present in sufficient quantity and when intimately mixed with the dust. The quantity of water required to neutralize coal dust and coal-rock dust mixtures is about equal to the limiting moisture adsorptive capacity of the dust; the adsorptive capacity increases with increase in the fineness and volatile content of the coal. Pools of water or high atmospheric humidity do not reduce the explosion hazard. Although wetted dust is less dispersible than dry dust, poor dispersibility cannot be relied on as the sole safeguard against explosion. Dust mixtures that contain water in excess of their limiting adsorptive capacity are dispersed and ignited by severe initiation sources. Pure coal dust adsorbs water with difficulty and retains water poorly; adsorption and retention is increased by the addition of rock dust the coal; the rock dust agglutinates wetted coal and assures that incombustible is present should drying occur. Therefore, it is advantageous to rock-dust wet areas in bituminous coal and lignite mines. When coal-rock dust mixtures are wetted and subsequently dried, the explosion hazard is about the same as for dust which was not wetted.

The objectives of this study were to examine a representative cross section of formal safety analysis techniques developed for the nuclear and aerospace industries, to recommend those methods that would be suitable for application to the mining industry, and to include those methods in a user's manual. Volume II of this report, the user's manual, describes several methods that were determined to be immediately transferrable to the mining industry. The handbook gives detailed instructions on appropriate application and utilization of the methods. Other techniques will require further development before they can be effectively transferred to the mining industry.

This first Annual Report covers the work on Contract No. H0377043 "Cable for Face Equipment", from August 1, 1977 to July 31, 1978. It reports the progress in the three areas of over-and short-circuit protection, cable ampacity research and cable couplers. Field trips have established many interesting facts related to circuit breaker settings and cable size. For example, the determination of cable sizes depends on the RMS duty cycle current determined by a particular piece of equipment, but the actual selection of the cable to be used is often a function of the maximum allowable circuit breaker instantaneous settings as specified in Title 30. In order to avoid nuisance tripping as a result of instantaneous starting current field, laboratory and analytical studies are being conducted to determine proper settings and cable sizes Also an extensive program has been established to monitor the performance of high voltage cable couplers and determine their modes of failure. Various equipments are being designed for laboratory testing, and an extensive reeled cable experiment is also under way.

The small and remote mine operators must comply with the Federal Mine Safety and Health Administration regulation requiring them to train and maintain mine rescue teams. The alternative is for the operators to contract with established teams within two hours travel time of their mine. Many of these remote operations are too far away from established teams and have too few employees to make up the necessary teams. Many cannot comply with the regulation either from a manpower or economic standpoint. The Office of Arizona State Mine Inspector, under the direction of the Honorable James H. McCutchan, State Mine Inspector, entered into a contract with the Bureau of Mines to develop the concept of a volunteer mine rescue program. This program with the assistance of the mining industry and volunteer rescue organizations, has planned and instituted a statewide volunteer mine rescue organization. The trained and equipped volunteers are stationed throughout the state and can respond to a mine emergency within the time constraints.

In 1986 the Bureau of Mines conducted a probability sample survey, Mining Industry Population Survey, to measure such employee characteristics as occupation; principal equipment operated; work location at the mine; present job, present company, and total mining experience; job-related training during the last 2 years; age; sex; race; and education. The population estimates are necessary to properly analyze the Mine Safety and Health Administration (MSHA) injury (includes illness and fatality data) statistics; that is, to compare and contrast injury rates for various subpopulations in order to identify those groups that are exhibiting higher than average injury rates. This report uses the survey's results to characterize the U.S. sand and gravel mining workforce from March through September 1986. Similar reports have been prepared for the metallic, stone, and nonmetallic mining industries, as well as for the entire metal and nonmetal mining (includes metallic, stone, sand and gravel, and nonmetallic industries) sector and the coal mining sector.

This report summarizes the work performed under the USBM Contract No. J0245001. The purpose of this work was to expand and improve the scope and accuracy of the method developed under USBM Contract No. J0113056 for the prediction of the number of overexposed workers in the mining industry. A significant portion of the noise data were acquired during mine visits-that took place in the-course of this contract. These data were obtained with time-resolved dosimeters which among other things store a time history of the sampled noise for an eight hour work period. The remainder of the noise data have been obtained from MSHA files and from other BoM-sponsored projects. The report reviews the prediction model, discusses the model's assumptions and approximations, describes the function of the developed software, offers typical examples on the use of the software and includes plots of the newly acquired noise data records.

Applied studies are conducted in connection with the development and evaluation of new mining techniques, and the effective processing and utilization of coal and coal products. To improve the air quality in large-opening stone mines by developing better ventilation techniques, including appropriate fan selection in conjunction with air-coursing methods. Background Stone mines are the most common underground large-entry mines in the United States. Data from the Mine Safety and Health Administration (MSHA) for the year 2000 indicate that there were 162 active nonmetal underground mines in the United States, of which 117 were stone mines. Many underground stone mines are drift mines developed from previous quarry operations. Typically, these room-and-pillar mines have entries that are 20 ft or higher and at least 40 ft wide. These large dimensions lead to a very small ventilating pressure loss, even when significant air quantities move through the mine. This is especially true of drift mine operations where ventilating pressure losses of <0.25 in w.g. are common. Underground stone mines with shafts that are<200 ft deep typically have ventilating pressure losses that are <2 in w.g. The pressure losses through these mines are much lower than those of a typical coal mine or deep metal/nonmetal mine. Therefore, the ventilation techniques and principles are quite different. In addition, because of new MSHA regulations that limit the concentration of diesel particulate matter, these mines may need to greatly increase their ventilation airflow. Therefore, large-opening mines need a fan that can move large air quantities and operate at low static pressures. There are three fan types for mine ventilation: centrifugal, axial vane, and propeller. Centrifugal fans are uncommon in underground stone mines as they are often associated with mines requiring the highest of ventilation pressures. Axial vane fans are widely used in all types of mining operations. They are the most common fan type currently found in underground large-opening stone mines. However, they typically do not operate at low static pressures with high efficiency. Propeller fans are currently uncommon in underground stone mines. They are designed for low static pressures and large air quantities at higher efficiency. This fan type best suits the ventilation needs in large-opening stone mines?they produce large air quantities at low pressure losses. Mines with air shafts<100 ft long and at least 12 ft in diameter have fairly low mine static pressures and may also benefit from propeller fans.

In gasifying pulverized coal with steam and oxygen, the particle size of the coal fed to a gasifier should be as small as economically possible. A potential way to achieve this advantage is to reduce the particle size of the coal by passing the coal-steam mixture at high velocity through a heated tube coil before the mixture enters the gasifier. To evaluate this method the Federal Bureau of Mines flashed coal-water slurries in externally heated metallic tube coils to determine the extent of size reduction. The first of two different laboratory-scale apparatus reduced the average particle diameter of subbituminous C coal from 190 to 110 microns at an outlet velocity of 330 feet per second (f.p.s.). At the same outlet velocity, a second apparatus reduced the average particle diameter from 250 to 140 microns. An increase in velocity produced more finely divided coal, but variation in temperature and pressure had no effect except as they affected velocity. Virtually the same size reduction was noted for five ranks of coal at equal velocities. The rate of increase in particle-size reduction with increase in velocity decreased with a decrease in particle size. The pulverizing mechanism was concluded to be abrasion of the particles with each other and with the tube wall.

Gaseous and particulate exhaust emissions from 20 diesel engines in service at five underground mines were measured with high accuracy instrumentation. The engines that were tested were checked for faults or maladjustments. The vehicle and engine maintenance organization was studied at each mine and an idealized maintenance program was devised. Faults were induced in a new diesel engine to determine their effect on the characteristics of the exhaust emissions. The results, conclusions and recommendations from this investigation are presented in this final report.

This report summarizes all work performed under U.S. Bureau of Mines Contract No. J0395028, "Noise Control of Rubber-Tired Front-End Loaders Used in Surface Mining. " Two loaders, a Caterpillar 988 and an International H-400B, were chosen for this program, and the noise sources and acoustic paths that contribute to the operator&apos;s noise exposure were identified. Retrofit noise control treatments were designed and installed on these loaders, and noise reductions of more than 10 dBA at the operator position were achieved on both machines. The retrofit packages are low cost and have been field tested in two mines for more than two years. The results of the program were communicated to the mining industry through a series of noise control workshops and a field manual. The workshops were given in nine states across the U.S. and more than 440 manuals were distributed An audio/visual slide presentation was also developed which the program.

This Bureau of Mines study reviews the geological factors that affect methane in the Beckley coalbed in southern West Virginia, including overburden, coalbed structure, type of and changes in lithology above and below the Beckley coalbed, and presence of fractures in the coal and rock adjacent to the Beckley. Depending on the depth, the Beckley coalbed emits from 216 to 520 ft3 of methane per ton of coal mined, and the Bureau estimates that methane emission in a deep, extensively developed mine in this area may exceed 3,000 ft3 per day per ton of coal mined. Average face cleat and butt cleat trends in the Beckley coalbed measured underground are N 33° W and N 53° E, respectively. Close cleat spacing con¬tributes to the friable nature of the Beckley and provides easy movement for methane and water. Because rider coals, splits, and carbonaceous shales may contribute methane to mine emissions, predictions of methane emission based on gas content of the Beckley coalbed alone may be conservative. Beckley coalbed reserves in the study area are 234 million tons. The gas content of the Beckley coalbed averages 407 ft3/ton, and the coalbed gas reserves are 108 billion ft3.

1. INTRODUCTION In the early 1980s, the U.S. Department of the Interior’s Bureau of Mines Pittsburgh Research Center required that a large reverberation acoustic facility be constructed. This facility was designed to determine the sound power level emissions of mining equipment, especially continuous miners and jumbo drills. A contract for a conceptual design of a reverberation chamber was awarded to Wyle Laboratories of Huntsville, AL, which had extensive experience in the design, construction, and accreditation of acoustical reverberation chambers. The following standards were referenced as guidelines for the design of the chamber: ANSI S1.31-1980, “Precision Methods for the Determination of Sound Power Levels of Broadband Noise Sources in Reverberation Rooms” and ANSI S1.32-1980: “Precision Methods for the Determination of Sound Power Levels of Discrete-Frequency and Narrowband Noise Sources in Reverberation Rooms.” Specific requested criteria included that the room be large enough to accommodate typically large mining equipment and that there be adequate acoustical modal density in the frequency range of interest. It was also required that the room dimensions would support broadband acoustical measurements down to the 100 Hz third octave band. With the closing of the Bureau of Mines in 1996, this reverberation chamber lay dormant for a number of years. However, this facility is now part of the National Institute for Occupational Safety and Health’s (NIOSH’s) Pittsburgh Research Laboratory (PRL). One of NIOSH’s missions is to decrease noise induced hearing loss among the nation’s mineworkers. To this end, PRL researchers are refurbishing and instrumenting this reverberation chamber to facilitate assessment of the various engineering controls being developed to decrease the sound power level emissions of mining equipment. Early on, this work has sought to bring the chamber up to the level of ISO 3743-21 standard for engineering grade measurements for broad-band noise, with a longer range goal of improving the lab to meet the requirements of ISO 37412standard for broadband precision grade measurements. 2. DESIGN OF THE REVERBERATION CHAMBER The nominal room dimensions are 18.3 meters long by 10.3 meters wide with a height of 6.7 meters. The chamber volume is 1,286 cubic meters. These dimensions are important, as few reverberation facilities are large enough to test typically huge mining equipment. The floor is poured concrete with a sealer to make it acoustically reflective. The walls are built of hollow concrete block, 16 inches long x 8 inches high by 12inches thick. This report describes the total effort that went into developing environmental test criteria for general mine instrumentation. The project was a two-phase effort. Phase I consisted of research and mine visits to develop an environmental profile for mine instrumentation. The profile was translated into general requirements and then into test requirements. A review of existing government and commercial specifications was performed to determine if they matched mine instrumentation test requirements. Finally, a set of environmental test procedures was developed for the testing of mine instrumentation. Phase II consisted of selecting and purchasing sample mine instrumentation and subjecting them to the previously developed tests. The purpose was twofold: (1) to evaluate the criteria developed for use as an instrumentation test document and (2) to determine the effects of the various criteria on a representative sample of both proven and newly developed instrumentation. The test criteria were then modified, based on the results of the testing, and are listed therein.
