"The regrettable death of James S. Cunningham, Foreman Miner, attached to Bureau of Mines Rescue Car No. 2, while wearing a half-hour type oxygen breathing apparatus in a gasoline storage tank at Trinidad, Colorado, raised the question as to the possibility of gasoline vapors permeating the rubberized fabric of the breathing bags of such apparatus.It is known that most gases and especially certain organic vapors permeate rubber, by solution or a similar process. The rubber becomes saturated with the gas and if a concentration of gas is maintained on one side of the rubber sheet it slowly gives off gas from the other side. It of course takes some time for the gas to diffuse through the rubber and the length of time before it reaches the other side is proportional to the thickness of the rubber. The amount of gas that passes through per unit of area in unit time increases with the concentration of gas and also varies with the structure and composition of the rubber.It has been suggested that the gasoline vapor could not have penetrated into the interior of an oxygen breathing bag because the pressure is greater on the inside, but this is not true as the process of permeation by solution in the rub¬ber is affected only by the difference in the partial pressures of gasoline vapor on the inside and outside of the bag. The positive oxygen pressure on the inside can only prevent the entrance of gasoline vapor through measurable holes, and has no effect on permeation by diffusion through the rubber.A sample of gasoline was obtained from the tank in which Cunningham met his death. Examination by Dr. E. W. Dean of the Petroleum Division of the Bureau of Mines gave the following results.This shows the gasoline to be heavy and typical of the gasolines sold throughout Colorado for motor fuel A. Salvus half hour oxygen apparatus was arranged with the breathing bag only in a gas tight box in which the space was kept saturated with the vapor of this gasoline. The main part of the apparatus was outside the box. Oxygen from the apparatus was breathed by a man in the usual manner. Gas samples were taken from the box at intervals to determine the concentration of gasoline vapor, also samples of the oxygen breathed were taken from a side tube in the mouthpiece. The room temperature was 75°F. The concentration of gasoline vapor in the box at the beginning of the test was 4.3%. The man breathing from the apparatus thought he detected gasoline in his oxygen in two minutes after starting the test. Analysis of the inspired oxygen at this time showed 0.03% gasoline vapor. The same man remained on the apparatus for 18 1/2 minutes without suffering any ill effects. His place vas then taken by another man who wore the apparatus until the oxygen was exhausted without noticing more than a trace of gasoline at any time. At the end of the test the inspired oxygen contained 0.07% gasoline vapor. The total time of test was 38 minutes."

The title of this book, The Phoenix of Natural Disasters: Community Resilience is aptly chosen. ?The Phoenix is a mythical bird that never dies; the phoenix flies far ahead to the front, always scanning the landscape and distant space. It represents our capacity for vision, for collecting sensory information about our environment and the events unfolding within it.? (source: The Feng Shui Handbook, feng shui Master Lam Kam Chuen.) There are Chinese, Japanese, Russian, Egyptian, and Native American counterparts of the phoenix. All of these birds are identified with the sun and depicted as rising from the ashes ? living again. This is the essence of a community after a natural disaster ? they live again. The Phoenix of Natural Disasters: Community Resilience is edited by Kathryn Gow and Douglas Paton who have done an excellent job of creating a relatively seamless transition between chapters with different authors. The content is organized well with the first chapter providing an excellent overview of what is to come and each chapter including an abstract clarifying the focus of the chapter.

The first steps in the process of mine evacuation are the recognition of a problem and an attempt to communicate the problem to miners who may be affected. This chapter will focus on the way that a problem, fire, came to the attention of mine personnel and the messages that were sent to miners in the affected areas. The concept of information uncertainty, which was introduced in chapter 4, will be discussed as it influences problem perception and diagnosis. Sociotechnical and interpersonal communications will be explored and suggestions for improving these systems will be offered. It might seem that the first indication of a dangerous fire would motivate individuals to take self-protective action, to evacuate the affected area or structure, and to provide clear warning to others who are in danger. Research has actually shown that in most situations this does not occur. Instead, time is taken to gather more information, confirm information that is provided, and consider possible alternative explanations that could account for the given circumstances [Canter 1990; Scanlon 1979; Bickman et al. 1977]. This process of confirmation can lead to the loss of critical time. Canter [1990] summarizes the problem in his book, which reports studies of a number of fire events: "As discussed throughout this book, ambiguity and confusion, incoherent instructions and time-wasting actions, lack of appropriate instructions and misunderstanding of the nature of the event that is unfolding, are all hallmarks of fires and emergencies that kill people." In this chapter, the detection of each mine fire and the communication of warning to endangered miners will be reviewed with an emphasis on how those processes were affected by the availability and use of information. Information can become available through a variety of mechanisms during an emergency situation. First, cues may be taken directly from the environment. Smoke is an obvious example. Secondly, mechanical devices, such as smoke detectors, may provide warning messages. A third source of information is interpersonal communications. These can occur face-to-face or through some mechanical device such as a telephone. With all three methods there is a possibility of miscommunication, misunderstanding, and misinterpretation. All of these means of communication were used with varying degrees of success in the three mine fires analyzed here. A fire, like any nonroutine situation, engenders uncertainty about a diagnosis and understanding of the problem [Mead 1938]. This uncertainty leads to delays in realization of the seriousness of the situation and therefore in the proper response to it. Delay in action is an important concern in any fire setting, but is even more at issue in underground coal mine fires. Mine fires are qualitatively different from structural blazes: workers' escapeways may be miles long; the seam height at many operations is so low that it is impossible to walk upright; access to underground workings is always limited to a few (sometimes only two)

This chapter details the perspective from which collected data have been examined. The first part, intended primarily for lay readers, discusses several topics related to mining as an enterprise. Initially, the organizational functioning of atypical large mine will be described. It is the formal structure above a miner that decides the conditions of his or her work. A second point of concern is the technology itself An underground coal mine is a sociotechnical system, with workers and machines organized in particular ways during production. Third, general conditions and dangers underground will be described in detail. The physical environment of an operation is a powerful factor in the work life of miners. Fourth, a discussion of the process of formal training is given. During this training, a new worker is taught what the organization expects of him or her in the role of safe, productive, coal miner. Next, there are outside organizations that act as significant forces in the workplace. Examples include the Mine Safety and Health Administration (MSHA), State agencies, and the United Mine Workers of America (UMWA). The roles of these entities will also be examined. The second part of this chapter will depict each study site as a concrete setting, so that findings can be interpreted in their proper context. The Organizational and Technical Nature of Mining A coal mine is a complex system. It is defined as all parts of a mining plant's property (both underground and surface) that contribute, under one management, to the extraction or handling of coal [American Geological Institute 1997]. As suggested, many functions that must be carried out at an operation are only indirectly related to coal mining and processing. Even the jobs that are di¬rectly related tend to be numerous and varied [Wallwork 1981]. According to Palowitch [1982], the chief reason for this sophistication is that "after more than two centuries of exploiting our coal resources, today's coal industry finds itself saddled with a horrendous legacy of human impairments and environmental damages which society demands be corrected." Now, the effects of government regulation are evident in every aspect of the mining industry. Any operation, if it is to survive, must be administered with an eye for social efficiency and accountability. Long-range planning is needed to ensure that the mine produces coal in a cost-effective manner. One of the first things that must be considered is location and method of access. To extract coal from an underground mine, a coalbed (or "seam") must be reached from the surface. The term "portal" is generally given to any entrance that provides access to a coal mine. In hilly terrain, such as is found in Appalachia, the coal may "outcrop" on a hillside. This allows direct

Each year at least one and in some years several explosions are reported as having resulted from firing of mudcapped shots in coal mines; undoubtedly a number of small or local explosions occur that are not reported; in addition there are numerous accidents, some of them fatal, attributable to this reprehensible blasting practice. It is surprising that so few explosions and other accidents from this cause occur since the practice of firing mudcapped, Even in gassy "adobe," "dobe," "sand blast," or "bulldozed" shots is widespread. mines where general blasting is safeguarded by being done with permissible explo- sives, rocks or bowlders frequently are blasted with mudcapped shots of dynamite; even if permissible explosives are used, this type of shooting is dangerous. [The meaning of the term "bauxite' has always been somewhat vague and indefinite, and the term has been used in various applications to denote sometimes a rock, sometimes a mineral, but more frequently an ore. It seems logical to think of bauxite as an ore, however, because a very large part (probably at least 85 per cent) of the entire world's production of bauxite is at present being used as a source of aluminum and aluminum chemicals. In the United States there are two districts that, produce bauxite - the Arkansas district and the Alabama-Georgia-Tennessee-Mississippi district. The deposits in Mississippi have been discovered recently and are riot as yet productive but it seems reasonable to consider them as apart of the-district hat includes the deposits of Alabama, Georgia, and Tennessee. The, two districts are often referred to as the Arkansas field and the Appalachian field. Of these two the Arkansas field has been by far the largest producer, and at present over 90 per cent of the bauxite production of they United States comes from the Arkansas field. The bauxite industry in the Appalachian field had its beginning in 1889, and since that time the total production of the states of Alabama, Georgia, and Tennessee has been, nearly a million tons. The production of bauxite in this field has languished in the last five, or six, years, and In 1927 its production was only about 14,000 tons, according to Harder4. The recent decrease in production is due mainly to the fact that many .of the known deposits of commercial-grade ore have become exhausted. There are, however, considerable quantities of low-grade bauxite in the Appalachian field, but these have not been available because there has been no satisfactory way of concentrating low-grade bauxite. The quantity, of low-grade material in the Appalachian field is probably, fully as large as the tonnage of commercial ore which the field has already produced.]

"The prevalence of accidents in the coal-mining industry has prompted a study of the workmen's compensation laws of the various States and the statistics of accident costs, for the purpose of explaining to operators how the compensation laws are regulated and to show the cost of accidents.The subject of compensation laws and accident costs is by no means new, but the prevalence of coal-mine accidents would indicate that the mine operator in general is not thoroughly conversant with their importance. Unquestionably, compensation laws are a large factor in promoting accident prevention, and it is believed that a greater measure of success would be accomplished in preventing accidents if all mine operators were fully aware of their important bearing on the cost of production.Many operators seem to be indifferent to accident occurrence; possibly they do not real¬ize the seriousness of the accident hazards that exist in their mines, even after the hazards are brought to their attention. There is no question that material financial advantages are to be gained by the prevention of accidents and it would appear that when these advantages are thoroughly understood, operators would be anxious to eliminate, insofar as is feasible, conditions likely to cause accidents.The unsettled state of the mineral industry and the irregular operation of mines during the past several years has probably been an important factor in influencing the apparently indifferent attitude of the operator. The chaotic conditions in the mining industry and especially in coal mining are unquestionably a factor that tends to increase accidents, just as mine idleness increases roof hazards and results in deterioration in mechanical, electrical, and haulage equipment, and promotes disorganization of the personnel. During such times greater efforts should be exerted toward the prevention of accidents because of these increased hazards and of the financial advantages brought about by the various savings to be effected when mine accidents are held to a minimum.This report on accidents in the coal mines of Pennsylvania was made possible largely through the cooperation of William J. Maguire, director, Bureau of Statistics, Pennsylvania Department of Labor and Industry, and Rush N. Hosier, superintendent, Coal Mine Section, Pennsylvania Compensation Rating and Inspection Bureau, who made available their records and extended much assistance and numerous courtesies during this study."

"In accident prevention, a study of statistical data is necessary to determine primary causes of accidents to devise means to eliminate causes at the original sources. Explosions in coal mines of the United States during the 10 years ending December 31, 1931, ranked third in the causes of fatal accidents; they constituted 16.2 per cent of all fatal accidents in bituminous mines and 8.4 per cent of all fatal accidents in anthracite mines. A study of coal-mine explosions in Pennsylvania, with approximately 160,000 men employed in anthracite mines and about 145,000 in bituminous mines or about 205,000 out of -the approximately 525,000 men employed in all coal mines of the United States, should give information of value to all persons endeavoring to reduce or eliminate coal-mine explosions. This circular reviews explosions of gas or dust or of both in the coal mines of Pennsylvania to show the hazard of gas and dust, to point out the influence of certain factors in causing explosions, and to emphasize the efficacy of explosion-preventive measures.The data published annually by the State Department of Mines and of the United States Bureau of Mines were used in compiling the tables of explosions. Through the cooperation of W. H. Glasgow, secretary, Department of Mines of Pennsylvania, and his assistants, many doubtful cases were clarified, so that as far as recorded the history is comparatively complete. Figures used in compiling some of the tables were furnished by W. W. Adams, chief statistician, demographical division, United States Bureau of Mines.Anthracite in the Wyoming Basin of Pennsylvania was used locally by gunsmiths in 1755, by blacksmiths in 1769, and as domestic fuel in 1808.Mining and shipments developed slowly between 1806 and 1812, but more rapidly after that.Early mining along the outcrops gave essentially no trouble from gas, but by 1870, when State inspection was established, explosions were frequent; ventilation was crude and accumulations of gas were generally ""brushed"" or burned out.Table 1 lists 1,232 ignitions and explosions of gas in anthracite mines from 1870 to 1932, inclusive, every one of which was accompanied by loss of life. Some details are given of 110 representative cases in which five or more lives were lost or in which it appeared that some violence was present.During the period 1870 to 1932, inclusive, gas explosions caused 2,213 fatalities, or an average of about two deaths for each ignition or explosion. Records are not available as to the number injured in these and in other explosions where no deaths occurred, but from a study of explosion reports it appears probable that the number injured exceeds the number killed. In the 110 cases described, 599 were killed and 294 were injured. As shown in Table 2, fatalities from gas explosions averaged 8.3 percent of the total fatalities in Pennsylvania anthracite mines from 1870 to 1931, varying from 6.0 percent in 1931 to 13.1 percent in 1927."

GLOSSARY Acid- and toxic-forming materials. Rock or coal layers containing significant amounts of pyrite or other minerals which, if exposed by coal mining, will cause acid or toxic drainage to occur when acted upon by air and water. Add mine drainage. Any water with a pH less s than 6.0 draining from a coal mine. Water is often orange-colored because of the presence of oxidized iron. Adit. An underground mine entry at sites where coal seams are exposed at ground level. Apple core. A complete hilltop (360°) left exposed by not backfilling the highwall. Approximate original contour. The surface configuration achieved by backfilling and grading the mined area so that be reclaimed land closely resembles the general pre-mining surface configuration and blends into and complements the drainage pattern of the surrounding terrain. Area mining. A surface mining method that is carried on in level to gently rolling topography on relatively large tracts of land. Active area mine pits may be several miles long. Arid and semiarid regions. Lands, generally west t of We 100% meridian, where water use by native vegetation equals or exceeds that supplied by natural precipitation, and rainfall is insufficient to support agriculture. Annual precipitation is normally 20 inches or less. Auger mining. A mining technique often used by surface mine operators when the overburden becomes too for the coal to be mined economically using traditional surface mining methods. Large-diameter (usually 2'-4') horizontal holes are drilled as much as 300 feet into We vertical Me of the coal bed by an auger. Like a bit used for boring holes in wood, coal augers consist of a cutting head with a screw-like extension. As the auger turns, the head breaks up the coal and the screw carries it back into a conveyor that loads it directly into a truck. Backfilling. The operation of refilling an excavation using material removed during the mining process. Bench. The level or flat working area at the base of the highwall that is excavated between the exposed coal seam and the original surface of the ground. Bucket wheel excavator. A continuous-digging machine that uses a rotating vertical wheel with buckets for large-scale stripping and excavating. Cessation Order. Order to cease mining issued to a coal operator by the regulatory authority due to severity of violations, Contemporaneous reclamation. Restoration of mined land that occurs as soon as practical after coal removal. Contour mining. A mining method commonly used in eastern mountainous topography where coal is removed in a narrow strip around the hillside. The extent of the cut into the hillside is determined by the depth of overburden at the highwall compared with the thickness of the coal seam. Daylighting. A term used to describe a surface mining procedure that exposes abandoned underground coal mine workings to enable removal of the remaining coal. Daylighting is followed by land reclamation. Dragline. An excavating machine, usually used in large, flat areas, that drags a bucket (which holds up to 220 cubic yards of material) toward the machine by cables, loads it with spoil, and then hoists it wit a boom up to 350 feet long, allowing the machine to excavate wide benches by depositing the spoil hundreds of feet away from the highwall. Grading. The process of smoothing the disturbed areas of the mine site, after the coal is removed, to closely approximate the pre¬mining terrain. Haul road. Any road constructed, improved, maintained, or used by mine operators and located within the permit area. Head-of-hollow fill. See "valley rill." Highwall. The cliff-like excavated face of exposed overburden and coal in a surface mine. Hydroseeding. Planting of seed mixed in a water medium. Water, mulch, lime, fertilizer, and seed are blended and sprayed onto regarded soil.

ORE CONCENTRATION PROCESS-PATENT OIL FLOTATION PROCESS. The invention of the patent issued to Sullman, Picard & Ballot November 6, 1906 (United States Letters Patent No. 835120), is based upon the discovery of an wholly unexplained phenomenon arising from the agitation of ore pulp containing oil and air in certain proportions. This was a discovery in an art in which it was well known that the elements of oil, air, and agitation possessed certain characteristics and produced certain results. As early as 1860 a British patent first suggested the use of oil in water concentration of ores by pointing out the affinity which oils have for metallic sub- stances in preference to gangue. Subsequently many patentees employed the known affinity of oil for metal in ore concentration proc- esses by using oil in proportions varying from 2 per cent to 300 per cent of the ore and recovering the oil-coated metal particles by causing them to rise to the top or sink to the bottom of the pulp. In these processes the agitation was either gentle or thorough but never great, and though always employed to produce thorough oiling of the metal it was used in different degrees for the sole pur- pose of causing the metal particles to rise or sink. In the prior art the oil was used for its known selective affinity for metal, agitation was em- ployed to mix the oil with the metal, and air was introduced to supple- ment the buoyancy of oil in raising oil-coated metal particles to the surface. To this extent had the art of oil flotation advanced when the patentee entered it, having reached the commercial stage in only two processes, representing respectively metal-flotation and metal-sinking processes, and having reached the stage of success in none. In the line of experiments by the patentee when the proportion of oil to ore was reduced to 1.5 per cent a "float" appeared; at 1.04 per cent still more "float" appeared; at 0.32 per cent the "float" again vastly in- creased; at 0.1 per cent the "float" again vastly increased. It thus developed that in using oil at 0.1 per cent or even at 0.05 per cent of the ore and after violently agitating the pulp from 24 to 10 minutes, there arose to the surface when the pulp was brought to rest, a thick froth or foam of oil-coated air bubbles carrying oil-coated metal particles to the extent of about 90 per cent of the metal con- tent, the foam being sufficiently stable to permit removal and metal recoveries. This was a new result based upon phenomenon then unknown and still unexplained and constituted discovery and promised a change in the art of oil flotation from laboratory experi- ments and mill failures to commercial success. The patent referred to covering the points mentioned has been sustained by the District and the Circuit Courts of Appeals and by the Supreme Court. Miami Copper Co. v. Mineral Separation, 244 Federal, 752, pp. 754-757. ORE CONCENTRATION PROCESS-OIL FLOTATION-INFRINGEMENT. The Miami Copper Co. in its process of concentrating ores by the oil flotation process used three distinct processes that were either the processes included and covered by the Sullman, Picard & Ballot patent or their fair equivalent and which were clearly an infringe- ment of the patent, and the company can not escape liability for such infringement by taking an additional step, although such additional step if taken alone would not constitute an infringement of the Sullman, Picard & Ballot patent. Miami Copper Co. v. Mineral Separation, 244 Federal, 752, p. 768. ORE CONCENTRATION PROCESS-VALIDITY OF GREENWAY PATENT. The patent issued to H. Greenway, June 9, 1914 (Letters Patent No. 1999699), is valid. The process disclosed in this patent was a substantial departure from processes of the prior art. The heating of water is a matter of large moment and the use of acids is a matter of constant and considerable expense. By wholly dispensing with both by the use of a minute quantity of hydroxy compounds, the patentee has disclosed an original and novel plan which has broad- ened and made more simple the agitation process of air flotation. The novelty and inventive character of Greenway's discovery is patentable.

If we consider ergonomics to be an exercise in matching job demands to worker capabilities, one of the principal capabilities we must be concerned with is that of human strength. Our ability to evaluate different characteristics of muscular strength has increased dramatically over the past couple of decades with the development of new and increasingly sophisticated instrumentation. One would think that armed with such advanced techniques, we might be able to develop methods to conclusively identify workers at risk of injury in physically demanding jobs. Unfortunately, this has not yet proven to be the case. Instead, what these instruments have continued to point out is how intricate a function muscular strength really is, and how complicated and ambiguous its relationship is to musculoskeletal injury. While we cannot just use isolated tests of strength to specify precisely who may be at risk of injury, studies have indicated that strength testing can be a useful tool for job design and, under certain circumstances, selection of workers for demanding jobs. However, because strength is such a complex phenomenon, there has often been some confusion regarding the proper application and interpretation of strength tests in ergonomics, especially among persons not thoroughly familiar with the limitations and caveats associated with the available procedures. The purpose of this chapter is to discuss some of the fundamental principles of strength assessment in ergonomics, so that these procedures can be better applied to control the risk of musculoskeletal disorders in the workplace 1.1. What is Strength? (And what are we Measuring?) Many of the complications associated with strength assessment arise from the simple fact that even our most sophisticated machinery does not directly measure the force or tension developed by a muscle in a living person. Instead, we can only observe the consequences of force development by a contracting muscle, or more likely, by a combination of muscles There are many ways in which we can measure the effects of muscular contraction, and the techniques we use can have a dramatic impact on the strength readings we will obtain. Consider the situation illustrated in Figure 1. In this example, the muscle exerts a constant force of 1000 Newtons (N). However, the forces we measure can vary quite dramatically depending on where we place the force cuff - from 167 N if we place it near the wrist to 500 N if we place it near the elbow. Which value should we select as properly representing the muscular strength for this elbow flexion exertion? The preceding example illustrates some important points with regard to strength assessment. Perhaps the most important is that "muscular strength is what is measured by an instrument" (Kroemer et al. 1999). It should also be clear from this example [ ] that two researchers could perform an elbow flexion strength experiqent on the same group of subjects, but if each selected different force cuff positions, they might end up with wildly differing estimates of strength. Differences in the strengths of various muscle groups in the published literature may be the results of differences in the procedures and measurement methods used by the experimenters Thus, it is critical that any strength data presented be accompanied by a detailed account of the manner in which the data were obtained. A few additional points need to be made with regard to the testing of human strength. We must be clear that what we are obtaining in such tests are not a person's maximal strength capability, but their maximal voluntary strength. The voluntary nature of the exertion introduces an unknown, but surely substantial, amount of variability in our measurements of strength. One can imagine two subjects with identical muscular strength capabilities, but with varying levels of motivation or discomfort tolerance, for example. We are likely to observe considerable differences in the voluntary force exerted by the two, but it should be understood that such results may be largely the result of psychological factors, and not differences m muscular strength per se. The important point to be made here is that not only are we unable to directly measure muscular force, what we are able to measure is modified by an invisible filter - a filter subject to a wide variety of influences and which will differ considerably for every person we test To make matters worse, this filter would be expected to change even within a given individual on a given day. From the foregoing discussion, one can perhaps better appreciate some of the difficulties with establishing a definitive relationship between an individual's measured strength and that individual's risk of injury.

An explosion occurred in a high-pressure compressed-air line in October, 1930, at an Arizona copper mine. The air is delivered to the loco- motives at a pressure of 1000 pounds per square inch. There are no receivers in the system. The air for running the locomotives is compressed by one three-stage and two four-stage compressors which have capacities of 600 and 300 cubic feet per minute, respectively. These machines are operated by electric power, and are in an end of the main compressor building in which air is compressed to supply the air drills in the mine. Whenever the demand decreases, as at the noon hour, one or more of the Compressors are shut down. On this particular occasion, at the end of the noon hour, one of the operators was approaching the high-pressure compressors to start the two smaller machines that were not running, when the explosion took place under the floor a few fost ahead of him. The man was mocked down and received some superficial cuts and bruises, but was not seriously injured. The floor was torn , the side of the building blown out, and holes imo cited in the roof some twenty feet above. The explosion was immediately followed by a fire which was quickly put out by the plant operators with hand fire extinguishers. At the time of the explosion the 600 cubic foot compressor was running alone, and the pressure in the system at the machine registered 1040 pounds por square inch. On examination it was found that two 6-fout sections of pipe, about tan feet apart, were completely ruptured into twisted fragments; the rest of the pipe line, apparently, was not injured. The destroyed sections were in that part of the pipe near the large compressor and above the connection from the two smaller machines. It is not definitely mom what caused the explosion. Explosions in other compressed-air systems have taken place, and, although of rare occurrence, have caused loss of life. Such explosions are not confined to high-pressure installations and several have occurred at plants compressing air te one hundred pounds per square inch, or less. plosions of this nature are not to be confused with the rupturing of compressor cylinders from excessive air pressure caused by the discharge valve being closed.

"The transportation of explosives, and especially their distribution from the supply magazines of the manufacturers or dealers to the mines, quarries, or other points where they are to be used, by means of horse-drawn vehicles is an old-time practice, and the records of accidents of the past show this to have been a hazardous undertaking requiring for safety the taking of many precautions not required in the transportation of other merchandise.Displacement of the horse-drawn vehicle by the motor vehicle for the transportation of explosives is increasing rapidly. A consideration of the facts that the vehicle is operated by an explosion engine, using easily vaporized liquid fuel; that the charges in the engine are fired and the vehicle lighted by electricity; and that the vehicle, being operated insulated from the ground, may accumulate static charges led to the conclusion that new hazards are being introduced into the transportation of explosives through the use of motor-operate& vehicles, and that therefore additional special precautions must be taken against these additional hazards.That accidents have already occurred in this use of motor-vehicle transportation is evidenced from the following examples:Recently in California a driver loaded a box of granular powder in the rear of an automobile truck and a box of electric detonators in the front. Suddenly, while traveling along a highway, the explosives detonated, demolished the truck, and blew the body of the driver into small pieces. No evidence was left to show the cause of the explosion, but it is assumed that a jar or other means caused the detonators to fire, and that they in turn detonated the explosive. It should be recognized that it is unsafe to transport detonators and explosives in the same compartment, and this rule should be strictly enforced. At present this rule appears to be either unknown or, at least, frequently ignored.There are usually so many possible causes of ignition or detonation of a truck load of explosives that it is often impossible to state definitely the exact cause in a given case. This is well illustrated in the following account of an accident: A trucking company was hired to haul a truck load of explosives about 200 miles. The driver had had experience in driving trucks of explosives, and it was stated that he inspected the truck carefully before leaving the garage. Eighty 50-pound boxes of explosive were placed in tiers on each side of the truck and 265 25-pound kegs of black blasting powder were placed in the center of the truck. The boxes were placed flat and the kegs were placed on end, arranged in tiers. While the truck was being driven along the highway there was a muffled explosion. When some men, who were about a quarter of a mile away, arrived at the scene the truck was in flames and they could get no nearer than 100 feet. The driver was sitting in his seat and had apparently been killed instantly either by shock or fumes. When the flames were finally quenched, the driver's body was recovered, badly charred. It was, found that several boxes of explosives had been thrown about 40 feet by the initial explosion but were uninjured. A total of half a ton of dynamite was recovered. The cover to the gasoline tank could not be found."

"The erection of barricades by men who are shut off from escape in mines at time of fire or after an explosion has been consistently advocated by the United States Bureau of Mines. Largely through the publicity given by the bureau to this excellent type of emergency safety endeavor, several hundred lives have been saved during the past 20 years. One of the earliest instances of barricading in the United States of which there is fairly complete record was in connection with the Cherry mine fire in Illinois in 1909; in this fire 259 lives were lost, but 20 men were saved by two barricades and were brought safely to the surface after seven days. In another coal-mine fire, followed later. on by an explosion, at Delagua, Colo., in 1910, 79 lives were lost, but 18 men saved themselves by erecting canvas brattices or barricades; the miners in one barricade were removed safely after five hours and those in another after 21 hours. In 1911, after an explosion in a coal mine at Briceville, Tenn., in which 84 lives were lost, five persons were brought out alive after 58 hours behind a barricade. Twenty hours after an explosion in which 73 were killed at McCurtain, Okla., in 1912, 13 men were taken out alive and one dead from behind a barricade or partition constructed of canvas. In 1914, after an explosion at Eccles, W. Va., in which 181 were killed, 35 men barricaded themselves in one place and after four hours were brought to the surface alive; this barricade was also of canvas. In 1915, 112 men were killed in an explosion at Layland, W. Va., but two groups of men, 47 in all, were able to barricade themselves; after four days 46 men were rescued alive, but one man was dead. In 1915, an explosion at Boomer, W. Va., killed 23, but 27 others barricaded themselves in one place and after seven hours came out alive. All of the foregoing instances of barricading were in coal mines. In 1917 there were three cases of barricading in a Montana metal-mine fire (the North Butte) during which 163 lives were lost. One of the barricades, sheltering 19 men, failed because the region barricaded was in porous broken ground through which the poisonous gases seeped and killed the entire group. From another of the barricades, engineered by an assistant foreman, 8 men were taken out, 6 uncon¬scious and 2 dead, 50 hours after the fire started. The 6 unconscious men lived, out the assistant foreman who directed the men was one of the 2 who had died. In the third case of barricading in this metal-mine fire,,men, also led by an assistant foreman, kept themselves closed in for about b6 hours and then broke barricade or bulkhead, 25 oing in one direction to safety, and 4, including the assistant foreman, going in another direction to death from poisonous gases. There have been a number of other cases of barricading, some successful and others a failure. Probably the worst failure was that in the argonaut (gold) mine fire in California in 1922; all of a group of 46 miners behind a barricade were found dead when reached after 21 days."

"Good ventilation is one of the first requisites in the safe and efficient operation of a coal mine. If a mine is gassy, the uninterrupted circulation of an adequate supply of fresh air is imperative if that mine is to operate with a relative degree of safety. That ventilation is not •only a safety consideration, but is an extremely important economic factor is shown by the fact that in many mines 50 per cent of the total power cost is for ventilation.The system used in the Graceton Coal & Coke Co. mine, Graceton, Pa., is believed to be unusual in many ways. Its application in this mine has re¬sulted in good ventilation of the working faces, no interruption to the venti¬lating current through the use of doors. a large- portion of the air circulated by the fan reaching the working places, low velocity air currents on traveling and haulage ways, low water gage and power consumption of the fan, and well-ventilated gob areas.This investigation was made possible through the courtesy of W. H. Robertson, mine superintendent. Fred Roberts, mining engineer, and Floyd Phillippi, mine foreman, assisted in the collection of information.The Graceton mine is a slope, opening the Upper Freeport or E bed, on the Pennsylvania Railroad about midway between Blairsville and Indiana at Graceton, Indiana County, Pa. The production is approximately 1,000 tons of coal per day and about 170 men are employed underground. The mine is considered gassy and was found to be liberating approximately 300,000 cubic feet of methane in 24 hours. The return airways terminate at a circular, concrete lined shaft 12 feet in diameter and about 115 feet deep at which is the exhaust fan.Mining is done by a block system with flat or level entries turned off the main slope at intervals of 1,350 feet, off which the butt headings are turned up the grade parallel to the slope. Rooms, which are about 225 feet long and 12 feet wide, are turned off the butt headings on 80-foot centers, leaving a block about 68 feet thick between rooms.Haulage on the main slope is by rope, with the hoist on the surface. This hoist is electrically driven through a 500-h.p., 2,300-volt motor. The rope used in this haulage is 1-1/8 inches in diameter. There are five electric trolley locomotives - one 10-ton and four 6-ton - which do all of the hauling in the flat and butt entries.Before it is blasted all of the solid coal and as much of the pillar coal as can be cut with safety is undercut by permissible mining machines. Shooting is done by shot firers who use permissible explosives, electric detonators, and dry-cell, nonpermissible batteries.In rooms where conditions are normal, timbering consists of two rows of posts on 4-foot centers. Posts are required to be within 6 feet of the face in machine-cut places and within 3 feet of the face in hand-mined places. Timbering on entries, where required, is of two types: a bar hitched into the ribs and supported by the coal, or 3-piece sets. The legs of the 3- piece sets used on the slope are set well back into the rib to prevent their being. knocked out by a wreck."

"A convective dispersion model has been utilized to calculate the real-time airborne dust concentration in mine airways using re-entrainment as the only source term for airborne dust. It incorporates two important sources of re-entrainment in mines -- air velocity and movement of objects. The model has a sink term accounting for the deposition of particles along the airway. The model is solved using a finite difference scheme which is coded for computer. The computer model outputs airborne respirable and total dust concentrations along the airway as a function of time. The real-time and average gravimetric concentrations from several in-mine experiments were compared with the results from the simulation of the experimental conditions. This model can be used for estimating airborne dust entrainment due to air velocity, equipment movement, and persons walking. INTRODUCTIONEdwards and Ford (1988) developed a model for coal dust explosion suppression and utilized a predetermined value of threshold velocity for flowing air to pick up dust from floor. Depending on the strength of the removal forces, re-entrainment can increase the airborne dust concentration in mine airways. The most prevalent forces causing re-entrainment in mine airways are the drag and lift forces due to flowing air, and removal forces due to the movement of persons and vehicles. Shankar and Ramani (1991) have investigated the unique characteristics of the re-entrainment phenomenon in mine airways. Experiments on re-entrainment of coal dust particles were conducted in mine airways, and in a wind tunnel (Shankar and Ramani, 1994a, and 1994b). The results from the two experimental studies were found to compare well (Shankar and Ramani, 1995). There is no reported model to determine the airborne dust concentrations due to airflow or persons walking under conditions existing in mines. The present study is a part of a continuing research project in the Generic Mineral Technology Center for Respirable Dust on the spatial and temporal behavior of airborne dust in mine airways (Ramani, 1983)."

As part of the Bureau of Mines effort to establish a comprehensive subsidence data base for subsidence technology development, subsidence and related data are being compiled for various mining, geological, and environmental situations. This publication presents data for a longwall mining operation in the Northern Appalachian Coal Region. Vertical displacements and relative face positions are tabulated for 110 subsidence monuments. Measurements were taken twelve times during the eight months it took to mine the panel. Brief physiographic and geological descriptions of the mining site are presented along with a general account of the mining and subsidence monitoring methods.

"Diesel exhaust soots were assayed in the Ames Salmonella typhimurium histidine reversion assay system using TA 98, the soots being applied as the following preparations: dispersion in dipaimitoyl glycerophosphoryl choline (DPL), dispersion in dipalmitoyl phosphatidylethanolamine (DPP!), and dispersion in dipalmitoyl phosphatidic acid (DPPA) in physiological saline, and in physiological saline without added surfactant. The extracts of soots by dichloromethane / dimethylsulfoxide (DCM/BHSO) were also assayed. Studies were performed both with and without :IQ microsomal activation of the soot preparations. The DPP! and DPPA surfactants were chosen as phospholiridz with two palmitic acid moieties esterified to a glycerol as is the case with DPL, but with hydrophilic groups having different electrophilic characters. The soots, without S9 activation, showed mutegenic activity when extracted in the conventional procedure with DCM/DMSO. The mutagenic activity of soots dispersed in DPL was quantitatively comparable to, and in some cases greater than, the activity expressed by an equal mass of soot extracted by DCM/DMSO. Soots in other surfactantpreparations, DPP! and DPPA, also expressed positive mutagenic activity. Praincubation with S9 microsomal enzyme fraction reduced the activity of solvent extracted soots, and greatly diminished the activity of DPL dispersed soots. Initial sister chromatid exchange (SCE) assays using the Chinese hamster V79 cell line indicated DPL dispersed soot also can cause SCR in mammalian cells. Results thus far suggest that surfactant suspended or ""solubilized"" respirable soot particles could provide a mechanism for transport and expression of mutagens in the lung."

The electrodeposition characteristics of seven binary alloys of titanium have been investigated. The object of the electrorefining experiments with an alloy was to determine the efficiency of titanium separation from individual alloying elements under established conditions. Reported results are only indicative. It is conceivable that numerous duplications of tests might give average maximums that would vary from those noted in this report; however, in the few tests that were repeated, the magnitude of transfer of the alloying elements was of the same order. The results detailed herein are for a given set of conditions. Many combinations of operating variables are possible, and the results achieved under different conditions probably would differ from those reported.
