Many different types of structures and materials have been used to build mineral processing facilities throughout the years. Although structure type and building material were not viewed as significant factors affecting the health of employees in these facilities when they were built, the National Institute for Occupational Safety and Health (NIOSH) has found that building type can impact respirable dust and noise levels. NIOSH performed a study in which it evaluated three building types: masonry, an open-structure design, and a steel-sided design. This study indicated that an open-structure design (no walls) was superior from both a dust and noise (health) standpoint when compared to the other two structure types. Therefore, companies may want to consider this design when building new structures.

As part of the pre- and post - shot mine examination at Project GNOME , acceleration data were recorded underground from a series of chemical explosive shots . The cube root of the charge weight was used to scale acceleration and distance because charge weight was not constant . Regression analysis of particle acceleration - distance data gave the following propagation equation : A W1 /3 = 5.10 x 105 ( R / W¹ / 3 ) −2 .43 The quantity A W1 /3 is scaled particle acceleration expressed in g's - lbs¹ / 3 , and R/W1 /3 is scaled distance expressed in ft / lbs¹ /3 Data obtained from the nuclear explosion were scaled and fall within one standard deviation of the calculated propagation law for the smaller shots . Cube root scaling laws were adequate to group acceleration data from explosive charges varying by a factor of more than 1 x 10 in charge weight and over shot - to - gage distances varying from 100 to 46,000 feet . Data obtained from a series of small tests provided sufficient data from which reliable predictions of acceleration could be made for the large nuclear explosion .

A new approach for evaluating pit slope stability by the limiting equilibrium method has been developed by the Bureau of Mines. The finite element method of plane strain analysis is used to find the stress field of the pit slope structure. This stress field is then used to find the normal and shear stresses along a potential failure surface. The normal stresses are used with the Coulomb equation to calculate the shear resistance. The shear stresses are integrated to determine the total driving force. The factor of safety is evaluated from the ratio of the resisting force to the driving force along a failure surface, and is found to be affected by the elastic material properties, modulus of elasticity, and Poisson's ratio.

Surface mining of coal involves removing soil and rock that overlay coal beds in order to expose the coal. Compared to underground coal mining, surface mining generally costs less, is safer for miners, and usually results in more complete recovery of the coal. However, it also results in much more extensive, though temporary, disturbance of the land surface, which can cause serious environmental problems unless the mined land is carefully reclaimed. The earliest commercial U.S. coal production was in the anthracite region of Pennsylvania. Beginning in 1807, mining became important enough for the federal government to begin keeping statistics on annual production. During those early years of coal mining, reclamation of mine sites and Support facilities was not required by law; however, in the 1930's, as surface mining became more widespread, the idea of mandatory environmental protection and reclamation started to grow. In 1939 West Virginia enacted the first law to regulate the coal mining industry. Similar laws were enacted by Indiana in 1941, Illinois in 1943, and Pennsylvania in 1945. During that period, coal production accelerated greatly and the surface mining of coal became much more prevalent. During World War 11, the demand for coal took priority over environmental concerns, with little consideration for reclaiming the land after mining. Mining pits were not backfilled. Dangerous highwalls were left exposed. Trees and other vegetation were buried by waste material that was simply dumped down the slopes below mines. Topsoil was buried or allowed to wash away. Landslides formed on unstable hillsides. Slopes eroded rapidly because of the lack of vegetation. Polluted water collected in mine pits. Streams became clogged with sediment. Streams and rivers were frequently polluted by acid mine drainage. This vivid image of surface coal mining remains indelible in the minds of most Americans, who remain unfamiliar with modem surface coal mining methods and the changes brought about by the Surface Mining Control and Reclamation Act. After 1945, more coal-producing states instituted regulatory pro- grams. Many required permits for mining. Some included inspections. A few made operators post performance bonds to guarantee reclamation when mining was completed. However, due to the variations in those individual programs, it cost less to produce coal in states with less stringent reclamation requirements, giving operators in those states an economic advantage, generally at the expense of environmental quality. With the 1970's came a surge in the demand for coal resulting from the nation's need for increasing electric power generation and the uncertain supply and increased cost of imported petroleum-based fuels. The resulting increased coal production prompted a series of state laws, primarily in the West, aimed at controlling the environ- mental effects of surface mining. During the late 1960's and early 1970's, North Dakota, Wyoming, Colorado, and Montana passed laws to regulate mining and reclamation. The continuing lack of uniformity among the state surface mining programs and the increase in unreclaimed land and associated pollution of water and other resources caused a growing demand for nationwide regulation of surface coal mining, both to remove the economic inequities and to is sure an acceptable standard of reclamation. After many years of debate, Congress passed the Surface Mining Control and Reclamation Act (SMCRA), which was signed into law August 3, 1977. The Act established a coordinated effort between the states and the federal government to prevent the abuses that had characterized surface coal mining in the past. The law also applied to surface disturbances created by underground coal mining.

This report presents a computer code that has been developed by the Bureau of Mines for isolating naturally occurring clusters of data plotted on the unit hemisphere and testing these clusters against a probability distribution which admits elliptical symmetry about its mean. A listing of the computer code is provided along with an example output illustrating the delineation and analysis of clusters in fracture orientations measured in a porphyry copper deposit.

This section contains a summary of our investigation of the soil conditions (type, porosity, moisture content, etc.) at the two sites (Lanse and Kato, Pennsylvania) selected for field testing of latex as a soil sealant. Other natural conditions such as rainfall, frostline, depth of the water table, etc., were also measured and recorded for possible later use in assessing the effect of the latex seal on the total environment. The numbered sites referred to throughout this report are shown on the maps of the Lanse and Kato sites (Figures 1 and 2). KA, RB and KC are positions at the Kato site - all other numbered positions refer to the Lanse site. Two other terms used throughout the report which should be explained are “horizon” and "profile". These are synonymous terms for soil layer, A horizon (or A profile) referring to topsoil and B horizon (or B profile) referring to subsoil. The properties that control the flow of water through the soil are of special interest because these will also govern the passage of a sealant into and through the soil. Normally the particle size distribution is a good measure of soil permeability, which is directly proportional to sand content and inversely proportional to silt and/or clay content. Tables I1 and I11 show the percentages of gravel or stones, sand, silt and clay of Lanse and Kato soil samples. According to the United States Department of Agriculture classification, the gravel is ,ignored and the residue separated into sand, silt, and clay fractions. Figures 4 and 5 indicate by means of the USDk soil texture triangle that the variability of composition of Lanse soil ranges from sandy loam in the creekbed to clay loam. The variation is even greater among soil samples from Kato. Porosity of soil, also known as percent voids, is another indication of how readily water will travel through soils. Soil density usually increases and porosity decreases with depth, and as expected, the porosity of the top soil at Kato, a forest, is exceptionally porous and open (see Table IV) The pore diameter and length of soil capillaries is extremely variable, and its distribution in the field is impossible to determine. In addition to the capillaries, soil also contains many macro cracks, crevices, and passages around stones and roots. All these affect the flow rate of water through soil. Poiseuille's law states that the rate of flow of a liquid through a narrow tube is proportional to the 4th power of the radius of the tube. Pore size normally decreases with depth and in soil containing appreciable amounts of silt and clay this is especially true. Thus, deeper soils should be less permeable and such was the case at Lanse and Kato.

Problem: Incident investigation reports do not usually contain enough information to aid in studying boom arm vertical speed for roof bolting machines to determine the impact that appendage speed had on an operator's risk of experiencing a contact. Laboratory experiments with human subjects are also not feasible because of safety and ethical issues. Method Researchers successfully developed a three-dimensional computer model that uses virtual human simulation software as the primary means to gather contact data when the boom arm touches the operator's hand, arm, head, or leg. Results: Data analysis of roof bolter simulations shows that the speed of the boom arm is the most important factor in determining the risk of an operator making contact. Regardless of other variables, contact incidents were always greater when the bolter arm was moving up, greater on the hand, and greater for the boom arm part of the machine. The reason why the subject experiences more contacts when the boom arm is moving up rather than down is that more risky behaviors occur during drilling and bolting when the boom arm is ascending. Based on the data collected, boom speeds greater than 13 in/sec result in a substantial increase in risk to the roof bolter operator of making contact. Speeds less than or equal to 13 in/sec are associated with a more modest relative risk of making contact, which represents a decrease in potential hazard. Impact on Industry: The use of such information can be quite helpful in making recommendations to machine design and task procedures to reduce the likelihood that roof bolter operators will experience injury due to contact with a moving roof bolting machine's boom arm.

In this Bureau of Mines report, the optical detection of fires and explosions is considered fundamentally. The measured spectral radiances from methane-air ignitions are compared with the background irradiances from stray and ambient sources, and with the spectral sensitivites of various sensors. The comparison naturally suggests the optimum spectral ranges and signal processing logic that can uniquely characterize the ignition event. Both ultraviolet (UV) and infrared (IR) are considered. Several alternate sensing methods are proposed and discussed. The development and testing of an IR system designed for use in ignition suppression devices in mines is described.

The location of trapped miners from their seismic signals will be in- accurate if we assume the P-wave propagation velocity is a constant. P- wave velocities are anything but constant in regions about mines, so some calibration is necessary to obtain more accurate seismic locations. The reference event method compares the time arrivals of signals generated by the miners with those previously recorded from a reference or calibration event in the vicinity of the miners. This method locates the miners' position relative to the calibration source. Hence, the location of the miners is absolute if the reference event position is known absolutely, usually from surveys and mine maps. Advantages resulting from the system, besides greater accuracy, are locations independent of the velocity model assumed, the same solution from the full array and from any subset of four or more seismometers in the array (three if the miners' depth is known), fewer seismometers required, and no complex computers required for analysis. VELA Uniform experience shows that the accuracy of locations of teleseismic explosions and earthquakes is improved by an order of magnitude over locations computed from average travel time curves. Each calibration event is applicable only over a limited range. We recommend a field test of the method at a mine to measure its location accuracy, the range of effectiveness for each calibration event, the number of seismometers needed, and the number of reference events required per mine. From these experiments we could decide whether the reference event method was useful and, if so, what form a practical rescue system would take.

Various methods of making leakage tests have been tried during a study of losses in the transmission of natural gas. This work has been carried on by the Bureau of Mines in cooperation with the Natural Gas Association of America. Results of tests show that the "shut-in pressure-drop" method described by Rawlins2 is the most accurate and reliable; therefore its use is recommended. This paper describes a graphic method for computing the rate of leakage from the fall in pressure and change in temperature determined by the "shut-in pressure-drop" method of testing. METHOD OF MEASURING PRESSURE DROP The gas is "shut in" the line to be tested and is not allowed to escape except through existing leaks. The leakage causes the pressure in the line to fall. The change in pressure is obtained with a dead weight gage. Approximate results may also be obtained from readings on a good spring test gage. Numerous tests show that the dead weight gage is more sensitive to small changes in pressure than spring gages.

A revolutionary development in blasting materials has occurred in the past 5 years. Ammonium nitrate, sensitized by the addition of a few percent of No. (class) 2 diesel fuel or other suitable petroleum product, has been adopted as a low-cost, efficient blasting agent2/ by a wide variety of mining and heavy construction operations. Moreover, ready availability of the component supplies throughout the Nation and ease of their formulation into effective blasting agents have made it possible for the blaster himself to pre-pare the mixes at the site of use. Although these field-mixed products have partly or wholly displaced explosives such as dynamites in some applications, there are other blasting operations where the fuel-sensitized ammonium nitrate agents do not appear to be well adapted. Important safety characteristics are inherent in ammonium nitrate-based blasting agents prepared under competent factory control, or when field mixed under equivalent close control--as long as the hazards they present are clearly understood and respected. This publication attempts to summarize knowledge of those hazards and to incorporate practical ways to cope with them. A series of safety recommendations thus is presented. These recommendations cover the preparation, storage, transportation, and use of field-mixed ammonium nitrate blasting agents.

The hazard to health from contamination of air by a noxious gas depends not only on the potential harmful response attending exposure, but also on the warning properties, which in effect may be termed the "accompanying warning response," This warning may be manifested as an odor, taste, irritation of the eyes, nose, or throat, or perhaps headache, vertigo, or nausea. These manifestations may be painful and even slightly harmful, but to a much lesser degree than the primary injury of exposure. The warning response mitigates hazards directly in proportion to the degree of Intolerability which accompanies injurious exposure, and accordingly its absence augments hazards. This accounts for the fact that the actual health hazards from a non-odorous or non-irritating gas or vapor of comparatively low toxicity sometimes equal or exceed the hazard from a considerably more toxic substance, but one which possesses a marked odor or produces eye, nose, or throat irritation in advance of harmful exposure. When a substance lacks the properties for giving warning, it is often possible to impart them by the addition of a small amount of another substance which has an exceedingly high warning intensity. The vapors of this substance, commonly termed a "warning agent" or "tracer gas," escape and mingle with the gas or vapor which lacks warning properties and thereby apprises persons of the latter's presence. The amount of the warning agent added is that which will give adequate warning in advance of serious physiological harm from the dangerous gas or vapor.

Understanding methane emissions in underground coal mines is critical for a safe and productive mine. In addition to reasonable estimation of initial coalbed reservoir parameters, it is also crucial that changes in effective stress due to mining and pore pressure reduction are taken into account due to their effects on porosity and permeability. Primary parameters for estimation of emissions or modeling of the mining environment for this purpose are porosity and permeability which can change dramatically as a result of stress redistribution associated with mining and gas desorption from a large coal volume. These parameters affect the emission rates and ventilation requirements, as well as water inflow into the working environment. Stopping leakage, on the other hand, is a secondary stress dependent factor in estimation of emissions, as convergence of the roof and floor strata, compromising the integrity of the stopping, may result in leakage, making prediction of ventilation requirements difficult. This paper aims to examine the effects of porosity and permeability changes of the coal seam on methane emissions in an underground continuous miner section. The models were developed and executed in a dynamic fashion to simulate an advancing section. Through this process, the changes of effective stress in coal, particularly their change paths, on porosity and permeability were incorporated into the models and methane emissions, concentrations, air requirements, water inflow and possible leakage from the stoppings were investigated using a conventional coalbed methane reservoir model.

This chapter explores leadership behavior in a life-threatening situation-fire in a coal mine. Previous chapters have discussed the database of interviews with miners who escaped from underground fires. Researchers raised questions such as: (1) Who led the miners out of the mine? (2) Did leadership make a difference in the escapes? (3) Was the escape leader the hierarchal leader? (4) What, if any, characteristics did the escape leaders possess? Subsequently, researchers analyzed the mine fire database from a group interaction perspective to address the leadership questions posed. Leadership has been one of the most researched topics of human behavior in the twentieth century. Studies have ranged from individual characteristics of leaders, to situational leadership, to interaction of leader and follower, suggesting different leadership techniques for different followers. The question that emerges here is: Are there different types of leadership that "fit" different kinds of situations? In a crisis situation like that examined in the present study, such information about leadership may significantly improve the chances of escape. To address these issues, the study team looked at the formal authority structure before each fire, considered leadership behavior or lack of leadership during the escapes, and examined those conditions associated with the emergence of leadership. According to Bardo [ 1978], "Emergent behaviors are those forms of action, and the norms, values and beliefs governing those actions, that rise out of the disaster situation." This chapter discusses previous studies in the area of crisis leadership and examines the emergent behaviors of leaders under duress during the mine fire escapes. Previous Studies The research on leadership during emergency situations has consisted mainly of simulation and field studies, with the principal concern being escape from building fires. During the 1980s, Hayashi [1988] created a computer simulation model to evaluate leader behavior in a fire. Although his purpose was to aid in planning for disaster prevention, his findings are relevant because they address the issue of situational leadership in crisis-where a leader changes his or her behavior to fit the situation. Essentially, his simulation model was designed to judge the actions and thinking of leaders. The simulation was tried by 101 subject/leaders 4 times each. The simulation consisted of amaze containing the leader, an informal leader, and 50 evacuees. Interestingly, the results indicated that the leader's actions were not dictated by circumstances. Any differences in behavior were attributed to the individual characteristics of each leader. The study also showed that the worse the situation became, the less individual

The Bureau of Mines investigated thermodynamic properties of Mn304 (manganomanganic oxide) and Mn203 (manganese sesquioxide). The standard Gibbs energies of formation (?Gf°) of Mn304 and Mn203 from their lower oxides were determined with high-temperature galvanic cells using stabilized Zr02 (zirconia) as the electrolyte. Potential measurements were obtained for the cell Pt, MnO, Mn304//Zr0 2//02(g, 0.0112 atm), Pt, with the overall cell reaction 6Mn0(c) + 02(g, 0.0112 atm) = 2Mn304(c), where- 02 refers to indicated partial pressure of oxygen at the reference electrode. Similar measurements were obtained for the cell Pt, Mn304, Mn203//ZrO2//02(g, 0.0115 atm), Pt, with the overall cell reaction 4Mn304(c) + 02(g, 0.0115 atm) = 6Mn203(c). Equilibrium oxygen pressures for the Mn0-Mn304-02 and Mn304-Mn203-02 systems were measured and may be expressed for the respective systems as [23,400 109 P02 T + 11.91 (764.9 - 1,208.6 K) and log p02 = - 11,957 + 9.66 T (968.6 - 1,208.2 K),] where pressure (p02) is in atmospheres and temperature (T) is in kelvins. Standard thermodynamic properties of Mn304 and Mn203 were derived from these measurements and auxiliary thermodynamic data from the literature.

In this report the importance of diffusion in controlling the emission of methane in mines is examined. An in-situ diffusion parameter is defined and calculated for a hypothetical unfractured lump of coal in the Pittsburgh and Pocahontas No. 3 coalbeds. The values obtained are similar to those obtained with lump coal in laboratory experiments.

"The Generic Mineral Technology Center on Respirable Dust was established in August 1983, at the request of the Bureau of Mines, to conduct research that affords ""...each miner the opportunity to work underground during the period of (his/her) adult working life without incurring any disability from pneumoconiosis or any other occupational disease"". The Center consists of the Mining and Mineral Resources Research Institutes (MRI) of The Pennsylvania State University (PSU) and West Virginia University (WVU) in association with the MRIs of the Massachusetts Institute of Technology (MIT) and the University of Minnesota (UMN). (FIGURE 34) Michigan Technological University (MTU) is also affiliated with the Center in the area of diesel particulates.The Center brings together experts concerned with particles causing potentially disabling or fatal diseases including pneumoconiosis (""black-lung""), silicosis, and asbestosis. The latter is of deep concern not just to workers in the mineral sector of the economy but also to the general populace. The primary goal of the Center is to reduce the incidence and severity of respirable dust disease through advancing fundamental understanding of all aspects of respirable dust associated with mining and milling, and the interaction of dust and lungs. The research program of the Generic Mineral Technology Center explores these scientific, engineering or medical concerns with the objective of refining existing strategies and developing new respirable dust control techniquesand technology that are consistent with the fundamental dust-lung interaction processes that lead to mine worker disability. This is a discussion of the application of the zonal harmonic series to problems involving dipole sources in the vicinity of spherical boundaries. The application of a formal zonal-harmonic series solution to directly obtain numerical results involves two distinct problems: namely, the convergence of the series solution and the accurate calculation of the special functions involved in the series solution. Some interesting techniques will be introduced which help to improve the convergence properties of the series solution.

This review of literature is centered around ore evaluation and reserve calculations as generally used in the mining industry. Methods of data interpolation were reviewed with the object of determining a method that would best suit the evaluation of under- ground coal deposits. Further, computerized data library concepts as related to geological data were investigated together with a brief evaluation of the data requirements for the total project. Additionally, computer techniques for the processing of geological data with a view to generate management information for decision making were reviewed including hardware and software availability. 2.1 Interpolation and Extrapolation of Data The importance of accurate estimates of value parameters in terms of their geographical and geological distribution within a, mineralized body has long been recognized in the evaluation of metallic and non-metallic deposits. As the factors which affect mineral distributions and associations are better understood, accuracy, and reliability of estimation increases. The ideal objective is to develop a deterministic model with the capability of accurately predicting the value at any geographical location. The most important value parameters requiring determination in any orebody are the grade and the quantity of ore that can be mined at the stated grade. These two parameters are modified or qualified by others which include physical dimensions and physical and chemical characteristics of the ore value. Therefore, the
