In connection with tin strategic minerals investigations of the Bureau of Mines and the Geological Survey under authority of the Strategic Materials Act (Public 117, 76th Cong., 1st sess.) a study is being made of tin deposits in the United States in an effort to improve the situation with respect to domestic supplies. These studies include sampling and exploration of some of the larger deposits with the objective of establishing emergency reserves, if possible to do so. Two exploration projects have been completed, and the over-all results obtained are set forth in this progress report. RESOURCES Tin was first discovered on this continent in 100 in the Temescal Mountains of what is now southern California. In the ensuing century, occurrences of tin have been reported in no less than 17 States and Alaska. Although most of these are of scientific interest only, tin-bearing veins and placers in California, Alabama, North and South Carolina, Virginia, South Dakota, Wyoming, Texas, New Mexico, and Alaska have been extensively explored, and largo sums of money have been expended in recurring attempts to exploit them.

The prolonged exposure of equipment operators to shock and whole-body vibration (WBV) IS linked to cumulative back, neck, and abdominal disorders. In low-coal mines, space restrictions make seat suspensions difficult to use in isolating operators from shock and WBV. Researchers at NIOSH, Pittsburgh Research Laboratory, are responding to these issues by investigating viscoelastic foams. For the full-load case. an ergonomic seat with viscoelastic foams isolated the shuttle car operator from shock at 15 Hz. Researchers used results from additional foam testing with an analytical model to identify viscoelastic foams that provide shock isolation at a frequency below 5 Hz.

This report describes the results of a Bureau of Mines investigation in which the stress concentrations and distributions caused by inclusions in a strained elastic plate were determined, Finite element analyses were made for 168 models containing single inclusions of elliptical, ovaloidal, and rectangular shape. The variables studied included: horizontal-to-vertical loading ratios, (Sh/Sv) of 0,0.33,0.5, and 1.0; width-to-height ratios (w/h), of 0.25, 0.5, 2, and 4; and Young's modulus of inclusion to Young?s modulus of plate ratios (K ratios) of 0.33, 0.5, 2.0, and 5.0. The results show that the theory for elliptical inclusions can accurately predict the average stress along the x and y axes of symmetry for circular, ovaloidal, and rectangular inclusions from the width-to-height and K ratios. The actual inclusion shape was insignificant, suggesting that the average stresses in other inclusions of irregular shape (orebodies) can be estimated with the theory for an elliptical inclusion. An application of this technique to mining problems is presented. The stresses in the elliptical inclusions were uniform throughout the inclusion for all the models studied.

Cost Data Library The data retained in the Cost Data Library is of a semi¬permanent nature in that it is held in storage for immediate use with the program although its contents may require periodic evaluation to maintain it in a current status. The library is composed of six arrays containing both technical and cost data. The following description of the library input system provides the information necessary to maintain an active storage file. Array POWERA: FORMAT (8F10.0) - contains the step groupings of the power rate schedule for power cost computations. Four input data cards are required to fill this storage area. Overheating of electric cables on shuttle cars has long been recognized as a cause of premature insulation failure leading to shock and electrocution. Use of cable reels on shuttle cars can cause excessive heat build up which, in turn, causes the cable insulation to soften and become easily damaged This heat-softened insulation reduces the life of the cable. Repeated cycling of a cable in this manner can cause premature aging of the insulation; it becomes bridle, cracks and allows electrical leakage paths to farm. These leakage paths provide the opportunity for shock and electrocution to occur if miners come in contact with the damaged section of cable. It is imperative that cable operating temperatures be maintained at safe thermal limits. This paper discusses a research project conducted by the National Institute for Occupational Safety and Health, Pittsburgh Research Center to determine dynamically the conductor temperature of reeled shuttle car cables using fiber optics technology. The research portrays typical shuttle car loading cycles (both current and time cycles). Root-mean-square current loading is calculated based on the results. The thrust of this effort is to provide the scientific basis for ampacity derating factors specifically for mine machinery using reeled cables This information will reduce the probability of electrical hazards from reeled cables

"There has been much writing and argument on the subject of giving bonuses to miners, quarrymen, metallurgical and chemical workers, and others as a stimulus for safe work and for work safely done. Theoretically, everyone should be careful and should not need monetary or any other type of encouragement for the prevention of accidents; as a. fact, few people are careful, and this is primarily the reason way many if not most accidents occur. A bonus, however, is not simply money given away by an employer; it must be earned, so to speak, before it becomes due; in other words, if the standard established is not reached, no bonus is paid, and in many cases some disciplinary action is taken.The United States Bureau of Mines Is asked from time to time for suggestions for rewards to mine workers who have a good attitude toward working safely or who need some stimulus to cause them to make greater or more earnest efforts toward safety for themselves and their co-workers. A recent inquiry prompted the collection of data on some safety bonus systems from reports of this bureau's field engineers and others, and some of these Now given. Bonus practice at both coal and metal mines is included because a system used at metal mines is generally adaptable to coal mines; in fact, in numerous cases, bonus systems recently started at some coal mines are based on systems in vogue and giving satisfaction some metal mines; in-some instances, also, metal mines have been able to get good suggestions from coal mines or from the cement or petroleum industries. it .should be understood that a bonus, even as applied to the encouragement of safety, does not necessarily mean payment of money; in fact, some successful bonus systems have in them no direct money exchange; hence, the bonus as treated in this paper is that defined as ""Something given in addition to what is ordinarily received by, or strictly due to, the recipient.""Acknowledgment is given here to members of the safety division of the Bureau of Mines who sent in some of the information here presented; to the Engineering and Mining Journal and Mining Congress Journal, from which some items were abstracted; to various mining officials who gave data in one form or another; and to M. von Bernewitz, of the United. A relatively innocuous halocarbon was investigated as a substitute for the highly toxic carbon tetrachloride in the approval testing of chemical cartridges. The vapor effluent of 1,1,2-trichloro-1,2,2-trifluoroethane from chemical cartridges is continuously monitored by a nondispersive infrared analyzer. Breakthrough times for the cartridges, using the halocarbon, can be equated to those of carbon tetrachloride, if multiplied by the factor, 1.49.

"One of the most serious long term health problems associated with underground,mining is Coal Workers Pneumoconiosis (CWI'), more commonly known as Black Lung Disease. It occurs in some coal workers, normally after 15 or more years of exposure to coal mine dust, and leads to a variety of respiratory problems. Two types of pneumoconiosis are recognized simple CWP, which has been estimated to affect 6.9 percent of miners and is a condition that does not impair the miner's ability to work nor reduce life expectancy; and a more severe form of black lung (called progressive massive fibrosis) that occurs in about one percent of the cases and results in severe lung damage.Although the relationship between coal dust and CWP has long been recognized, detailed knowledge of the relationship is insufficient for setting up authoritative guidelines to reduce the health risks for those employed in dusty,underground environments. CWP is not only a health problem for workers that causes considerable distress, it is also a very expensive problem the total annual costs associated with CWP approach two billion dollars.As part of its efforts to combat CWP, the U.S. Bureau of Mines in 1983 established a Generic Mineral Technology Center to carry out basic research into all aspects of respirable coal dust:— control of dust generation — the behavior of dust in the mine — characterization of dust particles interaction of dust and lung— the relationships among dust generation and mobility and the mine environment, geology, and seam characteristics,Penn State, West Virginia University, the University of Minnesota, and the Massachusetts Institute of Technology are involved in this research, which is administered from the Department of Mineral Engineering at Penn State.Our work is one of the seven projects to be conducted at Penn Slate. We are concerned particularly with the characterization of dust and its relationships with the mine environment, and our main goal is to establish standard procedures for describing and measuring these variables.Coal DustCoal dust is a very complex material that varies greatly in chemical and mineralogical properties. Moreover, it is not the only constituent of respirable dust in the mine. When a coal seam is mined, it is inevitable that rock particles other than coal are included in the material. This rock comes from the mine roof, the floor, and the partings and inclusions within the coal scams. Since the roof and floor strata, the partings and inclusions are often stronger than the coal, mining them frequently causes more dust than mining the coal itself. One of the objectives of our research is to find the relationships between a specific coal's characteristics before it is mined and the respirable dust characteristics after it is mined. We are particularly interested in the size distribution of particles, the chemical properties, and the mineralogical properties."

"INTRODUCTION AND CONCLUSIONSThe first three reports of investigations 5/ in this series, pertaining to the investigation of stemming at the Mount Weather Testing Adit dealt with the dust produced by blasting, the effect of stemming on gases generated by blasting, and the relative advantages and disadvantages of different types of stemming and no stemming when used with 60-percent ammonia gelatin dynamite.This report covers an investigation of the length of stemming material through which a primer will fire and detonate a charge of dynamite, such as a missed hole.The practice of drilling a new hole a foot from a missed hole to blast out the missed hole should be prohibited. It is dangerous, as is evidenced by the number of miners killed through drilling into missed holes. It is even more hazardous in a mine on a multiple-shift basis, in which the same miners do not drill succeeding rounds."

Magnetite mines in the Sterling tract, Orange County, N. Y., were operated almost continuously from pre-Revolutionary days until 1923. The Red-Back mine, one of several in this tract, was discovered in 1780; operated briefly in 1880; and abandoned, presumably because the iron ore contained considerable sulfur. The mine is in rough, mountainous country, with altitudes ranging from 500 to 1,100 feet. The magnetite deposit occurs in complex metamorphosed pre-Cambrian formation and is thought to be a replacement of limestone by magnetite. A dip-needle survey, completed in 1916, traced magnetic anomalies for a mile along the outcrop. A preliminary examination of the Red-Back mine was made by W. T. Millar, Bureau of Mines engineer, in December 1942. The Bureau of Mines bored seven diamond-drill holes aggregating 2,727.6 feet during the winter of 1943-44. A zone of magnetite mineralization was intersected in each of the holes.

New mineral activity focused on increased petroleum exploration activities, while the established construction-oriented minerals sector operated without substantial change from previous years. After showing a 1 % real growth in the $154 million II gross domestic product (GDP) for 1983, preliminary estimates for 1984 indicated that the same growth pattern prevailed. The negative trade balance at midyear had worsened over the negative balance for the same period in 1983. An upward trend in import costs partly reflected the impact of Mexican inflation, which made that country's goods more ex-pensive and led to increased imports from North America and Europe. On the other hand, by midyear, the reexport trade with Mexico indicated an upward climb from the 1988 low of $12.7 million.

From time to time the Bureau of Mines has issued publications dealing with the various classes of explosion-proof mining machinery that have been tested and approved as permissible for use in mines having atmospheres that may become inflammable by reason of the inadvertent presence of gas or dust. These publications are confined almost entirely to description of the features contributing directly or indirectly to the prevention of explosion or shock hazards, and are intended to give inspectors, safety engineers, and others already familiar with the general safety requirements more detailed information on the safety features of the design of a particular machine. As a background for papers describing permissible machines and to avoid the necessity of duplicating descriptions of methods of conducting investigations and tests of such machinery, Bureau of Mines Bulletin 305, Inspection and Testing of Mine-Type Electrical Equipment for Permissibility, was published in 1929. Three bulletins giving detailed descriptions of the three most numerous types of machines have been issued, viz., Bulletin 313, Permissible Storage-Battery Locomotive and power Trucks. Bulletin 343, Permissible Coal-Handling Equipment. Bulletin 382, Permissible Coal-Cutting Equipment.

During the present war emergency, under the urge of the Federal Government to store coal, the following questions are frequently asked by coal users: (a) Will the coal lose any, of its heating value in storage? (b) Will it slack and give a smaller-size coal? (c) Will its burning characteristics change in any way? (d) Will it catch fire from spontaneous combustion? (e) What precautions should be taken when coal is stored? DISCUSSION (a) Loss of Heating Value Studies by the Bureau of Mines show that the loss of heating value of coal in storage commonly has been overestimated. Various types of storage tests were made on New River, Pocahontas, Pittsburgh gas, and Sheridan (Wyo.) coals. The following is quoted from Bureau of Mines Bulletin 136, Deterioration in the Heating Value of Coal During Storage, by H. C. Porter and F. K. Ovitz (p. 8):

Develop a dry dust collector suitable for working faces and belt transfer paints. Approach A filter cartridge with a reverse-pulse, self-cleaning system has been mounted in-to a low profile unit requiring electric power only. How It Works Dust-laden air entering the in-let end of the collector passes through the two inline filter elements. When the elements load to a pre-selected pres-sure drop, they are automatically pulse-cleaned by a "backflush" method using compressed air. When the elements are pulse-cleaned, caked dust material on the filter surface is released, and falls away as lumps. Dust is removed from the collector by an auger mechanism. Features of the collector are: (1) unit is completely self-contained, (2) built-in air compressor for pulse-cleaning, (3) cleaning cycle initiates automatically at a preset restriction, (4) automatic auger discharge of collected dust, (5) detachable extension auger for transporting collected dust, (6) "dust leak" indicator light, and (7) "change filter element II warning light. The collector has been designed as permissible although approval has not yet been granted.

In estimating the hazardous qualities of a dusty atmosphere it is frequently desirable to determine the composition of the air-borne dust. Samples collected from ledges or from the rock itself are Likely to be unsatisfactory for this purpose owing to the possibilities of differential disintegration of the rock and of variations in settling rates of the different components of the minerals. It may be necessary, therefore, to collect samples of dust from the air. Samples collected from the air may be analyzed chemically, by X-ray diffraction, and by the petrographic microscope. Chemical methods are unsatisfactory owing to the small samples usually available and to the limitations and complexities of: present methods. X-ray technique requires expensive apparatus not ordinarily available except in research laboratories. Owing to the simplicity and rapidity of petrographic is examination of atmospheric mineral dusts, it was considered worthy of further study.

"INTRODUCTION The Copper King or Red River copper mine was examined on December 13, 1942, by the Bureau of Mines at the request of Richard Kelly of Santa Fe, N. Mex. The examination was made to determine whether the expenditure of funds for rehabilitation work necessary to make the workings accessible for examination would be warranted.As a favorable report was made, the workings of the Copper King mine were opened and sampled under the direction of the author. The portal of the Copper King adit was opened first. Considerable rehabilitation was necessary in the first 50 feet of the workings, but the remainder of the drifts and crosscuts were sufficiently open to permit surveying and sampling.An attempt was made to open the Waterbury atilt, which was reported to be about 30 feet east of the Copper King portal, and to crosscut the ore body nearly to its southern border. However, slide rock and mine dumps had completely obscured the portal of this adit, and no opening into it could be found or made.Work on the project was started on September 27 and vas completed on November 6, 1943."

The National Institute for Occupational Safety and Health (NIOSH) in partnership with Strata Products tested the sealing capability of Ventstop®? as part of an ongoing mine fire control and suppression research program. Ventstop®? is a multi-purpose, inflatable device that is produced by Minvent Solutions and is available world wide for use in the metal and nonmetal mining industry. Ventstop®? is also used in the Australian coal industry as a temporary ventilation control device. The device can be quickly deployed, is reusable and can be placed in horizontal and vertical mine voids to control dust, fumes and smoke. Deployment, multi-day inflation and air leakage tests were conducted at the NIOSH Lake Lynn Laboratory to determine the capability and limitations of Ventstop®? in a simulated coal mine setting. During the tests, Ventstop®? was also subjected to low level forces of a nearby methane gas ignition. It is thought that Ventstop®? could be used by the US coal mining industry to temporarily close an underground mine area in response to a fire or spontaneous combustion heating event, to temporarily redirect mine ventilation during longwall equipment moves or during stopping construction. This paper describes this inflatable temporary mine sealing technology and presents the results of the NIOSH tests. Provide a low-cost, low-maintenance method for im¬proving mine water quality on abandoned mine land (AML) sites. Approach A model (figure 1) is presented for selecting, designing, and sizing one or several passive mine drainage treatment systems that can be used in remediation of AML. The three principal types of passive mine drainage technologies for the treatment of coal mine drainage are an aerobic system, a compost wetland, and an anoxic limestone drain. The multistep approach presented here provides a simplified method to characterize the type and magnitude of the water quality problem and then to select either a single treatment system or a combination of treatment systems to address the specific site situation. How It Works Step 1. Discharge Characterization. Characterization of the discharge consists of measuring the discharge flow rate and collecting water samples at the point of discharge for chemical analysis. Both the flow rate and chemistry of a discharge can vary seasonally and in response to storm events. It is important to account for this variability by determining flow rates and water chemistry under various conditions. Water should be analyzed for pH, dissolved iron (Fe), alkalinity, and hot acidity (using the H2O2 method).

Safety training materials appropriate for specific underground noncoal operations in the United States are often outdated or nonexistent. The Spokane Research Laboratory (SRL) of the National Institute for Occupational Safety and H ealth has developed several new training tools, including three videos on common underground activities, software that will allow trainers to create a virtual training mine using their own mine map, and toolbox training materials. SRL is working closely with industry in the development of these tools. Teams of safety professionals are involved in the early stages, and actual mines and miners are involved throughout the production phase. This presentation describes the development process and results of SRL’s safety training projects.
