As a result of the new mining law implemented in August 1985 and the programs conducted by the Institute Ecustoriano de Mineria (INEMIN), which was created by this legislation, there was considerably greater activity in the nonfuels mineral sector during 1986. Over the next 2 years, INEMIN will be developing a national mining plan that will guide Ecuadorean mineral development for the balance of this century. As stage one of INEMIN's mineral study, historical records were reviewed and 300 abandoned mines and 1,200 unexplored mineral deposits were available for further investigation. In 1986, INEMIN established 5 branch offices and negotiated 250 new mining contracts with foreign companies valued at $16 million. Despite all this activity, INEMIN officials estimate that 100,000 square kilometers remain available for claim staking. Technical assistance contracts were signed with Belgium, the Federal Republic of Germany, Italy, Spain, and the United Kingdom, to assist in a variety of assignments ranging from helping prepare the national minion plan to the development of industrial mineral deposits.

Introduction The fields of an infinite line source in the presence of a conducting half-space have been examined by Wait and Spies (1971). In any real communication link using a current-carrying cable for the transmitting antenna, the cable is of finite length. Here we examine the fields of a finite length cable carrying a constant current in the presence of a homogeneous conducting half-space. The constant current assumption is valid at sufficiently low frequencies when an insulated cable is grounded at the end points (Wait, 1952; Sunde, 1968). Here we examine both surface and buried cables since both downlink and uplink communication links are of interest. Also, we examine both frequency and time solutions since either CW or pulsed communications may be used. Finally, it is necessary to include both magnetic and electric field solutions since reception could be with either loops or dipoles. Since the finite cable solution is more complicated than both the infinite line source and the short dipole solutions, we explore under what conditions a cable appears to be either infinitely long or very short. Some special cases, such as- the low frequency limit, permit analytical solutions which exhibit the dependence on various parameters, such as cable length, quite clearly. As the preface states, this bulletin is the fourth of a series of re- ports by the Bureau of Mines on different phases of quarrying in the United States. The first part of the bulletin describes the chief types of cements, the growth of the cement industry in this country, and the character of the raw materials used. The bulk of the report deals with quarrying methods and equipment, and gives especial attention to drilling and blasting; a chapter on rock mining and one on pros- pecting are included. Methods of manufacture are mentioned briefly, as that subject, except as related to quarrying, lies outside the scope of this report; but transportation methods and the effects of the man- ner of mixing the materials at the quarry or crushing plant on quarrying methods are discussed.

Due to variations in the thickness of U.S. coal seams, there is great variability in the height of the roof where underground miners work. Restrictions imposed by low seam heights have important safety consequences. As the height of their workplace decreases, miners must stoop, duck walk, or crawl, and their vision, posture, and mobility become increasingly restricted. Low seam height also places important restrictions on the design of mobile equipment and other mining machinery. Using the employment and injury data reported to the Mine Safety and Health Administration (MSHA) from 1990 to 19% small underground bituminous coal mines with less than 50 employees were stratified by average coal seam height according to the following categories: low (? 42"), medium (43"60N), and high (? 61"). Injury rates for both nonfatal days lost and fatality cases were examined by seam height and leading type of injury incidents. The leading types of Incidents associated with fatalities were roof falls and powered haulage equipment. In comparison to high-seam mines, miners working in low or medium seams are at higher risk of being killed by powered haulage equipment, roof bolting machines, and falls of unsupported roof. The leading types of incidents associated with nonfatal injuries were handling materials and powered haulage. As mining height decreases, miners are at increasingly higher risk of having a nonfatal injury from incidents involving roof bolting machines, load-haul-dump equipment, personnel carriers, and powered haulage conveyors. As mining height increases, miners are at increasingly higher risk of having a nonfatal injury from slips and falls and incidents involving shuttle cars and roof and rib falls. Knee injuries are a particularly severe problem in low- seam mines. The rate of injuries to miners while crawling or kneeling is 10 times higher in low seams than in high seams

As part of its program to increase the domestic availability of critical minerals, the Bureau of Mines conducted characterization and beneficiation studies on a St. Johns County, Fla., phosphate ore that was mined by borehole mining. Results revealed that the ore from this test mine was mostly sand-size carbonate-fluorapatite and quartz and contained 24.6 percent P205. Concentration by various flotation techniques produced phosphate concentrates that ranged, in percent, from 30.0 to 31.4 P205, 0.73 to 0.80 MgO, and 2.8 to 7.2 acid insoluble. Recovery of the phosphate from the ore ranged from 89.4 to 96.3 percent.

In general, mining is carried on underground, that is, in confined places where it is difficult to obtain adequate lighting and frequently in rock strata requiring much care to prevent caving. Moreover, explosives must be used in mining with the numerous hazards associated with them, and some mines give off explosive or irrespirable gases; also, ma- chinery must be used, usually under conditions much more hazardous than on the surface. These and many other considerations cause mining to be probably the most hazardous occupation in which large numbers of our fellow countrymen are employed. Prevention of accidents in the mining industry is far more complicated than in surface industrial work, even of the more hazardous types, because the different elements that enter into possible accident occurrence are ascertained more readily above ground and suitable action can be taken against them; moreover, errors in connection with prevention of accidents in surface industrial work usually affect only one or, possibly, a few persons, while in zines one human error may readily cause an explosion or other untoward occurrence resulting in the death of scores or even hundreds of persons. This difficulty in the prevention of accidents in and around mines is well-known, and most countries and States have regulations to guard the safety and, to a much smaller extent, the health of workers in mining and allied industries. In general, the State laws and regu- lations regarding the welfare of mine workers are merely a skeletonized outline of some more or less fundamental minimum requirements and are far too general to do much more than suggest some procedure which may or may not be safe or healthful. Most of them are grotesquely out-of-date as applied to present-day conditions, and none of them is adequate to protect life, limb, health, or property. Unquestionably, there is great need for a closer correlation of the laws and regulations of the various States with regard to safety in the mining and allied industries, and while mining conditions vary far too much for a standardized mine safety law applicable to all of the States, on the other hand there are numerous standard and fairly fundamental safety pro- visions which apply to all mines and which should be embodied in the mining codes of all States. Undoubtedly, these standardized safety requirements would be opposed by a consider- able part of the industry, but the ultimate effect would be beneficial to the owners, work- ers, and the general public. For many years progressive mining companies in the United States have not been satisfied to operate only within the meager safety requirements of the State laws or regulations and have adopted additional and far more effective safety procedure of their own, although com- plying also with the State laws and regulations. As a result of this forward-locking policy, zany of these companies have made astonishing progress in the reduction of accidents.

The time and amplitude statistics necessary to adequately describe electromagnetic (EM) noise in mines are illustrated through computer software techniques. They are 1) Allan Variance Analyses (AVA), 2) Interpulse Spacing Distributions (ISD), 3) Pulse Duration Distributions (PDD), 4) Average Crossing Rates (ACR) , and 5) Amplitude Probability Distributions (APD) . These statistics are illustrated using data taken from a rather large store of raw analog data recorded in operational mines. The curves generated for the illustrations characterize the noise environment in the mines from which the corresponding data were taken, and should aid in the design of reliable communication systems for such mines.

Three long horizontal holes were drilled from a directionally drilled sur¬face hole at the Emerald Mine near Waynesburg, Pa. The purpose was to adapt the technique of directional drilling for use in draining methane from coalbeds. A 504-m (1,652-ft) long, 76-mm (3-in) diam¬eter, circular arc pilot hole was drilled, using a downhole mud motor, to enter the Pittsburgh coalbed at a verti¬cal depth of 305 m (1,000 ft). The hole was reamed to 222 mm (8-3/4 in) and was cased to a measured depth of 486 m (1,595 ft). Three 76-mm (3-in) diameter horizontal drainage holes were then drilled, totaling 2,909 m (9,544 ft) of horizontal hole. Improvements in drilling methods increased the average drilling rate from 20.4 m (67 ft) to 64.9 m (213 ft) per day. The cost of drilling the directional and horizontal holes (using a Government-owned drill rig) was $1,169,530, a figure inflated by inexperience and by delays caused by lost-circulation problems and fishing operations. An estimated total drilling cost of $960,000 (including rental of a drill rig) for an improved system, was determined by a detailed cost analysis. Initial gas and water production from November 1979 through May 1980 was low because of caving of the horizontal holes drilled in shale near the bottom of the casing.

"Introduction In the course of the investigations by the Bureau of Mines into the various causes of coal-mine explosions, the fact that several gas explosions had occurred during or very soon after a mine was being un-watered, attracted the attention of the Bureau's engineers. The apparent coincidence was so marked that there appears to be an extra hazard present, whenever water, which has been standing against the face of the coal for some time, is suddenly removed either by natural drainage or by mechanical means.Actual Occurrences Case 1. - A typical illustration of this hazard is shown in a gas explosion which occurred in a mine in Central Pennsylvania. Four main entries, 50 feet apart with an average grade of 6 per cent, had been driven with the dip of the coal, and from these mains 7 pairs of entries, at intervals of 800 feet, had been turned at such an angle that their grade was slightly rising. Prom these latter pairs of entries, rooms were turned practically at right angles.The main entries had been driven for 4,500 feet and at the face there was 400 feet of cover. As far as could be observed, the roof was of sandstone and the floor of clay.The coal bed being mined was the Lower Kittanning, which has a thickness of about 4 feet. The Bureau of Mines has developed a mass spectrometer method for deter-mining the helium-3 content of high-purity helium. The work was performed to evaluate experimental methods for removing helium-3 from high-purity helium and to better determine the composition of pure helium used in research. This was accomplished by increasing the inlet sample pressure, ionizing current, and amplification of the current produced by the ions collected on a conventional mass spectrometer that had been modified. With these modifications, the helium-3 content was determined in the parts-per-million and parts-per-billion range in helium-4.

"INTRODUCTION The Segerstorm-Heizer property was examined by engineers 3/ of the Bureau of Mines in May and June 1942 and Mach 1943. As a result of these examination, the Nevada State Department of Highways,constructed 9.3 miles of graveled road under the mine access-road program. A magnetometer survey was made by the Geophysical Division 4/ in October 1943, and as a result the Mining Branch set up and conducted a core-drilling,project. Work on the deposit started May 24, 1944, and was suspended on July 31, 1944, but was resumed on December 4, 1944 and continued until completion on March 27, 1945.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as it, primary objective the more effective resource to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch Lowell B. The Bureau of Mines is currently developing methods for reclaiming the metal and mineral values contained in unburned urban refuse. One important phase of this research deals with recovering Mastic from shredded refuse using in electrodynamic separation process. The results of this study have indicated that mixed plastic concentrates analyzing 99.4 percent plastic can be consistently recovered from the light material fraction of shredded refuse, leaving a mixed paper traction analyzing 99.9 percent paper. Recovery of the plastic exceeds 99 percent.

"INTRODUCTION The Farmer prospect was examined by W. R. Green, an engineer of the Bureau of Mines, in June 1944. As a result, studies of this property were included in a general preliminary investigation of the Etevens County lead-zinc deposits by the Bureau in 1945. The exploratory work was designed chiefly to supplement the surface examination by determining the nature of the mineralization below the zone of oxidization. The results of the small-scale diamond-drilling program undertaken at the property are presented in the following report.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization our resources to the end that they make the greatest possible contribution to security and economy. Provide respiratory protection and a clean work environment for stationary or semimobile workers at minerals processing plants. Approach An Overhead Air Supply Island (OASIS) was developed which filters, conditions, and evenly disperses an envelope of clean air over a worker's head, thereby insuring reduced dust levels and a clean work environment. How It Works The concept for the OASIS derives from an earlier Bureau development of a canopy air curtain for continuous mining machines (see Technology News #21). In this application, the benefits of a reliable, self-contained, self-cleaning industrial-duty air filtration and distribution system are extended to the minerals processing field. The OASIS draws dust-laden room air into a filtration system, removing the dust and delivering clean air to a specific 16-square-foot area. In laboratory tests and actual mining conditions, the shearer-clearer has proved to be an effective dust control technique. Recent field experience however, has indicated that not enough technical information is available on proper installation of the improved shearer-clearer. This Technology News will provide details of the Improvements made to the shearer-clearer and provide guidelines for installing the system. How It Works The shearer-clearer system consists of several strategically-mounted water sprays and one or more passive barriers. The sprays redirect the airflow around the shearer into both a clean and a contaminated split. The sprays confine the contaminated split or dust cloud to the coal face, allowing the shearer operators to remain in the clean split on the walkway

"This Bureau of Mines report contains a tabulation of methane emissions during 1980 for all coal mines located in the United States with emissions greater than 0.1 MMcfd. Listed for each mine are methane emission quantity, location, and coalbed. The report also compares records of 1975 and 1980 and describes relationships between emissions in 1980 and the Bureau's coalbed gas content data on 11 mines.INTRODUCTIONMethane gas is a threat to safety in underground coal mines. Research by Government and industry has led to great gains in reducing methane gas ignitions and explosions. The development of advanced methane control techniques is necessary for the safe operation of more gassy mines and the implementation of rapid mining techniques.As part of this research, the Bureau of Mines has surveyed total methane emission data from underground bituminous coal mines in the United States and tabulated emissions from mines producing over 0.1 MMcfd of methane. This report is an update of similar studies previously described in Information Circulars 8733, 8659, and 8558 (2-4).3The data from 1980 were compiled from Mine Safety and Health Administration (MSHA) records of air quality-quantity inspections made quarterly at each mine. The inspections involve measuring airflow and collecting air samples in the main returns. From these data, an average methane emission is calculated and used to represent the daily mine emission for each quarter. The methane emissions given in this report are the averages of the four 1980 quarters and do not include mine emissions from other sources such as degasification projects. Since a previous Bureau study showed that emissions from mines emitting less than 0.1 MMcfd represented only 2 pct of all emissions, 0.1 MMcfd was chosen as a lower limit for data collection (4)."

Experiments were made with a batch reactor to determine the effect of gas pressures, temperature, and gamma radiation intensity on the reaction CO + Ch ? COC12. The equation, [dp = 0.0110 (1 - 0.01t) (PCOI)1/2 PC12] where [dP] is the change of pressure of phosgene with time (atm/hr), t is the temperature (°C), PCO and PC12 are the reactant pressures (atm), and I is the radiation intensity (r/hr), was found to best fit the data. Oxygen and a large ratio of reactor surface to volume retarded the reaction, but inert gases had no effect. A low-temperature reactor system is proposed to take advantage of the conditions which give a high reaction rate with gamma radiation and a simple scheme of product purification.

This study, of the liquidus temperatures and densities of molten alloys of zinc and aluminum was made as part of a broader investigation on refining of scrap aluminum. One of the methods of refining involves the separation of liquid and solid phases by gravity segregation and by filtration. More accurate data were required on the liquidus temperatures and the densities of molten' mixtures of the metals than were available in the technical literature. New data on the liquidus curve were obtained by thermal analysis. The new temperatures are, for the most part) somewhat higher than those reported previously by other investigators. The density of molten mixtures of zinc and aluminum were found to be less than would be calculated by assuming that the two metals occupy the same respective molal volumes in solution as they do as pure metals.

The committee making this report, consisting of Walter Renton Ingalls (chairman), J. Parke Channing, James Douglas, James R. Finlay, and John Hays Hammond, was originally appointed at a meeting of the American Mining Congress at Denver, Colo., in No- vember, 1906. The object of this appointment was the drafting of a modern law governing quarrying and metalliferous mining which could be recommended to the several States for adoption, in the hope that the passage of such a uniform law by the mining States would tend to lower the number of fatal and serious accidents. The first step of the committee (the personnel of which has re- mained unchanged from the beginning) was to procure copies of existing laws from the officials of the several States of the Union. With the assistance of the Engineering and Mining Journal, copies of the laws of Great Britain, the Transvaal, New South Wales, Victoria, Queensland, Western Australia, Tasmania, New Zealand, and certain European countries were also obtained. The replies to the inquiries made at that time developed the fact that a number of States in which mining was carried on had no laws at all. Other States were found to have elaborate provisions regulating coal min- ing, but none applying to metalliferous mining. Still other States were found to have miscellaneous and unrelated provisions passed at odd times, seemingly as the result of the occurrence of some dis- aster or other.
