"Introduction.The Bureau of Mines has taken up the problem of determining a method or methods whereby underground compensation insurance rates for metal-mining companies can be equalized in proportion to the underground hazards involved. This study has been started by the writer with the assistance of Mr. I. M. Wolfin* as consultant.The present paper briefly reviews the origin of accident compensation, gives a digest of State compensation laws, and describes types of insurance carriers. This will be followed by study of the basis of premium rate, risk differentials, and cost of compensation insurance to mine operators. These data will be supplemented by an analysis of the accident hazards in different mining methods and practices, and the severity and frequency of accidents classified by time lost and period of exposure to hazard, for different States, mining methods, occupations and nationalities. Attention will be given to standardized preventives for underground accidents in metal mines, and, finally, the classification of underground metal-mining hazard for workmen's compensation insurance premium rating."

One of the important problems in metal mining , tunneling or quarrying is the most economical method of bringing down the ore or rock . The two factors having great influence in determining this are arilling and blasting costs . In considering the efficiency of the explosive used , the diameter of cartridge has always been supposed to play an important part . However , the Bureau's attention has been called to the lack of definite data on the effect of cartridge diameter on the strength and sensitiveness of high explosives . This information is especially valuable to the user of explosives as it assists him to determine what diameter of borehole is most economical . A paper* on "The effect of cartridge diameter on the strength and quickness of high explosives " was submitted to the sub- committee on Drills and Drill Steel of the 24th Annual Convention of the American Mining Congress by Charles S. Hurter , Technical Representative of the E. I. duPont deNemours and Co. In this paper Mr. Hurter points out that the physical characteristics of an explosive most affected by the diameter of cartridge are rate of detonation and sensitiveness to explosion by influence , and that both increase with increase in diameter . As there is a continuing tendency to the use of smaller diameter drill holes in order to lower drilling costs , and as the smaller drill hole requires a smaller diameter of explosive cartridge than larger drill holes do , this paper has been prepared to show the effect the diameter of cartridge will have on the strength and sensitiveness of the high explosives which may be used . Accordingly , the Bureau of Mines , in cooperation with the Institute of Makers of Explosives , has carried out a series of tests to show the effect of cartridge diameter on the strength and sensitiveness of certain high explosives .

In 1981 the U.S. Bureau of Mines and U.S. Geological Survey conducted a mineral survey of the 5,100 acre (2,065 ha) Rubicon RARE II area (No. 5026) in the El Dorado National Forest (fig. 1). Work by the Bureau of Mines indicates that potential for mineral resources in the area is low. Samples from small gravel deposits along the Rubicon River and from favorable structures in the area contained smart amounts of economic minerals. A Tertiary river channel near the north area boundary contains gold values as much as $137.60 per cu yd ($180 per cu m) [(gold at $400 per troy oz ($12.86 per g)]. The channel does not cross the study area. Energy resource potential, including oil, gas, or geothermal, does not exist in this geologic environment.

The Bureau of Mines Information and Analysis Directorate collects worldwide data on virtually every commercially important nonfuel mineral commodity. These data form the base for tracking and assessing the health of the minerals sector of the U.S. economy. The Bureau's data collection activity was instituted by the 47th Congress in an appropriations act of August 7, 1882 (22 Stat. 329), which placed the collection of mineral statistics on an annual basis. The most recent authority fur the Bureau of Mines survey activity is the National Materials and Minerals Policy, Research and Development Act of 1980 (Public Law 96479, 96th Congress), which strengthens protection fur proprietary data provided to the U.S. Department of the Interior by persons or firms engaged in any phase of mineral or mineral-material production or consumption.

This paper is one of a series being prepared by the United States Bureau of Mines describing clay mining, crushing and grinding methods, and costs at various clay-mining operations throughout the United States. These papers are designed to disseminate technical information regarding methods used. The cost tabulations represent local operating expenditures only and not total production costs. Although the publication of total production costs might not be advisable in some instances, yet a knowledge of operating costs is essential to the technical discussion and study of the methods employed. The attention of the reader is specifically called to-this distinction between total and operating costs in order that no misunderstanding of the cost tabulations shall ensue. The following report deals specifically with the methods employed by the Dennison Sewer Pipe Co., Dennison, Tuscarawas County, Ohio.

The Strawberry tungsten mine is in the Jackass Mining District, in an isolated portion of eastern Madera County, near the southeast corner of the Yosemite National Park. The deposit was discovered in 1941, and production started in 1943 when the mill was completed. With the exception of 1946 and 1947, production has been continuous. The area in the vicinity of the mine is granite containing islands of sedimentary beds highly altered by metamorphism that resulted from the intrusion of acid igneous rock. Schoelite occurs in almost vertical lenses of tactite between the limestone and the granite.

An important goal in the development of coal mining explosives has been to improve their safety characteristics through suitable formulation. In the United States no systematic effort to establish factors influencing the incendivity to firedamp and to coal dust of explosives through research was made until the last decade. In consequence, American permissible explosives underwent only very slight modifications and many remained substantially the same as in the early years. As part of a long range program for increasing the safety of permissible explosives, the Bureau of Mines undertook to determine how the amounts and particle sizes of the principal constituents of these explosives affect their incendivity. It was found that an increase in the relative amount of sodium chloride and a decrease in its particle size significantly decreased the incendivity of our permissible explosives to firedamp (7-9).6 This is in agreement with findings reported by Dolan (4) for compositions of nitroglycerin and salt. One important result of the work at the Bruceton station has been the recent introduction of salt-formulated permissibles by several explosives manufacturers. This paper describes a statistically designed experiment for studying the effects of the particle size of ammonium nitrate and the type of carbonaceous materials used on the incendivity of permissible explosives. Interest in these particular effects goes back as far as the first formulations of coal mine explosives, around 1910 in the United States and even earlier in Great Britain and other countries. Purchasing a new set of longwall shields requires a substantial investment. A poor shield design can lead to economic hardships, safety concerns for the mine workers, and closure of the mine. This paper addresses several key points that should be considered in the procurement process: (1) understanding your goals and the logic in selecting a higher capacity shield, (2) the importance of completing performance testing before production shield fabrication begins, (3) making sure performance testing is properly done, (4) measuring load(stress) development during performance testing, (5) testing a shield to failure, and (6) the value of buying extra shields. In addition, several challenges are proposed for consideration in future shield designs. These include (1) 100,000 life-cycle expectancy, (2) improved hydraulic diagnostic capability, (3) smart load control by optimizing setting pressures, (4) lubricated link joint design concepts, (5) composite material applications to reduce shield weight, (6) incorporating periodic weighting predictive algorithms into the data-processing software, (7) advanced component load measurement on two to three specially instrumented shields to detect loading in the structural components, and (8) constant set leg cylinder design.

This volume summarizes the contract work performed over a nine-month period by Westinghouse Electric Corporation on a Cost Plus Fixed Fee Contract for the Department of Interior's Bureau of Mines. The contract has been extended primarily to carry out improvements recommended for equipment produced under the contract for communicating with and locating trapped miners. These improvements will enhance the performance and utility of this equipment for operational use in actual mine emergencies. An additional complete set of the equipment will also he furnished to the Bureau under this extension. The work of the basic contract was to design, produce and test hardware in accordance with the Westinghouse response to a Bureau of Mines Request for Proposal which was based technically on recommendations of a study performed for the Bureau by the National Academy of Engineering (NAE). Withdrawing timber in coal mines is done for the purpose of inducing the roof to cave in the mined-out areas and thereby relieve stresses in the immediate roof material over the working places adjacent to the breakline of the roof, thus preventing the crushing of the ends of pillars and adding to the safety of those engaged in pillar extraction. A secondary purpose is the recovery of timber for further use either as prop-, crossbars, lagging, sprags or cap pieces. At some mines timber is withdrawn as a precaution against fire which may he of spontaneous origin, because wood always aids a fire of any origin. With some of the power-driven types of machines now in use a greater proportion of mine timber may be recovered, and in mines where pillars are left too narrow for their removal some of the timber in rooms might be salvaged for further use.

"One of the primary means of control of health hazards from respirable contaminants in mine atmospheres is through design and operation of mines to meet mine health and safety regulations and recommended practices. A U.S. National Academy of Sciences study concluded that for significant progress in coal mine dust control, research should be directed more toward obtaining fundamental understanding of the origin, transport and characteristics of respirable coal mine dust. Theoretical and experimental studies on transport of dust · in mine airways, particularly coordinated efforts to validate theory with practice, are scarce. Some empirical models, developed on the basis of experimental data, are available but these models cannot be applied to new conditions. The purpose of this paper is to present the results of theoretical and experimental studies on the transport and deposition of dust in mine airways. This study is a part of an ongoing research project in the Generic Mineral Technology Center on Respirable Dust.In the paper, the assumptions of the modeling phase of the project and the development of a convectiondiffusion equation for dust transport in mine airways are outlined. The important aspect of the modeling effort is the capture of the deposition phenomenon. The experiments performed under controlled conditions in a typical mine airway, as well as under normal mine operating conditions, are discussed. The comparison of the model predictions with experimental results are made to identify critical areas of agreements and deviations. The implications of the findings and areas for further research and development are presented."

The lack of visibility near earthmoving equipment resulted in six fatalities in U.S. surface mining operations during 2003. These accidents were the result of either a piece of equipment striking another vehicle or worker, or the equipment traveling over the edge of an embankment. Figure 1 is an example of a recent accident that resulted in serious injuries to one worker and fatal injuries to two others when a van parked in front of a haul truck. Two fatalities occurred in separate incidents when front-end loaders struck workers. Another two workers were killed when their equipment backed over the edge of a highwall or dump point [1]. There is clearly a need to provide better information to equipment operators regarding their surroundings. [ ] Researchers at the National Institute for Occupational Safety and Health (NIOSH), Spokane Research Laboratory, are working to reduce these accidents by developing systems that sense obstacles and changes in terrain near the equipment and provide this information to the operator. Many off-the-shelf proximity warning systems that were developed for automobiles, light trucks, and recreational vehicles were evaluated on off-highway dump trucks [2]. Many limitations were found with existing systems, including frequent false alarms, limited detection range, a lack of specific information on an obstacle (e.g., location, identity), difficulties in finding suitable mounting locations, and an inability to withstand the environment. These limitations have necessitated the development of new systems designed specifically for large, off-highway, earthmoving equipment. New off-the-shelf systems available for mining equipment include radar and tag-based detection systems. Prototype systems now being developed include a proximity warning system based on the Global Positioning System (GPS) and a computer-assisted stereovision system. Development of these new systems was accomplished by working with manufacturers to modify existing systems to meet the needs of surface mining and through cooperative research with organizations to develop completely new solutions. A typical proximity warning system consists of a sensor or antenna mounted on the equipment that detects the presence of obstacles and an alarm interface in the cab of the equipment. Some systems, as described in more detail below, also require that other vehicles and personnel on the ground be outfitted with electronic tags that transmit an “I’m here” signal back to the system (e.g., radio signal detection systems or GPS). Many types of proximity warning systems are on the market, but they are not all discussed in this paper. APPROACH In past work, engineers at NIOSH evaluated several off-the-shelf proximity warning technologies in order to verify their effectiveness on off-highway dump trucks [2]. Dump trucks were chosen because of the number and severity of accidents involving this type of equipment and because extensive blind areas around these trucks are typical. The testing procedures of the U.S. Mine Safety and Health Administration specify that intrinsic safety acceptance tests be conducted using a standard tungsten-cadmium electrode configuration in the break- flash apparatus. However, in realistic mining environments, other materials may be more likely sources of sparking. Information defining the probability of spark ignition between common materials such as aluminum, brass, copper, lead, tin, cold-rolled steel, and stainless steel is of more practical value in determining ignition hazards. The U.S. Bureau of Mines has completed an investigation of the influence of material on the ignition probability using the breakflash apparatus. By comparing ignition currents or ignition voltages corresponding to a probability of one ignition per thousand sparks to those found previously for cadmium, a margin of safety may be estimated for each material. This report presents the results of an investigation into the influence of disk electrode material on the probability of ignition.

Since bauxite mining began in the Irwinton District, Wilkinson County, Ga., in 1912, it has been on a small scale, as most of the deposits of high-grade ore are small. The bauxite has a high silica content, and its use has been largely limited to the chemical industry. Drilling under this project did not disclose any bauxite deposits of commercial value: However, numerous holes penetrated high-alumina clay deposits, but no attempt was made to delimit them, as the project was solely an exploration for bauxite. Bauxite was first discovered near Irwinton in 1907. The district covers virtually all of Wilkinson County and extends into the adjoining counties of Washington, Baldwin, and Twiggs. Mining was begun in 1912 by the Republic Mining & Manufacturing Co. on the Honeycutt, Parker, and Daniel properties, which are 1.5 miles from Wriley on the old Irwinton to Milledgeville Road.

This paper is one of a series of digests of foreign mining legislation and court decisions that is being prepared in advance of a general report relative to the right of American citizens to explore for minerals and to own and operate-mines in various foreign countries. This interpretation of the mining laws of Greece was prepared from information furnished by Ralph B. Curren, American assistant commercial attache, Athens, in reply to a questionnaire of the United States Bureau of Mines, transmitted through the courtesy of the commercial laws division of the Bureau of Foreign and Domestic Commerce. INTRODUCTION In his report,3 Mr. Curren states that the source of his information was the Director of Mines of the Greek Ministry of National Economy and the Mining Code of Greece, which was, compiled from existing laws in 1929,4 and which has since been modified by several acts of Parliament.

I do not regard the criticism by Rankin of my work as valid or even meaningful. I strongly reject the assertion by Rankin that my results are invalid. As stated in my paper, the equation to solve (in e. m.u. ) is: [ ] where n2 =4 ps? . This may be rewritten as three scalar equations in Cartesian coordinates, one of which is [ ] The equation to be solved is the diffusion equation, and it is not appropriate to consider waves in this context. In the method a point-wise solution to the problem is approximated. As discussed in my paper the approach taken at discontinuities in conductivity is to choose the normal component of [E] at the discontinuity as the average of the normal components on either side of the discontinuity. This is similar to the well-known assumption made in obtaining Fourier series representations for piecewise continuous functions (Pipes, 1958; p. 51). In the geophysical problem this means that the discontinuity is approximated by a transition zone, which is a very good approximation for such cases. By using this approach, both the values of the function and its derivatives give a good estimate for those associated with the physical situation. It is not apparent and Rankin has not shown that "all the field components and the derivatives are grossly distorted in the region about the boundary" for geophysically realistic situations. He has given no evidence to support his assertation that the results are "invalid". Although Rankin declares that one cannot calculate the electric components from the magnetic, in his discussion he has not stated why this is so. After once calculating the magnetic components the electric components may be calculated, but one must insure that the initial solution is accurate enough to prevent significant round-off errors.

"Co-Directors, Generic Mineral Technology Center for Respirable DustEarly in the 1980s, the U.S. Bureau of Mines initiated the concept of the Generic Center, incorporating it into its mining research program, and in 1983, the Generic Mineral Technology Center for Respirable Dust was established. The Generic Center concept was first envisioned by the U.S. Bureau of Mines as a way to bring together the various different scientific, engineering and medical research interests in the respirable dust area to effect a coordinated and efficient organization for advancing knowledge in that field. The result was a combination of the collective talents and skills of more than 100 scientists, engineers, medical personnel and graduate students, through the formation of a consortium of five major research universities, including medical facilities, to perform respirable dust research. The Generic Mineral Technology Center for Respirable Dust consortium comprises The Pennsylvania State University (with its Hershey Medical Center) and West Virginia University (with its Medical Center) as the lead universities and the University of Minnesota, Massachusetts Institute of Technology and Michigan Technological University as affiliates.Although respirable dust-related disease remains the nation's worst industrial hazard, the fundamental understanding of all aspects of respirable dust associated with the mining and milling industries, including the interaction of dust and lungs, has grown significantly over the past near-decade toward the larger effort to reduce the incidence and severity of disease caused by respirable dust. Continued progress toward making the mine work environment cleaner and healthier remains the immediate objective of the Respirable Dust Center.The Respirable Dust Center's research program and technology transfer activities, described in this paper, exemplify the Generic Center concept first envisioned by the U.S. Bureau of Mines. Interdisciplinary and interactive studies continue to result in significant progress toward making mine atmospheres cleaner and healthier."
