The Stayton Mining District in San Benito County, Calif., near Hollister, includes several square miles with many occurrences of antimony ore. The sample submitted for the test described in this paper came from a vein said to have been traced and sampled for 5,000 feet on the surface, 1,500 feet carrying 2-1/2 to 3 percent antimony and the remainder 1/2 to 2 percent. Thirty thousand tons 'With a content of 3 percent antimony are said to be blocked out. A drift of 200 feet on the vein has shown ore containing 4.2 percent antimony. The present sample assayed 3.8 percent. Previous flotation investigation of this are resulted in a recovery of only 71.6 percent in concentrates containing 56.8 percent Sb. It was desired to develop a method of treatment that would give better results. The antimony in the sample occurred as the mineral stibnite, Sb2S3, antimony sulfide.

Although the United States has been the largest consumer of tin, only a small quantity of tin was produced or. the North American Continent during peace times, and thy deficiency was made UP by foreign imports. Because the most important sources of tin wore cut off by the war with Japan, it became necessary to increase imports from South America and Africa and, if possible, develop domestic tin reserves. Most of the tin produced in North America has come from the Seward Peninsula, Alaska, and a substantial portion of this was produced from the Potato Mountain area. Tin was first identified as occurring in the Seward Peninsula by A. H. Brooks in 1900, when a part of heavy concentrates from Anikovik River and Buhna Creek, one of its tributaries, proved to be stream tin. 4/ His report was given considerable publicity by the daily press, and the first steamers north in 1901 carried a number of prospectors bound for the Seward Peninsula to search for tin. The deposits of stream tin on Buck Creek in the Potato Mountain area were discovered in the fall of 1901. 2/

This Information Circular from the National Institute for Occupational Safety and Health (NIOSH) documents and supplements the information presented in a series of workshops held during 2002 and 2003. The primary intended audience consists of all who are involved in developing and conducting miners' training. According to the Mine Safety and Health Administration (MSHA), mine operators reported 240,000 full-time equivalent workers and independent contractors reported 42,000 full-time equivalent workers working on mine property during the year 2000. Unfortunately, these workers have a relatively high risk of suffering serious work-related injuries and illnesses. The mining industry has the highest rate of occupational fatalities among all U.S. industries. The fatality rate is 30 deaths per 100,000 workers compared to 4.6 for all private industry (Morbidity and Mortality Week Report, 2001; NIOSH, 2002). Compared to workers in other industries, miners also have a relatively high rate of nonfatal lost-time injuries, and their injuries tend to be more severe (Bureau of Labor Statistics, 1999). Many miners are also exposed to significant health hazards, including coal and silica dust, diesel exhaust, and noise. More than 1000 U.S. miners die of lung disease each year (NIOSH, 1999). Mine safety and health professionals have long recognized training as a critical element of an effective safety and health program. Federal regulations (30 CFR, Parts 46 and 48) require mine operators to provide initial safety and health training to all new miners, as well as a minimum of 8 hours of refresher training each year. The time and money being spent to train U.S. miners is substantial, and so there is a strong and steady demand for new and better mine training materials and methods. A growing concern among mine safety professionals regards the training of new workers. A major change in the mining workforce is anticipated within the next decade. In major segments of mining, especially coal, relatively few workers have been hired since the 1970's. Thus, as an entire cohort of miners in the current workforce nears retirement, the replacement of these employees will require an influx of new workers. New miners may be young people who lack the ability to recognize and respond to mining hazards in an appropriate manner. They may also have had different educational experiences than their older counterparts. Many safety professionals believe that these two cohorts require different approaches to training. The papers in this report should help prepare mine trainers for the changes about to occur in the workforce and acquaint them with strategies they can use to enhance the effectiveness of their training. The first three papers present basic principles for teaching adults. The five remaining papers are intended to illustrate how these principles can be applied to the development and imple¬mentation of effective training for miners. Below is an overview of these papers. 1. Kowalski and Vaught review the process and principles of adult learning. The learning model they present includes a discussion of goals, content, delivery, assessment, and remediation. Adults are viewed as active learners, experienced-based, expert in their own right in specific areas, independent, real-life centered, task-centered, problem-centered, solution-driven, skill-seeking, self-directing, and internally and externally motivated. Basic aspects of curriculum development are briefly reviewed. For further information about adult learning, see Camm and Cullen's paper. 2. Mallett and Reinke's first paper discusses issues related to training new miners who have recently or will soon be entering the mining workforce. These new generations of miners have different learning style preferences and training needs than Baby Boomers and other older miners. Even trainers who have been highly effective in the past should reassess their training styles and their classroom materials to determine if they are prepared to meet the needs of these young new workers. This paper provides information that will help mine trainers communicate across the generation gap. 3. Mallett and Reinke's second paper provide an overview of training evaluation. Trainers and decision-makers are given a framework for planning and assessing training evaluation strategies. The authors present Kirkpatrick's (2001) model of evaluation categories and discuss how to start an evaluation plan and various ways to collect data. They do not provide detailed instruction in evaluation methodologies, but give trainers a review of the things they need to consider when developing an evaluation plan. A good evaluation plan can inform revisions to a training course, assess trainee learning, and/or answer managers' questions about program effectiveness. 4. Brnich, Derick, Mallett, and Vaught discuss a technique for incorporating worker participation into fire prevention and safe equipment operation training. This technique involves development of short (5 to 7 minutes) videotapes coupled with toolbox talks that ground the content of the videos within the context of a miner's workplace. An example of one of these training modules is presented, along with the results of an evaluation performed on its effectiveness at improving miners' understanding of what types of information they should be sure to communicate during a mine emergency. 5. Wiehagen, Conrad, Friend, and Rethi discuss on-the-job training (OJT) as a method for teaching miners safety and production skills. Much of the training is done by experienced workers. This paper describes how small investments can help improve the effectiveness of on-the-job training. Effective on-the-job training involves some structure and planning in the transfer of responsibility for task performance from the trainer to the novice. Assisting the trainer could involve helping develop up-to-date job analyses and offering strategies for teaching and evaluating job skills. This interpretation of the laws of Mexico has been pro oared from the best information available in Washington but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consular officers, to whom it has been referred through the courtesy of the Department of State. INTRODUCTION Present-day Mexican mining legislation involves, not only the latest minim enactment (August 1, 1026), but many other enactments and regulations, principal among which are the Constitution, the Civil Code, the Code of Commerce, the Foreign Law, the Mining Tax Law, and. the Civil Jurisprudence of Mexico--the last-mentioned being based in Dart on Supreme Court decisions. Ere Mexican Federal Government is supreme in mining legislation because, among other reasons, a large part of the revenue of the Government must come from the fiscal control of the mines. All circulars, decrees, and rulings that affect the mines not only have their origin in the Central Government but are administered thereby. A general description of the activities and results of bauxite investigation by the Bureau of Mines at its bauxite project in saline and Pulaski Counties, Ark., has been given in Report of Investigations 4251. The factual data obtained during the project are reported in a series of Reports of Investigation beginning with No. 4251, of which this is the eleventh. The-data are accompanied by maps showing the location of holes drilled and the deposits developed. Each area upon which work was done is reported by half townships. Each bauxite deposit investigated was assigned a name and a number for ready reference and identification, and its location and name are shown on the appropriate half-township map. The description of each halt township is followed by a description of each deposit developed in that halt township. The 14 halt-township maps and 77 detail maps of the bauxite deposits in this series at reports give the locations and numbers of all the holes drilled on the project, except the deep holes drilled to test the geophysical anomalies. The locations of those holes show on figure 13 in volume 1. The descriptions of the deposits developed are followed by complete detailed logs of the drill holes. Many of the widely spaced exploratory holes did not discover bauxite of minable thickness and grade. The pertinent information obtained tram the widely spaced exploratory drill holes has been summarized and tabulated, and a table for each halt township is given with the discussion of that area.

In 1991 and 1992, the Bureau of Mines completed chromium, platinum-group metals (PGM), and tin investigations, and started indium, manganese, titanium, and vanadium investigations in Alaska. These studies were done as part of the Site Specific Minerals Investigations project. As a result of this work, the Bureau found PGM-bearing composite plutons in the Yentna River area of the Alaska Range, which are chemically similar to composite plutons in other parts of the Alaska Range and to Ural-Alaskan type complexes. Previously unknown chromium and PGM occurrences were found in the western Brooks Range. A compilation report on the Bureau's chromium and PGM investigations in the western Brooks Range was also published. Indium was found in anomalous concentrations at the Lost River tin deposit. Small occurrences of manganese were located, mapped, and sampled in the Wiseman and Chandalar quadrangles, and in the Liberty Falls, Prince William Sound, and Homer areas. Tin occurrences in western Alaska were summarized in three Bureau open file reports. The beaches near Cape Yakataga and Yakutat were evaluated for their titanium potential and a sampling methodology was developed. Vanadium investigations included examining streams in the Wiseman and Eagle areas that contained anomalous vanadium values. In the Eagle area, high vanadium, uranium, and copper values were found in the basal layers of the Road River formation.

The Bureau of Mines conducted an in-mine case study on two consecutive three-entry gate road systems designed in accordance with the stiff-yield pillar design concept. This Bureau study was conducted in order to further develop technology that will improve the health and safety aspects of longwall mining. Support loading and strata activity were monitored to determine the effects of retreat longwall mining on the gate road ground control system. Analyses of pillar stress and roof bolt loading histories revealed that headgate roof support elements ex-perienced cumulative loading throughout the life of the longwall panel. Tailgate pillar loadings had significantly different histories from the loading histories of the headgate pillars. Stress relief occurred in the tailgate pillars following the passage of the longwall face. More-over, the stiff-yield pillar design, with the abutment pillar placed adjacent to the working panel when part of the headgate system, provided effective ground control in that no major roof falls or roof problems were experienced in the headgate or tailgate systems during longwall mining.

"INTRODUCTION The Bureau of Mines, recognizing the importance of knowing the evapor¬ation losses of aviation gasoline as larger quantities of this material must be stored, has made studies at a large refinery in the Texas Panhandle area during the past 13 months to determine the magnitude of the losses, by evaporation, under different storage conditions. Proper storage of aviation gasoline is very important, not only because large supplies are being stored for military use but because the specifications to which his fuel must conform are very rigid. Aviation gasolines that conform present-day specifications are blended from base-gasoline stocks (in some instances relatively pure hydrocarbons), each of which has different physical and chemical characteristics. Consequently, partial loss of any one of the more volatile components from the blended fuel results not only in material loss of the blended fuel but also may affect the characteristics or performance of the gasoline. One characteristic that has considerable influence or the vaporization tendency of gasoline is vapor pressure; and although the vapor pressure of aviation gasoline usually is lower than that of average commercial motor fuel, the quantity of certain components having relatively higher vapor pressure is greater in aviation gasoline, so that under prolonged storage the evaporation loss of these components may be appreciable."

Primary, low-temperature tars are generally known to alter with time. The effect is believed to occur, in some instances, without the external influence of air, light, or heat. Since one of the processes occurring during extended storage is oxidation, the action of mild oxidation induced by air and heat, in addition to the effect of storage, was studied. The principal effect in aging and oxidation is formation of pitch at the expense of the distillate fraction. The fraction boiling above 270° C. is mainly involved in pitch formation due to storage, whereas all fractions are affected to some degree when tar is heated at 125° C. in the presence of air. If the effects of air are considered, the aromatic and tar-acid fractions seem to be important in pitch formation.

In recent years various modifications in the methods of blasting have been tried as a means of increasing the production of cod and of reducing mining costs. Following an investigation by the Bureau or Mines, authorization was granted to increase the charger limit for permissible explosives par shot hole from 1.5 to 3 pounds under contain conditions; this greatly facilitates the blasting of coal in some cool fields the practice has gradually evolved of simultaneously charging several shot holes in a face and then firing the charges singly without inspecting for gas after each blast. This practice is disapproved by the Bureau of Mines. In other coal mines the explosive chews in several adjacent shot holes are fired simultaneously. This form of shooting is claimed to increase the rate of production, generate smaller volumes of noxious gases, promote the health and safety of workers by eliminating the need of inspection of the face after each charge is fired, produce less float dust, and require less explosive than single shooting. However, simultaneous blasting may have a more harmful effect on the immediate roof strata; in some instances it leads to wedging of the broken coal, thereby making the coal more difficult to load out; it makes misfired shots more difficult to detect and possibly increases the chances of misfires. This lacy be duo to variations in the characteristics of detonators, because of more stringent requirements for adequate firing current, to the need for better electrical connections in the shot-firing circuit, and partly to the inadequacy of present permissible multiple blasting devices.

What troubles me so often about debates over the environment, which I have heard since I entered government in the late 1960's, is that the issues are so often presented as a false dilemma--the either-or fallacy in logic. The either-or fallacy allows only two possible choices: Either protect the environment or exploit it. In reality, however, there may be a few more options. The diverse, often competing, values that the Earth offers require us to weigh and balance those options through a range of policy options. A quality environment and economic growth and opportunity are not mutually exclusive. First, let me acknowledge that I support a set of resource values recognized in U.S. laws and deemed important down through history for the success of free, progressive, and secure societies: the importance of access to raw materials. Increasingly, however, mineral raw materials have been viewed at best as not particularly relevant to a sophisticated, technologic society, and at worst monstrously destructive of our natural environment. Both perceptions, in my judgment, are wrong.

The safety record of the metal mining and milling industries in 1965 is reviewed by the Bureau of Mines. The overall injury-frequency rate of 23.77 per million man-hours was 5 percent lower than in 1964 and was the lowest annual rate in a statistical history beginning with 1931. The injury-severity rate of 3,521 days lost per million man-hours in 1965 represented a 5-percent improvement over 1964. However, the total of 3,825 disabling work injuries comprised 61 fatal and 3,764 nonfatal injuries, one and 92 more, respectively, than in 1964. At primary nonferrous smelters, refineries, and reduction plants, the injury-frequency rate of 8.97 per million man-hours in 1965 was 13 percent lower, but the severity rate percent higher than in 1964. these plants in 1965, 4 more of 1,173 days lost per million man-hours was 17 There were 12 fatal and 971 nonfatal injuries at and 28 fewer, respectively, than in 1964.

The U.S. Bureau of Mines has constructed a smoke chamber and developed sensitivity tests for smoke detectors. Response of ionization-and optical-type commercially available smoke detectors have been investigated. Six smoke detectors were measured with respect to visually obscuring smoke characterized by a corresponding optical density for smoldering and flaming coal combustion in the smoke chamber. It was determined that for one type of ionization smoke detector the alarm time was nearly equivalent to that of an odor monitor's alarm for smoldering coal combustion experiments and earlier for flaming coal combustion experiments. The experiments showed that an average CO concentration of 5 ppm corresponded to an optical density of 0.022 m-l for smoldering and flaming coal combustion. Two of the commercially available ionization-type smoke detectors were more responsive to flaming than smoldering coal combustion at an optical density of 0.022 m-l, whereas the optical smoke detectors showed the opposite trend. The responsive characteristics of the detectors evaluated with respect to known smoke conditions in the smoke chamber shows their potential for use as mine fire sensors or part of a mine atmospheric monitoring system to improve mine safety.

"INTRODUCTION The Congress theme ""Improvement of Mine Productivity and Overall Economics by Modern Technology"" is probably beat: addressed by the subtheme allocated to this Plenary Session. It is appropriate that .Theme 1 emphasizes the simple point that effective use of geotechnical information is the key to improving mine productivity. In essence, this means that: (1) geological and geomechanics, (rock mechanics) data must be collected in sufficient quantity and of high quality; (ii) data interpretation must be performed specifically for purposes of engineering design; (iii) innovative design approaches should be used to bring about Improvements in productivity and safety.While, each of these three aspects .may: seem obvious to any mining engineer it is a fact that the above sequence is seldom followed and as a result, mining engineering not infrequently lags, behind other branches of engineering when it comes to design creativity, efficiency and safety.. . After all, mining is still-one of the most hazardous occupations and we are gathered here to discuss, at the highest world professional forum, how to use more effectively the modern technology. This however, does not mean that mining engineers are less capable than other engineers or that their achievements are any lesser; far from it! Mining engineers are the cream of the engineering society on whose efforts depends the welfare of mankind. Moreover, they have produced minerals and coal evergrowing quantities against evergrowing difficulties. Yet, we must and can become even better because we are not making full use of the modern technology and rock mechanics knowledge already at our disposal, and. we are not being innovative enough to the full extent of .our capabilities."

The flammability and explosibility of unsymmetrical dimethylhydrazine ( UDMH ) were investigated by the Federal Bureau of Mines to evaluate hazards associated with commercial application of this material as a missile fuel . This program included the following determinations : 1. Temperature limits of flammability in air at one atmosphere pressure ; 2. limits of flammability at selected elevated temperatures and pressures ; 3. 4 . 5. spontaneous ignition temperature in air at one atmosphere and at 200 pressure per square inch gage ( p.s.i.g. ) initial pressure ; spontaneous decomposition temperatures in nitrogen at one atmosphere and at 200 p.s.i.g .; shock sensitivity over a temperature range from about ( ca. ) 25 ° to 50 ° C .; 6. shock sensitivity of reference propellants ( hydrazine , nitromethane , methyl acetylene , etc. ) ; 7 . shock sensitivity of UDMH plus small amounts of selected metal catalysts . Part of the corresponding data was obtained for a mixture of unsymmetrical - dimethylhydrazine and diethylenetriamine ( U - DETA) .

This report on the properties of motor fuels sold through service stations in the United States was made in accordance with a cooperative agreement between the American Petroleum Institute and the Bureau of Mines of the United States Department of the Interior. By agreement with the American Petroleum Institute, identification of the Items is confidential. It present's analytical data for 4,608 samples, representing the products of 101 companies. The samples were collected during December 1956, January and February 1957. As in previous surveys, the gasolines covered by this survey include those from both large and small suppliers. The data were obtained by laboratories of various refiners, motor manufacturers, and chemical companies and submitted to the Bureau of Mines for compilation. A list of the Notional Motor Gasoline Survey reports published during the post 10 years is given on page 5.

Control of the dust produced by continuous mining machines in coal mines is conventionally attained by water sprays from fixed nozzles mounted on the frame of the machine behind the cutting head. In the tests conducted under this contract a so-called "wet-head" machine was used, where the spray nozzles were mounted on the rotating head itself, close to the coal-cutting bits. The tests were conducted at the Robena Mine of U.S. Steel Corporation, using Lee-Norse machines. Operating the wet-head machine and a conventional spray machine in turns in the same section, it was found that the wet-head produced approximately 25 percent less respirable dust and 60 percent less total airborne dust than the conventional spray machine. The wet-head also greatly improved the visibility of the cutting bits from the machine operator's position. Several difficulties had to be overcome before any meaningful tests could be conducted, including excessive pressure drops in the piping system and plugging of the nozzles from internal water contamination. The major obstacle, however, was the rotating water seals on the wet-head, which leaked excessively after only a few hours of operation. Only after several changes and plant and laboratory tests was a design found which permitted conducting the underground tests without appreciable water leakage.

This publication has been prepared to supply manufacturers and industrial users a listing of mobile diesel-powered transportation equipment approved or certified by the Bureau of Mines f r use in gassy noncoal mines and tunnels. Testing of diesel-powered equipment is one phase of the Bureau's health and safety program of approval of electrical and diesel equipment designed to prevent explosions, fires, shocks, and toxic hazards in underground mines. In mines such equipment must be used and maintained properly. Manufacturers submit machinery and component parts to the Bureau for study f their design and safety features. Equipment must pass exacting tests and meet strict requirements established through research, development, and experience before the Bureau approves it as permissible for safe use in mines.
