This report examines the feasibility of Employee Assistance Plans for the coal industry. Three issues are examined in detail. First, the prevalence of off-the-job factors such as alcoholism, drug abuse, and marital problems are examined in a sample of miners from the eastern, midwestern, and western underground coal fields. Then data were presented that examined the link between these off-the-job factors and behaviors critical to the mines such as absenteeism and turnover. Lastly, we examined the effectiveness of the major Employee Assistance Program in underground coal mining--the HELP Program. The report contains recommendations on whether coal mining companies should implement these programs and how these programs should be designed.

In coal mining, longwall mining is a preferred method to maximize production by extracting large blocks of coal that have been outlined with a set of development entries. In U.S. mines, longwall panels are typically 305 m (1,000ft) wide (with a continual trend towards even wider panels), and usually over 3,050 m (10,000ft) in length. The increasing size of longwall panels, while helping to increase coal production, may also increase methane emissions due to the exposure of the mining environment to a larger area of fractured, gas-bearing strata. Thus, understanding the impact of increased panel widths on methane emissions, and designing gob gas ventholes and bleeder systems accordingly, can enhance the safety of the underground workforce by reducing their exposure to potentially explosive accumulations of methane/air mixtures. As part of its mine safety research program, NIOSH’s Pittsburgh Research Laboratory has initiated a reservoir modeling effort to better understand the interaction of the various geotechnical factors influencing gas flow within and to the underground longwall mining environment. A focus of this modeling effort has been 1) the prediction of the incremental amount of methane emissions to be expected due to increasing longwall panel widths, and 2) optimizing gob gas venthole completion practices to capture more of the gas in the subsided strata above longwall panels before it can enter the ventilation system of the underground workplace. The history matching phase of the study has been carried out on a 381-m (1,250ft) wide panel in the Pittsburgh Coalbed. Simulations have also been completed for a 442 m (1,450ft) wide panel to estimate the incremental increase in methane emissions and the performance of current gob gas venthole placement configurations. Additional venthole placement configurations were simulated to investigate options for optimizing methane capture from the subsided strata above the wider longwall panel.

THIS PUBLICATION is the third to be prepared as a result of a cooperative project by the Bureau of Ships and the Bureau of Mines for accumulating literature published on zirconium and hafnium. The undertaking also resulted in the establishment of an information center on zirconium and hafnium at the Bureau of Mines station at Albany, Oreg., for the use of research organizations and others. The present bibliography consists of references (with abstracts) to pertinent literature on zirconium. The first publication in this series was Information Circular 7771, Bibliography of Zirconium, published in April 1957. It consists of 969 abstracted reports and 645 U.S. and foreign patents. The second publication, called a supplement to Information Circular 7771, is numbered Information Circular 7830 and consists of 844 abstracted reports and 62 U.S. and foreign patents. It was published in October 1958.

"The diverting of men from industry to combat in the world's war focused the attention of the operators in this country upon mechanical means of doing things. The demand for man-power -was so insistent that every available agency for multiplying it had to be employed. It was during the 1period of the war and immediately thereafter that development of the use of underground loading devices made most rapi4 progress. In all parts of the United States, mining engineers and mine managers were diligent in their efforts to develop mechanical loaders. The mining engineers of the U. S. Bureau of Mines in every section of the country have secured, with the cooperation of the mine operators, data on the actual performance of the mechanical shovels in their districts, and have made them available to the author of this paper.No effort has been made to discuss exhaustively the subject of underground loading devices. It has been the object to collect together in one paper, records of the performance of all machines now in actual use. Improvements in the design of machines are constantly being made the performance records given in this paper relate to operation prior to March 1 1 1921. The records prior to 1920 cay not fully represent the work that could be accomplished with the present models of the same machine.The data secured are given exactly as reported by the mine operators. Since this data were collected there have been two underground loaders, of a different design, put into operation in the iron mines of the Lake Superior District. One is the John Mayne Sub-level loader, being tried by the Cleveland-Cliffs Iron Co., Ishpeming, Mich., and the other is the Cole-Goudie shovel, being tried by the Oliver Mining Company, at Ironwood, Mich. No information has been secured regarding the performance of either of these machines."

The study wan performed it two phases, the first to identify all documented incidents of subsidence in mined-out areas of the Pittsburgh coal Region; and the second, to study a particular portion of the region in detail, collecting pertinent data relative to the sites within, characterizing roil the nature of the subsidence and its economic consequences, and determining the applicability of the findings to other areas whore similar problems with the collapse of abandoned miner have been encountered.]

Rate minima are encountered in the reduction of magnetite with hydrogen. In a certain temperature zone, the reaction rate decreases with rise in temperature. This is inexplicable by classical kinetic theories; neither is a transition in reduction mechanism suitable for interpreting the observed behavior, This anomaly can be fully explained by hypothesizing two species of chemisorbed hydrogen with different adsorption coefficients and activation energies for adsorption. Competition between two energetic states of adsorption occurs with temperature rise, with the low energy state predominating below the anomalous temperature zone and the high energy state above it. The presence of two possible adsorption sites appears to be characteristic for oxidic adsorbents.

Manganese-oxide minerals occur in irregular pockets distributed through the residual clays of the Cartersville district, which lies 45 miles north-west of Atlanta in Bartow County, Ga. The district produces, or has produced, limonite, barite, specular hematite, ochre, ferruginous manganese, manganiferous iron are, as well as manganese. Bureau of Mines engineers have visited the district on three occasions - in December 1939, February 1941, and October 1942. During the visit of February 1941, 80 tons of samples of manganese-bearing clays were taken from seven properties for ore-dressing tests, which were conducted at the Bureau of Mines laboratory at Rolla, Mo. The. October 1942 visit was for the purpose of reappraising the district in the light of knowledge gained from the ore-dressing studies and to prepare a plan for the district's development. Exploratory drilling was begun in March l943 and was continued until June 1945. Nine properties were explored that, roughly follow a line beginning near Cartersville and extend to a point 2 miles northeast of the village of White. The work consisted of bulldozer trenching, rotary bucket churn drilling, sampling, and analytical determinations. The manganese district is 18 miles long with a maximum width of 7 miles at Cartersville, which lies at the center of the district. The work of the Bureau was confined to the northern half of the district between Cartersville and Pine Log. The properties explored comprise but a small portion of the Potential producing area.

It is interesting to study the noise standards that have been promulgated in the US over the last decade or so. These regulations are likely to have long-lasting impact. The Occupational Safety and Health Administration (OSHA) Hearing Conservation Amendment (March 1983) continues to have influence not only in the workplace but in the debate over new regulations. Both the Mine Safety and Health Administration (MSHA) and Federal Railroad Administration (FRA) regulatory preamble documents state the desire to be consistent with OSHA. An examination of Table 1, which compares the major components of the three regulations and the 1998 NIOSH “best practices” criteria, depicts the extent to which that intent is met. There has been some regulatory activity in the last decade which may give some hope for evolution and updating based on the wealth of science that has occurred during the last quarter of a century since the OSHA regulation was enacted. However there has also been some “back-sliding” toward more lenient standards. The MSHA noise standard made regulatory progress in September 2000 by emphasizing engineering and administrative controls, followed by personal protective equipment, in the hierarchy of noise intervention. MSHA’s requirement for technician certification (today only available from CAOHC) strengthened the training requirements for audiometric testing in hearing conservation programs and MSHA also added the requirement of dual hearing protection at 105 dB TWA. There were many subtle differences between OSHA and MSHA based on comments and a desire to clarify some of the vague aspects of the OSHA noise standard, and meet the needs of the regulated mining industry. One example pertains to the ceiling for exposures. OSHA says, “no exposures >115 dBA,” which is interpreted to mean no unprotected exposures above that level, giving credit for the assumed effectiveness of hearing conservation programs, hearing protection devices and administrative and engineering controls. MSHA specified that a “P” code1 violation be issued for any protected or unprotected exposures >115 dBA. The Federal Railroad Administration (FRA) noise standard for railroad operating employees, which went The Modern Evolution of Hearing Conservation Regulationsinto effect February 26, 2007, was expressly based on the OSHA standard but also uses MSHA for comparison. The preamble states that the FRA defers to OSHA as the “primary regulator of noise in the workplace,” but also acknowledges the need for some departure from the OSHA regulation (FRA Preamble II.B). As an example, FRA requires testing at 8000 Hz “because it will allow employers to identify hearing loss sooner.” The FRA rejected MSHA’s hierarchy of noise controls in favor of requiring specific engineering interventions and focusing on appropriate hearing protection which would still allow communication and audibility, and identification of excessive noise through employee-filed “excessive noise reports.”2 Where OSHA has no specific mandate requiring employees to take advantage of the employer-paid audiogram, it has been traditionally a condition of employment and is generally accepted that OSHA-covered workers require an annual audiogram. MSHA addressed this issue in its preamble; however, they made no significant change. MSHA employers are required to offer annual audiograms but MSHA stopped short of requiring employees to comply with annual audiometric testing. The mining industry has the highest average annual fatality rate among major U.S. industries. To address this, the National Institute for Occupational Safety and Health, Pittsburgh Research Laboratory (PRL), is conducting major research programs to reduce the hazard exposure of miners. One of the recently concluded programs at PRL developed the enabling technology for remote-controlled mining. An application involves the manual process of extracting and hauling coal where operators, in the tight confines of a mine, can be struck or caught by mobile machinery. The approach to remedy this problem uses a guidance system on the continuous haulage equipment so that it follows the continuous mining machine that extracts coal. This, in essence, involves sensor-based docking of the machines. Sensors functioning in the hostile mine environment of dust, methane gas, and water play the key role. Computer analysis of the mining machine's movements and empirical machine characterizations established operating requirements and spatial limitations to ensure proper loading of coal into the haulage equipment. These data served in the selection of a guidance sensor. Technologies such as scanning laser systems and ultrasonic sensors have frequently been used in other applications, but were found unacceptable. However, a near-infrared sensor employing active targets met the requirements. The sensor has a nominal 75b conical field of view and a range from 0.1 to 18.0 m. For the single-target mode, nominal range accuracy was 4.3% at a distance of 3.65 m. Correction algorithms were generated, which reduced the error to 0.6%. Airborne dust testing showed less than an additional0.8% accuracy (worst case) degradation at dust levels up to 15 mg/m3. Using four targets, the nominal range accuracy was 0.4% without correction algorithms. Analysis of dynamic testing of a continuous miner and haulage showed that accuracy was maintained and total target loss did not occur. A guidance system for the haulage system to follow the mining machine does not exist commercially. Such a system can reduce fatalities, injuries, and exposure to dust and noise.

The National Institute for Occupational Safety and Health designed and conducted a study in an underground metal mine to assess the effects of selected diesel emissions control technologies on the concentrations of diesel particulate matter and gases in underground mine air. The control technologies studied included diesel particulate filter (DPF) systems, filtration system with disposable filter elements, diesel oxidation catalytic converter, and biodiesel blends. Each technology was tested on a mining vehicle operated in an isolated area of an underground mine supplied with fresh air. These isolated zone tests allowed for the operation of vehicles under conditions and over duty cycles that closely mimic actual duty cycles of production equipment. The DPF systems reduced the elemental carbon (EC) concentrations in mine air between 88% and 99%. The same systems reduced total particulate matter (TPM) concentrations in mine air by approximately 75%. The biodiesel blends B20 and B50 caused a reduction in the EC concentrations of 26% and 48%, respectively. Those blends also reduced TPM concentrations by 9% and 24%, respectively. The use of #1 diesel fuel reduced EC concentration by 13% compared to #2 diesel fuel. An increase in nitrogen dioxide concentration of up to two times was seen when platinum-catalyzed DPF systems were tested.

The work is detailed under a number of main headings corresponding to the organizational structure of the Division , the various activities being under the immediate direction of unit chiefs , who report directly to the author . Specific credit , however , is due to the individual unit leader and his assistants .

Residents of Maxwell Hill, a suburb of Beckley, West Virginia, reported from January until March of 1988 a series of earth tremors. The tremors rattled dishes, and the noises associated with tremors were sometimes loud enough to wake people at night. These events were puzzling because Beckley is in an area of low seismic activity. Maxwell Hill is located above abandoned coal mines, though no direct subsidence damage to surface structures has been documented. A research program was initiated to determine whether subsurface ground movements associated with the abandoned mines could be responsible for the seismic activity experienced at the surface. A hypothesis is proposed which states that seismic disturbances can be caused by abandoned mine failure when two conditions are met. First, some instability must exist at the mine level. The most likely cause of instability is the failure of pillars of coal that were left for support at the time of mining. Second, subsurface movements can result in significant seismic activity only when the rock above the mine contains at least one very strong and brittle layer that is prone to fail violently through rupture or fault slip movement. Analysis of the data indicates that both hypothesized conditions for mine-related seismicity appear to have been satisfied in the case of Maxwell Hill. It has therefore been concluded that the earth tremors experienced by Maxwell Hill residents probably are related to the abandoned mines. Analysis of the potential magnitude of these events indicates that they are unlikely to cause significant surface danlage. The probability that future events will disturb the residence of Maxwell Hill should be quite low based on the identified mechanism.

This report gives results of metallurgical investigations performed by the Bureau of Mines on mineral samples taken during April 1959, from Hawaiian bauxite deposits on the islands of Kauai, Maui, and Hawaii. The bauxite samples were tested at the Bureau's Rolla Metallurgy Research Center, Rolla, Mo., to determine if alumina could be extracted. The results were encouraging. Extraction of the alumina by the American Bayer type digest of crude ore samples from Kauai, Maui, and Hawaii recovered 78.8, 73.1, and 70.0 percent, of the total alumina, respectively. These recoveries were increased to 82.8, 85.5, and 79.5 percent by modifying the treatment, which consisted essentially of calcination and weak caustic desilication to provide a residue. The residue was then treated with calcium oxide and digested in a strong caustic solution to extract the alumina.

Engineering and economic evaluations were performed by the Bureau of Mines on 14 Frasch sulfur, 1 native sulfur, and 21 metal sulfide operations in 11 market economy countries. The evaluation included discounted-cash-flow rate-of-return economic analyses at 15 pct to determine the average total cost of production of these two commodities and the potential availability of elemental sulfur (8) and pyrite concentrate. The Bureau evaluated the potential availability of elemental sulfur and pyrite concentrate. Approximately 279 million metric tons (Mmt) of pyrite concentrate at 46 pct 8 is potentially recoverable from 422 Mmt of in situ metal sulfide ore. Nearly 89 pct of the total pyrite concentrate is available at an average total cost of production below the January 1984 pyrite concentrate market price ($43/mt). About 185 Mmt 8 is potentially recoverable from 253 Mmt of in situ elemental sulfur. About 99 pct of this sulfur is available at an average total cost of production below its January 1984 market price ($131/mt).

This paper describing the mining practices at the Magma mine, Superior, Ariz., is one of a series being prepared by the Bureau of Mines on mining prac¬tices, methods, and costs in the various mining districts in the United States. At present (1929) practically all the mineral production in the Superior district is from the Magma mine of the Magma Cooper Co. The ore is mined for its copper but contains associated silver and gold. Both direct smelting ore and ore of concentrating grade are produced. The mining methods now in use at the Magma mine were adopted or developed as knowledge was gained of the physical condition of the ore bodies and the inclosing formations; the wall rock is soft and crushed and the ore is relatively hard. In general, existing methods have been adapted to fit local conditions, but some of the mining practices used were originated at this mine. Most of the ore is mined by a combination of rill stopes and pillar stopes. The pillars are extracted by underhand mining.
