[This paper presents one of a series of digests of foreign mining legislation and court decisions which is being prepared in advance of a general report relative to the rights of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the mining laws of specified French possessions in Africa has been prepared from the best information available in Washington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consular officers, to whom it is being referred through the courtesy of the Department of State. France controls large areas on the African continent, but the various Colonies and Dependencies are administered more or less independently. Algeria is under the direct jurisdiction of the Ministry of the Interior, and its mining laws are essentially the same as those of the mother country. Tunis and Morocco are attached to the Ministry of Foreign Affairs; separate digests of the mining laws' of these respective colonies have already been prepared by the United States Bureau of Mines. The present paper covers all other French territory on the continent of Africa except Somaliland, a rather small Colony including the port of Djibouti near the point where the Red Sea joins the Gulf of Aden. Available information indicates that the prospects of mineral production in this Colony, apart from salt and gypsum, are not at all encouraging.3]

This paper is one of a series being prepared for and published by the United States Bureau of Mines on the quarrying, crushing, and grinding of limestone for cement manufacture. These papers are designed to disseminate technical information regarding the methods used. The cost tabulations represent operating expenditures only and not total coats. It is recognized that publication of total costs might in many instances cause embarrassment to individual producers, as well as to the industry as a whole. On the other hand, operating costs are essential to the technical discussion and study of the methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulations shall ensue. The microstructures of a CF2Br2-inhibited methane flame and its uninhibited analog have been determined using molecular beam-mass spectrometry. The slightly lean flames were stabilized on a cooled porous plug burner at reduced pressure. Composition profiles of stable, intermediate, and radical species and temperature profiles were obtained. Comparisons of the uninhibited and inhibited flame profiles revealed the following inhibition effects; a shift of the primary reaction zone to higher temperatures, a higher maximum flame temperature, an increase in the CH3 concentration, and a reduction in the H2CO, H, 0, and OH concentrations. Kinetic analyses of the data yielded rate coefficients at flame temperatures for the reactions H + CH4 ? CH3 + H2, H + O2 ? OH + O, CO + OH ? CO2 + H, and CH3 + O ? H2CO + H. CF2Br2 is judged to decay by thermal decomposition and abstraction reactions.

In mining coal in the anthracite region of Pennsylvania the general custom has been to leave a large percentage of the coal in place as pillars to support the roof. Evidently any practice that involves partial waste of an important mineral resource is bound to be discarded. It is well recognized that one method of obviating probable waste is to fill the workings with cheap or worthless materials, a process extensively employed in the anthracite and some European mines. At present many of the collieries in the anthracite region of Pennsylvania are utilizing refuse from the old culm banks, which formerly were prominent features in the landscape, and are flushing the fine waste underground so that pillars may be reduced in size or removed. As a result the banks are now disappearing and soon will be gone. The fine culm from the breakers and rock from the mines will continue to be available, but the volume of these materials is insufficient to replace any considerable proportion of the coal removed. The next stage of progress suggested is the use of sand. Fortunately there are available large deposits of this material, much of which can be handled by dredges and pumps. This report is issued by the Bureau of Mines in the interest of safer and more efficient mining methods. I ts purpose is to describe the sand deposits in the northern anthracite coal field in Luzerne and Lackawanna Counties, Pa, Much of the information available is presented in the map, Plate I. Field studies, mostly preliminary, were made in the summer of 1911 to determine the distribution, amount, and character of the larger deposits. It was not thought desirable to make a detailed examination of the region because when the coal companies decide to utilize the sand their engineers will make precise surveys and drill test holes. In preparing the map the various coal companies were consulted; they contributed a large number of facts, especially as to the deposits in the buried valley of the Susquehanna between Pittston and Nan- ticoke, where nearly 1,000 test holes have been bored. The results of these borings were placed at the author's disposal, and have been utilized in drawing the boundaries given in the wide valley area and its extensions up Lackawanna River and NewportCreek. Wyoming Valley contains deposits of sand that are 100 feet thick over a wide area, 200 feet thick in places, and over 300 feet thick in the deep old channel south of Plymouth.

The Bureau of Mines conducted laboratory tests to devise a procedure for extracting copper from low-grade discarded mill tailings. A solid extractant consisting of an organic solvent extraction reagent adsorbed on granular activated carbon was investigated and proved to be satisfactory for extracting copper directly from leach pulps. When this material was used in a cyclic leaching, stripping, and electrowinning pro-cess, 95 pct of the acid-soluble copper was recovered from oxidized mill tailings. The weathered tailings contained 0.24 pct Cu (total) and 0.20 pct acid-soluble Cu. The copper was recovered as cathodes containing, in parts per million, 1.6 Pb, 3.6 Fe, 0.5 Sb, 1.5 AI, 1.9 Mn, and <1 Mg.

This report analyzes the petroleum-production potential of the basal Greenbrier dolomite zone, Sycamore-Millstone field, Sherman District, Calhoun County, W. Va., through the application of certain secondary-recovery methods. The well logs obtained and the core recovered from a well in this formation permitted an evaluation of the productive capability of the reservoir, Approximately 120,000 stb of oil may be produced from a 20-acre five-spot unit at breakthrough if the property is waterflooded. At an assumed limiting producing gas-oil ratio of 20)000 sef/stb, approximately 69,000 stb of oil should be recovered by low-pressure gas drive.

The Bureau of Mines investigated the Rip Van Winkle mine, which is about 25 miles northwest of Elko, Nev., from October 1942 to February 1943 to determine possible resources of lead-zinc-silver ore. The property is owned by the Rip Van Winkle Consolidated Mining Co., which maintains its offices in Salt Lake City, Utah. Ore was discovered in the 1860&apos;s, and active mining was carried out intermittently until 1939, when the Rip Van Winkle Consolidate Mining Co. acquired the property. This company equipped and developed the mine, erected a flotation mill, and operated on a 65-ton daily basis. The ore is mined from veins, mineralized faults, and replacement deposits of wall rock. The country rock comprises cherty shale, granite, porphyry, intrusive breccia, and breccia, and brecciated shale. Mining operations were carried down to the 700-foot level. The Bureau of Mines drilled 5 diamond-drill holes, totaling 1,084 feet, from the 600- and 700-foot levels, excavated a 250-foot surface trench, and took 26 underground samples. The ensuing sections note the location and physical features of the district, mention the equipment, and specify the property and ownership. The history of the mine is briefed, and the geology, mine workings, and plant are described. The work performed by the Bureau of Mines is summarized and supplemented in detail by assay maps, logs of diamond-drill holes in appendix A, and by tables of sample analysis in appendix B.

This program was conducted to demonstrate the unique advantages of suppressing methane ignition in underground mines by use of Energy & Minerals Research Company&apos;s thixogel fire extinguishing system, which stably suspends dry powder extinguishing agent in thixotropically gelled liquefied gas extinguishant. As anticipated, the project demonstrated thixogel system advantages of: 1) capability to disperse state-of-the-art powders in thixogelled Halons; 2) non-agglomerating stability for dependable expulsion; 3) stability in storage for long shelf life; 4) virtually in¬stantaneous dispersion; 5) expansive cloud formation; 6) reach and re-forming around obstacles; 7) at least twice the extinguishant effectiveness; and 8) compatibility of use with Fenwal bottles and MSHA canisters. Thus, it should prove a superior explosion/fire suppressant for coal face cutters and triggered barriers, as well as for motorized equipment, electrical equipment and the like.

Bureau of Mines research on the hydrogenation of coal has been concerned with developing processes that could be used to supplement the Nation&apos;s petroleum and natural gas resources. Motor fuel was produced in a subsidized coal hydrogenation industry in Europe prior to 1945, but the process used is still not economical and other methods of producing liquid and gaseous fuels from coal are being investigated. As an aid to the planning of coal hydrogenation research, a literature survey was made of processes or methods of hydrogenating coal that differ from the subsidized or conventional process. This report contains a bibliography of unconventional methods of hydrogenating coal and a brief discussion of the economics of the conventional method. A general discussion of unconventional methods is included, and the advantages and disadvantages are pointed out where possible. The survey supplements a previous Bureau of Mines survey3 and a comprehensive review published in 1930.4

This U.S. Bureau of Mines report describes the results of two large-scale tests conducted to evaluate a prototype nitric oxide (NO)-compensated carbon monoxide (CO) fire sensor, developed by Carnegie Mellon Research Institute (CMRI). In the tests, small coal fires were allowed to develop in the presence of diesel exhaust at relatively low ventilation airflows. These tests compared the response of the CMRI fire sensor with that of other fire sensors, including the Bureau&apos;s diesel-discriminating smoke detector. During the tests, CO, NO, and smoke levels were continuously monitored in order to determine the sensor alarm times and gas levels as the fire developed. The data indicated that the NO-compensated CO fire sensor was capable of suppressing the CO produced by a diesel engine and that the sensor responded reliably to the CO produced from the test fires. The tests also showed that the Bureau&apos;s diesel-discriminating smoke detector alarmed earlier than the prototype NO-compensated CO fire sensor.

"Researchers at The Pennsylvania State University are engaged in a project to understand the mechanics of respirable size fragment formation in coal. The project is based on the premise that a thorough understanding of the fundamental mechanics of fine fragment formation may lead to techniques for reduction and better control of coal dust problems in mines. Presently, it is believed that the mode of fracture propagation which can range from pure tensile to pure shear or any mixed mode in between and the loading or displacement rate can influence the amount of respirable size fragments that are generated on new fracture surfaces during the fracture propagation process The essence of any coal cutting process is one of mixed mode fracture propagation. To study the crack propagation process, a unique mixed mode testing rig was designed and fabricated. This rig is capable of applying loads to a prenotched test specimen that range from pure Mode I (tensile mode) to nearly pure Mode II (shear mode) or many mixed mode loading combinations. It is also possible to apply different loading or displacement rates to the test specimen. With this rig, it is possible to create new fracture surfaces via the different fracture modes and under various loading conditions.These new fracture surfaces are examined with a scanning electron microscope (SEM) to characterize the amount of structural damage and respirable size fragment formation that occurs during the fracture process. Initial observations suggest that the amount of fine fragment formation and the new fracture surface appearance is related to the fracture initiation conditions, particularly the fracture mode and the loading rate. Mode II loading and higher loading rates seem to generate more structural damage and respirable size fragment formation that Mode 1 loading at slower rates.With the mixed mode test rig, the mechanics of fracture initiation for a single crack can be controlled to better understand its influence on respirable size fragment formation. Such understanding may lead to methods which characterize the tendency of specific coal seams to produce undesirable fine fragments during the fracture process, or it may lead to rational recommendations and design guidelines or coal mining machines which inherently produce less dust.IntroductionAs part of a larger effort to reduce the incidence of coal workers pneumoconiosis (black lung) in coal miners, researchers at The Pennsylvania State University are engaged in a project to understand the fundamental mechanics of fine fragment formation in coal. This project is part of a com¬prehensive research effort within the Generic Mineral Technology Center for Respirable Dust which is jointly administered by The Pennsylvania State University and West Virginia University.The principal source of the coal dust in underground mining is the cutting operation. The U.S. Bureau of Mines (USBM) and various European research organizations have conducted investigations into the mechanics of coal cutting for many years. These studies of airborne respirable dust (ARD) formation have concentrated on empirical studies of the various cutting parameters and their effect on ARD for¬mation. The parameters study include depth of cut, cutting speed and bit spacing.(1,2) Other studies investigated the effect of symmetric and asymmetric bit wear and various bit geometries and designs (3-5) Roepke(6) summarized the principals of proper coal cutting to minimize dust formation by recommending to ""cut at maximum depth (maximum advance rate) at all times, at minimum RPM, with the fewest possible bits, having the lowest possible included tip angle."" A comprehensive review of published research was carried out to identify methods for teaching and assessing critical but nonroutine skills needed for coping with emergency situations. Specific methods for assessing critical skills proficiency in aviation, medicine, organization management, the military, and other industrial/technical workplaces are described. The potential application of these methods for teaching and assessing (1) critical first aid and (2) self-rescue and escape skills to underground coal miners in annual refresher training is explored. Research and development activities that may improve mine health and safety training are suggested. Most of these research and development activities were completed later in the project. This additional work is reported in the project technical report #2 and the final report. The research reported in the present document was completed in 1984 -85. Many of the initial findings reported in this document are updated in the later project final report.

A general description of the activities and results of bauxite investigation by the Bureau of Mines at its bauxite project in Saline and Pulaski Counties, Ark., has been given in Report of Investigations 4251. The tactual data obtained during the project are reported in a series of Reports of Investigations beginning with No. 4251, of which this is the twelfth. The data are accompanied by maps showing the location of holes drilled and the deposits developed. Each area upon which work was done is reported by half townships. Each bauxite deposit investigated was assigned a name and a number for ready reference and identification, and its location and name are shown on the appropriate halt-township map. The description of each half township is followed by a description of each deposit developed in that halt township. The 14 half-township maps and 77 detail maps of the bauxite deposits in this series of reports give the locations and numbers of all the holes drilled on the project except the deep holes drilled to test the geophysical anomalies. The locations of those holes show on figure 13 in volume 1. The descriptions of the deposits developed are followed by complete detailed logs of the drill holes. Many of the widely spaced exploratory holes did not discover bauxite of minable thickness and grade. The pertinent information obtained from the widely spaced exploratory drill holes has been summarized and tabulated, and a table for each half township is given with the discussion covering that area.

This report describes a chemical process for preparing solutions of trivalent rare-earth chlorides from sulfate solutions obtained by treating bastnasite concentrate. The chief impurity in the final solution is cerium, and this element is less than 1 percent of the rare-earth oxides. The solution is used directly in the separation of rare-earth elements by ion-exchange methods. The attractive features of the process are that the chemicals are inexpensive and the steps few. The process starts with precipitating the rare-earth hydroxides from sulfate solutions with caustic soda. After the hydroxides are dried to oxidize the cerium, they are treated with dilute hydrochloric acid to dissolve away the trivalent rare-earth elements, leaving the tetravalent cerium. Details for controlling the leaching step are described. The process shortens older procedures by omitting the usual oxalate or double-sulfate-precipitation step.

Use of nuclear reactors to furnish high-temperature heat is a field that has not received as much attention as propulsion and electric power production. Investigations are being conducted under a joint Atomic Energy Commission (AEC)--Bureau of Mines research program to determine the feasibility of using nuclear heat for chemical processing. A part of this process-heat-reactor program is the study of a system in [hich] helium transfers heat from 8 nuclear reactor to a chemical processing [essel]. This requires construction of (1) a nuclear reactor to operate with helium exit temperature of 2,500° F. and with pressures in the range of 250 to 500 p.s.i.g. and (2) a processing vessel (heat exchanger) to convert the enthalpy of the helium into chemical process reaction heat. Neither component exists at present, and development of each promises to be a formidable task. To aid in the study of such a system, the Bureau of Mines has designed and constructed a vessel heated by electrical induction to simulate a source of nuclear fission heat. This vessel is undergoing preliminary testing. Gasification of coal and reforming of hydrocarbons are promising uses for nuclear heat. It appears that a higher price per unit of nuclear heat can be tolerated for chemical processing than that allowable for power generation.

To determine the availability of phosphate rock from domestic re- sources, the Bureau of Mines evaluated the potential production of phosphate rock from the demonstrated resources of 130 mines and deposits. The evaluation included an estimation of resources, engineering methods, and capital and operating costs, and an economic analysis to determine each operation&apos;s average total cost of production over the life of the mine, including a 15-pct discounted-cash-flow rate of return on all investments. Quantified but not evaluated in this report are substantial phosphate resources at the inferred and hypothetical resource levels. The 130 mines and deposits contain 6.4 billion tons of recoverable phosphate rock product, about 20 pct from producing mines. At total production costs of under $30 per ton in January 1981 dollars, about 1.3 billion tons of phosphate rock product is potentially available, over 90 pct from producing mines. This study suggests that production from low- cost, high-grade phosphate mines now in operation will decline during the next decade, and new higher cost, Lower grade mines will have to be developed to satisfy demand into the next century, In addition to the demonstrated resources evaluated in this study, 7 billion tons of inferred-level and 24 billion tans of hypothetical- level phosphate rock are potentially recoverable, which, in part, includes material containing high amounts of magnesium, Much of this material could likely become available in the near future.

Although it may be impracticable to adopt standard methods of safe working in all branches of mining, and although it may be impossible to establish a standard for each class of work at each mine, some of the iron-mining companies in the Lake Superior district have found that by adopting certain standard ways of performing certain of their operations they insure both more efficient and safer working conditions. Many companies have adopted the idea that the safe way of doing things is also the most efficient and economical way, and, through the medium of their safety conferences they are trying to find the safest way, and the most efficient way, of performing practically every operation about the mines. This activity will, undoubtedly, be continued at every operation which uses this method of doing safety work, because in the advance of industry changes must be made in the results required from time to time. A review of the safety standards and safety suggestions which have been arrived at by some of the companies in this the greatest iron-mining district in the world, will be of value to companies who are interested in improving the safety of their working conditions. So that attention may be directed to the methods in use, rather than to individual companies, all names have been omitted and companies are referred to only by letter.

Experiments were conducted by the U.S. Bureau of Mines to verify enhancements due to chloride and surfactant additions in the leaching system of chalcopyrite with ferric sulfate and sulfuric acid. A statistical experimental design was used and equipment was designed to eliminate contributions from changes in solution electrochemical potential during the course of the measurements. Results confirmed that chloride additions increased chalcopyrite leaching by as much as 94 pct over the electrochemical potential versus hydrogen electrode range of 630 to 750 mV at pH 1.7 and 50°C. Total iron concentration had no effect over the range of 1 to 5 g/L. The effect of surfactant addition was less well defined. While additions of LA 790 (a polyoxyethylene lauryl ether) resulted in increased copper leaching in several of the tests, the differences were too small to be statistically significant. No interaction effect could be verified.

The solubility of carbon in electrorefined vanadium was determined to be approximately 0.27 wt pct at the eutectic temperature 1,650° C and 0.03 wt pct at 700° C. The tensile strength and hardness of vanadium increased with car-bon content to the solubility limit, but this effect was small, probably because of the narrow solubility range. Between the solubility limit and 0.3 weight-percent carbon, the second phase had essentially no strengthening effect in vanadium. The second phase, observed metallographically at the grain boundaries and within the grains, was shown by autoradiography to contain high-carbon concentrations. This second phase was identified as VgC by X-ray analysis. The VgC in the grain boundaries contributed largely to the poor cold-and-hot workability of vanadium-carbon alloys. Increased concentrations of V2C occurred at the grain boundaries of the high-carbon alloy ingots as a result of homogenization at 1,600° C for 1 hour. Alloy ingots containing more than 0.36 wt pet carbon (a calculated 2.9 wt pct VaC) following homogenization, cracked severely and failed by intergranular fracture upon swaging at 900° C.

When enough circulars have boon completed it is planned to publish a more complete and comprehensive paper in bulletin form dealing with the subject of underground transportation. Progress reports, followed b., bulletins, will be prepared from time to time dealing with other subjects included in the general study of mining methods at individual nines, such as mine development, drilling, and blasting; stoping methods (each principal stoping method to be summarized in a separate paper); Ventilation; wage, contract and bonus systems, etc.
