This report describes the tunneling at the Leadville drainage tunnel, which was resumed in September 1950 with funds made available in the 1950 appropriation of the Department of the Interior. It brings up to date the account of the first project, carried on from December 1943 to August 1945, published by the Bureau of Mines which supervised both the first and second projects. In this report Leadville mining history, particularly related to drainage efforts, and the possibilities for future mine drainage are discussed briefly. An account of the second project, including a description of the operating cycle, exploratory drilling done as a safety measure, surveying procedures, geology, cost data, and other pertinent information, completes the report.

THE INJURY DATA and experience at coal mines in the United States for 1951 are presented in this bulletin under the following general heads: (A) General injury experience: Tables 1 to 18: Contain current data on number of fatalities and nonfatal injuries, frequency and severity rates, average severity, major and detailed injury agencies, and distribution of injuries by part of body and days of disability. (B) Selected injury data: Tables 19 to 43: Contain current data on various selected factors of operating and physical conditions that contributed to the occurrence of injuries at bituminous-coal, lignite, and anthracite mines. These factors include extent of hand and machine loading, size of mine by employment and production groups, thickness of bed or vein, duration and number of work shifts, rating of mine as gassy or nongassy, types of cap lamps, explosives, and combination of factors that influence mine safety. (C) Injury experience by States: Tables 44 to 50: Contain current data on number of fatalities and nonfatal injuries, frequency and severity rates, average severity, major causes and principal agencies, injury records of all coal-producing States, and the relative standing by States according to injury-frequency rates. (D) Major disasters: Table 51: Lists the coal-mine disasters that occurred during 1951, giving location, source, and cause. A major disaster in coal mining is defined as a single accident in which or as a result of which five or more men lost their lives. (E) Historical coal-mine injury experience: Tables 52 to 86: Contain data on injuries, injury-frequency rates, employment, and production at bituminous-coal, lignite, and anthracite mines from the earliest records through 1951.

The Federal Bureau of Mines studied the Gibbs free energies of formation of chromous fluoride (CrF2), chromic fluoride (CrF3), and chromium (II,III) fluorides (CrF2.40 and CrF2.45) with high-temperature galvanic cells employing calcium fluoride doped with 1 mole-pct yttrium fluoride as the electrolyte. Free-energy changes were obtained from open-circuit potential measurements for the following cells: Cr, CrF2 // CaF2 // NiF2, Ni (a) NiO, NiF2 // CaF2 // CrF3 , Cr203 (b) CrF2 , CrF2.40 // CaF2 // NiF2, Ni (c) and CrF2 ?45 , CrF3 // CaF2 // NiF2, Ni (d) with the following overall reactions Cr(s) + NiF2 (s) = Ni(s) + CrF2 (s) (1) 3NiO(s) + 2CrF3 (s) = 3NiF2 (s) + Cr203 (s) (2) 5CrF2 (s) + NiF2 (s) = 5CrF2.4O (s) + Ni(s) (3) and 3.64CrF2.45 + NiF2 (s) = 3.64CrF3 (s) + Ni (s) . (4) These results were combined with the best available literature values of ?Gf° of NiF2, NiO, and Cr203 to deduce Gibbs free energies of formation for the chromium fluorides expressed as follows: ?Gf°(CrF2) = -179.31 + 24.33 X 10-3T ± 0.43 kcal-mole. The ever -present danger of mine fires and the possibility of hazardous atmospheric conditions in underground mines make a well-equipped mine rescue station a valuable asset to any mining district . Rescue equipment without proper maintenance provides only false security , because neglect may make the apparatus unfit for use in an emergency . Promptness in fighting mine fires is important ; frequently the first 30 minutes of action are worth many hours later . Likewise , the equipment will be of little value if enough men trained in its use are not readily available . This circular points out how such protection has been provided in an Arizona mining district by establishing a well- organized , adequately equipped , central mine rescue station. ·

This Bureau of Mines report presents the results of a study conducted to assess the domestic availability of chromium from superalloy and cast heat- and corrosion-resistant alloy scrap material. Six alloy classes included in this survey were investment cast, hardfacing, and wrought nickel- and cobalt-base alloys, wrought nickel-iron-base alloys, and heat- and corrosion-resistant alloy castings. Data were collected for 1976 on metallic scrap generation, use patterns, and production practices for these alloy producing and using industries. A model was developed that allowed an assessment of the materials flow circuits within the industries that produce these alloys. The types, amounts, sources, secondary products, and ultimate destinations of chromium- containing metallic scrap for the six alloy classes were determined. Regarding the overall recycling efficiency of these alloy producing and using industries, of the 580.9 million pounds of scrap generated from these six alloy classes in 1976, about 72 percent (416.8 million pounds) was remelted by the same alloy-producing industries, about 18 percent (104.9 million pounds) was downgraded into stainless and low-alloy steels, about 3 percent (19.7 million pounds) was exported, and about 7 percent (39.5 million pounds) was lost through landfill or other disposal or service wastage. The lost material is primarily contaminated oxides for which recovery is currently uneconomic. However, the 124.6 million pounds of scrap material downgraded or exported in 197b contained potentially recoverable critical strategic elements. The amount of scrap material lost to the six alloy-producing industries in this manner contained 22.1 million pounds of chromium, 53.4 million pounds of nickel, 5.9 million pounds of cobalt, 35.9 million pounds of iron, and 7.3 million pounds of other alloying elements.

Part of the U.S. Bureau of Mines mission is to supply the U.S. mineral industries with information that is useful in planning to meet the Nation's critical and strategic mineral needs if a national emergency occurs. The Bureau conducted laboratory research including operating a nominal 100 lblh pilot plant to demonstrate the recovery and concentration of chromite by gravity and flotation operations from three northern California mineral deposits. Gravity beneficiation test results show that concentrates contained as much as 52 pet chromic oxide (CrZ03) with recoveries of about 80 pet. Results from the bench-scale unit operations of mineral liberation, tabling, vanning, spiraling, pinch sluice, work index, and thickener area determination tests are presented in this report.

The literature on methane-oxidizing bacteria is reviewed in regard to (1) the growth and isolation of cultures by special techniques; (2) the distribution of these organisms in nature and descriptions of individual species; (3) the physiology of methane-oxidizing bacteria as influenced by temperature, light, pH, aerobiosis versus anaerobiosis, and carbon and nitrogen sources; and (4) the biochemistry of methane oxidation revealed by studies with intact cells and subcellular systems. Present practical applications of methane-oxidizing bacteria are limited to prospecting for natural gas and petroleum deposits. Desirable areas for future research are discussed as well as some possible applications such as (1) the removal and/or early detection of methane gas in coal mines by intact cells or enzyme preparations; (2) the generation of electrical energy by microbial fuel cells using methane as fuel; (3) the growth of methane-oxidizing bacteria on methane for their food value; (4) the purification of hydrocarbon gas mixtures using methane-oxidizing or other alkane-oxidizing bacteria; and (5) the synthesis of methane from mixtures of H2 and CO or H2 and CO2 by me thane-forming bacteria.

The Bureau of Mines developed a spectrochemical method to determine six constituents in coal ash in the following concentration ranges: silica 9 to 63 percent, alumina 7.5 to 35 percent, ferric oxide 2 to 30 percent, calcium oxide 1 to 29 percent, magnesium oxide 0.5 to 6 percent, and titanium oxide 0.5 to 4 percent. Samples of coal ash are fused with a mixture of lithium tetraborate and vanadium pentoxide. The resulting beads are crushed, mixed with powdered graphite, and briquetted. The pellets are analyzed spectrographically, using controlled high-voltage spark excitation. Vanadium serves as the internal standard. Effects due to matrix variations are minimized by fusion with lithium tetraborate. Intensity ratios of selected analytical lines are determined photometrically, Concentrations are read from analytical curves, prepared from synthetic standards, relating log intensity ratios to log concentration. A combustion procedure is used to determine sulfur tri-oxide. The method is most useful when large numbers of coal ashes must be analyzed but a high degree of accuracy is not essential.

This Bureau of Mines report is a study of the organizational framework of the ferrous scrap industry, of the products produced, and of the factors affecting the consumption of ferrous scrap by the steel industry. Consumption data from 27 major iron and steel firms in the States of Illinois, Indiana, Iowa, Michigan, Minnesota, and Wisconsin during the period between 1957 to 1962 were grouped by type of iron and steel furnace production facilities to determine consumption pattern for various grades of scrap in comparison to ingot production, hot metal consumption, and home scrap generation. Grades of scrap affected by changes in scrap consumption were determined, and the pattern that emerged was analyzed. Correlation of scrap demand and its effects on scrap prices based on price of scrap receipts of No. 1 heavy melting scrap and No. 2 bundles in the Chicago area for the years 1957 through 1962 indicated that demand trends do not always affect the price of scrap, Past and present technological advancements in steelmaking processes are discussed, and their effects on the scrap industry are analyzed.

Work has been carried out under Bureau of Mines Contract HO 395132 to develop improved sensor cells for use in direct-reading detectors and diffusion exposure meters. A pumped CO sensor cell was developed which has a shorter response time, improved temperature cycle characteristics, and improved linearity and stability at high CO concentrations. Diffusion CO sensor cells have shown good response level stability and linearity up to 1000 ppm. In addition, a new sensor cell catalyst has been developed for NO2 sensor cells which has a much shorter response time and improved response stability characteristics.

Interim performance specifications are presented for carbon monoxide, methane, and air velocity transducers used in the Bureau of Mines intrinsically safe mine monitoring system. These specifications give quantitative values or qualitative descriptions of the transducers, including environmental parameters and monitoring system measurement and maintenance requirements as recommended by the Bureau of Mines. Commercially available transducer modules and prototype modules are listed together with selected characteristics.

The Bureau of Mines investigated preheating of continuously fed, fragmented ferrous scrap charges by furnace offgases and utilizing substitutes for imported fluorspar to condition electric steelmaking slags. Three types of continuous scrap charging procedures were investigated to determine electrical energy consumption in a I-st (short ton) electric arc furnace. Cold and preheated scrap charges were continuously fed at rates averaging 37.5 and 43.7lb/min, respectively. The feed rate varied appreciably from test to test owing to hangup of the scrap in the charge bin. Approximately 7 pct less electrical energy was consumed in melting scrap preheated to 8400 to 1,1100 F by furnace off-gases than in melting cold scrap. Overall energy consumptions were 888 kW'h/st for cold scrap, 829 kW'h/st for preheated scrap" and 637 kW'h/st for conventional backcharged scrap. Stack gases from scrap preheating averaged 1200 F and a flow rate of 1,615 scfm compared with 2200 F and 1,302 sefm for cold-charged scrap. Slag conditioners tested included synthetic fluorspar, boric acid, hydroboracite, used aluminum potlining wastes and aluminum anode tailing wastes, and Sorelflux B. The boron-containing conditioners fluidized the slags the best, followed in order by the conditioners containing fluorine and titanium.

"INTRODUCTION Information on the gaseous products from the detonation of explosives has been obtained in two ways. In the first, the atmosphere in mines is analyzed after blasting, and in the second, the gases found after detonating an explosive in a testing apparatus are analyzed. The Bureau of Mines, in a cooperative research 3/ that compared data obtained in the field with those obtained in the testing station, showed that the results were not in entire agreement. The production of carbon monoxide was found to be governed chiefly by the oxygen balance of the explosive, but the production of oxides of nitrogen did not change in so simple a manner. Because of the increasing interest in correlations between the composition of the explosive and the production of toxic gases, it seemed desirable to continue the investigation.PURPOSE OF INVESTIGATIONAs field tests are both time consuming and expensive and as field results are affected by factors that are not always under control of or clearly evaluated by the operator, the purpose of this investigation is to develop a testing-station procedure that will reproduce the gaseous products quantitatively under known conditions analogous to those that may be expected in the field. This is the second in a series of Bureau of Mines reports which de-scribe experiments designed to devise an efficient, economic mechanical fragmentation technique for hard rock. The previous study described the development of the ripper cutting technique to successfully cut hard rock with 3-to 6-in-wide drag cutters. This study was conducted to test the ripper cutting technique at full scale using 9-in-wide drag cutters. The experiments were conducted with a special test device that cut shallow, 6-by 6-ft openings in 9,200-lbf/in2 compressive-strength concrete blocks. The tests showed that ripper cutting can excavate large-scale openings of the type required by the mining industry at a production rate that outperforms the conventional drill-blast technique. Moreover, the system can produce openings of various sizes and shapes, is simple to oper-ate and maintain, and produces very little dust or noise during operation. The system appears to meet all of the criteria for a successful hard-rock mining machine.

The character of phosphorous-bearing minerals in the Birmingham red Iron ores and iron-bearing minerals in the Eufaula bauxite deposits in Alabama has been Intensively studied by petrographic, ore microscopic, luminescent microscopic, scanning electron microscopic, electron microprobe, and x-ray diffraction techniques. A total of 15 types of phosphorous-bearing mineral grains have been recognized in Birmingham iron ores by their characteristic sizes, shapes, and distributions. Size measurements, modal analyses, and texture analyses have permitted an estimate of potential liberation of phosphorous from the iron ores by beneficiation to be 27% In areas of previous mining and 60% in areas of current iron reserves. Fine grinding, selective flocculation, and flotation may constitute the best beneficiation technique for future research. Hematite and goethite are the most important iron minerals in Eufaula ferruginous bauxites, but pyrite, marcasite, and siderite are Important iron minerals in some varieties of ferruginous bauxite, and lepidocrocite and ilmenite occur locally in minor quantities. Although simple screening will remove the coarsest iron-bearing grains, research on the utilization of high gradient magnetic separation to reduce the amounts of iron-bearing grains is recommended.

Extensive studies have been made of the various effluents found in the Synthane coal-to-gas process. Analyses have been made of the waters, gases, and trace elements present in some of the streams. Results of analyses show the water effluents are the area where extensive research is needed.

During 1990-1999, a total of 458 fires occurred in all coal mining categories; 157 of those fires caused 164 injuries and 2 fatalities. The greatest number of fues and fire injuries occurred at surface mines, whch also had the highest risk rate values. A total of 66 fuefighting interventions were required. Of these, there were 25 mine rescue team interventions in underground mines, including 5 mobile equipment firefighting interventions, and 41 fire brigade and fire department interventions at all surface operations, including 19 mobile equipment interventions. In all, 50 fires destroyed or heavily damaged equipment (including 16 pieces of mobile equipment) because of failure of other firefighting methods, late fire detection, undetected fires, or fire size. A total of 1 14 fires were detected late by smoke, and 42 fires were not detected.

The Bureau of Mines developed a flotation method for concentrating spiral tailing produced from pilot plant tests on the Champion mine ore fines . The feed material contained about 49 percent Fe and 15 percent SiO2 and was posed mostly of specular hematite , muscovite , and chlorite . Bench- scale , batch flotation research developed a reagent suite composed of tall oil - fatty acid , fuel oil , sulfuric acid , sodium fluoride , and sodium silicate for recovery of iron minerals in the froth product . Concentrate made with the reagent suite contained 87.3 percent of the iron and analyzed 65.6 percent Fe and 1.9 percent SiO2 . Continuous flotation tests were made with a nominal feed rate of 400 lb /hr , but without middling recirculation . Using nearly the same amount and complement of reagents as in the batch tests , three similar continuous tests gave concentrates averaging 63.9 percent Fe and 3.1 percent Sio while recovering about 86 percent of the iron .

NIOSH researchers collected basic data from two blast rounds at the SSX-Steer Mine as a component of a larger study on controlled blasting, the goal of which is to reduce injuries from falling rocks in underground mines. Drilling and blasting procedures at the mine were observed. Rock mass property data were collected, a program of seismic monitoring and analysis was conducted, and 3-D laser survey scans of the workings before and after each blast were performed. The geologic data showed that the rock mass quality was characterized as poor to very poor. It was essentially uniform within the panels examined. The recorded seismic data indicated that fill material acted as an effective damper to seismic energy. The pre- and post-blast laser scans showed both over-break and under-break conditions, highlighting the problems associated with blasting a weak rock mass. By comparing the achieved results to the intended design, potential improvements in the drilling and blasting practices can be identified. Comparison of these data with similar data from other mines will help define how various combinations of rock and fill behave during blasting. Through studies such as these, data collection procedures and analysis techniques can be refined. An ultimate goal is to develop blast procedures tied to rock mass characteristics that can minimize damage to rock in the perimeter of the opening, limiting the amount of loose rock and improving the safety of miners.
