The record of fatalities from mine explosions during the past 2 fiscal years has been anything but encouraging; more men were killed by explosions (379) than were killed from the ante cause during to' preceding 6 years combined (368). The reason for the large increase in the number of explosion fatalities during the past 2 years as compared with the previous 6 years is not entirely clear. In some instances, there has been laxity in the enforcement of State mining laws; in others, both workers and operating officials is have failed to observe recognized precautionary measures to prevent explosions. In many of the explosions that lave occurred within the asst few years in mechanized mines it has been evident that speed of operation and a demand for maximum tonnage at minimum cost resulted in neglect of ordinary safety measures.

The Bureau of Mines has conducted bench-scale investigations leading to the design of an integrated process for producing reactor-grade zir-conium oxide (Zr02) from zircon sand, which avoids the air pollution, water pollution, fire hazard, and odor problems associated with the hexone-thiocyanate process. The integrated process consists of three steps: production of crude zirconyl sulfate solution, solvent extraction, and production of Zr02 from strip liquor. This report describes the solvent extraction step. Multistage, countercurrent liquid-liquid extraction with a tertiary amine in kerosine was used to separate zirconium from a dilute H2S04 solution containing hafnium and other impurities. Process steps de-scribed include extraction from an aqueous feed solution to form a hafnium-contaminated, zirconium-bearing organic-phase solution, scrubbing to separate zirconium from coextracted hafnium, stripping to transfer hafnium-free zirconium into an aqueous strip liquor, chloride-loading to produce a chloride-bearing organic solution, scrubbing with the chloride-loaded organic solution to remove traces of uranium impur-ity from the zirconium-bearing strip liquor, and regeneration to pre-pare the organic solution for reuse. These steps were performed simul-taneously in steady-state, bench-scale experiments. Zirconium recovery of up to 93 pct was achieved. Results of an economic evaluation are included.

This report describes and appraises recent progress in the development of a differential sulfatizing process for recovering a ferrograde manganese oxide from low-grade manganiferous ferruginous materials in the Cuyuna range. Individual process steps were carried out successfully using a 20-inch-diameter shaft for continuous countercurrent sulfatization of the manganese, a multiple-compartment rotary drum for leaching the water-soluble manganese sulfate, a submerged-combustion evaporator for the recovery of monohydrate crystals of manganese sulfate, and a shaft furnace for the thermal decomposition of sulfate crystals for production of a ferrograde manganese oxide and a sulfur dioxide gas suitable for sulfatization of fresh are. Of the two general kinds of Cuyuna manganiferous materials--the carbonate slates and the oxidized ores--only the slates were studied at pilot scale.

As part of its program to provide technology for reducing undesirable environmental impacts of mineral processing operations, the Bureau of Mines developed the citrate process for desulfurizing industrial stack gases that contain from 0.1 to 2 vol pet S02. In this regenerable flue gas desulfurization (FGD) process, S02 is absorbed from cleaned and cooled industrial flue gas with a citric acid-sodium citrate solution. The absorbed S02 is subsequently reacted with H2S to precipitate marketable elemental sulfur and regenerate the solution for recycle. Laboratory investigations of process parameters provided information for designing larger scale continuous operations. Information gathered from operation of two pilot plants, one at a copper smelter and one at a lead smelter, confirmed the laboratory results. Data were obtained for design and construction of a commercial-sized demonstration plant at the George F. Weaton Power Station, Monaca, PA. A preliminary operation of the plant was demonstrated, under a cost-sharing Bureau-industry contract. This bulletin describes the citrate process and gives results of the laboratory, pilot plant, and demonstration plant studies, as well as corrosion investigations.

The purpose of this Bureau of Mines report is to provide mining industry personnel and regulatory authorities with a subsidence-reference list and annotated bibliography that will aid them in locating subsidence information and in developing their own subsidence information sources. Over 700 references are listed in the Bureau's subsidence information center bibliography; approximately 600 of these references were obtained for assessment. Of these 600 references, 167 were selected to be rated, categorized, and annotated. All literature referenced in this report was published prior to 1984. Table 1 is a cross - referenced index that classifies and rates selected references with respect to specific keywords. References are rated not on quality of content but rather on applicability to given subject areas. Appendix A is an annotated bibliography of the references listed in table 1 and provides further information of each article to aid the user in selecting articles for specific areas of subsidence technology. Appendix B is a copy of the subsidence information center bibliography.

IN INDUSTRIAL and domestic daily life carbon monoxide is the most frequently encountered toxic gas. hazardous concentrations of carbon monoxide may be present in the vicinity of many industrial operations, such as metallurgical processes, coke ovens, and fuel- and synthesis-gas producers, and may be encountered in confined spaces, such as dwellings, garages, workshops, vehicular tunnels, and mining operations, in connection with the use of heaters, boilers, internal-combustion engines, after blasting operations, and after fires and explosions. Evaluation and control of the health and safety hazard caused by carbon monoxide depend primarily on the analytical detection of the presence of carbon monoxide and determination of its concentration in air and in various gaseous mixtures. The choice of method of analysis in any particular situation depends on such factors as required accuracy, range of concentration involved, convenience, speed of analysis required, quantity of sample available, qualitative composition of sample or atmosphere to be analyzed, and possible effects of interfering gases. Some of the methods described require only adequate understanding of operational techniques, whereas others require thorough appreciation and skill in applying the principles involved. The instruments and analytical procedures commonly used for detecting and determining carbon monoxide are described in detail, and reference is made to more specialized methods:

Consumption and intensity of use trends for twelve metals, by industrial end use, were estimated for 1972 through 198Z. The trends were then forecast through 1993 using standard statistical methods. The intensity of use measure selected is the quantity of metal consumed per constant dollar output of a specific industrial sector. The metals studied were aluminum, chromium, cobalt, copper, lead, manganese, nickel, the platinum-group metals, tin, titanium, tungsten, and zinc. Average annual growth rates for the following four of the twelve metal increased from 1972-82 as follows: aluminum, 1.00 percent; platinum-group metals (consisting of platinum, palladium, and iridium), 8.83 percent; titanium, 7.82 percent; and tungsten, 6.09 percent. Consumption. for the remaining eight metals decreased at average annual rates ranging from 0.58 percent (copper) to 5.37 percent (manganese).

In the Unfederated Malay States, with the exception of Johore, the rights of suzerainty, protection, and administration were transferred by giam to the British Government in 1909. In the States of Kelantan, Trengganu, Kedah, and Perlis, the rulers are assisted by State Councils and by British advisers appointed by the British Government.3 With respect to Johore, the largest, richest, and most highly organized of the Malay States not in the Federation, the treaty of December 11, 1885, with Great Britain, defined the relations of the State to the British Govern- ment and allowed the Maharaja to assume the title of "Sultan"; an amendment to this treaty (May 12, 1914) provided that the Sultan should be advised by a British officer, the General Adviser. ...... The political organization of the States is reflected in the mining legis- lation, Johore being the only one having a comprehensive code. The updated page incorporates a significant amount of new safety and health information, plus an improved layout to better serve stakeholder needs. It also provides back-ground information about the NIOSH Mining Research Program, including research awards, core competencies, unique labs, community and educational outreach, and a brief discussion of how the research program is structured. The new Web topic page can be found at www.cdc.gov/niosh/mining. "Search" Feature The redesigned Web topic page features improved search capabilities. The "Search Mining" feature on each page lets you search only the NIOSH Mining Safety and Health Web topic page. The user can still search the entire NIOSH Web page by using the "Search NIOSH" option. New Safety and Health Topics Developers expanded the "Safety and Health Topics" and reorganized the site to make it easier to find information. Each topic link now has a significant amount of new and updated information, as well as links to related topics of interest. U.S. molybdenum production increased fivefold from 18.2 million pounds in 1946 to 90.5 million pounds in 1966, and constituted 87.3 percent of the total free world supply in the 1946-66 period. Mining development in other free world countries in the next few years may reduce the magnitude of the U.S. position, although similar development planned for the United States may counteract some of the relative gains by those countries. In 1966 two-thirds of the reported molybdenum consumption in the United States by end uses was as an alloying element in steel. Molybdenum also has important use as an alloying element in iron and high-temperature alloys. Consumption of molybdenum metal for making fabricated parts has increased in the past few years, especially in the space and nuclear industries. Molybdenum compounds are used mainly for making pigment, catalysts, and lubricants. Based on producer reports of shipments of primary products to domestic customers, U.S. consumption of molybdenum increased from 16.5 million pounds of molybdenum in 1946 to 65.6 million pounds in 1966. U.S. molybdenum reserves are now estimated to be 5.9 billion pounds of recoverable molybdenum, an increase of 2.1 billion pounds above previous estimates. Molybdenum ores account for 71.4 percent of the reserves, copper ores for 22.3 percent and copper-molybdenum, tungsten, and uranium ores for 6.3 percent. Several methods for predicting future demand are illustrated and estimates of demand using these methods were made for 1975. Based on present capacities and announced company plans for future developments, estimates of annual production were made for 1967 through 1975 for the United States, Canada. Chile, Peru, and the free world. These data indicate that molybdenum production in 1975 for the free world is expected to be 246 million pounds with the United States producing 68.2 percent and Canada, Chile, and Peru 30.3 percent.

This examination of Pacific Northwest (Idaho, Montana, Ore on, and Washington) ferrous scrap-industry opera ions, principally those in Oregon and Washington, points out factors influencing the supply and consumption of scrap materials, such as the complete dependence of steel ingot producers in these States on scrap as a metal raw material and the sizable quantity of scrap exported from Seattle and Portland to Japan. The pattern of the industry is presented as a movement of materials from their diverse sources to the consuming market. The geographic locations of the consuming industries in relation to the area generating scrap materials and the movement pattern of the supply from source to destination strongly influences the cost of the commodity. The best measure of the scrap supply available in an area is experience in terms of how much scrap was withdrawn at a given price. Scrap availability is not finite, because the return of materials as scrap is secular and influenced by constantly varying market conditions. Steel ingot producers use 75 percent of the approximate 500,000 tons of scrap consumed in Oregon and Washington; steel foundries take 15 percent of the total; and iron foundries, ferroalloy plants, and other miscellaneous consumers utilize the remainder. Also, from 1955 to 1960 an average of about 200,000 tons has been exported annually from Oregon and Washington. The foreign exports are supplemented by lesser .shipments to other steel producing States, principally in the western United States. From 1955 to 1960 the preferred and higher value heavy melting scrap grades accounted for about 60 percent of total withdrawals which varied between 600,000 and 950,000 tons annually. Total scrap withdrawals from Oregon and Washington are projected to 1.8 million tons by 1985, 60 percent (1.1 million tons) of which will be heavy melting grades. No. 1 heavy melting scrap is most attractive to scrap consumers at $35 per ton or less. Price-supply relationships compared with projected scrap requirements indicate future prices possibly over $35 per ton. High prices over a long period could motivate the Pacific Northwest scrap consumers to produce steel from iron ore. However, technologic changes taking place at integrated steel plants could reduce scrap withdrawals from the Pacific Northwest, which might keep the scrap price sufficiently attractive to obviate production of competitive iron products by the Pacific Northwest scrap consumers.

The Bureau of Mines is engaged in research to evaluate the effects of cutter bit wear at coal mine faces. This paper addresses one element of conical bit wear, bit rotation. A discussion on mounting configura-tion and bit forces and their effects on rotation is presented. The effects on rotation and bit forces of bit attack angle, cutting depth, and skew are determined for two types of conical bits during linear cutting of sandstone-inclusive rock. The results indicate that a 10° negative skew angle and 35° attack angle produce the maximum rotation of 17.5° for each foot of cutting. Data on bit rotation and bit forces are presented in an appendix.

The monorail bridge conveyor (MBC) is a prototype continuous face haulage system that was surface tested and evaluated by the Bureau of Mines. The MBC consists of a series of cascading belt bridge conveyors suspended from roof-supported monorail track. Tests were conducted to determine MBC haulage capability, maneuverability, power consumption, and reliability using rigid and chain-suspended monorail track installations. Subsequent modifications to improve operation and reliability made during surface testing are described. Mining plans were devised to show potential MBC installations for room-and-pillar, longwall development, and shortwall mining sections. Compatibility tests were conducted with the Bureau's prototype hopper-feeder, to provide additional surge capacity and lump-breaking capability. Results from the surface test program, along with modifications to improve system operation and reliability, indicate that the MBC has the potential to perform success- fully in an in-mine trial.

Three samples of waste lubricating oil were re-refined by processes developed by the Bureau of Mines and reformulated with additives to meet designated requirements for viscosity and service. Quality-defining bench-scale tests were used to compare and evaluate the quality of these three motor oils, eight commercially re-refined lubricating oils, and three new lubricating oils. Most of the re-refined oils studied could not be distinguished from new oils by the bench tests used to define quality. There was some evidence, however, that one and perhaps more of the re-refined products investigated might not meet all of the quality standards of new lubricating oil, suggesting the need for better quality controls by re-refiners.

A procedure was developed for the separation of lead and sulfur in industrial concentrates of galena by a combination of chlorination and fused - salt electrolysis . Galena could not be satisfactorily electrolyzed in the various media tried ; however , when it was treated with chlorine the resulting lead chloride could be effectively separated electrically into lead and chlorine . An apparatus was designed and constructed to chlorinate galena and to volatilize simultaneously most of the chloridized impurities . By electrolyzing the chlorinated concentrate , a high percentage of lead was recovered . Anodic chlorine was drawn from the cell and was used to chlorinate new feed . In many runs , the recovered metal analyzed from 99.8 to 99.9 percent lead . Lead was also distributed as a chloride in the bath , and a small portion was in the volatile fraction produced during the chlorination step . During a tinuous operation , only 0.1 percent of the total lead was discarded ; 99.9 percent was accounted for in the metal , electrolytic bath , and washed or leached chlorination condensate which was essentially lead chloride . About 95 percent of the sulfur from the galena was recovered as a byproduct of over 90 - percent grade .

This paper describing the concentrator practice of the Cananea Consolidated Copper Co. at Cananea, Sonora, Mexico, is one of a series of articles on milling methods and costs being prepared by the U. S. Bureau of Mines. The Cananea concentrator treats 2,400 tons of copper ore per day by preferential flotation, whereby the copper sulphides are floated and the iron pyrite depressed. During the first half of the year 1929 the heads to the concentrator averaged 3.29 per cent of copper, the recovery was 95.74 per cent of the total copper, and the concentrates produced contained 21.44 per cent of copper.
