As part of the Federal Bureau of Mines titanium resources examination program, samples from seven deposits in the Pacific Northwest were tested for amenability to various beneficiation techniques. The samples obtained by the Bureau's Office of Mineral Resources at Spokane, Washington represent a large potential source of titanium. This report summarizes the results of tests at the Bureau's Metallurgy Research Center, Albany, Oregon. Recoveries from tabling placer samples were about 50 percent at grades of 30 percent titanium dioxide. "INTRODUCTION The Gibellini manganese—zinc-nickel deposits, are in southeastern Eureka County, Nev, T. 15 N., R. 53 E. M.D.B.M. 27.5 miles south of Eureka, the county seat.The partly explored deposits, locally known as the Black Iron or Gibellini property, were examined in May 1944 by an engineer 3/ of the Bureau of Mines, who recommended that the deposits be explored further by means of core drilling. The proposed program called for drilling six diamond—drill holes, or eight if necessary, and for trenching at two places — 200 feet northeast and 280 feet west of the shaft on the main deposit.In 1946 the project was set up, and In July, of that year diamond drilling as started. Six holes were drilled for a total length of 1,198.5 feet. No trenching or other exploratory work as done. Work on the project was stooped. October 30, 1946.OWNERSHIPAccording to county records, the property comprises a group of 13 unpatented lode claims, and ownership is divided among Louis P. Gibellini,Louis P. Gibellini and wife (both of Eureka, Nev.), and the International Smelting & Refining Co., of Salt Lake City, Utah. Five claims of the group - the Black Iron No. 1, Black Hill No. 2, Manganese No. 3, Flat No. 1, and Flat No. 2 - are owned by Gibellini. "Properties and Uses.Iceland spar is a name given to a pure crystallized form of calcite (CaCo3) which is sufficiently transparent and free of defects to be used in the manufacture of optical instruments. While the actual requirements are small, the degree of purity and physical perfection demanded renders it somewhat difficult to obtain suitable material.The properties of value in Iceland spar are its transparency combined with double refraction. It is used in the manufacture of polarizing microscopes, saccharimeters, colorimeters and photometers. Its most important use is in the manufacture of Nicol prisms, which constitute an essential part of every polarizing microscope. The principle governing the construction of the Nicol prism is as follows:Ordinary light in passing through a crystal of calcite is resolved into two rays of plane polarized light vibrating in planes at right angles to each other and having different indices of refraction. Thus the two rays follow different paths through the crystal. The prism of Iceland spar is cut diagonally and cemented together again with a transparent cement having an index of refraction intermediate between the two rays passing through the prism. Canada balsam is employed for this purpose. The prism is cut at such an angle that the ray having the greatest index of refraction meets the surface of the balsam at an angle greater than the angle of total reflection, and it is thus deflected to the side of the prism, while the second ray passes through. Thus one of the rays is eliminated and polarized light vibrating in a single plane is obtained."

World political events that occurred subsequent to yearend 1990, but that bear heavily on the global mineral industry, have been of such importance that they cannot be disregaded, and certainly they contribute to any type of "outlook." However, to write of them simply as "forecasts" in an "outlook" section of this study would be to unjustly pretend to status as prophets. Thus, this section covers events that have occurred not as predictions but rather as history. Despite the end of the cold war, the world remained fractionated, at least from the limited perspective of its mineral industry. The fractionation was not so much the result of adversarial politics between countries and groups of countries, although to be sure, such conflicts had not disappeared. Rather, the fractionation was in the widely divergent patterns of performance that resulted from the diverse conditions and problems facing the different countries and country groups.

Many challenges are faced by workers in lower-seam (42 inches or less) mines. The lower-seam heights confine mine workers to their knees as they perform their daily tasks such as installing roof bolts, delivering supplies, repairing belt, or cutting coal. Miners working in these lower seams often consider kneepads to be their only line of defense against knee injuries. However, healthy knees do not start and stop with kneepads. Other interventions such as changing postures, proper hygiene, and work station design may also be used to reduce mine workers? risks for developing knee injuries. Incorporating these and many other interventions into a mine worker?s ?way of life? is an important step to ensuring a long, healthy career and retirement. Keeping knees healthy is also a key aspect to reducing costs in low-seam mines as the industry battles rising health care costs, and training/recruitment of replacement workers is time-consuming and costly. Educating the workforce about the possible interventions to reduce knee injury risk is a primary objective for the National Institute for Occupational Safety and Health?s (NIOSH) Pittsburgh Research Laboratory (PRL). Therefore, NIOSH researchers, along with industry and academia, developed a training package to educate the mining com­munity about some possible interventions beyond kneepads that may be used to help decrease knee injury rates. Increased awareness and simple changes are the first steps to reducing knee injuries.

For many years, much thought and effort have been devoted to the achievement of safety in the use of explosives by those interested in the preservation of human life and the protection of property. As a result, we now have adequate rules pertaining to the safe use of explosives , which, if observed, would prevent many, perhaps ail , of the explosives accidents that yet occur . Although the rules respecting the use of explosives are believed to be well - known, many accidents occur because they are disregarded . The mental awareness aroused by a tragic accident usually will cause safety precautions to be taken for a while ; however , this awareness gradually disappears unless a sincere effort is made permanently to prevent similar accidents . Frequently, because safe methods are more irksome than unsafe methods , the lessons taught by accident experience are forgotten in a short time , vigilance is relaxed , and there is a gradual return to unsafe , easy methods of performing work. If the preservation of human life is important , the unfortunate experiences of others and the lessons taught by them should be applied to reduce unnecessary loss of life . The value of a life lost as the resuit of accident should be calculated not only from the monetary and humanitarian standpoint but also according to what the accident could contribute in the way of saving other lives and suffering . This saving of other lives can and will , if the lessons from unfortunate accidents are applied , convert a loss to a gain a gain of such magnitude that the accident victim could be considered

"SUMMARYThe J. D. Price property is in Crittenden County, Ky., about 5-1/2 miles west of Marion. The Levias-Crittenden Springs fault system traverses the property. Mines on 3 miles of the same fault system immediately northeast have produced about 250,000 tons of fluorspar ore. The Keystone property, adjacent on the northeast, has produced about 150,000 tons of ore. 3/About 1934, lessees, sank a shaft upon the Price property to a depth of 111.5 feet and crosscut from the bottom of the shaft to the principal fault. No ore was found. Later, in 1942-43, they explored the same fault by core-drilling, but this project also was unsuccessful in finding ore.The author visited the property in September 1944, and subsequently the Bureau further explored the property by core-drilling three holes. No ore was found.ACKNOWLEGMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. Control shearer-generated airborne respirable dust on longwall mining sections. Approach Previous Bureau studies have shown that using high-pressure water can have a significant impact on the amount of airborne dust released into the face airflow while cleaning and controlling the airflow in the immediate cutting zone. The basic concept to improve the drum water spray system was to utilize high-pressure (1,200 psi) inward-facing drum sprays to improve the dust knockdown efficiency of the spray system and confine the dust to the face area. This system would minimize the exposure of the shearer operator through dust avoidance and decrease face dust levels by suppressing the amount of respirable dust that becomes airborne. System Design In-mine tests were designed to provide information that would permit evaluation of the operation with different spray orientations and water spray pressures. This was achieved by comparison with a conventional baseline wet-cutting system consisting of 26 low-pressure bit sprays, located on the hit blocks to provide pick-point flushing. Total drum water flow was 60 gpm and was maintained continuously throughout all tests. The high-pressure inward-facing drum water spray system consisted of sprays located in each bit block, oriented 15° and 30° toward the face. The inward-facing water spray system was operated at either 800 or 1,200 psi.

The Bureau of Mines has completed an underground degasification project in which an underground piping system was used to transport methane from the coalbed to the surface. In a 10-month period four horizontal holes were drilled to an average depth of 1,450 feet. All four holes were surveyed vertically and azimuthally. In 991 days of degasification, 255 MMcf of gas was drained from the coalbed. The underground piping system proved to be a safe and effective means of transporting methane from the coalbed to the surface.

This report summarizes studies by the Bureau of Mines in developing a simple method for estimating the phosphorus pentoxide (P205) content of finely ground sedimentary phosphate ores and beneficiated products. The method used involved leaching, filtration, and precipitation. The Bureau found that measurement of the volume of ammonium phosphomolybdate precipitate obtained from samples containing 16.8 to 37.7 percent P205 and the use of an appropriate calibration curve permitted estimates of percentage of P205 content accurate within ± 1.1 to ± 2.6 percent, respectively, at the 95-percent confidence limits. Incidental to mineral dressing and petrographic investigations of western phosphate ores in 1959, the Bureau of Mines undertook development of a simple process-control method for rapid on-the-spot evaluation of phosphate-mineral recovery. Because of the fine-grained and obscure character of western phosphate ores, chemical, rather than microscopic or petrographic, techniques were investigated. The described method involves acid decomposition of the ore or product, filtration, addition of ammonium molybdate reagent to the filtrate, and centrifuging and measuring the volume of yellow ammonium phosphomolybdate precipitate produced.

A German coal planer was put in operation in the Keystone mine of the Eastern Associated Coal Corp. , Keystone , W. Va . , in August 1960 . At present , the planer is mining in the fourth panel . The blocks of coal mined were 340 by 1,900 feet in panel 1 , 340 by 1,660 feet in panel 2 , 590 by 1,900 feet in panel 3 , and panel 4 , currently being mined , is 590 by 1,900 feet . Almost one- half million tons of coal have been mined from these four panels . An 11 - man crew handles the complete planer operation and produces an average of 500 tons of clean coal per shift . Self - advancing hydraulic props are used to support the roof over the entire face . Roof control and action on all of the panels has been highly satisfactory . During periods of extreme pressure , some additional support is required in the tail entry where evidence of weight from the retreating longwall extends about 200 feet outby the face . The time lost from production by moving equipment between panels has been reduced steadily . The move from panel 3 to panel 4 required 5 days , but it is believed that even that time could be reduced .

In 1985, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied a 37,542-acre portion of the 57,002-acre Riordan?s Well Wilderness Study Area (NV-040-166) in order to evaluate its mineral resources. The area studied is located in Nye County, NV, about 60 miles southwest of Ely, NV. Subeconomic mineral resources of limestone and sand and gravel were identified in the study area. The Troy and Irwin mining districts, 4 miles to the west, were active between 1868 and 1963, producing small amounts of gold, silver, lead, and tungsten from mines well outside the study area. Except for minor prospecting activity, most mining activity in the study area has been since 1980, consisting of claim locations and geochemical surveys.

In 1988, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied the 34,310-acre Diablo Mountain (Additional) study area (OR-001-058), in order to evaluate its identified mineral resources and occurrences. The study area lies along the east shore of saline Summer Lake in Lake County, OR, about 145 miles southeast of Bend and 45 miles northwest of Lakeview. The climate is semiarid and temperate, and the study area is almost treeless. Geologically, the (Additional) study area is in a region of fault block-formed mountains and basins, characterized by interior drainage. The area is mainly underlain by unconsolidated Quaternary and Pleistocene lake and playa sediments, which may include subsurface evaporite mineral deposits and resources. Near the center of the eastern margin of the study area are an occurrence of dolomitic limestone of unknown extent, and an area of basalt outcrop totaling 1.5 square miles. A veneer of windblown sand covers about one-half the study area.

The results of full-scale fire tests are used to determine optimum distributions of fire sensors for the protection of conveyor belt haulageways in underground coal mines. Empirical relationships are derived that relate the spacing of fire sensors to the rate of development of the fire hazard. For this application, a critical fire size is defined as that size of fire for which belt ignition and subsequent flame spread down the belt is assured. Detection and alarm, regardless of sensor type or sensing methodology, must be achieved at some point in time before the critical fire size is reached. Based upon this approach, it is found that the horizontal spacing for products-of-combustion sensors is in the range of 300 to 600 meters, while the required thermal sensor spacing is found to be ~4 meters or less. Additional design criteria are discussed for product-of-combustion fire sensing systems.

Over the years, more than 20,000 mine seals have been erected in underground coal mines in the United States. Seals are used extensively in underground mines to isolate worked-out areas, active mine fire zones, and to control water inundations. Seals are most often built directly in the mine and can be fabricated from blocks made of wood or cementitious material. Recently, several explosions occurred within sealed areas of underground U.S. coal mines. These explosions, believed to be initiated by lightning strikes on the surface, destroyed numerous seals and caused considerable damage external to the sealed area. The National Institute for Occupational Safety and Health is conducting research to develop design guidelines, to investigate noninvasive techniques to characterize seal strength properties, and to evaluate seal test methods. As part of this work, a 30-ft wide, 16.1-ft tall and 4-ft thick seal was built in an underground experimental mine using cement and foamed water. Two types of noninvasive techniques are currently being investigated, namely the Schmidt Hammer for measuring compressive strength and ground penetrating radar (GPR) for detecting the presence of anomalies (e.g., voids, discontinuities) within the seal. Once these noninvasive tests were completed, the seal was subjected to destructive explosion testing. This study presents the results of the Schmidt Hammer tests, GPR scans, and the characteristics of seal failure during explosion testing.

We Americans pride ourselves that ours is the greatest, most advanced and most civilized nation in the world, yet statistics indicate that apparently we have little appreciation for the lives and limbs of the people whose efforts give us whatever greatness we possess. The latest available statistics indicate that the annual accident death rate per 100,000 of population is nearly 80 or far higher than that of any other country in the world except Chile; is more than double the rate in Hungary, Netherlands, Ireland, Belgium, Denmark, Italy, Germany, Norway, Sweden, and Finland; is nearly double that of England, Wales, the Union of South Africa, New Zealand, Japan, Australia, and Scotland; and is 25 to 40 percent greater than Switzerland, France and Canada. To make matters worse, from the viewpoint of mining; the latest available statistics give mining by all adds the worst accident rate of the major industrial occupations in the United States, the accident severity rate for mining in 1935 being listed by the National Safety Council as 10.14, the next highest rate being 4.52 for construction, and the average rate for 30 main industries being 1.58. IMPROVEMENT IN SAFETY RECORDS Offsetting to a slight extent this rather dark picture is the fact that starting about 1930 the mine-accident rate in both coal and metal mining began to fall, reaching an all-time "low" in metal mining in 1932 and in coal mining in 1933. It now appears probable that the year 1936 has again lowered the accident rate in coal mining and this, together with the fact that the years 1933, 1934, 193 5, and 1936 all set much lover accident rates in coal mining than ware achieved for any similar previous period, gives hope that the trend is definitely in the right direction, though from the above figures mine-accident severity has a long, tedious road to travel before it becomes as low as the severity rate of all other major industries in the United States.

Presented in this report are the experimental results of coarse coal slurry degradation data obtained from the Hydraulic Transport Research Facility (HTRF) at the Pittsburgh Research Center (PRC), Bruceton, PA. This particle degradation report is a summary of the particle distribution data obtained at the HTRF for the period 26 November 1982 to 1 October 1983. The testing covered herein is for coarse Pittsburgh Seam coal in the 6-in (150 mm) and 12-in (300 mm) pipelines, at velocities ranging from 5 to 18 ft/s (1.5 to 5.5 m/s), and at concentrations by weight ranging from 15 to 55 pet. Particle size distribution samples were taken systematically throughout the testing.

This report describes serious injuries occurring to bulldozer operators working at U.S. coal, metal, and nonmetal mines. The period covered is 1988-97. The data were collected by the Mine Safety and Health Administration (MSHA). A total of 873 injury records are examined. These injuries resulted in 18 fatalities and 31,866 lost workdays. All of these injuries occurred to dozer operators while they were doing common production tasks. An injury classification system was developed to code the narrative information that describes the circumstances surrounding the injuries. Injury records are categorized by activity (task being done), incident result (what apparently happened to the dozer), and operator impact (how the operator was injured). Where information is available, contributing factors are identified. This classification system supplemented the standard injury/illness data classification system compiled by MSHA. The results of the study indicate that, from 1993 to 1997, the number of serious injuries to dozer operators declined by 30%. The reduction in serious injuries was accompanied by a decrease in days lost due to injury. Although the number of reported injuries has decreased, dozer operators being jolted and jarred accounts for the largest percentage (70% of the incidents) and severity (75% of the workdays lost) of serious injuries while operating the equipment. Vertical jars (while backing up the dozer) resulting in injury to the operator accounted for a sizable percentage of jolting and jarring injuries. Working near an edge carries significant risk for fatal injuries. Of 116 incidents where the dozer fell over an edge, rolled over, or fell into a hidden void, 14 (12%) resulted in fatal injuries. In cases where the dozer operator either jumped or was thrown out of the cab in a fall over or rollover, 7 out of 26 were killed. Overall, 80% of the fatalities occurred while working near an edge or hidden void or on a steep slope. Further reductions in injury risk will require more widespread use of seatbelts, field and laboratory research interventions to better assess the effect of alternative engineering (e.g., seat and seat suspension) designs to dampen or isolate the effects of shock and vibration, and continued focus on hazard awareness, recognition, and response.

The possibility of using ultrasonic energy as a tool to improve the electrolytic deposition of copper and zinc from several electrolytes was investigated by the Federal Bureau of Mines. Sound with frequencies of 20, 26, 38, and 400 kilocycles per second and acoustical intensities of 0.25 to 1.5 watts per square centimeter was employed. Measurements of cell voltage, anode and cathode current efficiencies, and electrode potentials were made at various current densities. Effects of ultrasonics on the quality of the deposit and on anode corrosion also was noted. In the electrolytic recovery of copper from an acid copper sulfate solution at 50° C., adherent, well-consolidated deposits are normally obtained up to a current density of 30 amperes per square foot. As the current density is increased above this value, the deposits normally become progressively more spongy and less adherent. Ultrasonic irradiation resulted in adherent and well-consolidated deposits at current densities up to 300 amperes per square foot. Radiation also produced smaller grain size and preferred orientation of the copper crystals. In addition, radiation caused as much as 3-volt decreases in cell voltages at the higher current densities. These decreases were caused chiefly by depolarization of the anode, although small depolarization effects were also noted at the cathode. Radiation apparently did not greatly affect cathode-current efficiencies, but prevented excessive anode corrosion at the higher current densities and resulted in more uniform corrosion. Ultrasonic radiation at a frequency of 400 kilocycles per second was not as effective as radiation at the lower frequencies. Circulation of the electrolyte at rates up to 5 percent of the cell capacity per minute did not produce results comparable to those effected by ultrasonic radiation. Rapid rotation of the cathode up to 1,800 revolutions per minute gave results approaching those obtained with ultrasonics.

Although coal is found in several locations in Virginia, almost all recent mining has occurred in the southwestern part of the state. Potentially minable reserves are estimated at 2.6 billion tons, slightly less than one percent of the national total. Coal ranges from high- to low-volatile bituminous, and seams average three to four feet in thickness. Virginia produces coal with higher BTUs (British Thermal Units) and a lower sulfur content than the national average. Historically its high quality has made Virginia coal attractive for metallurgical coke production and for the export market. Coal production and related industries have a significant economic impact in southwestern Virginia. In the seven coal- producing counties, coal mining is the major industry. In the two largest coal-producing counties (Buchanan and Wise), over 40 percent of total earning is derived from the coal industry. Virginia's regulatory program was conditionally approved December 15,198 1, and received final approval May 8, 1984. Its Abandoned Mine Land Program was approved with the regulatory program December 15, 1981, with emergency program authority approved November 13,1987.
